The death-toll in the suicide attack inside the IDP camp today has risen to 32, which includes 24 Sri Lanka Army personnel and eight civilians. 42 civilians were also wounded in the attack. The attack occurred when officers and men attached to the military garrison dedicated to assisting returning civilians was preparing to serve a fresh meal to the civilians. A small Tamil child was also killed in the incident.

Ten independent UN experts* on Monday expressed their deep concern at the deteriorating human rights situation in Sri Lanka, particularly the shrinking space for critical voices and the fear of reprisals against victims and witnesses which – together with a lack of effective investigations and prosecutions – has led to unabated impunity for human rights violations.
The UN experts also unreservedly condemned this morning’s suicide attack, allegedly by a female Tamil Tiger, which reportedly killed 28 and injured about 90 civilians and soldiers in Mullaitivu district in north-east Sri Lanka.
Speaking of the general human rights situation in the country, Ms. Margaret Sekaggya, the Special Rapporteur on the situation of human rights defenders, said “A climate of fear and intimidation reigns over those defending human rights, especially over journalists and lawyers.” The safety of defenders has worsened considerably over the past year, most significantly following denunciations of human rights abuses committed by parties to the conflict, of corruption by state officials and of impunity. Serious and fatal aggression against journalists and the media are now a common occurrence as witnessed in the killing of the journalist Lasantha Wickremetunga and recent attacks on major media outlets.
The fighting in the North of the country has resulted in hundreds of thousands of civilians being internally displaced and trapped. The UN experts share the deep concern of the United Nations High Commissioner for Human Rights over the rapidly deteriorating conditions facing those civilians and the significant number of civilian casualties. They also deplore the restrictions on humanitarian access to conflict areas which exacerbate the ongoing serious violations of the most basic economic and social rights.
Notwithstanding the severity of the abuses in areas of conflict, the experts wish to highlight that the problem is deeper and more endemic. The conflict deflects attention from the impunity which has been allowed to go unabated throughout Sri Lanka. The fear of reprisals against victims and witnesses, together with a lack of effective investigations and prosecutions, has led to a circle of impunity that must be broken. The experts continue to receive disturbing reports of torture, extra-judicial killings and enforced disappearances throughout the country.
The UN experts strongly urge the Government of Sri Lanka to immediately take measures to ensure that effective remedial action can be pursued in support of the victims of human rights abuses and their families. They also highlight that thorough reforms of the general system of governance are needed to prevent the reoccurrence of further serious human rights violations. The experts call for an immediate end to impunity and to refrain from any reprisals. To strengthen the rule of law and to help ensure the safety and protection of the human rights of all persons in Sri Lanka, they continue to extend their offer of assistance to the Government.

I am just back from Trinco. We had a great time, little less time for the trip. We took the route from Katharagama to Trinco Via Bibile, Monaragala, Polonnaruwa, Haabarana. It was really refreshing me the feeling of security. Security personal were very cordial, but very strict, they never leave anyone without complete checks- I mean NO ONE.
They have put reasonable infrastructure at every location where they do complete checks. Only negative thing that I could see was we are acting reactive. With little money probably this could be improved. Anyway my focus on this blog is more about economic development but I believe there is no economy without the freedom.
For an example all citizen who travel from East or north are requested to register at certain location including vehicle numbers etc. But all the info is written in log books.
a simple Digital camera and quick barcode reading mechanism could improve the response time very much and can reduce the time delays in those locations. The issue is the volumes are not flat, weekends and other days the peak volumes put people on queues and also the security personal under stress.
But Really you should see almost all the roads are under development and there is new construction going on. Looks like mother lanka is going back again on the map.
Any way we have lot to contribute as well, and I saw there were several requests and Please give me a day to consolidate and accomplish what you have requested.

I think the LTTE delayed their counter attack much too long; in fact they delayed it until it could no longer succeed. When they did attack in the 1st week of February, defense in depth, in particular with the redeployment of Div 53 and other forces to the South, has been achieved, as you correctly point out.
I think that the LTTE made a large number of strategic mistakes; particularly in not identifying the areas critical to their survival and concentrating on improving the defenses in only those areas and reducing their FDLs to a manageable length.
The GOSL, on the other hand, brilliantly played on Prabakaran's ego, through public announcements by the MR, GR, SF team that challenged his pride, and making him hold onto Kilinochchi/ Paranthan, and to N-M-K-EPS FDLs, until he had lost significant forces in their defense, and the die was cast.
The LTTE either should have made a strategic decision to outflank the N-M-K FDL, attack Jaffna by Sea in massive strength, to gain a population base as you have said. Or, as the second option, the LTTE should made the strategic decision to abandon the entire Jaffna Peninsula, to create and strengthen an FDL at Chundikulam/Chalai, and around the A35 corridor encompassing Viswamadhu and Puthukkudyiruppu, Muliyaweli and Mullaitivu. The latter option would also have preserved their access to the Sea and their infrastructural assets, and reduced the length of their frontlines.
In a practical sense, the Jaffna option was beyond their logistics capabilities. All of their assets and immovable infrastructure were located in the Wanni, and those they could not relocate to Jaffna easily. On the other hand, they didn't have the manpower to hold both Jaffna and the Wanni, and even a truncated portion of the Wanni located around A35 as in Option 2. That left only pure Option 2 as the only viable one open to them.
In trying to hold on to everything, with the limited manpower they had, the scenario that unfolded subsequently was inevitable.

Flaws in Security Measures When Processing Refugees
Patriots,
It seems to me that the number of casualties caused by the recent Suicide Bomber should never have been that high if adequate security measures had been taken in receiving and processing refugees from the uncleared areas of the Wanni.
For example, if it is assumed that each refugee, irrespective of age and sex, is a potential suicide bomber, then the following precautions can be taken:
1. As the refugees come in, they should not be allowed to congregate together in the receiving line. That is, the reception area should be a big field in which families are segregated from each other by 20 ft or go. This segregation should be controlled by instructions delivered by voice through megaphones from a large distance.
2. The processing area should be an open air corridor formed of walls of sand bags into which the refugees walk in one-at-a-time, as they are called in from the receiving staging area. The exit and entrance to this area should have 90-degree bends to contain explosions.
3. The refugee should have to leave all possesions (shoes, bags, purses etc) on a portable conveyer belt that passes all items for later processing.
4. The METAL/EXPLOSIVE DETECTION area should come first. The security staff should be on the outside of the sand bags with metal detecting wands, and explosive sniffers (electronics/ dogs), and the refugee should have his/her arms raised upwards. Security staff in this section should be at most two.
5. The next area should be the PAT-DOWN area, where a single male/female security officer should pat-down each person.
6. In the next area, the possessions of each person would be examined by a security officer, protected by sand bags, while the refugee takes each item out, opens and displays the contents one at a time. This is a dangerous procedure, that is better preceded by an X-ray Metal/Explosive detector that can examine each item without the involvement of the refugee, as at airports. I am assuming here that such a portable machine is too expensive and is not available for use.
7. At all times, only one refugee at a time is processed, the processing stations are at least 20 feet apart, are protected against blasts by sand bags, and as few security officers as possible are exposed to the refugee, and are protected by sandbagged walls.
8. It is only beyond this point, that family members would be allowed to come together, and provide their registration details.
9. Beyond this location there would be a waiting area where they would receive food and medical attention, before boarding buses for transportation to IDP centers.
In the recent tragedy, too many refugees and security staff were allowed to congregate together, before they could be examined and processed for security threats.

SLA should devise a foolproof method to screen IDP’s coming from troubled areas. Some thing like mobile metal detectors similar to what we have in air ports. Then all IDPs should go one by one through that detector and SLA cadres including metal detector operators should be well away from the detectors.
Any suspicious person who triggers the detector should be asked to take cloths away at gun point. This way our boys will be safe. They should be advised on the procedure by loud speakers. Anybody who should not follow the procedure should be shot at sight.

Seven TN districts prone to illegal migration

CHENNAI: Nearly 40 per cent cases of irregular migration from India are related to Tamil Nadu, with seven coastal districts in the State topping the list, according to a study conducted by the United Nations Office on Drugs and Crime (UNODC).
The UNODC report on ‘Smuggling of migrants from Tamil Nadu to Europe and in particular to UK’ was released by State Chief Secretary K S Sripathi here on Monday.
A growing number of youth from the State, particularly from the rural areas of Thanjavur, Tiruvarur, Pudukottai, Cuddalore, Nagapattinam, Tiruchy and Namakkal districts, attempted irregular migration to 35 countries, including Italy, Spain and France, every year, the report said. But UK was the most favoured destination in Europe.
While high unemployment rate was the main reason, the illegal migrants - mostly poorly educated young men from agricultural families - believed that the migration held better prospects.
However, many of them became victims of dubious acts of agents and suffered exploitation and deportation.
The study recommended independent legislation to check smuggling of migrants and close monitoring of application of visas from identified areas.
Describing illegal migration as a human problem caused by lack of social security, Sripathi said the State Government had implemented Central welfare programmes, such as old age pension scheme for destitute women and old widows and the National Rural Employment Guarantee Act (NREGA) for youth in the State.
Three districts in the State won awards for the successful implementation of NREGA.
Pointing to the large presence of Indians abroad, he said their requirements must be taken note of and visa norms relaxed to allow migration of unskilled workers, such as cooks.
He stressed the need to educate passport applicants on the perils of illegal migration.
British Deputy High Commissioner, Chennai, Mike Connor said while his country welcomed legitimate travellers from India, illegal migrants faced physical threat to their lives, exploitation and poor working conditions.
As the problem of illegal migration could not be dealt with by one country, the responsibility and solutions must be shared, he said.
He lauded the State police and the Ministry of Overseas Indian Affairs for taking effective steps to curb the menace.
Director-General of Police K P Jain said 316 cases of illegal migration were detected in 2008. This really did not reflect the ground situation as many cases went undetected.

Metal detectors will be enough. But the key is how you can screen them all. We can't afford to have dozens of metal detectors. We gotta expect as big as 10000 a day. That is 6-7 a minute.

We require at least 06 metal detectors two on each path total of 03 paths. First metal detector should be at least 30m away with a red light at the top. Second one should be 05m away from 1st one with red light and acoustic alarm.

i attended dayata kirula last year.
first all of us had to pass thru a very open area with STF/POLICE/ARMY staying by the sides, watching us all the way.
then all of us had to go thru a tunnel like structure almost single file.
at the end of the tunnels there were male/female cops body searching us. we had to go thru about three different tunnels like that. one had an electronic screening device for metal.
but knowing LTTE, kavee's mentioning (someone else said) of asking the refugees to come in their underwear for about 100 metres before getting close is not a bad idea at all.

But behold, LTTE posses a Non Secret, but a lethal weapon which can be a decider at least for a small time period. This is a defensive weapon, but can be use as an offensive if mixed with some elements. This weapon was extensively used in many occasions and SLA has no answer for it so far.
This is called “Human Shield”. The power it brings to LTTE armory is in colossal magnitudes. LTTE leaders very well know hoe to handle this weapon and they have done so far.
Once this shield is off or if breached and recued, LTTE will face a hard time without supplies, territory and morale.

There is no sure-fire way to detect and isolate suicidal human bombs, unless each is bombarded with radiation (X-Ray, gamma, RF etc.) and detect for explosive, devised yet.
However, even with X-Ray or other radiation detection can only be done on close range, or within a detection devise, but not at a distance.
Ideas may looks stupid, but don't underestimate the power of ideas, which may looks stupid for the average eye at first. Since you are "Thoughtful Guy", give it some thought, instead of criticizing other comments.

if one person takes 5 mts...dats 12 people per hour. 288 per day...

Yes, a Magnetic Resonance Imaging (MRI) machine can develop magnetic fields typically of the order of 1.0 Tesla (some low-field, low resolution machines of 0.2 Tesla also exist). This will not only cause discomfort, but can cause the internal metallic objects to become projectiles, even though they are embedded within the body. That is why MRI cannot be performed on people with magnetically permeable prosthetic inserts (e.g., stainless steel) in the body part being imaged.
Incidentally, in my neighborhood in the US, a boy being imaged by MRI was killed by a metallic pressurized gas container that was accidentally brought into the MRI room. It flew out of the technician's hands like a projectile and hit him.

Yes. Metal Detectors, hand-held Chemical Sniffers (e.g., chemo-resistive sensor arrays coupled to neural-network analysis software; I have developed these) and Dogs trained to detect explosives are the three best methods. I proposed these in my initial write up I posted at the blog today.
None of these will detect explosives carried within BODY CAVITIES. A radiation (X-ray, Gamma-ray) imaging machine is the most practical alternative for that.

There should be more weight on this incident, I cannot see them condemning LTTE.
We need people to get together and go after these individuals.
About screening,
SLA should ask tamil civilians to screen their own people, they should know their people better than us.
please dont flame me, but SLA is always catchup mode, now we lost 20+ for nothing. Never trust this people and we never learn.
I think this is the highest female casualty, we have to protect our wemen unlike the sakkilies.
