LTTE propaganda farce and crocodile tears

The pro-LTTE media have consistently claimed that the Sri Lanka Air Force is bombing civilian settlements inside the NFZ. This is a baseless lie.

Aerial sorties are indeed carried out, but in carefully identified locations of the NFZ. The area being targetted is between Mullaivaikkal and the Vattuwan bridge north of Mullaitivu Town. This area is the confirmed location of the LTTE leader Prabhakaran. Not a single civilian is allowed entry into this area.

The other location being bombed is in Valairmadam where an LTTE earth bund has been constructed in recent times. The SLAF has got comprehensive evidence to disprove claims of targeting civilian settlements based on UAV footage.

As of today, close to 200,000 civilians had escaped to government controlled areas. 3000 escaped yesterday while today was an unprecedented low of only 50 as operations against the LTTe has died down. Civilian escapees are high when the Army engages the LTTE.

Given the 10km2 area, the self-isolation of the LTTE leadership and the now 40,000+ civilians in the area, the likelihood of actually hitting the civilians is low. Add to this the government has ceased the use of all heavy weapons.

Sea tigers

Despite 4 Naval cordons Sea Tiger activities have not ceased. Tensions were rising in the Army that the LTTE leader might attempt escape by sea. This possibility cannot be ruled out.

In a normal sea tiger VIP/VVIP movement, very much like any other VIP/VVIP movement, there is a convoy carrying the 'main body' (VIP/VVIP) and the security detail (Escort cars, outriders etc).

The outer periphery of the security detail in a sea tiger movement comprises of fast-moving fiberglass boats. Towards the inner core there are suicide boats and in the middle there is the VIP/VVIP body. If the outer periphery is breached, the suicide boats will engage and the 'main body' will escape along with remaining suicide boats until reaching safety.

A scenario like this could unfold in the event Prabhakaran makes a dash for it as the Special Forces and the Commandos, who fell back immediately after achieving their first objective, engage in phase-2 of their operations.

i'm wondering why 59th can make a move north? i know the lagoon is pretty wide and may be well protected by the enemy, but there has to be a way to mount a surprise attack as this would really put cat amongst the pigeons.

also as i said before navy fire power laughable. it is reported several times and 55th has to protect themselves from the sea tigers. isn't navy suppose to do that?

earlier they had to protect whole of north and east, now it is only a 10km beach. but seems like sea tiger activity is still rampant. 4 boats lands in TN and one in Australia. how many others have gone by. truly sad given the accomplishments and the sacrifice of the ground troops.

Navy should be using more "Airburst HE Frag" shells in their 30MM and 80MM cannon to add to the mix. Even if the shell did not make a direct hit, an indirect hit could cripple the boat crew. Wastage would also be minimized.

What about that Farah 2 ship that is mentioned often. If it is sea-worthy, LTTE might put some civilians on it as hostages when making a gataway. Navy should perhaps consider destroying it just before the main attack to upset any such plans.

It seems that close air support by Mi-24s can take care of any Sea Tigers. So, why isn't an Mi-24 squadron based in Palali.

It's approx 100km to Mullativu/Chalai from Jaffna. From scramble to arriving at the target area, assuming a fully loaded Mi-24 flying at 200mph, it should get to Mullativu in 30mins.

Not sure if Mi-24s have night-flying capability. If not, that's the obvious time for Fat Bo to make a run for it.

we need unconventional war fare, since we do not have advanced navel technology to mange 7km blocked effectively from clusters of suiside and speed boats of terras.

Can we use larger number of small boats ( 100+) fitted with guns and night vision capability to some of the boats with interconnected communication to effectively create a army type bunker line at least 1km away from the beach.

may be logistically dificult, but need someting to strengthen navy blockde.

I just saw the YouTube clip of the panel discussion involving Kingsley Wickramarathne and Arjunan Ethiriveerasingham. I know this joker Arjunan from Colombo. He used to work for the Tiger proxy TRO. Once he had one too many to drink and pulled out photograph of the Fat Pig and shouted that was a hero who would teach the Sri Lankans a lesson that they would never forget.

A friend of mine threw his mobile phone at Arjunan and broke his three front teeth with a clean shot! Then he went about saying that he got beaten up by a sinhala mob for just being a Tamil.

He is now engaged to an model/actress by the name of Nimmi Harasgama and living in London doing what he does best.... LYING.
Even at this discussion he just called himself a humanitarian worker without divulging his TRO affiliation because that would have expose that he was a Tiger in Sheep's clothing. What a looser!

Army has not got any Artillery Shells with Cluster Munitions.

As I understand, Army has HE Frag Munitions (and LTTE has them too). High Explosive Fragmentation shells once hit send shrapnel for up to 50m (roughly the size of a cricket ground). In sandy environments the effective area is lower as the sand slows down the shrapnel.

Now the Army has stopped using all the heavy weapons. But LTTE wants to falsely accuse Army saying they use Artillery. In order to make it more colourful, they have injected the Cluster Munition lie too.

Nice try TamilNut.. but not good enough. They can fool a Day W&nking Monkey like Suresh by those stories, but not us!

Combat operations of the Security Forces have reached a successful conclusion, said a statement issued by the Presidential Secretariat yesterday. The humanitarian rescue mission, however, to free the remaining 15,000 to 20,000 held hostage by the LTTE will continue until the last civilian is rescued.

With the success of the world’s largest hostage rescue operation, the Security Forces have been given strict instructions by the Government to refrain from the use of heavy calibre guns, combat aircraft and aerial weapons which could cause civilian casualties. This directive coincides with the zero civilian casualty policy pursued by the Government through out its humanitarian operations.

“This is the same and an extension of what the Security Forces have been continuing since the fall of Mullaitivu, as terrorists resorted to taking thousands of civilians as hostage,” a senior defence official said.

There is no ‘cessation of hostilities’ or a ceasefire as interpreted by certain media, said the official.

Over 180,000 civilians who were held hostage by the LTTE have been rescued since January. Of them nearly 115,000 were freed since the beginning of the rescue mission that begun on April 20, 2009.

Even though it's puzzle me about this cease fire ….I think it is strategically good move to protect civilians as well us our own troops…if our forces penetrate into NFZ already it is not possible to use heavy weapons…am I correct? I m pretty sure that MR, GR, SF got plan B to put in action…we must wait and see what will happen…if VP escapes it not good for his leadership if he dies it will promote his leadership…so I think he must be punished by law and order…or killed by a Tamil…

ceasing heavy combat ops is not disadvantageous. We have already distroyed te tiger heavy arsenal, so there's really no need to use artillery etc. In fact most of our guns cannot be used in that close qurters battle.

Now it is going to be mostly urban guerilla type warfare involving SF and commando forces.

Don't let the words upset you lads, nothing has been given away, while millions of funding has been attracted.

We've also given India a breathing space, which those guys are reciprocating.

SLAF bombs hadn't caused much casualties as they were used NOT as (heavy) weapons but as deterrents to drive civilians to safety.

but due to the time gap between SLAF bombing and SLA action, ppl have been once again pushed back by the LTTE into human shield positions.

we MUST reduce this time lag.

the plcae vezapillai is supposedly hiding is NOT as complex as his regular bunkers. in fact he did NOT have ANY bunkers in this area a few weeks back when he was FORCED to move in to this land strip. since then they couldn't construct safe enough bunkers. only VERY rough digs on MOSTLY sandy soil exists.

"Sri Lanka says no ceasefire, rescue operations against LTTE to continue"

India’s ruling Congress party on Monday said there were no parallels between the Tamil Tigers demanding separation from Sri Lanka and the Bangladesh ceding from Pakistan.

Responding to questions by Tamil journalists regarding Indian military not intervening to help Tamils inhabiting in northern part of the island nation as it did in East Pakistan in 1971 under ‘identical circumstances’, Congress spokesman Abhishek Manu Singhvi asserted that India was not behind the ‘idea of Bangladesh’.

Soon after the Sri Lankan government announced that combat operations in the northern parts had reached a conclusion, there was rush in India to claim credit.

Earlier in a high-voltage drama, Southern Tamil Nadu Chief Minister M Karunanidhi, also the ruling Dravida Munitra Khazgam (DMK) leader, went on a sudden hunger strike. His party, which is part of the ruling United Progressive Alliance (UPA), created an unsavoury situation for Prime Minister Dr Manmohan Singh.

Singh and his home minister P Chidambaram, who is camping in Tamil Nadu, later spoke to Karunanidhi, informing him of the Sri Lankan government’s agreement for “cessation of hostilities”. Interestingly, the Tamil Nadu chief minister read out the Sri Lankan statement as he announced to call off his fast. The Tamil issue is proving to be a main election issue in Tamil Nadu, which sends 39 parliamentarians to the Lok Sabha. Rival All India Anna DMK chief J Jayalalitha has gone to the extent of supporting Tamil Tigers’ cause for a separate nation.

When a group of Tamil journalists stood up at the Congress party’s press briefing, Singhvi said the 1971 war with Pakistan was fought within Bangladesh due to conditions that existed between western and eastern parts of Pakistan.

He asked Tamil journalists not to assume Sri Lanka a subordinate “mohallah (colony) or a territory under your jurisdiction”. He said a sovereign country had to be dealt with in accordance with the rules of international relations. “We cannot go calling to create a separate country within a sovereign country. If somebody was to give such advice to India, I ask you how you and India shall react to it?” he asked.

While giving credit to the UPA government’s persistent diplomatic efforts, the Congress spokesman said the decision also followed due to “collective world opinion in which India was in the vanguard”.

Opposition Bharatiya Janata Party (BJP) on the other hand described the Tamil Nadu chief minister’s fast demanding ceasefire a ‘political stunt’. “Rather than taking tangible steps to rush relief to thousands of hapless Tamils in Sri Lanka, the Congress and the DMK are indulging in political theatrics,” BJP spokesman Balbir Punj said.

No ceasefire: Meanwhile, Sri Lankan officials in the evening clarified that they had only announced that heavy calibre weapons and aerial bombardment would not be used while rescuing thousands of civilians trapped in the northern war zone. “There is no ceasefire. The government will go ahead with their operation to get the civilians out of the ‘no fire zone’, who are being held hostage by the Liberation Tigers of Tamil Eelam (ETTE),” Media Centre for National Security Director General Lakshman Hullagulle said.

But the Congress insisted that their interpretation of the Sri Lankan statement was that there had been “temporary cessation of hostilities to facilitate rehabilitation and protection of certain section of the populace”. The Congress spokesman said India was only concerned about innocent Tamil civilians, and was not an impediment in the Sri Lankan army’s campaign against the LTTE.

BANGALORE - With military defeat imminent and sheer survival at stake, the Liberation Tigers of Tamil Eelam (LTTE) has offered the Sri Lankan government a unilateral ceasefire in a desperate last-ditch attempt to maneuver its way out of a tight corner. The offer has been rejected by the government as a "joke", as it insisted it will respond only if the Tigers lay down their arms and surrender.

The government's rejection is not surprising. It has ignored pleas from the international community to put the ongoing war in the north on pause to enable tens of thousands of civilians trapped in the no-fire zone to escape.

As far as the government is concerned, the LTTE is on the brink of defeat and its chief Velupillai Prabhakaran is within the army's



grasp. This is the man they have been hunting for the past three decades and they will not stop until they have him in the bag, dead or alive.

Sri Lankan army officials claim that the LTTE chief is restricted to a six-kilometer area and is hiding among civilians in the no-fire zone. They say he cannot escape by road as security is very tight.

So is the elusive Tiger chief's luck finally running out?

It does seem so. However, he does not appear to have thrown in the towel yet. He is reportedly planning an audacious escape out of Sri Lanka by submarine, according to LTTE media coordinator Daya Master, who surrendered to Sri Lankan forces last week. Prabhakaran's son, Charles Antony, Sea Tiger (the LTTE's naval unit) chief Soosai and the coordinating army head and intelligence chief Pottu Amman will escape with him.

But the submarine escape plan is unlikely to be easy to implement.

The Sri Lankan navy is keeping a tight vigil along the northeastern coast from Trincomalee harbor in the east to Kankesanthurai on the Jaffna Peninsula
using high-speed patrol boats and radars that can apparently detect even the slightest movement in the seas. Besides, there is aerial reconnaissance too. Getting past this will be difficult for the LTTE top brass.

Then there is the question of Prabhakaran's health. The 54-year-old is believed to be leading his fighters in the ongoing battle against the Lankan forces. But he is hardly fighting fit. An insulin-dependent diabetic with a long-standing problem of hypertension and a host of other related complications, the Tiger chief is unlikely to survive the strain of an escape attempt by submarine.

In January, Sri Lanka army chief Sarath Fonseka said Prabhakaran might have already fled, perhaps to Southeast Asia. That triggered much speculation in the media of destinations that the LTTE chief might have escaped to. In recent weeks, army officials have said that Prabhakaran is very much on the island and in the thick of the battle.

It does seem that if Prabhakaran has not already escaped from Sri Lanka to take refuge in Malaysia, India or some other country with a large Tamil population, the Tiger chief's chances of roaming free are rather remote.

In its physical description of Prabhakaran, Interpol describes him in its website as "very alert, known to use disguise and capable of handling sophisticated weaponry and explosives". These skills have helped Prabhakaran elude the armed forces so far.

And luck too was on his side. Sri Lankan army officials admit that they missed capturing him "by a whisker" late last month.

Sri Lankan officials say that they are determined to capture Prabhakaran, dead or alive. Sinhalese nationalists and hardliners in the Sri Lankan establishment would love to see this happen. Prabhakaran in chains is a trophy that the Sri Lankan military and President Mahinda Rajapakse would want to flaunt. But it is likely that the armed forces will shoot him dead if they capture him alive. Apparently, sections in the government aren't keen to put him through "long-winding, messy judicial processes". They would simply like him "out of the way as soon as possible", says a retired Sri Lankan intelligence official.

Although rumors of Prabhakaran negotiating a surrender deal with the government have been making the rounds over the past fortnight, it is highly unlikely that he will give himself up. He has ordered the killing of Tamil leaders who have compromised on the cause of Tamil Eelam, labeling them traitors. He cannot himself compromise on the issue now.

Like other Tiger fighters, Prabhakaran wears a cyanide capsule around his neck. He claims he will swallow it in the event of capture.

It is said that he has instructed his bodyguards to douse him with petrol and burn him in the event of his death or imminent capture so that his Sinhalese enemies cannot desecrate his body. There is the possibility too of the LTTE chief leading Tamils trapped in the "no-fire zone" in a mass suicide.

It is not just the Sri Lankan armed forces that are keeping their eyes open for the Tiger chief. Neighbor India, which is separated by a narrow strip of water from Sri Lanka, has been watching developments on the island closely. Whether Prabhakaran is captured dead or alive is an issue with serious implications for India.

Tamil nationalists in the southern Indian state of Tamil Nadu have been agitating for months, calling on the Indian government to intervene more forcefully to halt the war in Sri Lanka. They are of the view that Delhi's support for Colombo is responsible for the military reverses of the LTTE and have warned that "rivers of blood will flow" in Tamil Nadu if any harm comes to Prabhakaran. If Prabhakaran were to die or be arrested and humiliated in any way, Tamil Nadu can be expected to explode.

Public support for Prabhakaran, which plunged after the 1991 assassination of former Indian prime minister Rajiv Gandhi, has since revived over the past year. The plight of civilians trapped in the fighting has triggered an outpouring of sympathy for Sri Lankan Tamils and to some extent the LTTE.

India is in the midst of general elections and there is concern in the ruling United Progressive Alliance that Prabhakaran's death or capture at this point will prove electorally disastrous for the Congress party and the Dravida Munetra Kazhagam, which have been walking the tightrope on the Sri Lankan issue.

But it is its impact beyond elections that India needs to worry about. Separatist sentiment in Tamil Nadu, which was contained in the 1960s, could get a fresh infusion of life.

Prabhakaran captured alive too is a headache for Delhi. The LTTE chief is wanted in India for his role in the assassination of Rajiv. The LTTE has been a banned organization in India since 1992. If Prabhakaran is captured alive, India would have to ask Sri Lanka for his extradition.

Prabhakaran in an Indian jail would only fuel Tamil secessionist sentiment in India. Therefore, say Indian officials, they would prefer Prabhakaran dead rather than captured, but dead by his own hands.

There was a time in the mid-1980s when the Indian government did not want Prabhakaran dead. They believed that the Sri Lankan government could be forced to provide a reasonable political solution only if Prabhakaran was alive. While that logic still holds good, Delhi recognizes that Prabhakaran is the main obstacle to Tamils seeking a negotiated settlement. It also feels that it can deal with a LTTE minus Prabhakaran, something it cannot do at present, given his wanted status in India.

Given the multiple problems that Prabhakaran - dead or alive - poses, it does seem India would prefer to see the LTTE chief escape to some faraway country.

Would Indian intelligence agencies help him get away? Indian intelligence officials rule out this option vehemently.

"But considering that Indian intelligence agencies had close links with the LTTE in the past, this cannot be completely ruled out," writes Seema Guha in the Daily News & Analyses, drawing attention to instances when the Indian Peace-Keeping Force in Sri Lanka had cornered Prabhakaran but had to let him go because the Research and Analysis Wing (RAW), India's external intelligence agency, was engaging the LTTE.

"Giving Prabhakaran an escape route will solve many a problem," she argues. "Prabhakaran will be out of harm's way and will be effectively reduced to a has-been. And he will be in no position to come and fight another day."

India extending a helping hand to Prabhakaran can be ruled out. Whatever its links with him in the past, the equation has changed completely now. "India would not want to bail out a person tagged with a terrorist label by several countries at a time when it is accusing Pakistan of sponsoring terrorists targeting India," a RAW official told Asia Times Online.

As for Prabhakaran, even if help were offered by India, he would be unlikely to accept it. His suspicion of India's intentions vis-a-vis the Tamil militancy and the LTTE has a long history. He has never trusted India, he is unlikely to leave his fate in India's hands now.

When we said the fighting has died down, that meant fighting at the moment, the calm before the storm. The SLA will probably launch an operation towards south of Valairmadam in GA Vellamullaivaikkaal-mullaivaikkaal targetting Prabhakaran. Last time they performed a recce for over a week with mock attacks on a specially prepared bund before actual attack. This lull is the same as before.

I, as a peace loving Sri Lankan (residing in Australia), is very confused about the USA's calling for a safe passage and amnesty to LTTE's top leadership. USA is well informed of these dreadful LTTE leaders. They held a beautiful island of 20 million inhabitants of many ethnicities in ransom over 30 years. Half the life span of post independence era. Ealam is a concept of carving a mono ethnic enclave. These terror leaders have established and proclaimed that they are the sole representatives of 12% of Sri Lankan citizens purely by violence and eliminating all democratic Tamil leaders opposing them before turning despicable acts of violence and terror towards other ethnicities.

Your, unbiased and brave editorial should be commended in this light.

Sri Lanka is a country struggling hard to stand on her own feet post independence. Irony is that, the very reason India conceived, funded and trained this terror group in late 70's, the Sri Lanka's inclination to become pro-USA. In early 80's Sri Lanka was progressive enough to be tipped as the second Singapore in the region by the Worldbank.

I wonder whether Mr. Obama's new world order is a misplaced concept and a lost hope for many regions like ours if USA acts irrationally defying commonsense.

Your editorial hopefully would influence and stimulate American public in this regard.

I watched the Indian news channels
NDTV and TimesNow this weekend. Their coverage of Sri Lanka has changed dramatically recently in Sri Lanak's favour. The reasons are quite apparent. Correspondents from these TV stations have been given access to the frontline of the battlefield in Sri Lanka (or as close as possible to the frontline). One TV news reporter did his broadcast from on top of a moving APC and he seemed quite thrilled by the setting. Previously these TV stations were completely pro-LTTE and were disseminating whatever lies the LTTE put out. The only draw back with the coverage is that Brig Nanayakkara seems rather inarticulate in English and Sinhala. Also, our beloved Defence Secretary seems rather blunt in a situation that requires tact and diplomacy as far as foreign audiences are concerned. On the whole, I think its a brilliant idea to let the Asian TV people into the frontline while keeping out the likes of BBC and western journalists.

Of course they have the huge advantage of English being their mother tongue, but sometimes i do feel that even as a 2nd language, our DPLs definitely can use some further help in extensive courses in English, esp. about interview responses, giving speeches/presentations, etc.

I even wrote to the defense.lk website about this.
Correct and articulate responses at the correct time can make a huge difference!

lot of us here are very disappointed about yesterday's decision. we didnt even know that something like that will happen this time. we are not even allowed to use a mere 5-0 weapon... how can the SLA breach massive 10 feet high earth bunds using mere small arms?
its all over for us guys... we are seriously thinking of an eaarly retirement.

Sri Lanka has refused entry to Sweden's Foreign Minister Carl Bildt, who was to have joined a European mediating mission, Mr Bildt has said.

Mr Bildt had been expected to arrive on Wednesday with British Foreign Secretary David Miliband and French counterpart Bernard Kouchner.

No reason has yet been given for the refusal by Sri Lanka.

However Sri Lanka has had tense relations with the Scandinavian former monitors of its peace process.

Now we all know the LTTE, the world’s most dangerous Terrorists group, has almost been destroyed by our armed forcers who have done the ‘unbelievable job’. However, it’s total destruction will happen only when it is destroyed politically as well. At the moment, this seems to be a task the government can not do alone. By looking at the daily international media reports they are reporting only genocide by SL army and some of the reports compare the sinhaleese with Nazis and barbarians. None of them report what we are doing now eg. Currently aid is being collected by people in Sri Lanka for IDPs who have come to Vavuniya.
I think we have to some thing to change this situation otherwise the international community will be the life saver of Prabhakaran.
I think there is a place we can express our thoughts. There is a readers comment section in most such articles. I think most of you have an internet connection. I suggest please make at least one comment per day in such articles. Please try to access the world’s most popular media like BBC, CNN and media in high terrorist Diaspora countries (such as Canada, US, Australia, Norway and UK). If we can’t win the media war we will loose the battle.
So this maybe the last chance we have to do this as a citizens to save our motherland. It is our duty!!!

Arising in the mid-1970s, the Liberation Tigers of Tamil Eelam (LTTE) have become one of the world’s leading terrorist groups. Following the classic model of a ‘National Liberation’ movement of those years, they escalated their activities in the early 1980s to create a guerrilla force, and the resulting civil war has continued ever since.
The LTTE remain noteworthy for several reasons. These include:
1) A history of innovative tactics and techniques. The LTTE were (until surpassed by various Palestinian groups during the 2000-04 Second Intifada) the most prolific users of suicide bombers, pioneered the use of the suicide belt-bomb, and introduced many new tactics including the use of hang-gliders and ultra-light aircraft, frogmen, improvised submarines and much else.
2) A unique use of Émigré communities to support their cause. While the use of emigrated nationals to support various homeland conflicts is an old story; the Tigers were unique in facilitating the Diaspora of Sri Lankan Tamils into Western democratic states. As hundreds of thousands of Tamils made the transition from poor refugees and newly landed immigrants to prosperous citizens, they were controlled to a degree never seen before and systemically milked for contributions to support the LTTE’s war effort. Diaspora organizations that opposed Tiger perspectives were simply not allowed to exist.
3) An immediate resort to sophisticated organized crime. There is a very long history of various insurgent movements turning to organized crime to meet their expenses and payroll; this is usually a gradual process. As the Tigers helped establish the Sri Lankan Tamil Diaspora, they also used it as a foundation to help spread an international network of smugglers and narcotics traffickers. The vast majority of Tamil émigrés are law-abiding with little tolerance for the criminals in their own community: Yet the speed with which Tamil organized crime networks became established in the 1980s and early ‘90s was remarkable.
4) Close harmonization of all aspects of the movement. Few terrorist groups act in isolation. Most have some manner of political front, arrangements for logistics, and mechanisms to raise money through legitimate and criminal means. For the LTTE ever since the early 1980s, a variety of political fronts, fundraising organizations, arms and equipment purchasing, and various criminal enterprises have always worked closely together.

On the War in Sri Lanka
Few conflicts have simple causes, and the human appetite for easily understood narratives inevitably casts the players in a conflict into roles as ‘good guys’ and ‘bad guys’, with helpless victims on the side. The reality is always different.
Sri Lanka is a complex society with complex problems. The insurgency that the Tamil Tigers began in the mid-1970s arose for a number of reasons. Some of the validations for the conflict and the Tigers’ behaviour are true, as many are false. Some of the conditions that generated the conflict have changed, some never will.
As of 2001, the Sinhalese constitute 74% of Sri Lanka’s population, Tamils are 18%, Muslims 7% and Burghers comprise most of the rest of the country’s people.
Sri Lanka underwent major population growth after independence in 1948. The new country invested heavily in education (and many Tamils were predisposed to embrace the opportunities this presented). By the 1960s there were greater expectations among young Sinhalese and Tamils than the island could provide. In such circumstances many under-employed youth will be attracted to extremist ideologies. This included Maoism and a 1971 revolt by the Maoist young Sinhalese of the Janatha Vimukthi Peramuna (JVP) was quashed - leaving an estimated 15,000 dead.
Frequent episodes of Sinhalese nationalism during this time also limited the ability of many Tamils to find education or employment according to their expectations and the international climate of revolutionary politics and national liberation movements had its attractions. The successful independence of Bangladesh from Pakistan (accomplished after severe repression and a major Indo-Pakistani war) was also an inspiration. In the early 1970s, some 30 Tamil independence groups had formed and five armed factions made their appearance:
The war itself has gone through a number of phases. These include:
1970-1976: Growing violence within Sri Lankan Tamil community: Internal militancy grew as young militants attacked high caste Tamil elites and federalist Tamil politicians while emerging Tamil ‘national liberation’ movements attempted to redirect violence towards Sinhalese.
1976-1983: Classic Terrorist Group: The LTTE is created and established connections with Middle Eastern terrorist groups and Indian intelligence agencies. It worked to limit effects of liberalizing government policies and to destabilize local areas, encouraging repression by police and military to polarize Tamil society. Terrorist cells evolved into embryonic guerrilla forces. Base organization of Diaspora political front organizations and overseas organized crime by LTTE-related gangs first appeared in Europe.
1983-1987: Classic Guerrilla Warfare: LTTE attacks provoked violent communal rioting by Sinhalese, hundreds of Tamils were killed and tens of thousands displaced inside Sri Lanka. LTTE guerrillas began to engage in conventional warfare with the Sri Lankan Army. The Tigers encouraged refugee emigration into Western Europe, Australia and Canada while using political fronts to tap them for support in their new countries. The Tigers began to destroy rival Tamil militant organizations and absorb other factions.
1987-1990 Indian Imposed Peace Accords: The imposed settlement of the conflict resulted in extremely hostile opposition among Tamils and Sinhalese alike. The Sinhalese JVP initiated a second revolt against the government, which was suppressed with the loss of over 40,000 lives. The Tigers took on the Indian peacekeeping force and inflicted very heavy casualties. By 1990, India bailed out and the Sri Lankan civil war returned with full force.
1990-2002 Nearly Continuous Civil War: Aside from a brief ceasefire in 1994/5; warfare continued, with first the Army and then the Tigers gaining the upper hand in fighting around key areas in the Island’s north. The Tigers assassinated two national leaders — India’s Rajiv Gandhi and Sri LankaPresident Ranasinghe Premadasa - and engaged in “ethnic cleansing” against Sinhalese and Muslims. They conducted frequent terrorist attacks elsewhere in Sri Lanka, and encouraged the growth of the Diaspora movement. During this time, the Tigers first resorted to maritime piracy; established their own shipping line and created a sophisticated administrative apparatus inside their controlled territories.
2002-2008 The Attempted Peace Process: Twelve years of warfare in northern Sri Lanka had resulted in a deadlock, and in early 2002 a cease-fire agreement was signed by the LTTE and the government. However, both sides had fundamentally irreconcilable positions – Sri Lanka wanted to remain intact while LTTE demands inevitably led to a fractured state. By September 2004 the Tiger Fronts started to condition the Diaspora community for a return to the conflict and a series of incidents suggested the LTTE hoped to provoke a response from the Sri Lankan military. The 2004 Tsunami hit eastern Sri Lanka especially hard, probably delaying the return of the conflict but giving the Tigers new opportunities to raise money, stockpile supplies and recruit children. The Tigers also murdered hundreds of Tamil politicians from non-Tiger parties (particularly during the 2004 elections).
2008-2009 Return to War: The Tigers were not alone in preparing for a return to hostilities and the LTTE’s desire for a return to the conflict had estranged many former supporters inside Sri Lanka and the Diaspora. The Sri Lankan government went heavily into debt to finance an expanded military and acquire new capabilities. The 2004 defection of a senior LTTE leader – Colonel Karuna – had also enabled the Army to shift resources when the fighting resumed. The Sri Lankan military was able to concentrate in a series of offensives and inflicted enormous losses on the LTTE through late 2008 and into 2009.
After 25 years of more or less continuous guerrilla war, the Sri Lankan government finally tipped the balance. Employing new weapons and expensive new resources, the Army was able to drive the LTTE out of many areas and overran sanctuaries that the Tigers had controlled for years. In January 2009, after a series of battlefield defeats, the LTTE guerrilla force retreated into a tiny enclave (less than 30 square km) between two lagoons in north-eastern Sri Lanka around the town of Puthukkudiyiruppu.
The Tigers pulled between 70,000 (Army estimate) and 200,000 (LTTE estimate) Tamil civilians into their enclave with them, and have been using them as human shields, a forced labour pool, and a last source of compelled conscripts and child soldiers. Two months later, the LTTE’s situation had not changed, and the end of the guerrilla war is in sight. Taking your own people hostage, then pleading for their safety and welfare is unusual. Even at bay the Tigers remained innovative.

The Genocide Myth
Terrorist groups, aspiring revolutionaries and other kinds of insurgents usually like to present a simplistic and unambiguous narrative that justifies their behaviour. Like all simple stories, there have to be heroes and villains, and evil to be overcome… it’s not hard to imagine where those who construct such narratives like to place themselves.
The LTTE’s first and most enduring objective was the creation of a Tamil homeland on Sri Lanka; the justification for this goal was the idea of Sinhalese genocide against Sri Lankan Tamils. The offered proof for this genocide was the communal rioting of 1983 in which many Tamils were killed, injured or dispossessed. Since then, Tigers have used the events of 1983 as justification for their own deeds; and the Diaspora’s reaction to the imminent victory of the Sri Lankan military is a redoubled effort to brand Sri Lanka as a genocidal regime.
A basic principle in the revolutionary ‘National Liberation’ model that the Tigers followed in the 1970s and early 1980s is the use of violence to provoke an over-response by aggrieved authorities. Whenever police and military can be induced to use indiscriminant violence against a community that an insurgent claims to represent, it makes the insurgent’s case for him. By way of analogy, imagine being repeatedly kicked in the shins by someone until you punch him in response, so that he can cry to all nearby that you just hit him without provocation. There’s always someone prepared to believe him.
In the LTTE’s formative years, many Sri Lankan police and military obligingly went along with the pre-written script; clumsily using violence in response to provocative outrages; and alienating more and more Tamils. On July 23rd, 1983; 13 Sri Lankan soldiers were killed in a Tiger ambush and the incident was given full play by the Sri Lankan government (although it kept quiet about the subsequent murder of 14 Tamils by the Army the next day). At the funeral for the soldiers on the evening of the 24th, rioting broke out and subsequently, somewhere between 200 and 2,000 Tamils – estimates vary widely - were killed and up to 100,000 were displaced by Sinhalese mobs.
Despite the numerous examples of Sinhalese sheltering their Tamil neighbours, the damage had been done, and the Tigers then had all the justification they ever needed. They seldom discuss the years preceding 1983, and often would have credulous Westerners believe that they arose solely in response to these riots.
However; since 1983; there has been no repeat performance of similar mob behaviour by Sinhalese. No mob violence followed the news that 1,200 Sri Lankan soldiers were killed by LTTE guerrillas (300 after surrendering) when the Mullaitivu army base was overrun in 1996. Nor was there any vigilantism after some spectacular LTTE truck bombings in Colombo. No mobs appeared in 1998 when the Temple of the Tooth – one of the holiest places in Sir Lankan Buddhism – was attacked by a Tiger suicide bomber. Part of the Tiger’s incentive for these outrages may have been a hope that Sri Lankan Sinhalese would repeat their behaviour of 1983, but they never have.
There have been frequent instances of human rights abuses, extra-judicial homicide and carelessness about collateral damage by the Sri Lankan military. These are distressing, but do not constitute genocide.
Genocide, as we have all too often seen, requires much more extensive and enthusiastic massacres than a week of violent rioting 26 years ago. It requires wholesale ethnic cleansing – which is something the Tigers have repeatedly attempted, but not so the Sri Lankan authorities. It requires labour camps and death camps – something that the Sri Lankans have never built. Notwithstanding the events of 1983, Colombo and other Sri Lankan cities have large populations of Tamils who haven’t felt the need to live in fear and apprehension of their neighbours for the past quarter century.
The charges of genocide from the LTTE and their supporters have no merit, and should be immediately ignored whenever they are raised.

The Tigers Claim to Tamil Leadership
In the 33 years of the LTTE’s existence the Tigers have repeatedly claimed to speak for all Sri Lankan Tamils. This has never been true, although thousands of Tamils have been killed by the Tigers to substantiate this claim.
In numerous other instances around the world, terrorists and insurgents have expended a great deal of time and effort to ensure that they are the sole ‘legitimate’ voice for the people they claim to represent. What is seldom remembered is that it took intimidation and murder to ensure this situation could be achieved. One should remember how that much of the violence in Apartheid South Africa of the 1980s, in Ulster in the 1970s, or among the Palestinians in the 1950s, was the result of infighting among various factions. Many of the first victims of the Bolsheviks in Russia were other Leftists; and Hitler’s first spree of mass murder was to suppress Rohm’s SA within his own Nazi Party.
Whatever the claims of the LTTE, Sri Lanka’s Tamils were never one united community. Some Tamils have ancestors who arrived in Sri Lanka over 1,500 years ago; other Tamil communities have been present for less than 200 years. There are cleavages within the Tamil community based on class, region, religious caste, and occupation. Some Tamils are so intermarried with their Sinhalese, Muslim or Burgher neighbours that they are barely conscious of their identity.
Many Tamils have no love for the LTTE – with profound reason. The Tigers were ruthless in murdering the leaders of rival insurgent groups such as PLOTE, the EPRLF, and TELO; and in purging potential rivals within their own ranks to their leader, Vellupillai Prabhakaran. The toll among Tamil figures who were opposed to a militant path has been very heavy and continuous – some 200 in 2004 alone. It must be remembered that the first murder by the embryonic LTTE was a Tamil federalist politician, killed by Prabhakaran personally.
The LTTE’s indiscriminate attacks with time bombs and booby traps on buses, and with truck bombs on office buildings, could not distinguish between Tamils, Sinhalese, Muslims and Burghers. Ethnic cleansing activities often involved massacres and midnight attacks on rural communities, which also made it difficult for machete-wielding Tigers to distinguish Tamils from intended victims.
Tamils in Sri Lanka who have tried to shield their children from conscription by the Tigers (who are notorious for using child soldiers) and educators who tried to keep the Tigers out of their school rooms have been killed by the LTTE. Tamils who objected to paying war-taxes, or who opposed the Tigers in other ways have also disappeared, or have been wiped out along with their families.
In the past two months, many of the Tamils compelled to act as human shields have been killed by the Tigers as they tried to escape. Others, hastily armed and forced into the ranks of the Tigers, have fired on the guerrillas in an attempt to save themselves and their families.
Although the Tigers and their supporters insist they speak for all Sri Lankan Tamils, it is an insult to some very brave people to accept this claim.

Some Questionable Chums
The Tigers began by adopting the traditional model of a national liberation movement in the 1970s, and they were soon tied into the networks of indirectly Soviet sponsored international terrorism that existed in those days. At various times, Asian Defence Journals, investigative reporters, and Jane’s Defence Review have linked the LTTE to:
* The Popular Front for the Liberation of Palestine (PFLP); LTTE members were at their training camps in South Lebanon during the late 1970s and apparently again after 1983.
* The Palestinian Liberation Organization; again, this was in the 1970s when the PLO was a terrorist group in Lebanon. The PLO was also said to be providing some training for the LTTE in southern India.
* The Moro Islamic Liberation Front (MILF); The LTTE was reported to be helping train members of this al Qaeda-related group from Mindanao in the Philippines during the 1990s.
* The Abu Sayyaf Group; a successor to the MILF and more conventionally tied to al Qaeda. The LTTE was also said to be training their members in the late 1990s.
* Jemaah Islamiya: The Indonesian ‘franchise’ of al Qaeda. The LTTE is said to have helped train JI members in maritime terrorist tactics in the 1990s.
* Al Qaeda: Besides providing training (presumably on a commercial basis) to a number of member organizations within al Qaeda; the LTTE has assisted members of al Qaeda with false passports and in joint arms purchases before the 9/11 attacks.
Over the decades, the LTTE has frequently pioneered terrorist techniques that have been copied by other groups. These include the suicide belt bomb famously used in the 1991 assassination of Rajiv Gandhi and later to such effect during the Second Intifada by the Palestinians, the use of chlorine tanks in vehicle bombings to generate a gas cloud, later much copied by al Qaeda in Iraq, and suicide speed boat attacks such as were later seen in the attack on the USS Cole. This has led to widespread speculation that the LTTE provides training and instruction for other terrorist groups.
The LTTE has been involved in heroin trafficking since the late 1970s. They have been linked to heroin distribution in Canada, France, Italy, Poland and Switzerland; and major shipments of heroin and opium to and from India, Myanmar, Pakistan, Thailand and Sri Lanka itself.
The LTTE has been accused of piracy on numerous occasions and is linked to the capture of eight freighters in the Indian Ocean since 1995. The entire crews of two ships are missing, and it is assumed they were murdered by their captors.
Criminal enterprises associated with former LTTE members in many countries include human trafficking, extortion, credit card fraud, counterfeiting, commercial fraud and much else. Organized criminal activity in any Western country requires a degree of cooperation with various other criminal societies and Tiger criminal enterprises have cooperated with Bikers, Chinese Triads, Russian and Italian Mafias, and a variety of other groups over the years.

Protesting for the Tigers
Notwithstanding their interest in carving out a single ethnic state in Sri Lanka, LTTE political fronts in Diaspora communities have always stressed multicultural politics in their new societies. The Tiger Fronts in Canada made early connections with ‘anti-racism’ groups as a way of securing allies in their fight to keep liberalized refugee policies that facilitated easier immigration. They were also quick to cultivate political contacts, particularly with incumbent politicians. In Canada, this meant (in the mid-1990s) wooing the NDP at the municipal level, the Liberals federally, and the Conservatives in Ontario. Similar behaviour has been seen in Europe and Australia.
Among the Diaspora, the only organizations that were permitted to exist were at best strictly neutral and non-partisan. However, most were pro-Tiger. Tamils who had left Sri Lanka found that every Tamil cultural body, temple, newspaper, or language and immigration service that they might resort to was pro-Tiger. Being known to hold anti-Tiger views was to risk ostracism (a severe threat to a new immigrant) or a beating. Trying to avoid paying ‘War Taxes’ meant running the same risks; and could result in penalties to family members still living in Tiger-controlled areas back in Sri Lanka.
Frequently, if the Tiger controlled front organizations needed to make a point, mass attendance at a protest march might be compelled. In recent years, Tamil store owners have been ordered to shut their shops to maximize attendance; and the men used to collect War Taxes might also go door to door in Tamil neighbourhoods ordering people to appear at events. However, as the Diaspora community matured and disappointment with the failure of the 2002 ceasefire grew, a growing number of Tamils started avoiding Tiger events. Legal prohibitions and orders against the LTTE and its front organizations in a number of countries have also encouraged many Tamils to defy these groups.
However, the LTTE has controlled Tamil language media and education in Diaspora communities for years and many Sri Lankan Tamils still see the Tigers as champions of their people. There are many who remember the events of 1983 or human rights abuses and have decided to side with the Tigers. Much of the support for the Tigers is genuine and will remain so in future.
As the war in Sri Lanka grinds to a conclusion; the flare-up in protest activities is a natural outcome. It could be seen as a displacement activity and a rejection of an unpalatable reality for many Tamils. Imagine a Tamil immigrant in their 50s who gave a child to the movement and contributed thousands of dollars over 30 years; now imagine how desperate they might be to avoid seeing the cause come to an end and all their sacrifices come to naught.
For many of the children of Tamil immigrants, their idea of their Sri Lankan Tamil identity was entirely defined by the Tigers. The heroes they were encouraged to emulate were LTTE veterans at the Diaspora’s “Martyr’s Day” celebrations who paraded under the Tiger flag in their old uniforms. They cannot accept that the Tigers were ruthless killers under the control of a pitiless sociopathic leader.
The problem for Tamils in the Diaspora is that they cannot really fit into their new societies as long as the Tigers exist and influence their lives. The problem for Sri Lanka is that it can never realize its true potential, as many other Asian countries have, so long as the Tigers remain. The LTTE arose as a radical response to a situation that existed decades ago, and it has long outlived its time.

I wholly agree with you. As beautifully explained in the article, Fascinating Terrorist Group-By Mackenzie Institute, Tamil Diaspora has extensive network of powerful contacts all over the world. In years to come Tamil Diaspora will find ways to discredit what ever the Sri Lankan Government do. To make it worse apart from few, most of the government ministers are there for personal gains. I was touched when GR said in an interview there is no reason why we cannot make Sri Lanka a first world country. I hope the Defence wire can keep this blog going for at least another one year so that Sri Lankan patriots have a forum to come together and discuss strategies to take our country forward in a positive way and also to counteract Tamil Diaspora tactics to destabilise Sri Lanka.

As a staunch UNPeer I can guarantee that I will personally campaign among UNPeers and at least convert 200-300 votes and spend my personal money and campaign if GR contests presidential election.

He is the only minister/person in UPFA (and perhaps only one among all SL politicians today) who can set his mind and achieve the impossible. While other ministers do sweet nothing (they don’t have local pressure/expectations or international pressure or an opposition like LTTE) GR did something against all odds. If anyone can make this a first world country it will be him.

Even at present 99% of the Tamils in Sri Lanka are living in harmony among Sinhalese and Muslims in the other part of Sri Lanka. All the above accusation (even if true) only apply to 1% of the Sri Lanka Tamils who are been forcefully held by LTTE.

I think it is because no one is prepared to accept they have erred in their choice. The UPFA supporters believe they are always right and UNP supporters also believe the same thing.
A supporter, whether UPFA or UNP, cannot - or not prepared - to objectively see the argument for the other side of the fence. This is true for majority Sri Lankan voters of either side of the divide.

Rejecting Visa to Sweden FM is an utterly unneccessary, irresponsible and useless and stupid thing.

He may be the "Neutral" party to come here and take care of surrender, but still he is a FM.

Sweden has a sizable invetment in SL which they can re-locate and can effect our economy and jobs (specially in IT)

Why SL rejected Swidish visa in this strategicaly importent time? we don't need invite for another deplomatic war, this will feel all western countries and will try to do best against SL government.

What benifit we get doing this sort of things in deplomatic arena? We better them to invite and show how IDPs are live under goverment control and let them to talk with innocent IDPs.

I feel this as a stupid action by Forign ministry. Rohitha Bogollagama has very close contacts with lots of forign parties including RAW (India). We must work with everyone very carefully in this last minute even with very close friends.

Absolutely you are true. Sweden invested in SL in IT a lot. Wellawatta based IFS emplying over 800 IT staff who are paid high salaries average Rs. 100,000.00 per month.

They have done nothing againt SL when they were dOing peace monitoring in North.

This is totaly unnecessary and stupid deplomatic decision. Now goverment must turn around and do applogise by directly talking to Swidish counterpartners on this mistake immediatly. Hanging around and trying to cover this stupid action will bring further bad immage to our country.

First of all these white masters has no business here at this moment. Who are they to come here and see us? Are they our bosses, managers? directors? is SL their property? colony? company? It may be hard to say NO to UK and France so I think MR did it via Sweden. NO to Sweden is basically a NO to others as well. Now its clear to the world they are coming here with utter dislike of GSL.

You can a get a loan from a bank. Bank may have a right to tell you what to with that money. But not how to fcuk your wife. Investment may lead to economics control but should not allow to political control. If SL wanted to worship white masters further they will probably keep CBK and RW as their leaders.

If they come here uninvited to meddle with our internal matters, there is no need to issue them any visa at all. Now, if they try to attach strings to business operations with our national security, I would just say f__k oo_. We need to learn how to say no in no uncertain terms to these meddlers.

Things are not that simple in this world today. As a responsible state we must work with other countries to achive our objectives in short term and longterm. That is what we call deplomatiic relationships. It is true that they don't have a business in SL to interfear our internal affears but in today world environment behave on defferent variables.

If you need to win something you can not go wild today, but there are inteligent ways to fool other countries in deplomatic framework. That's wtat LTTE does not have in officialy but they do try hard to build such relationships in unofficial manner to get things done. It is such importent to maintain a very skillfull and intellegent forign policy specialy in a vital perioed like today.

From what I know Swedish passport holders do not require a visa to enter SL. So why did the FM requested a visa?

BTW I am sure GOSL had good reasons for what they do. Sweden is also a tiger sponsor like Norway. Denmark too. Probably GOSL knows something we don't. Or it is to send a message that every tom dick and harry cant come here to dictate terms as and when they want. So lets give the benefit of the doubt.

GSL indeed invited them but as every one knows its how its done. A government can invite another government official and then he accept or reject it. When one government want to visit by force then, they inform this and if the the second government agrees they still invite. This is what happened here with UK and France.

I do want to believe that GOSL had some good reason to do this (refuse visa to swedish FM); BUT, now that it's done, I think we should "play nice" and issue some sort of "sorry buddy, no hard feeling" statement at DPL level just to keep the EU from totally going nuts about this, which can harm SL in the long run, or at least till this thing is over ..
The EU has issued a statement saying it was a "grave mistake" that doesn't sound good to the rest of the world, so at least issue some statement fo apology just to be DPL-like, I think is good.
