battlefield progress

Heavy fighting was reported from Chilawatte as 59 Division engaged the LTTE yesterday. 7 soldiers were killed and another 70 injured in the fighting. LTTE is concentrating its forces to the east of the Mulaitivu Lagoon. The strategy will be to travel from the west of the lagoon to the east.

Heavy fighting was also reported south of Iranamadu, at Ampakamam north in the last few days as Task Force 3 under Brigadier Liyanage headed into LTTE areas. 10 LTTE cadres were confirmed killed in the attack while some Charles Anthony, Imran Pandian, Malathi unit cadres have started abandoning their posts and escaping the LTTE along with their civilian captives.

While some LTTE teams in Mulaitivu still engage in the failed bund/trench defense system to stop an army, which became outdated in World War I, LTTE units east of Kilinochchi, who learnt their lesson the hard war from the 57 and the 58, have started deploying small teams for hit and run operations, particularly at Vattakachchi.

Troops advancing on Vishvamadu and about 7km away from their target while resistance in the general area north of Paranthan has gradually diminished as troops reach Chundikulam (Sundikulam).

Puran/Rana/Saman/Sam,

Goni billa cannot be applied. The civilians are walking over red carpet here. Also we cannot kill them all in reality [right or wrong]. Don't think everyone can live like Israel. We cannot make mistakes.

But certainly white vans will work.

I agree that we were seeing many potential neg aspects of the operations in teh past too, but over and over it proved that this war is fought with the best pragmatic formula. SF/GR knows every parameter. I do hope for that when it comes to this hidden operatives issue.

Also I think we have no choice but to kill Fatpig ASAP. In a neutral scenario we could have buried separatism and excelled militarily if he lived in exile. But it seems that we have many outside spoilers who may gang up with him. Also if there will be any real indication of oilfields in SL things will change dramatically. Safer is to kill fat pig.

But I'm afraid that will raise a new war in different context and in that we won't get intl support as we did. We already see ppl like Sangaree awakening. We will see real demons later.

BTW guys I don't think SS Mennon is selling toffees to T'nadu. I think India has a greater plot supporting both military annihilation of pussyacts and survival of fatpig. India is not a clean operator.

Gordon Brown also means no joke, believe me. But when he finds an active protocol, Fatpig would be long eelamized.

In any case a country can drag for even years under Intl wrath, even after it reaches UN level. We have time anyway. But I think we need a lad like J Dhanapala as FM to face the challenges of separatism. Boggles bogs me down.

MR needs Gota/SF eqv for this new war in clean clothes.

[But you have made a good point there in your list of recommendations. which is to give armed training for the total population and recall them for duty when there is a need. This approach is used in Singapore as it geographically situated in between two big nations Indonesia and Malaysia. By this method, we could reduce the cost for maintaining a large permanent standing army and also can give the message to TN that "Beware ! we are strong and united !!, do not try to invade us". This is how our security was taken care in the history as well by calling all the citizens to the battle ground when required.]

Exactly. Go and look at my previous posts at this blog on this subject for list of many other small countries that held large countries at bay over long periods of time, and the historical context of each situation.

[I can't remember exactly, but Hitler said something like "we will take the procupine on our way back - after defeating France" in Germany's WWII campaign. However, Germany got bogged down in France, and Switzerland was never attacked. With the high mountain passes, the topography of Switzerland also deterred Germany. Germany also needed Switzerland to deal in gold with the rest of the world. During WWI through the political concept of "Geistige Landesverteidigung" which means spiritual national defense, the Swiss people resisted the concept of Nazism. So it is not entirely correct to say that Germans didn't invade Switzerland becuase it had a larger army.]

Actually, Switzerland was the first country to mobilize its army upon declaration of war by the Allies against Germany; within 1 week it had 1 million soldiers defending its borders. Hitler deciided the cost in German lives was not worth the price of conquering Switzerland and went around it to invade France. In Switzerland every adult was/is trained for military service; that is, it has a "Peoples Defense Force" in the true sense in which I meant it.

From wikipedia.org: All able-bodied male Swiss citizens are conscripted to the armed forces until the age of 30.
At 17 years of age, male Swiss citizens receive a letter detailing their military obligations. At 18 years of age, they are sent marching orders to present themselves at a nearby barracks for a day of information. They are given presentations explaining the various branches of service and prerequisites for certain positions such as jet pilot (which requires two years of flight school outside of military service). Those wishing to take part in civilian service or weaponless service are instructed to address a letter detailing their intentions to their canton's military authority prior to recruitment. Famously, members of the armed forces keep their rifles and uniforms in their homes for immediate mobilisation, as well as 50 rounds of ammunition in a sealed tin, to be used for self defence while traveling to the mobilisation points, though the ammunition is no longer issued. Additional ammunition is kept at military bases where the militia are supposed to report. Swiss military doctrines are arranged in ways that make this organisation very effective and rapid. Switzerland claims to be able to mobilise the entire population for warfare within 12 hours.]

Here is an excerpt on that Swiss defence during WW-II from the web:

[Operation Tannenbaum

Operation Tannenbaum was a planned invasion by Nazi Germany of Switzerland during World War II.
Switzerland had always taken a stance of "armed neutrality", but the Nazis were not amused by this: Hitler called the Swiss "the most despicable and wretched people, mortal enemies of the new Germany", and boasted that he would liquidate "the rubbish of small nations" and would be "the Butcher of the Swiss". In retaliation for an incident in which 11 Luftwaffe planes were shot down by the Swiss using fighters bought from Germany, Hitler unsucessfully sent saboteurs to destroy airfields. The Swiss had also given refuge to almost 1700 American pilots after their planes were damaged while bombing Germany.

Operation Tannenbaum was one of several detailed invasion plans drawn up for the General German Staff , after France had collapsed. But Hitler never gave the go-ahead, perhaps because the Swiss had defenses no other country had. Every Swiss home was equiped with a rifle, and the alpine terrain gave a tactical advantage to Swiss general Henri Guisan and his army, which included a fifth of the Swiss population.

The Swiss government had a decentralised structure, such that even the Federal President was a relatively powerless official, without the authority to order the country to surrender. Indeed, citizens had been ordered to regard any "surrender" broadcast as enemy lies and resist to the end.

While the Wehrmacht feigned moves toward Switzerland in its offensives, it never attempted to invade. After D-Day, Tannenbaum was put on hold, and Switzerland remained neutral for the duration of the war.

Ananda-USA,

Thanks for the posting on Swiss warfare.

I only said:

"So it is not entirely correct to say that Germans didn't invade Switzerland becuase it had a larger army."

Here are the factors, explained fairly well, as to why Germany didn't invade the swiss, together with a better version of my off hand porcupine quote:

**************************
http://history-switzerland.geschichte-schweiz.ch/switzerland-second-world-war-ii.html

Why did Hitler not attack Switzerland?

During World War II, Switzerland was not actually attacked. Occasional incidents were absolutely insignificant in view of the dimensions of the Second World War. Incidents proceeded more frequently from British and American bombers than from Germany or Italy. Nevertheless German troops were regarded as a really serious threat. Unlike for other nations (for example Sweden), this threat was real, insofar as Hitler did have plans to incorporate all German-speaking regions into his empire (including 70% of Switzerland) and to integrate the rest of Switzerland (french and italian speaking areas) into France and Italy respectively. (see Independent Commission of Experts Switzerland - World War II, final report, p. 87)
The plans for the attack were ready in the drawers of the German army. (final report, p. 84) German broadcast propaganda went "Die Schweiz, das kleine Stachelschwein, nehmen wir auf dem Rückweg ein" ["We'll take Switzerland, the small porcupine, on our way back home!"] (quoted after oral family tradition, consistent with lots of independent other oral sources published in the internet). - and this was taken quite seriously. Nevertheless the attack was never carried out. Why this?
Antitank-Obstacle in Switzerland, World War II

Switzerland demonstrated military readiness with the general mobilization in 1939 and border occupation by 430,000 troops (20 % of the employed persons). However, their equipment was not very up to date. Eugen Bircher, a Swiss colonel at the time, probably made a correct assessment of the situation when saying that the Germans would have been able to advance towards the Swiss capital Berne with a single tank regiment easily. (Edgar Bonjour, Neutralität, Bd. IV, 1970, p. 379 quoted after Independent Commission of Experts Switzerland - World War II, final report, German edition, p. 92. Note that the english edition of the final report, p. 89f does not give the important adverb "easily")
This assessment was shared (but not declared publicly) by a broad majority of leading Swiss Army officers. As a consequence Switzerland's commander in chief General Henri Guisan developped his famous "Reduit Concept" in summer 1940, according to which the Swiss Army would have retreated into the alps relatively soon if attacked, but would have kept up resistance based on some sort of guerilla tactics from there.
Consequently the term "Grenzbesetzung" [occupation of the borders] was replaced by "Aktivdienst" [active (military) service, the term "active" was meant as a counterpoint to 3-week military repetition courses that Swiss soldiers have to attend annually.] After the (international) debate on Switzerland's refugee politics and looted jewish assets in the 1990's there is now a new (internal) debate about the Reduit Concept among members of the so-called Aktivdienstgeneration [generation of people that were called to active military service]. It seems, that they are becoming aware only today, how soon General Guisan would have retreated Swiss troops from the borders into the Reduit, trying to prevent useless bloodshed on terrain, where the aggressor could use his tanks and aircraft, but leaving the majority of the population under occupation. The main strategy, however, was deterrence rather than fighting - and this worked out better than a sober external observer would have estimated. Of course, General Guisan did not communicate his detailed plans publicly in 1940 ...

Integrating the German speaking regions (74%) of Switzerland into the Third Reich - as Adolf Hitler did with Austria in 1938 and planned with Switzerland - would have led to civil disobedience and massive "internal" criticism within the Reich, thereby absorbing too many forces of secret police and armed forces and it might even have strengthened the internal resistance in Germany against the Nazi regime. The Swiss concept of Spiritual Defense also had a deterring effect insofar as due to this movement the Swiss population was not at all "demoralized and ready for capitulation", as Adolf Hitler tried to get his victims by massive propaganda.

Switzerland's alpine railways were of central importance for transports between Germany and Italy . In case of an attack on Switzerland, the Swiss Army would have destroyed important bridges and tunnels, and would have paralyzed the connection for years. The Swiss compromise offer to Germany and Italy was, that Switzerland would allow transports between Germany and Italy in sealed box cars without checking the contents - in exchange for the supply of vital raw materials and goods. This obviously was more attractive to Germany than a destroyed railway line. On the other hand, exporting industry products (chemicals, pharmceutics, machinery and electrical equipment) was far more vital for Switzerland as a small country than importing was for Germany and Italy - big nations having together 25 times the Swiss population and being able to use industrial resources all over occupied Europe.

Some historians say, that financial services, especially buying gold from Germany in exchange for convertible currency (Germany's national currency was no longer accepted as a means of payment in the international markets) was also an important factor. The Independent Commission of Experts showed that the Chairman of the Swiss National Bank (SNB) did not use this argument during the Second World War. "It was only after the war ... that the SNB directors claimed that their gold transactions and positive relations with Germany had prevented Germany from seriously considering the option of military operations against Switzerland. ... One might just as well claim that with its «business as usual» approach, the SNB had effectively prevented Switzerland from using the convertibility of its currency as a trump card in the economic negotiations with Germany, thus neutralising the dissuasive potential." (Independent Commission of Experts Switzerland - World War II, final report, p. 247f)

The defense of Switzerland was thus based only on three columns (army, Spiritual Defense and alpine transit), but all of them were quite weak. So it was ever more important to combine them in a most effective way. The international debate on Switzerland's role in World War II has split public opinion into two camps: Swiss traditionalists defend the glorious role of the Swiss Army while leftist critics point to anything that has been done wrong according to moral standards. A sober look at the real balance of power between Germany and Austria vs. tiny Switzerland and the fact that France and Great Britain were not able to prevent Germany from occupying France in 1940 shows that Switzerland's Army (even backed up by Spiritual Defense) had absolutely no chance to withstand an attack and defend its borders.

Therefore an attempt to rely on military deterrence alone would inevitably have ended in being defeated - and thus practically all Swiss citizens of Jewish origin as well as some 100,000 military and some 60,000 civilian refugees admitted by Switzerland would have faced deportation to the concentration and death camps of the Nazis.

I estimate that alpine transportation was the key "joker" of Switzerland. Jokers have no effect, however, if not played out. An alpine transit railway with severe restrictions for use would have been of limited interest for Nazi Germany just as a destroyed one, and it would not have served as an argument to prevent a Nazi attack on Switzerland. Under acute threat it was obviously very difficult to estimate, how many concessions would convince Adolf Hitler to renounce on an attack. Given the weak negotiating position thus no other choice remained for Switzerland than to permit rather too many of the often criticized transports than too few.

[It will be very hard to intimidate TN, IF eventually TN becomes a threat, using even a 500,000 army. TN with its huge man power reserve will have an army that could overwhelm us 1:10 or more.]

Disagree. The population of TN today is about 62 million. Sri Lanka about 22 million of whom about 80% or 17.6 million arte Sinhala, giving a Indian Tamil/Sinhala population ratio of about 3.75:1 . This ratio is much smaller than for any of the large-country/small-country pairs I had presented in earlier posts at this blog. They included the pairs:

Front-Line-Arab-States/Israel ;
China/Taiwan ;
Nazi-Germany/Switzerland;
USA/Cuba ;

I stand by my contention that a properly organized peoples defense of a small country can keep large enemies at bay indefinitely by making the cost of confrontation too high to bear. Our chances against Tamil Nadu are much better than in any of these examples, if we are organized and prepared.

Ananda,

Deterrence is important (never disputed this btw). Having sophisticated military with a endemic R&D effort will go a long way in showing that Sri Lanka is not only a nation which can have a large defense force, but a one which can contribute also to military know how, and have a sophisticated military. This contributes to deterrence as well, not only having a large army.

What I really questioned was as I said several times, the temporal aspect. All other big picture stuff, I agree.

Eezham Diaspora to continue with their generous contributions through
one of the many charities established in the western world to gather
funds for IDPs in Thamil Eelam.

Mr Nadesan was also appointed as the acting head of Finance and Resource
wing of Tamil Eelam (FARTE) following an emergency meeting of all heads
of LTTE Central Reforms And Policy making (CRAP) group. This was because
of the untimely death of Colonel R. I. P. Sinnalingam who successfully
headed FARTE for a while now."

Perein,

Chilawatte is a narrow stretch of land hence it is difficult for the 59 Div. to advance rapidly. LTTE has fortified their defences in that area as their last line of defence before the Mulattivu built up. Army knows it will generate a large amount of casualties if they force a northward thrust rapidly, so they are looking at approaching the northern tip of the lagoon via the western bank for a double envelopment. So the Mulattivu township will be cut off.
Regarding your query about Mahen, his articles are definitely not funny in my opinion. Although he carries a humorous tone his facts are alarming. Most are desperately sensitive to discuss in a public forum. He's not a fairy tale writer by any means, although there are huge amounts of exaggeration.

Hey.. I was watching this video and noticed that the terrorists who drove these vehicles suddenly stopped them under a shade and ran away..

http://www.youtube.com/watch?v=tqL3NByihPI

This tells me something. At the last minute, they got to know that they are the target- SOMEBODY TOLD THEM!!!!

Is that a mole in our SLAF or were the LTTE listening to communication between the Craft and the Command?

If the communication is encrypted between the Craft and the Command, then we are in serious trouble.

NoLTTE=Peace,

Sorry mate, couldn't help laughing at your post about the LTTE tractor and SLAF moles. No one told the tractor guys that SLAF is targetting them, they just looked up at the sky and saw a big Mi-24 hovering over them, thats why they stopped and tried to take cover. Mi-24 fly low, you can see them coming and they make their presence felt! It wasn't Kfir that struck the tractor, it was a Mi-24. Although there are moles in SLAF, I doubt these are at the flight ops. level.

Vajira can clarify this.

NOLTTE=Peace said...

duzz,

If a craft come at you over Mark 1, you will not hear it until it go pass.

And the UAV footage shows that the craft is not doing any low-passes either.

SLAF themselves knows best about the circumstances, and they should be investigating and find out the likely truth!

I am not asking to come into premature conclusions..!

Anonymous said...

Pottu machan.. it was not attcked by MI 24.. that was a real blunder by Rupavahini.

The tractor was attcked by a KFIR (today wanni report confirms that/8.pm rupavahini news)

and the Video was taken from a UAV ... (Unmanned surveillance craft of somekind)

Pottu said...

Duzz and guys,

Please stop! Kfirs don't travel at Mach 2 on bombing runs. Please don't embarass yourselves about talking about stuff that you don't know much about. Please at least google it or look up on wiki to get the facts before posting these things.

Pottu said...

Duzz,

Apologies for that, I didn't see the news where Rupavahini corrected themselves, saw the clip yesterday and the guy said it was an Mi-24. I was beginning to doubt it was an Mi-24 myself as the targeting system they used is a jet one.

What really got to me was the fact that the pilots were trying to confirm that it was ok to fire, over and over again, when you see a bloody LTTE tractor and you receive one confirmation, just fire the bloody missile, no need to ask the boss several times over!

NOLTTE=Peace said...

Pottu,

You are wrong! It is not an MI-24 attack. It is indeed from one of the Jets (Kfir, MIG, or F-7).

The other video you saw about MI-24 (in YouTube) has been edited and has included these Jet attack footage into it keeping the sound-track of MI-24's another attack i.e. gunner firing the gun on something else (gunner asking permission etc saying Gahannada Sir? ..)

Unless the attack craft came in front of them on a low-pass, these goons would not see the craft, but here the sound when it is too close.

But in this incident, it looks like they got to know about the impending attack at least 1 min in advance and found a place to hide the vehicles and ran away.

Anonymous said...

machan NO LTTE..

Im 100% sure sure that it was because of the sound..

i've experienced first hand that the sound of a KFIr is audible from MILES away..

and it was confirmed by the Rupavahini war report tonight.

u can clearly see that they tried to hide in a hurry..

and to bomb a target its not necessary to make an overhead pass. the avionics of the craft can measure the trajectory the Bomb precisely.(ONly my speculation)

maybe its one of those parkistani presents.. some JDAMS maybe

Apologies guys, did not see Rupavahini today, only saw the clip yesterday, did not know Rupavahini had mucked things up.

NOLTTE=Peace said...

Duzz,

I did not say that a craft 'necessarily' needs to make an overhead pass to make an attack..

What you see is a UAV footage, taken from one of our old UAVs.

I lived closes to a military airbase some time back.. and I know exactly how you can hear the sound.

It depends on the angle you are in (vector), and the speed of the craft as well as its noise footfrint...

If a craft fly directly at you, you will have the lowest amount of time to hear it's noise.

But to me, it is highly unlikely that they stopped because of hearing noise.

Conspiracy theories aside, it may be that the LTTE ground cadres who were in the side of where the attack craft came could make a general announcement over Walkie-Talkies that Jet Crafts are on its way giving its directions, and these occupants may have reacted to it.

After "gahannada sir" Rapid burst fire was heard. (For sure it was the MPMG's of MI 24's)

1st they showed the MI 24 attack and then this attack destroying the artillery guns. They just linked both. Nothing convincing was there in the MI 24 attack. To make it nice they linked it with the jet attack.

Rupavahini messed up big time. But I must admit they are the best among the channels, the ITN guy speaks like a 5 year old boy up in the stage for the first time (stiff and nervous) and the Swarnawahini guy emphasises and exaggerates every single word! SKR is the best (SLAF video was not by SKR).

Today, based on intelligence information provided by a front line Special Forces team the SLAF took a high profile LTTE target...the target was taken at a site where the ltte was constructing a new earth bunt in the heart mullaithivu close to the vishwamadu ltte final build up...
as per information we have, THREE TOP frontline ltte leaders were certain to have been at the location of the attack...

Vision for Sinhalese.

Someone close to Premadasa told me he was the only who had a vision for Sinhalese who aren't represented well within the SL business community.

That person got a phone call when he was in London and asked him to return to the motherland. He then went on establishing a business and had at least 35,000 workers working for his company.

This is how Premadasa shared the garment business success with Sinhalese when he was around which was dominated by minorities.

Someone told me the indian import industry (Drugs/Rice/Dhall/Hardware) is dominated by minorities since their familiarities with the supply channels in South India.

A Sinhalese hardware store owner told me that unless you are a Muslim, she can't get good pricing.

The higher education was mostly dominated by minorities in the past and that has has changed dramatically to broaden access to everyone.

The Sinhalese hometown I grew up had very handful of graduates in the 60s/70s and there are plenty of good quality (relative to Sri Lanka) ones around.

National vision to Sri Lanka to be broaden the financial and academic opportunities across the board.

Of cause we see we are winning the war (since there is no negative news) and that itself isn't enough.

I thought of writing this keeping in mind people with very high expectation to Sri Lanka yet they haven't figured out how to get there.

[Lanka secret: New tactics, arms
BY RAMESH RAMACHANDRAN
COLOMBO

Jan. 15: A combination of factors such as a determined political establishment, tactical changes on the battlefield and military hardware from China and Pakistan, coupled with depleting rebel cadres, appears to have paid rich dividends to Sri Lanka as it inches ever closer to exploding the myth of the LTTE’s invincibility.

Sri Lankan minister and government spokesman for defence and national security Keheliya Rambukwella attributed Colombo’s recent military successes over the LTTE to President Mahinda Rajapakse’s uncompromising position against "terrorism" of the kind unleashed by the Tamil separatist organisation.

The President’s approach had been to "not interfere as to how (the military) should carry out war" provided his policy of zero casualties was adhered to. "It is a big ask and the military is in some disagreement, but it is carrying out the orders of the commander-in-chief. We could have gone much faster if not for the President’s order," Dr Rambukwella said, iterating that the Lankan armed forces had exercised utmost caution in ensuring minimum civilian casualties.

A string of recent military successes, starting with the capture of Kilinochchi, then Elephant Pass, and now taking full control of the Jaffna peninsula, prompted defence secretary Gotabhaya Rajapakse to say the Army commander, Lt. Gen. Sarath Fonseka, drew praise from India’s national security adviser, Mr M.K. Narayanan, for his role in capturing LTTE-held areas in the north and eastern provinces of the island nation.

Even Israel wanted to learn how the Lankan Navy successfully combated the threat of attacks from LTTE’s suicide boats, he recently said in the course of a two-hour-long interview to the state-run Independent Television Network.

Mr Gotabhaya, a retired lieutenant-colonel and brother of President Rajapakse, said Colombo had to overcome difficulties in procuring necessary arms and equipment for the prosecution of the war. "It was through the untiring efforts of the President that Sri Lanka could obtain the required military hardware from China, Pakistan and other friendly countries," he said.

"There was pressure applied by international forces to stop the war and go for a negotiated settlement. These forces even pressured the countries supplying arms to Sri Lanka. On one occasion, the President had to telephone the Chinese Prime Minister four times and the Pakistani President seven or eight times. This shows how committed the President was to this exercise," he elaborated.

Analysts said the Army revised its tactics on the battlefront, using soldiers in small groups in attacking the LTTE simultaneously on several fronts. Special forces and commando units were also put to greater use. The Navy successfully destroyed the LTTE’s floating warehouses on the sea and it used smaller craft to face the challenge of the LTTE’s suicide boats. The Sri Lankan Air Force, in turn, backed the ground forces with precision targeting of identified targets.

Vinayagamoorthy Muralitharan, also known as Karuna, president of the Tamil Makkal Viduthalai Pulikal (TMVP) and former confidant of LTTE chief Prabhakaran, said the LTTE cadres had dwindled and their numbers could be about 2,000. "It will be difficult for the LTTE to hold on for long. Given that the Army has very sophisticated means to fight this war, I think they should be able to finish it off by the end of the year," he has said.

Mr Gotabhaya contrasted the minimum collateral damage caused by the Sri Lankan Air Force with the high number of civilian casualties in the Gaza conflict. "During recent clashes in Sri Lanka civilian deaths could be counted on one’s fingers," he said.]

Patriots,

The tide is turning in Western Countries. Here is the prestigious Wall Street Journal praising Sri Lanka's anti-terrorist war and holding it up a model to emulate!

Everybody loves a winner!

[Defeating Terrorists
Sri Lanka is beating the Tigers through military force, not negotiation.
JANUARY 16, 2009
The Wall Street Journal

For all those who argue that there's no military solution for terrorism, we have two words: Sri Lanka.

Mahinda Rajapaksa.

This week, the Sri Lankan army said it had captured the last piece of the northern Jaffna Peninsula, one of the few remaining strongholds of the Liberation Tigers of Tamil Eelam, a terrorist organization that has waged a 26-year civil war that's claimed tens of thousands of lives, including those of a Sri Lankan President and an Indian Prime Minister.

That's a huge turnaround from only three years ago, when the Tigers effectively controlled the bulk of the Northern and Eastern Provinces and were perpetrating suicide bombings in the country's capital, Colombo.

Credit goes to the government of President Mahinda Rajapaksa, who has made eliminating the Tigers a priority and invested resources to make it happen. Military spending has surged to $1.7 billion for fiscal 2009, roughly 5% of GDP and nearly 20% of the government's budget.

The expanded Sri Lankan army is now equipped to employ sophisticated counterinsurgency strategies -- such as a multifront attack and quick raids behind Tiger lines. In 2007, the army won its first significant victory by pacifying the Tamil-Muslim-majority Eastern Province, historically a Tiger stronghold. Local and provincial elections were held there last year. The military offensive will now turn to Mullaittivu, the last district controlled by the Tigers in the Northern Province.

This string of victories is a shock to those who thought this conflict, which has political origins, could have only a political solution. The violence started in 1983, ostensibly over Tamil grievances with a Sinhalese-majority government that made Sinhala the country's official language and doled out economic favors to the Sinhalese, who are Buddhist, including preferences for government jobs and schooling. Devolution of power to the provinces has long been floated as the best political fix.

But the Tigers always had other ideas. To wit: They wanted the Tamil homeland to be an independent state with the Tigers at its head. Like other terrorist outfits, the Tigers never accepted the legitimacy of any other group to speak on behalf of their supposed constituents. They were unwilling to accept any negotiated settlement that wouldn't entrench their own power.

That's why earlier efforts to negotiate away Sri Lanka's terror problem failed. In 1987, then-President Junius Jayewardene offered the Tamils a homeland in the north and east that would have given them wide powers, although not a separate state. In the 1990s, another President, Chandrika Kumaratunga, offered another devolution plan. The Tigers refused both offers and the terrorism continued.

In 2002, Norway orchestrated a peace process that resulted in a cease-fire. This time, the Tigers themselves concocted a proposal for a form of regional autonomy in Tamil areas, and the government agreed in principle. Then the Tigers nixed their own deal, betting they could do better with violence after all. They spent the next four years violating the cease-fire.

Repeated negotiations made a settlement harder to achieve. The Tigers gladly murdered moderate Tamil leaders open to genuine negotiations with Colombo. The European Union dithered on declaring the Tigers a terrorist group for the sake of encouraging the peace process, hindering efforts to cut off funding and allowing the killing to continue.

Meanwhile, occasional efforts to subdue the Tigers by force failed through lack of political will or because of outside interference. In 1987, Mr. Jayewardene gained ground in the north, only to be undermined by Indian Prime Minister Rajiv Gandhi, who airlifted food to the militants to curry favor with his country's own Tamil population. Then the Indians changed tack, and an Indian peacekeeping force managed to quell the Tiger insurgency for a time between 1987 and 1989. But that operation was derided as a "quagmire" by some Indian politicians. The force was withdrawn prematurely in 1990. Another Sri Lankan military effort, begun in 1995, collapsed in 2000 due to insufficient troop numbers and political meddling in military decision-making.

Mr. Rajapaksa appears to have learned from all this, which is why he has insisted on military victory before implementing a political solution. It helps that India has stayed out this time around and other countries -- including the EU -- are now tracking and thwarting Tiger financing.

Peace still will not be easy or, despite recent good news, immediate. The Tigers may still be able to carry out some terror attacks, though they no longer pose a wide-scale threat. And Colombo faces questions about its commitment to a permanent political settlement. It has taken some steps, such as a 1987 constitutional amendment again making Tamil an official language, and in 2006 it convened an all-party conference to recommend further pro-devolution constitutional changes. It is dragging its feet on implementing other constitutional measures that would pave the way for devolution. But a political settlement is something to discuss after the Tigers have been subdued.

We recount this history at length to make a simple point: Colombo's military strategy against Tamil terrorists has worked. Negotiations haven't. That's an important reminder as Israel faces its own terrorism problem and as the U.S. works to foster stability and political progress in Iraq. Take note, Barack Obama.]

coming from the UNP which has become a URINE PEE now, unfortunately, he talks to another group of patriots who would have been left out had a UPFA MP become the speaker making our wi ja mu a nobody.

well done wi ja mu! you have clowned the clowns who elected you. IF tigers did a similar blunder at the 2005 election, good on them.

these clowns are good at digging their own graves. we should donate them excavators!!!!

TN can't wipe its ass without help. They cannot invade anyone, and cannot even defend themselves until the attackers are ready to die from exhaustion caused by killing tamilnadu denizens for over 3 sleepless days. You are seeing ghosts in places that don't exist. The only chandiyas in TN are found on celluloid.

The Tamilnadu political jokers have always threatend 'fasts unto death' and then give up when impassioned pleas are made by another political joker. This is typical crude tamil cinema in real life. These guys build their flimsy and meaningless reputations on such corny stunts. Whether we laugh at it or not, it seems to work, and make tamil aunties wet.

There is much speculation that Norway will attampt a rescue attempt for Velu. This could be the starting point of outright hostilities between SL and Norway and the start of something we may not be completely ready for. In any case, they do not pose any significant military threats to us, but can be a detractor in the EU.

Bloggers,

Remember the time when corruption was bigger than army operations? Few dared to reveal it and some paid the price for it. Now corruption is less than what it was but something else is brewing up.

This is only a possibility not a certainty so don't get too excited about it. Have it in the back of your minds. We were discussing late into the night and until morning about the possibility of a power grab by the military. More than at anytime before there is a strong possibility of a power grab like in Pakistan.

The popular commander has raised eyebrows many a time. He is quite popular than his predecessors. No army commander was so popular as him. Denzel, Janaka, Lucky, Wijaya were popular but they never made it to the top. Now we have a very popular commander at the top.

Until 2005 promotions were given based on experience. Now it is based on 'performance'. Who measures performance? It is by our commander himself. This is not how performance is measured in other countries. He has all his followers holding high positions.

Sanath, Cecil, Janaka, Parami and Lucky died. General Parakrama was taken out. Very few big shots remain who are not the commander's allies. All the others are his followers.

He plans to increase the army to 350,000. The war is ending and if civil administration is restored in Vanni the army at its current strength can control everywhere. There will be few desertions, fewer deaths, no large operations. Why increase the army so much?

Last year government created an overall command position. No one is named still. Can anyone sit there above the army commander? I don't think.

Gotabhaya is the only link between the government and the army. Most times he thinks like the commander and everything goes smoothly. What if Gotabhaya is not in the picture? Who can handle the all powerful commander?

People are getting frustrated about corruption. They said UNP was corrupt. Changed to SLFP which was worse. JVP said they will reduce corruption but nothing happened. Now there are more than 100 ministers and corruption is everywhere. All political parties have failed to stop it. People will like if anyone can stop it. The popular commander has a good chance. People trust him to be a very honest man. He knows that.

Already he has exceeded his authority. He called a senior Indian politician a joker. Government apologised for him but not him. He said Sri Lanka belongs to the Sinhalese and made another controversy. Did our past commanders make such statements exceeding their authority?

I don't say he has anything to do with it but Noyer, Wickrematunge, Lakmal, me and many others suffered after criticizing him. Now no one crosses him. We can say anything against the President and get away but not against him. Every time people blame the government and he escapes.

Something fishy is going on. We don't want to end up as Pakistan or Fiji. Dictators have always failed their countries.

Some food for thought.

Rover said...

"Yep, but we need to take the temporal factors into consideration, and given that we have a small economy, we need to concetrate on developing it rapidly and also build up our defence after closely looking analyzing the specific threats that face our country. Otherwise, we may end up with a cumbersome poor quality defence force that feeds off the people and also control the people at some point (like Burma)."

This is what I said in my first discourse with our friend Ananda, and then went on to argue this point a bit.

SF is not groomed to be a politician. He is a hard talking straightforward man, a commander of a very successful army. He doesn't know how to pussyfoot with words, and called a spade a spade. So I don't think he is a joker at all.

If the political jokers of TN can't understand this, it proves that they are really jokers.

Personally I think that if GOSL does not want to use him to say what they want, SF should not be encouraged to give interviews. But we have to realize that there is a lot of people who want to listen to him.

Whatever that works to get a given job, is fine with me. If this system is not sustainable, it will revert to some other system eventually. To deal with the current situation, this system seems to be working.
