Danger of LTTE taking the fight to civilian safe zone

Latest military reports indicate that the LTTE could have a fighting force of around 2,000 cadres, majority of whom are those forcibly recruited during the Cease-Fire and paraded before the media under such names as "RPG Commandos", "Leopard Commandos" and "Black Tigers".

Sources indicate that these cadres are fighting largely out of fear and are ready to flee every chance they get. Their morale is low but are unfortunately trapped by hardcore cadres and are afraid to surrender to the Army due to brainwashed mistrust in the SLA. However, the Army recently discovered families of LTTE martyrs among the civilians who had escaped to the government's side.

The major concern now is whether the fighting, which is concentrated mainly in and around Puthukudirippu and Ampalavanpokkanai could shift to the civilian safe zone as the Tigers run out of places to retreat. These areas start just north of Mulaitivu Town as one crosses the Wattuwan Bridge in Mulaitivu north.

Areas like Mullaivaikkal, Vellamullaivaikkal, Mathalang and Puthumathalang are designated civilian safe zones. These areas continue to be used for military purposes by the LTTE in complete disregard for civilian safety. Even the agents of a powerful multilateral humanitarian agency recently revealed that the two Zlin 143s involved in the aerial suicide mission on Colombo had taken off from near a civilian settlement along a stretch of beach at Mullaivaikkal in the designated civilian safe zone.

Meanwhile ground sources confirmed to DefenceWire that it was the 53 Division which had reached the Puthukudirippu built-up though the Commander of the 58 Division was quoted by the media as saying it was the 58 which had first breached the PTK built-up.

Guys,
Rather than talking about Peter, why do not we talk about how SLA can safe guard captured areas.
There were few incidents which LTTE's small teams has managed to attack us. Looks to me they to adopt some of our old tricks.
Therefore SLA / Sri Lankans should work out how to safe guard the area.

Colombo, Mar 1 (PTI) With the Tamil Tiger territory fast shrinking in northern Sri Lanka, the LTTE's second-in-command and spy chief Pottu Amman has assumed direct charge of the battle against the Sri Lankan security forces.

The Tigers are fighting tooth and nail to defend their the areas of still controlled by them, which have come down to just over 50 sq km after they suffered dramatic reverses in the recent clashes with the troops.

"The Tiger outfit has now realised the grave danger they are facing in the final battle with the security forces as LTTE second-in-command and intelligence wing leader Pottu Amman has himself started to command the Tiger cadres in the battlefront," the state-run Sunday Observer said.

"His (Amman's) voice has been heard for the first time in the battlefront through radio communications intercepted by the 58 division troops on Wednesday evening as fierce fighting continued in that terrain in their bid to prevent the troops entering the centre of Puthukudiyiruppu," it said.

"The Tiger leader has vowed not to allow troops to enter Puthukudiyiruppu junction, which is being heavily defended by the LTTE," the paper said.

The troops are just 300 metres away from Puthukudiyiruppu, according to the report. PTI

Mate, not only Prabhakaran all senior administrators of LTTE are extending special privileges to their children. They went to international level school which was located at Kilinochchi using luxury vehicles with body guards while ordinary cadres and their children got rigorous training on shooting and suicide attacks.

This is known to all Tamils including Tamil Diaspora but their caste system approves such hypocrisy. That is why eastern Tamils were agitated for a long time. When mahattaya was tortured and killed with deputy leadership hand over to Karuna, most high caste Tamils from Jaffna were furious and complained and threatened. Karuna knew his deputy post is going to be short lived with high caste Tamils from Jaffna. Lucky for him, he played his cards wisely.

yes I think one aspect I truly am proud about the rest of the sri lankans of is that we did away with this vicious caste system.
I remember ,I had a Tamil colleague of a lower caste .He said he had to enter a house of a upper caste Tamil from the back door.
and this was not 50's or 60's it was late 80's.
It's one fucked up race.
This is still in practise in places like Singapore and Malysia.

I read an analysis of VP's actions and thought process and reasoning etc... leading upto Eelam was IV.
It said he took out Kadiragamer as he was the only viable diplomatic tool of Freedom Party. and thought Ranil was a pushover.
His plan was to achieve parity with SLA and declare Ealam statehood.
Never for a second,in his wettest of wet dreams did he(VP) think MR will do what he did!!!
Now isn't that poetic and funny patriots!!!

Some of these Tamils accuse that equal rights were not given and justify all the scum work for that.

However, this problem was manifested not because of Sinhala vs Tamil, infact it was due to Tamil vs Tamil complexity.

Although Peter or Bahrav does not speak constructively, studing them closely you can see their mindset.

Peter says "he does not screw sinhala girls" or Bahrav says "sinhala girls are loose" something

these people infact echo their subconscious mind, as they were brought up in strict class system.

So i say good riddance to LTTE but we need to win the Wanni Tamils over like we are doing in the Eastern province through Pillayan.
otherwise this cancer will only be dormant,it will reemerge in another disguise.
And most importantly we need to make the native Wanni Tamils (who'd sufferred the most)realise the biggest criminals are the Diaspora that fed the LTTE beast.

While there is good part of truth in that theory and the bravery of SLDF high calibre officers, rank and file, there is also another equally true facts are coming from the behaviour of Prabhakaran during last 20 years or so.

First colossal error he made was to assassinate Indian premier Rajiv Gandhi. He couldn’t wash his hands away from that act by brushing off it as unfortunate incident. Most Indians will never forget that; especially Gandhi widow Sonia and her children are working over time to avenge husband/father death.

Second most curial error Prabhakaran did was to kill his childhood friend Gopalasamy Mahendrarajah alias Mahattaya and butchering to death of the larger section of his battalion in a systematic way. They were furious and infused into the Sri Lankan army as members of LRRP some years ago and this group is engaged in operational duties with the army in the north.

Despite all the above mistakes 2002 – 2005 Norway brokered Cease Fire Agreement (CFA) gave him a golden opportunity to solidify his position as leader of the de facto state called Tamil eelam. However, by being ruthless thug with killer instinct but without any charismatic political leadership qualities to lead his subjects towards the ultimate goal, he started making series of errors. First he helped Mahinda to beat Ranil in the general and presidential elections. He also underestimated President Mahinda Rajapakshe and his cabinet and provoked SLG with high handed activities.

The next stupid act of Prabhakaran was the effort to try and side line his deputy leader Vinayagamoorthy Muralitharan alias Karuna on pressure from high caste Tamils. This was the single act that led to destabilize entire eastern region. Without stopping there he closed Mavil Aru sluice gates depriving thousands of farmers in the region.

Therefore, if MR, GR and SF have done their bit to get rid of bad rubbish, then Prabhakaran also did his part of self immolation by bringing eelam down in an irreversible process.

Final fall of the Tamil eelam will see that some prominent Tamil Nadu politicians will also go down with LTTE very badly. Some even may land in Indian jails, if Rajiv assassination case resurfaces again.

Do not try to make a division among SL army. Army 53 division entered the PTK buildup from the south and the 58 division entered from the west and north west simultaneously. Not only that the Task Force - 8 marched from the east of PTK buildup. There is no race here. All divisions have time plans and working under Army commander. Its true that Brig. Shavindra is popular for the spectacular he has done so far but it doesn't mean that other division leaders are not contributing much. All are equally great.

Absolutely: the combination of the people is the key in this war. MR and BR for political leadership, GR for Army and Gov coordination, SF for conducting the war and WK for the navel blockade. Agree with you that it is the coordinated effort of the military, the politicians, and the people of Sri Lanka took us this far up the road. We have to deal with all internal and external threats against Sri Lanka and the democratic will of the people. Without that fine coordination, we couldn't have come this far.

Nevertheless, I credit MR for standing up to various foreign powers trying to meddle with our internal matters. I was in NWP and CP in several weeks before the elections (on a totally unrelated matter) and talked to many peoples from various walks of life about the current efforts. The people I met were spanning from poor villagers to academics to professionals to ex military men to politicians to very rich businessmen. It was heart warming to see how everybody was united against LTTE terrorists. Many previous governments tried to preach peace to our forces also, and hence demoralizing them. Now that our forces know that they are true heroes at home and everybody is standing by them in this effort, the morale of our forces skyrocketed, which is essential in any military campaign. That support and optimism is something the MR administration could generate here.

World recession will Hit Lanka, Ronnie warns Biz CommunityBy Winston de Valliere
Former Finance Minister Ronnie de Mel, now senior economic advisor to the President, warns that " the more disastrous consequences of the global recession will hit Sri Lanka any time from six months to a year from to date. The Sunday Island spoke at length with the former finance minister about his perceptions on how the global economic downturn will affect the Lankan economy. But first, a look at what the economy really portrays at the moment.

What does the economy really look like at the moment? Consider the hard facts.

Dwindling export revenue combined with higher import expenditure caused by global recession on the one hand and a depreciating rupee on the other paint a bleak picture in which appreciably lower tax revenue will logically compel government to resort to more foreign borrowings to fund development. The latter will cause a massive increase in external debt servicing on interest alone. Increased state borrowings from the banking system can leave us with a seriously cash-strapped private sector that will be compelled to resort to ad hoc short term borrowings from private sector commercial banks to merely stay afloat until the crisis is hopefully past.

Pressed for defence funding, the government will certainly be in no position to extend a lifeline to private banks to bankroll the private sector that will be compelled therefore to put development plans on hold. The broader picture would then suggest that one can forget all about planned budgetary development targets at which even the ADB has begun to look askance. An increasingly worried private sector, specially some listed companies, may not be declaring dividends at year’s end, 2009 or in other cases at end of March 2009. No matter what some brokers predict, the facts do not substantiate their optimism. The more forthright ones don’t want to be quoted. Inflationary trends show no signs of letting up despite some ministers claiming a drop in inflation citing lower commodity prices chiefly caused by greater agricultural output. They conveniently forget that this is done by footing a huge all round fertilizer subsidy, which would be politically suicidal to remove with several elections lined up for over the next two years. So much for sound fiscal policy!

With more internally displaced persons (an approximate 300,000) now ready for resettlement and rehabilitation in the north and east, and billions of dollars needed for rehabilitation and reconstruction of the east and those areas of the north which are ripe for such action, the pressures on the Treasury will right now be absolutely toe crunching. Add to that gloomy reality the dwindling external reserves in the context of a continuing drop in export revenue and what pops up is the picture of an economy under unrelenting siege teetering on the edge of a huge crisis.

This is the backdrop against which the Sunday Island had a frank chat with the former Finance Minister Ronnie De Mel, now the senior economic presidential advisor, on his perceptions of the direction in which the economy is headed.


Q: What’s your assessment of the impact of the current world economic downturn on the Sri Lankan economy?

De Mel: Businesses the world over have not fully understood the magnitude and inherent dangers in the current global economic crisis. I’ve observed and interpreted our private sector attitudes to this crisis as being similar to that of their global counterparts. Foreign businesses reacted too late to the crisis after it affected them and with negative consequences to the economies of their countries. This is obviously the case in Sri Lanka too. The recession has still not made deep inroads into our economy but it is my opinion that even our politicians, besides the business community, have been overlooking the potential threat to the stability of our economy that is inherent in the crisis, even to the extent of underestimating the adverse impact it could have on the country and the common man besides the business community."

Warning that the " recession is just beginning to affect us in a big way" de Mel feared that "its more disastrous consequences will be felt by Sri Lanka in about six months to one year’s time."


Q: What areas of the economy have already been hit by the global downturn?

De Mel: Tourism has been dragged deeper into the doldrums. I have never before in my political career seen the traditional tourist resort areas from Kalutara and Bentota down to Tangalla, Hambantota and Tissamaharama so totally bereft of tourists as in this last year. There are few low spending types but the big spenders are almost completely out. I have known these areas from the inception of tourism in 1965 having been an MP from this area for nearly 40 years. But this is the worst ever excepting the decline at the height of the JVP insurrection.

The tea and rubber sectors have also been seriously affected as foreign buying has dropped of very substantially. The smallholders who sustain the overall performance of these sectors produce between 65 to 70 percent of the country’s tea. Until the onset of the crisis, they received between Rs.50 to 75 for their green leaf. They now get between Rs.25 to Rs.35 a kilo and these are prices considerably below the cost of production. The rubber smallholder who used to get from between Rs.200 to Rs.300 a kilo of latex now gets a mere Rs.100 to Rs.120.The same is true of the spices range and our other minor export crops. Our exports have been hit all round. Though coconut has held up somewhat in comparative terms, there too prices are considerably lower.


Q: What about the apparel, textiles and industrial exports sectors?

De Mel: The entire industrial sector is just beginning to be affected with several smaller apparel factories having already wound up operations here while the bigger ones have started retrenching staff. One of our biggest solid tyre manufacturing factories which is ranked second largest in the world, recently retrenched 25 percent of its workforce of 8,000. There are others who are also retrenching while some others are not filling available vacancies.


Q: What are the concerns you have briefed the government about?

De Mel: I am deeply worried about our foreign employment and our foreign remittances which constitute one of the most vital forex earners for the country. The economic downturn has begun making inroads into the Dubai, Abu Dhabi and other Gulf and Middle-Eastern economies as well while the crisis has been exacerbated by the very serious downturn in Italy, France, Spain, UK, Malaysia, South Korea and even Japan. All this will result in the loss of jobs for Sri Lankan workers in those countries as the recession drags on resulting in a decline in remittances which will present a very serious problem to Sri Lanka before long.


Q: Which means our village economy that is sustained by these remittances will be badly hit….

De Mel: It will also very seriously affect our foreign exchange position and impact badly on our balance of payments.


Q: So if the global decline in demand for our products is not reversed soon, our industrial production will nosedive seriously?

De Mel: Yes because the crisis has very considerably hit almost all of the countries which are traditional importers of our products. At the moment, oil prices have dipped but there is no guarantee whatsoever that they will remain at today’s low levels of $38 to $ 40 a barrel for Brent or West Texas for long.


Q: Many countries have come out with economic revival packages. What’s your feeling about such an option for Sri Lanka?

De Mel: The first package from the US government helped a little bit in the sub-prime mortgage crisis in the US but it hardly touched even the fringe of the overall crisis there. A second package of $789 billion came out a week ago. We will have to wait and see what results it will produce. Other countries hit by the crisis have also come out with similar packages. President Rajapaksa also announced a series of economic relief measures despite being seriously handicapped by the enormous military expenditure. With an end to the war the government will come out with a broader relief package to help the country tide over the difficult times which are approaching.


Q: All our donor countries have been seriously hit by the downturn and have necessarily had to deal with this crisis in their economies. How will this impact on their usual aid and grants to Sri Lanka?


De Mel: President Rajapaksa has been able to get large amounts of aid from China, Iran and several other countries. And I don’t envisage any great reduction of aid or other forms of assistance from donor countries either. I recall that during a recession in UK and Europe in the late 1970’s when I was finance minister, it was possible to get more aid during the recession because aid often means large contracts for firms in aid giving countries which increase employment opportunities for their people. I got all the aid we needed at concessionary terms for the Victoria Dam and other major hydro power and other development projects. I told the British Premier James Callaghan that when they help us build our dams and power stations they will also create jobs for their own people manufacturing sophisticated machinery needed and for connected work here. I used the same rationale in Germany. France and Sweden for some of our large construction works because during that recession they were looking for new avenues of employment for their people. So these things work both ways if one knows how to present a sound brief for aid and assistance.


Q: Have foreign banks in Colombo whose head offices in recession hit countries have been affected by the crisis modified their credit to our private sector industry and trade?


De Mel: I have not checked this out but banks such as HSBC, ICICI, Deutsch, Standard Chartered and some others have immense resources despite the crisis. I am fairly confident they won’t have any change of stance on any of their operations in Colombo.


Q: Is there the possibility of an earlier than expected resurgence of the global economies which will save the day for Sri Lanka?


De Mel: The huge bail out programs would suggest otherwise and economists in those countries are not expecting a turn around for anything between 18 months to four or five years.

The agency said it had affirmed the country's B-plus rating, four notches below investment grade.

Fitch also cited concerns about the stresses in the country's balance of payments, its fiscal deficit and the government's increased reliance on foreign-currency borrowing in recent years.

"Without a sharp contraction in domestic demand to curtail imports, or a significant depreciation of the exchange rate to otherwise correct the trade imbalance, Sri Lanka may not have access to sufficient international funding to cover the current account shortfall and its international debt repayments, resulting in ongoing pressures on official reserves," the agency said in a statement. We all know by now what his civil administration did to civilians in north and east. Prabhakaran ruthlessly and shamelessly robbed civilians every thing they got including their basic human rights. His political organisation only collects taxes and launched propaganda statements while brain washing young ones to take arms

Q: In a broader sense, in your personal opinion, do you think that there is a chance for Tamils and Sinhalese to co-exist peacefully in the future, within a united Sri Lanka?

A: It is up to the Sinhalese people and the Sinhalese politicians to determine whether we can live in this island peacefully as one people. As far as we are concerned, the Sinhalese people should first of all recognize the very basis of the Tamil national question. In other words, the Tamil homeland, the Tamil nationality, and the right of our people to self-determination, if these basic principles are recognized, then there is a possibility for unity between the Tamil and Sinhalese people.

since it is going to be horizontal expansion, massive and risky investments in the business would not be required (of course infrastructure investments are required). produce of these industries are always in high demand and would cover the most basic requirement - food.

also "recession" would be a good way to shut up dissent. ppl would want jobs, food, business, etc. more than "homelands" and other bullshitt. harnessing this power to screw tamil elamists would be simply fantastic!!!

One way the diaspora can help Sri Lanka is to invest in NRFC foreign currency accounts in Sri Lankan Banks. The interest rates (including the additional bonus interest) works out to almost 3 times what the rates western banks offer for USD, Euro and GBP.

If you have funds sitting in low interest accounts overseas consider investing in Sri lanka which is beneficial to Sri Lanka and also to you. Do not take the risk of investing in NRFC accounts in Finance companies. Invest in banks such as Bank of Ceylon, Peoples Bank, Hatton National Bank, Commercial Bank etc.

Bank of Ceylon and Peoples Bank also have the government gurantee on the deposits.

If you are sending money to your loved ones in Sri Lanka please do not use unoffical channels. Most of these channels are operated by sympathisers of seperatists.

Also please don't use the channels such as Western union, Fast Cash. It was revealed recently that the currency sent through one of these channels do not reach Sri Lanka although the rupee amount is paid. Remember when you sent money to ppl in Sri lanka while they get Rupees the country gets dollars etc.

For this purpose too please use state banks such as Bank of Ceylon (www.boc.lk) and Peoples Bank (www.peoplesbank.lk).

Those are old photos, at least 17 years old according to Prabha’s face and short fellow with military fatigue looks like mahattaya . Could have been taken in south India long ago when they had training camps because mahattaya is alive and posing with Vaiko. Mahattaya was killed in 1994. Back ground also not proving these are taken in SL either.

World over banks are pathetic when it comes to interest rates for hard currencies -it is mainly because banks are lazy.

What we have seen is Sri Lankan government issuing bonds with huge interest rates in foreign currencies for government borrowing. As I could remember, the last such bond which oversubscribed paid about 7% (I am sorry if I am wrong).

Instead of GOSL borrowing from international markets with high interest tags such as 6 - 7%, what GOSL can do is to issue foreign currency bonds to General Public with 4.5 -5.5% interest rates (evaluating prevailing market conditions). This would make expats buying Government Bonds. If GOSL pays 1.5% over the prevailing retail rates in overseas banking rates, expats would invest.

Indian government help and RAW involvement is well known.. BUt in an actual trial what matters is cold hard evidence. to prove murder you have to prove motive. The Law is very "narrow" so it would be very hard to contain vaiko in this narrow set of rules

Vaiko supports the LTTE we all know that. but if we want to prosecute vaiko we have to make our case around his motive to kill rajive. By this pictures we can do that. We must capitalize on this ASAP!

i'll provide you with a small example.

8000 people worked at Auschwitz. precisely only 19 were convicted and only a mere 6 of them for murder.. I'm sure that at least half of those people had intent but proving that intent is hard

Nihal, you have not looked hard enough at all bank investment options, including brokerage accounts to get a higher rate. I have significant funds invested in NRFC accounts at very high rates (> 15%) in Sri Lanka, precisely because the money market and CD returns in the US are so low. It helps Sri Lanka & it helps me. Even higher interest rates are available to Residents of Sri Lanka (e.g. 24% at People's bank)

However, inflation of the Sri Lankan rupee against the dollar, has to be watched carefully.

Here is an example calculation: If the initial exchange rate at the time of investment is E1 Rs/USD, r1 is the annualized rate of return over the period of investment of n years, and E2 is the exchange rate at the end of an n year period of investment, the total return per USD invested, at cash out is in USD given by

(E1/E2)*(1+r1)^n

and the effective annualized return is

r2= [(E1/E2)^(1/n)*(1+r1)] - 1

Let us do an example calculation: If n= 5 years, r1= 0.15 (15%), E1= 105 Rs/USD, and E2= 120 Rs/USD (i.e., the Rupee inflates against the dollar from 105 to 120 Rs/USD in 5 years) then,

r2= 0.982*(1+0.15)-1 = 0.1293.

Therefore, you get an annualized return of 12.93%, or a total return over the 5 year period of (1.1293^5 - 1) 83.6%....which is DAMN GOOD at this time.

This is why I am invested in Sri Lankan CDs, now.

Another way of looking at this is, if i [ = (E2/E1)^(1/n)-1] is the annualized inflation rate, then

r2= (1+r1)/(1+i) - 1

the criterion for making such an investment in Sri Lanka then would be that r2 is significantly greater than the corresponding rate for an n-year CD you can get in the US.

Mar 02, 2009 (LBO) – Sri Lanka's central bank says it is negotiating two swap agreements with central banks to boost the country's flagging foreign reserves, as interventions continue to pressure the rupee.

Sri Lanka's gross official reserves fell to 1,753 million US dollars in December.
The latest official data shows that the Central Bank has spent another 251.7 million US dollars on a net basis to intervene in forex markets in January 2009.

More Swaps

The Central Bank has been negotiating with foreign central banks for swap deals to get access to more foreign exchange.

In February the Central Bank said it had concluded a 200 million US dollar deal with Malaysia.

"Already one central bank has extended a Swap facility and negotiations with two others are at an advanced stage, and expected to be finalized soon," the Central Bank said Friday after Fitch downgraded the outlook on Sri Lanka's 'B+' credit rating to 'negative' from 'stable'.

"At the same time, Sri Lankans living overseas are positively responding to opportunities offered to invest in government securities and enhanced return on non-resident foreign currency accounts.

"As a result, we expect substantial investment flows from these measures in the immediate future."



On Friday the rupee fell to a low of 115.70 against the greenback in value tomorrow trades, dealers said, but a dose of moral suasion pushed the currency to 114.20/25 levels later in the day.
The Central Bank is now maintaining a peg at 114.25 rupees by selling dollars for trade-backed transactions.

Currency Crisis

A domestic currency is pressured by liquidity injections made (money printed) by the central bank to 'sterilize' cash losses in the domestic market when the monetary authority sells dollars against rupees to maintain a 'peg' with a foreign currency.

Such pegs are not 'credible' or 'hard' because it is not possible to target the exchange rate and have independent domestic monetary policy, in the form of either money supply or interest rate targets.

To conserve reserves, or end the currency crisis the cycle of dollar sales and liquidity injections (sterilized intervention) has to be halted.

In January the central bank has spent 272.2 million US dollar defending the currency and had only bought back 20.5 million US dollars.

"While it is true that reserves have declined, it should be noted that it is a reflection of the consequences of global financial crises which resulted in a global liquidity crisis leading to the drying up credit lines," the Central Bank said Friday.

The monetary authority said it had to provide foreign exchange as foreign government bond holders sold out, to "prevent undue volatility in the foreign exchange market.

"In fact, reserves had been built up by the Central Bank to face this type of contingent events," the monetary authority said.

Soft Peg woes

But other economists have pointed out that this is a common policy error found in countries with 'managed floats' or 'soft pegs' and is the type of behavior that triggers currency crises.

When foreign investors bought dollars, Sri Lanka's central bank intervened in the market, sucked liquidity out (sterilized the inflows) and kept interest rates high, and prevented the exchange rate from appreciating, encouraging further speculative inflows.

Now the direction of sterilization has reversed, and Sri Lanka is in the middle of a balance of payments crisis.

"Until late last year, Bank Indonesia purchased U.S. dollars continuously, preventing the rupiah from appreciating," economists Steve Hanke and Ross McLeod wrote in the Wall Street Journal (link) last month.

"Paradoxically, the attempt to provide a war chest against balance of payments shocks had the perverse effect of heightening vulnerability to sudden, destabilizing capital outflows."

Fear of floating

A 'managed float' central bank has a marked aversion to floating, buoyed by a belief that it is possible to intervene both in forex markets (target the exchange rate) and money markets (target domestic money supply or rates) simultaneously.

"Notwithstanding having nominally floated the rupiah in 1997, the central bank has never overcome its aversion to fully floating exchange rates," Hanke and McLeod wrote.

Instead, Bank Indonesia has 'managed' the float, intervening simultaneously in the foreign exchange market and the domestic money market.

"In essence, it has both exchange rate and monetary policy targets, and these often contradict each other."

Sri Lanka also nominally floated the currency in 2001 after a severe currency crisis, just like Indonesia did during the East Asian currency crisis, after a massive bout of sterilized intervention de-stabilized the country.

Sri Lanka has suffered high inflation and balance of payments crises after a central bank with money printing powers was created.

Before that, Sri Lanka had a currency board without money printing (or sterilizing powers), which maintained a 'hard peg' or a fixed exchange rate and kept the economy stable under colonial rule.

Sri Lanka has suffered high inflation and balance of payments crises after a central bank with money printing powers was created.

Before that, Sri Lanka had a currency board without money printing (or sterilizing powers), which maintained a 'hard peg' or a fixed exchange rate and kept the economy stable under colonial rule.
