This is where it all ends!

The final stage of the hostage rescue mission has commenced. 4000 civilians have been rescued so far.

The Operation commenced this evening when the 59 Division advanced northwards from its original position south of Vellamullaivaikkaal.

The 59, under the able command of Brigadier Prasanna Silva, advanced to the outer periphery of the CSZ. A path was secured and cleared by the 59 immediately afterward. This prompted an immediate exodus of civilians towards the Army.

The Special Forces and much of the Commandos are still held in reserve, the respective sources confirmed to DefenceWire. Prasanna Silva, as the Commander of the 55 Division is well versed in the use of elite Air Mobile/Mech Infantry troops attached both to the 55 and the 53.

Both Divisions operated side-by-side in the Muhamalai-Nagarkovil Sector for years and fought some of the most bitter battles ever fought by the SLA in a very narrow stretch of land. It is a fitting tribute that the 53 Division and the former Commander of the 55 Division have teamed up to end the final phase of this war.

The latter, the 53 Division and Brigadier Silva's current 59 Division are only 2kms apart from each other, at the time this report is written. What lies between them is the CSZ, which is a 2km X 2km patch of land. With the 59s incursion into the CSZ, the entire LTTE outfit might tumble.

Although exact figures of hostages is yet unclear, the number could be between 20,000 and 50,000.

DefenceWire's sources indicated that as more civilians are drained out, there is a high possibility of the LTTE attempting a large scale civilian catastrophe. Recently returned civilians have confirmed the Tigers have buried a substance, similar to white phosphorous, in large gunny sacks in and around civilian settlements.

But highly confident ground commanders told DefenceWire that the battle will be over in the next 2 days. There was, however, a chance that the LTTE leader, if he is still in the area as suspected, might make a dash for safety by sea.

IMF loan for Sri Lanka not appropriate right now: Clinton

WASHINGTON (AFP) — US Secretary of State Hillary Clinton said here Thursday it "is not an appropriate time" to consider a massive International Monetary Fund loan for Sri Lanka.

Clinton told reporters that the United States has been "trying to convince both sides," the Sri Lankan government and the Tamil Tiger guerrillas, to stop fighting.

"We have also raised questions about the IMF loan at this time. We think that it is not an appropriate time to consider that (loan) until there is a resolution of the conflict," Clinton added.

The United States is the main shareholder in the IMF and its approval is key to the release of the loan.

Just ask Hilary to keep the loan. If they stop the loan:
1). We stillhave the bullets to finish the war and enough food to survive for 3 months

2). If they not give funds, more civilians will suffer.

3). Both Obama and Hilary got massive amount of money for the campaign via Dispora. And they now threaten to get it back.

Claims of 7000 civilians deaths refers to some unpublished UN reports which in turn quote the infamous "doctors" in the LTTE controlled area.

"The civilians fleeing from the area have divulged that even LTTE Political Chief and former Police Chief Nadesan has been shot by the LTTE when he attempted to flee the area mingling with the civilians."

In a way, it's good that the west is throwing everything they have at us now. After the war we start with a clean slate, and knowing who our friends and enemies are.

Once the war is over, these loans and stuff may cause some problems, but if the government plays it's cards right, they can show the people that this is prosecution by the west for us finishing the war. It will only strengthen the government against foreigners puppets like Ranil. But ofcourse good stage managing will be required for this.

With the end of the war, and the growth and support of the Asian countries, we can manage over the next decade. After that, all this will be history anyway, specially the influence of countries like UK.

The most important thing is to keep the feeling of patriotism in our people. In the west, this is done by fake war against terror that frightens people in to obeying the government blindly. In SL it can be the war against unfair prosecution by the west.

The cycle continuous. For how long?

The cycle known to us was 'war - ceasefire - peace talks - war -..'. Now the new cycle is;

1. War (which we are winning)

2. Civilians trapped in war zone

3. Pro-LTTE media says (pics/ videos/ interviews..) xxx civilians dead due to SLA fire

(from now on it is xxxx civilians dead.. next days it will be xxxxx civilians dead.)

4.West media say the same.

(They forget to add 'these reports can not be verified independently.!!!)

5. West (USA/UK ect) says SL must stop the war

6. GSL reject the request and continue the war => (1).

There are two key points here.

1. Stopping war will not end any civilian suffering

This is clear as LTTE will not release the human shield even if GSL stop the war. Instead, they will probably make a new demand, one by one, using the hostages. West is not dumb to unable to understand this. Thus their motive is 'save the tigers'. LTTE is a threat to SL and India and that's why India let SL finish tigers. But west need them.

2. West media reporting

# A dead body of with a sarong doesn't mean he is a civilian. He could be a LTTE cadre or a fighter forcibly recruited irrespective of age and gender.

# Picture doesn't tell where the bullet came from.

# 'The government doctor' who is unknown to health ministry became a reliable source to west media.

# An 'aid worker' is a 'reliable source'.

Thus the west media can't be this much dumb to be mislead by LTTE propaganda. Thus probably they all act according to common agenda set by west (US, Uk etc). Note how LTTE claims of xxxx civilians dead, the publicity given by west and UN SC meeting relate.

# Any country like a weak leader like RW to become a leader of another country. Recent EU tour of RW is probably aiming the next PE. Message is elect RW we give you Sri Lankans money and federal to peelamists.

As a UNP member I am now certain that RW will never become the president of SL. (I am sad in economic development sense but relieved for SL's integrity). But I willnot vote for him and I will canvass others against him at least not to vote at all. Europeans and Nordiacs will not be voting in PEs lol.

With regard to UNSC resolution reports say our friends China, Russia, Libya, and Nam has agreed on a compromise that west agree to discuss Israel/Gaza matter. I hope they will not 'trade' in any other resolutions such as intervention etc.

I also hope China or Russia would help us with a loan of US 2 Billion. I hope they would realize that this is an opportunity to get SL and many other 3rd world countries back to their fold.

I hope Sri Lankans will never ever forget what governments like USA, UK, France did to us when we really needed their backing. The people who do this to 'friends' when they are in dire need of help and assistance are most definitely not needed when in good times.

1. it is very clear that this war was a numbers game. over the past 26 years pro-SL guys managed the numbers in SL's favour EVEN WHEN THEY COULDN'T WIN the war.

e.g. premadasa
he ensured a sufficient number of opponenets are also killed in war despite his lack of victories.

e.g. we also used some daring attacks on LTTE and LTTE sympathisers to keep the numerical superiority even when we couldn't win the war.

e.g. IPKF also killed a large number of tigers and supporters.

e.g. our NAUGHTY paramilitary boyz (some are tamils) also did alot of killing.

all this led to,
a) a depleted BASE for the LTTE to recruit its cadres

b) forcing the LTTE to continuously recruit

LTTE accepts that 23,000 have died. total LTTE strength is less than 23,000. this means death turns more than 1 times over!!

c) frustrated tamil ppl about the armed struggle

d) corpses, injuries, blood, gory, etc. was FORCED to be associated with the tamil elam struggle.

e) guarded our bases, etc. so that we could one day use these to WIN.

all this played an INDIRECT role in our eventual victory.


2. we have to document the successful stretegy that led us to victory. our victory started ONLY FROM 2006. so those who contributed to the victory after 2006 DIRECTLY controlled the victory.

see the difference???

e.g. karuna played a DIRECT minor role in the VICTORY whereas some GREATER MEN played an INDIRECT major role in AVOIDING DEFEAT.

IF we are to repeat the WIN, we must have the 2006-09 strategy with SIMILAR players.

IF we are to try it out with different players, they MUST have to fit into the ROLES of 2006-09 players.

its like the 1996 cricket team. it was not a sudden thing. our cricketers from 1800s onwards, the infrastructure, ppl's support, investments, etc, went into the 1996 win.

BUT it was the 1996 team that won. so they need special credit. and their strategies, relative competancies of players (compared to other teams) must be strategized to win the WC AGAIN.

VP, True. What I still don't understand is there are people still in SL who vote for this scum.

I think this is the time we have to use our brains.It is exireamly difficult to decide whether to ignore western pressure and go ahead with the final act.
I think Sri Lanka need to discuss this matter with Russia/China and India and get their opinion.If they advise us to go for a ceasefire we should oblidge.I know it is painful even to think of such a let-up.However we have to do a balancing act.Be smart than brave.

One thing we should realize is With or Without Prabakaran it will be very difficult for the LTTE to return to their past status.Provided we take correct acts we can make it even harder for them to regroup and return.

In that context want it be advisable to play safe?

After all we were living with this for over 25 years.

I am 100% with you. This not only takes care of " foreigners puppets like Ranil" it also provides answers to some short term economic problems like the BOP deficit. Cutting expenditure on unessassary foreign imports can not only save some foreign exchange it can also help expand the local economy. At least the papayas and bananas will stop getting imported.(I am not kidding... we do import papayas)

We all waited for this moment probably most of us, all our lives and others for a major part of their lives waited for this moment! so as sri lankans be happy that you are all witnessing and are part and parcel of a great moment in the history of Sri Lanka when she is on the verge of achieving true independence and spare a moment to appreciate sincerely the sacrifices the guardian angels of Sri lanka (SLDF) has done to come this far and also spare a thought for their families and respect them,they too have sacrificed alot please bear in mind the agony they go through dont knowing that their loved ones are safe or not suspense is some times worse that the truth

I used to defend allegations against SLDF where ever i come across those and one day there was an seemingly innocent picture of a SLDF conference in defence lk what caught my eye was a banner on the background which said "Victory November 2008"if my memory serves right there wasn't any major operation at that time so i knew the game was on but still i dont know whether we went off target or it refers to the capture of killinochchi.but i knew that it is going to happen in addition i saw some very strategic responses to LTTE aggression and this gave me a hope that this time Sri Lanka meant business .that was the day i decided i would not talk or do any future military analysis or possibilities my discussions were purely retrospective i felt although i don't consider myself knowledgeable in military aspects i did not want to pull out even an unintentional piece of info which could be worth to the enemy in a public forum during a discussion


So Guys stop this blame game of who and who is telling the truth as i see allthese in a different perspective DW , Mahen,SF & ST @ LNP ,DN , Long ranger then the official sites Defence.lk & MCNS ,govt. TV channels if you have being following them and then if you look at the actual situation later reported you will see a different side to all these i may be way out of line but they serve the intended purposeif you think the purpose is just reporting you may be dead wrong . DW blogger "U_know_Who" highly recommended the article below, praising it as, I quote "One of the best articles written about SL war against terrorism, if not the best by one of our own lecturers."

I read it carefully. In my humble opinion, it is "The Best Article" ONLY for someone who wants the EELAM conflict to rise again, and for Sri Lanka to be weakened irretrievably and destroyed.

I largely agree with the first few parts of the article, but the EXPLOSIVE LANDMINES to BLOW THE LEGS OFF POST-WAR SRI LANKA are artfully hidden in the last Section entitled "What is To be Done?".

First, it cautions us that military victory should not be interpreted as a resolution of the "Tamil National Question" and goes on to express the FEAR that the Military Establishment would achieve "a relative independence and popularity" as a result of victories in this war.

That is, instead of striving build and sustain patriotism among the people, and foster continued willingness by the people to support the SLDF, and fight in the defence of the nation (critical to protecting the country in the years ahead against a resurgence of terrorism, and against external enemies interested to supporting that) he is CONJURING UP FEARS OF A MILITARY ESTABLISHMENT THAT WOULD FURTHER WEAKEN DEMOCRATIC STRUCTURES OF GOVERNMENT.

The SLDF is the GUARDIAN of the independence and integrity of the country; instead of strengthening it further in the years ahead, he is, in effect, advocating dismantling what we have already built, so the enemies of our country can finally achieve their goals. It seems that ALREADY there are forces at work to dismantle our NATIONAL DEFENCES! Ask yourself, who would be motivated to do that?

Second, he goes on to advocate the strengthening of "Local Governments" as a solution to "over-centralization that in fact lies at the heart of the (Tamil?) national question." Do you see the THIN END of the WEDGE here inserted into the crack? The WEDGE to weaken the central government and strengthen local governments, that would allow quasi-autonomous provincial governments, strong enough to challenge the authority of the national government, to re-emerge in the North and the East?

Third, he proposes, all in the name of international donors playing a "positive role", that they LINK THEIR ASSISTANCE to power-sharing programmes without limiting it to constitutional changes. Therefore, he advocates that International Donors influence both "Constitutional Changes" and "Power-Sharing Programmes", which are essentially internal matters that underpin the stability and security of Sri Lanka. Does that sound like the interference by Foreign Govts and INGOs in Sri Lankan affairs of the past, that made it IMPOSSIBLE TO WIN THE WAR against the Separatists for over 30 years? To my mind, it certainly DOES!

Fourth, the author goes onto state that "rehabilitation and reconstruction projects should not come under the government but under Provincial Councils and local government bodies." Looks to me like a great setup for pumping money again to the separatists without oversight, supervision, control, or the knowledge of, the National Government. This will allow Foreign Donors and INGOs to become law-unto-themselves, bribing and controlling everyone in sight again in the country, importing sensitive equipment and developing clandestine facilities. This should NEVER BE ALLOWED to happen, because that would lead to complete CHAOS and LOSS OF SOVEREIGNTY. We should REJECT these "donations" than allow the birth of organizations beyond control by the national government within the country. These people are AGAIN trying to CON US to dance to the SAME TUNE they played in the PAST. Never AGAIN!

All rehabilitation and reconstruction projects in Sri Lanka should be planned, designed and developed by the NATIONAL GOVERNMENT with the collaboration of local governments, and be subject to National Government purview and Control. The NATIONAL GOVT should be the ONLY INTERFACE with International Donors, be they GOVTS or INGOs. ALL FUNDS should be delivered to the NATIONAL GOVT and disbursed and accounted for the NATIONAL GOVT. No DIRECT INTERACTION should be allowed between donors and local-governments and inspection tours by international donors should be conducted by officials of the NATIONAL GOVT. Violation of such rules, designed to safeguard the integrity and security of the ciountry, should be grounds for SUSPENSION of the party violating the rules.

Ask yourself, then, the following question: Why does this Sumanasiri Liyanage, "one of our best lecturers" write such an article loaded with LANDMINES directed at the VERY HEART OF SRI LANKA?

Finally, I would like to ask the DW blogger U_know_Who, DID YOU READ THIS ARTICLE and AGREE with it?

[ Ten days that Shook Sri LankaTuesday, May 12, 2009 Leave a Comment

(May 13, Colombo, Sri Lanka Guardian) Since the dawn of April 20, 2009 events that have unfurled in Sri Lanka, particularly in the context of ethno-political conflict are of great importance because they not only reveal the extreme human suffering caused by internal armed conflicts but also raise theoretical and practical issues related to an unfinished state-building project in a small post-colonial country. Sri Lanka is a microcosm that helps understand how the ‘big’ and the ‘powerful’ who often treat the rest of the world as their backyard operate in current global setting and how a small post-colonial country can use the new space created by the same process of globalization in reducing the impact of the pressures of the powerful global actors.

Sri Lanka would also be an interesting case study showing how and to what extent a small pluri-national society could develop an accommodative governing structure ensuring parity of participation for its peoples not only as individuals but also as groups and communities. This article attempts to examine events of the last ten days of April 2009 in Sri Lanka focusing primarily on military operations of the Sri Lankan security forces, massive inflow of civilians to government-controlled areas, the politics of Tamil Nadu on the eve of State and General elections, response of Indian Union Government and the international community. The article begins by narrating the main events as they have unfolded in Sri Lanka in the last ten days of April 2009. The issues and challenges reinforced by the events are the subject of Section 2. Measures to deal with those issues and challenges are briefly outlined in the Section 3.

Narrating the Episode

At the dawn of April 20, the 53rd and 58th divisions of Sri Lankan Army broke the earth embankment built by the Liberation Tiger of Tamil Eelam (LTTE) creating a space for trapped civilians to flee the so-called no-fire zone, the last patch of Sri Lanka under LTTE control, and enter into government controlled area. By Thursday April 25 around 109,000 people from Palammaathalan, Ambalavanpokkanai and Puthumaathalan had been freed from what was in reality an open prison of the LTTE. Even French Foreign Minister Bernard Kouchner who visited Sri Lanka had to admit that "the civilians are hostages of the LTTE." The response of the international community was mixed. USA, Canada and some countries of the EU continued to insist that contending parties should agree to a permanent or prolonged ceasefire. Their argument has been that a ceasefire, notwithstanding failure of the government’s decision to stop military action for two days to mark the Tamil and Sinhala New Year, would help in release of civilians. Sri Lankan government refused to buy that argument and continued its own operations of freeing trapped civilians and of capturing the LTTE leadership. Attempts by countries of Global North to raise the issue at the UN Security Council were thwarted by a possible veto by China and Russia. The firm policy of the Sri Lankan Government based on the understanding that there is no uniform international community angered the countries of Global North. According to Reuters, US has advised the executive body of IMF to delay processing the Sri Lankan request for $1.9 billion SDR facility (SDR is an international reserve asset, created by the IMF in 1969 to supplement the existing official reserves of member countries) to ease the Sri Lankan balance of payment problem. Mohammad Qadaffi announced that Libya would release the promised $500 million grant to Sri Lanka immediately. In the meantime, Co-Chairs (USA, Norway, EU and Japan) issued a statement calling for a ceasefire and suggested that LTTE leadership be given a chance to submit themselves to a third-country. Interestingly, none of the co-chair countries have expressed their willingness to accept them if the Sri Lankan government would go with their suggestion making the option an incomplete one. Paradoxically, in Colombo, both Bernard Kouchner and British Foreign Secretary David Miliband stressed that their governments do not seek to save Prabhakaran—leader of the LTTE.

The pre-election heat in Tamil Nadu and the competition between DMK and AIADMK to use the Sri Lankan Tamil issue for their election gains as well as DMK’s links with the Congress Party made it imperative for India to engage with the Sri Lankan government to find an amicable solution to the humanitarian crisis of the remaining civilians in LTTE controlled areas that has now been reduced to 10- 12 square kilometers. India’s concerns are legitimate and stem from different reasons. For India, the Sri Lankan Tamil national question has partly been an internal issue embedded in the Indian political landscape. It also has a security dimension, though that aspect has gradually been reduced in importance as a result of new foreign policy formulations by President Mahinda Rajapaksa’s government. In an interview with NDTV x 24 Gotabhaya Rajapaksa, the Sri Lankan defense secretary, accepted that India’s concerns were legitimate and Sri Lanka understood them. Indian defense secretary and national security advisor visited Sri Lanka on April 24 and met President Rajapaksa to brief him on India’s concerns. Meanwhile, the LTTE announced a unilateral ceasefire that the countries of Global North praised heavily, but the Sri Lankan government rejected as a farce. On 26, Indian Home Minister, P. Chidambaran announced that there would be an important announcement by the Sri Lankan government in the next 24 hours. DMK leader, Karunanidhi began a fast unto-death asking for immediate ceasefire in Sri Lanka. On April 27, the Government of Sri Lanka announced that the military operations against the LTTE had come to a conclusion and the security forces would engage only in securing the release of remaining civilians trapped in the tiny silver coastal belt of 10 square kilometres. Hence, forces were advised not to use heavy weapons or air-shelling thereafter.

UN sent three high level officials to Sri Lanka. France announced that it would donate 100-bed hospitals to treat freed civilians. The UK announced a financial grant of more than 2million pounds and Indian government promised a 1.9 billion Rupee grant for relocation and rehabilitation. Bernard Kouchner and David Miliband visited Sri Lanka on April 29 and insisted on their usual demand of ceasefire, but the Sri Lankan government refused.

The response of the countries of the Global North is not only inconsistent with their declared policies but invariably dominating in approach and substance. One may even perceive that the old ‘sticks and carrots’ policies continue to appear though in a different garb and through different techniques of domination. They have failed to explain how a ceasefire proposed by them would assist in releasing innocent civilians trapped in the tiny sliver of coastal land in Sri Lanka’s North being used by the LTTE as ‘a human shield’. The Washington Post in its editorial has revealed this inconsistency in the following words: "The Liberation Tigers of Tamil Eelam, one of the world’s most violent terrorist outfits, are surrounded in northern Sri Lanka and about to be destroyed - but Secretary of State Hillary Rodham Clinton and European self-styled peacemakers are getting in the way of victory. The meddlers should let Colombo finish off this menace." It further added: "Last week, Mrs. Clinton played into the hands of the terrorists by blaming the Sri Lankan government for the crisis. ‘The entire world is very disappointed’ that they were ‘causing such untold suffering,’ she said." Ceasefire would have produced only two results in the context that the LTTE continue to use civilians as a human shield. First, it would have prolonged the suffering of Tamil civilians forcefully brought into this small stripe of land by forcing them to continue to live in that hell-hole for a longer period. Secondly, had the space been opened for outside forces to operate, it would have given LTTE a new legitimacy, making a tiny Tamil Eelam and new life for the LTTE leadership. The question asked by Foreign Secretary of Sri Lanka Dr Palitha Kohona is interesting and revealing. He asked the USA and EU to do what they preach for Sri Lanka in relation to Taliban and Osama bin Laden.

Problems and Challenges

The depressing video reports unfurled on TV screens worldwide on April 20 and 21 showing Tamil civilians fleeing the last patch of Sri Lanka under LTTE control would have made anyone wonder if there was no way to prevent the extreme human suffering of innocent Tamil civilians trapped in the North. Like in any massive hostage rescue operation, there were so many casualties, some civilians were killed, some injured. Among them were women, children and elderly people. With the influx of more than 160,000 people since March this year and another 15,000 to 20,000 trapped in LTTE area, the Sri Lankan government has to face an enormous task that is more complex than the co-chairs have envisioned. Its challenges are basically three-fold, namely, (1) immediate humanitarian crisis, (2) return, rehabilitation and reconstruction, and (3) structural reforms.

The immediate humanitarian tasks are huge since the exodus was so sudden and unexpected and involved some degree of security threat owing to possible suicide attacks and LTTE infiltration. The security concerns have made the situation rather different from the Tsunami situation about five years ago. The result was it took quite a long time to send the civilians to their temporary accommodation. Provision of food, clothing and other basic services to rescued civilians was a challenging task so the government had to use air force helicopters and planes for transport of food and other requirements. Most interesting development is that people in the South came forward like in Tsunami disaster to help their Tamil fellow citizens. Understandably there have been many gaps and flaws in the mechanism of providing basic requirements. The government is now taking steps to build new institutions with more civil participation to handle these immediate humanitarian concerns.

Initially, there was a rumour that civilians rescued from the LTTE controlled areas would be kept in IDP camps for a period of three years. However, the government has recently announced that the process of sending them to their normal habitat will begin in six months time. The commencement of these tasks is assigned to one of the chief ministers. Rehabilitation and reconstruction of destroyed villages and infrastructure would be a mammoth task requiring a huge budget.

Thirdly, Tamil national question is not only an issue of allocating material, physical and human resources, but also restructuring old state structures of power-sharing. The critical question is how to introduce new democratic structures after three decades of military conflict?

What is to be done?

International community can play a big role in helping Sri Lanka meet these problems and challenges if they adopt a non-dominant but directional donor policy. Foreign assistance as a means of domination would make things worse in the Global South. Instead, assistance should be linked with normative principles. The most important ingredient in non-dominant, but directional assistance in relation to Sri Lankan national question is that foreign assistance should be aimed at rebuilding and strengthening local governments thus reducing over-centralization that in fact lies at the heart of the national question. With the end of the military conflict, Sri Lanka will encounter two dangers. First, in the last three years, the war has given the military establishment a relative independence and popularity. As a result, the military may, in future, play a more influential role in Sri Lankan polity further weakening democratic structures. A more dangerous trend however would be the reemergence of exclusive Sinhala nationalism that would jeopardize attempts for state re-structuring. The military victory would be interpreted as the end of the Tamil national question. The current interference of the governments of Global North is indirectly feeding the Sinhala exclusive nationalism as Sinhala exclusive political groups, like Janata Vimukthi Peramuna, National Freedom Front and Hela Urumaya, link national independence with Sinhala exclusivism.

The countries of Global North can play a positive role if their policies are based on a qualitatively different perspective. International donors of the Global North should link their assistance to power-sharing programmes without limiting it to constitutional changes. First, in the North and East, it is imperative to rebuild and strengthen local government institutions. International donors should fund directly these bodies [money may be transferred through normal channels] and that would gradually assist in engendering people at the grass root level. Funding through line ministries and NGOs should be discouraged. Second, rehabilitation and reconstruction projects should come not under the government but under Provincial Councils and local government bodies. Essentially what is currently happening in the East should not be encouraged. New criteria such as degree of implementation of bi-lingualism may be helpful in making donor projects more ethnic sensitive. Third, any long-term assistance should be linked with explicit state-restructuring programme with substantial power-sharing and democratization.

Sri Lanka and the Tamil Tiger rebels are again trading blame over reported attacks on civilians, which diplomats say sparked the U.N. Security Council and U.S. President Barack Obama to speak out.

Here are questions and answers about why it is so hard to separate fact from propaganda in Asia's longest modern war:

CAN JOURNALISTS OR AID AGENCIES GET INTO THE WAR ZONE?

Foreign journalists get in sometimes, mostly on guided trips chaperoned by the military. Some have been given wider access, but not as much as local and state reporters who are right on the frontline. The Tigers used to give similar guided tours. Only the International Committee of the Red Cross has consistently been inside since the government moved out foreign aid groups last year, save for their local Tamil staff.

WHAT ROLE DOES PROPAGANDA PLAY?

Given there is no unfiltered access to the war zone, an enormous one. The Liberation Tigers of Tamil Eelam (LTTE) early on recognized the power of influencing public perceptions, and have only improved during the 25-year war. They have their own cameramen to record images for propaganda and fundraising. Programing that had been carried on LTTE TV stations around the world -- which the government got shut down on anti-terrorism grounds -- is now carried on websites. The Voice of the Tigers radio still broadcasts. But their main outlet to the English-speaking world is the website www.TamilNet.com, which is blocked in Sri Lanka. The LTTE has media spokesmen, and activists from the Tamil diaspora who email news outlets and slip what they say are videos or pictures from the war zone to journalists.

DOES SRI LANKA'S GOVERNMENT DO THAT KIND OF THING TOO?
Yes. Since the current government came to power in 2005, it has taken the propaganda war right back to the LTTE. The defense ministry's www.defense.lk website is one of the island's most popular and draws a third of its viewers from outside the country. It publishes video and images from the battlefield, government statements, and pro-government news stories culled from across the world. Each page has a Facebook posting link. The government also has state-controlled TV, radio and newspapers, and a phalanx of spokesmen.

SO DON'T THE VIDEOS AND PICTURES TELL THE WHOLE TRUTH?

Rarely, simply because only interested parties to the conflict are vouching for their authenticity. Recent images the Tigers say are from the war zone are a good example. The bloody pictures usually come from a single e-mail, said to be that of a government doctor. There is no way to prove that or even when or where the pictures were taken. The government says the doctor is doing the LTTE's bidding. The photos almost simultaneously pop up on TamilNet and other websites sympathetic to the LTTE, and are emailed to news organizations. The government also publishes photos and videos of captured weapons, dead Tiger fighters and combat, and has its own partisans out in cyberspace who forward emails and photos and try to deconstruct LTTE images. Like the LTTE material, there is no way to prove their authenticity.

HOW DO THE FOES TRY TO CONTROL THE MESSAGE?

Both sides are not shy about accusing media institutions of bias or lying. The government last week deported a British news team for what it said was a fabricated story. Journalists in Sri Lanka throughout the war have suffered the threat of violence, arrests and harassment from both sides, according to rights groups.

DOES ANYONE HAVE A CLEAR IDEA OF WHAT IS HAPPENING?

I read the article also, but I must admit I didn't analyse it in depth as you did. I did see some problems though in what he suggested in "What is to be done" section.

To my understanding he's suggesting a federal system similar to Canada without coming outright with it. I know for a fact that a lot of Tamils (so called moderate tamils) push for this Idea, of course with Eelam in mind

But the problem with that in Sri Lanka is there's tons of room for manipulation by the seperatists to further their Eelam agenda. This works for modernised newly established countries like Canada but not for a country like SL with deep history and issues.

initial BS doesn't matter.

NEW DELHI: In stark contrast to their public claims, all leading contenders for power in India are in a bind on government formation, given the badly fractured electoral verdict widely expected Saturday.

Sources with access to decision makers in the Congress, the Communists, the Bharatiya Janata Party (BJP) and the so-called Fourth Front say almost everyone is formulating possible strategies while still in the dark.

The confusion arises from the realization that the Congress, BJP and the Third Front cannot form a government on their own strength and it is simply unclear who will end up backing whom in the numbers game.

Even if most exit polls and projections prove correct, the Congress, widely tipped to end up on top of a fractured 545-member Lok Sabha, will need to make up with the Samajwadi Party, the Rashtriya Janata Dal (RJD) and the Lok Janshakti Party (LJP) against whom it fought the Lok Sabha elections.

None of the three is very keen about propping up another Congress-led government. And knowing they will not have many seats to command, they are in touch with several players, the Left included, so as to increase their bargaining power.

But one thing is certain: the Samajwadi Party will not go where its foe Bahujan Samaj Party (BSP) is, and Lalu Prasad's RJD will keep away from any formation that includes the ruling Janata Dal-United (JD-U) in Bihar.

In a worse case scenario involving BSP, the Samajwadi Party could even throw its weight behind the BJP, against whose president Rajnath Singh it did not field a candidate in Uttar Pradesh's Ghaziabad constituency, even though it would pay a heavy price vis-a-vis its Muslim support base.

The Congress is acutely aware of the contradictions to be thrown up by the new Lok Sabha that go against its interests.

Congress strategists have concluded by now that it is too late to kiss and make up with the Left, in particular Prakash Karat, the general secretary of the Communist Party of India-Maxist (CPI-M), a key figure in the Third Front. And if they do, Mamata Banerjee will walk away in West Bengal.

Similarly, if the Congress were to embrace the AIADMK, it would lose the DMK in Tamil Nadu.

The Telugu Desam Party (TDP) and Biju Janata Dal (BJD) are unlikely to support a Congress government since they consider the party their main foe. But they can take Congress backing for a government that includes them.

The Congress is in no mood to repeat the 1996-98 experiment of keeping afloat a Third Front (then United Front) government - unless and until there is no other way to prevent the BJP from taking office.

The BJP is discounting the possibility of a Third Front ruling India and is scouting for numbers. Its sneaking suspicion is that in the likely event of a hazy verdict, President Pratibha Patil could tilt towards the Congress.

The BJP too knows it will be difficult to pick and choose in Uttar Pradesh (BSP/Samajwadi) and Tamil Nadu (DMK/AIADMK) but it can return to Mamata Banerjee. It won't also mind doing business again with Orissa's ruling BJD.

In any case, none of them will take the plunge without knowing what is in it for them - both in the short and long terms.

A BJP leader admitted to IANS: "This is the mother of all confusing elections. We know there will be a stalemate. The point is whether we can get the support of three major regional actors with about 55 MPs between them. If we do that, we will be in. If not, we are out."

The Left's best bet is a united Third Front. CPI-M strategists have told regional chieftains that while some of them will be able to cut seemingly attractive deals with the Congress and BJP, a united Third Front will command a greater price. They cite their own example vis-a-vis the Congress-led government, which they backed from the outside until last year.

"Take the NCP (Nationalist Congress Party). What influence did it command over the Manmohan Singh government apart from having two ministries? But we, the Left, without being in the government, commanded a much bigger clout," a CPI-M Central Committee member told IANS, not wishing to be identified at this point of time.

"The point is numbers. We had 60 MPs. Now the Third Front will have over 100 MPs. But we know our argument may not be acceptable to those used to being in the government."

The Fourth Front and smaller parties across the country are in no better shape. And some of them are looking in the direction of NCP chief Sharad Pawar, a man whose prime ministerial ambitions are acceptable to a wide range of players ranging from the AIADMK to sections of the Shiv Sena.

But the Congress does not want to see as prime minister someone who tripped Sonia Gandhi ahead of the 1999 Lok Sabha elections by raising the bogey of her foreign origin.

Said the leader of a regional political party in southern India: "Frankly we are totally confused. If instability persists, there will be another Lok Sabha election within a year." ]

The pundits have been warning us that we may "win the war but loose the peace". As far as I am concerned this has already happened. We have won the war (well, almost) but I have already lost the peace - at home. All this because of Shavendra Silva. No wonder DW has kept him out of the limelight and I am grateful to him for that. But the damage is already done.

Let me explain it. My wife has put SS's picture right next to Sai Baba's and if you look closely a few millimeters above Sai Baba's. She has become a fan of SS - and it is not because of his achievements in the battle field. My wife does not know even the basic difference between Bengal Tiger and Tamil Tiger. No. It is because of his good looks.

This man, who know everything about military maneuvers, know a thing or two about camera angles too. Have you seen how he holds his head slightly slanted offering the sideways angle when the camera shoots? And those eyes! They are as effective as a rifle in the hands of a master sniper. Mind you I don't blame my wife. If I were a woman I would swoon and faint too.

The sad thing is that this may all end up with me loosing not only the peace but my better piece (half) too. You may call it collateral damage.

There was a time, a time that could be described as the heyday of federalism/separatism, when a vociferous set of shamelessly anglicized writers used the F-word as though its non-utterance would result in asphyxiation. Their writings were dominated by words like grievance, aspirations and traditional homelands. The arguments were full of half-truths, selective reference of history that could be substantiated in some way, and were deliberately Goebbelsian in temper, seeking to make the Eelam-claim a ‘goes-without-saying’ thing.

They did succeed in this, one must admit, but all that’s over now. Today we don’t hear the F-word. We don’t hear about traditional homelands. There has been a re-wording, a re-framing of things from that tiny sliver of the ideological spectrum. Today there is no talk of the LTTE being impossible to defeat. No insistence on talking with Prabhakaran. Today there is only fear that the Rajapaksa regime would in its moment of euphoria forget the Tamils altogether, substitute ‘development’ for ‘political solution’ and by and large hoodwink that community into accepting things as they are.

This fear is perhaps the main reason why these writers are today engaged in whipping up the bogey of Eelam being taken to another level of operation, i.e. the ‘diasporic’ avatar, and of course in rousing up the specter of the so-called Tamil Nadu factor. When one is invested in subverting the state and burying imagined specters of Sinhala Buddhist hegemonism, the first victim is reason. Politics takes over and soon after we have the crass indulgence in rhetoric. Stripped of all the frills, ‘The Aspiration’ now has shrunk much like the area controlled by the LTTE. Today the call is for ‘power sharing with the Tamils’.

Power, however, is not like a piece of cake that you can cut into parts as per your fascination or distribute as per the power behind the demand for share. You cannot slice the state in accordance with demographic data pertaining to various communities. The same goes for territory. You just can’t divide total area by share of total population enjoyed by particular communities. You can’t even engage in creative cartography by factoring in ‘majority areas’ without referencing history, geography and demography and of course the political ‘do-ability’ of such an exercise.

That referencing, that debate on claim and substantiation, has not taken place in any meaningful manner and until such time this is done such demands or articulation of ‘resolution’ are academically fraudulent and politically meaningless. It is no longer possible to scream ‘devolve!’ without answering the questions, why devolve, to which lines, on what basis in terms of history, geography, demography etc.

The reality of the LTTE allowed for much conjecture and extrapolation, especially since the perceived ‘reality’ included massive inflation which was at one time buttressed by effective propaganda. Not any more. On the positive side, the deflation of image to real life size does allow for a more reasonable engagement with the relevant issues, including the idea of ‘power sharing with Tamils’.

The notion of sharing power with the Tamils assumes that some non-Tamils are in possession of power and perhaps in quantities exceeding what is morally justifiable. The powerful are supposed to be the Sinhalese (some would say ‘Sinhala Buddhists’). I find the premise ‘Sinhala Buddhist President equals Sinhala Buddhist hegemony’ quite flawed. That’s like saying a woman as president would ensure gender equality or that a gay president would guarantee gay rights.

A more nuanced examination of social, political, economic and cultural factors would easily dismiss such mindless generalizations. Such an exercise would also reveal a multitude of social fault lines and corresponding marginalization. The fact that ethnic colours have deliberately been allowed to dominate the political discourse should not blind us to the more abiding realities of the political. The fading of ethnic colour would no doubt bring into sharper relief these other factors drowned by separatist/federalist cacophony. An insistence on the ‘ethnic hue’ in post-LTTE deliberations, I feel, would take this country into yet another cul-de-sac.

None of this should be taken to mean that there is no place for Tamil nationalism in a post-LTTE Sri Lanka. Nationalism, whether it is ethnicity-fuelled or nation-fuelled, can be a bad thing and a good thing, depending on how much of it is honest affirmation of cultural root and how much of it is political expediency. If one errs towards the latter formulation, then we are not speaking of grievances or aspirations, but crass ‘interests’ as my friend Anuruddha Pradeep put it recently. When interests clash, there are winners and losers, but most tragically, the true loser is the former formulation; that of affirming root, belonging and being.

Ethnic-wise ‘power-sharing’ has the added danger of deleting from the political equation the most significant element of political society. Citizenship. We have for too long ignored the importance of defining and entrenching the notion of citizenship in the affairs of the nation. Whereas power-sharing among communities is fraught with issues of historical claim, changing demographic realities and the untenable nature of geographic reference, that pertaining to investing the citizen with greater relevance is more crucial in the long run when it comes to nation-building, development and overall political stability.

The notion of power-sharing with the Tamils is nothing more nothing less than an obfuscation of what really needs to be done. It is a red herring not only for the Tamil community but for the entire population. If we are not citizens in the first instance, then we cannot be Sinhalese or Tamils in any meaningful way, and we cannot hope to live with one another and with other communities in a peaceful and beneficial way. If devolution goes some way in enhancing citizenship in general, then yes, it must be explored. But if the citizenship anomalies along ethnic and non-ethnic lines can be resolved in other ways (such as constitutional reform that is limiting on politician and enhancing of citizen) then that path should also be walked.

For all these reasons, the notion of sharing power with Tamils, which for some people is the be-all and end-all of resolving the political problems of this country, I believe is nothing more than the fascination of the intellectually slow and the politically devious. Not to be taken seriously unless articulated seriously and with relevant substantiation of claim and support of logic. The citizens of this country, regardless of identity, ethnic or otherwise, deserve more attention as per their location and relative relevance in the overall political structure and as a nation Sri Lanka can ill-afford to postpone the addressing of their grievances and certainly cannot use ‘ethnic’ as a proxy for their resolution.

t is reported that the 58th Division has resorted to the use of gas masks amidst indiscriminate fire setting by the LTTE. The masked troops are in a strenuous effort to rescue the trapped civilians amongst the large fire. This seems to be the latest method adapted by the tiger supremo to stop civilians from leaving as even high profile mahveer families seem to be abandoning them.
So far over 7000 civilians have crossed over during the last 48 hours.
Both 58th and 53rd Divisions seem to be just over 1km away from the 59th Division and expected to merge tonight. 59 Div is dealing with a newly made earth bund on its way towards the 58th and 53rd.
Special Forces groups have infiltrated the tiger held area on the look out for the LTTE leader. He is in the process of destroying his assets and the civilians around him to discredit the government.

Another possible reason for the fires may be to obscure UAV surveillance, possibly for Prabha to escape.

Saddam Hussein did something similar in Bagdad during his last days of power. That was done by setting fire to massive trenches filled with oil.

I TOTALLY agree with ANANDA-USA about this article “Ten days that shook Sri Lanka” by Sumanasiri Liyanage – I read the article on SLGuardian last night - These kind of mother fuckers have not bothered to stop for a moment and consider the implications associated with their own proposals. If Sri Lanka act on his proposals, we would have wide spread anarchy within 8 to 10 years.

Corruption, which he thinks would reduce by acting on his stupid ideologies, would actually flourish and be rampant throughout the country, then giving way to more trouble with underworld gangs and maybe even lead us back into another war.

This chap Liyanage and also that woman Rohini Hensman have the same distorted ideologies that nobody should listen to, or take any notice of. When I read Rohini Hensman’s articles, it is like she wants to blame the Tigers for a “few” minor atrocities, then blame the government for “lots” of hellish discrimination and acts of rape, murder, etc; thereafter she wants to do a Ranil and give part of the country away to Eelam.

These sort of people should be told very politely and diplomatically to shut-up…and if they still don’t heed the good advice, they should be told ‘not so politely’ to shut-up!

1. About military influence, why not ?, we cannot let SF to retire and just fade away, we need this sort of people tomorrow more than today

2. About power sharing, what is the point of having power if they dont have anything to eat ?

I personally think we need a Singapore style democracy, otherwise we would go back to same old crap.

but every group has a shelf time.

As a buddhist, I would like to see our Sangha make a statement in few days time and goes back to preaching damma.

2. Need to get as detailed signed, recorded statements - best done using a magistrate - like some one suggested earlier.

Media bringing the latest reports from the battle ground say that LTTE is spared 1.2 kilometers and the troops of the 58 and 59 divisions can see the defense lines of each other.

Since yesterday night up to now around 6000 civilians are wading in shoulder deep water in Nanthikadal lagoon from Vadduwai Bridge area of Mullaithivu with the help of a rope tied by Army. The 59 division troops that arrived in Mullivaikkal from south came across another earth bund and they fought a fierce battle there until half an hour ago, say state media.

The Tsunami Village in Karayakullivaikkal was captured by Army following a fierce battle. The villagers were rescued by Army.

There are a large number of LTTE war hero families among the people arriving in since yesterday. Wives and relatives of LTTE leaders and 50 – 60 persons that have received armed training are also among the surrendered persons.

As I mentioned previously we are kind of loosing the media war. There is lot of bad news in international media.
Seeing and hearing the stories of war refugees breaks heart for anyone. Can't read those without getting emotional, what have they done to go through this. Lot of young lives were lost trying to make life of rest of us better and our kids can live peacefully.
If you are religious I request all us of go to temple, kovil, church or mosque and 'pray' for everyone

IMF loan delay can be a bad news for us. We don't know the situation of state finances, government absolutely has no fiscal discipline.

So what can we do?
I think all Sri Lankan expats can send some money back to their families back home. This will boost country's income in foreign currency, and stimulate the local economy. This will happen even if the money is spend on local produce like fish and vegetables but not on imported items like electronics, unless it is a computer.
For those who can afford it should think of any small investments in land or houses or business. This way it is a win-win situation for us and country. We know the money is benefiting country and doesn't end up in corrupted official's pocket as it stays with or spent by family. I think I have done my bit of last month
