Rathnam Master's last stand

Task Force 8 finally reached the Puthukudirippu junction yesterday. Fighting still continues in the major part of the town as the density of LTTE fighters has increased due to loss of terrain.

Advance of FIBUA units is conducted at dawn or dusk as Tigers occupying civilian houses and public buildings direct heavy volumes of 12.7mm and mounted 23mm and 30mm canon fire at the advancing units. Often taking cover inside buildings is hazardous due to trappings.

Many of the infamous LTTE leaders have all been relegated now. The man leading the battle against the Army is Rathnam Master, the LTTE's head of Military Intelligence. Rathnam Master was a personal bodyguard of Prabha and perhaps his closest and most capable commander right now. With orders to shoot any deserters, Rathnam Master's ruthlesness seems to be keeping the other Tiger leaders in line.

The former head of LTTE Military Intelligence, Charles was killed by Major Lalith Jayasinghe, 3 Special Forces Special Reconnaissance/LRRP. Poddu Amman and Kapil Amman are the respective heads of the LTTE's Secret Intelligence.

Unlike Secret Intelligence units, Military Intelligence teams of the LTTE have always been distinguished by a strike capability. This means that not only do they collect intelligence but act on that intelligence as one unit.

Many of the successful LTTE attacks in government controlled areas were coordinated by this unit. The only compatible unit in the Army to LTTE Military Intelligence was the SP/LRRP teams who operated with Army Intelligence units (MIC).

Rathnam Master wasn't identified for years due to the secretive nature of his operational engagements. Poddu Amman's image was released by the media and Kapil Amman, a baldheaded middleaged man was identified some time ago as well. But a photo of Rathnam Master wasn't found until two weeks ago when an album abandoned by the Tigers gave away his identity.

Rathnam Master was the man behind the Anuradhapura airbase and Vavuniya SFHQ attacks. The Army has been studying him for years, particularly since he was appointed the head of Ratha Regiment, Prabha's own protection unit and special operations group.

It is of paramount importance that all persons coming in as 'civilians' are thoroughly screened to identify Tamil terrorists, who will buy time to BOMB US on another day.

Identifying and hunting down Tamil terrorists must be made our national past time... while robbing the sponsors of Tamil terrorists must be rewarded.

Troops avert LTTE infiltration bid; 33 LTTE bodies found - South of Chalai

Troops of 55 and 58 Divisions have successfully averted LTTE infiltration attempt causing heavy loses for the LTTE terrorists in early hours this morning, 5 March.

According to the available information terrorists have attempted to break the forward defence line linking 55 and 58 Divisions south of Chalai around 4.00 AM. LTTE terrorists have heavy loses due to retaliation launched by the troops, defence sources said.

In a subsequent search operation conducted troops have found 33 bodies of LTTE terrorists killed during the hours long gun battle. 33 x T-56 weapons and many other warlike items were also among the recoveries.

A colleague of mine has visited a limb factory and offered to buy number of limbs to veterans. He seems pretty devastated and moved by the experience.

Some are given a pairs of limbs, one for normal walking and another for working in paddy fields. He is pretty satisfied with the process of making and giving them to veterans.

One generation is sacrificing themselves for the mistakes made by leaders. Hope their contributions will never be forgotten.

This is the maximum democracy possible anywhere.

Even in some so-called western countries they don't have the freedoms enjoyed by Sri Lankans, although they mistakenly think that the neighbor's garden is always greener.

This is one reason that... NO POWER on this earth can challenge our democratic systems in Sri Lanka.

The systems can always be improved... but no one can say we are not a democratic society...

Leave that to Tamil terrorists and their sponsors... to prove their stupidity.

As I understand, earlier almost all the LTTE factories have been in the Vishwamdu and Dharmapuram area, and only the leaders' hide-outs have been in PTK.

After Karuna's defection, they have moved everything to PTK.

The whole area has been prohibited to civilians, so that exact locations of these factories did not get leaked to MI.

That was a good catch. How stupid was this guy to pass the buck? It is apparent he was given a hefty campaign contribution. With US having all kinds of problems, LTTE may have wasted more money on this.

Mates, if US justice department decide to accept facts and charges which are included in the said model indictment; they will be opening a can of worms.

There are more Americans, English and even Israel’s have committed human right violations under the disguise of war against terror. What they have done in Afghanistan, Iraq and Gauntanamo Bay with Abu Ghraib torture and prisoner abuse as well as some other unknown secret bases in Europe could be a time bomb waiting to explode.

They will think twice before accepting something which would precedent unstoppable chain of events, if triggered.

opening chalai is an agressive move. no wonder tigers wanted to disrupt it by attacking 58 and 55 yesterday. this will stop what toiletnet calls "civilians heading to the safe zone were killed by arti, etc.". now they will have better choices.

movements along the coast might help SLN also to get involved in the evacuation.

few diaspora clowns told me yesterday of an attempt to ass-assinate some key ppl on our camp is underway friday and saturday (6th & 7th). can be a BS rumour.

india and pak blaming eachother but SL has been neutral between them. hope this stand will continue.

IF it is by an islamic terror group, SL should drop the matter. there is no point pursuing it unless tigers are involved. messing with these guys is very dangerous for SL.

IF it is an indian agency let pak take up the matter with india. we can be mindful of their game of which unfortunately our guys suffered.

Pakistan intelligence has made available a source letter written by the CID, which talks of a possible attempt by RAW, Indian Intelligence Agency, to sabotage Sri Lanka's tour of Pakistan.

TERMINATION OF EMPLOYMENT ACT OF 1971

The crucial aspect of development of a country is provision of employment to the population. One could argue that when development comes the employment issue will be addressed. I believe the other way is true. If we keep on creating employment opportunities the people who get employed will create the demand for food, shelter, and later for more discretionary things. This demand created more production and hence more jobs.

Two of the Asia’s best brains Lee Kwan and JRJ cannot be wrong. JRJ in 1977 said the country has 3 problems. No: 1 Employment, No: 2 Employment, No: 3 Employment. Similarly Lee Kwan created a disciplined workforce and allowed foreign investors to employ them on a hire and fire basis. This made investors to flock in to Singapore as the risk they assume is lessened as if the project or the investment goes bad they have the flexibility of disposing all factors of production including labour.

Asians I believe live by a recipe. The go to school, then to the university, thereafter to a job, then marry, have kids, built a house, etc etc. When the job is not forthcoming the marriage is delayed and sometime the sweetheart is married off by the parents to a person who has a job. The frustration that sets in makes the person hate the society. Its natural tendency the blame others to one’s faults and the government is the scapegoat here. The job is not forthcoming and he/she lost the sweetheart because of the ‘system’. This the kinds of youth the terrorist or revolutionary movements are focusing on. It is easy to convince a frustrated unemployed man to take a gun to his hand than a person who is busy in a job or raising a family. Moment the person has a gun in his hand he is powerful than the one that doesn’t. This is the reason that revolutionary or terrorist movements succeeded in the countries that practiced socialism or in countries that had high unemployment.

I personally cannot understand why JRJ opted to create a Free Trade Zone that had different labour rules, rather than repealing the Termination of Employment Act of 1971. If he either repealed it or make it not applicable for industries and companies formed after 1977 many jobs would have got created in the whole Island making even separatists movements ineffective. It is my belief that this Act has done more harm to Sri Lankan than any other. While it is easy to hire people in Sri Lanka it is very difficult to get rid of them if the hired person is unproductive, disruptive or unwanted. This creates a major de-motivation to hiring or investing in Sri Lanka. How cautious of anyone acquiring anything if they knew to get rid of it f you don’t want it would be difficult? The termination of Employment Act of 1971 was introduced by a regime that believed the old notion that capitalists exploit the labour. The socialist thinking gave more powers to the labour than the person who is investing and taking all the risks.


Unfortunately in Sri Lanka there is a huge mismatch between the number of people who wants university places and the number available. This too adds to the woe that the number that comes to the job market before a degree is fairly large and there is no creation of job opportunities in the country. This along with the political notion that the government has to provide jobs to the graduates and also to non graduates is also puts the country in to a dilemma.

Other issue that is a direct result of the Termination of Employment Act 1971 is the productivity of people. Many who work in the western or developed world would know that whatever your position is there is a termination clause. If the company does not want your services they can give you 3 weeks or so notice or a cheque in lieu of notice. This make you fight hard and work hard to keep your job. Lack of risk of losing a job thanks to the Termination of employment Act of 1971 has made the people lethargic and they know that at the smallest excuse they could strike. This Act is perfect if the government can create all the jobs. However when the government is the job supplier the people go behind politicians and we politicize the whole country. But let’s say the government gives jobs and make the public sector even heavier than now. How long can they do it?

In Sri Lanka until recently we had a Minister (s), a huge decentralized department, to look after the employed people while there was no ministry or a minister for unemployed people. Employing people in Sri Lanka could end one up in jail. So who wants to give employment in Sri Lankan unless you cannot do without?

No sane employer will sack a good worker. He will pay anything and keep a good worker. But private sector employers cannot continue employing an unproductive worker. If he does his cost of production will go up. Other employees will also be affected. If he tries to get rid of the worker the labour department comes to the protection. Hence arguing that capitalist employers will exploit the workers is as silly as the west believing LTTE really care about the civilians. Workers are saints and the employers are the crooks is also similar to some people debating LTTE is saints and government is violating human rights. It’s a misinformation campaign (and leadership) given by the labour unionists and their leaders just like the LTTE Diaspora and leadership.

In 1977 there were few countries who wanted to attract investments to cerate employment. After the fall of Soviet empire now free market is practiced in almost all the countries. Then what is the motivation for someone to invest in Sri Lanka with rigid labour laws when so many other countries offer hire/fire capability for investments. Investors invest after assuming so many risks. They have to find markets to their products and compete with other producers, they have to lean and mean and reduce costs etc. If the venture doesn’t work out they should be able to sell the land, sell the equipment and fire the staff and move on. We need to give the flexibility to all factors of production including labour. This was proved by the Juki Machine operators. The people who learned the trade due to the relaxed labour rules in FTZ during 1977 etc became so much in demand and some were offering large salaries and benefits to attract them. (Until the Multi Fiber agreement expired). If a person starts to work even if his job goes after sometime he has gained knowledge and experience that make it easier for the net job than been unemployed for 10 years.

Hence I believe that Termination of employment Act 1971 is responsible for most of the ills of the country. It is responsible for;

(a) Lower level of job creation and frustration among the youth.

(b) Lower level of productivity and lethargy among the work force than the tiger economies.

(c) Lower level of demand due to low levels of employment which in turn reduce the employment creation.

(d) Further impact on job creation due to the lethargy and low productivity of people (including the number of holidays).

(e) High inflation due to government spending on salaries of state employees that too many and the money going out to the systems without creating a production or a service. (When the money supply goes up without increasing the production then the inflation goes up).

(f) Insurrections in the country and feeding youth to support or participate in the insurrections due to their frustration.

Immediately after the war is over the country should create jobs for the youth to develop the country. If the jobs are not created then within 5-6 years there will be a large unemployed workforce.

The current government after the war can put the country on a development footing stating that Sri Lanka has 30 years to catch up. My advice to the President is;

(a) Make the Termination of employment act of 1971 only applicable to the people who are employed as of 1st January 2009, and to the people who are above 30 years of age. This will create a huge demand for the young population. The law would provide if the person who does not fall in to the category can agree with the employer to be considered to be in the category.

(b) To make creation of employment the priority of the government for next 3 years and seta target of creating 1 million new jobs.

(c) Explain to the people why and make labour laws inapplicable to the new recruits. If the new recruits are doing a new job no sane employer will sack them and they don’t need the labour laws to protect them.

(d) Encourage small, medium, large business people to employ others giving them the assurance that they could terminate if they are not performing a good job.

(e) Introduce competitions district wise, regional wise, and national wise for employment creation. Award national honors to people who create large number of new jobs.

(f) Give wide publicity in BOI literature and foreign outlets to attract the investors.

As the currently employed people will continue to enjoy the ‘protection’ of the Act they cannot find fault wit the government. The government is purely concerned about the unemployed and it is encouraging the people to employ the unemployed.

Benefits

(a) The employers or investors will hire without fear that if the employees are unproductive or are not wanted they can be terminated.

(b) The people who get employed will work their heart off to keep the jobs and that will result in higher productivity and more investors coming this way.

(c) As no employer wants to sack a good employee, they will be paid higher and get better benefits.

(d) Even the ones who get terminated will use the experience and exposure gained to get another job as he/she is better prepared than a person who was unemployed throughout.

Lets hope the advisors or MR would have the courage to make this crucial change to the country, and sell it to people well so that people who wants to distract and wants the unemployment and frustration of youth to continue to ‘fish in troubled waters’ do not use this to discredit the brave politicians who wants to do god to the country. Never believed I would call MR brave. HA HA.

Chidambaram denies RAW involvement

NEW DELHI: Home Minister P Chidambaram today rubbished Pakistan's allegations of an Indian hand in the Lahore attack asserting India "does not tolerate terror and does not export it." "This is complete rubbish. They did this a month and a half ago when there was another incident. We want peace in South Asia. We want no terror in South Asia. We don't export terror. We have zero tolerance for terror whether it is within India or outside India," Chidambaram told a TV channel when his response was sought to an allegation by some Pakistan ministers and officials of an Indian link in the attack on the Sri Lankan cricket team yesterday.

The Home Minister also said that Pakistan is paying a price for not heeding India's advice.

"Pakistan is only taking half measures in the fight against terrorism. Pakistan is paying the price for not heeding our advice," he said.

Cautioning Pakistan, Chidambaram said, "Unless you dismantle terror, one day or the other you'll be hurt." "We have put enormous pressure on Pakistan, but the response is in Pakistan's hands... They have not gone the whole distance to dismantle terror infrastructure. We advised them that it is not enough if they nab one or two people whom they suspect to be the masterminds," he said.

83 some 'facts' ?

Some of the salient points.

1. Just prior to 83 Prabarkan mention Colombo Tamils are not interested in the struggle. He is angry Colombo Tamils aren't paying any attention.

2. A number of foreign journalists present in Sri Lanka before July 83 it appears by sheer co-incidence.

3. Following the landmine attack in Nellady that killed 13 soldiers, their remains were further disfigured. The hands of dead and wounded soldiers were chopped off etc.

4. Riots begin, each mob leading the a group is a Tamil who knows where other Tamils live. (This I find hard to believe because electoral list provide a list of Tamils)

5. Police commander is a Tamil Rudra Rajasingham with 6 other Tamil DIGs serving under him. (later however accusations are made Sinhala govt stood by watching)

It has all the hallmarks of a pre-determined genocide of Colombo Tamil people.

LTTE was initially only a rag tag bunch of fascists with a lot of weapons and training facilities but not many who would take up the challenge. This was the turning point.

It also has hallmarks of a design by a more experienced organisation.

R&AW operatives actively search for local recruits and operatives. Separatist tendencies and ethnic or sectarian sensitivities are also allegedly used as grounds for manipulation (such as the alleged involvement of R&AW with the Balochistan Liberation Army). Armed forces and Paramilitary personnel remain a primary target for enrolment.

We seem to be dismissing Pakistani's as possible culprits. Did they think when they supply arms to us that we can finish Tigers off? Maybe when we are about to finish off the Tigers, they might have change of hearts. They applies to India and Many other western countries.

govt inaction from 1972 to 1983 made the LTTE (and others) grow into a position of confidently taking up the SLA.

Yes, I think instead of going after LTTE militarily, successive govts did the mistake of trying to address 'Tamil grievances' thinking it would snuff the malicious Tiger but Tiger was here for other reasons. It was partly due to an avalanche of anti-Sinhala propaganda that followed. The pressure and a genuine feeling of guilt for Tamils most govts were primarily focusing on political solutions. What we are suffering from is an undue guilt-fatigue. Alas if only these people realised it 30 years before!

LTTE also DELIBERATELY destroyed SL tamil culture. we had a tamil culture in SL that was doing slightly less than reasonably well by 1983. since then LTTE destroyed ALL of it.

and the intersting part....

so there was a vacuum. LTTE jumped into the vacuum!!! now there is the PONGU THAMIZ culture which is unfortunately the ONLY (i repeat the ONLY) unique SL tamil culture available.

for this to happen LTTE had to keep away tamil nadu films, etc. for a LONG time. they did it 1987-1995.

also there was a MASSIVE group of composers, musicians, singers singing TE patriotic songs. jaffna, etc. ppl were BOMBARDED with these especially from 1990-95.

this is how PUNNAKKU THAMIZ replaced the SL tamil culture with THEIR culture. a fantastic job by them.

and we did nothing!

This is the tail end of Tamil revivalism that started in 1920s. What attracts people to nationalism is a scene of pride of culture. After a while they begin to compare their language and culture with others around them. They then build a case how they are 'superior'. This then eventually leads to exclusivity, closeness and aggression. This is basics of fascism.

Its not that LTTE wanted to destroy Tamil culture. In fact they wanted to preserve it. However, as we know culture that is nurtured on a bed of prejudice and vanity ends the way it does with Tamil culture.

It seems Indian authorities are well aware about Vaiko Gopaswami and P Nedumaran have visited Wanni in several occasions prior to Rajiv Gadhi’s assassination as well as after.

Some times they have stayed more than a month with Prabhakaran under going combat training and strategic planning discussions. They also have conducted speeches and workshops for young Tamil militants.

It is suspected that they have drawn a master plan for greater chola-type empire combining south India with north and east of Sri Lanka.

Appears Lashkar-e-Taiba with whom LTTE has had past dealings (LTTE ships carted heroin/opium of L-e-T business enterprises in Pakistan, including Al-Queida related ones, in return for heavy/sophisticated weaponry from L-e-T and Al-Queida in Pakistan/Afghanistan) undertook this hit in Pakistan, but to assure it went through smoothly, the payoff (LTTE money) must have been quite hefty as it had to go up all the way. Yeah, I am on you with this one. Most probably SL govt. have got some good analysist and strategists. We should'not take sides, let it get unravel slowly. Also should keep up the LTTE angle alive until things comes to a conclusion would be good. We will be getting the simpathy what ever happens. No Means Yes: Going back to the IMF

Reaction to the government’s sudden announcement that it was interested in borrowing US 1.9 billion from the International Monetary Fund raised a chorus of surprise by elements in the business community as well as, predictably, by the UNP and JVP parties in opposition.

Under some political disfavour, the IMF Office in Sri Lanka closed down in January 2007 after some 28 years of local operations.

The government, principally the Central Bank, has repeated and adamantly stated in 2009 that it has a strategic plan for the country that does not need to resort to foreign borrowings from the IMF. This was said despite the yawning trade deficits and plummeting foreign reserves that were not decisively addressed publicly in spite of nominal references in Budgets.

The Central Bank since January had formulated a “Now Is The Time” campaign to seek foreign currency from expatriates in the hope of raising $ 500 million (no period stipulated). The Daily FT learns that so far amounts closer to only $600,000 were raised.

Interest in the various Sri Lanka bonds as formulated in the recent Central Bank’s Roadmap for the country have been equally elusive. With a depreciating local currency (now close to Rs 115) and financial turmoil amongst the world’s investment community, our offerings drew scant attention so far.

With Lankan foreign reserves running around $1.5 billion or just a few weeks of imports, pressures on the government to seek a realistic and fast bailout were mounting hard and fast this fortnight – before April to be sure, irrespective of the contradictory utterances by state institutions in public.

And now, the recourse to IMF.

This in itself will be no bad thing, even if we need to eat humble pie: for one thing IMF Standby Loans (with low interest rates) come with stringent terms and conditions, something that even the Government will need to heed. It will introduce fiscal discipline that previous Daily FT Special Reports have highlighted as a vital, urgent need for the country before it runs aground.

IMF monies are also in much demand by other regional countries embroiled in crises of their own and thus Sri Lanka will be lucky to obtain a piece of the pie: we may not get all that we are asking for in terms of the $1.9 billion.

Meanwhile, the JVP and the UNP slammed the government yesterday for its decision to borrow from the IMF. UNP MP Ravi Karunanayake highlighted the inconsistencies in the government’s position and having gone back on its word. “This was the earlier stand of the government.

Why has it changed its tune now?,” he asked.

He said the government would be compelled to bow down to the IMF as it would put conditions to provide funds and that the government could not answer when the UNP questioned about this move in Parliament recently. “This also shows that the government is faced with a serious crisis when it comes to finances,” he added.

The JVP said the government has let the cat out of the bag with this move. JVP MP Vijitha Herath said this move confirms that the country is affected by the global economic meltdown. “The government earlier denied that Sri Lanka is affected by the global economic crisis but now we see the reality,” he said. He pointed out this would increase the debt burden of the country and thereby push the nation from the frying pan and into the fire. He suggested that the country should strive to increase local production in raising itself from the current predicament.

Sri Lanka rupee unchanged after IMF bailout announcement

Mar 06, 2009 (LBO) - The Sri Lanka rupee traded at 114.20/25 against the US dollar in the spot market after the central bank said it had gone for an International Monetary Fund bailout.

A state name that usually acts for the central bank was in the market (settlement in two days) at 114.25 rupees in the spot market but state banks were collecting dollars in cash and value tomorrow deals at 114.20 levels, dealers said.

Premiums for one month forward dollars however fell from 1.45/1.60 rupee levels Thursday to 1.25/1.30 rupee levels on Friday, after the Central Bank announced a one month liquidity facility at 16.50 percent, dealers said.

Bailout

The Central Bank said Wednesday it had asked the IMF for a stand-by arrangement of up to three times Sri Lanka's quota of the Fund, or about 1,900 million US dollars, though the exact volume that the island will eventually get is not yet known.

An IMF package is usually accompanied by a condition to float or rapidly depreciate the currency to stop the hemorrhaging of foreign reserves and to bring equilibrium back to the monetary system.

IMF financing are almost external to the domestic economy and is injected directly to the central bank, and usually goes to bridge the US budget deficit as soon as it is invested in interest bearing securities.

IMF financing cannot materially affect the fundamental pressure put on the exchange rate by past liquidity injections of a central bank, though it can temper the jitters of forex market players.

Only a float, or a quick step devaluation can bring balance into the monetary system. IMF bailouts are conditional on 'exchange rate flexibility'.

Dealers say exporters are hoping for a devaluation of about 5 percent at least, though it is uncertain whether the currency needs to depreciation that far.

A cleanly floating exchange rate can also reduce interest rates. But past experience has shown that many third world 'managed float' central banks that frequently get into balance of payments troubles by definition have a strong aversion to clean floats.

Better management

However Sri Lanka's foreign reserves have provided a bulwark against external sovereign default in the past.

In third world pegged countries where the government itself has junk ratings below 'BBB-', central bank reserves can give comfort to external creditors, as a sign of sovereign solvency.

Sri Lanka only has a B+ rating now with a negative outlook from Fitch.

The Central Bank said IMF support "would enhance the assistance from other development partners as well as significantly improve international investors’ confidence on Sri Lanka."

Improvement of investor confidence come from the expectations that conditions of minimum fiscal prudence and economic management would come with an IMF bailout package which will help improve economic stability.

Sri Lanka has an overvalued currency which is making domestic producers and exporters.

Instead of correcting the exchange rate anomaly Sri Lanka country has resorted to protectionism by raising tariff barriers, which is giving fat profits to inefficient producers catering to captive domestic consumer base, who are mostly poor.

"Protectionist measures should be avoided," the IMF said in a recent policy paper on low income countries.

"Limiting imports through tariffs or quantitative restrictions lowers welfare by distorting incentives, and new barriers can be hard to rescind when the current pressures subside."

COLOMBO, March 3 (Reuters) - Sri Lanka will likely roll over $475 million worth of development bonds maturing this year, an official said on Tuesday, a day after central bank said it is examining IMF funding options amid a looming reserve crisis.

The central bank on Monday offered $200 million of new Sri Lanka Development Bonds (SLDBs), which the central bank said would repay maturing SLDBs issued two years ago. The island nation will have to pay $475 million in total against the latter bonds this year.

"Most probably, all of them will be rolled over," C.J.P. Siriwardena, superintendent at the central bank's public debt department, told Reuters. "Depending on market situation and government's cash flow, it will be decided."

Sri Lanka Development Bonds since 2001 have been used to fund a raft of infrastructure projects in its $32 billion economy including developing the northern and eastern parts of the country hit by a 25-year war with Tamil Tiger separatists.

Sri Lanka's central bank on Monday said it was examining IMF financing, in an apparent easing of its stance toward the lender of last resort after a sharp fall in foreign currency reserves. [ID:nCOL481541].

I think we can tick one grievance off the list after 20 years. 1 Million public servants to be made bilingual. Tamil will be spoken everywhere.

He also said that he is trying to make 1 million public servants in the country proficient either in Tamil or in Sinhalese languages. He said after 1 July 2007 Government has introduced the Bilingualization of the Public service, where the Sinhalese public servants must compulsorily attain proficiency in the Tamil language and the Tamil public servants in the Sinhala Language.

The credit goes to a former Medical Officer of Ministry of Health, Sri Lanka who had analyzed this document very carefully.

First he was surprised to see RDHS (Regional Director of Health Services) writing a letter to GA in TAMIL!

Usual practice is all such letters are written in ENGLISH!
Then he observed the document carefully and found 'Oyage Ankaya'.

Yes, bro. There are also clandestine sub-groups within RAW that have their own agendas, different from the "national" agenda.

This is similar to the Pakistani ISI..in which the "official" ISI does not support the Taliban, but those who trained and supported the Taliban for years..still support them.

Likewise, RAW sub-groups still support the LTTE and bemoan India's "lack of wisdom" in not maintaining its "leverage" in Sri Lanka through its former LTTE client.

This illustrates the need for Sri Lanka to develop its own wide array of powerful allies, and not depend on any one in particular, because all of them have their own agendas that don't coincide with our national interest at any given time.

I thank you for your concern about the SL economy. How is the peelam economy doing? Is it flourishing?

Your are saying that depreciation will not help exporters. May I ask why? Will it not even help them in the short run? As the world economy goes into recession one must find ways to cut the cost of exports to increase productivity in the short term, this can ONLY be done in the short run by depreciating the local currency against the currencies of major trading partners.

IMF funding is always tied to various conditions. And one such condition, is to remove protectionism. Let me tell you that the USA is one of the most protected economies. No one talks about US protectionism. If one studies the history of economic development of many developed nations including US/UK and other newly industrialized countries one will be amazed as to the amount of protection that was given to the domestic economies of those countries through taxes,import restrictions and even through unfair trade treaties. It is the third world countries like ours that suffered due to liberalization in trade and the free floating of currency that was administered as solutions for problems in the BOP .Thus, just like Stiglitz called it, the structural adjustment policy package(SAP) was the “hospital that got us sicker”. Therefore, the only way to prevent BOP problems is to find ways to increase domestic production, productivity and to encouraging the consumption of domestic produce. Hence, Thank you NAVENDRAN for giving up all the natural and land resources in North and east (tactical withdrawals!!!), it can be added to Sri Lanka's economic resource base.

By the way NAVENDRAN please don’t cut copy paste from LBO or anything else, just go learn some economics and read some books, that way you can write your own economic analysis on your so called “ECONOMIC FAILURE ” hypothesis.

Associated Press kills story about civilians deaths after realizing they were subjected to a hoax

The Associated Press in a notice sent to all its client publications requested to kill the Sri Lanka war story that said 300 civilians have been killed and 1000 other civilians have been injured after realizing that they have been subjected to a hoax.

In the notice the Associated Press said, "Kill the Sri Lanka-Civil War story, V5414. The source denies he wrote the letter that said more than 300 civilians had been killed and 1,000 wounded in fighting in northern Sri Lanka."

Most of the Western news agencies have been subjected to the hoax of a letter purported to have been written by a Medical administrative doctor in the form of an urgent appeal letter emailed to news agencies embassies and aid agencies etc.

Dr. Varatharaja, the Regional Director of Health Services (RDGS) Mullaitivu, who is purported to be the originator of this "appeal" has denied any association with it, and states its contents are false and exaggerated; that it has not originated from him or his office, and that he does not agree with its contents, and that this "appeal" circulated in order to embarrass him.

An official Sri Lanka government statement said, "This is issued as an "URGENT APPEAL to the Government of Sri Lanka, the ICRC, the UN and the international community for medical supplies and medical teams to be sent to the Mullaitivu district." This false appeal refers to an "acute shortage of essential drugs and medical personnel in hospitals in the Mullaitivu District", aims at showing a major humanitarian catastrophe in the area.

This false "appeal" refers to "heavy fighting and continuous multi-barrel artillery shelling has resulted in more than that 300 internally displaced persons being killed and over 1000 'hundred' injured in Suthanthirapuram, Udaiyaarkaddu and Vallipuram in the Mullaitivu District".

A Sri Lanka government Health Ministry official said, "I must mention here that the first quarter drugs to these districts have been dispatched by the Ministry on priority even before the other districts were supplied.

Furthermore, I wish to state with utmost responsibility that I have been contacted by Dr. Vartharaja twice today, 27/1/2009 and he has categorically denied that the above mentioned public appeal has been made by him or originated from his office and he further stated that he does not agree with the contents of this appeal and that its contents are false and exaggerated in order to embarrass him. However, he requested me to expedite the delivery of the first quarter drugs from Vavuniya as the stocks were getting depleted.

"He further said that he does not have access to e-mail or fax facility to release such a statement and expressed his dismay and concern about it. It is therefore obvious that this has been done by destructive elements with sinister motives who want to embarrass the government and implicate Dr. Varatharaja with false propaganda. He also sought advice from me as to what he should do when the troops advanced towards the Pudukkudiyiruppu hospital. I advised him to move into the cleared areas with the patients to which request he very clearly replied that the LTTE has not given him permission to do so and that he feared to do it without their permission".

I do agree that good writers are not necessarily start good. On the other hand, practice doesn't make anyone a good writer. Some article on IEEE spectrum (link) once called a certain kind of blogs "kittyblogs" because they more or less talk about what their cat did that day. If you read, you can see most of the blogs are just drivel about insignificant personal matters. There's nothing wrong in that per se, but that's not productive, and even a waste of resources in a way.

Start a blog mate. If you want inspiration you can get it from the blog of a pioneer blogger [with no known reader base, and whom sends all the posts in mail to all his friends to believe at least they'd read them. LOL].

Very first write up in that was about the urge to be a writer. There is sci-fi, comic fiction, philosophy and all the what not. I rarely wrote about terrorism there, for which I like to have a broader reader base.

I am the sole regular reader of my blog right now. Self sustained I suppose.

I landed here few months ago and perhaps missed the good times you all had. I am not Rana, just said so sarcastically to our friend Sivanesan since he think we are the same.

Well, Rana has done some injustice for himself and they happened since he couldn't take bad politics here with some back stabbing.

We are all fake beings and he is the only real guy that we could get close through his wonderful daughters. Anyone living in a foreign nation and living children that way has to be a good guy in real life. I've seen how other expsts raise their children. They don't even eat Sri Lankan food, forget about Singing in Sinhala.

I am writing this mail to you as a Sri Lankan born (Sinhalese)
Australian citizen and as an academic to convey my displeasure about
the disgr! aceful answers you gave to the ABC Broadcaster. You received
FREE education up to the University level and you completed your basic

degree at the Peradeniya University and completed your post graduate
studies thanks to a scholarship granted by the University. Thanks to
that FREE education paid by the poor TAX payers of Sri Lanka you are
enjoying a very good life as a Professor in Australia . The way you
disgraced your motherland may be your tribute to all you received from
your country.

In contrast I paid for my primary education but received my secondary
education FREE, but my higher education was undertaken in a foreign
country paid by my family and myself, thanks to the Tamil Professors
who purposely failed us at the University entrance practical tests.
But still I thank my motherland for the education I received up to the

HSC level and trying to do every thing to save my motherland from
t hese savage LTTE Terror group, supported by people like you.
Discrimination against Sinhalese by TAMILS forced many Sinhalese in
the 50's to go overseas to do our higher studies.

We believe as academics, we should tell the truth and nothing but the
truth to all those who listen to us, as our academic standing as
Teachers in shaping the behaviour of our students directly connected
to our ability to tell them the truth. It is my opinion that most of
your answers to the ABC Broadcaster were fabrication.. You completely
destroyed this age old belief among academics..

I listened to your answers and was disgusted to here your assumptions
on every thing from the Sri Lankan economy to the Military victories.
I am of the opinion that your answers to the entire questions were
completely wrong. The forces have now destroyed the entire heavy LTTE
arsenal and their main military battalions up to a great extent. The
remaining cadres around 1750 without most of their senior command will
not be able to regroup in Sri Lanka as you stated in your answer to
the second question.

The answer to the third question is partially correct. LTTE has lost
the struggle completely. But your knowledge about Sri Lankan geography

is wrong again. The LTTE lost in the East even though they were hiding
in a very large jungle patch. Our forces are now very familiar with
all the jungles in the North and the East and your LTTE brothers will
never get a chance to hide and fight. I think you are well aware what
happened to the JVP in 1971/72 and in 1986/89.

I am amazed to here your answer to the fourth question where you
stated that the area the LTTE is keeping these poor Tamil civilians is

a very small area where there are no facilities. Prof. Jayasuriya,
which country in the world other than Sri Lanka , where the government

provides Hospitals, Food and other facilities to a terrorist held
area? Sri Lankan government with the help of UN and the Red Cross
supply most medicine and food for these people held by force by the
LTTE, and there were eight (8) doctors and over 2000 other staff
looking after these people in that area with makeshift hospitals at
the time your were interviewed by the ABC broadcaster.

I like to answer to an accusation you levelled against the Sinhalese
as well as the GOSL. In answering the ninth (9) question you said
"Tamils have had systematic discrimination practiced against them at
least from 1956, and majority Sinhala Government never really accepted
the Tamils to live in a multicultural society that exist here for
example".

Prof. Jayasuriya, I joined the Public Works Department of Sri Lanka
(then Ceylon ) in 1956 September 15th. The intake had more Tamils, but
only 7 Sinhalese and one Muslim. The then PWD was full of Tamils and
Sinhalese comprised not more than 10%. Not only PWD, Irrigation
Department, Police Department and Health Department were the other
major government departments where Tamils dominated. According to the
statistics, the University of Colombo , Peradeniya and the Medical
College were completely dominated by Tamils. If you are referring to
the 1956 Sinhala Only Act, then you are having a mistaken belief that
Tamils got discriminated from that Bill.

1956 Sinhala Only Act was suspended indefinitely, the same day it was
passed in the Parliament by PM (late) SWRD Bandaranayke by a special
Gazette notification and the use of Sinhala was not systematically
used till I left Sri Lanka in 1973. Because the use of Sinhala was
suspended indefinitely Tamil Public servants never had any trouble in
working in English. 1958 riots were not due to the Sinhala only Act,
but due to introduction of Sinhala "SRI" by the Minister of
Transport,

Hon. Marickkar (a.k.a Sinhala Marickkar). Introduction of "SRI"
was never accepted by the Tamils for Vehicle registration.
All Sinhalese Officers were supposed to sit for a Tamil Examination
and be proficient in Tamil to get their next promotion and those who
refused to sit and get qualified in Tamil got FULL pension under the
Official Language Act. Vice versa, it was compulsory for Tamils also
to sit for the Sinhala proficiency examination to continue in the
service. Every one who passed these examination were paid Rs. 500 a
princely sum at that time. Most Burger Officers refused to sit for
these examinations and they got the full pension and migrated to other

countries especially to Australia . Most Sinhalese and Tamils also
took the full pension and joined the private sector.

Till I left Sri Lanka in 1973, in the Department of Buildings and the
Department of Highways (PWD was separated in 1968) most Engineers and
Technical officers were Tamils. In the District Hospital at Balapitiya

and Pollwatte in Ambalangoda, where I come from, I never came across a

Sinhalese Doctor till my departure. My promotion in the PWD was
delayed by the Tamil Director for 4 years as he placed Tamils on top
of the list as Seniority played a major role in the promotions.

Your statement that Sinhalese discriminated against Tamils never
happened in SL in 1956, but after 1973 when the Sinhalese people
became the majority position holders in the government. But the
private sector was still dominated by the Tamils. Even today Tamils
have a fair share of the positions in the government sector but their
share in the Private sector is more than in the government sector. I
am well aware of this as I worked in Sri Lanka from 2005 up to 2007 as
a Consultant. Now, in Colombo we have more Tamils than Sinhalese.
Sinhalese are the third majority in the Western Province .

With the collapse of the World economy, Sri Lankan economy is still
holding well, but we can do better if this war against your LTTE
brothers can be completely finished without any delay. But people like

you who are trying to support the dying LTTE by giving interviews and
spreading false information to broadcasters are holding back the
forces from saving the trapped Tamil civilians as well as to help the
economy of the country.

In your interview you brought up a statement made by the present Army
Commander Lt. General Sarath Fonseka, a patriot as well as a decorated

soldier. His statement that 75% of the population are Sinhalese and
Buddhist is correct. You and I live in this country Australia , but do

you think we have the same rights as the white Australians even though

Anti-Discrimination Laws are in the statute? We must take days of
leave if we want to celebrate our New Year or Wesak if you are a
Buddhist. Former Prime Minister John Howard at a meeting told every
one of us if we do not toe the line of majority Australian whites we
can leave this country. What Sarath Fonseka said at that interview was

that we will treat them equal but do not ask for more. It is a very
correct statement. He never threatened to force out the rest. Sri
Lanka is the only country with public holidays for Tamils, Muslims and

Christians to celebrate their festivities. Can you name any other
country in the world where all minorities get the freedom of
celebrating their festivities like that?

In the interview you sated that you are a Sinhalese. As a Sinhalese I
am appealing to you, to give another interview to the ABC Broadcaster
or any other broadcaster and correct the disgraceful information you
gave to them to help this Tiger outfit. What ever your political
beliefs may be, as a Sri Lankan it is your duty to correct the mistake

you did as you hold a very senior position at La Trobe University. If
you fail to do this one day you will repent for the curse you put on
your motherland which happened to be mine also, and treated you and me


so well.

This is glass half empty view. Migration has resulted number of good things. When the unemployment is high, migration bring opportunities for those who are sitting in the bench.

If 5% of those who leave comes back, it is a great benefit.

we should not look at only the population, should compare the resources / size of the economy.

That's where most of Sri Lankan loosing out compared to most other countries.

There is nothing wrong with exporting man power / Skills, however should find a way those people to re-invest earned money back to SL economy.

even in my oraganization, sri lankans are highly respected about their abilities. they are the drivers in financial side. I believe for some reasons, our analitical thinking is in very good shape compared to others.

A second attempt by a reconstituted 55 division tried to make their way through chalai and towards ltte controlled area. Heavy fighting ensued for the past 2 weeks. ltte performed some radical moves, going well behind enemy lines into elephant pass to attack the sla from atleast 2 direction. unable to witstand the relentless attacks, sla 55 division has called of its offensive on chalai.


the remains of decimated 55 division, gathered with tf8 and 53 division attempted numerous pushes in to ptk. they did managed to get into ptk junction but only for a half day. nearly 2,000 of these troops were killed in a week. sla propaganda units went into action making maximum use of the time but since then have been beaten back atleast 5 km away.

Financing development in the north and east will be costly because peelamist like you just did not do any development to North and east apart from building cemeteries, hence no wonder poverty among Tamils is one great achievement of the ZTTE. External financing is needed, HOWEVER GOING TO IMF WANT HELP.

(1) Sri Lanka runs on perrenial deficits and debts to pay for everything. It doesn't get enough taxes to pay for defences alone.

(2) It relied on donor co-chairs during chandrika time and it became a drug.

(3) After collapse of ceasefire, donor chairs pulled out and the addict was with much needed drugs.

(4) Hence sri lanka went china, pakistan, iran and india (backdoors) for cash.

(5) All of these countries are now cash strapped due to credit crunch.

(6) Bubble has burst on sri lankas credit value.

(7) No one wants to lend money to the sri lankan government and no one wants to buy rupees for dollars.

(8) Hence the government has squandered billions trying to prop up the rupee but in doing so it will not have any foreign reserves left

(9) The next thing that will happen is the government will default on credit payment.

(10) People will rush to main banks to get their money out.

(11) By which time the banks will be sealed.

(12) Companies and organization won't be able to borrow money, people won't be paid and hence the economic collapse....

Anyway, can I give u one major fcuk-up stumble into recently? Anyone heard about the “Fortress Hotel”(I think it is like boutique style 6 or 7 stars) in Koggala? Near Galle? This one aimed for the up-market/rich (not for bragging Diaspora) tourists and expensive. If u read customer feed-back on this hotel they all agree it is Fantastic and customer service is excellent but they are not going back! WHY? It takes around 5 to 6 hours to go to hotel (car)from the Rathmalana airport! Now that’s economics or commonsense?
