Civilians have started arriving in their thousands by today. 522 civilians came yesterday and 2000 civilians had arrived by this evening. 25-30 LTTE cadres, who abandoned the movement, were also among them. This was the largest number of civilians to have returned to date and indicates the LTTE is really crumbling.
The 30-man Tiger team, which breached the 59 defenceline few days ago was completely annihilated along with several other Tiger teams in the general area Mulaitivu by a combined Special Forces, Commando and SLAF Mi-24 mission. The Tiger team from Ratha regiment, commanded from afar by Theepan had got more than they had bargained for. Although successful initially in firing a few RPGs at an Army Bus, Tractor with trailer and 2 tanks, the Tigers were systematically surrounded and picked off by the superior SF and CR teams.
Meanwhile Brigadier Prasanna Silva's 55 Division has finally entered Chalai. The declaration of the capture will be made within 24hrs as Sea Tigers putting up stiff resistance to guard its last entry-point into the sea were finding it extremely difficult to fight on due to the unconventional tactics employed by the veteran Special Forces officer and his junior commanders.

Tamil Tigers (LTTE) : Racket in Paris

Rameswaram, a 40-year-old restaurant owner in Paris’s Tamil quarter, thought he left fear and violence behind in Sri Lanka when he fled the country’s civil war in the late 1980s. But he didn’t.
Now, he says, he lives in fear of the young men who come to his apartment once a month to collect 100 euros for the Liberation Tigers of Tamil Eelam (LTTE), the rebel group fighting for autonomy for the ethnic Tamils of Sri Lanka.
Rameswaram – a pseudonym – says this has been going on since he opened the restaurant in Paris’s La Chapelle district in 1990. “Initially I didn’t want pay the LTTE but they hinted that my wife and children in Sri Lanka would suffer the consequences,” he says.
His wife and children joined him in France in 1995, but Rameswaram says he is still making the payments. He says he tried to put a stop to the payments when his family arrived in France but was attacked and beaten outside his restaurant.
Afraid of calls from the Tigers or their representatives, he no longer answers his phone directly, instead letting it go to the answering machine so callers can identify themselves before he picks up.
Some pay willingly, others don’t
In France, many members of the Sri Lankan community, especially shop-owners and businessmen, say they are being forced to pay contributions to the Tamil Tigers to fund their guerrilla war in Sri Lanka.
Some of the Tamils pay willingly, eager to support the Tigers’ efforts to win broader rights for Tamils from the Sri Lankan government, which is dominated by another ethnic group, the Sinhalese. “The LTTE tells us that the money they are collecting is a loan and that it will be paid back with interest after the war ends in Sri Lanka,” says Shankar, a shop-owner in La Chapelle who contributes to the LTTE. “They are fighting for our rights.” he adds. (Like many Tamils, Shankar uses only one name.)
But others say they are obliged to pay because they are threatened and coerced by the LTTE’s fund-raisers.
1 day abroad = 1 euro to pay
According to a March 2006 report by the nongovernmental Human Rights Watch, most Sri Lankan Tamils living abroad – including in Canada, Europe and the United States – are approached and asked to contribute to the LTTE. The report says the fund-raisers sometimes identify themselves as representatives of the LTTE, and sometimes of Tamil charity groups that are widely seen as fronts for the LTTE.
According to Human Rights Watch, Tamils who fail to pay while living abroad are asked to pay double or triple the amount when they return to Sri Lanka to visit. The amount varies but is often calculated on the basis of $1 or 1 euro for each day that each member of the family has lived in the West, the group says. Once the payment is made, expatriate visitors are given a PIN number and a visitor’s pass which allows them to move about freely in LTTE-controlled regions like the Jaffna peninsula.
Arumugam Kumarasamy, a 50-year-old Tamil who has been living in Paris since 1987, says he has not been able to visit Sri Lanka in more than a decade. “I don’t have the means to pay the LTTE. Even if I go back to my country the Tigers will not let me enter Jaffna unless I pay,” he says, adding, “Even if I had the means, I wouldn’t pay because I don’t support their goals.” Kumarasamy says he is one of the few Tamils who can afford to say “no” because most of his family is in France.
Even former Tigers say they come under pressure. Forty-five-year-old Mani Sundram says he was an LTTE fighter in his twenties but left Sri Lanka in the late 1980s after an internal split within the group. Now the owner of a music store in Paris, he says he often receives visits from LTTE members asking him to contribute large sums of money. “They come home and if I don’t answer they leave a note in my mailbox. I refuse to contribute because I know my money will be misused,” he says.
One of the Tamils interviewed for this article gave FRANCE 24 a printed slip that he said was pinned to his door while he was out. The yellow slip, printed in the Tamil language, reads:
A national freedom worker came to your house but you were absent. To make it possible for us to get in touch with you please let us know your day off or the time when you take a lunch break by calling on the following number.
The slip then gives the telephone number and address of the Tamil Co-ordinating Committee (TCC), a Tamil welfare organisation based in Paris.
‘All Tamils are Tigers’
The TCC’s office, in eastern Paris, are adorned with LTTE flags and photos of LTTE military leaders. On a recent visit by FRANCE 24, two young men were sitting at a desk, one of them reading off names and euro amounts from a printed list, the other entering the data into a computer. Asked what they were doing, the men said they were tracking contributions made by French Tamils for cultural events.
In an interview in his office next door, the TCC’s manager, Metha, denied assertions by human rights groups and terrorism experts that the TCC is a front for the LTTE. “The TCC is not linked with the Tamil Tigers,” he told FRANCE 24, “but we support their cause since they’re fighting for the rights of the Tamil people back in Sri Lanka.”
Metha, who says he worked as a public relations officer for the LTTE back in Sri Lanka, says he is aware that some groups extort money from Tamils in France to support the Tigers’ military activity, but that the TCC only collects voluntary contributions for cultural purposes. He noted that the French government has not taken action against the TCC even though the European Union branded the LTTE a terrorist group in May 2006.
(The French interior ministry, asked about allegations of coercive fund-raising by supporters of the LTTE in France, refused to comment.)
When asked whether he knew who worked directly for the Tamil Tigers in France, Metha smiled and responded: “All Tamils are Tigers and we all help the LTTE in their cause”.
Charities
The Sri Lankan embassy in Paris says the TCC and other Tamil charities raise thousands of euros for the LTTE by staging cultural events such as Tamil sports meets and dance competitions, and encouraging local Tamil business owners to purchase stalls for high prices.
According to Chitranganee Wagiswara, the Sri Lankan ambassador in France, “In France, these organisations have registered themselves as cultural or humanitarian organisations, so it is difficult to take an action against them since there is no authentic proof of their links with the LTTE.”
The TCC and other Tamil charities say the Sri Lankan government targets them because they work for the benefit of the Tamil population, which they say has been oppressed and unfairly treated by the central government for decades.

According to initial reports received, at least 17 people were killed and 45 others reported injured when an LTTE woman suicide bomber blew herself at an IDP rescue centre, North of Visuamadu in Mullaittivu this morning (Feb 9) at around 11.30 a.m.
According to defence observers, LTTE terrorists have perpetrated the attack targeting the civilians in reprisal, for defying LTTE's orders to take-up arms. Exact casualty figures are yet to be estimated as tension prevails in the area. Security forces immediately cordon off the area while medical units were rushed to the site, the sources said. Women and children are said to be among the many killed and injured in the suicide bomb blast, security sources said. Ambulances carried the wounded to the Kilinochchi hospital.
The LTTE bomber had arrived among the civilians who were seeking protection with security forces after fleeing from LTTE, in the non-liberated patches in Mullaittivu. The bomber had blew herself before being screened, the reports further said.

Beware of Indians bearing Gifts: The Reconstruction Package

I don't like this level of Indian involvement in Sri Lanka at all.
The Sri Lanka Govt. should propose the projects and implement them. No Indians personnel should be directly involved, and no private Sri Lankan citizens should be allowed to go to India to directly to discuss these matters. It should only be Govt to Govt.
If direct interactions between India and Sri Lankan Tamils is allowed, bypassing the Sri Lanka Govt., that would be the thin end of the wedge for the next phase of the Eelam war. Very soon Sri Lanka will lose control of its North and East provinces, and our country would be overrun with RAW agents destabilizing it and attempting to partition it.
I sincerely hope the GOSL knows what it is getting into.
India putting together a reconstruction package for Jaffna

NEW DELHI, February 8: Even as Sri Lankan security forces are all set to recapture the remaining portions of LTTE-held territories in the island’s Northern Province, India is busy putting together a reconstruction and developmental package for the civil war-ravaged Jaffna peninsula.
The package is expected to include a number of power and infrastructure development projects as well as capacity-building activities. It will be implemented in association with the Sri Lankan government in the region, now on the verge of being freed from the clutches of the Liberation Tigers of Tamil Eelam (LTTE) after 23 years.
Implementation of the package can begin as soon as the military offensive against LTTE gets over.
The Press Trust of India (PTI) news agency today quoted government sources here as saying that details like the number of projects, their volume, the exact format are being worked out in consultation with the Sri Lankan government.
"The aim is to enable the people of northern Sri Lanka, who are in an impoverished condition due to two decades of war, to stand up on their feet," the sources told PTI.
The intent is to lay strong and sustainable foundations of peace in Sri Lanka’s north and provide for comfortable conditions for the people there to live in, the sources said.
The reconstruction package could be on the pattern of activities being undertaken by India in Afghanistan and various other countries.
India has undertaken projects worth $1.25 billion in Afghanistan, covering power sector, infrastructure, social empowerment and capacity-building. It is also constructing a brand new parliament building in Kabul.
India will also work closely with the Sri Lankan government in the political field, like implementation of a devolution package of empowering all communities and holding elections in Northern Province, the sources said.
The devolution package is based on the 1987 Indo-Sri Lanka Peace Accord.
Incidentally, India had helped Sri Lanka in the conduct of elections in the eastern province, held after it was liberated from the LTTE.
During his recent visit to Colombo, External Affairs Minister Pranab Mukherjee conveyed to President Mahinda Rajapaksa India’s keenness to work with the Sri Lankan government to enable all Sri Lankans, particularly the Tamil community, to lead normal lives as soon as possible.
He had said: "An early restoration of normal democratic life in the areas affected by the conflict would be a major contribution to peace and stability. India will do all that it can to bring this about, working with all those who work for this goal with us."
India has already supplied relief material for the affected civilians in the north.

Fake credit card: Evidence points towards Lanka
CHENNAI: The man, who handed out fake international credit cards to four persons - now in jail for using them to buy jewellery and other articles - for Rs 20,000 at the Marina beach, could be a Sri Lankan Tamil, feels the city police.
Since the city crime branch found a distinct Sri Lankan Tamil connection in five cases relating to fabrication of fake international credit cards in 2008, the latest case cannot be different, they suspect.
CCB inspector Chandrasekharan explained the modus operandi: A Sri Lankan Tamil employed in a commercial establishment in a Western country steals details of credit cards he swipes by using a skimmer machine and passes on the data to accomplices elewhere where the fake cards are fabricated. The skimmer machine can be hidden inside the shirt pocket or at the workplace, Chandrasekharan told to The New Indian Express. Besides, the person doing the billing will have to swipe it in the skimmer. Then, a software is used to download the data, which is sent through e-mail to Sri Lankan Tamils living elsewhere. Using another software, the data is deciphered and used to make a fake card.
Since the man, who sold the fake cards to the four persons, did not reveal his real identity to them, police suspect that he could be a local making the fake cards in Chennai with data obtained from Canada, the US and Europe, or his agent. In all five fake credit card cases registered in 2008, the same modus operandi was adopted and those who stole data were Sri Lankan Tamils living in the West.
Last year, when a Sri Lankan Tamil, Sanjay Kanth, was arrested at a hotel in Adyar, police found that he had received data of credit cards owned by foreigners through mail. He then used a particular software to produce fake cards, which were distributed to fellow Lankan Tamils in the city and others.
In another case, police arrested Lankan Tamil Ramanan, who obtained data through e-mail and produced fake cards with a help of a local by paying Rs 3,000 for each card.
In this case also, the CCB suspect the Sir Lankan Tamils as most of the fake credit cards seized were made with data of cards belonging to foreigners.
“We will decipher the data of the 88 cards and send them to the banks concerned for verification of the customer address and then to check with the shops where purchases were made to find out who could have stolen the data. The process will take at least 30 days,” said a senior police officer.
International fake credit cards are also circulated by Tamils from South East Asian countries, particularly Malaysia, police said.
“We are sending our police officers to the CBI academy in New Delhi to update them on the latest techniques being used by criminals.
In future, more training will be imparted to our officers to prevent such crime,” said City Police Commissioner K Radhakrsihnan.

I think we are being a little harsh on Peter. He is actually quite capable of rational discourse and is extremely astute.
As distasteful as it may seem to many, he is a man we need to engage with in order to help secure the peace. His constructive input into any post-conflict unified Sri Lankan order would help make that solution credible and ultimately lasting. This is the least we can do to ensure that the benifits of the unparallelled achievements of the troops are maximised.
Peter doesn't have any choice in the matter. He can continue to work for his people within a unified Sri Lanka, or opt out and stay away because we will very soon enter a post-war, post-LTTE world. If he doesn't change he will very soon become a dinosaur like one of those unrepentant Nazis who escaped to the wilds of Paraguay after WW2.
We can be satisfied that the GoSL has won without screaming blue murder at him here. It is about as useful as howling at the moon.

Wanni is not easy situation to handle. IDP people coming different areas avoiding LTTP killers. It's not like Omanthai. You never know which area or which way people coming out.
