UN on Sri Lanka: A Comedy of Errors

These days, talking about Sri Lanka means talking about the Sri Lankan military, its elite politicians and diplomats and…oh yes…The UN. Are we trying to single-out the UN or the “West” here? Not really. The UN is singling its own self out. In fact, the UN looks more ridiculous now than it did when it allowed the Tutsis to be killed in 1994. If you want proof, read the news items in the world press about ‘leaked’ UN reports where the dead Tamil civilians increased from 6,000 to 20,000 almost overnight. In another report, 13,130 civilians had ‘disappeared’ after arriving in the camps.

The UN, certain “Western Governments” and the pro-LTTE Tamil Diaspora are all saying, pretty much the same thing these days. They just cannot accept the fact that Sri Lanka, comprising of all ethnic groups, have prevailed over racist separatism. But this is a simplified way of looking at things.

The United Nations is primarily a tool to police developing countries—to keep them in line with the “West”. It seems that the morally righteous “West” is trying to make the rest of the world tag its line. There is no evidence to prove otherwise. The UN has a track record of selective interventions. The reasons for not intervening, for example in Rwanda, were because President Bill Clinton thought it inappropriate. So we know very clearly who is behind the current UN ‘actions’ against Sri Lanka.

An intervention by the UN in Rwanda was ‘inappropriate’ in 1994 because the UN, backed by the USA were humiliated in Somalia just before the Rwandan genocide started. The use of the word genocide was forbidden in the description of the violence in Rwanda. What in the world did the failed Somali excursion of the USA have to do with those poor Tutsis? Why were they punished by the same International Community who now screams genocide at the Sri Lankan state for wiping out the LTTE? The question on every Sri Lankan’s mind today is why did they all jump in to save the LTTE when they themselves opposed it and when the entire country of Sri Lanka and the rest of the free thinking world (even Communist China) wanted otherwise? What does China’s naval domination in south Asia, Iran’s generosity and Libya’s friendliness to Lanka have to do with Sri Lanka’s right to decide its national security?

The same groups running the UN from the "Western world" today allow a section of the Tamil Diaspora looters the free and undisturbed use of the word “Genocide” to describe the massacre of terrorists in Sri Lanka. How are these two things similar? Where were the Milibands, Kouchners and Clintons when Tutsi’s were massacred in the thousands for 3 months until the Interahamwe gave up on its own, tired? In fact, UN Secretary General Boutros Boutros Ghali refused to even visit Rwanda after the genocide. He was taken, almost by force to a Rwandan church to witness the horror with his own eyes. All he did even then was lie to the survivors that the UN wanted to help those dead Tutsis. Perhaps a Tutsi should have held Navi Pillai’s current position. Then that job would have made some sense.

Now that was a real genocide. Compared to that, what have the Sri Lankan Tamils faced? Large numbers of Tutsi’s were systematically removed from educational institutions in Rwanda. Even the most brilliant ones weren’t spared. In Sri Lanka, Tamil university students come to Colombo and help run the LTTE networks while surviving on government scholarships. Giving birth to a Tutsi child was a crime before and even after 1994. The birth of a Tutsi child was a closely guarded secret. The Tutsi mothers never saw the inside of the local hospital during that entire ordeal. In Sri Lanka, you walk to any hospital, even those in the south; you will see hundreds of ‘minorities’ obtaining free treatment.

No UN documents ‘leaked’ to the press about Rwanda back then. Why do they ‘leak’ now? How and why do these ‘leaks’ occur in the absence of evidence when actual facts about the Rwandan genocide could have been ‘leaked’ handsomely both before and after April 1994?

But the biggest question in our mind is that why do the Diaspora Tamils sitting comfortably abroad perpetuate such hatred when they themselves have nothing to lose or gain from continued violence in the name of separatism? The latest claim was for a Tamil Homeland. Why do Sri Lankan Tamils take this so seriously? Why do Tamils in South India, South Africa, Malaysia (including Prabhakaran’s father and Chelvanayaham), Singapore etc are demanding that the SRI LANKAN TAMILS MUST FIGHT FOR A TAMIL HOMELAND? Why don’t they do it themselves? WHY ONLY THE SRI LANKAN TAMILS, THE POOREST TAMILS ON EARTH, HAVE TO DIE IN THEIR THOUSANDS? Why can’t the Sri Lankan Tamils say NO. ENOUGH IS ENOUGH! TO HELL WITH YOUR HATRED! IT HAS BROUGHT US ONLY MISERY AND SHAME. WE CHOOSE TO LIVE, PROSPER AND COEXIST WITH THE SINHALESE. WE HAVE FINALLY EARNED THAT RIGHT!!!

If you look very closely, you will realize that the Tamil Homeland concept seems to be driven by a group of greedy Tamil elites more than lower class Tamils. The latter plays the subservient role of trooper, suicide bomber and child soldier while the rest live in luxury abroad and perpetuate the hatred. But mark these words. The day moderate Tamils start raising their heads AGAIN isn’t far away. This is all thanks to whom? Who else but the Sinhalese of course! The days of the Tamil racist is numbered in Sri Lanka.

Well some of you have got it right.Commercially this project doesnt interest us much.

Strategically yes.It will supplement the naval base in Bay of Bengal that China is worried about.80% of China's oil goes through this route and this route is well within our reach.China knows it.

So this project is of greater strategical importance to us.We need it done ASAP and work is already ON as we discuss here.Infact despite the political bickering about this project,the work was never put on hold.It continued unabated.

This project will also benefit Srilanka security wise.Both India and Srilanka's coasts will be secure when this project is complete.

Not true. India NEEDS the Sethu Canal to quickly transfer Naval assets between its West and East coasts...that need is NOT NECESSARILY TIED TO SL...but to INDIA's defence requirements against other major players, likev China, Pakistan, USA, etc.

For Sri Lanka, the Sethu Canal is not a MAJOR benefit. It will lie ENTIRELY in Indian territorial waters...so our ability to use it is subject to Indian veto. On the other hand, there is a small negative financial impact because mid-size relatively modest draft ships will be able to go to India's East coast without stopping at SL ports and using SL's services.

Such a canal in Sri Lankan waters would have a MILITARY benefit to Sri Lanka, because then we can ship our own supplies and military equipment directly from South-Western ports to our Northern ports, without shipping around the East coast.

BTW, the Palk Strait is 40 to 85 miles (64 to 140 km) wide, so if we assume a 12-mile territorial limit, there may be a 16 mile wide passage through the Palk Strait that is in International waters. Subject to sea depth considerations, an International passage may also be created by dredging through this 16-mile gap. This is pure speculation on my part, because the presence of small islands belonging to the two countries may extend the territorial limit to cover the entire passage between the two mainlands.

Also, I found this statement about the presence of Thorium in India's territorial waters, and by extension to the same neighborhood, in Sri Lanka's territorial waters as well. Therefore, the presence of both OIL & GAS and THORIUM are two additional issues to be considered in Sri Lanka's national interest in the Palk Strait area of the sea.


[ Subsequently Indian Representative at UN Dr.Pannikkar made a statement before the Sub-Committee of the Peaceful Uses of the Sea-bed and Ocean Floor beyond the limits of National jurisdiction on 17th August 1971, wherein [ Ref :UN Doc.A/C 1331] for extending the maritime belt in view of the discovery that Indian territorial waters contained huge quantities of thorium. ]

Your comments on the Setu Samudram Canal agree with my own views, except that a canal built entirely in Indian waters may not always be a reliable asset for Sri Lanka's security.

As long as India & Sri Lanka see eye to eye, it will be a benefit to Sri Lanka's security, but if India decides...for any reason, at any time...it does not want Sri Lanka to use it, it will not be available to Sri Lanka. Can such a situation arise? UNLIKELY, but in the light of Indian policies of 30 years ago towards Sri Lanka, and that policies can change in the blink of an eye, POSSIBLE.

Geo-politics is always evolving and nothing stays constant on that front.

Having said that,Sethu project will provide secure coasts to Srilanka for sure because,the illeage activities goingon in the seas between our Southern tip and Srilanka's Northern tip will cease as Indian Navy's presence in the region will rise multifold post this project.

Not sure if there will be a tacit understanding between both Governments for usage of the canal.But for India,without doubt,this canal is of paramount importance.

It’s nothing new.
We are really concerned that MR is taking a trip to Burma which is very unwise, spending all that money need in the country.
This will only further aggravate the west that could make things difficult for the island.
It’s in the news now that India is claiming half the sea bed of the island and only thing to prevent that is to respect the conventions of the UN treaties.
Our leaders must think a bit deep where we need the support of all the powerful nations when it comes to any problems in future with Tamil Nadhu.Some say being closer to China will save us which I thing will make matters worse. China getting military foot hold will weaken the hand of Central Government of India who will control Tamil Nadhu.
Let’s hope the right type of regimes will run countries like US and UK that will be sympathetic to us and in the meantime put our own house in order.
To start with we must with unity among all the major parties that includes the JVP must change the constitution by banning any communal or religious parties ever contesting any elections thereby all the major parties will be the only ones that will contest every part of the island.
Government must bring deteriorating law and order situation under control. Just only last week a kind heated business lady in Kurunagala known to us was brutally murdered in her own house by two young people where employed and if not for the stannous effort by the siblings in the family the Police made an arrest and our heartfelt thanks to Inspector Hearath the OIC Kurunagala and I hope he is the same Mr Harath who studied in our collage in Kandy who was once the IP crimes in Kandy and good luck to you Sir!
As Mr Percy Perera had written in the Lanka Web there’s too many abductions, white vans and the cops are ineffective in tackling the crimes in the island and they are politicized.
Following Mr Perera’s comments in the past he seems to be a supporter of the government and to write that article is something for government to take note of.
We too hear a similar claim by a guest Muslim speaker who sat next to Mr Sarath Amunugama MP at the Oxford Union meeting where he claimed that there were 2 white Van abductions only a couple of days before that.

COLOMBO (AFP) — Sri Lankan troops have unearthed the largest haul of weapons and ammunition discovered since the defeat of Tamil Tiger rebels last month, the government said.

Hundreds of automatic assault rifles, mortar bombs and land mines were found during a two-day search in the north of the island.

A clearing operation was also under way in the area where Tamil Tiger leader Velupillai Prabhakaran was killed last month.

"Troops conducting search and clear operations in the Wanni areas uncovered some more LTTE (Liberation Tigers of Tamil Eelam) weapons, ammunition and explosives," the defence ministry said.

Military officials said the discoveries made over the weekend formed the largest haul since the government's recent victory over the Tiger rebels ended decades of ethnic conflict.

The strategic advantages to India derive from obtaining a navigable sea route close to the coast, with a reduction in travel distance of more than 350 nautical miles (650 km) (for larger ships). The project is expected to provide a boost to the economic and industrial development of coastal Tamil Nadu. The project will be of particular significance to Tuticorin harbour, which has the potential to transform itself into a nodal port. The State Government has announced its proposal to develop 13 minor ports, including Ennore, Cuddalore, Nagapattinam, Thondi, Valinokam, Kolachel and Kanyakumari.

Development of the canal and ports is also expected to provide increased maritime security for Tamil Nadu.

Safety, requirement of Constant Dredging, question arising on its suitability for Heavy Ships, time spent due to slow speed that would be necessary for passage in the canal, cost aspects... were some of the arguments put forth by Captain (retired) H Balakrishnan of the Indian Navy has to say about the project in an interview to Shobha Warrier of Rediff:[10] In the case of the Suez and the Panama canals, ships save thousands of nautical miles in sailing distance and hundreds of hours in sailing time.The difference with the Sethu Samudram project is that the ships will probably save a few hundred miles and at the most two hours in sailing time.

Economic

Some naval hydrographers and experts suggest that the project is unlikely to be financially viable or serve ships in any significant way. The savings for ships that originate from Kanyakumari or Tuticorin is between 10 and 30 hours. For ships from other destinations like the Middle East, Africa, Mauritius and Europe,the average savings by using this canal is just 8 hours.

At the present tariff rates, ships from Africa and Europe will lose $ 4,992 on every voyage[2], as the savings in time for these ships are considerably lower that what is calculated in the DPR. This loss is significant as 65% of the projected users of the canal are those from Africa and Europe. If tariffs are lowered to a point where ships from Africa and Europe will not lose any money from using the canal, the IRR of the project falls to 2.6%[3]. This is a level at which even public infrastructure projects are rejected by the government.

Depth envisaged for this canal is designed for ships with weight of 30000 tonnes and less. Most of the new generation ships (with weight more than 60000 tonnes and tankers with weight above 150000 tonnes) cannot make use of this canal.[11]

June 12, Colombo: The Immigration and Emigration Department has found that a large number of foreigners are staying in the country without proper visa.

The Department said that there are over 30,000 foreigners living inside the country without proper authorization.

They have entered the country using tourist visas for only one month issued at the Bandaranaike International Airport in Katunayaka.

The violators come from 84 countries in total although most of the illegal foreigners are from India, Pakistan and China.

Several of the illegal immigrants are currently working at various places throughout the country, the Immigration and Emigration Department said.

"A few weeks ago, outside the US Embassy in Oslo, myself and my family were given final death threats by Tigers, asking me to stop writing against them.

TNA divides, Sri Lankan Tamil parties to form a new alliance

June 14, Colombo: Following the defeat of the Liberation Tigers of Tamil Eelam (LTTE), the Tamil National Alliance (TNA) has divided into two groups, sources confirmed.

According to reliable sources, a group of TNA parliamentarians will act as an independent group in Parliament in the future.

Reportedly, the new group will hold discussions with the Eelam People’s Democratic Party (EPDP) and the Tamil United Liberation Front (TULF) to form a new alliance in Parliament.

However, the members of the new group have not been revealed to the media yet.

The TNA, one of the main political groups representing the Tamil community in Sri Lanka, has been accused by various other groups of being a mouthpiece of the LTTE.

First ever LTTE operational submarine taken out from sea at Vellamullivaikkal

UPDATE: MULLAITTIVU: The first ever fully-geared LTTE submarine that had been submerged in the sea a few metres off the coast of Vellamullivaikkal was found by the Task Force 8 troops Sunday (June 14) afternoon following information elicited from a terrorist in custody.

The complete submarine with one seat is about 24 ft in length and 4 ft in height. It had reportedly been used by the LTTE, most probably its senior cadres, for clandestine sea movements before the LTTE was wiped out.

It is further believed that the submarine found closer to the former location of the FARAH-3 ship had been made ready for the LTTE leadership to escape via sea. However the speedy advance of the troops had not permitted the terrorists to put the plan into action.

I agree with Peter that Bandas should realize that Separatist Tamils are great innovators and invented many weapon systems. To really appreciate their achievements has to go to the times of Separatist Rama and Ravana.

I also agree, Sri Lanka's prime focus relating to LTTE now is to bringing in laws banning any kind of separation, communal segregation in line of separatism, discrimination, etc.

We shouldn’t attempt to find a solution to the problems that Tamils are supposed to be having and their attempt to solve had killed over 60 thousand but I too have a problem in the island where our hard earned honestly found investments are in the doldrums where I am finding difficult pay the wages of our employee. People like us must be given the preference and a solution found over them.
So I would request the peacenicks, good doers, bleeding hearts and NGOs to come to our rescue.
Before they give preference to the Tamil people one must be fair to check if the problems of Tamils are any different to that of the other citizens of the island.
They should not be given the monopoly to the problems that is common in the third world.

'The struggle of people of Tamil Eelam (the separate state the Tigers fought for) has reached a new state,' he said. 'It is time now for us to move forward with our political vision towards our freedom.'

Pathmanathan, who is better known as K.P and worked as the group's main international arms smuggler, said they were setting up what he called a 'Provisional Transnational Government of Tamil Eelam'. He said their overseas-based legal advisor, Rudrakumaran Vishwanathan, would head a committee to decide a course of action that would be 'within democratic principles'.

It is not clear from where Pathmanathan, who is wanted by Interpol for his arms smuggling operations, issued the voice message.

It comes nearly a month after the leader of the Liberation Tigers of Tamil Eelam (LTTE) Velupillai Prabhakaran and most of his deputies were killed by government forces.

The pro-rebel Tamilnet website meanwhile called for a 'democratic and inclusive' organisation to keep up the separatist drive.

'The need of the time now is the metamorphosis of the existing infrastructure into a democratic and inclusive transnational government of Eelam Tamils,' Tamilnet said.

'While the government in exile is a conventional phenomenon that needs a host country, the transnational government is a novel experiment that has no precedence,' it added, while characterising the new set-up as a 'symbolic' new start for the LTTE. -- AFP

Selvarasa Pathmanathan, alias KP, the anointed diplomatic representative of the LTTE and its chief fund manager and arms procurer till recently, has been isolated, the sources said. KP has been criticised in diaspora circles for admitting that Prabhakaran is dead, and for calling for a clean break from the policies of the past.

KP had recently issued a statement calling for the jettisoning of the idea that the Sri Lankan Tamils or LTTE can secure self determination for Tamils on their own, without the help of other countries and groups.

In contrast to KP’s thinking, the LTTE intelligence wing (which was set up and run by Pottu Amman, and who is now presumed dead) is of the view that the Tamils need not give credence to the Sri Lankan government’s story that Prabhakaran is dead, and that there is no need for a revision of the LTTE’s ideology, strategy and tactics.

Though KP had control over the international finances of the LTTE, it is now felt that the intelligence wing has its own resources and network. It is said that in London, the wing has over 100 establishments, and the largest, Tamil Rehabilitation Organisation (a front for fund collection), is under its control. Now it has the support of the politically influential and financially resourceful Tamil diaspora.

The LTTE seperatists managed to give new meanings to the english nouns since their incpetion.

Genocide = Killing of armed LTTE cadres in a war.

CHENNAI: Chief Minister M Karunanidhi on Tuesday expressed serious concern over the proposal of Sri Lankan government to set up a military base and a watch tower in Katchatheevu. Besides, he urged Prime Minister Manmohan Singh to take immediate steps to stop the attacks on Tamil Nadu fishermen by Lankan Navy.

The Chief Minister, in his letter to the Prime Minister, said the unilateral action of Lankan government to set up military base in Katchatheevu was a cause for great concern for the fishermen as well as Tamil Nadu government. The Centre should verify this with its agencies, he added.

Referring to the recent attacks on fishermen from Rameswaram, Karunanidhi said despite repeated assurances given by Lankan authorities, their Navy continued to attack Tamil Nadu fishermen. He said India and Lanka had signed a joint press communiqué on October 26, 2008 which stated that both governments would put in place practical arrangements to deal with the bona fide fishermen crossing international maritime boundary line and also agreed to work out a fishing arrangement. “Despite this, it is shocking to know the latest developments taking place near Katchatheevu’’, he added.

The Chief Minister said the Prime Minister should impress upon Lankan government not to violate the agreement and stop harassing the fishermen.

Meanwhile,PMK founder S Ramadoss on Tuesday urged the chief minister to adopt a resolution in the State Assembly on Wednesday to redeem Katchatheevu island which was ‘gifted’ to Lanka by the Indian government in 1974.

Referring to the attacks on Tamil Nadu fishermen near Katchatheevu, he said “we have failed to save the Sri Lankan Tamils…at least let us save the Tamils living in Tamil Nadu… the DMK should initiate steps to redeem Katchatheevu with this zeal.” In a statement here, Ramadoss said ever since Katchatheevu was given to Lanka, the fishing rights of fishermen from Tamil Nadu had been denied along this island and so far over 500 fishermen were killed by Sri Lankan Navy.

Contrary to the expectation that Lankan Navy would stop shooting at Tamil fishermen after the war comes to an end, the attacks on Tamil fishermen had increased.

”The only remedy to stop the attacks on Tamil fishermen is to redeem Katchatheevu from Sri Lanka by annulling the 1974 agreement between India and Sri Lanka.

First, the Centre should withdraw all its orders issued in 1976 regarding Katchatheevu,” Ramadoss said.

CHENNAI: AIADMK general secretary J Ja­yalalithaa on Saturday clarified that she had started opposing the Sethusamudram project a few years ago only after scientists and environmental experts expressed views that implementing such a project would wipe out the livelihood of lakhs of fishermen as well as ruin the marine ecology.

Describing as blatant lie the remark of Chief Minister M Ka­runanidhi that the AIADMK had promised to implement the scheme in its election manifesto for 2006 Assembly elections, Jayalalithaa, in a statement here, said that she had never denied that former Chief Minister M G Ramachandran and herself were votaries of Sethusamudram project some time ago.

But later, scientists had expressed the opinion that if the project was implemented, more than 3,000 marine and vegetation species would be wiped out. A Mumbai-based experts team had said that there were contradictions in the environmental impact report on the project.

Besides, lakhs of fishermen had expressed the view that their livelihood would be completely wiped out, Jayalalithaa said and observed that only because of these reasons, the AIADMK started opposing the scheme.

“AIADMK is of the firm opinion that any scheme should be implemented only for the welfare of the people. As such, how can it accept the scheme of Karunanidhi which is aimed at swindling the livelihood resources of the people ?” she asked.

Ridiculing the recent statement of Karunanidhi that the DMK would continue to strive for attaining State autonomy, she pointed out that the Chief Minister was responsible for Centre encroaching upon the State’s powers on many occasions.

When tsunami hit the State, the then Union Finance Minister P Chidambaram announced that the Rajiv Gandhi Rehabilitation Scheme would be implemented through public sector banks, thus, completely bypassing the powers of the State government. Karunanidhi was instrumental for this announcement, she charged.

Besides, during the AIADMK regime, Karunanidhi had, throu­gh his men, intimidated the State to send the report of the Tamil Nadu Pollution Control Board on the public hearings held on Sethusamudram project, within a week’s time. Jayalalithaa said the people of Tamil Nadu knew well about her unselfish concern for Sri Lankan Tamils and the selfish motives of Karunanidhi. “Karunanidhi should stop wasting time on issuing useless statements. Instead, he should take constructive steps for the benefit of Lankan Tamils,” she added.

Tamil protests in UK have ended after 73 days. But as some people have already said, there could be protests over the summer at various places.

Hope the High Commission is doing something proactively to counter the effects of such protests - given that there has been several weeks of warning.

Some strategies could be -

1 - publicise what GOSL is doing in the IDP camps
2 - publicise development efforts, including those using British aid
3 - highlight the disruption to UK tourism over the summer period
4 - highlight the astronomical sum of £10 million pounds over the 73 days of protests

Publicity could be in the form of roadshows perhaps? Or even a nice Sri Lankan buffet, with the cricket team present!! Invitations to MPs and business leaders of course.

LONDON (AFP) — After Sri Lanka's Mahela Jayawardene had reversed-swept him off the back of the bat during their World Twenty20 Super Eights win over New Zealand at Trent Bridge on Tuesday, Jacob Oram smiled.

The all-rounder's expression, a mixture of bewilderment and admiration, neatly summed up the reaction of many people watching the match and was just the latest example of Sri Lanka's enduring penchant for cricket unorthodoxy.

Jaywardene's team-mate Tillekaratne Dilshan has wowed crowds at the tournament with the 'Dillscoop', an extraordinary shot where he goes down on one knee as if to sweep only to lever the ball past the wicket-keeper's head.

But there is nothing new about Sri Lanka changing the way cricket is played. It is now more than a decade since opener Sanath Jayasuriya revolutionised the approach to batting at the start of the one-day innings by lofting the ball over the infield and even carving the ball for sixes square of the wicket on the offside.

Jayasuriya's dynamism helped Sri Lanka win the 1996 World Cup and was an example of how the island's players were allowed to remain true to their natural style.

The most obvious example is in the array of unorthodox bowlers who've taken the field for Sri Lanka be they prodigious off-break star Muttiah Muralitharan, mystery spinner Ajantha Mendis and round-arm pace bowler Lasith Malinga.

But thought, as well as talent, plays a part.

Jayawardene, best known as a classically elegant batsman, was not the first man to reverse sweep a bowler off the back of the bat.

Australia's Andrew Symonds has been seen playing the shot but, according to Jayawardene, it was one of the all-rounder's compatriots, the former Test opener John Dyson, now the coach of the West Indies, who ought to be credited with the creation of the stroke.

"This is something I've worked with (Sri Lanka coach) Trevor Bayliss on.

"He was saying that Dyson used to do that in Australia. He used to tap it with the other side because he couldn't sweep.

"A lot of teams bring third man up these days and I thought I'll give it a go. Hopefully it will keep working.

But there is another Sri Lankan who, in his own quiet way, has also helped the side into a World Twenty20 semi-finals against the West Indies at the Oval on Friday.

Pace bowler Isuru Udana, who took two for 17 on Tusday, has outbowled the quicker and more highly regarded Nuwan Kulasekara at this tournament by deceiving several batsmen with the slow pace of his deliveries.

Some observers have asked why he needs such a lengthy run given the speed the ball arrives at the other end but, intentional or not, the effect has been to cause confusion.

Oram was one such example, clean bowled by Udana after getting through his shot so early his bottom hand had come off the bat as the ball crashed into his stumps on Tuesday. He for one might be glad of a break from facing Sri Lanka.

It is not the Power that should be devolved.. but making the "Administration" closer to home.

Internet can do a lot. All the developed world is making government services accessible through the Internet and by phone.

If Sri Lanka gives basic ADSL to every home as part of the phone package, then we can see a revolution. Now PC prices have come down to $300 level, which is affordable for many families.

Giving a computer and ADSL to every household may be cheaper than maintaining a Provincial Council (hypothetically).

I am not advocating to do that. But, want to give a picture about possible future from 5 six years from now.

Last year, when one of my friends migrated to Canada, I drove down to Canada to meet him.

He had to get few government registrations done, and I accompanied him to a "Service Ontraio" location. It is a great concept.

You can access many government services done through either Service Ontario Counter (person to person), or using a Public Internet Kiosk, or from home using your own computer. My friend did not have a computer or access to Internet at that time and therefore he had to physically go there to get his work done.

Sri Lanka can do the same thing by creating "Service Sri Lanka" joints in every town. This would allow taking the Government to the Villages/Towns thus devolving the "Administration" to a large extent (while it has been centralized).
