Civilians come trickling in again

The flow of civilians into Army's hands has again increased thanks to the efforts of the 55 Division. This week alone some 8,000 civilians escaped the LTTE's clutches. 1,400 escaped and handed themselves over to the Army today. Some of these civilians have escaped with gunshot wounds caused by LTTE attack teams along the way.

The IDPs often have blood-chilling experiences to tell. They claimed today that at least 25 bodies of Tamil civilians killed while escaping from forced LTTE detention centers within the last few days by the LTTE were now floating on the Chalai lagoon.

Many Human Rights groups and NGOs have criticized what they are allowed to see, which is the rehabilitation centers operated by the government. They claim the civilians are being held in "Illegal Detention Centers" in Vavuniya. The western experience of Nazi concentration camps does not apply to the centers in Vavuniya as the former is to herd people to slaughter while the latter is to keep them from harms way.

These organizations have little or no firsthand experience on what is actually happening inside LTTE controlled areas. They charge the centers are heavily guarded by the Army and question why civilians are held inside impenetrable camps surrounded by barbed-wire fences.

The reality these organizations do not understand is that the fortifications are for the protection of the civilians themselves, who have turned their backs on the LTTE and made a perilous journey to safety. The LTTE considers them to be traitors and will make every effort to 'punish' them. These civilians have to be protected at all costs since the motivation to escape from the LTTE's clutches was the lack of security in the first place.

A large number of hardcore LTTE cadres hiding among the civilians have been identified by the Army and, due to prevailing political conditions, have been handed over to the Police where they have been produced in court in accordance with the law. From that point onwards the Vavuniya Magistrate would take-over and dispatch these cadres to either rehabilitation camps or to their respective families.

The government, at this point in time, is willing to overlook the possibility of the cadres reorganizing themselves as part of an insurgency/terrorist movement. The Army has to tag this line of the government without questioning. This is despite MI warnings of buries LTTE weapons and explosives dumps and suicide cadres hiding among the civilians.

The LTTE is doing pretty much what the Vitchy regime of France did in the WWII.
LTTE is holding civilians responsible for the army operations. Trying to recreate an "83", which was very useful for them. Would the diaspora be so naive as not to identify that the LTTE is responsible for the death of the civilians?

also the evidence of civilians can land them in the soup.

army could get them exposed to angry civilians by giving them there whereabouts. they'll be thrashed to death.

last but not the least there are white vans.

so we have lots of choices & hope.
LTTE has neither.

Am I naive or what about this “Genocide” claim? Could someone please enlighten me?

1) What is the reason the GOSL or indeed the Sinhalese majority would want to annihilate the Tamil people? Please give a credible answer, not stupid Peelam rubbish & grovel we have heard over and over. Please make reference to thriving Tamil businesses in the South, brilliant Tamil academics produced in the Universities in the South, average Tamil families who have lived in the South and are quite happy to live in the South, Tamil politicians in the democratic mainstream, etc.

2) If the GOSL indeed wants to kill Tamils, why would they follow a military strategy; travel 100s of miles, spend so much money, sacrifice life and limb of security forces to do it? Because more than 60% of the total Tamil population of Sri Lanka living in the South live among other Sri Lankans side-by-side. Can’t they just “genocide” them more cheaply, easily and more effectively right here in the South? Even “Moda Singalayas” can’t be that stupid!

When Hitler wanted to kill the Jews he did not follow a military strategy; it was not necessary. The Jews lived among the non-Jews. Just round them up, take them to gas chambers and…the rest is history. Why doesn’t the GOSL do the same? Surely if genocide is intended Hitler’s method is much more effective.

Could one of those Peelam dreamers (or anyone else) please respond to this in a way it makes sense?

See, so many civilians are getting killed by LTTE, the good government has to ensure that there are no independent witnesses.

Also, the detention centres are heaven for most Tamils. I hear that they love it. Again, the Sinhalese have to continue to block independent media and observers from entering these camps, as they can potentially expose the good work done by SLA.

They liberated Mannar 'Rice Bowl' and the entire Mannar district with the liberation of Vidathaltivu, Illuppakadvai and Vellankulam. Then Mulangavil & archived major victories in Poonaryn & Paranthan under the greatest Comando brigade comander, a warrior of SLA.
The 58th played the big role of victory in Kilinochchi & Elephant Pass too. Then they marched to Tharmapuram & Visuamadu. Now they are fighting rages around terror final stand off.
So we must say The flow of civilians into Army's hands has again increased thanks to the efforts of the 57,58,59,55,53,56 Divisions and All TF's.

Stockholm syndrome does not affect majority of the tamil civilians who have suffered under the LTTE. If this disease affected the normal tamil civilians our forces wouldn’t have been able to restore normalcy in East in a such short time.

Stockholm syndrome mainly affects the tamils living abroad who have not been oppressed by the LTTE.

Surely , the government can atleast let the media see what facilities at IDP camps. The ones in East are not protected. Why cant they use on of the reserve divisions to filter out the LTTE amongst the civilians. They left LTTE areas to be free , this is a chance to tell the world the difference made to their lives.

DW thanks for the update. It would be nice to get more updates from DW since next 2-3 weeks is going to be important.
Both 58 and 55 have to guard their rear since the last 700-500 hardcore cadres can launch a final suicide attack on advancing troops at any moment. So fight is not yet over.

As much sad it sounds, that is the reality. It is brought on by ltte. It tried to provoke the army and sinhalese into attacking the tamil people in its entire history. Even the suicide attack thru the idp people is designed to do that.

In this circumstances, what to do? I would even support the camps be operating for more than 1 year under surveilance to minimise the casualities later.

Bangladesh, pakistan, and many such countries split on ethnic basis. And the day to day life for a common man is no better. In this day and age, people like France and Germany, poland are getting together into one nation. Whereas the third world countries are provoked to split on ethnic basis by the westerners.

Tamils and sinhalese should find common ground to better life and should be a moderating influence on others.

Keep the total list elsewhere in the web (I know that it is far longer than my list of scum) and list the crimes by the day or week with a link to the full list. A description of each gruesome act like "how LTTE killed 20 children by beading" in addition to what you have already posted is essential. Keep up good work.

The GoSL has very legitimate security concerns regarding some of the IDP's but it has made a mistake by trying to hide them and their plight from the rest of the world.

Someone is always going to say something to a reporter that will upset the Government but if a vast majority of IDP's are seen to be well cared for and in the process of preparing for their personal freedom than surely a just Government can handle some criticism.

Somehow that won't happen as the GoSL are proving to be a near equal of the LTTE in terms of suppressing dissent, freedom of association and freedom of the press.


Both parties in this conflict are making mistakes are measured in the lives and well being of the very people they swear they are protecting.


It is also about time the Diaspora accept that VP has made a series of blunders and must be replaced with someone who has the potential to negotiate with the GoSL... preferably someone who is not a notorious and ruthless dictator... there is only room for one of those in Sri Lanka!

I wish the GOSL will put an end to this war by finishing it off asap.
ie kill/capture VP (if he is still in SL) and the last few cadres.
So that the people in the North can get on with their lives and start re-building a future for their kith and kin. Naturally, a political solution as opposed to an open prison/concentration camp etc (call it what you will)

Why do i get the feeling the GOSL dont want to go that extra mile to finish it off?
Similiar to the suspicion that the US know exactly where Bin Laden is but have no wish to capture/kill him.

Court ordered the AG to charge or release the suspects within a month
The Supreme Court in Sri Lanka has ordered authorities to file charges against the 14 suspects known as 'Sinhala Tigers' within a month or release them.
A three member panel chaired by the Chief Justice Sarath N Silva ordered the Attorney General (AG) to take action after considering petitions filed by the suspects.

The counsels appearing for the suspects pointed out that the AG pledged to charge the suspects within a month, more than a month ago, but has failed to implement it.

Links with LTTE

25 Sinhala nationals; journalists, trade union activists and railway workers were arrested by the police in 2007.

They were arrested on suspicion of conspiring with the LTTE to overthrow the democratically elected government.

The Supreme Court earlier this year released 11 of them without charge.

The suspects were accused of forming an organisation called Revolutionary Liberation Army and having close links with the LTTE.

The suspects were never charged in a court of law.

'Confessions'

In a statement issued in February 2007, the Free Media Movement (FMM) said it has received complaints that the publisher of the newspaper Akuna, M.A Sisira Priyankara(38), layout designer M.L.Senaviratna(35) and another activist Nihal Serasinghe(40) were abducted from suburbs of Colombo.

They were later found in the custody of Terrorism Investigation Division (TID) of Sri Lanka police.

The then military spokesman Brigadier Prasad Samarasinghe said the three have confessed to planning and carrying out attacks on behalf of Tamil Tigers.

At a press conference held in Colombo in February 2007, journalists were shown footages of suspects 'confessing' to have worked with the Tamil Tigers to stage attacks in the south of the country.

Can somebody survive without a meal for weeks and months? The people shown in the photo or the civilians escaping LTTE do not look like the ones who are starving.

The Third Republic had opened various concentration camps, first used during World War I to intern enemy aliens. Camp Gurs, for example, had been set up in the south-western part of France after the fall of Catalonia, in the first months of 1939, during the Spanish Civil War (1936-1939), to receive the Republican refugees, including Brigadists from all nations, fleeing the Francists. But as soon as Edouard Daladier's government (April 1938-March 1940) took the decision to outlaw the French Communist Party (PCF) following the German-Soviet non-aggression pact (aka Molotov-Ribbentrop Pact) signed in August 1939, these camps were also used to intern French communists. Drancy internment camp was founded in 1939 for this use. It later became the central transit camp through which all deportees passed before heading to the concentration and extermination camps in the Third Reich and in Eastern Europe. Furthermore, when the Phoney War started with France's declaration of war against Germany on September 3, 1939 these camps were used to intern enemy aliens. These included German Jews and anti-fascists, but any German citizen (or Italian, Austrian, Polish, etc.) would also be interned in Camp Gurs and others. Common-law prisoners were also evacuated from the prisons in the north of France, before the advance of the Wehrmacht, and interned in these camps. Camp Gurs then received its first contingent of political prisoners in June 1940, which included left-wing activists (communists, anarchists, trade-unionists, anti-militarists, etc.), pacifists, but also French fascists who supported the victory of Fascist Italy and Nazi Germany. Finally, after Pétain's proclamation of the "French state" and the beginning of the implementation of the "Révolution nationale" ("National Revolution"), the French administration opened up many concentration camps, to the point that historian Maurice Rajsfus wrote: "The quick opening of new camps created employment, and the Gendarmerie never ceased to hire during this period."[9]

Besides the Spaniards and political prisoners already detained there, Camp Gurs was then used to intern foreign Jews, stateless persons, Gypsies, homosexuals, people involved in prostitution, indigents... Vichy opened its first internment camp in the northern zone on October 5, 1940, in Aincours, in the Seine-et-Oise department, which it quickly filled with PCF members.[10] The Royal Saltworks at Arc-et-Senans, in the Doubs, was used to intern Gypsies.[11] The Camp des Milles, near Aix-en-Provence, was the largest internment camp in the Southeast of France. 2,500 Jews were deported from there following the August 1942 raids[12] Spaniards were then deported, and 5,000 of them died in Mauthausen concentration camp.[8] On the other hand, the French colonial soldiers were interned by the Germans on French territory, instead of being deported.[8]

Besides the concentration camps opened by Vichy, the Germans also opened on French territory some Ilags (Internierungslager) to detain enemy aliens, and in Alsace, which had been annexed by the Reich, they opened the camp of Natzweiler, which is the only concentration camp created by Nazis on French territory (annexed by the Third Reich). Natzweiler included a gas chamber which was used to exterminate at least 86 detainees (mostly Jewish) with the aim obtaining a collection of undamaged skeletons (as this mode of execution did no damage to the skeletons themselves) for the use of Nazi professor August Hirt.

Furthermore Vichy enacted a number of racist laws. In August 1940 laws against antisemitism in the media (the Marchandeau Act) were repealed, while the decree n°1775 of September 5, 1943 denaturalized a number of French citizens, in particular Jews from Eastern Europe.[8] Foreigners were rounded-up in "Foreign Workers Groups" (groupements de travailleurs étrangers) and, as the colonial troops, were used by the Germans as manpower.[8] The Statute on Jews then forced Jews to wear a yellow badge and excluded them from the civil administration.

The GoSL aren't fooling anyone with their Karuna gambit... in fact it shows that they are comfortable with war criminals who forcibly conscript children as it suits them and who continue to maintain an armed presence which is against the law of the land.

The Sri Lankan Tamils are stuck between choosing either a full-fledged criminal dictatorship or one in the making.


At least there is a chance, however small, that the GoSL can provide a just, equitable and democratic society sometime in their lifetimes.

Many arms and stocks of ammunition have been recently donated by the LTTE to the SLDF.

I have an idea. Retaining only those arms that fit SLDF requirements and arms acceptance standards, we should refurbish and sell the balance of these weapons and equipment to other friendly 3rd world nations with legitimate defence needs.

The proceeds should be used to equip the SLDF with the arms and ammunition we will need in the future.

Better still, these funds should be used to develop facilities to produce stocks of ammunition for our own weapons.

Other good uses of the funds would be to jump start our Military R&D and fund SLDF veterans benefits.

A systematic plan should be implemented without delay, before these arms degrade and become obsolete, and valueless.

Assistance for SLDF Veterans & Dependents

HM,

Brother, I saw a post here criticizing you for making periodic appeals at DW for funding sponsorship of veterans children.

One person advocated that you work on getting a better "system that works" in place, before you post appeals.

They, perhaps, don't appreciate the URGENCY of the situation on the ground, with over 30,000 limbless disabled veterans waiting for assistance, and the fatherless children without a bread winner to look after them. The assistance they get is also MINIMAL, the limbs functionally BASIC, the wheelchairs only manual...not motorized, etc etc.

While there is always room to get a better system in place, these veterans and their dependents NEED HELP NOW, and you are in the VANGUARD of that effort.

Please keep posting at DW... AS OFTEN AS YOU SEE FIT..., brother. There are many here who GREATLY APPRECIATE your DEDICATION and FOCUS on this issue, that is ESSENTIAL to maintaining the spirit and enthusiasm among the PATRIOTS who volunteer to FIGHT and DIE for our country.

I asked for feedback from 60 persons who had requested the application form from me.

42 persons gave me feedback.

36 of them had got the details of the children and have already started sponsoring. More than half of the 36 donors are sponsoring more than one child. Sevavanitha had taken 4-6 weeks to provide the information of the children to the donor.

Yes, there are Legitimate 3rd World Governments (NOT terrorist movements like the LTTE) that need weapons to defend themselves, especially when the reaction of many 1st world countries is to demand their disintegration into Somalia-like maelstroms of anarchy. It is interesting to note that, most of these 1st world countries have fought ferocious internal and external wars to maintain their own integrity whenever threatened.

Yeah it is no news to us. We are breaking lot of rules, killing people (Some times lot of innocent people get killed as well). Where ever there are insurgencies, that is what happen. Give us three examples of countries where people had insurgencies and they solve the problem without human rights violations.

I can give you examples where there are lot of bloodsheds when there were insurgencies.
Chile, argentena, Colombia, Nicaragua, Vietnam, Laos, Cambodia etc.

So please give use three examples, where your preaching worked without any kind of violence.

SLA should sell the military items found to another government who are fighting Terrorist wars. If we don't some one else would anyway.

Finally, in desperation, Gothabaya calls Mangala Samaraweera and explains the problem.
"Mr. Mangala Samaraweera, your mother has a child, and your father has a child, and this child is not your brother or your sister. Who is it?"
Mangala answers immediately,

"It's me, of course."

Much relieved, Gothabaya rushes back to Temple Trees, finds Mahinda Rajapakse, and exclaims,

I see here you have encountered the wisdom of Ananda-USA and his vision of Sri Lanka's future defense. He is dreaming of a 500,000-man SLA and 4,000,000 home guards on top of that to defend against the Indian threat. I asked him and his followers how this mighty army will prevent the Indians from flying over Sri Lankan airspace or blockading Colombo port with their navy, but they are oddly silent on that. Maybe they are thinking our boys will fly in the air like Superman and easily crush Indian Air Force with their bare hands. Such is the faith in the potential of our nation.

Now Ananda-USA (proud to be an American) is thinking of boosting our economy by selling excess weapons to other countries. Perhaps he is thinking that the LTTE had a bigger arsenal than the former USSR's Red Army to think that it can pay for all our own defense needs.

500,000 SLA doesn't mean zero SLN and SLAF. We need a strong SLN and SLAF to defend SL from possible external threats. But before that (immediately after the current conventional fighting) SLA has to fight a guerrilla insurgency while guarding the whole island. For that SLA need more troops. Sarath Fonseka needs 300,000 and Ananda-USA needs 500,000. Obviously I will agree with SF.. but we need more troops.

Answer depends on how you define 1st world nation. You organize an army, go to another country, kill them all, rob their natural assets, destroy their country, make some of them your slaves, build your economy,.. and say "we are 1st world nation.. you are 3rd world nation..". If this is your definition answer is we have not become 1st world nation becuz we don't do this.

I see a 1st world nation as one parallel to SL (sinhele) in A'pura era in peaceful times, in todays context. In this case we are not 1st world nations mostly due to the education we get. We were trained to follow our masters (westerners). Literacy rate simply means we can read and write. i.e. We are good for clerical work. (British set up our education just to get some clerks to do their clerical work and we still do that.) If we need to be 1st world nation we have to change this education system, mainly the concepts behind it.

When did I say 500,000 man SLA? I have always said a 500,000 man SLDF, including all three SLA, SLN and SLAF services. The military exists to fight an external enemy. The military had to be dragged in purely because of a political, foreign policy and law-and-order failure.

Surely you would want to strengthen these other things first before you consider strengthening the military? Its like treating the symptoms than treating the causes.

You are presenting a Chicken or the Egg came first argument. The separatists felt they could win, with assistance from Tamil Nadu and India, because Sri Lanka was so militarily weak. We had "other priorities" for our funds, fooling ourselves into believing we had no enemies, and lulling ourselves with our compassionate Buddhist values. We had forgotten our nation's history, "essentially" not having fought for our survival since 1815; that role was taken over by the colonial power, the British.

Other countries that have had more recent wars of national survival, think differently. They always look to their defences, providing for guns before butter. Their more recent experiences have taught them that.

Well, now its our turn; we came within a hair breadth of national extinction...listen to Sarath Fonseka speak...he knows how close we came and scars to prove it. After nearly 150 years of colonial domination, We have now had a refresher course in the age old lesson that "IF YOU DESIRE PEACE, PREPARE FOR WAR."

It would be foolish to believe that you can turn on military competence like a switch, just when you need it, after you have met all of your "other priorities." No, you need the weapons, the people skilled in that art of warfare, and a citizenry that understands that to remain free, you have to be prepared to fight for freedom. Not just to fight, but to FIGHT & WIN.

It will be too late to develop the resolve to do the things we need to do once this lesson has faded from the national consciousness, and "politics as normal" has replaced it. It will be too late after we have addressed all of the other priorities to develop an adequate defence only when it becomes an urgent necessity. If we have not learned that now, we never will.

They say, if you FOOL ME ONCE SHAME ON YOU, IF YOU FOOL ME TWICE SHAME ON ME!

Foreign countries are banding together, even as we speak, to dictate to Sri Lanka a "Political Solution." That is, in part, predicated on an evaluation of our residual military weakness. They have to be disabused of those ideas, by demonstrating at least now, that Sri Lanka will not tolerate it. Part of the ability to do that, and stand on our own two feet, will come from military strength, and self-sufficiency in arms to support it.

Ananda, my apologies for calling you names.

The separatism did not occur overnight. It started around 1961 after we failed to give language parity to Tamils. It took another 20 years to reach a point of no-return.

We had 20 years to circumvent the problem. It was political incompetence, corruption and bad foreign policy management that failed us.

Have we given a shot at sincerely addressing any of these other shortcomings yet? Why are you so quick to raise 500,000 army if you haven't tried fixing the fundamentals? Apparently it takes around Rs 5 million to train a combat soldier. Imagine if that money was given someone poor to start a business?

I agree with you for a need for a military. However, we haven't given these other things a chance to see if it works first. It not a smart thing to do considering we only have finite resources to put into other more productive use. We should aim to spend upto %4-%5 of the GDP on military and nothing more.

I am a Catholic. Catholics are not tiger supporters.( at least Sinhalese Catholics are not). I am sure you know how many Catholics are in our armed forces fighting for us. How man Catholics in Wennapuwa, Chilaw etc. voted for MR in the recent elections to finish the war. (I am still an UNPeer though).Majority of Catholics in Sri Lanka is Sinhalese.

On the other hand there were few Sinhala Buddhists supported LTTE for money.

Let’s agree on this. If someone supports LTTE or separatism in any way irrespective of whether the person is Hindu, Catholic, Buddhist or Moslem or of any other religion or irrespective of whether the person is of the clergy or a layman he/she should be punished.

I already know this, but my question is have other Catholic priests come out and condemn these supposedly Catholic priests who are participating in these crimes? If not why aren't they doing that (I can't remember seeing a big condemnation by Catholic priests anywhere, maybe I missed those articles)? I am not talking about condemning Tigers (as this can be seen as taking sides), but condemning behaviours of some of these priests.

And If they use it correctly Tamils can be really a powerfull and critical focre in a Democratic Sri Lanka.

Real power come in democracy and not in weapons. What Tamils need is a person with Brain to lead and make them powerful but not mafia don.

Unless you can carry on crying as losers to EU, TN and become voting pawns in Torento and UK.

They are the root of the problem. SO if our guyz overseas knows them prepare a list and and possible update the security attache of Embassy about latest where abouts

for companies like Blackwater...

there is a lot of expertise now in our army on how to tackle semi-urban and urban terror groups...

I bet so many military forces all over the world would be interested to tap into that pool of knowledge..

Agree, even Israel doesn't do this that much. Not sure whether worth the trouble. No western country would tolerate this. Legal means are the best.

folks we used to have a secret ops. similar to what you guys are imagining during chandrika/Anuruddha rattwatte times...

It managed to take out few LTTE oversees cunts I believe in france and germany....

when the tigers got the whiff of this, they ran with their tail between their legs to local law enforcement(police-remember this was when LTTE was not banned in most of the countries)

so the government decided it's not worth the risk to diplomatic relations with the foreign countries..and scarpped it..

still I'll give it another shot...

we can't really claim victory in this battle until we've eliminated the LTTE oversees infrastructure and key personnel....
otherwise these cocksuckers,who are sitting on a huge cash pile will use those funds to cause mischief against GOSL...

Point is even if VP died, they might use Karuna or any other to carry out their "Business".

Dispora needs "Protection" from a powerful organized Mafia like LTTE for thei business, credit card scams. brothels, Drug dealing in West. So called "tamil casue" is just a cover up to get political "Protection" from EU and India.

Sri Lanka is just a Pond in the big picture. Dispora money flowing partially to SL as an advert. But majority of money is laundering in dirty business.

You need to erase only handful like K.P in international arena to stop the flow coming to SL.

Until then dirty water tricklled to us.

Erasing mechanism must be unconvetional and must fit within Mafia tactis as it is the ame way LTTE operate in West.

If we violate the laws of other countries like that without their approval, we will be in a great deal of trouble, and will be blacklisted globally.

Instead, we should identify these people and work with the law enforcement systems of those countries to have them prosecuted and punished in those countries, or have them extradited to Sri Lanka to punish them ourselves, especially if they are Sri Lankan citizens.

If the host country refuses to play ball with us, we can still take it to international organizations like the Interpol, or the war crimes court in the Hague. If that fails, we will just have to put up with it.

Under no circumstances should the GOSL extra-legally interfere in other countries using either mercenaries, or our own citizens. That will destroy everything that this GOSL has accomplished, to improve Sri Lanka's image in the eyes of the world.

When Russia killed some Russians in the UK, UK nearly severed diplomatic relations with Russia..it was a huge flap. To my knowledge, only Israel has succeeded in abducting, and sometimes killing, former Nazis, and gooten away with it. They used to have have a lot of sympathy from other countries then on that issue.

Task force to make a dent on Diaspora Money to LTTE

Sri Lanka has done very little to arrest the fund flow to LTTE from the Tamil Diaspora. So far only the freezing of assets by foreign governments that has prescribed LTTE has managed to make a small dent.

My belief is there is at least minority of Tamils who contribute to LTTE out of fear. There are organized collection teams and systems in many a developed countries and several methods are used to coerce people to contribute. It is reasonable to assume that at least 20% or more of these people contribute not that they support LTTE but becuase they are scared that the collectors of LTTE is Sri Lanka would do harm to them or to thier family members.

Let’s say we manage to stop that 20% of these funds coming. That will be US$60 million less collection for LTTE a year. (Assuming their collection is US$300 Million)

Simplest thing Sri Lanka as a state can do is to appoint a dedicated Task Force under Ministry of Defense to pursue the matter of reducing the collections of funds from the Diaspora. At least one person should be loated in each of our embassies in counrties where large number of the tamil diaspora live. The simple job description for the task force would be to;

(a) Persuade the foreign governments such as USA , Canada , France , UK , Australia , etc. to allocate dedicated telephone numbers and email accounts to inform of LTTE collections.

(b) Install a dedicated hotline in all Sri Lankan embassies and also install dedicated fax and email accounts to gather information on LTTE collectors etc.

(c) Use state funds to advertise these numbers in National and local news papers of these countries so that Tamils who are against these collections could give information of collectors and their bank accounts and any other information anonymously either to the National hotlines of the countries or to Sri Lankan embassies. (the advertising has to be done at least once in two months)

(d) Frequently meet the anti –terrorism and money laundering officials of the respective countries to follow up the leads and maintain a productive contacts and a good rapport.

(e) To act as a information collection arm on the fund raising activities of the LTTE or their supporting Diaspora and frequently draw the attention of the authorities in the respective countries and also Sri Lankan authorities.

Let’s try this for 6 months to see whether this would yield results and continue if it does.
