EPS to be declared captured shortly

The Army will shortly declare the liberation of Elephant Pass, a garrison lost years ago. It will be a historic victory in this sector and the 53 and 55 have been given the opportunity to raise the lion flag and their share of the victory.

Clearing operations are being finalized at EPS. A Major was killed by a boobytrap but other than that, no serious incidents have occurred since the capture of Soranpattu. The 58 and 53 will not meet up. The former started moving east of Paranthan via Murusamoddai towards Chalai/Mulaitivu.

Lasantha killing: We are the face of terror

President Mahinda Rajapaksa was a friend of Lasantha Wickrematunge. Years ago, when Lasantha took over the news desk at The Sunday Times during the absence of the then News Editor Lalith Alahakoon, I was privy to a conversation he had with Rajapaksa before he sent a female journalist to interview the then opposition politician from Hambantota. They discussed various things that ranged from politics to jokes. Their friendship bloomed and the bond became so strong that when Lasantha became the editor of the Sunday Leader, the then President Chandrika Kumaratunga accused Mr. Rajapaksa of being the reporter for his friend’s newspaper.

Lasantha was gunned down on Thursday morning. The killers dared not show their faces. It was left to us, the journalists and the people who believe that media freedom is essential for a vibrant democracy, to close our eyes and visualize the face of terror that took Lasantha’s life. Sadly, among those faces of terror was the government, however much we try to erase that image.

A longstanding friendship between them notwithstanding, Mr. Rajapaksa and Mr. Wickrematunge had their differences. One such incident was when Mr. Wickrematunge charged that the President used abusive language to chide him for publishing a story about his family in the Sunday Leader.

Mr. Rajapaksa must be as sad as -- or sadder than -- we ourselves are after he heard the news around 2.15 p.m. on Thursday that his friend Lasantha Wickrematunga was no more.

But he also would have blamed himself, like we too blamed ourselves, for not taking adequate steps to promote a media culture where dissent was tolerated and journalists felt safe.

When we question ourselves as to who killed Lasantha, also among the faces of terror was that of ours -- the people of Sri Lanka. The killer was made of our lack of commitment to democracy and media freedom and our failure to question or check government politicians’ brash moves to label even democratically-spirited criticism as attempts to undermine the war effort. For most of us democracy means regular elections to the presidency, parliament and various councils – nothing more. Therefore, there was little or no countrywide protest when good governance, media freedom, transparency, justice and human rights were buried in the name of war. Even those who value these ingredients of democracy hold their voices of protest for the sake of the war, for they are being told in a hope-stirring manner that victory is nigh and therefore one must learn to sacrifice -- even democracy.

There were a few who saw that democracy can co-exist with and contribute positively to the war against the LTTE – and questioned corruption in the government but they were quickly labelled terrorist supporters and gagged.

At the beginning of Eelam war IV, President Rajapaksa had a word for editors. He said he respected the media’s right to criticize him or his government and he even welcomed such criticism, and he would also welcome media’s cooperation in fighting the war against terrorism. He was probably true to his words. But only a few media personnel saw the thin line between what is permissible and what is not. Sadly, most journalists either became government vassals or exercised self-censorship.

The vassals – embedded types -- won kudos while others became bad guys despite their self-censorship. The media became virtually silent.

Our silence has killed Lasantha and, before him, several media personnel, some in the south but most in the north. During the 1988-90 reign of terror, journalist Richard de Zoysa paid the price for exercising the people’s right to information. Months before the Rajapaksa era began, someone killed journalist Dharmaratnam Sivaram. The good name of Rajapaksa, who was once known more for his human rights activism than politics, was sullied when global media activist groups last year branded Sri Lanka as one of the most dangerous places for journalists.

Remember Keith Noyahr? He was assaulted and almost killed for exercising his democratic right to freedom of expression. Journalist Jayaprakash Tissainayagam has been behind bars for ten months for his writing. Though, Tissa was not killed, his spirit has been, as he hopelessly waits for the freedom which is becoming more elusive with each passing day.

The killing of Lasantha, the assault on Noyahr, the blast last week at the MTV/Siriasa station raise another serious question: Is there a state within the state? If there is, then we are hurtling towards a failed state, unfortunately at a time when the armed forces are liberating territory after territory in the north and taking the country towards a final victory. Let’s learn to tolerate dissent.

I am absolutely certain that MR, Gota, SF or any of the top people involved with the war effort have anything directly to do with the assassination of Lasantha. (MR addresses Lasantha as "machan", and MR is not a person to kill someone for for having a different view).

Anyway, the killing is a despicable crime against humanity.

One of three groups could have done this.

1. LTTE terrorists (or a group that needs to unsettle Sri Lanka) - If the terrorists did this, it is to implicate that the government did it, so that they can argue and coerce the IC that Sri Lanka is moving towards anarchy/autocracy.

2. A group of extremists within the GSL - When wars are fought for many years, groups of people can start to work independently as small units to bring down subversive units. These same units can rapidly run riot, even causing difficulties to the very same group that they work for. Unfortunately, GSL has given such units hope of escaping the rule of law by not prosecuting people like Mervyn De Silva. Together with euphoria generated by patriotic rhetoric of GSL, such units have become very powerful and arrogant. Furthermore, GSL associates extremists like the JHU, as I have been telling all along, have the capability to turn to the very same subversive acts that are perpetrated by the LTTE terrorists. If these units are involved, it would put implicit pressure on the top guys of the GSL. This is why a crime anywhere needs to be considered under the rule of law, and extremists units should be kept as minority parties, without being amalgamated to the moderates such as the PA.

Your 2nd point is highly plausible. I've heard of concerns about potential hardline factions within the state aparatus. Other moderate groups within the government had tipped off the parties concerned that they are in grave danger. Some had to go into exile.

The scary thing is none of these people were as controversial as Lasantha or were known to have any bias or agenda against the government. Just professionals who care about the country and trying to do their job.

This is for the war analysts and enthusiasts who got offended for diversions. Pls batter this layman's analysis with better arguments as I also wanna learn.

First of all there is no meaning of discussing war analysis whereas none of us are aware of the scale and extent of the MI developments in recent past. Koly states that 59th is closing in Puthu. Also TF4 and TF3 are getting close to Puthu. You should never underestimate 58th.

The beauty of this move is the division of two regions Mula from rest of Kili surroundings. Pussycats will end up in another dilemma. Whether to give up fortified and naturally secured Mula or to give up semi urban regions in east Kili full of the IDP "live stock". This is why I always wanted them to capture Puthu and Challai. For those who stated that it is too dangerous, same story I have again. The move should be by many divisions, and they should clear up to lagoon. Now, if they loose Puthu and up to shore, they loose their designated battle ground. You should not let the enemy feel the comfort of their home ground.

My guess is that pussycats will leave Mula and move towards east Kili. If they do so, with whatever developments in Chundikulam, the dark shade will loose shoreline and hence supply. BTW, recent supply of weapons would perhaps be enough for the entire "life time" of pussycats for that not being very long.

There will be resistance, most likely on TF3. The reason is because TF3 is covering the jungle and they may take over the air strip. with regards to the use of special forces and commandos, there is an opinion (among the long ranger and blacklightarrow if i recall correctly) that it would be difficult to utilise them often because of the shrinking battle space which would make them vulnerable not only to detection but also friendly fire by way of artillery/MBRL strikes.

That is what 53 and 55 was trained and equipped for. Arguably those are the most experienced divisions we ever had before 57th, 58th, and 59th, may be for open terrain warfare. It was that damn deadlock in the national front that kept us not moving forward. I hope to see an even bigger show when they reach Vanni. Anyway, with 53 and 55 in the game with other great divisions, LTTE is toast.

It's true if there aren't any civilians in the shrink ed Area.

The biggest issue is the large number of Civilians who are been kept as a shield by the LTTE. SLA cant just shell the area. So far we didnt get pressure from the international community (Specially from India) becoz SLA kept civilian casualties at a very low level.

President keeps on saying this, that Sri Lanka military is not targeting civilians. (Innocent Tamils)

Reconnaissance missions wont be possible due to the shrinking battle space which would make them vulnerable to detection.

I am a big fan of the 53 Division. There are plenty of special units attached to 53. Some trained by US.

They are on a walk in the park becoz there is no Arti or Mortar fire. They can fight against anything. Not with Arti or Mortar.

There was a time where the 57 couldn't pierce the Tiger bunt at Akkarayankulam. They tried so many times. There were plenty of casualties. Then, some special forces units were brought in. Then they saw the results. It's that the LTTE cant sustain the fire power they got. (Sometime back DefenceWire came up with a post about the SF's fire power)

Special Units are the ones who does all the hard work. 2nd Commando regiment attached to the 58 is a perfect example.

Dear Friends

I finally got a chance to read through some of the posts. The last two months have been terribly productive as well as exhausting.

Objectives have been achieved, terror numbers reduced, some have escaped and now are arriving as civis in Wanni.

I would like to extend my appreciation for all the strong and kind words the community has posted. I am so proud to have brethren from Sri Lanka who are abroad able back us up in Sri Lanka. Your encouragement gives us the strength to move on. I have told all my colleagues and soldiers your well wishes. Some were in real tears for the kind words.

There is a rumor as i interpret about LTTE leaders. I am writing as I can not watch this go on. I am saying this, until the ministry of defense confirms in public we should not talk about it. So far we dont know, and if we did no one will ever say anything. I would read Mahens blog with a big grain salt in mind.

In terms of War Front: we are almost done with a very aggressive plan to eliminate LTTE. Never ever did we think we could come so fast and far without a sudden collapse. Though prabhakaran was very serious about holding National front and kili his cadre were not so willing to sacrifice the lives of so many so they did what they do best, hand the weapon to LTTE transport, change cloths to a sarong mingle with civis. This has a created an immense problem as now more and more MEN in fighting shape are emerging with the civilians who are now surrendering.

I think the biggest work is yet ahead, making sure a concrete plan to run the Wanni heartland, establish a solid government with rules, build infrastructure, and provide security.

As I have said, more divisions will join us, need about another 10 more brigades. The next phase of war (after capturing mulativu) is policing and proper intelligence. The Navy will need to be expanded heavily to guard NE

I am now in Nuwara probably going to spend my time just reflecting on the events. Its tough coming back to civilian life like this and adjusting. no sudden movements :)

For all purposes, Buddhism did go extinct in India. It has only been revived in the past century.

I would argue that Jainism did not go extinct because the Jains had nowhere else to go. When Nalanda University was destroyed by the Khiljis, for example, the survivors fled to Tibet with the documents that they were able to save. That is why the Tibetans have the richest collection of Buddhist literature in the entire world.

In any case my point remains the same. For Buddhism to survive it needs lay followers who defend it as a faith. Itinerant, skeptical Westerners who change their beliefs each day won't cut it.

With regard to RAW's involvement with the LTTE, we already have some info on that although more would be welcome. Former non-LTTE militants for example have confirmed that RAW had masterminded the LTTE massacre at Anuradhapura in 1984, when over 180 Buddhist pilgrims were murdered in cold blood.

No wonder, why so many of the LTTE fund raisers own 2 or 3 luxury homes in Toronto. How come these people can own homes with the average household income within one or two years of their fund raising?

LTTE runs 100s of proxy businesses in Toronto under different names of diaspora Tamils, of them, some get more than their fair share of deal, others simply steal the whole thing.

The sad part is that 90% of the white-collar workers of Tamil diaspora, i meant to say white collar workers who have more than $125k+ of yearly household income, never contribute one single penny to LTTE, on the other hand, most blue collar diaspora Tamils, at least 80% of them, give substantial amount of money to LTTE.

Tamils should demand some transparency of the LTTE financial dealings, but given its banning on the international front, most of the hard earned money of Tamil diaspora will continue to disappear.

That's why I never gave one single penny to LTTE. Just as what I believe in how should be the economic stimulus package delivered by creating jobs rather than giving handouts to the needy families. If you diaspora Tamils, want to spend your hard-earned money wisely, please go there back home and build houses for those who became handicapped of this war or adopt orphanage kids or any other means you think that your money will be spend wisely.

This would be a significant development in Sri Lanka’s war against terror, sources said adding that since India launched a programme to recruit, train and deploy Tamil youth against the then government of President J. R. Jayewardene in the early 1980s, Sri Lanka had never succeeded in bringing the entire coastline under its control. The army, after clearing the entire area west of the A9 was closing-in-on the LTTE’s only access to sea, the sources said. That would be the end of the Sea Tigers, as they would be left without any launching pads, an official said.

The security forces will now concentrate on Chundikulam and Nanthikandal lagoons on the eastern Vanni.

Failure of successive governments to tackle the seagoing arm of the LTTE effectively, the Sea Tigers, over the past two decades, had been able to bring in massive stocks of arms, ammunition and equipment, sources said.

The navy has thrown the bulk of its assets, including over two dozen Fast Attack Craft (FACs), six Offshore Patrol Craft (OPVs), Special Boat Squadron and the recently set up Rapid Action Boat Squadron to guard the sea frontage. The heavy naval presence, believed to be the largest single concentration of firepower, was part of its strategy to thwart any attempt on the part of the LTTE and its foreign supporters from interfering with the ongoing combined security forces campaign. The navy being responsible for the destruction of eight LTTE floating arsenals is believed to have tracked down some other LTTE overseas assets in the recent past.

Sources asserted that the LTTE would vacate Mullaitivu and move into Puthukudirippu region, where it would make a final stand.

Responding to our queries, an official said that the area still under LTTE control was within the range of artillery from several directions. Army Chief Lt. General Sarath Fonseka recently said that the LTTE had been boxed into a triangle smaller in size than the Thoippigala-Narakkamulla area.

The 55 and 53 Divisions conducting operations at Nithiyavedda and Kattundarkulam on Saturday (10) recovered bodies of three LTTE cadres along with 8 T-56 rifles, two Multi Purpose Machine Guns (MPMG) and four radio communication sets.

The army, over the weekend, also seized the LTTE’s largest airstrip in the eastern part of the Vanni region. The runway built during the CFA and expanded after eruption of Eelam War IV had fuelled speculation that the LTTE was planning to bring in supplies by air. The airstrip located at Keppapularu, 6.5 km north-west of Mulliyawalai town and 5 km west of Nanthikandal lagoon was captured by the 59 Division on Saturday.

Army headquarters said that the 9SR (Sinha Regiment) commanded by Colonel Janaka Ariyarartne had captured a section of the airstrip by Friday evening and overran the entire area over the weekend. The 2.5 km long airfield with a 1.5 km long and 100 m wide tarmac was believed to be one of the most secured areas in the LTTE-held area. The facility included two hangers and several huts partly destroyed by the fleeing LTTE.

Since the launch of the Vanni offensive, the army has captured four airstrips at Panikkankulam area, Nivil area, jungle area south of Iranamadu tank and Keppapularu.

Sources said with the capture of the LTTE’s largest airstrip at Keppapularu equipped to accommodate large fixed aircraft, the LTTE would have to abandon any plan to airlift the LTTE leadership to a safer location overseas.

Armed forces officers said that the LTTE leader and his chief lieutenants, including Sea Tiger leader Soosai, Intelligence chief Pottu Amman and Swarnam had several options. As they couldn’t get away, they would have to commit suicide, surrender to the army, die at the hands of the army, perish in air assaults or go underground and live among the people. The sources also speculated on the possibility of a faction within the LTTE assassinating Prabhakaran to force an immediate end to fighting."

According to redcross, there are no one to collect LTTE dead bodies anymore. Only one office in mullativ is also closed. So I think there are no more dead body handovers to LTTE.

You are right; this is what I have also predicted in my previous posts.

Mullaitivu will fall well before Puthu, when it is outflanked, and the narrow spit of land on the seaward side is targeted by artillery/MBRLs from the landward side of the Mullaitivu Lagoon. If Div 59 breaks through along the Northern edge of the Lagoon to the South of Puthu and cuts route A35, Mullaitivu will be completely isolated. If these these threats materialize, the LTTE will vacate Mullaitivu, well before A35 is cut, and will withdraw towards Puthu. They will then build a fortification across A35 across the spit of land immediately to the South of Puthu to defend Puthu and the A35 area to the North.

Finally, the threat of an LTTE counter attack on Div 59 is quite large, because it is critical for them to protect Puthu, with Mullaitivu as a buffer area. They now have a sufficient number of hardcore LTTE cadres in the Mullaitivu District, withdrawn from the Jaffna front and Paranthan-Kilinochchi fronts, to launch such an attack in strength. This attack can take place with simultaneous coordinated attacks launched at Keriamadu/Oddusuddan, Mulliyawalai and Mullaitivu-Alapil areas in a DOUBLE PINCER MOVEMENT with the intention of cutting off, isolating, and mauling Div 59. The objective will be to cause large casualties to Div 59, buy time to fortify the Puthu/Mullaitivu/A35 area, and protect access to the sea.

It is not certain such a counterattack will take place, but it is likely. The LTTE can be prevented from concentrating their cadre in the Keriamadu-Mulliyawalai-Mullaitivy area to launch such an attack, if the SLA applies pressure at other critical points, such as along the Northern end of A35 near Vellikandal using elements of Div 58, Div 53 and Div 55. If these forces begin to rapidly move South along A35, the LTTE will be forced to divide its forces at both North and South ends of A35 (i.e., Vellikandal and Puthu) and may not have enough force to attack Div 59, which is a big (5 brigades) powerful division.

The longer LTTE waits, the harder it will be for them to do that; I hope SLA has plans to counter such a counterattack in force, and are moving to deny them the opportunity concentrate the necessary force, as I have described above.

As I had predicted, Div 55 is moving to clear ther Chundikulam corridor. Div 53 will soon transfer to the mainland side and assist in this operation along the landward side of A35, with one or more Brigades of Div 55 moving South along the land area between the seaward side of A35 and the East Coast of Kilaly Lagoon and the Bay of Bengal.

I would argue that Jainism needs lay followers perhaps more so than the Buddhists.

When compared to Buddhism, Jain clergy gives more rigid discipline and definite care towards the lay people. Lay people too return this care by providing food (which the Jain clergy are not happy to gather themselves due to the concepts of extreme avihimsa). So I think that Jainims needs lay followers more so than Buddhists.

Another reason could be that the propensity for Jain clergy to improvise their examples when they preach, when compared to Buddhism (in Buddhism, at least now, we try to pass on everything verbatim). So for Jain clergy, only the basic concept needs to be remembered (that is: soul is tightly bound to matter, and for salvation, one needs to free the matter from the soul) for them to preach and carry on the religion.

Jainism must have been a very hard religion to follow (even finding food, and adapting to new environments would have been a nightmare), and could have played a role in not spreading widely.

Another aspect of Jainism could have helped it survive Budhism in India; that is that their altruism is motivated by higher selfishness. for example, Jains practice extreme Ahimsa to make sure that YOUR karma is not weakened.

On discussing some of the other issues that we discussed earlier:

Buddhism and Jainism were two quite successful religions that arose from a plethora of heterodox systems, and most of these systems yearned to attain "salvation". Most of this hetorodoxy originated in the states of Bihar and Uttar Pradesh, two regions which were not influenced by Brhaminic religion and Aryan civilization (so Aryan class system would also not have been strong in this region - supporting the idea about the factors that contribute the spread of Buddhism that we discussed earlier).

Heterodoxy contributed greatly towards Hinduism. Though the idea of transmigration was fleetingly described in the Upanishads of the Vedic/Brahminic religion, it was really Buddhism/Janism that solidified this concept so much so that it was soon taken for granted even by Hinduism (however as a slightly different concept from that of Bud/Jain). So several concepts introduced by the heterodoxy lives on in Hinduism.

Some argue that the concept of Bhakthi (devotion) was introduced to Brahminic religion, which eventually solidified as Hinduism, by Dravidians. This very same concept could have flushed out Jainism from the southern India where it once flourished. Could this have happened to Budhism as well? Any thoughts?

COLOMBO: Twenty four bodies of LTTE cadres that were in the Anuradhapura hospital mortuary were buried by the authorities Sunday as the LTTE had not come forward to accept them.
These bodies belonged to LTTE cadres who had died in attacks launched by troops moving from the Welioya side to Mullaitivu.
The police had earlier informed the ICRC to hand over the bodies to the LTTE after the post-mortem examinations were conducted on court orders.
However, the ICRC had informed it was difficult to find LTTE officials to hand over the bodies.
Accordingly, Anuradhapura hospital authorities had sought court permission to bury the bodies and on receiving permission, the bodies had been buried at the Anuradhapura general cemetery

Govt. pushes for UN ban on LTTE

The government has speeded up its action for lobbying at the United Nations (UN) to secure a UN ban on the LTTE with the world body yet to name the LTTE as a terrorist organization in keeping with its Security Council resolution on international terrorism.

The Security Council resolution (1373), adopted shortly after the terrorist attack in the United States on September 11, 2001, laid down wide-ranging comprehensive steps and strategies to combat international terrorism.

It guides the Counter Terrorism Committee bolstering the UN member states’ ability to prevent terrorist acts both within their borders and across the region.

A Foreign Ministry official who commented on the resolution said that though the UN had clearly defined acts of terrorism, it was yet to proscribe the LTTE as a terrorist organization.

“We want the LTTE to be listed by the UN as a terrorist outfit. With this in view we held cluster meetings with several UN bodies and member-states. We are now laying the groundwork for such a resolution. Our aim is to get the LTTE banned before the end of this year,” he said.

The official said the Ministry had to specify LTTE activities committed in the international arena including the United States if the FM was to achieve success in lobbying for the ban.

A number of countries including Canada, the European Union and India had proscribed the LTTE as a terrorist organization while Australia was still to reach a decision in this regard.

You are spot on mate. I also brought this to attention yesterday by discussing bit with MZ.
One thing for a fact, due to the credit crises those funds would have got hit by now.
Top of that most of the banks becoming part of Governments (Does not matter where in the world those are), therefore huge audits will happen soon. Since LTTE is a band Terror organization, time to see the way money get frozen.

May be those higher members of LTTE in foreign countries will run away as Mahen's blog pointed !!!

[The Petraeus Doctrine and Lanka's anti-terror strategy

The Pentagon's first ever humane warfighting doctrine is fast gaining currency among the countries battling terrorism. It is known as the Petraeus Doctrine, the eponym being Gen. David Petraeus (56), a leading intellectual who has, through his 328-page doctoral thesis, The American Military and the Lessons of Vietnam, managed to convince the US that winning a war needs ensuring the security and wellbeing of the civilian population. This is the very antithesis of the US policy towards Vietnam, which eventually boomeranged.

Gen. Petraeus, in an interview with The Sunday Times (UK), claims that there has been a sharp decrease in the incidence of violence in Iraq––from 180 attacks to 10 a day. This may be considered as proof that the US strategy based on the Petraeus doctrine is beginning to pay dividends.

At a time the LTTE propagandists, having had egg on their face after the fall of Kilinochchi, where they said the army would meet its Waterloo exactly the way the Germans had in Stalingrad during the WW II, are trying to draw parallels between Kilinochchi and Baghdad, the Petraeus doctrine and its impact on the US policy on counter terrorist operations, warrant a comment.

Iraq and Sri Lanka are poles apart where counter terrorist operations are concerned, as unlike in the occupied Iraq, in this country it is the national military that is conducting a military campaign to protect territorial integrity, establish the rule of law and liberate civilians from the clutches of a terrorist outfit banned in many other countries. Therefore the question of occupation simply does not arise in Sri Lanka.

Conclusions that Petraeus has drawn from the Vietnam war are diametrically opposed to those of Gen. Powell and others who believe the US military 'should become a machine that delivers a massive, technologically awe-inspiring military punch at high speed' without getting involved in 'messy stuff' such as 'nation-building.' Petraeus says the lesson from Vietnam is not that the US should avoid counterinsurgency but 'become much better at it'. His advice to his troops in Iraq is to 'live among the people' and 'interact with them face to face not separated by ballistic glass'.

A careful look at the Petraeus doctrine will reveal that Sri Lanka adopted that strategy of battling terror very much earlier, having blundered like Powell et al at the initial stages. President J. R. Jayewardene and his Sandhurst trained military chums like 'Bull' Weeratunga, who happened to deal with the nascent separatist terrorism, acted like the proverbial bull in a china shop. Their strategy was manifestly devoid of humanity and political know-how. They totally misread the situation and were cocky that they would be able to wipe out terrorism within months, if not weeks. A similar mindset was reflected in President D. B. Wijetunga's approach to the problem, which further alienated the Tamil minority. President Ranasinghe Premadasa relied on his Keselwatte cunning in a bid to outfox the wily Tigers but in vain. President Kumaratunga realised the need for reaching out to civilians but she failed to strike a balance between politics and war in tackling terrorism and the result was disastrous as could be seen from a string of military debacles which characterised her stewardship. Prime Minister Ranil Wickremesinghe and his UNF government chose shameless capitulation as their policy in dealing with terrorism, maybe in good faith but much to the detriment of democracy and national security.

However, Sri Lanka, which learnt its bitter lessons over the years under different political dispensations, crafted and refined its strategy along the lines spelt out in the Petraeus doctrine much earlier than the US. In Jaffna and in several other parts of the peninsula, the army has been busy with 'messy stuff' such as civil administration and welfare activities since 1995. It has done so in the Eastern Province as well as in several parts of the North for a long time, living as it does among the people.

It is being argued that the factors that led to distrust, discontentment and consternation of the people, which the LTTE exploited for self aggrandisement, if not self-deification should be removed politically for the hearts and minds of Tamils to be won. This argument is tenable, no doubt. But, it is equally true that unless the military had enjoyed popular support in the North and the East, none of the victories it has scored in the past few years would have been possible. What is happening in Jaffna is a case in point. Thousands of people now come out to take part in anti-LTTE rallies. Would this be possible if their allegiance was still to the LTTE as the proponents of 'Stalingrad-Baghdad' theory claim?

Petraeus points out that the 'messy stuff' is not as inspiring as 'rough stuff' for a soldier. Naturally! He says, "The company commanders I talk to will often say that , in the last six months or so, we're dealing with the challenge that soldiers can't get as fired up about, say, the restoration of fish farms or poultry industries or local market revival as they can about true combat operations. So, they need to be reminded what happens when you have a real operation; there may be an adrenaline moment ... but it's often the moment after which some of their buddies and they might never be the same. And it is paradoxical."

This is exactly what the Sri Lankan military has been doing right throughout. It has been more engaged in 'messy stuff' like feeding civilians than combat operations. If the LTTE had not uprooted the Vanni civilians in a bid to hand over 'ghost towns' to the army, the troops would have had their work cut out looking after people and their march would have been greatly impeded. But, Prabhakaran, in his wisdom, chose earth bunds and motes for that purpose out of his desperation for a human shield.

Petraeus says Sherman––Gen. William Sherman who, having led Lincoln's brutal war against secessionist forces to a successful end, famously said, "War is hell!"––had it right about war. One could not agree with Petraeus more. But, Sherman made that pronouncement only after protecting America's territorial integrity through a bloody military campaign notorious for indiscriminate killing and destruction. In achieving his single minded goal, Gen. Sherman ruthlessly carried out the scorched earth policy and bragged at the height of his campaign that even if a crow were to fly from the East coast to the West coast it had to carry provisions as it would find nothing on the way to eat! Nor does Petraeus have any qualms fighting America's wars abroad. Of the Americans engaged in Iraqi war, he says, "They should be called the new greatest generation."

The world, especially the US, will certainly benefit immensely from the Petraeus doctrine but the crusaders against global terrorism have obviously failed or refused to recognise Sri Lanka's strategy of dealing with terrorism as a success. Else, they would have wholeheartedly helped this little country crush a rabidly fanatical outfit described as the most ruthless terrorist group in the world so that all the terrorist organisations including al Quaeda would get the message that their barbaric terror is no longer an intractable phenomenon and the civilised world is capable of removing the scourge a la Sri Lanka. ]
