With a dictator you won't get a 2-party or even a 1-party system. You'll get a 1-man (Thalaivar) system.
Changing the system requires finding a better alternative and then convincing the public to push the leaders into adopting it. In that sense reform is probably safer or more stable through democracy, though much slower. However, the first step is to find a better alternative that isn't in fact a worse alternative.

With regard to Uncles Basil and Gota, though, you are correct that they have a wider view of things. I hope that Uncle Basil will get a greater say in things after the LTTE is defeated, although I have a feeling that Mahinda had intentionally sidelined him because of differing views.

Some how they built and we captured it now.
It helped us in a way. It reduces the cost of building a new air strip for SLAF.
SLAF does not have it's own Air Strip. Now they can have, thanks to the TAF.

Let's look at the motivations of the key players:
India wants to keep Sri Lanka in its sphere of influence just like Russia keeps the central Asian countries in its sphere. The only way that India can exert its influence is by keeping the conflict going with neither party winning. This creates a state of dependency.
When Prime Minister Manmohan Singh visited Sri Lanka for the SAARC conference the only Tamil leader he did want to meet was Pilliyan. Why ? Because Pilleyan is perceived to be a creation of Sri Lanka Military Intelligence and at this time he is not beholden to India. Then there was that bizarre situation where Pilleyan's secretary was killed by god knows who. According to some newspaper accounts he was a RAW agent, and according to Pilleyan the LTTE did not kill this person.
So did the Sri Lanka military intelligence kill him ?
When we consider the Indian factor, we need to separate the North Indian Brahmin ruling elite from the Tamil Nadu elements. The Tamil Nadu elements want at all cost a separate Tamil state in Sri Lanka. While their goal is consistent with the Indian central government their motivation is totally different.
Then there is the western group of countries. As Ambassador Nanda Godage has said in his latest article, as far as the rest of the world other than India is concerned, there is no strategic interest in Sri Lanka as compared to India which holds a fifth of the world population. Therefore, the western world's interests concerning Sri Lanka are completely subordinate to India. Let's not forget that the UK will not give the Irish Catholics a separate country or the Spanish will not give the Basque separatists a country but the EU countries did not hesitate to endorse, and, in fact facilitated the creation of a independent Kosovo Albania. I include Japan in this group. Also, lets not forget that when this group thought that the LTTE was going to win the war, ambassadors and representatives from these countries were regularly visiting Killinochchi.
No wonder there is so much intrigue and suspense !
