A cautionary note on the present situation re Gen Fonseka. Our task was to allow things to settle down on their own which has worked. However, recent developments led particularly by a section of the diaspora Sinhalese is a cause of concern for DefenceWire.
DefenceWire team's stance up to now has been to avoid commenting on this dispute knowing fully well the capacity of both the present government and SF to come to a compromise on:
1. The direction the Sri Lankan Military will take
2. The direction General Fonseka would have to go
These may not be the most ideal directions for either, yet they are ones that are at best described as realistic and unavoidable.
There are many moves by politically motivated Sri Lankans, including Sinhala groups and also non Sinhala Sri Lankan groups to exploit a disagreement that has unnecessarily spilled over into the public's eye due to politics in the military and a very small section of the military in politics.
These groups, particularly those civilians involved who are not insiders or have little inside information can or will not understand the discipline of a professional soldier to take what he wants and to relinquish duty when required sans insubordination.
A professional soldier is not Dutugemunu. The Sri Lanka Army/Military is a modern Army/Military positioned within a democratic society. The professional soldiers serving in it will know when to let go. By asking them to perform a larger role based solely on selfish motives of individuals in the periphery, they may destroy that soldier and even themselves and their reputation.
The Sri Lankan Military and its leaders are now hailed the world over for their victorious feat. Their role in bringing peace to the country through military means will be remembered for decades to come as the ultimate example of a trained military executing its sacred task flawlessly from start to finish. But remember this, dear readers, military action is a means of achieving the end and the end is always political.
DefenceWire, as an impartial site whose work you have witnessed for over 3 years now wish to appeal to our readers to refrain from joining or supporting either 'camps' and to allow the professional soldier and professional politicians to resolve potentially resolvable issues mentioned above.

You are something good that happened to this blog. Keep it up mate, I hate Mervia type MFs. Here we have some old farts who think that they have Mervin Cartel here to say their bed time stories to others.
Some are trying to argue borrowed cases to show their patriotism over others with hair splitting arguments while others trying to intimidate whole bolg with filth.
SF’s entry into politics is end of MR and DW.
UNP has already lsot the election.
Therefore it may not matter to them what they really do in the campaign.
Who knows? Only time will tell. Already SF is saying (Lankadeepa) that he will try to abolish executive presidency in 6 months as opposed to that he is bound to abolish Executive Presidency.
The observation is that SF's entry into the election has not stirred the public in general but UNP voters have shown some enthusiasm for the reason that that if Ranil had presented himself for the election then he would have lost the election big time.
Nevertheless, one cannot surely say yet what is happening with the floating vote. The floating vote trends will only be visible at least three to four weeks into the campaign(by the first week of January).

Nop. It is not an individual crime by Rajapakse. All the previous govts did the same. RW days were pretty stable as world economy was.
If you say tat none of SL politicians know about good economy planning, I may agree. But right now this is not a problem local to Rajapakse. Especially when a scum like RW makes our economy so much reliant on western trends a 0.5% economy down in US will cost a 25% hike in SL.
Sometime back, when teh economic hitmen sold the idea of globalization, ppl admired truly global economies. But now when the mythical bubble of western economic supremacy burst and many such "global" economies lost most of its gamble overnight, nowadays ppl talkabout semi-self-sufficiency. To make at least most critical components of the economy local and independent. It is not a lunatic socialist sense, but a real common sense.
And of coursde RW, who is himself almost is a hitman on SL, will never understand it. They're reliving 70s and 80s, the good old days of JRJ uncle. They do not see the reality. Behind MR's corruption he is trying to make the feeble SL economy somewhat stable and independant. Praise that if you know 1.5 cents of economics - I mean contemporary, not age-old.
Now, note taht MR [or anyother] has to do this with a the burdens posted by prev leaders. The loans, corruption, war speendings and all. Mr may take x% for BR. But note taht MR is unintentionally paying y% for Gamni Dissanayake's corruptions, and z% for Rat-What-te. It is cumulative. [And of course any real take aways of Dhanuna T is also in it, if any]
Also another point is taht MR is doing some (100-[x+y+z])% of development [which is still teh bigger share of it. His predeccessors RW, and CBK took 100% off and there had been NO development programs in SL. If you doubt, pls have a look at MR's development programs, like flyovers, power stations, bypasses, tunnels, harbors etc. They all complete within time with a pretty good % original goals met. But it is not the same for what his prev numbers started, such as Kottawa-Matara highway, or Kukule project, KIA runway extensions etc. Only 100% loss of MR is Himin air, but that is still not dead.

Its now official that nominations will be called on Dec 17 and PE to be held in January 20s. I believe its ok to use this space as the result of next PE directly related to SL defence. Some bloggers may remember that I said "if his is the way MR wanted to treat SF I can confirm he lost one vote" and that was my quick decision from heart based on the info available 1 month ago.
Then I took a break until the speculation is over and took time to take a decision with careful thought. This analysis is based on the information available in public domains. This note is for the rational patriotic voters rather than people like panhinda, rana with his other 20+ handles and other UNP hardcore/ propaganda elements. I have to give credit for deshapluwa for his correct prediction on SF.
1.Candidates
There may be around 10 candidates and one of them will be called common candidate. Since MR is contesting from the ruling party and if there are more than two candidates, common candidate from opposition does not make sense. So we may understand common candidate means common for a few parties in opposition and not for entire opposition. It would have been nice if they could use some other name instead of common candidate which doesn't make sense and self
contradictory. Main battle will be between MR and SF. We can expect from both sides to field their own dummy candidates as well.
2.War Credit
It seems some still wondering who should get credit for war victory or who is the hero. The important thing is we should realize this is to choose our president for next 6 years and not an award selection for the war victory.
Anyway, for those who still think in lines of war victory its not hard to understand these facts. No 1 is there was a military victory. From the president to single soldier should share the credit. Namely, MR the president, GR defence sec, SF SLA commander, WK Navy commander, RG SLAF commander, STF, police, SW CDF commander then division commanders and 200,000+ troops whos names are unknown in the military front - In political front MR the president, RathnasiriW PM, BR, RohithaB, and other UPFA ministers and all their supporters - In diplomatic front DayanJ, PrasadK, PalithaK and other men. So its clear the military victory is a result of a combined team effort and not due
a single person.
Another way to look at this is ask who should you blame if we lost the war? If you blame some one when bad thing happened you better give credit to the same person when he achieved.
3.MR vs SF
We may assume we need to choose between MR and SF (disregarding others if any) and analyze who is the best choice for the country. We are yet to get formal policy statement from either side. However, we don't take decisions
totally based on such a handout - its not legally binding. We consider what they say in rallies, what their past behavior and actions and who are the people surrounding them. (If you want to judge some one, one easy way is to look at who are his friends.)
4Policy statements
This is kind of fairy stories. There are standard promises any political party include and more promises you give more marketable it is.
I am not sure what MR is going to present but I expect some out line related to development and some sort of 'solution' - so called political solution and specially a northern development plan. SF may present abolishing EP and corruption free government. Since they haven't given such statements yet I skip into other two factors.
5.Career Records
MR: MR stands as the best president SL produced in post independence era and perhaps top 10 rulers in 2500 years history.
Good - He is experienced, proven able, successful, determined, brave, patriotic democratic leader. He has shown that he can identify right people, get the job done, work with even opposing party members.
Bad - Too much tolerance toward own party members when they go beyond limits.
SF: SF is new comer with maximum two months experience as a politician when PE is held. He is not tested. Last 40 years he was trained and practiced taking orders from above and passing them down. He was proven good general -
however, doing great in one filed doesn't imply you do well in another field - politics. Further, we are not seeking a man for another military offensive with any party.
Good - He is determined.
Bad -
Its well known that SF doesn't talk to WK. Such an attitude is not of any great human - not definitely for a leader or team
player. I believe its GR's great coordination that made tri-forces combination a wining team.
He sent SamanthaS who failed in Muhamale while he sent home ParakramaP who took Thoppigala. PP was accused of stealing 800 rupees worth furniture from army and also accused of treasury stealing but proved innocent in court. His issue was with PrasannaS then SF commander also well known. This shows in general he has problem with working people and personal choice comes before treating the talent.
He was a confident commander but totally opposite as a politician. He wanted 48 hours to answer a
question and he couldn't keep his promise either.
I think its VP's ego that finally broght his death at NDKL lagoon. SF always talk about I, me, my, mine and thats not a good quality. SF's ego is such that he wanted to go above even GR the def sec and MR the president. The infamous Muhamale 'army only' attack proves how disastrous could be his ego driven projects.
Its said he has a problem saluting and calling sir to GR, his boss simply becuz GR was his junior when he was in SLA. This kind of ego level tarnish his discipline even as a soldier. If he can't understand the fact that he as a soldier must respect def sec who is now a civilian irrespective of he is your junior in a different system then this man is not in right mind.
SF had an opportunity to show how committed he is toward anti-corruption by vacating his official residence soon after he retired - Instead man was crying for house. It was him who asked for resignation and he has no proper house to live in SL. If he couldn't plan for his families own future, I mean a basic thing like a place to live after retirement, how he is going to solve problems of other people?
A man betray his own friends who pave the way for his success, who protected him all alone and join with his enemies who once insulted him to serve us..? I don't believe people in SL are so much lucky to have leaders like that.
For me, I don't want a foreign citizen, even a GC holder to be president of my country.
[I believe its the responsibility of the GSL provide sufficient security for any citizen including SF. However, its determined only by defence authorities and not by individual himself. I hope GSL has provided sufficient security and unfortunately there is only one way to prove defence ministry is wrong.]
6.Their Teams
MR is with clearly patriotic team. He has every one who was with him all alone all the PC elections.
SF is with anti-SL, anti-nationalistic camp and US embassy is clearly behind him.
7.Accusations
Against MR there are only 4 major accusations.
1. Mervin Silva: Its non other than CBK now sitting with UNP who appointed MS as a MP via national list after he came last in the list. MR can't remove any MP from parliament. For some reason MR is not interested removing people from his party (CBK, MAngalaS, are still members.) Only thing MR can do is removing him from minister post which may result in joining him UNP. There is no guarantee that Mervin will not join UNP led government in such a case.
2. 100+ ministers: In this system any MP can change sides without losing his seat. Thus any president has to satisfy all of them and only way is giving some portfolios. This will be the case for any president and this cannot be avoided unless we have a military rule or change law. Its highly unlikely any MP voting to give up his chance to change side without losing seat.
3.Family rule/ Sahodara samagama: Any president will chose his team and nothing to complain they are relatives provided work is done.
4. Corruption: For any government this charge is valid. If you check outside world you will see military juntas are more corrupted than democratic ones.
5. EP: All oppositions protest against EP since LalithA. Cycle is you promise to abolish it when you in opposition and when you come to power you will find you don't have 2/3 to do so and cycle continues.
Unless you were born after 1985 I believe rest will consider all these accusations as 'minor'.
We expect no accusations against SF as he is brand new politico but the main accusation seems his 20/20 commission for DanunaT. SF did right thing by filing a case so that media can't talk about it anymore and we know court can't rule it within days. Next is about LasanthW, UpaliT, KiethN (media attacks).
8.What IF
IF MR wins there wont be any thing different. Then UPFA will get 120+ for sure in GE, we will get another 100 minsters depending on how voters do on preferential and hence a stable ruling party will be there for next 6 years. This may facilitate economic development while his extended family will do as they do now. SF will probably go to Oklohoma, UNP's eternal leader will contest for GE.
If SF wins what will happen no one knows. If I asked from 10 SF supporters I will get 10 different scenarios.
According to UNP he will abolish EP and will become ceremonial president within 180 days. After that I don't know what difference is there for him compared to his jobless CDS position. I also, don't know why any one votes for him abolish EP and become jobless person and how this sacred hero can control corruption by giving up all the powers. OTOH, there is no known legal way to do so unless UNP has 2/3 and in such case what he will do is totally his choice and its unknown.
According to JVP RW cannot be PM. It takes usually months JVP to set up an alliance and days to break from it. In this case their unofficial marriage can break up within seconds.
Since SF is not a member of any known party he is not bound even by party constitution. Even now the EP can be controlled somehow via his own party and that space for democracy too will vanish.
According to my UNP friends its basically going to UNP government.
According some other his supporters SF is going to kick out ManoG etc and colonize north with SLA families and military sort of rule will be there.
My guess is, since the the only reason SF coming to politics is his ego plus power greediness and as the hindrance is MR/GR he will remove both of them from big picture. I don't see any genuine plan he has toward country apart from borrowed UNP/INGO vocabulary and Its not hard to see his intention of revenge from 1.GR, 2.MR, 3.WK, 4.JJ and their SLA men.
In either case, we can expect political instability in SL for a long time. Since the only common thing the sponsors of common candidate have is the objective of removing MR after results released nothing common will be there. If UNP get power via SF we can expect JVP to go for mass protests against privatization, private universities, power devolution, federal etc and thereby reduce sinhala youth by another 50,000. This will give USA and western powers more control over SL and any India/China players may make it even worse.
9.Vote Distribution and some Remarks
SF will get 30% UNP island wide vote base. This is the vote base who will vote (we say) even for "polpiththa" contesting from UNP. Muslim votes in general are for UNP and we can assume they get those as well. Tamil votes may be reduced by 50% even if UNP get the support from TNA,CWC etc. However, fielding a separate tamil candidate may prevent those votes being end up in MR's ballot box. Some new voters too may vote for a 'change' - I am not sure how many. SF may attract those who left UNP due to its anti-war plus federal stance. Any UNP voter get more confidence to vote for SF instead of their serial loser. Those who were victims of anti-MR (LNW type) propaganda, who became recent haters of MR, and JVP 200,000 vote base who in general hate the society will vote for SF.
For MR, thus his vote base will be reduced from 70% and probably will settle around 60%.
10.Conclusion
When war was there almost all sinhalese supported SLDF and that doesn't imply all of them support or have to support the ruling party. 30% of people are 'kapuwath kola' and among English speaking society and internet users its around 60%.
Its SF's right to contest any election or do politics. Nothing wrong with that and its upto people to decide their future. We need free and fare election and its the decision of people. Finally, people believe what they want to believe - I will vote for MR and If people wants SF, so be it.

To all those who accuse SF for weapon deals, I challenge, tell us why GR did not tell us that they buy arms and military supplies from third party agents, before SF break away? GR told us again and again, that weapon deals are done through Lanka Logistics. During the MIG deal, GR iterated that, they are done government to government. Now why suddenly this? There can be only two conclusions:
1. SF was really smart and fooled MR & GR and earned millions of money using his son in law.
2. MR, GR and SF all did make money out of weapons dealing while killing terrorists.
Conclusion [1] seems to be NOT realistic due so many obviously reasons. Any way if it’s true, he’s a genius.
Conclusion [2] is very practical and most probably the reality as well. If that’s case, I really DON”T mind. They did end the damn war.
So don’t be fooled by ‘data’ flooding your head, convert them in to ‘information’ and analyze them.

1. SF says he will contest the PE under a newly registered party and his party symbol would be the swan.
2. that means (K)UNA is free to field its own candidate!!!

4. associating RW's media empire is a good start. it is better for both SF and RW for popularity.

Ninja, welcome back. Good analysis.
It is a sad fact that the English Speaking SL are less inclined to be nationalistic and patriotic. This gathi bawaya was the cause of lot of Sri Lankan problems. To get rid of this mentality, somehow SL should empower people from the other parts of the country. This Colombo, Kandy centric mentality was now under pressure by MR and hence there is lot of resistance to MRs leadership.
I think the next 6 or so years of MR presidency would transform SL in to a society where all nationalities, provinces of SL has an input to the direction of the nation.

1. i have not come across a defece secretary being charged for war crimes and not army commanders.

Prabaha's Last Moments
At the final stage of the war, Prabha and 40 people closer to him changed to civilian clothes and even without cyanide capsule wanted to join the civilian force and sneaking in to the swamp area. Somehow his son ran in to the soldiers. Soldiers knew who he was, he was crying saying 'appa', 'appa'. When he was questioned, it appeared Prabha was nearby and the child was crying frantically. The soldiers did the smart thing, let the child go and he ran in to Prabha who was hiding nearby. Soldiers followed the child, surrounded the group and the rest is history.

I used to comment at AT good posts. However, it is bit off the mark this time and last time with SF. To say that SF never lead the battles from the front is downright dishonest and false. However, I believe that SF got dangerously close to trouble with Dandulena. Bottom line is that corruption is everywhere and nobody should be naive to think that one party is corruption free. SU in the past looked like somebody who was from the Bahu camp, that was my first impression. Then he looked more like somebody seeking peace with LTTE. Now he seems to be taking a hard stance against SF for the clear reasons mentioned by him. It surprised me a bit at first, However, I have met many in SL who echo his sentiment. Top government officials in New Delhi have told Asia Times Online that India believes Colombo stockpiled arms and even sought help from military commanders from China and Pakistan before the offensive that decimated the iberation Tigers of Tamil Eelam (LTTE) and eventually killed Tiger chief Vellupillai Prabhakaran in May.Chinese and Pakistani arms and direction were the "clinching" factor in the military's victory, top official sources have told ATol.
"With China's increasing role and presence in Nepal and Pakistan, and Pakistan's in Bangladesh, New Delhi is looking at recalibrating its passive diplomatic approach towards Sri Lanka," said one senior official, who wished to remain anonymous."While its main tussle for influence in the South Asia region is with China, India's immediate concern is Pakistan due to the country's role in the past of launching clandestine terror activities, as has happened in Bangladesh," the official added.
Sources say that India has been concerned about Pakistan's reported supply to the Sri Lankan government of al-Khalids (Pakistan's main battle tank), training for fighter pilots, and advanced rocket launchers.China has also reportedly increased its military relationship with Sri Lanka since 2007. In April that year, Sri Lanka signed a secret US$38 million pact to urchase Chinese ammunition and ordnance for its army and navy, Jane's Defense Weekly has reported. China also gave Sri Lanka six F-7 jets in 2008, supposedly free of charge, according to the Stockholm International Peace Research nstitute, to counter the Czech-made Zlin-142s that made up the LTTE's small air force.India fears that Beijing, with the help of Pakistan and possibly Sri Lanka, plans to encircle its influence in the Indian Ocean. It is concerned about a deep-water port being built with Chinese help in Hambantota, on Sri Lanka's south coast, and has long objected to Chinese involvement in the Gwadar port in Pakistan's Balochistan province.National Security Advisor M K Narayanan said in 2007: "We [India] are a big power in the region. We don't want the Sri Lankan government to go to Pakistan or China. Whatever may be their requirement, the Sri Lankan government should come to us.''
But the Sri Lankan army chief said in a recent interview that Colombo had to seek out China and Pakistan for arm as India was reluctant to sell it any for use against the LTTE. New Delhi has not been keen to supply "offensive" arms to Sri Lanka due to domestic political considerations in the south Indian state Tamil Nadu.

Prime Minister Manmohan Singh has said that the plight of the Tamils was much larger than the LTTE, and that he hoped Sri Lanka would show imagination and courage in meeting the legitimate concerns and aspirations of the Tamil people.
The LTTE exploited ethnic strife between the majority and minority communities in Sri Lanka. If the genuine grievances of the Tamil minority are not met, another group could soon do the same.

Dear DW bloggers - We now have an election coming up, probably a very decisive one at that. Shall we do a little bit of a backtracking and summarize what we have seen over the last few decades? I will start with my own "rudimentary observations" over the last 3 decades (not comprehensive by anymeans). I will not talk about the war itself as enough had been spoken about it. What follows is based on "development" and as you would see I see myself as a development addict (not a blind one though).
I vididly remember when JRJ came to power in '77 for I, with my family, spent the whole night listening to election results sipping coffee!!. I was in Junior Secondary school and didn't have that much maturity to understand the politics at that time. For me it was perhaps the first national event that I could understand to some extent.
I remember reading happily about development projects at that time with all talk about Sri Lanka would soon be a developed country. Things were happening in Sri Lanka. There was development. Whether corruption was there at that time, I did not really care. Probably I did not understand the word that much at that time.
When the infamous Black July came I was still at school. Walked home with everything blazing on the sides of roads. When the war started I was sad as rate of development really slowed down and this was worst during 87-88 period. With the crushing of that insurgency I was happy as we could see the development to some extent once again. But the rate was quite slow. There were no mega projects to be proud of. Development to me at that time was primarily that of infrastructure. With the "idiot box" I guess we could see where other countries were heading - High rise buildings (better use of space), highways etc., I remember how happy I was seeing the world trade center coming up in early 90's. I used to count floors everytime I passed it. Call me an idiot!! There was development (at least people outside western province felt it) during president Premadasa's time and everytime I heard about how president Premadasa used to call Ministry Officials 4:30 in the morning to check the progress of projects I was happy as it was all pointers to the development. But then again there was nothing to boast about.
Then I was out of the country and throughout I was dreaming about when SL could match these developed countries in terms of infrastructure. I deeply felt that the war was at least shattering my dreams of seeing a developed country. I was just wondering whether this would ever finish during my life time.
Back in the country I could see some development in Colombo - Baseline road getting completed, Airport getting a new wing. But nothing much happened outside Colombo as if the development was only for Colombo/Western Province.
When UNP came to power in 2002 I thought there would be development. Sadly there was none. They just shelved Norachchali and Upper Kotmale knowing very well how severe the power issue was. They went for high cost Diesel option. I was simply mad at them for not starting these projects and obviously about Millennium city incident as well.
The major difference in the current regime that I see is development happening everywhere despite war was running at full steam. Whether there is corruption or not, this would be an indicator of excellent decision making. Recently saw a comment somewhere that states the reason for starting mega projects was that commissions were also "mega". Good theory. This means that we should never initiate mega projects and we should divide it to zillions and give it in on an open tender for full transparency!!! Then someone has commented "parawal kannada?" !! I feel sorry about their brain capacities. (I guess you all have seen many insane, brain dead people in places like DM online)

Do we need to worry too much about corruption as long as there is a visible development which directly benefits people? No doubt we need to address the issue of corruption. We need to address the root cause of it.
If you are still not sure of development happening in SL, take 3 days leave and take a drive down south and to the east and also to the north now. Roads are coming up - not just patching of roads - quality roads - precursor to more development. Development that has been limited to Colombo has been taken to all parts of the country. Let’s take those colored glasses out (if you are wearing them) and objectively look at what is best for the country based on what we have seen over the last few years. Let’s also look at who would stand to benefit from stopping or slowing down of some mega projects here – particularly development of ports.
One last comment about economic (mis)management: I have read countless times that SL economy was about to collapse but yet to see the impact of such a collapse. If any one of you is a sane economist, I would really like to hear a neutral view. I have never seen a subject that is so politicized and it is difficult to believe anything.
To talk about development, we need to have a country. I am grateful to all those who made this country free again.
All these were happening with a "very weak" government (with a jumbo cabinet!) which in November 2008 was not sure about passing the budget. What could happen if we have a "strong" government? Food for thought. no doubt.

Until the publicity related to HiCorp led by the son-in-law of General (retd) Sarath Fonseka hit the News Headlines through AsiaTribune, I had a great deal of respect for General (retd) Sarath Fonseka.
Leading the military and other Defence Forces against the Tamil Tiger Terrorist LTTE to victory placed Fonseka on a high pedestal.
His skills as a frontal leader and to win a 30 year old war in less than 3 years was an admirable féte.
But incorporating the HiCorp by his son-in-law in the USA, where he is now accused of certain alleged fraudulent and possible criminal activities, brings down the gloss in one fell swoop.
It is also alleged that, Fonseka worked together with other Defence Forces high officers to divert military supply orders to HiCorp.
Then it is alleged that, Fonseka wished to appoint some of his close associates to replace the Ranks upon his retirement, possibly to continue this commercial insider-deal, malpractice.
Fonseka who was given the full security detail as he desired, by President Mahinda Rajapaksa, is now traversing as the President-in-Waiting, in style. From the images and the body language, one might observe that Fonseka is brushing aside all the negative signs with aplomb.
If and when Fonseka won the mandate to lead the country, corruption which he wishes to eradicate, will have a free hand led by Fonseka family, HiCorp and other members of the Club HiCorp. This is very bad news indeed.

- aim is to grab as many loans as possible [GaminiD and JRJ planned to get over-estimated loans for mahaweli and hence they were used to take most evaluators to sites via puttalam/wilpattu/mannar/vavunia roads]
- Projects did not lived to a big % of goals.
- lots of unexpected problems coming out of them
- big propaganda big names big projects
- Corruption of mega scale alleged to GaminiD
- Extremely similar to hitman projects as explained by John Perkins
- As per hitman theory the mega loans burdened us and we had to commit our further development dur to it.
RP:
- More genuine interest for development
- Lacked capacity heavily
- Continued loans from same groups
- Lots of money printing lead to infaltion that halved Rupee wrt dollar as allege by many
- Most projects ending propaganda only.
- wasting money on unnecessary things and inapropriate things
- Most work did not continue [mostly as they were so synthetic and inapropriate]
CBK:
- No real development
- Lots of corruption
- War spendings sky-rockets yet no outcome due to corruption
- Lots of money spent on 100% corruption
- heavy privatization

Three held for attack on Elangovan’s residence

Petrol bombs were hurled on the residence of former Indian Union Minister E.V.K.S. Elangovan, an LTTE critic, here and three persons of a little known pro-Eelam outfit were arrested in connection with the attack.
The attack occurred late last night after Elangovan, senior state Congress leader, had torn down posters and banners eulogising slain LTTE founder V. Prabhakaran on the occasion of the outfit leader’s birthday at Erode on Friday.
Elangovan was not present during the attack on his residence in which some furniture was damaged.
No one was injured in the attack, Tamil Nadu DGP K.P. Jain said adding that Mithiran, V.C. Mani and Arul, members of ‘Naam Tamizhar’, led by actor-director Seeman, were arrested today.
Seeman was earlier arrested and deported by immigration officials from Canadaon Thursday on charges of making an inflammatory speech against Sinhalese people. Seeman arrived in Chennai today.
Jain said adequate security measures were made in view of the ‘Maaverar Naal’ (Heroes Day), celebrated for three days ending November 27, the day the first LTTE cadre was killed in their war for a separate homeland for Tamils in Lanka.
Prabhakaran himself was killed in the Lankan army offensive in May this year.
Meanwhile, nine persons from different pro-Tamil outfits were arrested in Erode for displaying banners and flex boards eulogising Prabhakaran. Three inmates of the Gummidipoondi Sri Lankan Refugees camp were arrested for hoisting the LTTE flag and possessing posters supporting the banned outfit, he said. – (Press Trust of India)

Mega projects completing on time, is a rarity in SL. But it is happening sometimes ahead of time - Hambantota port is almost 1 year ahead of time.

Sri Lanka's former CDS did covert politics at his office, says Defence Secretary

Nov 29, Colombo: Sri Lanka's Defence Secretary Gotabhaya Rajapaksa said now it is clear to everyone that General Sarath Fonseka had been plotted against the government for a long time, while he was secretly engaged in politics before he retired from the Army.
In an interview with today’s Sunday Lakadeepa edition Nov 29 the Defence Secretary said General Fonseka has apparently had a number of discussions with the opposition during the last few months and now it is obvious that his protests over speedy resettlement and blocking the process posing various security and other reasons were actions carried out upon the interests of opposition while in uniform.
As a result the government had to face severe pressure from the international community. However President Mahinda Rajapaksa managed to expedite the resettlement process, the Defense Secretary said.
Responding to a question he said that security has been given as Fonseka has requested except the five woman soldiers.
"We can't satisfy his unfair demand claiming a contingent of 600 security personnel as he is an ex-military officer and security is provided after careful investigation into the threats that he claimed," Secretary Rajapaksa said.
Finally he said that the General is not a challenge to President Mahinda Rajapaksa.
"We all respected him as a hero, but to no purpose he lost his integrity as he betrayed his leader by supporting anti government moves and his own dream of becoming a politician," the Defense Secretary commented.
General Fonseka announced his bid for presidency today at a media briefing. He is being backed by Sri Lanka main opposition United National Party, Marxist Janatha Vimukthi Peramuna and few other minor political parties.

There is no point in assessing some one by just a one good deed.
They are cause of destruction and political instability in SL. The instability they cause within the nation is much worse than the nationalistic feelings they have. Many others who are not in JVP camps have nationalist feelings as well.
The only way forward for SL is when people stop supporting communist parties. There is no place for communism in the world now (There were good reasons in the past, but they are disappearing at a rapid pace).

Still some leftist ideas are with me. Some rightist ideas are also with me. Once I was a liberal also (while being a leftist). But the liberalism has done vast damage in Education. (I do not put details here). This is also a crime against humanity. What saddens me is that now Sri Lanka is taking the very same path of destruction of education.
Still I have some liberal ideas.
Once I was sympathetic to the LTTE. I never hid this. Hiding it is to hide from myself. The change came in 1991 December. In 1991 I met an Amnesty International person (a Tamil) who criticised then Government, JVP and the LTTE with equally strong venom.
I knew that JVP was so violent but the picture I had about LTTE was different.
I woke up.
Initially, I wanted to resolve the problem in a peaceful manner.
War is the last option. When war is the last option it is the only humane option. In 1994 when CBK came to power the point came. When you decide to fight a war you need to fight it with all the might you can muster. Otherwise it will be at the end inhumane. This all the might does not include “dirty ways” and hurting innocents.
Hereafter I only wished and hoped for utter destruction of LTTE.
My ideas about federalism have also evolved. Now I think even our current constitution gives too much power to special interest groups. We need to encourage and listen to special interest groups’ wishes and needs but this constitution motivates politicians to surrender over all National interest to special groups.
We are all equal. I do not want see state religion. The government support all religions. There are no Tamil homelands or Muslim homelands or Sinhalese homelands. What we have is Sri Lankan homeland. Individual rights needs to strengthened (then again without compromising social and national security) to the point that ethnic discrimination will be minimal. Every country, there is ethnic discrimination for some extent. There are no perfect solutions. One needs to balance so many opposing and contrasting extremes.
Whatever the path I was in I always had/have/will have a strong bond with people in Sri Lanka. I want them to prosper and live in peace.
I do not want to knowingly generate a misunderstanding about me as “unconditional” patriot. This means that if I were a British in the era of colonialism I would have fought along side with Sri Lankan people not in the side of my mother country. So I am not an unconditional patriot.
I want you to attack me or accept me only in that sense (the paragraph above). This is the last time I would answer this unless I see a particular reason to do otherwise.

I will give them credit for two things. That is theirs to take. But nothing more.

To say the least, unfortunately JVP is a confused political identity in Sri Lanka.
1. The "scum" wanted Rajapaksha government go under, at a very crucial stage of the war with LTTE as mentioned, by defeating the budget couple of years ago as you know. JVP is now going to bed with the same "scum" makes them a mix-bag.
2. They lead two generations in Sri Lanka to grave (71, 87) with no results. They used the same confused ideologies (simply trying to import Castro/Che adventure to SL. If you politically inclined towards revolution sensationalism, you must note Che/Castro theory, which was extremely popular when JVP was founded, of exporting revolution has failed in 5 other countries between 60s-70s taking many lives). (Read "Che Guevara by Daniel James)
3. JVP has realised (after local government election results lately) the ultra-nationalistic line they have taken as a tool of growing their vote base during the war (which suppose to be theoretically alien to their political ideology) are no longer with them. They have uncomfortably realized “nationalists” were massing around Rajapaksha during last phase of the war inducing a breakaway as well). Since SF/Rajapaksha conflict, in part, now lining up with Rajapaksha and the other part, with Fonseka. Had this continued without JVP participation and control they know well enough that would be the end of JVP. As you could see for them to survive they need to line up with some one. Unfortunately, they have chosen to go with bankrupt politicians (because they are weaker and JVP can be relatively vocal among them) who wanted, at heart, the country to lose Sri Lankan’s battle against terror.
That is why those who simply want one more term for Rajapaksha, including my-self (not because we love him), simply to see a stable Sri Lanka for 6 more years. I am of the opinion, then and only then, our society would be ready for meaningful progressive politics. Not before. If we rush to establish democracy, get rid of dictatorship etc., at this hour, that would be a damn mistake. By the end of next term however, we must defeat Rajapaksha’s if they are out of line to survive a vibrant democracy. There is no doubt MR would bring his son or Basil to lead his party but by then country would be stable enough to make proper decisions for it-self.
Please note Tamil separatism is as live as ever. They at the moment do not use violence and only, just, militarily suppressed for the time being.

I know some super duper di-ass-pora dumbos claimed Karuna doing some peelaam miracle within MR admin. The world doesn't wor that way. Yet some of my friends believe SF doing some magic with UNP. Karuna fought for LTTE and he was their hero until he defected. After that he was their traitor. Same is true for SF but under different political dynamics.
Different people will take different times to realize this. SamP may never need to put him in his list provided he will lose. If he wins then SamP will put him in his list when UNP/ US embassy propose new constitution (abolish PE + 13+ => federal) and that will be too late.

Again be careful about what ever propaganda may be going around.
I seem to recall that very soon after the war not so far from Nanthikudal, General SF addressed his troops and stated that soldiers did not sacrifice tghier life to give it away (referring to the 13th as it is). At that time 13th was very much on the lips of Government and people like Jayathilake.
The latter was immediately got rid of making it appear like the Government was against 13th. But it became clear that this was because he had offended Israel.
We need to think about whom SF offended. I think we just need to cast our eyes up (if you know what I mean). Do not think the SL is in the clear by any means. There are great powers who do not want to let SL be independent.
So, when one hears that SF has spoken about going beyond the 13th, one has to listen to the sceptic within to work out what is going on.
I would suggest that you watch the two men concerned and pay heed to what they actually say. I am not a Sri Lankan but love SL, and respect what the SL people choose. But for myself I would consider the following conditions for a Free Sri Lanka which so many soldiers sacrificed life and limb:
1) No 13th amendment as it stands with the foot print of the Great Bully. If devolution occurs it must be according to scientific principles as outlined elsewhere (down to district levels according to catchments) and totally devoid of ethnic and other forms of favouritism. No police powers but districts Provinces should collect taxes (for example). I would even support giving village councils more power. This I would think as going beyond 13th. Here I am talking about real devolution.
2) Implement 17th amendment. This is what is done in other countries. It does not get rid of corruption but it keeps from being embarrassingly obvious. It also reduces the power of politicians considerably so that ordinary people can do their business without having to go after these scum. Politicians (99%) are scum of the Earth. In other countries most of them are also lawyers. They are paid hefty salaries and huge Superannuation. If we can get Sl politicians to be as irrelevant and corrupt (under the table)as politicians elsewhere, then SL people will no doubt be able to reach their potential.
3)Implement strong Racial Vilification Laws. Anyone attempting to incite racial hatred should get the maximum penalty under the law. No questions asked.
One can see then what would happen to any political party which espouses racial/racist ideas.
4) Strong anti-discrimination laws: ditto
The above conditions should be sufficient to get the country rolling. It would obviate the need to appease racist-casteist Tamils who remain the bane of the country.
It would also put Tamil people in the North on notice. Choose now, a path of being Sri Lankan or display where your heart lies. If they come out in large numbers and vote for two major candidates (or even one of them) then they would be vindicated. This is a crucial time and having two strong candidates is an opportunity for all of Sri Lanka. Let us be fare on two patriots.

1. facts or empirical data.
2. Ideological operation which functions in 'behind the scene'.
Let us ask ourselves a simple question: in the Germany of the late 1930S,
what would be the result of a non-ideological, objective approach regarding the jews?
Probably something like: "The Nazis are condemning the Jews too hastily,
without proper argument, so let us take a cool, sober look and see if they
are really guilty or not; let us see if there is some truth in the accusations
against them." Is it really necessary to add that such an approach would
merely confirm our so-called 'unconscious prejudices' with additional
rationalizations? The proper answer to anti-Semitism is therefore not 'Jews
are really not like that' but 'the anti-Semitic idea of Jew has nothing to
do with Jews; the ideological figure of a Jew is a way to stitch up the inconsistency
of our own ideological system.'
That is why we are also unable to shake so-called ideological prejudices by taking into account the pre-ideological level of everyday experience.
The basis of this argument is that the ideological construction always
finds its limits in the field of everyday experience - that it is unable to
reduce, to contain, to absorb and annihilate this level. Let us again take a
typical individual in Germany in the late 1930S. He is bombarded by
anti-Semitic propaganda depicting a Jew as a monstrous incarnation of
Evil, the great wire-puller, and so on. But when he returns home he
encounters Mr Stern, his neighbour, a good man to chat with in the
evenings, whose children play with his. Does not this everyday experience
offer an irreducible resistance to the ideological construction?
The answer is, of course, no. If everyday experience offers such a resistance,
then the anti-Semitic ideology has not yet really grasped us. An ideology is really 'holding us' only when we do not feel any opposition between
it and reality - that is, when the ideology succeeds in determining the
mode of our everyday experience of reality itself. How then would our
poor German, if he were a good anti-Semite, react to this gap between the ideological figure of the Jew (schemer, wire-puller, exploiting our brave
men and so on) and the common everyday experience of his good neighbour,
Mr Stern? His answer would be to turn this gap, this discrepancy
itself, into an argument for anti-Semitism: 'You see how dangerous they

Then same data/facts can be use either against or also in the favor of it.
Yes, first He was over-valued by many as a true hero and a strategist. Then it got into his mind and start thinking he is a perfect leader and a strategist. Afterward he wanted to prove it to himself by doing something very smart and rewarding. Then he started plotting to be the smartest leader and reap all benefits to himself without sharing.
Plot worked partially but he accepted the things he doesn’t like as part of the strategy. However, other forces around him changed their courses creating an untenable vacuum around him.
Observers began to see his holes clearly, seeing through his smoke screen.
Then he was devalued, blamed and finally discarded.
Only at last he realised that he is neither a smart leader nor a good strategist.

If you read it I think you would come to similar conclusions to me. That this guy was at the time a die-hard LTTE-pig. He (KTR) then revealed (in a series of articles)about his origins as an SLFP party official. He also started talking about how he does not want a part of SL but he wants to be able to go any where and live anywhere in SL (big turn around from the Asia Times articles).
Many Tiger sympathisers were very angry with him at the time and wanted to take him to court (Canada and Australia).
I am pretty sure that Wijayapala would have been a very strong influence at AT. May be he even had an influence in proscribing Mahindapala. One thing I can say about Wijayapala is (as fond as I am of him) he is not a Sinhala in the way we would understand. He certainly believes in the "Tamil identity" myth and is emotionally invested in it. He cannot read or write sinhala. The relationship between Wijayapala and KTR, I am not sure of.
But one this certain in my mind. KTR cannot be trusted.
So be very careful about believing what he says when he starts a title with "bullets that killed innocent Tamils".
If you visit AT now you will see that it is completely degraded with KTR propaganda. It seems that most of his Sri Lankan contributors have abandoned him.

MADURAI: The police should firmly deal with demonstrations of support for the banned Liberation Tigers of Tamil Eelam, said Union Minister of Shipping G.K. Vasan here on Saturday.
Referring to the incident at Erode, in which the former Union Minister E.V.K.S. Elangovan and his supporters removed the banners of LTTE leader V. Prabakaran, put up by supporters of the banned organisation to mark ‘martyrs’ day’ on Friday, Mr. Vasan said that the police should not entertain any form of support for the banned organisation.
The government should initiate severe action not only against those responsible for putting up banners and posters at Erode but also all those who eulogised the LTTE and its leader all over Tamil Nadu. They should be dealt with severely.
‘Cowardly act’
Mr. Vasan said that the reported attack on Mr. Elangovan’s house in Chennai was a “cowardly act” by anti-social elements.

Sri Lanka has a history of violence. For a Buddhist country with a population of 20 million that history is gory – one long civil war, two bloody Marxist insurrections, ethnic riots, several assassinations and an abortive coup in 1962. If that wasn’t enough, the 2004 December tsunami battered the country’s scenic coastline and took the lives of thousands.
Everyone knows about long war of attrition that government forces fought against the separatist Liberation Tigers of Tamil Eelam (LTTE). The 26-year-long war ended in May at the cost of an estimated 100000 lives and two hemorrhaging communities.
Before Tamil militancy was the rebellion of the radical: not many outside Sri Lanka are aware that the country has seen two armed rebellions – 1971 and 1987-89 -- by extremist Marxists. The rebels of the Janatha Vimukthi Peramuna (JVP) were fuelled by anti-western and waves of anti-Indian sentiments. Both claimed the lives of thousands of youth from the majority Sinhala community and were crushed under heavy military boots. Thousands more disappeared without a trace.
But it was the protracted ethnic war with the LTTE that led to, what a political analyst said, a `national security regime’ (NSR) in the country. ``An NSR is created when militarisation is viewed as a necessary component of the conduct of a state. That doesn’t mean that country is under dictatorship; the regime could be in a broad democratic framework,’’ the analyst, who requested anonymity, said.
It doesn’t really help that the country continues to be under a ``state of emergency’’ six months after the war. ``Holding of elections alone is not democracy. Many rogue systems have many forms of manipulated elections for no other reason than to have some legitimacy, particularly before the eyes of the international community,’’ the Asian Human Rights Commission said in a statement soon after LTTE leader V Prabhakaran was declared dead.
The framework maybe democratic but essential components like the practice of civil liberties, artistic freedom and dissenting opinion is severely curtailed in such a regime. In Sri Lanka, it has meant the murder and assault of journalists and human rights activists, severe restrictions on critical opinion in the academia and a close watch, bordering on intimidation, on artists who want to make political comment.

A more direct impact of the internal strife and the security regime has been the rapid strengthening of armed forces. Latest statistics is hard to come by as the military continues to be cagey about sharing numbers but Sri Lanka does have one of the highest ratios of soldiers to civilians in Asia.
In 2006, according to a study by Mumbai-based Strategic Foresight Group, Sri Lanka had already emerged as the most militarised country in South Asia. ``For every thousand population, it has eight military personnel against 1.3 in India or four in Pakistan. In terms of military expenditure, Sri Lanka spends 4.1 per cent of its GDP against 2.5 per cent by India or 3.5 per cent by Pakistan,’’ the study said.
Three years later, those numbers have gone up. The total number of the forces including the army, navy, air force, police and civil defence adds up to 350000-400000. The army accounts for about 2.4 lakh personnel. Military spokesperson Brigadier Udaya Nanayakkara recently said the ``army would recruit another 10000 by the year-end.’’
Basic requirements are simple – applicant has to be between 18 and 24 years of age, unmarried and physically fit.
Military budget is going up too. Recently, Parliament approved an additional 20 per cent budget, over above the already allocated $ 1.74 billion, for defence expenditure.
The government argued it’s was necessary because the security forces still need strengthening.
The arrival of Sarath Fonseka, the first four-star general and recently retired as chief of defence staff, in the political arena is another sign of how ``militarised’’ the Lankan society was becoming, Professor J Uyangoda, head of department, political science, Colombo University argued.
``Militarisation has seen a gradual consideration in the society. Now with general Fonseka fighting the Presidential election as the opposition candidate, it indicates demilitarisation is not in the agenda even for the opposition. It doesn’t look like the United National Party (the main opposition party) is committed to demilitarising Sri Lanka,’’ Uyangoda said.
Historian Silan Kadirgamar said he ``was afraid that the run-up to the Presidential polls could be violent as the stakes were high.’’
``There are no professional army or security forces left in Sri Lanka. Having Rajapaksa is terrible and having Fonseka would be a nightmare. Unfortunately Sri Lanka has evolved a tradition where rogues contest the presidency and no one could remotely hold them down to their promises,’’ the respected civil rights group, University Teachers for Human Rights (Jaffna) told HT over email.
The run-up to the election could also see the proliferation of armed groups, some of which brazenly operate in parts of eastern Sri Lanka. These groups are usually affiliated to politicians and are known to kidnap and extort.
What could add to the problem is the high rate of desertion from the armed forces. Nearly 30000 personnel from the three wings went home on leave but did not return to their regiments. There were 20,597 deserters from the army alone.
``Desertion has increased after the end of the war. Yes, it is a problem because they are trained,’’ defence analyst and journalist Iqbal Athas said. Athas was also worried about politicians using thugs to protect their turf.
So, what are the ways to demilitarise provided the political class has the intention. ``Battalions to the United Nations could be increased. Or a transitory civil defence force could be constituted. The extra force could also be used to strengthen existing police stations or to man new police stations in the north,’’ Athas suggested.
The government has to demilitarise not only in numbers but also reduce its security paranoia. Sri Lanka’s history of violence cannot be denied. But the country deserves a future of peace.
I guess the reasoning behind UNP not contesting PE is due to their long term planning so that RW/MS come back in a big way.
Almost entire country was under 'war victory hypnosis' and UNP found that attacking 'war victory' is useless as MR scored 70%. I think they also calculated its wise to target 2016 PE and also found this unsatisfied, power greedy, ego driven, revengeful man. Both UNP and JVP were careful to keep him out of their parties and hence SF losing is not UNP/JVP's problem. Also its easy to capitalize via SF rather than attacking well build war victory mentality of voters.
Both parties will be able to attack MR freely satisfying their hate feelings. However trick will do a big job for UNP. Large number of UNP voters who were taken to MR, first via JHU, second when MR was doing war and third after war victory now expected to vote against MR. This will be a considerable achievement for UNP and SF is the best choice for such a tool. Minority votes may deviate from UNP due to SF but in crucial 2016 PE or even before that its not hard UNP to win back them.

Gordon Brown slams Pakistan over Osama

LONDON: British Prime Minister Gordon Brown Sunday attacked the Pakistani leadership in exasperated tones, demanding that it "take out" Al Qaeda leader Osama bin Laden and his deputy Ayman Zawahiri.
"The Pakistan government has started to take on the Taliban and to take on Al Qaeda in South Waziristan, but we have got to ask ourselves why, eight years after September 11, nobody has been able to spot or detain or get close to Osama bin Laden, nobody has been able to get close to Zawahiri, the number two of Al Qaeda," Brown told BBC television.
"We have got to ask the Pakistani security forces, army and politicians to join us in the major effort that the world is committing resources to, not only to isolate Al-Qaeda but to break them in Pakistan," Brown said after a telephone conversation with Pakistan President Asif Ali Zardari Saturday.
"...If we are putting our strategy into place for dealing with building up Afghan forces in Afghanistan so they can control things themselves, then Pakistan has got to be able to show that it can take on Al Qaeda, which is a threat to Pakistan and the Pakistani people as well as to the rest of the world."
"I believe that after eight years, we should have been able to do more, with all the Pakistani forces working together with the rest of the world, to get to the bottom of where Al Qaeda is operating from."

Brown's comments came ahead of an expected announcement this week of 500 more troops that would take up the British military presence in Afghanistan to 9,500.
The British presence in Afghanistan has come under growing criticism from domestic politicians, former generals and families of British soldiers as more than 200 British troops have been killed in that country since 2001.

I am talking about the economic development of the whole country not just Western Province or Colombo (There are many people in these online blogs to whom development means development of WP or Colombo!!). Development of infrastructure (primarily that of roads and power generation) is a pre-requisite for that. I would be happy to learn from you any other way of doing that.

If the army is professional and disciplined and not capable of carrying out illegal activities such as assassinations at anyone's behest as Fonseka claimed at yesterday's press conference, why should he fear threats to his life from a group of army commandos assigned by the government to protect him? Hasn't he as the former army commander insulted the army in a bigger way?/

I'm not arguing on behalf of MR. But on the contrary to the popular thinking, it is not the reason for under development the fact that some egotistic people's self feeding(fraud).
Most accurate questions would be the following ones:
What are they going to do with their money?(are they going to invest them or simply buying commodities with that)
And if they invest them, then in which sector? (eg.industrial or service sector)

On the other hand if it is not the verbatim then person who was writing that sentence was trying to give another impression.
Almost always slip of the tongue leads to the heart.

It is possible to develop the infrastructure without being it a indication of the economic development of a country( as was often the case with Sri lanka).
In my view, your strong example( colombo) is the weakest point.
Most of sri lanka's infrastructural resources are used not for producing new values(which can be exported), but for the daily social reproduction.
If you take the roads in colombo, then you can easily observe the fact that they are basically used for following functions:
- drive expensive, 'imported' vehicles.
- to distribute imported commodities all over the country.

Sri Lanka's main opposition party has accused the country's most senior army officer of being behind violent attacks on reporters.
Opposition MP Joseph Michael Perera told parliament that the attacks were carried out by a "special team" controlled by Lt Gen Sarath Fonseka.
Mr Perera said the government should arrest the offenders and "immediately bring them to justice".
The army has denied that it is any way involved in attacks on journalists.

Do you see the defect in this logic.
Someone may help him for not for his own "nyaya pathraya" but for the agenda of their own. There can be a party who gives rat's care for the exe presidency in SL, but would like to get the possible anarchy/instability/dictatorship that may arise if it is abolished w/o proper parliamentary system is in place.
There can be ppl who gamble on the defects and wweaknesses in SF and his clan, and hence hoping destruction of SL through them.
I am at no point gonna agree that SF has a moral freedom to accept pussycat money. But I am yet to get convinced of his acceptance of it. However, above comment suggests that he's in that line.
