Tiger homeland shrinking

An LTTE team caught off-guard by yesterday's pre-dawn assault on Mulaitivu town is now trapped inside Mulaitivu town as the 59 Division commenced a clearing operation in the area yesterday. Communication lines were down from this afternoon to bring you the result of this operation.

Heavy fighting was reported in the last three consecutive days from the general area east of Kilinochchi, particularly from Visuvamadu, Piramanthaikulam and Karukkaikulam. Within the last week alone, over 270 LTTE bodies were recovered by the Army, majority being from Kilinochchi. By 12th January, the Tigers had a hardcore force of around 1,500 fighters and following recent clashes with the Army, the numbers could now be around 1100-1000.

The fighting is very similar to the ones witnessed along the former LTTE earthbund constructed around Kilinochchi town. Tigers have now abandoned the bund-warfare strategy in this area and LTTE cadres are fighting hard based on the mistaken belief that they will be massacred by the Army if they surrender. Surrendered or captured cadres claim the cadres are frightened of the Army and have no knowledge of the Army's humanitarian side.

The Tigers are now trapped into an area 22 miles by 15 miles and their remaining artillery guns will soon run-out of range. Intelligence sources estimate them to have around 800-1000 rounds left, which would become obsolete as the Army advances further into LTTE areas.

As the LTTE's strength dwindles, the SLA has placed majority of its offensive Brigades in reserve. The Special Forces Brigades are placed in full reserve and so is the 53. Out of the 4 Brigades of the 57, two are in reserve. One Brigade of the 58 is also in reserve.

The 55, under Prasanna Silva is set to take Chalai within the next 24hrs after gradually overcoming an earthbund. Brigadier Silva, who has a 2SF amphibious diving squadron, has continuously used unconventional tactics against the Tigers.

I think that the LTTE will try to go back to guerilla warfare, recovering hidden caches of arms and explosives, increasing in activity from an initial very low-level to a high-level, with civil disobedience, economic disruption, NGO and Diaspora Propaganda support, and all of the nonsense that worked so well for them to enable growth in the past.

That is why, in spite of the greater effectiveness of the SLA that Tropical Storm points out, we need a large number of boots on the ground as Sam Perera points out, to prevent it from growing again. This was, in fact, the painful lesson the US forces learned in Iraq (and in Vietnam), after the initial conquest of Iraq.

In addition to that, we need to implement demographic homogenization in the North and East right away. It is an axiom of guerilla warfare, that the guerillas need to be able to swim like fish in an ocean of civilian supporters. They don't have that "ocean" in the South, which is why a large scale LTTE guerilla movement cannot survive in Sinhala areas. In the North and East, they had the predominantly Tamil population to provide that "ocean" to swim in.

Now, we need to deny them that "ocean" in the North and East also, by ethnically integrating the populations, so that nowhere in Sri Lanka will there be an "ocean", for an LTTE-like separatist guerilla force to freely swim in and survive.

This ethnic integration process will take time and money to implement. Until then, we need a 500,000+ strong SLDF to protect the borders from external infiltration of men and arms, and to occupy every inch of land with omnipresent force. That includes denying the jungles, the villages, the towns and the cities to terrorists for use as safe havens.

In addition, there should be a 4,000,000 man National Guard including every adult citizen in the country that can bear arms, working in close collaboration with the SLDF, trained in counter-insurgency operations, and serving as the eyes, ears and first-responders in the denial of freedom of movement and action to the terrorists.

Such a Peoples Defense Establishment, coupled to an accelerated process of ethnic integration, will secure Sri Lanka for centuries to come, so all Sri Lankans can look forward to a future of peace and prosperity.

The Government yesterday banned the Voice of Tigers (VoT), the so-called official radio of the LTTE, Director General of the Media Center for the National Security Lakshman Hulugalle told The Island last evening.

A special gazette would be issued today (27), he said.

The Telecommunication Regulatory Commission had terminated the broadcast license granted to the VoT by the Media Ministry of the last UNF Government under Prime Minister Ranil Wickremesinghe.

What i said is a only a possibility, since some blogger mentioned that 58 in Puthu and becoz defence.lk says;

Meanwhile troops of Army 58 Division positioned next to the 55 Division, when describing battleground counterclockwise are now maneuvering in two frontiers. Troops deployed in northern section of the frontage are heading towards Challai to link up with 55 Division while those in southern section are maneuvering towards Visuamadu along with Army 57 Division.

The final siege begins; army maneuvering towards coast

PS. If they are moving, they will cut a-cross from the northern edge of the mainland. This will put more pressure on LTTE, since they will have to deploy more of its limited carders and it'll help the SLA to surround the Safe Zone from all corners. (This is only my opinion)

we cant shell that place but the LTTers are surely gonna move their heavy weapons to the area..

and we cannot assault the zone with forces.

i don't believe this BS. i read an article in lankaguardian and did my own checks.

FACTS:

1. voting at presidential elections in the north-east has been VERY VERY poor always (1988, 1994, 1999, 2005)

2. if voters turnout of 1999 and 2005 are compared,

ONLY jaffna and batti showed a reduction.

but 95% of the population of jaffna and batti in november 2005 were living in govt controlled areas!!!!!

3. omanthai was not closed by the govt on the election day 2005 and a MASSIVE number of ppl came to govt side to vote (and went back).

compare the VANNI turnout 1999 and 2005. you will see this MASSIVE increase.

In 2004 the people in LTTE areas voted for TNA. In 2005 they didn't vote. Have

The Gov't checkpoints were opened but LTTE did not allow them to vote.

There will be no difference between 1999 and 2005. In 1999 voting was not optional to people in those areas.

Terrorists Move Arms Into ‘Safe Zone’ & Cause Havoc Firing Villages Inside


THE Army in Wanni, in the wake of a series of ‘shelling’ allegations and also media reports to the same effect, some of which had even directly blamed Wanni troops, once again on Monday (26) urged the International Committee of the Red Cross (ICRC) to prevent the LTTE from using the demarcated ‘Safe Zone’ for firing and let trapped civilians freely enter Wanni areas, held by the government. The ‘Safe Zone’ was declared by the Army on 21st January with the noble motive of salvaging the precious lives of trapped civilians, most of who had no option other than yielding to LTTE diktats and atrocities. As a result many civilians began to trickle into the ‘Safe Zone’ minutes after the Air Force dropped leaflets requesting the public to move. A few hours after the aerial information mission, panicking terrorists jumped into action and started firing on to those village areas, intending to stall intended civil movement, the Army Headquarters in a statement said.

Several international news agencies as well as pro-LTTE mouthpieces, though fully aware of Wanni ground realities, still continue to paint a gloomy picture, alleging that battling Army troops were intentionally firing towards the ‘Safe Zone,’ inflicting casualties among civilians. Some of these reports, quoting even unheard medical officers, Wanni provincial authorities and affected civilians with fictitious names assert that the Army had deliberately shelled hospitals and villages inside the ‘Safe Zone’.

In fact, the truth is otherwise. Tiger terrorists, now in their death throes having lost almost all of their remaining strongholds and hideouts in Kilinochchi and Mullaittivu districts, are resorting to every possible inhuman and barbaric trick, as their behavior, taking cover behind inside villages in the ‘Safe Zone’ amply demonstrated in the past three days. Those terrorists, mingling with ‘Safe Zone’ bound civilians while threatening the public had managed to move their artillery and mortars into villages in this safe area and had reportedly fired the first volley of shots on their own, aiming villages inside the ‘Safe Zone’ where those affected civilians are taking refuge.

In the meantime, Wanni troops urged the ICRC to convince the LTTE immediately and make them desist from firing further, since the area has been declared safe. Similarly, the LTTE with its sinister moves in mind continued to detain those civilians by force, prompting even the detained UN staff to lodge a strong protest to the LTTE in search of their release.

The Army has never come across any hospital, as stated in some of those reports in Vallipunam village in the ‘Safe Zone’, nor has the government Health Ministry appointed any Medical Officer for a non-existent health unit as reported. Those reports were totally untrue and misleading to a greater extent since the Army has had no need to fire on the very ‘Safe Zone’ that the Army itself has proposed and created. Terrorists, as evident in all their endeavours, would now go to any length at any cost to regain their lost image as well as their strongholds at the expense of the lives of the very people whom they claim serving. On the other hand, it was the Army itself with the coordination of the ICRC brought down more than seventy five patients to Vavuniya from Pudkudirippu hospital for further treatment.

Major General Jagath Jayasuriya, Commander, Security Forces Wanni met the ICRC Head of Delegation in Wanni Ms Balerie Tetitpierre and urged the ICRC to prevent the LTTE from using the Safe Zone and allow trapped civilians to move freely into government-held areas.

I can understand your anger at the suffering civilians especially if you have relatives or know people that have relatives. I do not for a moment condone deliberately targeting civilians. However, I don’t think our armed forces target civilians deliberately. If the tigers bring their big guns and place it among civilians and start firing, we have no choice but to take them out!

Venting anger and hatred at the Sinhalese for your present predicament is to deny the role played by the tigers together with the Diaspora. During the ceasefire you only wanted war and provoked the govt at every given opportunity. You did that because you thought that you could win the war!! Now that the war has not gone the way you want you cry about the civilian casualties. If those people you saw crying really cared about the people in the Vanni they could always bring pressure on the tigers to release those civilians to an organisation like the icrc who will make arrangements to transport them away from the areas that fighting takes place.

So Bhahirav, the question you must ask all those friends and relations of yours whom you saw crying is this: Were they crying for the suffering people of the Vanni OR were they crying for their shattered eelam dream? (for themselves)

Can you come up with a way to give negative publicity for M.I.A. and expose her bias to Terrorism before the awards?

We have to find a way to stop Westerners romanticizing about LTTE and Tamil cause through M.I.A. Hollywood has adapted Tibet cause and I am sure they must be thinking of doing the same with Tamil Homeland.

TRINCOMALEE, SRI LANKA — In the local office of Sri Lanka's national Human Rights Commission here in this eastern seaside town, they have statistics: Ninety-eight people were abducted in this area last year, snatched off the streets by the infamous white vans with no licence plates that are used by government security agencies. Eighty-five other Tamils simply disappeared. At the commission they have case files and police reports.

But none of the staff will talk about them. "We are helpless," one staff member said apologetically, ushering a visiting journalist out of the office. "We would like to help the people but we have to be afraid for our lives, too."

And who do they fear at this government office?

The government.

Eastern Sri Lanka offers insight into what the north of the country - the area that until weeks ago was held by the rebel Liberation Tigers of Tamil Eelam - will soon look like. The Tigers have lost all but a tiny portion of their territory to a punishing air and ground assault by government forces, launched by a president determined to end the country's 25-year-old civil war to win elections in April. He promises peace and development for the civilians of the north, where long-time oppression of the minority Tamils by the Sinhalese-dominated government helped to create a powerful secessionist movement.

Until 2006, this swath of the east was also held by the LTTE. But infighting within the Tigers, which Canada and many other nations list as a terrorist organization, led to a split and the rebels of the east soon allied themselves with the government.

Today the government holds up Eastern Province as a model of its magnanimity, pointing out that elections were held there shortly after its military control was established, and that a Tamil party headed by ex-rebels won the region.

"The President has shown his commitment to honourable peace in Eastern Province; those people were given the chance to elect their own people. They know they are being represented, not neglected," said Lakshman Hulugalle, spokesman for the Ministry of Defence.

But international observers said the poll was marred by rigging, violence and intimidation, and the provincial government is dominated by ex-fighters from the breakaway Tamil faction who have little support from the population, which resented the rebels' often oppressive rule. Indeed the Chief Minister of the province is Sivanesathurai Santhirakanthan, better known by his nom de guerre Pillayan, which he acquired when he joined the Tigers as a 14-year-old fighter. Today he is ostensibly the most powerful man in the province, a claim he rejects with a small, tight smile.

"The government is eliminating terrorism, offering a political solution, and that is how I have been elected Chief Minister," he began in a recent interview in his office, then added, "I have become a chief minister but I have not received powers from Colombo. For the past six months Colombo says, 'This is not the right time to devolve powers.' They say they will give them in time."

Most local and international observers - even Mr. Hulugalle of the Defence Ministry - predict that when the LTTE loses control of all its territory in the north it will launch an underground, Iraq-style insurgency. The Tigers have since the first days of their fight used suicide attacks on civilians, including those at prayer in places of worship, as one of their standard tactics.

"The LTTE will go to the jungle as resistance, and even if there are a few hundred of them, the government has to maintain a military presence in the north; their residual force will require suspicion of all Tamils," said Jehan Perera, head of the National Peace Council. "The situation is likely to be the same or much worse than in the east - the soldiers, the questioning of people, the difficulty of getting private business to invest there."

And the peace of the victors will be a cold one for the Tamils, he predicted. "They say they will be doing infrastructure, building roads and that kind of thing, but it will all be done by the central government, and this conflict grew in the first place from the view the central government is Sinhalese and doesn't take their interest into account," he said.

Thus the streets of Trincomalee, banded every 150 metres or so with checkpoints where Tamils are grilled about who they are and where they are going and whether they can prove they do not support the LTTE, offer a grim vision of what the north will soon be like.

"What democracy do we have today?" asked the president of a respected local development organization, too afraid to be quoted by name. "We cannot meet, we cannot talk, even if someone sees us now, the security will come and ask what we are discussing. Every time you leave your house it's like you are going to court to face charges."

Sure, he said, the government has built a few roads (using Sinhalese-owned contractors and only Sinhalese labourers), and yes, he got to vote, for the first time in decades. But that is cold comfort, he said. "You can put a parrot in a nice cage and feed it nice food like apples but it's still a caged bird."

Pillayan, the Chief Minister, knows people are frustrated, and said that the situation will change. "The central government gave assurance that the 13th amendment [to the constitution, which promises power-sharing with the Tamils and other minorities] and even more will be there," he said. "We still have hope."

Yet as frightening as the disappearances, and perhaps more likely to cause further conflict over time, is the government's unabashed campaign of "Sinhalization." Historic sites commemorating ancient Tamil kingdoms have, in the months since the government took control of the area, suddenly become memorials to Sinhalese kingdoms. Some Tamils stopped at checkpoints can no longer give the names of their home villages, because those places have new Sinhala names, local and international human-rights monitors say.

The government recently announced that the fishermen of Trincomalee were back to catching their prefighting hauls of fish, but neglected to mention that it continues to deny all but a handful of Tamil fishermen the right to put to sea (citing the security risk that they might ferry supplies to the Tigers) and has instead brought in Sinhalese fishermen from the south, to whom it affords much more freedom.

"All the land seized as a 'high security zone' in the 2006 fighting is still in the hands of the military, and you have tens of thousands of people stuck in resettlement camps where they aren't allowed to fish and don't have land to farm and have a miserable existence," said one United Nations employee who was not authorized to discuss the situation on the record.

UN agencies, which are feeding civilians on both sides of the conflict and supporting a host of development projects across the country, as well as other aid agencies, are routinely denounced in the state-controlled Sri Lankan media as overt partisans and backers of the LTTE, a fact that both hinders their work and has the effect of blunting their criticism.

There is an additional layer of tension in the east because the LTTE is still present here, albeit underground - a situation that will be doubly true in the north. The rebels continue to pressure the Tamil population to provide funding and other support for the nationalist cause, and attempt to enforce vote boycotts and other obstacles to peaceful political participation.

In the anxious offices of the Human Rights Commission, investigators are regularly reminded by their government masters that official policy is: All is well in the east. And they despair. "How can people live like this?" a staff member asked. "How can people say this is peace?"

IS this the Peace and Democrazy that the SL forces fought for and sacrificed many lives?

But when it is coming to the creativity, she is really a good vocal and talented lyricist! Her song with AR is super in "Slum dog" which deserves double Oscars.

Vavuniya, Sri Lanka: When he saw the pair of young women walking up to his front door, Anthony T knew his family had not escaped.

Months before, he had at last succeeded in scraping together loans for $50,000 (U.S.) and paid a smuggler to get his son to Canada as a refugee claimant. He got his oldest daughter into pre-college bioscience studies. He thought, then, that his children might be spared.

But 18 months ago, recruiters for the Liberation Tigers of Tamil Eelam came to the home of Mr. T, 57, a coconut and rice farmer whose identity has been confirmed by The Globe and Mail but will not be published due to concerns for the safety of his family.

The young women spoke at length to Mr. T and his family about the Vietnam war. "They told us it was a long war that no one thought the Vietnamese could win, but that they endured and it was a people's war and they won in the end," Mr. T recalled a few days ago with a small, painful smile.

He had managed to send his son out beyond their reach but now the Tigers wanted one of his daughters. "I never thought they would come for her."

During the past 18 months, the government has used a massive military offensive to squeeze the LTTE in all directions, and yesterday announced that the army had seized the northern town of Mullaitivu, the rebels' last stronghold - although no journalists are allowed in the area to try to confirm this.

"The Sri Lankan army captured the Mullaittivu bastion completely today," Lieutenant-General Sarath Fonseka, the army commander, said last night in a speech after LTTE fighters had been driven out of the town earlier in the day.

The guerrillas have come back from near-obliteration before, but this time it seems likely that their control over the north is ended.

The end didn't come soon enough for Mr. T's daughter. The recruiters came back to their home, in a village 12 kilometres from Mullaitivu, three more times. His daughters were terrified, he said, and didn't want to go; their parents were equally afraid. So the Tigers turned up the pressure, taking Mr. T himself away for "questioning." They only held him for a day, he said, but their message had been effectively delivered: when he arrived back home, it was to find his three daughters arguing over whom should go, so that their father would not face incarceration or worse. They decided in the end to send the eldest, who was then nearly 18, because her educational background might get her a job as a medic, and perhaps some security away from the front lines.

So she went, just as the Sri Lankan government intensified ground and air attacks on the area where the LTTE had long run a sort of autonomous semi-state. And so began Mr. T's days of worry, an anxiety that has sharpened to corrosive fear as the Tigers lost their capital, Kilinochchi, three weeks ago, and then, day by day, were pushed back up against the sea. "It's all I think about, all I can ever think about," he said.

Mr. T, a quiet, grey-haired man wearing a pale blue sarong, relayed all this in Vavuniya, the "exchange point" where some civilians are allowed to pass between army and Tiger territory. He came down a few days before, bringing a nephew in urgent need of medical treatment; as the oldest family member, he was the least likely to incur the suspicion, and possible detention, by the Sri Lankan government when he crossed out of rebel territory.

Since he arrived, he has learned his family has been almost constantly on the run, driven from one area to another by aerial bombing and by the Tigers.

The practice has been condemned by the United Nations, which estimates that as many as 300,000 civilians have been trapped now between the opposing forces. "Pretty soon there will be nowhere to go but into the sea," Mr. T said quietly.

The LTTE has been fighting since the mid-1970s for an independent homeland for Sri Lanka's Tamil minority, which continues to be oppressed by the Sinhalese majority that dominates the national government.

The Tigers have been listed as a terrorist organization by countries, including Canada, because of their use of suicide attacks on civilians, and have long been condemned by human-rights organizations for their forcible recruitment of soldiers, including a great many children.

He has lost all hope that the LTTE will maintain their "independent homeland" in the north, and in some ways, he won't miss them, dragging off people's children and constantly demanding "donations" for the cause, as soon as he had saved a few rupees.

Yet at the same time he fears the repression that will come with living in a militarized north under government control. "Intelligence has a list of whose family is in the LTTE," he said. "If we cross over here, we will be under surveillance and persecuted."

All the options are bad, he said simply. "There is no saviour, neither the LTTE nor the government." But neither side cares how he and people in his village feel, he added.

"It doesn't matter who we are living under, it has to be without violence. We are not troublemakers. We want to live in peace, independence and dignity. We want the same facilities and rights that people enjoy in the rest of the country: education, jobs and access to land. If we have this, then there won't be any problem."

Now he waits in Vavuniya, desperate to go home, or as close to it as he can manage, in case his daughter is either released by the Tigers, or manages to slip away.

Vishvamadu is NOT under SLDF control. But the fall is imminent. So is the scenario regarding Chalai and Puthukudirippu. It is not healthy when people promise immediate deadlines. With the civilian factor even the hierarchy of SLA cannot predict time frames.

$300 million wasted as a result of the incompetance of CPC/Minister/Finance Ministry.

If it was a corporate body, as a stakeholder i would have voted the CFO & CEO out.

Guess who pays for this in the end- not the 130 odd ministers in their gas guzzling cars,SUV etc.

a friend just phoned me and told me,that his cousin,a soldier in the 55th division,phoned him 30 minutes ago and told him,that they have taken Challai two hours ago. It will be made officially in the next 12 hours,until mine clearing in the vilalge will be finished. The cousin of my friend in Challai told him,that the village has been taken,but that some smaller streets leading to the south are still heavily mined and that now sappers are working on the scene.

But consider this: If oil prices continued to rise, this oil hedging deal would have protected Sri Lankans against unaffordable oil costs that would have shut down transportation, businesses and some electricity generation. There was no way of predicting the precipitous decline in oil prices triggered by the home mortgage crisis in the US that spread to other sectors and countries.

Exactly the same thing happened in California during the electricity generation crisis a few years ago, when the then Gov. Gray Davis tried to stem the tide by hedging. Market manipulation by Enron exacerbated that crisis. Gov. Schwartznegger came in claiming incompetency on Gray Davis's part, but guess what, he and California is now mired in a budget crisis triggered by falling tax revenues that eclipses Gray Davis's problem.

In short, hedging is practiced in various market sectors to protect investors and consumers against price increases (and decreases). If the price rises, and you are protected against that, you congratulate yourself on your smartness. But, if it declines, you lose the hedge fee, which is a very small fraction of the anticipated price increase. It is an INSURANCE cost; people should be happy that their leaders tried to protect them by buying that insurance, instead of leaving them wide open to a much greater financial disaster!

I have bought homeowners insurance, earthquake insurance, life insurance for a great many years, and have not received an "insurance payout" on those payments. But I am ECSTATIC about that; the alternative could have been far worse! My house could be destroyed, and I could be DEAD!
