The inside story of the LTTE 'regime'

Surrendered LTTE cadres are shaming the LTTE to its core. Latest wave of surrendees have revealed vast amounts of information and Diaspora contacts that were part of an elaborate money laundering and weapons smuggling racket.

A woman who once held a very high profile in the LTTE's political wing and her husband, an LTTE cultural unit head were among the surrendees. They had provided details regarding a particularly interesting tour to Europe.

The LTTE political wing, cultural wing and some of its military leadership had taken part in this 8-nation European tour which had included Norway, Sweden, Denmark, France, UK, Germany etc. The LTTE 'delegation' had been instructed by its top leadership to use this as a cover to demand money from the Tamil Diaspora.

In a prior briefing given to the 'delegation', the LTTE leadership had explained to the delegation that their adherence to the Cease-Fire Agreement was a ploy and that they were buying time to rearm and reequip themselves for the final battle.

For this the Diaspora had to be convinced to donate their money. The main slogan was that the LTTE needed more money to buy more sophisticated weapons to counter those of the Sri Lankan military. Indeed some of these weapons had been procured, but where the rest of the money had gone was apparently not very clear to the 2nd and 3rd level leadership of the LTTE.

The weapons that were procured were impressive nevertheless for a small terrorist organization or any terrorist organization for that matter. One LTTE Fast Suicide Craft recovered recently and the surrendering of the Mastermind of the LTTE's boat manufacturing unit as well as the #2 of the boat engine unit has bared some incredible details.

The fast suicide craft had two 496 Horsepower engines made in the United States fixed to it. The suicide boat was capable of reaching 50 Knots, faster that the Navy's Super Dvora. The engines had been procured and the suicide boat manufacturing completed during the Cease-fire in 2004.

Among the junior LTTE surrendees were 52 forcibly recruited teenagers with their hair cropped. They had been taken by force from their families between mid 2008 and early 2009. Some had received only two days of training when the Army disrupted the LTTE training program allowing the children to escape.

A more senior LTTE cadre had revealed of a special training he had received from Israeli mercenaries during the cease-fire in 2004. The Israeli mercenaries had restructured the LTTE's Physical Training (PT) course as some of the exercises had been outdated and potentially damaging to the trainees, particularly to women and children. The team had also taught the tigers a few tactics.

What Thushara Dhammmika was unable to fathom is that Sri Lankans no longer tolerate pro-terrorist stance of UNP leadership. He goes to a very detailed analysis of other factors but no effort was take to analyze UNP leaders pro-terrorist stance. Just like the Eelamists here, T.D. also suffers from unending optimism syndrome and party-first-country-second attitude of old UNP.

The Rediff Interview/Colonel R Hariharan (retd) : 'Civilians are part of the LTTE concept of war'April 30, 2009


Colonel R Hariharan [Images] is a retired military intelligence officer. He is a prolific writer on insurgency and terrorism. His comments on developments in Bangladesh, Myanmar and Sri Lanka [Images] are regarded highly professional and rational. He served in Sri Lanka as the head of intelligence for the Indian Peace Keeping Force between 1987 and 1990.

His experience in Sri Lanka gives him an edge in understanding of the ethnic conflict. Here is his latest commentary on the unfolding tragedy for Sri Lankan Tamils. In an e-mail interview with rediff.com's Sheela Bhatt the colonel provides his insight into the war tactics adopted by the Liberation Tigers of Tamil Eelam and other relevant issues.

Do you think the plight of 180,000 lakh Sri Lankan Tamils could have been avoided by the Sri Lankan army while taking on the LTTE [Images]?

Isn't it quite different from the Indian Army's [Images] handling of similar situations in the northeast, Punjab or Kashmir at various point of time?
Both the LTTE and the Sri Lankan army are responsible for the crisis regarding civilians trapped in the war zone. And the civilians are also partly to blame for the situation developing into a crisis. The civilian population involved is a mixed bag of LTTE supporters and their families, families of LTTE members, ordinary people, and officials of various kinds.

The convergence of civilians into LTTE-held areas started when the war advanced slowly from Mannar district but it spread after the fall of Paranthan-Kilinochchi. The civilians fled at the behest of the LTTE because they were scared of their treatment at the hands of the Lankan army and they were still hopeful that the LTTE would hit back.

When the war intensified further, at the request of the Red Cross, it was the Sri Lanka government that declared a safe no fire zone first in an area east of Mankulam. Then it was shifted further to the interior as the army succeeded in pushing back the LTTE dramatically.

In all these stages of war for nearly six months, the LTTE could have allowed the civilians leave the territory now becoming a war zone.

It did not because traditionally the LTTE considers civilian involvement in war as part of its method. Civilians provide some of the administrative cover that would be provided in normal armies. Regular armies also muster civilians for assistance in construction of defences, running supply convoys, medical cover etc.

So civilians are part of the LTTE concept of war. Civilian casualties provide good stories for LTTE propaganda.

The Mullaitivu area was probably selected as the final no fire zone because the land strip provides access only from three directions and sea access was available. This is useful in controlled evacuation. At least theoretically. But the evacuation requires the concurrence of both warring sides. The LTTE to this day had not agreed to their evacuation.

It is in the nature of war that civilians in the vicinity of fighters would get killed. Both sides are fighting to save themselves and kill the other so they don't bother about civilians getting killed in between. This is the sad reality of war.

The Lankan army could have avoided the use of heavy artillery (which the LTTE used throughout) and air strikes.

We avoid this even in J&K as far as possible. But it is matter of war doctrine. And the Lankan army believes, like the Americans, in the use of superior firepower and force in its counter-terror ops (operations). This is what has happened. I don't think it could have been avoided except some effort to separate both the warring sides with a third neutral force and then evacuate the civilians.

America had offered to send the Marines to assist such a process but as it is matter of sovereignty and the Lankan government did not agree. I believe India also did not relish the idea.

So for nearly four months everyone knew this crisis was building up. I had written about it then as many had done. But everyone -- the LTTE, the Lankan government, India, and the international community including the Tamil Diaspora -- wished it away or were pursuing their own agenda. So it is a logical culmination of a developing crisis.

We should not compare Sri Lanka with our situations in the northeast or other insurgency areas. There is a lot of public apathy in India because it is a vast country with lots of diversity and we don't bother so much if a train explodes in the northeast and say 30/40 people are killed. Of course, if three are killed in Chandni Chowk in Delhi [Images] it is different.

Our counterinsurgency wars appear to have no deadline. We carry on from one generation to another. And our tactics are more humane. But Sri Lanka is a small country with both the warring sides at it relentlessly for 25 years.

President Mahinda Rajapakse [Images] wants to end it now. So I don't think it will be possible to emulate our approach in Sri Lanka.

The LTTE is unique and much deadlier than all the militant bodies we face, we should not forget that.

Can you put in context the Sri Lankan government's announcement that it will not use heavy ammunition? Does it mean the military operation is almost over? They have not used the word ceasefire... so what do they mean in military terms?I think this is the Sri Lankan response to the growing calls for a halt to the war to save civilians still trapped in the no fire zone. One of the main accusations against Sri Lanka, as stated by the United Nations agencies and international NGOs, is that during the war it had been using heavy weapons and air strikes causing huge civilian casualties in the no fire zone.

In fact, the UN has put the figure of such civilian deaths at over 6,000.

Sri Lanka had been denying this. It has been saying that it was only returning LTTE fire. However, the issue has become a major cause of humanitarian concern not only for Tamils all over the world, but most nations. It is a source of international embarrassment for Sri Lanka.

For all of us in India it had been heartbreaking, tragic news. The US has come out with a strong statement. Three European foreign ministers are visiting Sri Lanka because of this issue. The latest Sri Lankan announcement could be to satisfy, at least partly, some of these concerns.

Apart from the above non-military reasons, the operation has reached almost the goal post. The security forces are within six km of the last LTTE position. There is really no requirement for air strikes. The LTTE positions are probably within range of infantry battalion weapons like machine guns, mortars, grenade launchers, and recoil-less rifles. And probably the LTTE also lost all its artillery assets by now and artillery retaliatory fire might not be required.

Of course, if the security forces do not use artillery during the final assault, they would suffer more casualties because they would inflict fewer casualties on the LTTE.

However, the moot point is that all the infantry weapons are capable of killing any civilians within their range because the operational area is so restricted. So while the casualties might be less, the threat to civilians there exists.

Lastly, the war has not ended with the latest Sri Lanka announcement. The operative words in the statement indicating future course of action is: 'Our security forces will confine their attempts to rescuing civilians who are held hostage and give foremost priority to saving civilians.'

In Sri Lanka's official parlance that means the war would continue because it has always claimed that the objective of the war is to liberate the people held hostage by the LTTE. So the war would continue probably at a slower pace, perhaps less dramatically, provided the LTTE can still sustain.

Was India's assistance to the Sri Lankan military pivotal in any manner for their military victory over the LTTE?If pivotal means indispensable, no. If India had not provided training assistance and radar and other non lethal equipment Sri Lanka would have got it from China and Pakistan. But Indian intelligence was vital just like US intelligence inputs particularly regarding LTTE shipments.

Moreover, under the current protocols on combating terror, Sri Lanka could have demanded information from India, we could have prevaricated as Pakistan is doing. But why should we?

We are not obliged to help out the LTTE, a banned organisation in India and 31 other countries.

India should not confuse fighting the LTTE with fighting for the Tamil cause because the LTTE forfeited that expectation when it fought a needless war with India and alienated its support.

India should always support the Tamil struggle for equity. And it should oppose the LTTE's leadership because it has brought only misery.

Don't you think if the Indian government had done some coercive diplomacy some 18 months ago, Sri Lankan Tamil interests would have been better served? It's said that they have been used by the LTTE and uncared for by the Sri Lankan government. Isn't it so?There is little we could have done because we wished away all our interest in Sri Lanka after the IPKF mishandling and the Rajiv Gandhi [Images] assassination by the LTTE. We as a nation did not want to be part of the peace process initiative in 2002. And for Tamil Nadu politicians this was a non issue then because LTTE was the cock of the heap.

Nobody really cared about Sri Lanka (including the Indian media) unless there was a dramatic suicide attack. Leverages come with initiatives. In Sri Lanka we had shown only trade interests, not national strategic interests. So this has been exploited by the LTTE to remain the sole spokesman of Tamil interests; and the Sri Lanka government had in turn found it a cosy situation.

Actually on assuming office, Rajapakse wanted India to join the co-chairs of the peace process and India did not take up the offer. So in a sense India, including the Tamil Nadu politicians, now crying foul failed to protect Tamil interests in Sri Lanka.

Do you think the LTTE will go back to their original tactics of guerrilla war?Do they have a choice? Prabhakaran if he survives will have to go back to the basics. He is good at it. But at 54 it is a bit difficult to wage war and renew yourself after every defeat.

I think in the next six months the LTTE guerrillas will reappear. They may not be powerful but there will be gore and drama. India should also watch out where they grow.

UNP Vs Country

Ref Sujeewa’s comment on Peers.

As I claim to be a UNP member in a blog with lot of anti-UNP feelings please let me explain few things. Please do not respond to this as it would divert the attention elsewhere. I am only explaining my position.

The fact I am an UNPer is not about a color, leaders or the party. It is only on the economics and my belief that Sri Lanka can only be developed by sound policies that were practices by the UNP. All non UNP regimes just ruined our economy on futile nationalist or left leaning programs. The best opportunity we had in 1977 with a great leader was ruined by India choosing to destabilize us, LTTE led Tamils wanting a separate state, and some corrupt ministers. Later thanks to JVP terror we lost decent people from politics and ruffians came in.

Even today I belief RW's economic policies will make SL prosperous than that of MR's. BUT during last few years the country faced a bigger issue than the economy. There is no point of prosperity if the country is divided. Every UNP supporter has to make a call between integrity of the country Vs sound economy. (As we don’t have the option of having both since MR's economic policies are not that fabulous). I made a call to chose integrity first. That is why I am here.

I am ashamed to see the way UNP leaders missing a point at this juncture. This is NOT a time for petty politics. I can expect petty politics from many politicos in SL, but didn’t expect and cannot accept it coming from RW who I thought believes in country first. This is a time for united front against LTTE and a united front against the interfering IC.

The UNP members I associate wholeheartedly support the war. I am sure there are UNP supporters in the armed forces fighting in the front lines too. Although there are many issues, blunders, and plundering in non-defense areas of SL they refrain from any criticism against the GOSL at this crucial juncture.

Listening to MR's speech in Embilipitiya I felt proud to be a Lankan. I was wondering how fortunate the country would be if he was the leader of UNP or he practices UNP economic policies. Again it is not a color, its not the leaders but we of UNP is a set of people who wants what is best for the country and opportunities to everyone (in education, English literacy, development, jobs, disciplined law abiding people, and fair unbiased resource allocation).

UNP do not have the proprietary on their economic policies. I wish MR uses the momentum on the country to adopt some sound and impartial economic policies and develop and discipline the country. I see a JRJ in him in the way he is dealing with IC. I think it will be easier war than the one against terrorism. There will not be any pressure from IC or India on the economic war.

In summary UNP is a party that did immense work for SL. UnP members do not support LTTE, in fact 3 of our very best leaders were killed by LTTE (RP, Lalith, Gamini) we do not support terrorism. We will not let the country be divided. Don’t judge us by the actions of UNP leaders as we are at a loss too. Like we support the war we will also support correct economic policies and fiscal discipline. We so wish MR make reconcilitatry moves towards UNP members too. You've got to be kidding. JR was the worst leader in post-independence Sri Lankan history and is the primary figure responsible for ruining the island. It was under his "leadership" that the 1983 riots took place and the war began. It was his inept bungling which brought the Indians to intervene.

JR was in power for over 10 years where there were no parliamentary elections after 1977. He created the Executive Presidency to bring "stability" to SL. Yet by the time JR left office, there were 4 illegal armies in Sri Lanka- LTTE, JVP, IPKF, Tamil National Army- which brought things to near collapse. So much for "stability."

By all measures, JR was a complete and utter failure as a leader.

If Not for JRJ's executive presidency;

(a) in 2003 UNP govt would have foolishly given the ISGA as then executive president wouldn't have been able to scuttle it by taking over the ministries.

(b) in 2008/09 LTTE or a front NGO would have paid 30-50 million each to 50-60 govt MPs to make them cross over and that would have been the end of the war. That cant happen as executive presidency is safe unlike a prime minister position.

But think what would have happend if LTTE/1983/JVP did not happen. JRJ was the best on economic vision. Thats my point.

Even though goods and money are trickling in, the response is nowhere close to our Tsunami relief work. I think you had missed the point that JR himself is largely the reason that LTTE/1983/JVP happened. That is why JR is the greatest failure of all Sri Lankan leaders.

Mrs. B ruined the SL economy but she did not unleash a war against the Tamil people the way JR's Jathika Sevaka Sanghamaya goons did. She used police to break up the satyagraha of 1960 and the International Tamil Conference of 1974, but neither of these affected a significant number of Tamils let alone the community as a whole.

JR on the other hand started his rule in 1977 with an anti-Tamil riot, continued with burning the Jaffna library in 1981, and finally blessed Sri Lanka with Black July which pushed thousands of Tamils into the LTTE and other militant groups. It was only after 1983 that India got involved in building up these groups, which numbered less than 200 members total before the riots.

JR also had released Rohana Wijeweera who led the 2nd JVP uprising. This worked nicely with JR's meek submission to Rajiv Gandhi after lying to the people that he would resist India to the end.

Simply put, if JR had never come to power, we would not have needed an Executive Presidency because the LTTE would've remained an insignificant gang of hoodlums, Wijeweera would've remained behind bars, and India would've kept out of SL.

The way the two clowns Kouchner and Millibrand were dealt with is classic. I specially liked to read abt Kouchner being told his life isn't considered worth anything compared to SL's national security concerns.

Why is this sudden change of heart?

The reason is the Taliban in Pakistan. Taliban has come dangerously close to Pakistan capital and US wants India to help Pakistan. If India remains idle, that is not to make any moves to fill the vacuum in the absence of the Pakistan army, then Pakistan can move its army (from its borders) to combat Taliban.

Congress and BJP are neck and neck in Indian polls. A hardline BJP government may not agree to help Pakistan as US wants. The prediction is that the (moderate) Congress may need the support of the leftists to form a government. The leftists wants to end the army march on LTTE. They and their allies in Tamil Nadu have been crying foul for some time now. Therefore, Congress wants US to pressure SL government to holt the offensive against LTTE to make sure that they can win the next election.

Sri Lankan national problem is not that of a national issue for US, UK and EU. But Taliban taking over Pakistan is.

Most of us are tired now of hearing the accusations made by these bogus HR Champions.

We have assisted for tours of IDP camps, and liberated areas so that they see the on-ground situations.

We have even facilitated interviews (journalists, NGO and foreign GOV reps) with civilians on IDP camps as well as people who were re-settled; provided them with confessions of surrendered LTTE carders.

And yet they still say these are not credible information? What more as a country have we to do? Total BS if you ask me.

Which other country has tolerated this kind of accusations? Which country has gone to this length to satisfy these people/accusers?

Unfortunately most of these people have their own agendas.

1. People who are in the Payroll of the LTTE
2. No other means of surviving other than getting hooked up with a third class NGO. (Blue-chip NGOs, even though a handful; have been quite conservative and have provided us with much needed help)
3. People who have to appease the vote base back in their country/county/province
4. Politicians who want to make a name for themselves in the global arena.

Haven’t Diaspora people seen how the people of this country are rising up to the occasion by donating food, water, clothes, toys, medicine etc? Have the Diaspora sent a rupee to assist in the rehabilitation/resettlement of their brothers? Have the Tamil-Nadu puppets send a dime? Have these people visited any of the IDP camps? Or even been to Sri Lanka?

With all these difficulties we have to keep our cool and counter these accusations with proper counter statements for the time being.

I also find it funny how the shut mouth UNP politicians (the likes of Ranil, Tissa, Mangala and Kiriella) are coming up with new accusations. It is really a very sad story that we have an opposition party like this in our country. All these sins will haunt them (this life or the next) and follow them like the cart wheel that follows the ox.

I am 100% certain all unselfish UNPers are with the GOSL against this common enemy. After we win, (which I am sure of) lets encourage MRs; regime to put at least 25% of that effort to the long term economic developement. Afer rescuing the trapped poor civilians in teh north we owe that to poor southern civilains to upgrade the standard of living substantially. Lets hope we can work together for that too.

Yes. Being on the dole does not garner respect from anybody. That is why it is so necessary to conclude this war by destroying the LTTE utterly, once and for all, and to maintain a strong military to deter both internal and external enemies in the future, and move quickly towards growing the ECONOMY and producing competitive HIGH-VALUE products the world will buy.

I disagree with those pundits who claim that devolution of political power on ethnic bases, within the confines of the 13th Amendment, is necessary to attain peace and harmony in post-war Sri Lanka. Agricultural exports will not command a sufficiently high price until the global population increases to an extent that will make food a high-value product.

To be able to produce HIGH-VALUE knowledge-intensive products that command high prices in the global marketplace, we must reduce our COSTS and increase our PRODUCTIVITY through training and technology deployment.

To cut COSTS, we must stop importing food and energy supplies from abroad, while making them cheap and plentiful through local production. Drastic cuts in fossil energy imports can be achieved by exploiting indigenous alternative energy supplies, albeit at higher capital cost, by developing an efficient electrical grid with ominipresent metered access points, and distributed power generation and storage capabilities. Since transportation consumes the bulk of imported fuel supplies and pollutes the environment, an efficient vehicular transportation network based on rechargeable electric vehicles is essential. Here, the small size of Sri Lanka is a benefit because it reduces the cost and range of the vehicles. When coupled to a good network of high-speed highways connected to by local feeder roads, the transportation fuel demand can be cut drastically. If necessary, these highways should be built without cost as tool-roads through build-operate-transfer agreements with foreign firms.

Exploitation of locally available energy sources like photovoltaic and thermal solar, wind and ocean wave energy, feeding an electrical network with distributed storage, can provide most of the required energy from local sources. Distributed energy storage can be in the form of pumped hydroelectric, electrical battery, and stored hydrogen gas coupled to banks of medium scale electrolysers and fuel cells. Let us make it possible, through innovative govt subsidies and leasing arrangements for every residence to generate more than its own requirement of solar power for residential and transportation use, and feed the excess to the grid! Adding one or two 1,000 MW nuclear power stations, as soon as Sri Lanka can afford them, to the base-load power plant mix, should be optimal for providing reliable power. THe availability of low-cost electricity will be one of the essential requirement for rapid improvement in economic health of the country.

The ability of Sri Lanka to feed its own people should become a national priority, not only for ensuring self-sufficiency in food as a national security and balance-of-payments issue, but for environmental reasons. Protection of the environment, and the agricultural lands free of excessive urban sprawl, will be essential for preserving the flora and the fauna, the air quality free of smog and noxious gases, the water supplies in watersheds, and the general emotional health of the people.

Much more attention will have to be devoted to public health, the eradication of malaria, dengue, typhiod, hepatitis and other insect and water borne diseases. Current lapses is public health is an enormous millstone dragging down national productivity and increasing healthcare costs. An important aspect of preserving public health will be greater regulation and enforcement of liquid and solid waste and sewage disposal, water pollution, noise pollution, and the construction of buildings and residences. It will be much easier to fix these problems now rather than later when the facts-on-ground is likely to make it much more expensive and beyond our ability to afford.

President Mahinda Rajapaksa of Sri Lanka emphatically rejected the appeal Thursday and told Western governments to stop lecturing him, news agencies reported.

“The government is not ready to enter into any kind of cease-fire with the terrorists. It is my duty to protect the people of this country. I don’t need lectures from Western representatives,” he said in a speech distributed by his office and quoted by the news agencies.

“They’re not willing,” David Miliband, Britain’s foreign secretary, said in an interview after talks Wednesday with Mr. Rajapaksa and other officials. “The furthest the government has gone is to commit to no heavy weaponry and to minimize what they call collateral damage, mainly the damage to civilians.”

The Western delegation, which also included Foreign Minister Bernard Kouchner of France, paid a one-day visit as intense fighting raged near tens of thousands of civilians who were being held as human shields by Tamil rebels.

Also on Thursday, The Associated Press reported that Balasingam Nadesan, a top Tamil Tiger leader, had ruled out a surrender. “Surrendering and laying down our arms are out of the question,” Mr. Nadesan was quoted as saying in an e-mail to The Associated Press from the combat zone.

Tamil groups say the government has broken its promise, made Monday, not to use heavy weaponry.

Mr. Kouchner, who has spent four decades in conflict zones and is a co-founder of Doctors Without Borders, said in an interview before his departure that he did not entirely trust the Sri Lankan government’s assurances.

“Do I believe them? No, not completely,” he said. But he said he discounted claims by the rebels even more.

Both foreign ministers will report their findings to the European Union and the United Nations Security Council.

Tensions have risen between Sri Lanka and foreign governments over the plight of the estimated 50,000 civilians captive in the combat zone.

As a reflection of those strains, the European delegation was without a third official, Carl Bildt, the Swedish foreign minister, who was denied permission to enter the country. Sweden recalled its top diplomat in the country over the episode. Sri Lanka now says Mr. Bildt is welcome to visit in May.

Reuters reported late Wednesday that the United States had decided to delay a $1.9 billion International Monetary Fund bailout for Sri Lanka’s central bank to pressure the government to do more to help trapped civilians.

Mr. Kouchner said he recognized the difficulty faced by the government, which believes it is close to winning its 25-year war against the Tamil Tigers. The government and its supporters say they fear that any lull in the fighting would allow the Tigers to regroup, as they have in the past.

“They told us: ‘This is not Iraq, this is not Afghanistan. This is our internal fight,’ ” Mr. Kouchner said.

As he and Mr. Miliband toured refugee camps on Wednesday, Sri Lanka’s Defense Ministry reported “hours of intense close-quarter fighting” between rebels and government troops.

The Sri Lankan Navy, meanwhile, said it had thwarted a sea-borne rebel attack, destroying what it described as four suicide boats. Rebel-controlled territory, which once covered nearly one-third of the country, has been reduced to three square miles, the military said Wednesday.

As a measure of the civilian casualties in the conflict, a field hospital that Mr. Kouchner visited received 60 patients on Wednesday alone.

Around 6,500 civilians have died since late January and twice that number have been wounded, according to the United Nations.

The European delegation is the latest of several high-profile visits in recent days centered on the plight of the civilians. Senior Indian officials and the United Nations humanitarian coordinator both failed to persuade the government to stop the fighting.

The United Nations and foreign governments have also tried but failed to persuade the Tamil Tigers to let the civilians go. It is unclear whether they would change their minds if the government agreed to a cease-fire.

Humanitarian conditions in the rebel-held zone and in the camps across northern Sri Lanka are dire, according to doctors, aid agencies and the United Nations.

The office of the United Nations High Commissioner for Refugees described “overcrowding, malnourishment, dehydration and limited medical facilities” at the refugee camps.

Guys @army.lk. Don't get disheartened. It is impossible to stop Cyber attacks. Many good hackers can get in to a website. Only thing we should do now is fix the current problem and be prepared for future ones. One of the ways to monitor whether this is happening is to put a specific image on or text on the website and continuously check whether that text is in the web site. This way as soon as things get changed you would be able to detect some thing has gone wrong.

I think we should find out where the attack came from and prosecute them. There should be hefty punishment for this kind of things if it originated from the West.

I have been reading this group for a while and keeping myself up to date about what is happening at the front. Thanks DW and other who have been posting comments with metainfo.

I thought of writing this after seeing the news about hacking our army's website. This is an insult. Our failure to protect an important website indicates possible vulnerabilities of important information. In this backdrop it may be worth underlining a few things:
(1) No imported technology is 100% safe and appropriate for us
(2) Time has come to develop our own technologies (warning: could eliminate big procurements upon maturity but can provide many employments)
(3) Local capabilities needs to be trusted and accepted (Our forces have more than proven it)

There is huge pool of patriotic IT (for that matter in many disciplines) experts in Sri Lanka.

Yes many big web sites in the world have been hacked in the past. But can't we be better than them? Yes we can! Our forces have proven it. Other professionals need to learn from SLF what a coherent team could do.

I think that some Buddhist priests from temples in the South should go to the North and start a few temples, and organize social welfare programs funded by people from the South to help the Tamil civilians readjust to normal life.

The Sri Lanka Govt should donate some Govt land in each village, town and city for these Buddhist temple run welfare centers. In this way, we can show that the young people of the Wanni who have been brainwashed over 30-years that the "demonized" majority Sinhala Buddhist community are not the demons they have been made out to be by the LTTE.

Of course, since they may be targeted by residual die-hard LTTE cadre now hiding undetected among the rescued civilians and elsewhere, these centers should be located near the local Army garrisons for their protection.

If both the Army and the Buddhist clergy become not only the protectors of these people from the LTTE, but also people who will help them integrate and adapt economically and culturally, I think we would make a significant step towards promoting ETHNIC INTEGRATION, empathy and understanding between the two communities.

These kinds of programs must be instituted NOW, simultaneous with the resettlement of the Civilians, before the bad boys get their hooks into them again!

There was a LTTE rally in Lansing (the capitol of Michigan, USA) on 29th. About 200 pro LTTE were there with the usual crap of ‘genocide, chemical weapons, killing civilians, bla bla.
Few Sri Lankans from Lansing, Detroit (the rally organizer and a few) and Ohio bravely came forward to counter protest and were able to get the attention of Michigan governor.
It clearly showed that tiger supporters were violent and very noisy and a sniper team was deployed in the area aiming tiger supporters.
It is sad to say that the large Sinhala population in Detroit did not participate in the counter protest due to various personal reasons.

I dont think you gain anything by demonstrating in places like lansing Michigan. That is the state capitol where state lawmakers do their business. They do not get involved in international affairs. Such demonstrations only attract tiger supporters and become a nuissance to the public in my opinion. Not only that, to americans, they are srilankans first, tamils second. I think the more effective thing to do at this time is to meet senators and congressmen and make our case rather than demonstrating in public. In many ways, we are the agressor at this point and general public usually support the minority or the underdog. So, demonstrating in state capitols should be stopped. My two cents.

I read with interest your letter to GR. re Fund raising by the Diaspora. Perhaps this should have been addressed to Nivrad Cabraal.
An attempt was made in Oct/Nov 2008 to raise a NRC $500m bond from the Diaspora with "road shows" organised by diplomats in US, US,Aus etc particularly targeting the sinhala diaspora. Less than 10% was pledged and regrettably the Lead manager (underwriter) resigned.
In March this year a similiar fund raising presentation was held for the Tamil Diaspora at the Mount Lavania Hotel. (attended by Kohana, Boga & Cabraal) Final results have yet to be confirmed.

At both these events one of the striking comments/representations common to both sets of delegates was the Funds raised was to be set aside for DEVELOPMENT not repaying short term debt and payment of interest (Petrol Hedge screw-up). Further, the reduction of Govt Ministers from over 100 to 30 in number.
One can assume both of these fund raising efforts were disaster hence the $500m soft loan from Libya and the $1.9m IMF loan.

I do believe SL will get the IMF (albeit in stages) and with conditions with relating to the use of these funds. It's counter productive for US/UK or any other to block this loan.
IMF are dragging its feet on this whilst subtetly applying the pressure on GOSL whilst also (secretly)hoping that during the delay GOSL is able to finally put an end to VP and thus the next phase of development/political settlement may commence.
GOSL,a government the West doesn't much like is set finally to annihilate an insurgent group with whom the world has long lost patience.
MR knows that, in order to persuade Western leaders to bail him out, he must offer his Tamil civilians a decent political settlement.
The LTTE, its propaganda-machine and its supporters have managed to get the world’s attention but the GoSL inability to deal with a) the media and b) the humanitarian ‘interventions’ in a tactful, diplomatic and opportunistic way will only result in the GoSL’s alienation from the international community.

It's all well and good for bloggers to say who needs the West, IC etc. I wonder if thats the same sentiment shared by MR and his catchers.

Whilst this seems like a reasonable request, the UK's position fatally flawed by its' own actions in Iraq, Afghanistan and destruction of centuries old civil liberties in its' war against Islamic terrorism in the UK.

Just five points:

1. Five years + involvement in outsourced imprisonment & torture of Islamic terrorist suspects

2. Acquiescence in Guantanamo Bay detention & torture,

3. Detention without trial is currently in force in the UK (remember Apartheid-era South-Africa?)

4. Using the Police to arrest Opposition MPs in Parliament,

5. Allowing the LTTE to fundraise in the UK, despite it being nominally banned.

The difference is that in SL, we're in the last stages of nasty shooting war. The UK govt only had to deal with the IRA, who in comparison to the LTTE are a bunch of kindergarden-level amateurs. The IRA used to given warnings before bombs exploded!

The GOSL should do its best avoid civilian casualties (and prove it to the country) because it is trying to rescue its' own citizen and re-integrate them back into a unified Sri Lanka. It should NOT be done at the beck and call of electorally and morally compromised Western politicians.

But saying all that, GOSL should not pick fights with the West that it knows it cannot win. Better to be clever and devious - like the Chinese :)

Dealing with tera's is not that easy the democratic way... yes MR and GoSL might be doing few things that they should not be doing(like banning media). But it is necessary to do all that in order to finish the teras. Otherwise we would not have come this far... to counter terrorists you must get down to their level not letting them breathe easily.. if you know what i mean..

Only fear I have getting Buddhist monks involved is that this might be seen as spreading Buddhism. So it must be clear that their would be no religious preachings and conversions. Otherwise, this would cause more problems than we want.

No one should take advantage of people who are totally down. This should apply to all religions.

Give them education, Give them Television, Show them their is something worth living, instead of blowing them up.

Example, look at how many terras we catch doing great police work and MI (mulithaf and others). we doesn't have to go low, just we have to be smart. Going to their level is cheap and dumb. Yes- I agree the Northerners have been brain washed the past 30 years. There has to be a certain rehabilitation/bridge building for these people to regain the trust of the southerners. For a start, GOSL has to divise a political formula that is likeable by all.
The battle may be won but the cessation of "hostilities" is far from over. GOSL have only realised recently the powerful organised tamil diaspora.(ps- where were the sinhala diaspora to counter the TD propaganda apart from the usual name calling, accusation of LTTE payroll etc which honestly had no effect as can be seen from events unfolding)
The French & UK FM may have been brushed aside by GOSL for the moment.
We have yet to see the repercussions.

It is unlikely that they would go to Tamil Nadu irrespective how politely you ask – a comment by one with clear contempt for fellow citizens. The Tamils are here to stay and the Sinhalese have little choice but to devise a political formula that gives minorities security, dignity and equal opportunity for individual expression – way beyond mere facilitation of language and religious freedoms. The formula must be one that is “likable” to the minorities as defined exclusively by them yet not “dis-likable” to the majority as defined by the latter. The challenge indeed is to discover the magic formula – which can only be achieved through intellectual reasoning, education, dialogue, implementation and through mutual understanding. And of course, the other choice for the Sinhalese is to continue with their hegemony, throwing mere crumbs at the minorities – an exhausted strategy that is guaranteed to end-up in the eventual bifurcation of the Sri Lankan nation.

Attitudes expressed on this thread, presumably by some Sinhalese-Buddhists commentators, are precisely what US President Obama must have had in his mind when he said:
“… we talk about economic deficit … but there is also another deficit ... we have an empathy deficit ... we aren't able to see the world through other peoples eyes ...".

YES I think MR and GoSL should start talking to IC about what happens after the war more rather than what they are doing now.. and make everyone focus about a positive future which will pull back most of the diaspora and IC to our side.. which is for a united sri lanka

Agree with you both. Here's an intelligent way for GOSL to engage with the IC meddlers. Invite the most meddlesome countries (except Norway) & one INGO with Russian cooperation to plan assistance in a post-conflict scenario, ONLY.

That means they can satisfy their constituents (Eelamtards and their supporters) that 'something is being done'. Much useful work can be done re., re-habilitation, re-building, education and the rest.

I pretty much agree with your sentiments regarding treating minorities equally, but we differ in how to get there. Given the centrifugal tendencies in Sri Lanka, and the incurable rabble-rousing separatists among us, we need a PRACTICAL SOLUTION that will prevent the division of Sri Lanka and alienation between communities in the long term.

As I sense it, your approach is one of giving the hidden separatists everything they ask short of independence, and WISHFULLY HOPING they won't continue on the path that has brought us to the current situation. In effect allowing the separatists to win in PEACE, what they failed to seize in WAR. I THINK NOT.

The result of implementing the 13th amendment and devolution along ethnic lines will be to create regions that are completely controlled by people who now pretend to be not separatists, but still howl about "Tamil Grivances" that was the pretext artfully deployed over many decades to justify the creation of an Eelam in Sri Lanka. Giving such a group unfettered political control of the North and East will amount to AGAIN giving SAFE HAVENS for the resurgence of the Eelam Struggle. It was ALLOWING SAFE HAVENS in these areas that virtually created a defacto independent state there, with the ability to enslave the people, hold them hostage, brainwash and train the younger generation, buy, import, and deploy arms, without HINDERANCE by the state, that could easily equip several conventional armies, engage in arms production at a scale beyond even the capabilities of even GOSL in explosive munitions, naval craft, submarines, air craft, artillery, communications, radar. Create and exercise all the trappings of state: diplomatic "missions", courts, police, army, intelligence agencies, banks, taxation, etc all the while it was receiving supplies of food and all other essentials for itself and the people held hostage including the salaries paid to the GOSL employees, while it was undermining the GOSL and waging war against it. It is the RECURRENCE of this FARCICAL NONSENSE that would emerge again if the "political solutions" based on the 13th Amendement and Devolution on ethnic basis is again implemented. We will have just pushed the date of the next uprising by perhaps a decade.

If the current military offensive had not been undertaken now, in another 5 years, these developments in the SAFE HAVEN areas would have taken the current success by the SLDF beyond the realm of possibility. Perhaps, most importantly, during the last 30 years the LTTE created a brainwashed generation that disowned their parents authority, the authority of the GOSL, allegiance to ONE nation, completely cutoff from any interaction with other communities of Sri Lanka, that can be triggered into action by the strains of the martial Eelam music ringing in their ears. This phalanx of brainwashed confused youngsters represent the true continuing and persistent threat to the peace, security, and integrity of Sri Lanka. The existence of this generation of Tamils is perhaps the STRONGEST ARGUMENT for not delivering the NORTH and the EAST into the hands of the same would-be separatists who, expect for a few, largely cheered the rise of the EELAM state. Who woudn't be DELIGHTED, whose GREED would not be aroused, when offered a SEPARATE mono-ethnic country of their own, and an EQUAL SHARE in the rest of the country as well? It is like having your own cake and eating it too: an offer BAKED in HEAVEN.

You and I also may differ in my TOTAL REJECTION of the accusation levelled by the separatists that they have been subjected to "intolerable discrimination" as a community in Sri Lanka. If you really wanted to see what "intolerable discrimination" was like, you should have lived in the US about 40 years ago, and seen the lot of the African Americans, when they could not ride in the front of the bus, eat in the same restaurants, live in the same neighborhoods, drink from the same water fountains,use the same rest rooms, apply for the same jobs, attend the same schools and universities, or register without hindrance to vote in elections. Having lived in Sri Lanka for a few decades, I know that there was no such discrimination in Sri Lanka EVER...there was only ego and pride in the Tamil community that was fed a diet of superior entitlement and enhanced aspirations above and beyond the common aspirations of all people of Lanka. The military weakness of Sri Lanka, and the availability of military, financial and logistic support from both Tamil Nadu and India fed those attitudes and put Eelam within their grasp.


Now what has to be done is to recognize these REALITIES as UNALTERABLE facts on the ground that the GOSL and the people of Sri Lanka must deal with, by making any Eelam beyond the REAL of POSSIBILITY. If "Tamil Grievances" related to denial of EQUAL RIGHTS is the main argument, let us guarantee that within the frame work of the consitution, without ANY REFERENCE to ETHNICITY. If administration, and CONTINUED MAINTAINENCE, of the North and East as TAMIL DOMINANT regions is the demand, IT MUST BE REJECTED as having no place in the new scheme of things in Sri Lanka. People must be able to migrate to and live in any part of Sri Lanka as their needs and finances allow, without let or hindrance, from an ETHNICALLY DOMINANT/CONSTITUTED district/ provincial administration. The GOSL must have the right to develop all regions of the country, for the common benefit of all of the people of the country. ETHNIC INTEGRATION geared to realizing an ethnically HOMOGENEOUS DISTRIBUTION of people throughout the land should be actively pursued.

The Buddhist religion and priests have been largely demonized and targeted by the LTTE in their campaign for a separate state. Buddhist priests raised much of the aid for the Tsunami victims of the North and East, and are spearheading the drive to assist the IDP's again. Implantation of Buddhist Welfare Centers, as I proposed, in the North anmd East will go a long way towards ETHNIC INTEGRATION and increasing the empathy and understanding between communities, especially now when Wanni Tamils see who their real TORMENTORS and their real SAVIOURS are.

Let the pro-LTTE Tamil Diaspora vociferously trying to keep open the yawning chasm of distrust between the communities be excluded from direct intervention and interaction through NGOs, INGOs and partisan foreign countries. Let them deliver their assistance to the GOSL, and let the GOSL distribute the aid. Let us remember that the EVIDENCE ON THE GROUND of all of the "INTERNATIONAL AID" delivered over three decades to the LTTE dominated areas amounts only to Mahaveer CEmetries, Personal Mansions of LTTE officials, and the TRO building in Kilinochchi...there is NOTHING ELSE...except vast armories of bunkers filled with sufficient weaponry to fully equip two conventional Armies.

No, this must not be allowed to happen again. In the future, the GOSL must take charge of all incoming aid, oversee its distribution, and prevent the RECURRENCE of the creeping destabilization of Sri Lanka by foreigners. The sponsors must be taken in tours accompanied by government officials, and no opportunities should be allowed for them to destabilize the country. Officials of countries that aided and abetted the destruction of Sri Lanka in the past, like NORWAY, should be permanently BANNED from Sri Lanka. The whole concept ogf NGO and INGO interference in Sri Lanka must be OVERTURNED, BANISHED FORVEVER, from Lanka.
