Civilians have started arriving in their thousands by today. 522 civilians came yesterday and 2000 civilians had arrived by this evening. 25-30 LTTE cadres, who abandoned the movement, were also among them. This was the largest number of civilians to have returned to date and indicates the LTTE is really crumbling.
The 30-man Tiger team, which breached the 59 defenceline few days ago was completely annihilated along with several other Tiger teams in the general area Mulaitivu by a combined Special Forces, Commando and SLAF Mi-24 mission. The Tiger team from Ratha regiment, commanded from afar by Theepan had got more than they had bargained for. Although successful initially in firing a few RPGs at an Army Bus, Tractor with trailer and 2 tanks, the Tigers were systematically surrounded and picked off by the superior SF and CR teams.
Meanwhile Brigadier Prasanna Silva's 55 Division has finally entered Chalai. The declaration of the capture will be made within 24hrs as Sea Tigers putting up stiff resistance to guard its last entry-point into the sea were finding it extremely difficult to fight on due to the unconventional tactics employed by the veteran Special Forces officer and his junior commanders.

Problems of the dvora story,
1. It was from sibernews. ( and what ever u say u have to belive that syhis site is not credible, even our LTTE pro people will have to agree on this)
2. 52 naut miles is exactly 96 Kilometers And a a suicide craft going that amount of distance is higly suspicious. (They do not have a long range because of small fuel tanks)
3. Only a suicide craft can destroy(sink) a colombo class(based on dvora mk 3) Any other type of weapon LTTE has does not have that kind of firepower( Even the MIrage class that LTTE posses have tough luck on this even with HMGs)If the mirages are to sink a dvora it has to be a whole fleet of them.
4. A dvora giving chase to a craft for 100 kilometers is very unlikely because the Typhoon type main gun on the craft is top notch, The firefight would've ended long ago.
So all the points i made depend on the 52 naut. mile claim. If it was less than that.. it was probable but this scenario is out of the question

It's funny how most of the "conflict resolution" etc experts have devoted very little effort to thinking this out. There is an attitude from some Tamils (like Peter Ratna) that it's up to us (Sinhalese) to figure out the specifics- probably because the Tamils themselves don't know what they exactly want.
The general consensus among the "experts" is that some sort of devolution or even federalism is needed. I am not against devolution (although I think it would be virtually impossible to implement federalism), but I don't think that devolution alone will solve SL's problems. Most of the Tamil population (and the other minorities) lives in Sinhala majority areas. Tamils believe that self-rule will provide some security for them, in that they will have a "homeland" if they are persecuted. Recent history has shown that having a "homeland" is no guarantee for security for minorities- the key is to find a system which will reward moderates in the majority and prevent racist extremists from coming to power.
Furthermore, the federalists have not given much thought as to how an accountable system of devolution can be established. They have their heads up in the clouds not realizing the ground reality of thugs like Douglas and Pillayan, or incompetents like those we find in our provincial councils dominating the local scene.
I know this does not answer your question as to specific constitutional safeguards- I'll get to those. But for now I thought I should list the challenges that the ethnic pundits and seminar sahibs have ignored.

The whole aim of amending the constitution is to make it a document that all parts of Sri Lankan society see as a guarantee of their rights and freedoms. The constitution is an issue because a section of the Tamil community (yours) believe the current one does not protect them enough. You yourself wrote this yesterday. Therefore, we need direct input from sophisticated representatives of that section of the community (you) to point out the flaws and suggest a new document could be embraced, which also guarantees the territorial integrity of Sri Lanka.
I can pontificate all I like but, to my regret, it would not make one blind bit of difference. Actually its your proposed amendments that have the most significance.
So what should we do?

For any amendment to be practically actioned, it has to be fully understood by the Sinhalese. For that, a group of Sinhalese people will have to re-read their constitution with one eye on '83.

If we want to change our politicians' incentives (i.e. towards accountability, non-racism), one of the big things to fix is the electoral system.
From 1948 to 1977 we had a first-past-the-post (FPTP) system where an MP could get elected with a plurality (not necessarily a majority) of votes. This worked until the 1970s, when the UNP and SLFP were able to get over 2/3rds of the seats with barely a majority of votes. The Tamils were no longer able to play kingmaker politics, as they did in the 1960s (a decade which featured the least anti-Tamil violence in post-independence history). It is not entirely a coincidence that Tamil militancy began in the 70s.
The other problem with FPTP is that it encourages politicians to cultivate a relatively narrow vote bank and ensure that it is larger than others', because again you don't have to win an outright majority of votes. In Sri Lankan terms, it encourages politicians in diverse areas in the South to ignore minorities to win the Sinhala vote.
The solution in my view is the Single Transferable Vote (STV), which the British have implemented in N. Ireland as one means to moderate the highly polarized politics there. With STV there are no "wasted votes"- voters can choose a 2nd or 3rd choice, and therefore anyone running for the seat has to reach out to everyone (since candidates have to win an outright majority- possible through preference voting- to get the seat).
We actually already have STV in place for the presidential election, but we don't have something similar for parliament. We need STV or something like that in parliament to produce a more moderate legislature.

Slight error Rocky, It was at DAMBULLA not Premadasa where we lost batting first(after losing the toss). In all matches where Dhoni won the toss, India won. They lost when Mahela won the toss. So toss is important especially when the pitch behaves differently during the two sessions, unless one team is far better than the other.
There is absolutely no reason to believe that Mahela or any other senior player is complacent. Everybody have their good and bad days, some for long periods.

The main critique of STV will come from the minority *parties* (particularly the SLMC), because they have the most to gain from the current "proportional representation" (PR) system which encourages a multi-party setup, but does nothing to moderate politics. JR claimed that he implemented PR to solve the problems of FPTP and encourage diversity, but personally I think it was entirely intended to weaken Parliament and further strengthen his position as Executive President.
Probably the most stable setup that we can hope for is a 2-party, or better yet 2-bloc arrangement characterized by Left vs. Right socioeconomic politics, where each side has incentives to woo minority votes and not exclude them during the campaign. Contrary to what many Sri Lankans believe, a strong party system which offers credible programmes for voters is a requirement for stable democracies.
The current PR system on the other hand encourages ethnic politics during electoral campaigns, as seen by the antics of the JHU, SLMC, and UCPF (though not the TNA, which was simply an LTTE mouthpiece). After the election, these ethnic parties have to indulge in horse-trading and compromising principles to win ministries and power.
Our own version of PR is even worse, because it is open-list- people don't vote for parties but for individuals within parties. This leads to a weak party system dominated by personalities, as opposed to programmes. An open-list system actually discourages internal democracy within parties, because the party leaders are spared the difficult decisions as to which individual candidates would receive priority in the party list prior to elections (the voters would make that decision). Ranil sits pretty while his subordinates battle each other for votes.
Our current PR system is one reason why he have over-sized Cabinets (literally breaking world records)- the head of government simply has too many parties and politicians, created by the system- to appease.
Some in Sri Lanka have advocated a mixed member system to resolve Sri Lanka's electoral problems, but this is seen more as a panacea and not scrutinized seriously. I would argue that for a mixed-member system to work, it will have to incorporate STV (not FPTP) for the majoritarian element, and a closed party list (not an open list) for the PR element.
These are not all my ideas, John, but I'll leave you with these for now.

I agree with you mate, good suggestion. This will give a fair chance to both the sides and mitigate the risk of being humiliated in a series by a lucky captain and his team. Alternatively, why not each team bat for 25 overs each, over 4 innings. This too will lessen the chances of a team suffering from 'loose the toss - loose the match syndrome'.

we must nurture & sponsor more leaders like douglas who will be dependant, grateful & intelligent enough to appreciate the sinhala govts. while understanding the impossibility of a mono ethnic eelam.

Last week, NGOs were amiss over reports in the international media that 300 civilians had been killed in crossfire inside the safe zone. The report was based on an e-mail purportedly sent by Dr Varatharaja, who is the regional director of health services (Mullaitivu).
“Heavy fighting and continuous multi barrel artillery shelling has resulted in more than 300 Internally displaced parsons being killed and over 1000 hundred injured in Suthanthirapuram, Udaiyaarkaddu, and Vallipuram in the Mullaitivu District. We are making an URGENT APPEAL to the Government of Sri Lanka, ICRC, the UN, and the International community for medical supplies and medical teams to be sent to the District to assist our staff. We currently only have 9 MMBS Doctors,”
the letter read, urging immediate supply of a list of medicine. Later, however, Dr. Varatharaja through Health Ministry Secretary Athula Kahandaliyanage denied sending the purported letter and had claimed that, “there had been only six deaths and 15 wounded following a shell falling into the Pudukudiyiruppu hospital last week.”
This prompted the Associated Press news agency to retract a news report it had filed based on the letter.

Health Ministry Secretary Dr. Athula Kahandaliyanage in a letter to ICRC Sri Lanka Mission Head Paul Castella on Saturday said the International Committee of Red Cross should be responsible for the plight of patients and medical staff attached to Puthukuduyirrupu Hospital for having deviated from the best possible route arranged by the Government to evacuate them.
Dr. Kahadaliyanage referring to a news item in an English daily said the ICRC as a neutral and responsible organisation should express balanced statements with regard to this incident. Kahandaliyanage said the plight of the civilians, patients and medical staff might have never occurred if the ICRC heeded the request made by him to move them towards west where the Security Forces were waiting to receive them and take them to Vavuniya.
He says the ICRC's allegations against the Government over the plight of patients and civilians in the uncleared areas due to the risk involved as a result of fighting between the LTTE and the Security Forces and shortage of medical supplies are regrettable.
Dr. Kahadaliyanage said the Government has taken all steps possible to protect civilians, patients from any harm due to fighting. They were denied the freedom of getting across to safer areas under Government control where all facilities were made available to ensure their health, safety and welfare.
He said all medical supplies along with health personnel are available without any restriction in Vavuniya to look after the civilians and patients who are stranded as a result of the conflict.
He said the Ministry expects the ICRC to assist the Government to move the patients medical staff and civilians so stranded to reach the facilities made available by the Government in Vavuniya.
He said the patients and the medical staff are willing to come over to the No War Zone or Vavuniya hospital but the LTTE prevents them from leaving the area.
The Ministry requested the assistance of the ICRC in enabling them to reach the No War Zone or Killinochchi or Vavuniya. But the ICRC on their own decided that they should go to Puthumattalam which is away from the desired safe zone. "The Health Ministry appreciates if the ICRC does not point a finger at the Government for their lapses.
The ICRC should jointly work with the Government to achieve common objective of saving the sick and ordinary civilians from the clutches of terrorists.
