58 Taking its time at EPS

58 Division troops are now 2kms south of EPS. Tigers are positioned along the former forward defence line constructed by the EPS' 54 Division. This FDL is where Hasalaka Gamini Kularatne gave his life in heroic fashion.

58 Division troops, somewhat fatigued by recent exploits into Kilinochchi will probably take some time to retake the area. Further north the Mech Infantry, formerly under Ralph Nugera, is awaiting orders to march under Udaya Herath, Nugera's deputy.

Meanwhile sources indicated that the LTTE maybe constructing another bund at Murusamodai, 10km east of Paranthan. Tigers have moved around 1000 cadres from Kilinochchi to Mulaitivu. Air strikes, MBRL and artillery strikes were launched on identified gathering points to eliminate the build up.

Heavy LTTE mortar and artillery strikes are being launched from this area for the last 10 days. An artillery barrage also fell on Kilinochchi town today. Despite these developments no clear strategy has emerged from the LTTE's side.

The SLA also captured the Iranamadu tank bund today. They recovered 8 bodies of soldiers declared missing in recent confrontations in this area. A large number of LTTE bodies recovered from various places in this fashion were all buried.

A contingent of 15 SBS and RABS units were deployed at Nayaru today to help end any sea tiger infiltrations. The contingent will increase to about 25 boats or 75 SBS/RABS men in due course.

As we all expect, Colonel Harihan, who I respect as a military analyst, projects a return to guerilla warfare by the LTTE, after hiding their heavy weapons for later use.

However, I vehemently oppose his implied advice to the GOSL that we devolve power to regions of Sri Lanka on the basis of ethnicity, as a foolish idea that would only lead to further embedding ethnic divisions in the governing framework of the country, encouraging separatism in the future.

We must make a radical break now with that flawed solution, reject the 13th Amendment, and move towards creating a single Sri Lankan identity, and a demographically homogeneous population in Sri Lanka. To this end, all Provincial Councils should be eliminated, as excessively large entities compared to Sri Lanka as a whole, that could again threaten the territorial integrity of the nation in the future.

The 13th Amendment was imposed on Sri Lanka by India through military coercion, promising in exchange that India would disarm the LTTE and force them into the democratic political process. That they failed to do, and backed out of Sri Lanka leaving us to cope with an armed group that had grown much more powerful and numerous during the tenure of the IPKF. Therefore, India failed to keep its end of that Faustian bargain, and the Agreement is null and void. We should reject it totally, and develop our own vision for a peaceful future in Sri Lanka.

SRI LANKA: The LTTE agenda after loss of Kilinochchi - Update No 161
By Col R Hariharan

[This update may be read in continuation of Sri Lanka Update No 160 "Fall of Paranthan, Defence of Kilinochchi and the War in Wanni"dated January 2, 2008 available at URL http://www.southasiaanalysis.org/notes5/note490.html]

The often asked but seldom answered question "what after Kilinochchi?" has become more relevant after the Liberation Tigers of Tamil Eelam (LTTE) lost Kilinochchi on January 2 and along with it control over most of its domain in the north. After Kilinochchi, two major actors in the war scene – the government of President Rajapaksa and the LTTE - will be reworking their agendas to suit the emerging environment.

Of course, a third but reluctant player is the Sri Lanka Tamil polity, which had avoided drawing up an agenda so far. For them it is confusion compounded now; and most of them have to put on the thinking cap for a change and think beyond blaming others. They have to take some hard decisions. But they might not be in a hurry to do this.

Though capture of Kilinochchi was expected for quite sometime now, the security forces did it just a day after the fall of Paranthan on January 1.This was faster than I had estimated in Sri Lanka Update No 160 written on the day Paranthan fell. Evidently, Task Force I after capturing Paranthan had maintained its momentum to exploit the pressure building up on at Kilinochchi to capture it in a joint operation with 57 Division. This speaks for the high morale of troops. Though the LTTE had vacated its de facto capital, troops in combat wasted no time and occupied Kilinochchi. So it is not surprising that the security forces are going ahead towards Elephant Pass and Mullaitivu supported by air strikes.

From a tactical point of view, the LTTE took the pragmatic decision to vacate Kilinochchi defences when it became untenable rather than get decimated. This is sensible if we disregard the sense of triumph and achievement among victors and dismay among the LTTE acolytes.

Past experience appears to have clouded the LTTE estimation of the staying power of the security forces in the Eelam War-4. The LTTE is now fighting highly motivated and clearly focused armed forces who are single-mindedly executing the presidential mandate to eliminate the LTTE. Their ability to attack and capture of Kilinochchi even after suffering heavy casualties earlier shows the determination of the security forces. The LTTE will probably rethink its "trusted" strategies because the security forces have disproved their validity in Kilinochchi operation.

LTTE agenda

According to a report from an unknown source in the usually well informed website www.transcurrents.com the LTTE has already started withdrawing from their defences in and around Elephant Pass in the narrow land strip linking Jaffna peninsula with the rest of the country. According to the report the LTTE was preparing to vacate its defences in Eastern Mullaithivu district including Mullaithivu, Oddusuddan and Vatraappalai. Though the report is plausible it is not confirmed by other sources. If the report is correct, it would indicate the tectonic impact the loss of Kilinochchi is having on the LTTE.

The loss of Kilinochchi is a big blow for the LTTE's image. It is also the peak of achievement for the security forces in their process of demystifyig LTTE started in 2006. It comes when LTTE's woes are many: domain is restricted to a district or so, its conventional army has been mauled and left bleeding, use of Sea Tigers curtailed, and the Air Tigers grounded probably for many more months to come. Its international funding, logistic and propaganda machinery has been tampered and merchant supply fleet run aground. So conventional mode is out and guerrilla mode is in for the LTTE.

In the past, the LTTE had always managed to bounce back and come out stronger to take on the State more strongly than before for many reasons. The army commander has announced his intention to continue the war till the LTTE leaders are hunted out. So the environment is going to be even more risky for the LTTE to disengage, regroup and reassert. The security measures in cities have been tightened, often with draconian measures. This time that process is not going to be easy. The global, regional and national environments have changed after 9/11. To bounce back the LTTE will also hav to change.

However the question is not whether the LTTE will bounce back, but how it will try to do so. Prabhakaran's unique strength is his doggedness in pursuit of his goal. So he will put every ounce of strength and talent to bounce back. And that is the worst case scenario for Sri Lanka government. What will be Prabhakaran's agenda now? How he will try to stage a comeback with the LTTE? These questions are more relevant now than "can he stage a comeback."

To recover from the continued onslaught and reassert, the LTTE will have to first extricate itself from battle. This is a tricky operation in itself. Pulling out of Kilinochchi might well be its starting point. Other issues in the LTTE agenda could be – securing assets from further loss, regrouping and reorganising cadres in safe hides, rebuilding the logistic network, and reassert LTTE's power through a graded series of covert and overt actions.

Prabhakaran would have prepared hideouts for mothballing heavy armament and equipment. Assets not required for immediate use like heavy weapons, spare ammunition, and arms would be similarly cached. Other valuables would also need safe keeping. With the loss of Kilinochchi, the LTTE has lost its large infrastructure assets built there over a period of time. The LTTE is also probably facing cash crunch due to the high cost of war and drying up of a number of lucrative income sources like the "toll tax" on vehicles using A9 road, remittances, and local levies following the shrinking domain. Thus recouping financial assets and rebuilding revenue resources would be a top priority in LTTE agenda. It might result in some arm twisting of businessmen in Colombo, Trincomalee, Batticaloa and Jaffna for "donations" and such activity would carry bigger risks than ever before.

Regrouping the cadres for a guerrilla mode after disengagement is not going to be easy either. Unlike earlier Eelam wars, few veteran leaders are available to do this task and they are also aging. There are quite a few other issues. Casualties have to be attended to and treated. (Tamil Nadu could become a refuge for such benign wounded cadres.) Other non-effective members will have to be shed and given shelter in secure conditions. The units have to be re-grouped in smaller subunits and assigned specific responsibilities. Guerrilla operation is executed by small groups or lone individuals in a decentralized fashion. To be successful the guerrilla requires a great deal of self motivation. LTTE's much heralded suicide terrorism has depleted motivated and cadres trained in special skills. In this ambience, burden of motivating the cadres is likely to rest on younger hardcore warriors who fought hard in the war. The success of the LTTE's come back will depend upon them.

Through the years of war and peace, the LTTE had built a strong international network of supporters who had helped it to become one of the top insurgency movements in the world. They had been bankrolling the LTTE war effort. The Tamil expatriates had also provided international propaganda interface for the LTTE's cause and lobbied the governments for support. Their support cannot be taken for granted anymore as the war had been going on for too long and a new generation is emerging.

The LTTE's war has been going on for two decades in which over 25,000 of Tamil youth have lost their lives, without achieving any tangible results. As the LTTE continues to be a listed terrorist organization, the stringent international anti terror protocols (in place after 9/11 terror strike in New York) are not going to make it easy for external support to reach the LTTE. And the governments of 37countries which have banned the LTTE are unlikely to ease the guard or allow their soil to be used for rebuilding LTTE.

Lastly, despite their differences over LTTE's questionable methods, sections of Tamil expatriates had supported its efforts in the hope of realizing their dream of an independent Tamil Eelam. They find their hopes are now turning into a chimera. To broaden its appeal, the LTTE has to change its style of operation to a democratic one and accommodate different shades of Tamil opinion in the decision making process. Prabhakaran's personality does not allow even the thought of such "inclusive strategy." The Tamil National Alliance is a very good example of the still born result of LTTE's last attempt at inclusive strategy. It has merely reduced dignified Tamil politicians into 'yes men' of Prabhakaran and nothing more.

And to reach the reassertion stage, the LTTE will have to successfully go through the first three parts of the agenda discussed earlier.

In the past, the inability of Sri Lanka state to satisfy Tamil aspirations had been the biggest incentive for them to support the LTTE, despite Prabhakaran's repressive style. This had helped the LTTE "bounce back." Tamils had always found a yawning gap between what Sri Lanka government and politicians promise them and what they deliver. So far the doubts of Tamils have only been strengthened by the way President Rajapaksa had indifferently handled the political part of the issues raised by the LTTE and other Tamil politicians. In short, the bounce back of the LTTE will dependent upon how sincere the Sri Lanka government is in implementing an "inclusive strategy" to gain the trust of Tamil people and give them a feeling of security.

Translated into the hard reality of politics that is unlikely to happen merely by holding elections. The success of the LTTE's bounce back process depends upon how the state helps the people to recoup normal lives and avocations of the people battered by years of war. If the President can do it and give the Tamils a sense of ownership in their destiny, the LTTE comeback will not be easy, despite Prabhakaran's best effort. There it is, the answer to the question "after Kilinochchi what?"

sam, asithri,

"The more we harvest today, the less we have to harvest tomorrow."

wow! what a simple way to put it.

just love it. further research led me to this.

Recommended harvesting practices

- Carry out the postharvest assessment

- Compare the actual locations of roads, landings and LTTE trails with the locations indicated on the harvest plan.

- Note and explain any differences, possibly by interviewing the construction or operating crews.

- Assess the condition of roads, landings and LTTE trails. Permanent roads should be maintained in good condition; temporary roads, trenches and dirt trails should be closed and cross-drains installed. If necessary, earth roads, skid trails and landings should be revegetated with grass or other ground cover.

- Determine the percentage of the operating area disturbed by roads, landings, bunds and trenches. Measure average disturbance widths and compare them with standards specified in the harvest plan. Note any areas where enrichment planting or other rehabilitation is needed.

- Identify any tiger gatherings that were marked for harvesting but not done. Determine the reason why such were left by interviewing the killers responsible for that area of the operation.

- Inspect equipment to determine whether it corresponds to operational requirements and complies with safety regulations.

- Determine whether equipment operators have been qualified to operate the equipment to which they have been assigned.

- Check the availability, suitability and use of personal protective equipment.

- Communicate the results of the harvesting assessment to the relevant authorities

suits killing tigers reasonably well.

i hope SLDFs do a POST-HARVEST ASSESSMENT

I took a bit of time to write the latest blogpost on behalf of Mahen. Enjoy as always !!

With the LTTE's tactical withdrawal from Elephant Pass, the strategic and tactical significance of Mulaithivu has been downgraded by the LTTE military panel. Thus, the LTTE has decided to vacate the Mulaithivu town and Puthukuduyiruppu general area as well. SLA reports that they faced virtually little or no resistance when advancing into Mulaithivu town, the obvious reason is that the LTTE withdrew its cadres and assets from these areas a couple of days ago. The LTTE is also expected to withdraw from Vishvamadu in the coming few days once the military assets and cadres are moved to a safer location. There is no reason in holding a town such as Vishvamadu which has no strategic importance.

The LTTE's cadre strength and armoury is at 98.833 % capacity. The battle hardened and well trained cadres have hardly been used during the current operations, and the modern arti and mortar rounds have not been utilised yet.

Apart from that all sea tigers are being given flight trainings on PC7 trainers.

Thus, the LTTE is expected to launch devastating counter attacks in in ground and air in coming few weeks. The true might of LTTE's military strength will come to light once the SLA attempts to advance towards ….. (err...wait a minute ..! .. Ill get back to you soon after contacting my sources..) .

Sorry for getting in between your conversation.

It's very unlikely that LTTE can do something big in Jaffna. Most of the insurgents are taken by SLA. Only possibility is a seaborne attack, but the possibility is low.

Once, I can remember when Maj.Gen Marks was the commander of 51st, he said that Jaffna is out of bounds to the LTTE. This was about few months back. They did a superb job under the command of Maj. Gen. Chandasiri.

Recent Carnivals held in Jaffna really changed the mind set of the people in Jaffna. They participated in thousands and they really enjoyed them selves.

I have a friend in Jaffna, I speak to him once in a while. Those days, he used to tell Prabakaran as ‘Our Leader’, it’s amazing the way he talks now. They have totally changed. SLA is their best friend now, I might sound funny, but it’s the truth. They really praise when President speaks in Tamil. They are waiting till SLA opens a land route to Jaffna. They are expecting their cost of living to drop drastically.

Whatever the treacherous activity of MTV it is very bad news to destroy their studio. Now all the international muck media that hate SL will go on and on about it. Much better to have found some tax fraud or other violation and withdraw their broadcast licence.

I hope Shavendra Silva will not be like Achillies - he died during his greatest triumph the capture of Troy.

I think one reason the UNP is such a bunch of frightened pussies is that LTTE has killed every single UNP leader who has stood up to them.

Ranjan Wijeratne and Lalith Athulathmudali were the most successful Ministers of Defence/National Security until now. Gamini Dissanayake was never frightened of LTTE.

LTTE killed both Lucky Algama and Janaka Perera because they were identified as people who would instil backbone to the UNP and make them oppose LTTE. If Algama had not been killed he, and not Tilak Marapana the Lawyer, would have been Defence Minister in Ranil's 2001 Gov't and would not have allowed the Gov't to enter a one-sided CFA or tolerate CFA violations.

A democracy needs a strong opposition that will hold the gov't to account - things like Mihin, CPC, Central Bank mis-management. However the opposition has a duty to co-operate on national issues such as defence in the best interests of the nation. In Western countries all parties co-operate on national defence - in US and UK the opposition parties voted in favour of Iraq War. In SL the UNP is left with pussies who can't distinguish between opposing the gov't and working in the national interest.

In many ways Mahinda Rajapaske is very lucky that he was considered a non-entity until 2004 when he became PM and was allocated top security. Otherwise the LTTE would have taken him out when he used to be driving his own car.

MUhamalai FDL captured

duzz said...

THE existing LTTE’s Forward Defence Line (FDL) in MUHAMALE, JAFFNA was completely overrun and captured Tuesday (6) morning, bringing another blow to the LTTE.

Advancing troops of the 53 and 55 Divisions, commanded by Brigadier Kamal Goonaratne and Brigadier Prasanna Silva respectively dominated the LTTE FDL forcing the enemy to retreat.

The captured LTTE Defence Line, lying about 500 m ahead of the troop deployment in MUHAMALE was hurriedly vacated by terrorists as the multi-pronged troop attacks went on pounding them.

According to ground troops, terrorists who have lost many of their fighting cadres during ensuing battles withdrew further towards the southeast with their casualties as troops started dominating the FDL.

Troops are now consolidating their positions in the newly captured areas.

LTTE withdraws from Muhamale

Reliable sources have informed this blog owner that the LTTE has completed its tactical withdrawal from the Muhamale township and the surrounding areas. The tactical withdrawal follows LTTE successful harvest operations against the advancing SLA infantry units. Heavy casualties were inflicted on the SLA troops with over 560 SLA KIA. A large cache of weapons was also captured by the LTTE when SLA commandos entered the town in the Muhamale and fled leaving their weapons behind. The LTTE for its part suffered no casualties and withdrew to the jungles with all its weapons and cadres intact. The SLA has moved into a virtual ghost town, there are no civilians or LTTE left in Muhamale.

Their withdrawn battle formations from Muhmalai, Killali and Pallai use the Soranpattu junction for evacuation as 55th Div is not advancing from Nagarkovil.

Not very pleasant settings for LTTE indeed.

[There is an article in TamilNut claiming that India has send Naval Personnel to Mullaiththeevu.]

Yes, I read this too. My speculation is that these guys are being sent to the SL Navy, to coordinate action against the escape of LTTE personnel to Tamil Nadu, or elsewhere.

In particular, they want to be there on the spot to keep VP & other LTTE (e.g., Pottu Amman) responsible for Rajiv Gandhi's assassination alive by witnessing their capture (partly so that SLDF can't bump him off), and to lay the ground work for extraditing these people to India.

Personally, I don't want him to be extradited to India; they may even let him off after a few years in prison for political reasons. I prefer his dying by his own hand, or his subordinates bumping him off, or the SLDF doing it under battle conditions. He is a enemy combatant, a mass murderer and is guilty of treason against Sri Lanka. If he is captured, he should be tried in SL and executed quickly like Saddan Hussein. He should not be sent to India or to the International Tribunal in the Hague.

55th div. have advanced north of A9 but are stationed statically in Nagarkovil. 53 operate south of A9 in Muhamalai and in Killali.
51 and 52 div. are the defensive elements in Jaffna. So SLA will utilise both 53 and 55 div. as offensive elements.

As you said Maj. General Chandrasiri has done a terrific service with the people in Jaffna. All possible LTTE infiltrations are reported by civilians. Dont think enough credit has gone to him via the local media.

My post at The Economist

[Rabble rousing demagogues such as Karunanidhi, Ramadoss, Vaiko, Thirumalavan in Tamil Nadu are preaching the concept of a Greater Dravidian Nation encompassing all Tamils everywhere in the world. They claim to represent, and agitate for Tamils-only homelands, not only on behalf Tamils living in Tami Nadu in India, the one true homeland of the Tamils, but also everywhere in the world where they form a local majority, irrespective of how small a region the community occupies in that country as a whole. This evokes the nightmare of Hitler's claims on behalf of German people preceding WW-II to lay claim to homelands in neighboring countries such as Czechokoslovakia, Poland, Ukraine, Yugoslavia, and so on, that justified invasion, occupation and annexation of parts of those countries to the Third Reich.

Therefore, I present to you the new mission of the Tamil Diaspora supporting the LTTE: It is to form the following "Greater Dravidian Nation Liberation Movements" without delay

Liberation Tigers of Tamil Nadu (LTTTN)
Liberation Tigers of Tamil Canada (LTTC)
Liberation Tigers of Tamil Norway (LTTN)
Liberation Tigers of Tamil United Kingdom (LTTUK)
Liberation Tigers of Tamil South Africa (LTTSA)
Liberation Tigers of Tamil Germany (LTTG)
Liberation Tigers of Tamil Singapore (LTTS)
Liberation Tigers of Tamil USA (LTTUSA)
Liberation Tigers of Tamil Australia (LTTA)

with the goal of completing the project of enslaving and exterminating their own people, as they did in Sri Lanka.

By the grace of the Holy Triple Gem of Buddhism, and the courage of the soldiers, sailors and airmen of the Sri Lanka Defense Forces, this goal is now beyond the grasp of the LTTE.

Never in the annals of Sri Lankan history, has so much been owed by so many to so few.]

Hi

LTTE's tactical withdrawal = SLA overrun (temporary)

LTTE tactically withdraw according to Tamilnet, Peter, Mahen etc.

SLA is moving in, LTTE kills as much as SLA soldiars, captures all weapons then withdraw without any casualty. ( If you find any graveyards, they were all fake to mislead SLA and Sinhala people ) This started from
Mavil Aru and continues until they reach the thick jungle.

In the jungle area of about 10 Sq miles, LTTE will have 20000 cadre with thousands of lorries of weapon mostly captured from SLA.

By that time SLA is spread out and all over Wanni and in the east. LTTE wait for a couple of month until SLA begins relaxing.

Aha!

Then LTTE at once attach all east, wanni, Jaffna and Colombo and take over all places that they earlier tactically withdrew from. That is why VP said that the war will come to Colombo.

As per THIRU that is the day that Sinhala people, SLA, Mahinda and other will see Tharu in the day.

As mer Nadesan this happened few times ago and will happen again.

Example: It is like delivering a fast ball. You go back (tactical withdraw) as long as possible then turn and start run and deliver with the momentum.

DO you agree with me Mahen Thiru & Peter?

Good guess. 53 and 55 can only achieve this after taking control of Pallai, Soranpattu and Iyyakachchi.
But 58 is about to cross over to the peninsula.
Your guess maybe right but only SF will know the reality. Remember Soranpattu and Iyyakachchi are still heavily fortified so a northward thrust from 58 will ease things up.
Orders are only given at the last moment.

ExpressBuzz article says LTTE fugitives working on Tamil Nadu Trawlers

[Kochi, a haven for LTTE fugitives
Ajay Kanth
First Published : 05 Jan 2009

KOCHI: As the Lankan forces entered the Tamil-Tiger strongholds in northern Lanka scattering away the rebels, Kerala’s marine security agencies fear a large number of suspected LTTE cadres have infiltrated the Indian shore via trawlers to discreetly engage themselves as workers in fishing trawlers off Kochi coast.

Senior officials at the Coastal Base Station in Fort Kochi responsible in patrolling the Indian waters up to 22 nautical miles, said they had come across Indian trawlers with some of them, including women, speaking a Tamil dialect similar to that spoken in Sri Lanka.

“Recently, we have spotted more such workers being employed in the trawlers off Kochi coast,” marine security sources said. “Often they fail to produce documents to prove their identity.” The officials said the owners of the trawlers employ them without checking their antecedents as these labourers come cheap.

Security sources said that currently it is not mandatory for the trawler workers in Kerala to have any government-issued identity cards. There are no proper instructions from the authorities on detaining the suspects for questioning. As a result, the suspects are let off without further enquiries. On the other hand, security agencies in states like Gujarat and Tamil Nadu have adopted stringent measures to monitor activities of the fishermen.

Kerala Marine Enforcement Department officials said the Home Department had convened a meeting to discuss the issue and the Government has planned to introduce identity cards for the trawler workers. “But so far no such measures are put in place,” marine security officials said.“Introduction of ID cards will help the Coast Guard, Enforcement and the Marine Department to check infiltration,” the sources said.

“As fishing trawlers from several states come to dock in Kochi, the workers in one trawler would have no idea about their counterparts in other t r awlers, ” s a i d Ke r a l a Swathanthra Matysa Thozhilali Federation president Lal Koyiparambil.

This spoils the Government’s move to turn the fishermen into informers. According to sources, some deep-sea fishing trawlers go beyond 600 nautical miles and there is no system to check the departure and arrival of these vessels.

Indian Coast Guard DIG B K Loshali said they have intensified patrolling to check any infiltration in the wake of the Lankan conflict.

He said the Coast Guard has not received any fresh alerts though there had been reports on the infiltration via trawlers even before the battle in Sri Lanka.

“We have asked the State authorities to introduce e-cards for the workers and ensure they carried it on board,” said Loshali.]

Then they try everycountry to force SLGO to get a ceasefire as done before.

The main reason is a combination of MR, GR, SF & soldiers, political parties, and some UNP MP's who are honest like Ruckman & Sajith.

Colombo, 06 January, (Asiantribune.com): Tamil Nadu based Tamil language television channels are continuously involved in a systematic disinformation campaign against Sri Lanka Government, Sri Lanka’s fight against world ruthless terrorist organization - Liberation Tigers of Tamil Eelam and the Sri Lankan armed forces.

It is alleged that the Tamil television channels are spearheading internationally LTTE’s anti – Sri Lanka campaign. LTTE still remains a proscribed organization in India, but India based majority of the Tamil language TV channels are coming up with anti- Sri Lankan campaigns to promote LTTE, which amounts to aiding and abetting terrorist activities against Sri Lanka.

[I would like to cut down our military by 70% of so after the war is over. Last thing I'd like to see is another Parkisthan in Sri Lanka.]

Really? And leave our country defenceless again against internal and external enemies? It took us 30 years to build the SLDF we have now, to defeat a rag-tag group that we allowed to grow into a near conventional army.

The next time we are caught with our proverbial pants down, we may not have that much time to build an army, and SL may not survive intact.

I believe India is on its way to breaking up....and the first state to secede may well be Tamil Nadu. Then, SL will have face Tamil Nadu's 80 million people reaching out to create a Greater Dravidian Nation, with the first "Greater" part in Sri Lanka. As the boy scouts say, "be prepared"; it will be too late to do it after the horse has been stolen again! Prevention is much better than a Cure.

Why pick Pakistan as the model even though, despite Pakistan's poor record of governance, the Pakistani Army is the only national entity holding the country together in the face of both external and internal enemies?

Why not select Switzerland, Taiwan, Greece and Israel as the comparative models....all countries with large potential enemies among near neighbors? They all have large armies and universal military service, and have fended off, or are fending off, their enemies quite successfully.

To suppress any prospect of a renewed guerilla conflict, we will need many boots on the ground everywhere in Sri Lanka. If the US learned any lesson in Iraq, it is that a high-tech army configured to fight conventional armies, cannot suppress wide-spread guerilla movements...you need the preponderant presence of many boots on the ground for that; your own troops or those of allied locals. The second lesson they learned (in Iraq and Vietnam), is that foreign armies that must ultimately go home, and can't do it by themselves; you need the majority of local people to do it for themselves. Fortunately, Sri Lanka is our own country, and we are the "local people," and we can do it, especially if we homogenize the population countrywide.

When you are caught in a difficult situation, you have to do whatever it takes to survive; and a large Peoples Self Defense Force is precisely what we need.

Clever diplomacy is important, as I also pointed out in my post, but we have to rely on developing our own internal strength as the core/primary defensive weapon.

An oft quoted axiom of diplomacy is that there are no permanent friendships between countries, there are only permanent national interests. Every powerful ally we rely on will want its own pound of flesh in return...Sri Lanka's own history provides many examples (e.g., Use the Dutch to kick out the Portuguese, use the British to kick out the Dutch, until the British swallowed us whole). Therefore, we cannot rely solely on diplomacy; our continued existence as a people and a nation depends on it.
