The plight of the Human Rights Community

There is mass speculation regarding the number of civilians trapped inside LTTE areas. Human Rights groups who make a living out of such situations have claimed that 250-000 (MSF) to 300,000 (AI Report) civilians are trapped in these areas. How these organizations arrived at these figures is a mystery, or is it?

A careful observation of these agencies' information extraction process reveals that there is much to be desired in terms of their methodology for getting at the 'truth'. This is because the exact number of civilians trapped in those areas is not known even by the military. There has not been a census conducted in those areas in two decades. The Army's best guesstimates puts the number around 100,000 civilians at the most.

So how do these organizations gather their information?

When it comes to the collection of information from 'the other side', there has been a practice by these organizations, even diplomatic missions, of hiring or networking either directly or indirectly with Tamil nationals residing both in Colombo and in the Districts. This is based on the idea that they have better access and therefore better information about the Tamils in the said area.

The issue of natural bias is often overlooked as a result of high expectation for professionalism from the said officers. These networks are maintained by a 'local operation' meaning a small office/s maintained in Sri Lanka by a group of expatriates and their local employees. The major sources of these organizations are as follows:

  • Political affairs officers of embassies/High Commissions who rely on Tamil journalists from mainly the print media (Thinakkural etc)
  • Tamil nationals attached to NGOs/INGOs/UN agencies both at the head quarters and district level (ICRC, SLRC, Local 'Civil Society' and Human Rights Groups)
  • Tamil nationals attached to various Ministries (Ministry of Rehabilitation etc)
  • Expatriate staff of NGOs/INGOs/UN who meet randomly at Colombo's favourite watering holes (These expatriate officers disseminate information gathered through local staff)
  • Local officers/district staff obtain information through their own networks of Tamil journalists/Grama Niladhari etc. Some may have an opportunity to interview returning civilians.
  • Sinhala journalists who get tidbits from friends in the Military
There is however a serious problem with this methodology, particularly in the current context.

1. The area of contention has shrunk. One can cover the area under LTTE control with one's thumb on a map of Sri Lanka.
2. No rebel 'administration' exist, hence there cannot be accurate estimates even if they tried
3. Civilian and civil administration, interaction and communication systems within the area and connection to the outside world has ceased and replaced primarily by an LTTE Military communication system, which is naturally biased.
4. Returning civilians may have an 'idea' of the numbers displaced but it is by far inaccurate and limited to their immediate experience/individual networks/capacity.
5. Quality and capacity of the information gatherers and their methods are highly questionable. Many local journalists are part-time regional reporters and are untrained. Members of the networks providing ad hoc information are not trained professionals.
6. No scientific surveys are possible. Access to the areas under LTTE control, even the No FIRE ZONE is denied by the Tigers (though access to government IDP centers are allowed).

The repercussions of this failed systems of reporting on humanitarian conditions in the Vanni are numerous. These include:

1. 'Naming and shaming' the government based on inaccurate information backfires on the agencies themselves and their networks
2. Wide-spread animosity and antagonism towards functioning and sometimes useful civil society groups
3. Credibility and standards of practice of international humanitarian agencies get eroded
4. Defaming of Sri Lanka- defaming of a democratically elected government or its people supporting a military solution is sometimes tantamount to defaming the entire nation, particularly in the west
5. Based on the 'established credibility' of these agencies and their reports, international media continues to defame our nation and its right to defend itself
6. These falsifications strengthen the separatist ideology of the Diaspora pro-LTTE groups resulting in taxation of Tamils living in the west, self-immolation by misled individuals, diplomatic stand-offs (Indian Central Govt-Tamil Nadu and Sri Lanka) and finally;
7. Strengthening the hand of Tamil ultra nationalists hell-bent on eternal perpetuation of hatred and subsequently a 'Round-2' of the fight.
8. Undue external interference in the conflict- The reports issued by these agencies put undue pressure on the state actor whereas it is the non-state actor that is holding the civilians against their will. In fact, thousands of Tamils attempting to reach government controlled areas at south Puthukudirippu were fired at (some killed) and subsequently driven out to Mathalang, general area north of Puthukudirippu recently.

It is therefore only natural for these agencies to now take stock of their methodologies, particularly in Sri Lanka. We would strongly urge them to do so and go as far as saying that we would even offer our services in reaching out for the truth.

Troops of 5 Vijayabahu Infantry Regiment (5 VIR) of 533 Brigade commanded by Lt Col Jayanath Jayaweera, who found two 130mm artillery barrels last morning (16 Feb), were able to locate the remaining accessories of one complete artillery gun including the wheels of the gun carrier by the evening, defence sources said.

Troops on search and clear operations in west of Puthukkudiyiruppu, who observed newly planted bushes and soft soil, have excavated on suspicion as LTTE terrorists had buried fuel barrels in this area before their withdrawal in the wake of troops' advances.

The two 130mm artillery barrels had been buried in 250m distance and they had been applied with grease and covered up with polyethylene covers before they were buried, defence sources said.

Further search and clear operation are now being in progress to locate the remaining accessories of another 130mm artillery gun believed to be hidden in the surrounding area.

This is the first time troops were able to locate the LTTE's 130mm artillery guns during the Wanni liberation offensive.

Is India back in the same old business of propping up LTTE on its death bed? I hope that India got a good flavor of LTTE in 1991 and any terrorist group in 2008-November. It is the time for India to stop supporting or otherwise aiding LTTE on the death bed. Furthermore, such acts will drift Sri Lanka further towards China invariably turning SL in to a country not with no positive vire of India. It will be healthy for everybody if India stops helping LTTE in this moment.

It's a newly formed offensive formation of SLA.

Following the attempts made by the LTTE to breach the Security Forces defences South of Puthukuduyiruppu Army Commander Lt. General Sarath Fonseka has made arrangements to form Task Force VIII and deployed it in the Mullaitivu West front. Colonel G.V. Ravipriya who was appointed as the Mannar Area Commander was airlifted to Oddusudan after he was appointed as the Task Force VIII Commander.

The 633 Brigade under the command of Lt. Colonel Subashana Welikala operated under Task Force III and 593 Brigade under the Command of Lt. Colonel Lalantha Gamage has been attached to Task Force VIII Brigade Commanders.

The formation of Task Force VIII came after the formation of two Task Forces, Task Force VI and Task Force VII were deployed in Pooneryn and Iyakachchi areas to hold the areas captured during the past few months With this new deployment Army has strengthened its defences in the Mullaitivu, Mullaitivu West and Puthukuduyiruppu South.

With the 57 Division halting their offensive operations the 58 Division has been given the task of moving into Puthukuduyiruppu in a North to South direction and West to East direction and will link with the Task Force II under the command of Brigadier Rohana Bandara. Task Force II, Task Force IV and 59 Division will operate South of A-35 road whilst 58 Division troops are advancing towards Puthukuduyiruppu for the final battle with the LTTE.

Troops of Sri Lanka Army 58 Division are now in the process of dominating the entire Puthukkuduyiruppu western area, the latest battlefield reports reveal.

The soldiers have manoeuvred from north of A-35 road (Paranthan- Mullaittivu), crossing several waterways and eliminated terrorist strongholds on their way before they reach their current positions.

According to available information, troops have collected 14 bodies of LTTE cadres during yesterday's clashes while another 9 bodies along with 9 T-56 weapon have been collected today itself.

Indian Janata Party president Subramanian Swamy was manhandled and abused by a group of lawyers in a court room at the Madras High Court today.

A group of advocates entered the court hall of Justice P K Mishra and K Chandru, while they were hearing a petition in connection with the 'Chidambaram temple case', in which Swamy was present to plead himself.

Shouting pro-LTTE slogans, the advocates hurled eggs and manhandled him in the presence of the two judges.

They drove out a police officer present in the court and bolted the door before attacking Swami. They also did not allow the CRPF security personnel to enter the court.

The lawyers in the High Court and lower courts in Tamil Nadu have been 'boycotting' court proceedings on the Sri Lankan Tamils issue for the past few weeks. }}}}



Look these LTTP buggers have started to spoil India now. They killed all Tamil leaders in SL, holding tamil civillian as a human shield for their survival now they are thretening TN civilians normal life.

Tamil people in both India & SL will never get their freedom until LTTP is completed crushed.

Indian governement needs to look at how SL crushed LTTE and support at the moment to SLGO to complete LTTP defeat. Then Indian GO can get the SL military assistant to crush Tamil extremist in TN.
If India doesn't start now, it would be a big problem in the furure for India & Tamil civillian in TN exactly what happens in SL for last 3 decades.

It is a question of when PTK is going to fall, not if. Anyway, it should happen in coming weeks if not coming days. I read in defence.lk that 58 is dominating areas west of PTK and now you say 58 is flanking PTK. If that is the case, the current ORBAT map is very outdated, isn't it?

According to Defence.lk ORBAT 9 divisions have surrounded LTTE controlled area. Perhaps, this is the largest concentration of SLA in any battle front ever. However, things go very slow currently. Can you please explain why such slow progress occurs?

the D.lk map is not out dated.. when Dlk map is updated with more area taken by our forces it is after the whole has been 100% covered. by that time the actual fighting is a good mile or two away. actually now all the operations are being carried out by commando and SF forces. Many divisions operating have many brigades as reserve. (that changes with the 55th)

Terras are trying all methods to break the line and scatter the forces. But the defense in depth and the mobility of the troops with APC's are dominating.

Great nations are created and carved by great leaders (you got one now). leaders inspire their followers to reach dream of their leader. The success of the leader is the effectiveness of transcending his dreams to those who follow! so they get inspired.

Leaders may be correct or wrong, base on the measurement platform used and the yard stick used to measure. So anything and everything can be critically discussed. Nothing wrong with it except the progress of a massive nature can only happen when there are more followers than leaders.

This gives rise to a another conclusion that if people do not question and follow (even if they did not see the dream of their leader) things will happen (at least for the leader). But then we call this slavery (perhaps) or non democracy

The anti-armor divisions of the LTTE that escaped UNSCATHED from NM-K front are now stationed around PTK. So going in, even with our armor is risky (not that easy). Our forces are trying out combined tactics to dislodge/eliminate them.

Civilians are a problem too, but not that much in PTK.

At this rate UNP is heading to be pro secessionists anti Sri Lankan party to replace TNA. What ever it is, such a trend is a national security risk and a threat to democratic system in Sri Lanka because one party politics is not very healthy in a democracy. I am no fan of UNP or UPFA, however I don't want my country to be governed by one party. Instead, I want the patriotic elements within UNP to take over the party to continue on the current path. Who ever within UNP kicks out the current unsavory elements will most certainly do a great service to the nation.

I am totally with u there bro. we need pro sinhala buddhist elements dominating the UNP. not riff raff.

but they must unconditionally support mahinda till LTTE is no more.

i personally believe that if ranil genuinely suppoted mahinda in defeating LTTE he could even have formed a new govt or become president later. but by being manipulated by anti national forces & being too greedy for power at the cost of the country he has commited political suicide.

but he'll keep on losing & hanging onto the leadership till he dies. the plight of UNP supporters stuck with ranil is parallel to tamils being stuck with fat pig. so both unp & ltte were complementing each other perfectly.

they'll both sink together. one of my ex-UNP (now pro pa) friends said it best when he said that UNP should be constructively anti-govt for the good of the people instead of being destructively anti national to the detriment of the whole country.

Back in the days it was deemed respectable for Sinhalese to vote UNP.

Did think that the war euphoria would have taken over the south, but was shocked by comments from some upper-middle class people in Colombo. They supported the war but were still reluctant to call MR their president.

Anyhow, be friend or enemy, I don't advocate caste/class segregation; so, do hope what you said is true.

All existing rules, norms and laws have to be amended or new ones must be introduced to accommodate them. Even a NEW COUNTRY is must be created.

let's face facts.

all buddhists are not pa. all non buddhists are not unp. it's a mixed bag. their are heroes & traitors on both sides. the forces have their fair share of all these communities as well as traitors & heroes. accepted.

I am only talking of the majority. may not be a vast majority. but still a majority.

rev. mercelline jayakody was a personal friend of my father & one of the finest sinhala ever born.

having studied in a non buddhist missionary school for 12 years i have experience first hand. so don try to teach me party alliances. i won buy it.

i have the highest respect for the clergy who taught me & the non buddhist friends i associated & still do. some of the clergy were more anti tamil than buddhist priests or even me. ha ha ha!

while i don believe being anti tamil is a virtue, i am still amazed at what the padre said. it's a fact.

I am not blaming catholics for being UNP or PA. even i was unp at one time. my point is that the anti sinhala buddhist stance taken by ranil, jayalath, ravi & rosy is branding the unp as anti sinhala buddhist. anti sinhala buddhist means pro other. no escape. so ranil's flawed strategy is polarising communities.

for example a close catholic relation asked me a few days ago "what will happen to us catholics the way things are going?" now what kind of question is that? he has automatically associated the destruction of LTTE/ UNP as a church loss. it was a revelation & took me completely by surprise. this new angle sprang from a person whom i knew from childhood.

buddhist priests winning meant him losing. i later found out. it had nothing to do with being sinhala. but everything to do with being catholic. religious rivalry. the national feeling is local but the religious one outside. sometimes they clash.

u accusing me won't solve that thinking.

catholics & christians comprise of sinhala, tamils & burgher. they never condemn the blatantly pro LTTE statements made by the church & icrc.

i don see anybody making any statement against these organizations or having demos at lipton circus. either their scared of the vatican/church of england or they endorse it. again no escape.

But i have personally read documents of italian fathers sent by vatican on how to convert sl buddhists & hindus. with projected statistics on conversions, methods, time frames & target groups.

it was so focused, methodical & ruthless that it stunned me. to this day i never seen a buddhist priest do a plan like that on other religions.

so if u can accuse me i can accuse u too.

i rest my case.
