battlefield progress

Heavy fighting was reported from Chilawatte as 59 Division engaged the LTTE yesterday. 7 soldiers were killed and another 70 injured in the fighting. LTTE is concentrating its forces to the east of the Mulaitivu Lagoon. The strategy will be to travel from the west of the lagoon to the east.

Heavy fighting was also reported south of Iranamadu, at Ampakamam north in the last few days as Task Force 3 under Brigadier Liyanage headed into LTTE areas. 10 LTTE cadres were confirmed killed in the attack while some Charles Anthony, Imran Pandian, Malathi unit cadres have started abandoning their posts and escaping the LTTE along with their civilian captives.

While some LTTE teams in Mulaitivu still engage in the failed bund/trench defense system to stop an army, which became outdated in World War I, LTTE units east of Kilinochchi, who learnt their lesson the hard war from the 57 and the 58, have started deploying small teams for hit and run operations, particularly at Vattakachchi.

Troops advancing on Vishvamadu and about 7km away from their target while resistance in the general area north of Paranthan has gradually diminished as troops reach Chundikulam (Sundikulam).

I am investigating this huge discrepancy. It is possible that the recent Dalit conversions are not properly reflected in the census data on which this table is based, and the Buddhist Dalits may be included as Hindus.

There may be a very good reason for this discrepancy. Indian civil service slots and education institutions slots are reserved for what they call "scheduled caste people." These quotas are very generous. Dalit caste people stay Dalit caste only if they remain Hindus. I know in cases of mixed marriages between upper caste and scheduled caste people, the children typically take the scheduled caste name for the above benefits (most of the castes and tribal groups are identified by surname). Therefore, people at least on paper remain in their caste or tribe while in practice they may be following another religion.

After the 2002 Gujarat violence, there were allegations of political parties indulging in vote bank politics. During an election campaign in Uttar Pradesh, the BJP released an inflammatory CD targeting Muslims. This was condemned by the Communist Party of India (Marxist) as playing the worst kind of vote bank politics. Caste-based politics is also important in India; caste-based discrimination and the reservation system continue to be major issues that are hotly debated.


Education

Several political parties have been accused of using their political power to manipulate educational content in a revisionist manner. During the Janata Party government (1977–1979), the government was accused of being too sympathetic to the Muslim viewpoint. In 2002, the BJP-led NDA government tried to change the National Council of Educational Research and Training (NCERT) school textbooks through a new National Curriculum Framework. Some media referred to it as the "saffronisation" of textbooks, saffron being the colour of BJP flag. The next government, formed by the UPA and led by the Congress Party, pledged to de-saffronise textbooks. Hindu groups alleged that the UPA promoted Marxist and pro-Muslim biases in school curricula.

Conflicts

Aftermath of Hindu-Muslim clashes in Calcutta following the 1946 Direct Action Day.Communal conflicts have periodically plagued India since it became independent in 1947. The roots of such strife lie largely in the underlying tensions between sections of its majority Hindu and minority Muslim communities, which emerged under the Raj and during the bloody Partition of India. Such conflict also stems from the competing ideologies of Hindu nationalism versus Islamic fundamentalism and Islamism; both are prevalent in parts of the Hindu and Muslim populations. In fact, I read in an article that a Chief Justice of the Supreme Court of India had stated that "I know of no other country in the world in which people demand the right to degrade themselves in social status to gain access government benefits more than in India"!

I also know that Buddhists, Jains and Sikhs are lumped together with Hindus in India for the purpose of defining the PERSONAL LAWS (e.g., marriage & divorce) applicable to different religious communities.

CHENNAI: Tibetan spiritual leader Dalai Lama has said that he will meet the Indian foreign secretary Shivshankar Menon today regarding the ongoing military onslaught against the Tamil Tigers.

At a press conference held at the University of Madras, the Dalai Lama when asked if he would appeal to the Buddhist Sri Lankan rulers to call for a ceasefire replied: "The government of India's foreign secretary has just returned from a visit to Sri Lanka. I will consult with him when I reach delhi on Thursday."

He made it clear that he will not be going to Sri Lanka. "My first foreign visit to Sri Lanka was proposed in 1960 and the Sri Lankan ministry of external affairs had given its clearance. But last minute there was indefinite postponement," he said adding that the then Sri Lanka Prime Minister Srimavo Bandaranayake was very close to the Chinese.

Voicing his opposition against use of force, the Dalai Lama said "I pray and hope some peaceful resolution is arrived at in Sri Lanka. I think the Lankan government should accept reality. I don't want to interfere in these things," he said in reply to a question if he approved of the military action by the Buddhist rulers of Sri Lanka.

The Dalai Lama did not see any major change in the policy of America under Barack Obama's leadership. "I know the new President is very sympathetic and so is the new US secretary to state. But officials of the US state department have their policies and these will continue," he said.

The Tibetan leader was confident that "it is only a matter of time" before Tibet gets autonomy. Hitting out at the Communist Party of China for alienating itself from the working class, he said "Using force in Tibet for stability can happen only for the short term. In the long term, stability must come out of (mutual) trust. Sooner or later in the interest of China as a whole, the government has to deal with the Tibetan issue realistically." (Times of India)

The state of Tamil Nadu has witnessed several caste-based incidents both against Dalits and Brahmins. In 2000, three young men belonging to the Dalit undercaste were killed in the Cuddalore district of Tamil Nadu. Was aircraft over M’tivu an RAW spy plane?
Seen flying back across Palk Straits

Mystery surrounds the sighting of an unidentified aircraft over Mullaitivu around 8.30 pm on Tuesday.

It had been spotted coming in from the direction of the Palk Straits and returning whence it came.

"It was at a considerable height. The Navy fired at the aircraft from their boats without success. Both, the Navy and Air Force had noticed the mysterious aircraft with a bright light," Air Force spokesman Wing Commander Janaka Nanayakkara told The Island.

Asked whether the aircraft could have landed somewhere in Mullaitivu before flying back, the Wing Commander said that it was not possible given the high altitude and the short time it had taken to fly back.

The Island on January 7 reported that an RAW spy plane had flown over Sri Lanka’s theatre of war in the North.

In that news item, RAW watches northern front from air, our special Indian correspondent Venkat Narayan quoting the Times of India (TI) said that after the Sri Lankan forces captured Kilinochchi, India had sent a team of select officials from the Research & Analysis Wing (RAW) on a secret surveillance mission across the Palk Straits.

Quoting unnamed sources, TI said that an aircraft belonging to the Air Research Centre (ARC), a top secret wing of the RAW, had taken off from the Chennai Airport around 3 am on Saturday, January 3.

But the sources TI quoted had refused to confirm whether the mission had been carried out on a request by the Sri Lanka government.

The RAW aircraft is capable of flying at an altitude of 40,000 feet and photographing objects that were only one metre above the ground level.

Military intelligence was unable to confirm whether yesterday’s sighting over Mullaitivu had any connection to the RAW mission on January 3.

The Island reliably learns that the Sri Lankan government has not granted permission for RAW to carry out surveillance missions.

53 division has some of the most elite units in the Army. Its not idling in Mankulam. Some units in this division is clearing the ares of influence, some are advancing with TF2 and TF3.

I haven't spoken to my source in a few days now. I spoke to a member of the Military Police yesterday. I don't think he has much info. But this info is not top secret, I believe any infantry men would have known this.

- It was likely that VP was in Mula. Maybe to use the boat to flee
- 2 days ago he tried battering naval blockade we lost dvora but proved that blockade is stronger
- Then there was lesser intensity in Mula, which may be because he moved to Challai
- Challai is said to have a runway, only known runway under them.
- And next night came the mystery plane, apparently it has landed [and I always suspected that it was a face saving lie to mention "high altitude", truth is, we do not detect anything in low altitude]

The "bright light" could be a laser light beam. Laser light beams are used for air-to-ground target acquisition, and for narrow-aperture light-beam enabled line-of-sight communications that are hard to intercept, unlike radio frequency communications.

I was also wondering whether this aircraft was there for surveillance purposes to spy on the disposition of the SL Navy blockading ships around the Mullaitivu seacoast, either to assist or prevent the escape by sea of VP. If assisting, they would be friends of VP (e.g., Tamil Nadu friends, LTTE hired mercenary pilots, RAW), if not enemies of VP (e.g., Indian Air Force,RAW).

Note that I add RAW to both sides; who really knows where their hearts and minds of these spooks lie? They are often law unto themselves...not even the Govt of India knows what they are up to!

SF has said repeatedly that there's room for VPigness to escape - once on ITN interview then again last week. Lets not forget SF is the man who knows of our forces' strengths and weaknesses over and above anyone else. I'd hate to believe him on this occasion but I do.
Flee or capture, the task of our forces is to bring this land under one flag and wipe out terrorism. That they will do I have no doubt. Go the brave sons of SL!

I dont see the point of creating no fire zones inside non liberated territories. If we want the civilians to escape then how is this going to encourage them to leave those areas? When artillery batteries are moved to those areas how are we going to strike them without creating international condemnation?

This is done obviously so that militant who are targeted don't get forewarned about an impending attack. It is the non-scattering effect that makes them ideal for acquisition of targets, not the brightness. (Since laser beams show no scatter, they are ideal to be used as for target acquisition.)

I also don't think the bright light was used for communication with each other either. Why should they advertise their presence (if it was a covert operation) when there are other secure methods to communicate.

Anyway, the fact that they advertised their presence (whoever it may be) using a bright light is highly suspicious. Was it a diversion for the Navy boats so that a naval breaching attempt could be made? Or was it to make sure that we pay a lot of attention to aerial security rather than naval security so that they can escape through sea? Or was it a warning to show that SLAF is even active at night (that is if it was a SLAF plane. When you do something strange, LTTE would wonder what it is) so that escape through a plane is discouraged? I don't know, but worth considering.

Actually, a laser beam is characterized by four key attributes: monochromaticity/narrow bandwidth, spatial phase coherence, polarization, and high-intensity. Small beam width can be attained by using a smaller aperture. Scattering, however, is largely a function of uniformity of the refractive index of the optical medium the beam passes through (in this case the air) or the optical roughness of the surface it impinges upon that causes diffuse scattering. So, scattering is not controlled by the laser, but is controlled by the air (low scatter in the absence of clods) and the target.

I'll buy that certain laser beam wavelengths, such as the infra-red range, that are invisible to the human eye, but are visible to detectors that are sensitive beyond the visible range, can be used. I think you are right, in that the intensity of the lasers used may not be sufficient to be visible to the naked eye from far away, unless your viewpoint is aligned close to the beam, or clouds cause the beam to become visible through scattering.

BTW, I design, build and use laser instruments (such as absorption spectrometers, and Raman scattering spectrometers) in both visible and infra-red ranges for scientific experiments in my real job at a US Govt defense lab, and in robotics applications in my own company for distance ranging, navigation and communication applications over relatively short distances. :)

Most of these "secure" methods utilize encryption and channel hopping techniques. Channel hopping techniques can be circumvented by known methods, and if the transmissions are recorded they can be decrypted at leisure. If the number of bits used for encryption is very large, a supercomputer will be needed to break the code in a reasonable amount of time. Since the MOD is already cracking cell phone messages that use both of these techniques at standard strengths, I was speculating that the LTTE needed a much stronger encryption word length, and that the laser mode of communication using a very narrow beam modulated by an encrypted message would work better. Maybe not!

The United Nations said on Thursday Tamil Tiger rebels had violated international law for refusing to allow local staff and their families to leave Sri Lanka's war zone.
The Liberation Tigers of Tamil Eelam (LTTE) are now cornered in less than 400 sq km in northern Sri Lanka along with what aid agencies say are around 230,000 people trapped between the separatist rebels and a massive Sri Lankan military onslaught.

"The United Nations in Sri Lanka has issued its strongest possible protest to the LTTE for their refusal to allow U.N. national staff and dependents to return from the Vanni with the present U.N. convoy," a U.N. statement.

The convoy went into the war zone, a region known as the Vanni, on Jan. 16 and was only able to leave on Thursday, the U.N. statement said.

"The LTTE's denial of safe passage is a clear abrogation of their obligations under international humanitarian law," the U.N. office in Sri Lanka said.

The LTTE could not be reached for comment.

Rights groups say the Tigers have forced civilians to stay in the war zone to provide a human shield, and is making some fight or work to build defences. The rebels have denied that.

Sure, I wasn't specific. This is one of the reasons why laser designators work well in clear atmospheric conditions.

The laser sent out by the designator is coded (sent out as a series of short pulses - this also contributes to the "invisibility" of the laser), and is picked up by the sensors on the munition.

Anyway, since you are professionally involved with lasers, I won't go into more details.

There are detectors to pick up the signal from designators; and perhaps the LTTE now have those.
