LTTE tests boundaries as Wanni becomes untenable

LTTE units in north Pooneryn, launched a barrage of artillery fire at Muhamalai Army FDL, which senior officers believe could be to test the Army's newly acquired Electronic Weapons Locating Systems. These systems were not used to return the random harassing fire of the LTTE today.

Damages were caused to a few abandoned bunkers and minor injuries were received by two soldiers in the vicinity of the area. The attacks were launched using 130mm guns from a location in Kalmunai Point in Pooneryn.

Troops have come close to the LTTE strong-point at Vellankulam. Small groups of Commandos are spearheading the attack. The Thevampiddi Church to where the Our Lady of Madhu statue was moved for 'safekeeping' is also situated at Vellankulam.

Special discussions were held today between Mannar Bishop Rt. Rev. Rayappu Joseph and Major General J. Jayasuriya Commander, Security Forces Headquarters-Wanni, ahead of the Madhu Pilgrimage starting next month. As a result, the church will be open to devotees and the Army would move out of the premises.

Meanwhile troops from Task Force two, who commenced their operations from Madhu have come close to the A-9 road. The 56 Division is also to the east of the A-9. Both divisions are dangerously close to Puliyankulam, northeast from which is Mullaitivu. The 57, if it reaches Mankulam, will be dangerously close to Kilinochchi.

Once the war reaches close to mullathivu and kilinochi it is going to be a different kind of war with alot of different manouvers used, this war is going to involve a very large force on both sides, if you think that the ltte only has 5-6000 more cadres remaining, you are in for a big surprise. The tamil people will not let the SLA take our homeland, this is a people's war which will be won.

Australia Changes Asylum Policy

SYDNEY — Australia is ending its controversial policy of automatic detention for asylum seekers who arrive in the country without visas, the government announced Tuesday.

Detention in immigration centers is only to be used as a last resort and for the shortest practicable time, Immigration Minister Chris Evans said, as he announced the major policy change in a speech at the Australian National University in the capital, Canberra.

Children, and those adults who are not considered a security risk, will no longer be held in detention centers, he said. The presumption will be that these persons will remain in the community while their immigration status is resolved, he said. In addition, those adults who are detained in centers will have their cases reviewed every three months.

Previously, illegal immigrants who managed to make it to the Australian mainland were immediately sent to detention centers while the bureaucracy sifted through their claims for asylum, a process that could take years.

Mr. Evans is a member of the Labor government of Prime Minister Kevin Rudd, who took office last year after the 11-year administration of his conservative predecessor, John Howard.

Although the policy of detaining asylum seekers and those who overstayed their visas began under an earlier Labor government in the 1990s, Mr. Howard made a tough stance against immigration a centerpiece of his administration. It helped him win re-election in 2001, after he claimed that heartless refugees were throwing their children overboard (a claim that turned out to be untrue). While the detention policy played well among right-wing voters, it drew widespread criticism from many liberal-leaning Australians and from elsewhere, not least the United Nations, which censured Australia 14 times in the last decade.

It also damaged Australia’s reputation as a welcoming country for refugees, as pictures of children penned behind razor wire were transmitted around the world.

In 2005, under pressure from moderates within his own party, Mr. Howard was forced to change some of the harsher aspects of the system, including allowing women and children to be released from detention within six weeks and placed in the community while their cases were reviewed. He also vowed that claims for asylum would be adjudicated within six months.

However, in his speech Tuesday Mr. Evans said those changes in practice were never more than superficial and that the new government would now go further.

Since taking power, the new Rudd government has already dismantled some of the other more heavily criticized aspects of the Howard immigration policy. It ended the so-called Pacific Solution, introduced in 2001, involving detention camps on the islands of Nauru and Manus where illegal immigrants arriving by boat were held while the United Nations tried to find them third countries in which to settle.

It has also closed down the notorious Woomera detention center, a bleak prison-like structure deep in the deserts of South Australia.

Even under the changes announced Tuesday, certain aspects of the existing detention system remain. Illegal immigrants who reach certain parts of Australian territory — mostly the outlying islands to the north of the mainland — will still not qualify to claim asylum, but will be held on Christmas Island, an Australian possession off the southern coast of Indonesia.

Mr. Evans said that currently 357 people were being held in detention centers, of whom only six had arrived by boat. Most were foreigners who had overstayed their visas.

He also said he had reviewed the cases of 72 people who had been held without a hearing in immigration centers for more than two years, and that 31 had been released and were on the way to obtaining visas.

Colombo snaps outside communication with Vanni

Sri Lankan Telecommunication Department has cut off the telephone numbers with +9421228 format (Ki'linochchi lines) for the last few days, disabling the only available mode of communication to the outside world from Vanni at a time when more than 100,000 civilians have displaced in Ki'inochchi and Mullaiththeevu districts due to the Sri Lanka Army offensive. Fundamental services such as hospitals, civil services and media dependent on telephone communication have been severely affected, according to civil sources in Ki'linochchi.

Around 500 lines were operating in Ki'linochchi, covering hospitals, government offices, NGOs, local organisations and other agencies serving civilians.

The Deputy Planning Director of Poonakari division, S. Vimalakumar, who was slain last Friday in a Claymore attack allegedly carried out by a Sri Lanka Army Deep Penetration Unit, was carrying documents that were to be faxed from Vavuniyaa as telecommunication facilities were cut off, government officials in Ki'inochchi said.

Financial transactions in the branches of the banks have been paralyzed.

Code Division Multiple Access (CDMA) wireless phones and cellular telephone services have been disrupted also in Mannaar, Vavuniyaa and Jaffna districts.

LTTE’s long-range guns still threatens SLA advances and defenses. Taking these arty assets is not an easy task since LTTE arty units are highly mobile and the range and effectiveness can not always guarantee the accuracy of counter battery return fire. As defencewire said this could very well be to test our new system.

DW, I think the army is also making only small scale advances because of the SAARC. Once summit is over there will be fireworks from both side. Army must take every precaution. Massive counter attack in south of Mallavi is still possible.

17 Tami civilians arrested in Colombo

Seventeen Tamil civilians including three women were taken in to custody Tuesday in a cordon and search operation conducted in Wellawatte area in Colombo by the police with the assistance of the Sri Lanka Army (SLA). All of them were natives of north and east provinces and had been working in shops and staying with their relatives, friends and some in lodges in Wellawatte to go abroad, human rights sources said.

They are now detained in Wellawatte police station and being interrogated as some of them had failed to prove their identity and provide satisfactory reason for their stay in the location, police sources said.

Which fool opened their trap about new radar acquisitions? The surprise element is now gone. Whether this makes a difference to the final outcome is yet to be seen.

All Veluz have done all these years was picking holes in the corrupt, inept and incompetent third-world govt to his advantage. He gets weak as the govt sheds these third-world attributes. A prime example was, the army debacles happened because the entire establishment was leaking secrets like a sieve. From Iris-Mona to EP debacles, LTTE got the upper hand with inside info bribing someone. This only happens now rarely.

The secret to comprehensively beating LTTE therefore not just in the hands of the soldiers, but also with the politicians and officers downwards making sure discipline of EVERYONE in the society under is kept under iron clad control. There must be severe punishments for ANYONE who falls out of line. Failure to do so means LTTE survives a year or two longer taking many precious lives with it.

part of the plan is to cut off sea tiger movements... this would be a huge blow to them cos they do depend on indian folks for certain supplies etc... not too sure but chances are with welo oya front also moving inward tigers might not be able to launch a major operation to box in such large formation without exposing their lines...
I'm guessing they would try to fortify and hold certain areas they think should not fall to SLA under any circumstance...stalingrad sorta thing... just a guess

Or do you mean about k-point? Also according to DW the firefinder was not used and not sure if any opperational beechcraft is there to catch the hot muzzles like the last time guns were taken out at k-point. Thanks.

It is true, some of what comes on the blogs do make their way to the defense estb. But sadly few is taken seriously, the possibility of a CBRN type crude attack by the tigers (like the one against the army detachment in Kiran, batti in 1991, they used CL2 cylinders for that attack ) cannot be ruled out, I have discussed this with several friends in the military and they are concerned and… well that’s all that I can tell you.

Well gas masks are no silver bullet, to prepare for a CBRN type situation there needs to be lots done. Education, awareness, preparation, equipment, mitigation and clean up equipment, quarantine preparedness, medicines and rehearsals (joint/and local) are key in an effective counter measure system to such an event.

A doctrine has to be established, manuals be written, curriculums drawn up and taught, protection gear drills be incorporated to BMT and all civil medical and ESP personnel (first responders) trained accordingly.

A proper, secure mass casualty’s evaluation/ evacuation and treatment plan has to be set up and run until, the people involved know it like the back of their hands (day/night, urban/ outskirts)

Solid C4I between military & civil response/ treatment and containment units..man there is a lot to do.

Man B#1, only reason to worry is: LTTE's recapturing rate was 0% for more than one year in jayasikuru too and we know it became 100% within one day.

Don't forget the race of rabit and turtle. Last time rabit slept. We can't allow this time too, to do some sleeping or some thing and let turtle win as diaspora expected. Thus we need to be vigilant.

do you seriously think the ltte knew about the WLRS (rada systems as you callthem).
ltte known much more than that mate, they probably knew when the army started negotiating for them and possibly know even the serial numbers if there are any.

the SLA artillery and the WLRS could have been anyhwre in the Jaffna peninsula and not neccasarily n the same place and could have been used to take on the ltte arti. it apears the SLA didn't attempt in this case.

Hi Guys,

I posted a question a while ago but got no answer, so here we go again….

I assume that our new fire-finding radar needs to be within LTTE artillery range for it to function accurately. Have we taken enough measures to protect the equipment? Is there a chance that a specific or random LTTE round could fall on one of these machines and damage it?

Also, was it wise to acknowledge the fact that LTTE’s long range artillery actually fell within Muhamalai FDL? Would this no give LTTE an indication as to if their targeting mechanism was accurate or not? Could we not have said that they fired artillery but they didn’t fall within FDL? Or am I being silly here? Would LTTE know without acknowledgement from us that their targeting system was accurate?
