Pooneryn is in essence on a big island of its own. The A32 has to cross two big "moats" before reaching Pooneryn. Probably difficult, so it makes sense to try to cut off the Pooneryn - Paranthan road first.
Kilinochi itself is more like a village than a city with most houses some distance from one another. Only along a brief stretch of the A9 "main street" are some houses standing together more densly.

I used to think Banda did wrong until I read a bit of history. Nehru was already taking India down the road of Linguistic Units in the 1950's. I suspect this was largely to quell the Dravidian movement. "Tamilnadu" was created out of Madras state only in 1968. They have demonstrated that despite linguistic devolution, they still harbour separatism (only state not to have Hindi as a medium; support to LTTE).
Coming back to Banda, he changed Sinhala Only (which was alligned with Nehru Chinthana) to Swabhasha. The reason that Mahen's Grandfather agitated against Banda was not because of the Swabhasa, Yako! It was because of the "Social Disabilities Act" which Banda was going to introduce. This would have permitted low caste Jaffna people (including Koviar etc- who are direct sinhala descendents) access to opportunities that they did not have. JRJ summoned the IGP and in front that Arch Racist Amithralingam, ordered him to release the animals. The IGP (good on him) resigned. I know his close family members. Many Srilankans take their life as granted, you cannot blame them when you are given free health care, free education and free rations. I do not even think they would like to clean their own toilets.
