UN on Sri Lanka: A Comedy of Errors

These days, talking about Sri Lanka means talking about the Sri Lankan military, its elite politicians and diplomats and…oh yes…The UN. Are we trying to single-out the UN or the “West” here? Not really. The UN is singling its own self out. In fact, the UN looks more ridiculous now than it did when it allowed the Tutsis to be killed in 1994. If you want proof, read the news items in the world press about ‘leaked’ UN reports where the dead Tamil civilians increased from 6,000 to 20,000 almost overnight. In another report, 13,130 civilians had ‘disappeared’ after arriving in the camps.

The UN, certain “Western Governments” and the pro-LTTE Tamil Diaspora are all saying, pretty much the same thing these days. They just cannot accept the fact that Sri Lanka, comprising of all ethnic groups, have prevailed over racist separatism. But this is a simplified way of looking at things.

The United Nations is primarily a tool to police developing countries—to keep them in line with the “West”. It seems that the morally righteous “West” is trying to make the rest of the world tag its line. There is no evidence to prove otherwise. The UN has a track record of selective interventions. The reasons for not intervening, for example in Rwanda, were because President Bill Clinton thought it inappropriate. So we know very clearly who is behind the current UN ‘actions’ against Sri Lanka.

An intervention by the UN in Rwanda was ‘inappropriate’ in 1994 because the UN, backed by the USA were humiliated in Somalia just before the Rwandan genocide started. The use of the word genocide was forbidden in the description of the violence in Rwanda. What in the world did the failed Somali excursion of the USA have to do with those poor Tutsis? Why were they punished by the same International Community who now screams genocide at the Sri Lankan state for wiping out the LTTE? The question on every Sri Lankan’s mind today is why did they all jump in to save the LTTE when they themselves opposed it and when the entire country of Sri Lanka and the rest of the free thinking world (even Communist China) wanted otherwise? What does China’s naval domination in south Asia, Iran’s generosity and Libya’s friendliness to Lanka have to do with Sri Lanka’s right to decide its national security?

The same groups running the UN from the "Western world" today allow a section of the Tamil Diaspora looters the free and undisturbed use of the word “Genocide” to describe the massacre of terrorists in Sri Lanka. How are these two things similar? Where were the Milibands, Kouchners and Clintons when Tutsi’s were massacred in the thousands for 3 months until the Interahamwe gave up on its own, tired? In fact, UN Secretary General Boutros Boutros Ghali refused to even visit Rwanda after the genocide. He was taken, almost by force to a Rwandan church to witness the horror with his own eyes. All he did even then was lie to the survivors that the UN wanted to help those dead Tutsis. Perhaps a Tutsi should have held Navi Pillai’s current position. Then that job would have made some sense.

Now that was a real genocide. Compared to that, what have the Sri Lankan Tamils faced? Large numbers of Tutsi’s were systematically removed from educational institutions in Rwanda. Even the most brilliant ones weren’t spared. In Sri Lanka, Tamil university students come to Colombo and help run the LTTE networks while surviving on government scholarships. Giving birth to a Tutsi child was a crime before and even after 1994. The birth of a Tutsi child was a closely guarded secret. The Tutsi mothers never saw the inside of the local hospital during that entire ordeal. In Sri Lanka, you walk to any hospital, even those in the south; you will see hundreds of ‘minorities’ obtaining free treatment.

No UN documents ‘leaked’ to the press about Rwanda back then. Why do they ‘leak’ now? How and why do these ‘leaks’ occur in the absence of evidence when actual facts about the Rwandan genocide could have been ‘leaked’ handsomely both before and after April 1994?

But the biggest question in our mind is that why do the Diaspora Tamils sitting comfortably abroad perpetuate such hatred when they themselves have nothing to lose or gain from continued violence in the name of separatism? The latest claim was for a Tamil Homeland. Why do Sri Lankan Tamils take this so seriously? Why do Tamils in South India, South Africa, Malaysia (including Prabhakaran’s father and Chelvanayaham), Singapore etc are demanding that the SRI LANKAN TAMILS MUST FIGHT FOR A TAMIL HOMELAND? Why don’t they do it themselves? WHY ONLY THE SRI LANKAN TAMILS, THE POOREST TAMILS ON EARTH, HAVE TO DIE IN THEIR THOUSANDS? Why can’t the Sri Lankan Tamils say NO. ENOUGH IS ENOUGH! TO HELL WITH YOUR HATRED! IT HAS BROUGHT US ONLY MISERY AND SHAME. WE CHOOSE TO LIVE, PROSPER AND COEXIST WITH THE SINHALESE. WE HAVE FINALLY EARNED THAT RIGHT!!!

If you look very closely, you will realize that the Tamil Homeland concept seems to be driven by a group of greedy Tamil elites more than lower class Tamils. The latter plays the subservient role of trooper, suicide bomber and child soldier while the rest live in luxury abroad and perpetuate the hatred. But mark these words. The day moderate Tamils start raising their heads AGAIN isn’t far away. This is all thanks to whom? Who else but the Sinhalese of course! The days of the Tamil racist is numbered in Sri Lanka.

CSE.Can you please tell me if a bloke like me living in UK trade in CSE over the internet as I do in UK on the LSE.For example I could buy or sell the same stock several times in a day without speaking to anybody in the trade like the stockbroker or dealer.
Is it possible for me to trade in either us$ or UK£ and accumulate the growth of my portfolio in the same currency?
I am getting a bit pissed off at present in Sl where huge investment is not giving deviants and the best option is to help island by paying the govt stamp duty for every trade we do and this way people like us could control ones assets without a worry that I constantly have at present.

How fast the LTTE hierarchy Motherfuckers fell, like a house of cards at the end, even I was surprised...shows a clear lack of mental acumen and IQ...how the Motherfuckers bargained for the impossible - with no contingency at hand for back-out (a standard element of the executable strategy in our corporate world today) - tells me we have been dealing with a severely mentally challenged segment of our population...it appears that any success they had was not because of any ingenuity on their part, but rather due to crass stupidity (stupidity that came from trusting anybody and everybody) on our own part!!!

So much for the "intelligence" of this once-revered but now-exposed, over-rated group...now we know it was all wrapped around charade, dishonesty, etc. that made some of our gullibles give them that revere-status once in Sri Lanka!

When EP fell to the LTTE-whores on April 22, 2000, LTTE-whores thought they had a collapse of ALL the Sri Lanka Army in Jaffna Peninsula , including up to and including the Palaly air base and the MF’s hammered in their advantage thinking so….only to be pulverized by the Pakistani supplied MBRLs….literally puliverized that is (as SLA scouts used to pull body parts from treetops for a long period after that as the pulverized body parts were rotting in the hot Jaffna sun and residents were complaining!) and the best part of that horror was how the LTTE MFs kept coming at Palaly thinking that SLA had no CONTINGENCY PLAN…kinda figures…seeing how stupid, low-IQ’d, moronic, the motherfuckers proved themselves to be when under siege – and ultimately going KAPUT!

Some of my best memories of childhood were of setting the dogs at beggar monks.

but it has bad effects for our fishermen in the north too. it is a blesing in disguise. they too had TOO MANY interections with their relatives from TN. now its time to stop.

the northern seafront is the SINGLE BIGGEST RISK area for SL. closing it by FRUSTRATION (lol!!!) of their NEED to create an atmosphere where these criminals operate is STUNNING.

I like your idea about ADSL. We already lead South Asia is broadband. We are moving to a 4G network while the India is still putting up a 3G network.

Computer literacy in Sri Lanka is picking up, but I think we should implement government sponsored night classes that teach the computer basics to the average people in poor and rural areas. A course like this should last about 4 weeks to cover the basics of using a computer.

If we do this more people will see the usefulness of computers and will save money and purchase one. In other words they will see that computers are not a "luxury item" but a "neccessary item" in a house hold. And ofcourse, computer prices coming down is also very helpful

I am not a big expert on CSE investment issues. However, this is my two cents worth.

We all know that Sri Lanka going to have a great future, if we were to keep this momentum going without bowing into any unwanted external pressures. On that assumption, Blue Chips would certainly flourish or Indexes expect to go up (assuming that all the other factors are constant).

Now, it is certainly a good time to buy assuming all the above and assuming that you are in for the long-term.

[we will forget momentarily the fact that highly fluctuating boards are the best boards].

Now you are going to use your FCs (Pounds, $ etc) to buy Rupee Stocks. CSE does not trade in FCs.

The basic rule is, as soon as you want to trade in another currency than your own currency, you are exposed to FC risks. Now you are getting into a "Double Projection" cycle. Instead of working with one variable (stock fluctuations), now you are exposed to both the stock as well as currency fluctuations. On top of that you have to consider loss or profit positions based on currency conversion costs built on top of other costs. So, you have to constantly keep projecting/evaluating your position using two variables + costs when making your investment decisions.

Also, do not forget that when the economies grow (that means exports go up relative to sum of imports, and previous periods exports), the 'Value of Rupee' goes UP too. As the demand for Rs would be higher than the previous.

So the game become complex than a Rupee only investor when you are standing on two currencies.

Here is how you could attempt to handle the situation.

You open an NRFC Account. Then open your SIERA Account. Send your money directly to the NRFC Account. When you are ready to invest (after juggling with your two projections + costs) make your move. Transfer the necessary funds to the SIERA account and purchase the stocks leaving the rest in the NRFC.

Now constantly monitor both your investment and currency situation. When it is time to sell, sell. Your funds will come back to your SIERA account. Depending on your projections/position/circumstances withdraw money back into NRFC.

So, it looks complex and requires little bit of skills in both the currency as well as stocks.

However, our stock-market is really good, if you live it to the full. Jim Cramer should be really envy us, compared to the load of s*it he has to deal with NYSE.

Good luck mate. Do not bet all your money on the stocks either!

The northwestern coast is one of the few produtive fisheries in the world and the Sethusamudram project will impact Sri Lankan fishermen too.

Also, there could be a loss of land area due to erosion..

I agree with you that uncontrolled traffic between the two countries needs to be stopped.

Places like Velvetiturai were notorious for smuggling even before the LTTE came into existence.

If what the Indian news papers are saying is correct, then the Govt is doing the right thing by setting up a navy detachment/watchtower on Kachchtivu island.

Canadian Tamil organizations are warning Toronto Tamils not to send money to a Sri Lankan company offering to find missing family and friends in the wake of the country’s bloody 25-year civil war.


In a recent email sent to Tamil Canadian organizations, L. Jude Perera, who calls himself a consultant for “Internally Displaced People Services,” says for an initial fee of $25 his ‘family find’ company will attempt to make contact with Tamils forced from their homes into military camps.


“We take this email seriously and are asking members of the community not to make any contact with this person,” said David Poopalapillai, a spokesperson for the Canadian Tamil Congress. “This company is totally inhumane. These people are trying to make money out of people’s misery.”

Sometimes back I was helping the E-Government SL project as I could. It is a great initiative that requires constant funding.

Some of our guys were so big on idiologies and wasted lot of money (it is a different story). However, the premise is, the Government should look into more and more to get the biggest benefit of Internet, which is the "unrestricted reach".

If you could use Internet, you can increase all four aspects of "service",
1. Reach 2. Range 3. Responsiveness, 4. Accuracy

Well, we do not have to be Chicken and Egg and wait until all the households in SL gets Internet and ADSL to make government services "Web Enabled". We can do it now.

Even the Government Agents can use the Web Interface (using a separate login) access the back-office and provide the services to the public as stage 1. Then develop the Public Interface for the General Public to use.

Call-Centres also can play an integral role. We can create Integrated Call Centres that handles multi discipline services.

About the Computer Training. Well, we are looking for web browsing.

It would be pretty easy to develop a UI Mask (a simple new interface that would sprung from boot) that totally mask all the bells and whistles of Windows etc., and present the user with a very simple interface from boot-up itself.

The first screen of GOSL interface could have the option to select one of the three languages, and from there onwards viola our grandma also would be using it.

No training necessary -just teach her what a 'mouse', 'mouse pad', 'keyboard', 'where the power-on switch' etc are. She should be good!

yes. agree with you.

a cost-benefit analysis is needed. the benefits of "destroying" this fishing field is MORE beneficial than having it.

1. monitoring this area (detection & stopping) is IMPOSSIBLE. that is a fact. even now the SLN is trying hard to watch over the indian fishermen. their scope is VERY limited. stopping them is EVEN HARDER. things get worse when SL fishermen will also start regular fishing in this area!!

2. this is the ONLY border dispute SL has and it can (potentially) make things VERY ugly between SL and india.

3. interactions by SL fishermen with indian fishermen is UNSTOPPABLE. this area is notorious for that. as you said the LTTE grew from it.

4. the fishing benefits for SL (SL only) is less than the risks/costs of monitoring, stopping, attacking, settling the issues, diplomatic issues, illegal weapons/drugs/goods, rebirth of the LTTE (even JVP had got weapons this way in 1971 and the negombo/puttlam underworld), illegal immigration - a MASSIVE hidden problem.

5. SL also benefits from the additional patrolling the indian navy will carryout to keep it VERY safe (nuclear material MAY be going this way for indian power plants. bangladesh is also building a nuclear plant). this will almost TOTALLY restrict illicit traffic in this area.

6. contrary to some beliefs, SL's shipping will not be affected bcos major shipping routes are not at all affected. actually this is good for SL when hambantota comes up. ships travelling from india's west to east will not "cut-across" the largest asian shipping route running south of SL, 10 K(n)Ms from h'tota.

to make matters worse the h'tota chinese connection and indian ships carrying plutonium around india will have "interactions" IF the sethu project is not built. poor SL will be in the middle!!!

let india be in our north-west, china on the south-east (oppositte).

7. SL's economic zone has expanded. if the sethu project was not built, india will have to regularly violate SL's TWs and the EEZ.

8. fisheries resources in this area attracted TN fishermen to settle down in jaffna and vanni over the years (<1983). while sri lankans moved out of the jaffna peninsula, the population in jaffna/vanni skyrocketed (relatively) than average SL from the start of the 20th century till 1981.

in fact this was happening from 1215 CE onwards ILLEGALLY. again this will start happening. it is IMPOSSIBLE to check everyone, they are the SAME!!!

there is no credible evidence that erosion will affect SL. dredging takes place closer to the indian side of the divide. the opposite of erosion may also happen.

This is how Tamils developed the Tamil identity in SL.

Before the Dutch, Tamils came to Sri Lanka sparingly but they did NOT colonized Sri Lanka. Whoever the Tamils/Kerala's/Telangus/Malayalis came, they integrated into Sinhela. Those were the one who thought to stay.

Majority did not stay because most of them were fishermen who set foot here, and they did not have a 'market' in the North and East to sell their fish. Since there was no 'ice' or 'freezers', they could not 'stay' in the North and do fishing, as the populated areas of the country was further South.

However, when Dutch came, the equation changed. The Dutch imported 'Govi (Wellala)' Tamils to grow Tobacco in the fertile lands of North. Now, they got paid, and they got settled in the North too. Now for the Indian Fishermen the Tobacco Farmers with Money became a good market. So, they came in numbers and settled too (then Government of Sri Lanka had to look the otherway as they have given away the North to the Dutch). From there onwards various other caste Tamils also came and settled in the North and gradually migrated to the East too.

The history of Tamils in today's context does not go back to more than 300 years.

However, they all are now Sri Lankans. We have to accept them as Sri Lankans and make them an integral part of the Sri Lanka who works and reaps the fruits of her development.

If any s&cker contradict the above, first ask him/her to dig even 100ft and find any archaeological evidence to prove their claim. Only what you would find will be archaeological evidence of Sinhela and Buddhist civilization.

When sand is dredged and transported to TN for construction and repay the cost of dredging the Sethusamudram canal fills up with sand eroded from the beaches of northern Lanka. An environmental disaster.

LALGARH (WB): Security forces launch operation against Maoists at Lalgarh says DGP Sujit Kumar Sarkar.

Maoists carrying AK-47 rifles today patrolled the roads here and formed a human shield comprising women and children vowing to prevent storming of the area by security forces as a fresh upsurge of violence killed a CPI-M leader and two party activists.

Having taken over the area after forcing the police out, agitating tribals, backed by Maoists, dug up the roads at several places and blocked roads with more than 100 tree trunks to obstruct movement as 2,100 paramilitary forces, including a special force raised to combat Left-wing extremists reached Jhargram, near Lalgarh.

The Maoists armed with AK-47 rifles manned the roads between Lalgarh and Belpahari, another naxal-infested area, and erected a three-tier human shield by using children and women, a senior police official said.

Approachable from four directions by metalled and mud roads, Lalgarh remained cut-off from three sides after tribals torched the police stations and ransacked the houses of local CPI(M) leaders and took over the entire area.

Earlier in the day, six unidentified gunmen riding motorcycles shot dead local CPI-M leader and two party supporters.

Alarmed by the continued violence, Home Minister P Chidambaram today asked West Bengal government to move security forces to Lalgarh. He suggested the state government appeared to be divided over whether to send the security forces to reclaim Maoist-held areas.

My Comment:

I am all for "Political Solutions" with terrorists: First in India, then in Sri Lanka. That is why I VEHEMENTLY criticize the Indian security forces attacking Maoist TERRORISTS. These are FREEDOM FIGHTERS with legitimate grievances...aren't they? The Indian Govt should NEGOTIATE a PEACEFUL Power Sharing AGREEMENT with them...isn't that so? Hey, if they were demanding an INDEPENDENT WEST BENGAL...GIVE IT TO THEM, after all every community, no matter how small, has the right of SELF-DETERMINATION ...don't they? By confronting the Maoist terrorists, INDIA's security forces are PROVOKING THEM and DELIBERATELY INFLICTING civilian casualties. What, the terrorists gun down innocent people, you say? Well, we have to break SOME EGGS in an FREEDOM struggle, DON'T WE? BOYS, will be BOYS. Forgive them, don't be harsh. INDIA constructs INDIGENOUS Mixed-Oxide (Pu/U) Breeder Reactor Power Plant!

CHENNAI: India's first indigenously designed fast breeder reactor, which is expected to start functioning at Kalpakkam in Tamil Nadu by 2010 and generate 500 MW of electricity, is headed for another milestone.

The breeder reactor - which breeds more material for a nuclear fission reaction than it consumes - is being built by the Bharatiya Nabhikiya Vidyut Nigam Limited (Bhavini) at the Kalpakkam nuclear enclave, 80 km from here. The prototype fast breeder reactor (PFBR) will see a major achievement when its main vessel is lowered into the safety vessel. This is expected shortly.

"We are confident of getting the regulatory clearances for lowering the main vessel soon. We will lower the main vessel into the already erected safety vessel," Prabhat Kumar, project director of Bhavini, told IANS.

Tasked to build fast breeder reactors in India, Bhavini is awaiting clearance from the Atomic Energy Regulatory Board (AERB). Kumar said around 46 percent of the PFBR project work is complete and by the end of the year it will be 60 percent.

The sodium cooled fast reactor designed by the Indira Gandhi Centre for Atomic Research (IGCAR) has three vessels - a safety vessel, a main vessel and an inner vessel.

Outermost is the stainless steel safety vessel, which was lowered into the reactor vault last June - the first milestone.

The main vessel made of stainless steel measures 13 metres in diameter, 13 metres in height, weighs 200 tonnes and will go inside the safety vessel to hold the coolant liquid sodium, reactor fuel, grid plates and others.

The third and smaller of the three vessels is the inner vessel - 11 metres tall - and supports equipments like pumps, heat exchangers and others.

According to Kumar, a sum of Rs.1,719 crores has been spent on the project and the company may go in for the placement of bonds to raise funds for the Rs.3,400 crore ($717 million) project.

The Atomic Energy Commission (AEC) has accorded its sanction for Rs.250 crore to carry out pre-project activities for setting up two more fast reactors at the Kalpakkam nuclear enclave.

"Now the union cabinet will have to accord its sanction," Kumar said.

According to him, pre-project activities include site inspection, ground levelling, soil survey, laying of roads, setting up site assembly shops, water channels and others.

"It will take around one-and-a-half years to complete the pre-project activities," he said.

While the reactor uses fission plutonium for power production it breeds more plutonium than what it uses from the natural uranium. The surplus plutonium from each fast reactor can be used to set up more such reactors and grow the nuclear capacity in tune with India's needs.

RAMANATHAPURAM: The Indian fishermen were not being allowed to fish near Katchativu even after the war has ended in Sri Lanka, alleged fishermen from Rameswaram.

The Lankan navy has been constantly targeting and harassing the Indian fishermen, especially at a time when the fishermen have ventured into sea after the 45-day ban period.

Meanwhile, nine fishermen from Rameswaram who were freed recently from a prison in Sri Lankan, were received by the Indian Coast Guard (ICG) personnel at mid sea on Wednesday.

The fishermen had set out to sea on June 8 and were detained by the Lankan navy for allegedly trespassing the international maritime boundary line (IMBL). They were kept in a prison, after being produced in a court.

The leaders of fishermen associations had called for an indefinite strike seeking government’s intervention in having the fishermen released. They withdrew the strike following government’s assurance.

According to the fishermen, they are unable to make any good catch within the Indian territorial waters, so invariably they trespass the IMBL for better catch. They are urging the government to renew the fishing rights that was signed between the India and Sri Lanka in 1974.

The fishermen also say that a big Lankan war ship has been anchored at the IMBL to threaten the fishermen. The Indian boats are surrounded by the patrol boats and the Lankan navy personnel not only take away the catches but also resort to beating the fishermen.

Meanwhile, two mechanised boats sank in the sea on Monday near Dhanuskodi when the fishermen were trying to escape an attack launched by the Lankan navy. Nine fishermen of Rameswaram and Mandapam had a miraculous escape in the incident and they were rescued by two different boats. Whereas, another mechanised boat was damaged when the Lankan navy vessel hit the boat in mid sea.

In keeping with a captivating tournament where sustained excellence has been consistently rewarded the Twenty20 World Cup semi-finalists have been the best teams in the competition.

South Africa meet Pakistan in Nottingham Thursday (1630) followed by Sri Lanka against West Indies at the Oval Friday (1630). The final will be staged at Lord's Sunday (1300).

A Sri Lanka-Pakistan final would provide an emotional climax to the tournament following the armed attack on the Sri Lanka team in Lahore in March. Captain Kumar Sangakkara was one of six Sri Lanka players wounded by a small group of heavily armed men who killed six Pakistani policemen and the driver of the bus carrying the match officials.

The more likely outcome is an enticing clash of cultures and styles between the innovative and intelligent Sri Lankans and the rigorously drilled and athletic South Africans.

After grinding their way to a narrow victory over New Zealand in the first round, South Africa have gone from strength to strength.

They cover all bases in attack and defence with high pace from Dale Steyn and Wayne Parnell, effective spin from Johan Botha and Roelof van der Merwe, sharp fielding and lengthy batting headed by Graeme Smith and Jacques Kallis.

Their bowling is equally effective. Lasith Malinga has demonstrated a masterly command of bouncers, yorkers and change of pace and Muttiah Muralitharan and Ajantha Mendis both contain and attack with their unorthodox spin.

Pakistan, the most mercurial team in world cricket, have improved dramatically since losing to England in the first round.

Their strength lies in the bowling where Umar Gul destroyed New Zealand with reverse swing. Shahid Afridi's batting has fallen off but his brisk leg-spin has been a constant danger backed up by off-spinner Saeed Ajmal and his dangerous doosra.

West Indies look the most fallible of the semi-finalists but, after losing two tests and two one-day internationals to England last month, they feel they have the most to prove.

If the sun shines and their supporters continue to turn out in force they have the talent in Chris Gayle, Dwayne Bravo and Fidel Edwards to emulate their heady Lord's triumphs of 1975 and 1979 in the first two one-day World Cups.

CHENNAI: The U.S., China and Israel that helped Sri Lanka have the moral responsibility to prevail upon President Mahinda Rajapaksa to ensure constitutional guarantee of equality to Tamils, said Subramanian Swamy, Janata Party leader, on Wednesday.

Talking to reporters here, Dr. Swamy said India also could not shirk its responsibility as it had extended help to Sri Lanka. “Now that the LTTE is no longer in the picture we can go ahead and help the Tamils. There is a need to create an autonomous Tamil state.”

Dr. Swamy, who will be in the U.S. till August, decided to visit Washington to meet officials in charge of the South Asia and prevail upon them to put pressure on Sri Lanka.

Sri Lanka was planning to create a military base in Katchatheevu and India should not allow it to happen. “It must warn Sri Lanka that it will not hesitate to cancel the Katchatheevu agreement if the country goes ahead with its plans,” he said. As regards the Sethusamudram project, he had written to Prime Minister Manmohan Singh asking him to issue a directive that the project be put on hold till all the analysis was done with regard to its environmental impact. Instead, the government could develop the Tuticorin Port into an international container port, connecting to Kolkata by a railway line along the coast.

We are being told that man who had been close to MR has been caught supplying medicines to the tigers and this is not surprising as the these guys always maintained that with their endless funds could buy anyone or do any thing.
We must not discount count a possibility of they copying a Predator aircraft somewhere out side the island where they will have access to so many experts in the field who may help them. They too could equip them with the appropriate missile and target the gathering at the Parliament or Temple trees. They will just do that just to keep the Diaspora interest alive after all politicians in these countries will show a blind eye to their schemes.
We must win the hearts and minds of the western world without snubbing them by going on a worthless visit to Burma etc.
As Stephen Long stated in the Island that these countries were misinformed from the beginning. All our stupid diplomats and others could say was how greater history and culture we had 2000 years ago and do we have much to show for it now except the antiques of Mervin? I was horrified our HC staff at a photo exhibition revealing the same nonsense when the local VIPs have given up their valuable time to attend that exhibition.

You are right: both Prime Minister Manmohan Singh and Pakistani President Asif Ali Zardari suffer from a widely prevalent form of amnesia that attacks politicians in the subcontinent in such a way as to make them forget events of the recent past. Zardari was grinning like a maniac, holding on to our dear prime minister’s hands as if our prime minister were Sarah Palin; and our prime minister was smiling, too, looking suitably coy, as if he were in the presence of George Bush just after he professed love. Standing in that exotic Russian destination with an unpronounceable name, you could not have imagined that Mumbai attacks happened a little over six months ago and Pakistan had done precious little to address the issue other than to set free people like Professor Hafiz Saeed, the patron saint of the Lashkars and thereby sending a big signal — nudge nudge wink wink — to his growing band of followers.

To make this cosy scene palatable the prime minister uttered a carefully worded politically correct soundbyte (limited mandate is to discuss terrorism) that set the stage for the next soundbyte that he provided on the plane back home. In the second soundbyte he said Pakistan wanted more time to deal with the terrorists. What was Pakistan doing all this while? What is Zardari going to do between now and July to enable our prime minister to repose his trust once again in the Pakistanis and take the dialogue process forward? This scene is recurring with such a disturbing and predictable frequency that it appears all New Delhi seems to be saying to both US and Pakistan after every attack privately is: give us a few months to forget the last attack and we’ll talk again. So we talked after Parliament attack, a barely three months after the 2006 Mumbai train blasts in Havana, and now six months after Mumbai 26/11 in Yekaterinburg. To justify the Havana meet they came up with a fig leaf of the Joint Working Group on terrorism, a scandal even bigger than can be imagined. Even its author has since in a press conference acknowledged that particular inspiration had gone nowhere. What will they come up with next?

The build-up to this bit of whispering sweet nothings in the one-to-one between our prime minister and their president has been interesting. The chronology is clear enough. Most analysts point to Pakistan and say that for the first time Pakistani army is serious about fighting the terrorists, the bad terrorists, not the good ones. The ones that are against America are the bad ones; the good ones are those against India. The army and the frontier corps are carrying out operations in Swat. They are poised to move into South Waziristan, to isolate and tame Behtullah Mehsood. This must have been discussed among the principals when Hamid Karzai and Zardari met President Obama in May when Obama must have asked Pakistan to stop enabling the Taliban; otherwise the troop surge in south and southeast Afghanistan would be meaningless. Obama wants Pakistan to eliminate the safe havens. And in the arm twisting the army has been forced to deal with the situation and has therefore begun a more deliberate operation. The army has since thrown a ring of silence around the area and is in the throes of what appears to be an operation pretty much like the one we just saw in north eastern Sri Lanka.

In the beginning of June there was an American travel advisory citing high threat to travellers to India when in fact there was no discernible increase in threat perception in India, something that the home minister took pains to point out, then William Burns, US undersecretary of state, delivered a letter from the US president the contents of which remain undisclosed, and he publicly suggested jaw-jaw between New Delhi and Islamabad while at the same time provocatively playing up Kashmiri sentiments. The next thing we know is that our dear obliging prime minister finds 45 minutes for a heart to heart talk with Zardari who, frankly, everybody knows is a bit of a clown and has no real say in anything. He is not consistent. He doesn’t appear to have a mind of his own.

And his writ doesn’t run very far at a time when Pakistan is bleeding from self-inflicted wounds. Ever since the Lal Masjid operation of July 2007, in terms of day-to-day terrorism Pakistan faces more of it than we do today. The constant bomb attacks and the killings of clerics have not gone down well with the public. The Taliban’s attempt is to show that it can hit at will and it has so far succeeded but it is unclear whether it will survive the full weight of the Pakistani army coming down upon it and how the Swat operations will end. The army has lost some of its soft control over the bad terrorists. Much of the arms the bad terrorists are using had reached them through clandestine government channels, just as the arms reached the part of Kashmir we control. Ultimately the Pakistani army’s grudging fight against the bad terrorists has no practical spin-offs for us, and therefore provides us no consolation. Pakistan still refuses to rein in the good terrorists. Yet the Americans have no doubt conveyed a message saying they are having problems in the conclusive stage for hunting for their bad guys for which they need more troops so can New Delhi please make some enabling gestures? They must have also reminded New Delhi that it was bilaterally cast in stone that dialogue process had to go forward, always, no matter what. New Delhi must have said, “Okay we will talk, but only on terror.” The US knows that even if Pakistan moves its entire army to Swat New Delhi will not send troops to liberate ‘Azad Kashmir’. What then is the pay-off? What assurances have been quietly passed on? Can we expect Pakistan to handcuff all the bad guys we want and throw them into the Arabian Sea? As someone who has dealt with Pakistan nearly all his professional life told this reporter once: “Leadership options in Pakistan are at best limited to tinkering with the tactics, not redefining strategy.”

What could happen will be altogether modest. Yes, you will think you are watching a rerun of the same old song and dance routine. The deliverables will be limited to Pakistani assurances that they will expedite the trial against the Mumbai accused, which in real terms means that we will continue to have nightmares of new attacks perpetrated by the same accused. The government might also move legally to make an attempt to get Hafiz Saeed restrained just a little. Some temporary terrorist training camps may be shifted temporarily away from the border. What after that? Well, the Indian High Commission in Islamabad will begin issuing visas feverishly. Is that bad? Not at all. The good terrorists who will come and attack us won’t be carrying visas.

A few kind words to Kalana Senaratne who wrote to Island on June-19-2009 with the title "Bob Rae and ‘Universal Jurisdiction’ – the War is not yet over".

Perhaps he is willing to worship white masters. However, we are not. For his information:

(1) Kalana should know damn well that possession of a valid visa does not guarantee entry in to any country.

(2) Bob Rae had neither being invited nor welcome to meddle in our internal matters.

(3) There are no war crimes committed by Sri Lanka as Kalana tries to pass in the idea of such crimes. It was LTTE who engaged in war crimes against Sri Lanka.

Many Indian Tamils, even those who dislike the LTTE, have some kind of emotional attachment to Kachchtivu. For two decades, Chinese diplomacy has been guided by the concept of the country's "peaceful rise." Today, however, China needs a new strategic doctrine, because the most remarkable aspect of Sri Lanka's recent victory over the Tamil Tigers is not its overwhelming nature but the fact that China provided President Mahinda Rajapaska with both the military supplies and diplomatic cover he needed to prosecute the war.

Without that Chinese backing, Rajapaska's government would have had neither the wherewithal nor the will to ignore world opinion in its offensive against the Tigers. So not only has China become central to every aspect of the global financial and economic system, it has now demonstrated its strategic effectiveness in a region traditionally outside its orbit. On Sri Lanka's beachfront battlefields, China's peaceful rise was completed.

What will this change mean in practice in the world's hot spots like North Korea, Pakistan, and Central Asia?

Before the global financial crisis hit, China benefited mightily from the long boom along its eastern and southern rim, with only Burma and North Korea causing instability. China's west and south, however, have become sources of increasing worry.

Given economic insecurity within China in the wake of the financial crisis and global recession, China's government finds insecurity in neighboring territories more threatening than ever. Stabilizing its neighborhood is one reason why China embraces the six-party talks with North Korea, became a big investor in Pakistan, signed on to a joint Asia and Europe summit declaration calling for the release from detention of Burmese opposition leader Daw Aung Suu Kyi and intervened to help end Sri Lanka's 26-year civil war.

The calculus behind China's emerging national security strategy is simple. Without peace and prosperity around China's long borders, there can be no peace, prosperity and unity at home. China's intervention in Sri Lanka and its visibly mounting displeasure with the North Korean and Burmese regimes suggest that this calculus has quietly become central to the government's thinking.

For example, though China said little in public about Russia's invasion and dismemberment of Georgia last summer, Russia is making a strategic mistake if it equates China's public silence with tacit acquiescence to the Kremlin's claim to "privileged interests" in the post-Soviet republics, many of which are located on China's western flank.

Proof of China's displeasure was first seen at the 2008 summit of the Shanghai Cooperation Organization. President Dmitry Medvedev pushed the SCO to recognize the independence of Abkhazia and South Ossetia, but the SCO balked. The group's Central Asian members -- Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan -- would not have stood up to the Kremlin without China's support."

So far, China's rulers have regarded emerging strategic competition with India, Japan, Russia and the United States as a jostling for influence in Central and South Asia. China's strategic imperative in this competition is to ensure that no rival acquires a dangerous "privileged influence" in any of its border regions. Beijing also wants to maximize the protection of its trade routes -- not least of which are its sea lanes (hence China's interest in Sri Lanka and in combating Somali pirates).

In the 1990s, China sought to mask its "peaceful rise" behind a policy of "smile diplomacy" designed to make certain that its neighbors did not fear it. China lowered trade barriers and offered soft loans and investments to help its southern neighbors. Today, China's government seeks to shape the diplomatic agenda in order to increase China's options while constricting those of potential adversaries.

Instead of remaining diplomatically aloof, China is forging more relationships with its neighbors than any of its rivals. This informal web is being engineered not only to keep its rivals from coalescing or gaining privileged influence, but also to restrain the actions of China's local partners so as to dampen tension anywhere it might flare up.

Rather than creating fear, China's newfound assertiveness should be seen as establishing the necessary conditions for comprehensive negotiations about the very basis of peaceful coexistence and stability in Asia -- respect for all sides' vital interests. In recent years, such an approach ran counter to the U.S. foreign policy predisposition of favoring universalist doctrines over a careful balancing of national interests. With the administration of U.S. President Barack Obama embracing realism as its diplomatic lodestar, China may have found a willing interlocutor.

Actually, there is a database of fallen heroes and it is available for the public. MOD doesn't wanted to make it accessible through the Internet. But it is available in the national heroes museum located at the basement of the Independence Square. I have involved in this project. It was opened on 4th Feb 2008. However, MOD and dept. of museum and ICTA must take necessary actions to update it.

TORONTO: An email by a Sri Lanka-based Sinhala to offer his services for a fee to Tamils to find their missing relatives has outraged the community in Canada. Thousands of Tamil Canadian families are desperately looking for their relatives who have either died in the recent conflict or become 'internally displaced people' (IDPs).

In his email two days ago to Tamil Canadians, L. Jude Perera of Consultant IDP Services in Koswatte (Thalanama North) in Sri Lanka asked them to register with him for $25 for "professional services" to help find their missing kin.Under the banner of Internally Displaced People (IDP) Services, he said: "We try to find out IDPs: whose-who? In direct contact/communicate with the law enforcement authorities. Please inform us the full details."Promising the Tamils to recover their lost homes, lands and properties, his "first come first served basis" service said: "All the work that we do is with government officers and law authorities, namely forces/security personal, ministries, our personal contacts, SMS, telephone calls, lawyer's fees etc., involves travel and stay in the north or east (permit areas). So the expenses incurred are on a case by case basis."

Outraged at the email, Canadian Tamil leaders said their 300,000-strong community is deeply disturbed over this development."How can anyone do business on people's misery? This is an outrage. The international community, and Indian and Tamil Nadu governments in particular, should not allow this trade in Tamil misery," Canadian Tamil Congress (CTC) leader David Poopalapillai said Thursday.

"Who is this man? Who is backing him? He cannot operate without the Sri Lankan government's consent. This shows how low Sri Lanka can stoop to deal with Tamils," he added. Asking the Tamil diaspora "Do you want to build a monument for your loved ones?", the email said: "If you want to organise a thanksgiving mass for lost family friends/relatives or another person of any race or build a monument please let us have the details."

The Reconstructed Jethawana Stupa was re-dedicated by President Rajapaksa, today.

Who among us cannot remember buying bricks from the stall and walking along that long road to the Stupa which was broken and covered at the top in places with earth and bushes growing in it, and stacking them at the foot of this Stupa? I have done that many times in my life.

It is wonderfully appropriate that this Stupa has risen like a phoenix from the ashes in this phenomenal Year of National Liberation & Reunification like Sri Lanka itself!

China expresses “strong dissatisfaction” over ADB approval to India

BEIJING: China has expressed “strong dissatisfaction” over the Asian Development Bank’s decision to approve a $2.9-billion funding plan for India which includes projects in parts of Arunachal Pradesh still under dispute between the two countries.

The Chinese government said on Thursday the ADB had “tarnished” its name by approving the plan and urged the bank to reconsider its decision.

The ADB’s Board of Directors met on Monday to approve India’s country strategy for 2009-12, which includes a $60 million flood-management programme in Arunachal Pradesh. China still has claims on parts of the State, and talks to resolve the long-running border dispute between the two countries have made little progress.

The Chinese government accused the bank of playing politics by granting approval for India’s projects. Foreign Ministry spokesman Qin Gang said on Thursday China expressed “strong dissatisfaction” over the decision.

“The Asian Development Bank, as a regional developmental institution, should not interfere in the political affairs of members,” he said.

“The bank’s move not only seriously tarnishes its own name, but also undermines the interests of its members.”

Mr. Qin said the outcome “[did] not change the fact that China and India have huge territorial disputes,” and could not change China’s “fundamental position on the border issue.”

The Chinese government “strongly urged” the ADB to “take effective measures to eliminate the negative impact of this move,” he added.

But there is still some uncertainty whether the specific projects in the disputed areas will go ahead. Ann Quon, Principal Director, Department of External Relations, ADB, said in an e-mail message to The Hindu that the ADB’s Board of Directors had on Monday only given “broad support for the general development thrust and direction of the Country Strategy” for India. Individual projects and programmes, she said, “would require separate approval by the Board of Directors.”

Ms. Quon rejected the Chinese government’s suggestion that the ADB had in any way involved itself in the political dispute between the two countries.

She said “only economic considerations” were relevant to the bank’s decision, in accordance with Article 36 of its charter which prohibits the bank from involving itself in the political affairs of its members.

“The ADB takes no position on territorial disputes between its members,” Ms. Quon said.

She said the bank would issue “suitable guidelines for its staff on dealing with proposed activities in disputed areas.”

What a match it was three wickets in the first over them scoring only one run and I never thought that I would ever see so many SL flags just out side my office in Vauxhall where the local pubs were crowded with the Sri Lankans singing and dancing with the celebrity cry ‘jayaweva’I think Sri Lanka took over Vauxhall and intended Diaspora protest just didn’t materialize and some of them I observed bought the entry ticket from the touts outside and joined in and my mates noticed that their mood changed when the 3 wickets were taken and joined in the cheering crowds. I was told that this cheering too happened when the Sri Lanka won the world cup and the tiger hierarchy couldn’t stop their enthusiasm. Perhaps their leaders too ended in cheering SL.

TORONTO: A bill was introduced in the Canadian parliament Thursday to end discrimination against Indian and other non-white immigrants in old-age pension.

Under the current discriminatory Old Age Security Act, senior immigrants from India and many other nations have to wait 10 years to become eligible for pension while those from European countries start getting this benefit within three years.

Introducing the Bill C428 in the Canadian House of Commons, Indian-origin MP Ruby Dhalla said: "This bill seeks to increase support to immigrant seniors and erase an inequality that exists against seniors coming to Canada from certain countries like China, India and others in Africa, South America, and the Caribbean.

"Immigrant seniors from these areas have to wait 10 years to receive their Old Age Security benefits versus three years for seniors coming from other countries.''

Canada's first Sikh woman MP said the current law discriminated against senior citizens on the basis of their country of origin.

This practice is unfair and unjust as it has forced immigrant seniors from many countries to live a life near poverty."All seniors in Canada, irrespective of their country of origin deserve to age with dignity. Seniors form the foundation of our country and deserve to be treated with equality, fairness and respect so that they may age in comfort,'' said Dhalla.

She urged all political parties to support the bill to equalize the residency requirement for all immigrant seniors regardless of country of origin.

Indian Canadians have been spearheading a campaign since the 1990s to seek end of the discriminatory pension law. On their behest, former Indian Canadian MP Gurmant Grewal had raised this issue in parliament in 1998.

Indian Canadian seniors were invited by the then finance minister Paul Martin and given the promise to end the discriminatory law."But he did nothing to address the issue. The problem is that Canada has bilateral old-age pension agreements with largely white nations, but not with India and most other countries,'' Grewal told IANS.

But, I worry about MR's safety...even now there are assassination plots being uncovered against him in SL.

UK is a hotbed of LTTE agents. I wouldn't put it past them to field a suicide bomber there. I prefer MR to remain in safety to lead our people to a brighter future than lose his life attending a cricket match.

LALGARH (WEST BENGAL): Maoist rebels put up stiff resistance to the advancing security forces in Lalgarh, carrying out surprise attacks and engaging them in heavy gunbattles on the second day of a massive operation launched by the West Bengal government to free the area of the leftwing radicals.

Two security personnel were injured in a landmine blast.

The rebels dug roads, burnt bridges and felled trees in the area, forcing the central and state police personnel to use firearms and slowed down their march to retake the rebel-held area in West Midnapore district. The forces also made baton charges and lobbed tear gas shells to chase the rebels.

The state government used surveillance helicopters to watch over rebel movement in the area and also air-dropped leaflets written in Bengali and the tribal Alchiki script, asking people of Lalgarh not to fall into the Maoists' trap to use women and children as human shields.

A landmine blast occurred in the evening at Pirakata bazaar, an area reclaimed by the forces from the rebels Thursday. Two policemen in a vehicle that hit the landmine were injured. "Both suffered splinter injuries in the low-intensity blast," an official said.

After a relatively easy day Thursday, the central and state security personnel who had set up camp near West Midnapore district's Jhitka jungle - believed to be a Maoist den - were somewhat taken aback when the Maoists rushed in from the paddy fields to an area where the forces had halted Thursday night and started firing.

As the firing began, the forces immediately started retracing their steps for a couple of kilometres, to Pirrhakhuli - where they were attacked by another group of well-armed Maoists, accompanied by about 100 members of their associate People's Committee Against Police Atrocities (PCAPA). Attacked from the rear, the police seemed trapped, as the Jhitka jungle is also believed to be heavily mined.

The rebels fired from the paddy fields, and some nearby houses for about an hour before fleeing, said Inspector General of state police (Law and Order) Raj Kanojia. "It was long range fire. I have not received any report of casualties," he told IANS.

Seven arrests were made from Goaltor in the same district, Kanojia said.

Some journalists saw Maoists planting mines at Koima, an area reclaimed by the security forces Thursday night.

The security forces have been advancing from four directions towards Lalgarh, 200 km from Kolkata, where the Maoist guerrillas have been active in organising a tribal movement alongside the tribal body PCAPA.

Apart from the main contingent at Bhimpur, three other teams are moving from Jhargam and Goaltor in West Midnapore district and Sarenga in Bankura.

The group which started from Sarenga police station, faced a stiff challenge at Kargil More of Pingboni, where the Maoists tried to obstruct them by digging roads, burning a road bridge and felling a large number of trees.

The security forces also had to contend with a human wall at Sarenga and used tear gas and batons to break the wall of protestors.

The Sarenga offensive was halted for the day and the forces are waiting for reinforcements.

In Kolkata, Home Secretary Ardhendu Sen claimed that some top Maoists leaders including their politburo member Kishanjee alias K. Koteshwar Rao may have fled Lalgarh.

Sen also told reporters that the state government had asked the centre for more forces.

The top bureaucrat, briefing mediapersons after day-long meetings of a core group set up to monitor the security operations, parried a question on how long the operation will continue, saying "We have not set any target".

In New Delhi, Home Minister P. Chidambaram said that the West Bengal government should ban the Left extremist outfit, Communist Party of India-Maoist, which has declared the state's Lalgarh area a "liberated zone".

Complaining of police atrocities after the blast, the angry tribals launched an agitation virtually cutting off the area from the rest of the district.

During the last few days, the agitators have torched CPI-M offices, driven away the party's supporters and forced the police to leave, thereby establishing a virtual free zone.

Maoists have been active in the three western districts of the state - West Midnapore, Bankura and Purulia. They also backed the Trinamool-sponsored movement against the state government's bid to establish a chemical hub at Nandigram in East Midnapore district.

CHENNAI: ‘‘We will not hoist the national flag,’’ P Tamilarasan and two others, members of the ultra-nationalist Tamil groups, have told the Madras High Court on Friday.

‘‘We cannot be compelled to do an act which our conscious do not permit,’’ they said in their petitions filed in the High Court on Friday.

The petitions sought to modify the court’s earlier orders, stipulating certain conditions while granting bail.

Tamilarasan of Coimbatore and two others were arrested on April 25 last while attempting to burn the national flag.

While granting bail to them on June 9, 2009, Justice R Regupathi had stipulated that they should erect poles in front of their respective houses and hoist the national flag daily at 6 am with all honour, for a week. They should also do community service at an orphanage daily for three hours for a week, the judge had added.

Defying the stipulations, the trio said that the Prevention of Insults to National Honour Act, 1971 provided for punishment only for acts of contempt like burning, mutilating or defacing the national flag. There was nothing in it for punishing for just an alleged intention to commit such acts. Disrespect was an offence under the Act. Non-respect was not an offence. The prevailing circumstances of the Tamils in Sri Lanka compelled them not to show respect to the national flag, they said and added that ``hence, we will not carry out the conditions imposed by the court.’’ The petitions are likely to come up for hearing on Monday.

Ananda,I agree with you to a certain extent regarding security threat to MR during a trip. However on one hand MR or SL cannot be expected to miss global prime events in fear of tiger threats, that itself is a giving into terrorists.Our security set up has already shown it's mettle already in the thick of the military campaign and I do not think the situation is worse but much better now but as you say never should put our guard down.
The other thing is tiger supporters solely clinging on to sudda's boots for their utter survival and anything to disturb that applecart will be anethema to them;British will never forgive if
Britain is projected as a country overtaken by terror activities.2012British olypimcs so near any such terror activity on their soil to harm a visiting Head of country would be so damaging to Britain.
If MR could grace the final it would be very fitting but whether our cheifs have looked into this eventuality in advance and already made the necessary arrangements is a moot point.

After to day’s tiger demo where we noticed grant parents seems to urge 8- 12 year olds to attend were urged to join the demo along Park lane. About one third of reluctant ones were seen walking behind after the procession that had already passed. It seems that there’s some forceful participation.
It will be perfectly safe for MR to attend if the Met gives the green light and proper arrangement done with them besides they are a professional force, the best where they will not allow their pride or reputation to be tarnished by a bunch of terrorists who have come to their land as bogus refugees and they are bound to be there giving all the protection needed. Please differentiate the politicians from the people of UK where the police represent the best of our society here.
I think some of those who were in the demo stayed back perhaps hoping to show up at the cricket match?

That is true, but I would not trade any advantage to be gained attending the 20/20 final for any threat to MR's life. The risks are too great! Let me digress...

This war would not have been won if it were not for MR, GR and the SLDF leadership. There are many people, pro-LTTEers as well as some Politicians/NGOs etc among our own, who know that their presence is the main impediment to their plans in the years ahead.

Protecting this leadership should be a TOP PRIORITY for us...or we could lose all that has been gained. Very rarely in a nation's history do such leaders emerge to rescue a country from deep despair.

Also, can we really depend on UK to protect our top leaders from harm? This Labour govt went out of its way to rescue the LTTE, to demonize SL and the GOSL, and to bring them to international courts on human rights charges. Will MR be detained on such charges in Britain, as Pinochet of Chile was, if he comes to Britain now?

In the past they looked aside while the LTTE Diaspora funded the war in SL, and today they are not-enforcing their own laws against terrorism against LTTEers waving Tiger flags. The official govt news organ, the BBC is completely pro-LTTE. I WOULD NOT put the lives of our national treasures in such peoples hands!

Furthermore, in the UK, it will not be our Security Personnel who will be in charge of MR's security...it will be UK officials. What if one of these officials are paid $1 million to allow an assassin near MR? The LTTE has the money, and have infiltrated UK officialdom at many levels.

I would advise against placing MR's head in the Tiger's mouth, no matter what propaganda advantage is to be gained by doing so.

The Deputy Director General of the Foreign Ministry of Israel Ms. Ruth Kahanoff, who was on a working visit to Sri Lanka from 18-19 June, paid a courtesy call on Foreign Minister Rohitha Bogollagama and had bilateral talks with Foreign Secretary, Dr. Palitha Kohona at the Foreign Ministry yesterday.

The Foreign Minister and Foreign Secretary thanked Israel for its consistent support to the Government of Sri Lanka in its efforts towards eradicating terrorism in the country. With the defeat of the LTTE by the Sri Lankan Security Forces, the Foreign Minister said that, a new era has dawned for Sri Lanka under the leadership of President Mahinda Rajapaksa, to promote national integration and economic development.

The Minister further said the two countries should work together to further strengthen the good relations that exist between the two countries for their mutual benefit.

The visiting Israeli Official donated a consignment of medical supplies as a gesture of goodwill, for the use of IDPs in the Vanni.

At the bilateral talks, which was chaired by Foreign Secretary Kohona, in addition to officials from the Foreign Ministry, officials from the Ministries of Agriculture, Tourism and Investment Promotion were associated with the discussions.

Foreign Secretary Palitha Kohona, recalled the excellent cooperation extended to the Government of Sri Lanka by Israel in the areas of defence, agricultural development, water management, health, labour, tourism, culture and sports. There would be greater focus on new areas where there was potential, which were identified for greater cooperation, especially in the areas of agriculture and tourism.

The two sides also discussed regional and international issues of interest to both sides.

Deputy Director General Kahanoff complimented Sri Lanka on its victory over terrorism and expressed the view that it was time that Sri Lanka and Israel further expanded their bilateral cooperation that is beneficial to both countries.

During her visit she also paid courtesy calls on Hemakumara Nanayakkara, Minister of Agriculture, Mahinda Bandusena, Secretary to the Prime Minister, and George Michael, Secretary of Tourism.

I do agree with you regarding the risk to MR.However on security grounds I do not ever beleive Britain will ever allow her name to be tarnished by a bunch of hooligans or terrorists.There is a very good side to Britain they would do their utmost to uphold certain principles as a very good civil society,it is the crooked politicians who are at fault;West & US want to use the tigers and diaspora to creat problems in our country so that we remain poor and they can always be the boss and have a hold over us for political strategy but would not like to show the world that their own countries are full of terror,that would be too damaging to their ego ;politicians would try to manipulate these head of state visits to project their political point as shown by protesters shouting at the recent chinese head visit but would never like to showcase as a country lax in security issues. However here it was (now I do not think MR will attend) a very special and strange scenario where the UK politicians had no power to dictate to MR's visit as he is attending as an ICC dignitary to a raptures welcome by Sri Lankan fans and what a fitting finale would be if SL won? MR in the midst in England with a grand smile attending a Sri Lankan triumphant festival in England!The last thing Brown or Milliband would like to see splashing over their own media. It would have been a diplomatic victory.You know the saying use the enemy's
poison to poison them,something like that.
But I do not know whether MR could be detained as the Chilean president on filmsy grounds and there probably was why our tops did not want him to attend.

The Sri Lankans made a disastrous start, but Sangakkara showed the grit of a great captain (I have suspected for a while his capacity and character), and a great find in Angelo Matthews!

Whether SL wins or not, these two men have protected the honor of Mother Lanka.

It is also great to see, Tamils and Sinhalas, Muslims and Christians of SL coming together in true representation of patriotism that this island deserves.

There was a nice article in a readers digest a few years ago about the Orange Revolution

in Ukraine, and the part western intellgence played. The article said British intelligence

considered themselves capable of "managing" foreign situations well - or something to that effect.

In the recent past, we have also seen a more aggresive foreign policy approach by the current government - albeit a bungling one thanks to that excuse of a foreign secretary. The Indians said he came across as not being an FM of a friendly nation on his visit to India!

If all "unstable" situations are analysed around the world, there will probably emerge common denominators like NGOs, foreign travel to government officials at NGO expense, etc etc. I don't know what all the signs could be, but I'm sure there are clever people who could figure these out.

It has become fairly clear Sri Lanka cannot be moved by external pressure, so any foreign interference will be manouvred via internal players and internal mechanisms.

Perhaps when a conservative government comes in to UK, things will change vis-a-vis a nations like ours. Until then, Sri Lankan counter-intelligence has to be on red alert, especially during these transition times.

What could happen in Iran? Nothing significant, me thinks.

June 21, Colombo: Three more political parties in Sri Lanka are to be registered tomorrow, sources at the Election Secretariat said.

According to the sources the Election Commissioner has accepted three applications out of eight presented by several organizations to register as political parties.

Two of them will be "Ape Jathika Peramuna" and "Peratugamee Party". The third one is not known yet.

Former Minister Mangala Samaraweera will be the chairman of Ape Jathika Peramuna whiles his personnel assistant Ruwan Ferdinandez would be the secretary of the party.

With these three parties, the recognized political parties in Sri Lanka have increased to 65.

June 21, Colombo: Sri Lanka is to build a war museum soon in order to exhibit varieties of military items, Sri Lanka Army Chief said.

Army Commander General Sarath Fonseka said that the proposed war museum will have military equipments that were recovered from the Tamil Tigers.

General Fonseka made this comment during a visit to Mullaitivu last Friday. He said that it would be a largest one compare to that kind of a museum that Sri Lanka currently has.

COLOMBO: The Sri Lankan government was moving against armed jihadis, a new menace in the Eastern part of the island country, which just ended a long drawn out war against the LTTE, claimed a front-page report in the weekly Lakbimanews on Sunday.

Official Indian sources told The New Indian Express that presence of jihadis had begun to cause concern to both Sri Lanka and India. India was glad that the Sri Lankan authorities had, at long last, begun a crackdown on the Tablighi Jamaat members, who were getting funds and ideological inputs from abroad especially Saudi Arabia and Pakistan, the sources added.

There have been instances of the armed clashes between Jamaatis and Tamils, a community the Eastern Muslims have been at odds with over questions of land for the last two or three decades.

Lakbimanews quoted unnamed intelligence sources to say that there could be about 500 jihadis in the three districts in the Eastern parts of Sri Lanka.

Batticaloa alone is believed to have 250 of them.

SPURT IN CRIME USING FIREARMS: In recent months, Eastern parts have witnessed a spurt in crimes such as abductions and extortions. At first it was thought that the perpetrators were members of the Tamil Makkal Viduthalai Puligal, a breakaway group of the LTTE. Later, the LTTE itself was blamed. But investigations later revealed that jihadis were behind most of these crimes.

Last Friday, Security Forces commander (East) Maj Gen Srinath Rajapakse, the Security Forces and the police held a meeting with moulavis and Muslim politicians and civil society leaders at the Hisbullah Centre, Lakbimanews said.

While Lakbimanews said that the Muslim political leaders had been funding the jihadis for the past 15 years, Indian sources contended that local Muslim political leaders were not involved. They also noted that there has been a significant spurt in the establishment of Madrasas where the radical Wahabi ideology is inculcated. Lakbimanews reported that the police in Kanthankudi, a Muslim town in Batticaloa district, had recently seized seven T-56 rifles, SMGs, communication sets and anti-personnel mines.

The paper said that the Defense Ministry had given the jihadis time until July 2 to surrender their weapons. “Thereafter, we will have no mercy on them,” the paper quoted a Defense Ministry official as saying.

The Muslim dignitaries who had attended Friday’s meeting with the Security Forces had admitted that some Muslim youth were armed and promised to persuade them to give up their weapons.

MIDDLE EASTERN INDOCTRINATION: Meanwhile, employment opportunities in the oil-rich Middle East had facilitated religious indoctrination in Sri Lanka. The new Saudi-returned Wahabists began to take on the Sufiists.

Apparently, Pakistan also stepped in to give money and training to radical Islamists here. According to Indian sources, the South Eastern University at Oluvil in the district of Amparai has become a hotbed of radical Islamists.

I was surprised yesterday that most of the Britons were on our side. The whole heartedly wanted Sri Lanka to win. Starting from the postman to many friends at work were saddened by the out come of the match.
Though peelamists were making a huge farce of genocide average Briton are not bothered at all. I heard many of them talking about going to sri lanka on holiday. Many approached me to ask for details.

Sangakkara was very gracious in defeat and very leader-like and complimentary of his team mates for their superior performance. Sri Lankan players are well liked all over India but Sangakkara in particular has a large following of fans because of his ability to speak articulately on TV. Hopefully he will become one of our diplomats when he retires from the game.

We are taking the TNA sakkiliya Sathasivam Kanakarathnam to courts. This is a good start. We have lot more to be prosecuted and punished soon. Action within the courts of law is the best way to go. We need to prosecute all scum of Sri Lanka for their anti Sri Lanka acts. I hope that Mano Ganeshan, R Sampanthan, K Sivajilingam and, G.K. Ponnambalam will be prosecute soon. Things should be easier for Ganeshan and Sampandan since their famous anti SL acts are captured on tape.

With new communication technologies, Sri Lanka could, in the future, be susceptible to a so called "Velvet revolution." Lessons from Sri Lanka- The Washington Times: Defeating the enemy on the battlefield

Sri Lanka recently emerged victorious from one of the world's longest-running conflicts, once termed an "unwinnable" war with the Liberation Tigers of Tamil Eelam (LTTE), also known as the Tamil Tigers.

The LTTE is considered one of the deadliest terrorist groups, having invented the concept of the modern-day suicide bomber and carried out the murder of two sitting heads of states. In addition, the Tamil Tigers pioneered use of female suicide bombers, homemade minisubmarines, ultralight aircraft and "warehouse ships" pre-positioned on the high seas to resupply terrorist operations on shore.

These homegrown terrorists held Sri Lanka hostage through brutal acts of terror for almost three decades, demanding a separate state for ethnic Tamils in the north and east of Sri Lanka while building a vast global terror network.

Many more than 70,000 people were killed and at least 300,000 wounded. In U.S. terms, that would be the equivalent of 1.25 million dead Americans with 4.3 million wounded. The human suffering and economic dislocation is staggering yet is somehow ignored consistently by those abroad who profess to cherish democracy and the dignity of man.

As the self-appointed global leader in the war on terrorism, the United States could learn some significant lessons from Sri Lanka's victory. Here are our top nine:

Perhaps the most important lesson is the debunking of the widely held belief that terrorism cannot be quelled militarily. The Sri Lankan military demonstrated that professionalism, strategy, discipline and unswerving commitment can beat terrorism.

All too often, the greatest obstacle to military success is the starry-eyed interference by third parties insisting that only diplomacy and negotiation can bring a true end to terror-based conflicts. History has demonstrated repeatedly, and Sri Lanka has just underscored, that negotiation is doomed in the face of an implacable enemy with an absolutist agenda seeking to create change by ruthless use of force.

Terrorist outfits are highly opportunistic. They excel in politically manipulating third countries as they engage in hollow cease-fire arrangements to buy time, regroup, rearm and initiate surprise offensives. Even in defeat, terrorist operations may continue by initiating violence inside nations that house their exiles and their remaining power base.

The terrorist support structure dies hard. Sri Lanka's Tamil Tiger terrorists were, and still are, backed by an extraordinarily sophisticated, wealthy and highly educated business and professional class. Actively preventing ex-patriot supporters of defeated terrorist organizations from funding, supplying or otherwise supporting the creation of follow-on entities that will resume the violence - albeit under different names, with different faces - must cap victory on the battlefield.

Terrorist movements rely upon the apathy of third countries toward the suffering that groups operating on their soil cause in distant nations. The hypocritical and self-serving attitude apparent in the commonly expressed "they are engaged only in fundraising here, not violence" not only rationalizes inaction, but also cripples international support for counterterrorism moves deemed vital to host nation interests.

Even the most sophisticated and creative terror organizations make bad decisions and demonstrate self-defeating behavior. The assassination of Rajiv Gandhi by LTTE operatives in India brought a profound backlash that saw India effectively bar its soil from being used as a staging area for operations inside Sri Lanka. Once denied physical sanctuary in neighboring countries for combatants, logistics and training activities, terror/insurgent movements are severely crippled.

Historical animosities do not yield to the wide-eyed "split the difference" mentality that is the hallmark of Western diplomatic and political naivete. Such an approach alienates all parties to a conflict and results in self-deception while exposing the incompetent middleman's own population to attack. Conflicts rooted in history are complex and should not be reduced to simplistic equations.

If elected Western leaders actually believe their own rhetoric that all civilized nations must cooperate in this global war on terror, they must actively support the anti-terrorist initiatives of fellow democracies around the world. Ideological movements, religious cults, political insurgencies and cults of personality that employ terror to push their agenda should be eradicated as quickly, as universally and as completely as possible.

Even leaders who hold fast to "pragmatism" as a political creed need to be reminded that the incubation and development of terrorist activity in far-off lands will come back to haunt their own citizens sooner rather than later. The Tamil Tigers' terrorist activities went largely ignored by the West for decades. But the techniques they developed have killed thousands in unrelated terror attacks around the world.

For instance, use of "boat bombs" was copied by terrorists in the October 2000 attack on the USS Cole in Aden Harbor. Western ambivalence toward this long-running tragedy has been costly.

The war was fought on the ground in Sri Lanka, while propaganda and funds for weapons were handled by LTTE supporters living in the West, and weapons were acquired from Southeast Asia and Central Europe. Although the United States designated the LTTE as a foreign terrorist organization in October 1997, it was not until November 2007 that it banned the Tamil Rehabilitation Organization as an LTTE front organization. Until then, in the guise of charity, LTTE activists were collecting funds and transferring them to the Tiger war chest. Canada proscribed the LTTE in April 2006 and banned the World Tamil Movement (WTM) in June 2008. The banning of these front organizations was a major blow to LTTE terrorist operations.

Even after the unequivocal military defeat of the LTTE, its overseas supporters defiantly keep the separatist dream alive despite annihilation of most of LTTE's leadership and the death of founder Velupillai Prabhakaran. If unchecked, they may well transform that dream once again into virulent terrorism, and this time, the Eelam War may well be fought locally - by the diaspora in the West.

DPL rewards for frontline Commanders
In addition to promised Ambassadorial postings for Chief of Defence Staff (CDS), Air Marshal Donald Perera, Air Force Commander Air Chief Marshal Roshan Goonatillake and Navy Commander Admiral Wasantha Karannagoda, the Government has also begun rewarding frontline Commanders with Diplomatic postings.

Informed Foreign Ministry sources said that, in one of the latest such postings Commander of the Army’s 57 Division, involved in liberating the Wanni, Maj. Gen. Jagath Dias will soon be seconded to Berlin as the country’s Deputy Ambassador there.
Maj. Gen. Dias has already begun familiarisation briefings in the Ministry, in preparation for accepting the Diplomatic assignment of one-and-a-half years, they said.

A few months back, the Army’s Director Operations Brig. Udaya Perera was posted to Malaysia as Deputy High Commissioner.
Similarly, sources said that some of the other frontline Commanders too, are likely to be rewarded with postings abroad, as and when vacancies occur.

Such secondments are also seen as a way of keeping them in the Military service longer, by breaking their service in this manner. Otherwise, many would have to automatically retire after serving in the rank of Major General continuously for three years. Many of these frontline Commanders still have five or more years to reach retirement age.

Already, the most senior serving Commanders, along with the CDS have been earmarked to go as ambassadors to Russia, Israel, China and Japan, as those posts fall vacant.

Being a Tamil (hope you believe now that I'm a Tamil after you challenged me) I would say that Tamil Bush-ism is more than anything else. It is still not over. Both groups should learn to live with others.

As North people live in the South, South people should be allowed to live in the North.

First establish national security 100% and then do other things.

Troops are moving in to wrest control of the Lalgarh area from rebels

The Indian government has banned the Maoist Communist Party of India as a terrorist group, giving security forces enhanced powers of arrest.

The move provides Indian police with the power to detain members of the party even if they have not been involved in insurgent activity.

Earlier, five states across east and central India were put on a high alert as the Maoists called a two-day strike.

One district in West Bengal briefly fell under almost total Maoist control.

The rebels said the strike they declared was in response to the "war" on people in Lalgarh, West Bengal, where security forces launched an offensive in recent days.

Lalgarh had been under the virtual control of the rebels since November.

But police and paramilitary troops have been attempting to consolidate their grip on the jungle enclave over which they re-established control over the weekend.

Monday's strike began a day after 11 police died in a rebel attack in Chhattisgarh state and two days after 16 policemen were killed in landmine blasts triggered by the Maoists in the same state.

Issuing a high alert for the five states in which the strike was declared, the interior ministry said India's federal Intelligence Bureau had "specific inputs" that Maoists were planning possible attacks.

"Security forces, as well as economic infrastructure like railways, buses and crowded markets, may be targeted by the Maoists to make their presence felt during the strike," the interior ministry advisory said.

India's prime minister, Manmohan Singh, has described the Maoists as the greatest threat to India's internal security.

The ban on the Communist Party of India (Maoist) or CPI-M comes just a month after the Congress party won a decisive victory in elections - leaving it with no need to turn to communist parties for support in shoring up a coalition.

Correspondents say it is unclear how big an impact the ban will have in the fight against the rebels.

Villagers in Lalgarh say their young men are being forced by police to hunt for explosives planted by the Maoists.

Artists are trying to broker peace between rebels and the government

"They are giving the village boys an S-shaped iron rod each, asking them to hook it to wires sticking out anywhere and pull it. This is dangerous because they will be too close to the explosives if the wires are linked to them," said Chattradhar Mahato, chairman of the Peoples Committee on Police Atrocities (PCPA), active in the Lalgarh area.

Some of Bengal's leading artists, including film-maker Aparna Sen, visited Lalgarh on Sunday in a attempt to broker peace between the West Bengal government and the Maoists.

But neither appeared to be in a mood to talk.

"The Maoists have no specific demand, they are just out to create trouble. We have to continue the operations to deal with them," said Bengal's chief secretary Ashok Mohan Chakrabarty.

Maoist leader Kishneji told the BBC: "We will show the government what is people's power. No police or army can crush that."

Thousands of villagers have fled their homes in the Lalgarh region to avoid getting caught in the fighting, heading towards neighbouring areas of Bankura district.

The Bengal government started the offensive to retake Lalgarh, which had effectively been under Maoist control since November.

The Maoists skilfully harnessed people's anger over police excesses following an Maoist attempt to kill chief minister Buddha Bhattacharya through a landmine blast, says the BBC's Subir Bhaumik in Calcutta.

Maoist-linked violence has killed 6,000 people in India over two decades.

It’s with great sadness to witness at the 20-20 sanga missed a great chance to speak in English to the British audience that cheered SL all the way and I know that some of the VIPs paid big amounts and sacrificed their time to be there and great opportunity missed.SL seems to be very poor in PR industry. We seems to be suffering from a frog in the well metality.We seems to lose out on every opportunity given to us explain to the world our plight.
I will let Sanga's father know about this as he is one of the lawyers we have retained in Kandy. It’s also sad you in this blog to seem to cheer when he spoke in Sinhalese without realizing the great opportunity lost.
