So only 6.4% of all the children born every year enter universities. This is not enough.<br /><br />This number is 27%-30% in developed countries like US and Japan.<br /><br />Thats why I think we need to atleast triple the budget allocated for universities to achieve 20%.<br /><br />To accomodate the larger number of students, we need to build more uinversities.<br /><br />We can achieve more than 20% with the tripling of the university budget if we make the all new universities "2/3rds" universities, where the government covers 2/3rds of the cost of education and the students cover the rest. Gradually, we should able to cut down our Army and other forces spending and put more and more money into education and infrastructure. <br /><br />Eliminating the government and private sector corruption alone will save billions of Dollars. Therefore, war against corruption is a must. <br /><br />I certainly support "Private Universities", and allowing admission of 'fee-paying students' to Government Universities. <br /><br />I would advocate, every government university should have the following formula, <br /><br />1. Free Students (50%)<br />2. Semi Funded (Scholarships etc)(30%)<br />3. Privately Funded student (20%)<br /><br />Universities can use the funds received from Semi and Privately Funded Students to develop the universities further without waiting for the next dole out from the government. <br /><br />For the Private Universities, I am in favor of passing a bill saying each University that gets "Private University Status" must provide scholarships to 25% of their roll to be educated free of charge based on merit. Sri Lanka should get out of this 'agricultural nation' mentality. <br /><br />Certain % of our population should focus on agriculture for sure, and we should make every effort to be self-sufficient and export-oriented in our efforts in agriculture as with all the other efforts (i.e. healthcare.. certainly we can export our services similar to Apollo Hospital in India does). <br /><br />If we are aiming at the export sector of Agriculture, we should be looking at the niches in the 'higher-end' of the market spectrum. "Organic" segment is one of best such higher-end niches i.e organic banana, organic vegetables, organic tea, organic coffee etc. <br /><br />I have seen people paying $3.50 for a 'certified organic coconut' at our local super market :-) For my entire child life, I may have eaten perhaps U$ 3,000 worth of 'sun dried, organic coconuts (but unfortunately only the cows were to certify them as organic) nourished by cow dung which plucked directly from the tree or picked after naturally dropped to the ground. My father never used any chemicals or fertilizer to grow his vegetables -only cow dung and leaves (but he had to make exceptions to rice, because all the seed he got were 'modified versions' with acronyms such as BG, H i.e. H-4, BG-11 BG-24 etc. <br /><br />Well, my point is not the above. As a nation of 21Million people - a huge pool of brains(less about 10 -20,000 Eelamtards who are still left carrying Eelam dung in their heads). <br /><br />While we balance the other sectors such as Agriculture, and Industries trying to be self-sufficient as much as possible, it is a must to steer our nation towards being a "Knowledge Capital" of the world. <br /><br />We MUST draw a 20-year Plan of becoming a Knowledge Capital. We should make Israel as the prime-example. Israel does not have lot of fertile land for agriculture nor they have vast oil resources. Instead, they focus on 'brain industries' and it is the 'back office capital' of the world now for all the research relating to high-tech industries in numerous fields. Israel puts a huge focus on education, and industries of high value. <br /><br />I am not advocating that we should be competing with Israel, but the world has way too room for many intellectual hubs. <br /><br />China started as the manufacturing back-office (factory) of the front US and EU companies. Now they are moving to the front office through various acquisitions and business partnerships. It is a tried-and-tested formula. <br /><br />To be an intellectual capital, we need to give a severe focus to key areas -education (is the key), and then infrastructure. <br /><br />Infrastructure is both soft and hard. One of the key soft infrastructure is the "law and order'. The other is "lack of corruption". Then comes hard infrastructure such as Telecommunication, Roads, Electricity, and services infrastructure such as Healthcare etc [btw, they all are 'important']. Political stability (and steady policies) also can be viewed as soft infrastructure.<br /><br />Having an educated workforce, ready access to a brain pool, and infrastructure brings investor confidence. Investor Confidence is a key factor that creates 'local jobs'. Else, there would be a brain drain that would not retain the investment we make on our education.
