Prabhakaran's fate decided after Lok Sabha Polls

We have been receiving highly credible information regards the slow pace of the current military offensive, which has nothing to do with a Cease-fire forced on Sri Lanka by the West or a rethinking of the military option.

DefenceWire can confirm, not a forceful threat, but a humble request by the Indians has been made to temporarily postpone the very last phase of the offensive against the Tiger leadership, trapped north of Vattuvaan. The temporary 'banning' of the use of heavy weapons was a symbolic gesture of this 'understanding' between the Sri Lankans and the Indians.

The temporary halting of a planned Special Operation to capture/kill Prabhakaran has been put in the back burner until the elections in India come to an end on the 14th. All naval assets have been pulled into prevent Prabhakaran's escape by sea and the elite units, Offensive Divisions and the entire government is biting their time for the opportune moment.

We have been told that the period AFTER the Indian elections, where a few weeks will lapse due to counting of ballots, negotiations between parties and formation of a government was being considered to be that opportune moment.

The top-level Indian delegation that visited Sri Lanka recently, and direct contacts between Colombo and New Delhi have ensured that the two states are fully engaged in honoring this agreement. Military sources confirming instructions from the political leadership claimed that as soon as the ballots are in the box and the point of no return reached in the elections, the special operation could commence in earnest.

The ruling party in India has made its claim that the potential capture, death or mutilation of Prabhakaran before the election could have a devastating effect on its election campaign. The government of Sri Lanka has been generous in accepting that stance so far.

Political observers we contacted said that in many ways, this was the best strategy for now. Sources claimed the political leadership was more concerned with honouring the 'understanding' with the Indians than following edicts from the West.

From what we have heard, this is a gesture of solidarity with the Government of India, not a particular ruling party, though what you say maybe a definite consideration. But it lays a good precedence for future relationships with any new party ruling India, who may look at Sri Lanka as an ally who was willing to hold back, when it really didn't have to, to help their Indian counterparts.

I believe that this is NOT a good strategy, specially holding for more than two weeks after 14th. The more we hold, the more we give chances for Prbakaran to escape. Also, we don't know what is going to happen after the election. If the elected ruling coalition is going to be dictated by TN lunatic fringe, then I must say that we are SOL.

In fact, we should take the fat pig out ASAP and keep it under wraps or just deny it till the dust settles.
Further more, more of my dear brothers are going to pay the ultimate price for this lunacy. That is not something acceptable to me as a citizen of Sri Lanka.

The strategy is fine given that the vacuum between the close of elections and the effect of the result is enough for the army to finish this operation.

But DW has been quoted in defence.lk and Ada derana, etc. This news is likely to spread like wildfire and might negate most of the benefit the indian government is likely to get from this. Not sure it's a smart decision to publish here.

This is a wise decision. It shows the government's sophisticated response to the international reaction. I have been following the Indian media including the major TV channels and Sri lanka seems to have disappeared from the headlines.

The lunatic fringe affiliated with the LTTE in the TN electorate was counting on "genocide" to make their mark (see Vaiko's website). Now they have to resort to attacking Indian army convoys in TN to attact attention to their cause. This will show the rest of the population in that country that these people are lunatics. Even the major parties in India that at one time were capitalizing on the misery of Tamils to promote their electoral chances have started condemning the lunatic fringe. Even if the army advances 100 meters a day this war will be over in a month or two.

I most certainly agree with the political side. However, LTTE is a murderous and vicious cult lead by Prabakaran. The cult members give their oath every day that Prabakaran is their leader, mama, papa, grandpa, gandma, the messiah, the savior, the creator, the destroyer (certainly), the life giver, and the god. The cult will dissolve as soon as we take the cult leader out. Anything short of that and resting on our laurels is sheer stupidity, specially when we see the end just a few battles away. This may be a ploy to make Tigers let their guard down. They do not expect any attack now and that is good.

The beauty of the thing is that you can still implement the special plan but not publish that you have done so. The result can also be proclaimed aftre elections.

I understand your frustration... but this is the time to use ‘brain’ power. Sri Lanka is being watched by many foreign vultures with multiple interests... The motives probably will never be known to us, so we need to have that ‘vision’ in order to safeguard.

We have to play our cards very carefully now, if we are to come out winning. India is a 'factor' that is written on the birth certificate of Motherlanka, no matter which way we look at... but we surely don't have to feel inferior or superior in dealing with her. Long term benefits outweigh short-term gains.

I think you might have misunderstood the essence of this strategy, assuming that DW is correct. It won't make any difference whatsoever whether this strategy is kept secret or made public. With combat operations slowing down, the Eelamoids in TN (and elsewhere) will have less crocodile tears to shed for the remaining civilians. AFTER the election, there will be nothing that they can do to shift the Indian government into intervening.

It is not the "secret" strategies that win wars. Rather, it is the strategies which are plain in sight for everyone to see, **but which the enemy can do nothing about** which win wars.

Of course every country has their own agenda. Do you think if India really don't want SL to fight the war are they unable to stop us? The truth is India has helped SL in many ways to finish this war. This is even with the huge preasure from critical TN jokers vote base. Their help ranges from mid seas, skies above the peelaam and training programs. And helpin economic means as well. India was firmly behind SL among the IC; India is our first line of defence against any wetsern threat. It is India who absorbed the IC preasure. These things are not visibale to public.

Due to human shield any way SLA is not in a position to use long range guns as they like or call air strikes from jets. So halting them is not a big deal at this time. GSL gave some publicity. But no problem to most impoertent SF/CR infiltrations.

The Government, knowing in advance such camps were a necessity, should have made the money available or should have, and this is my preference, left the care, housing, feeding, costs and administration to foreign concerns and Governments, while maintaining the security needs themselves.

Start the West on a path of "put up or shut up" and keep the military focused on the job at hand.

The same with food supplies to the NFZ. The GoSL were not sending enough as their estimates were wildly wrong and why should we have faith in present estimates?

Letting donor nations supply and send food via the ICRC would have left any hunger/starvation issues on their doorstep instead of them becoming a tool for LTTE propagandists... same as with the IDP camps.

Keep the do-gooders busy and placate certain elements who would otherwise be using the problems we see now against the GoSL.


As for answering your question to me elsewhere... I mention to you that my posts are not always allowed by some moderators here and at both Ellalan and Puligal.

Perhaps I can muster up an acceptable (here) reply for you in regards to my assertion that China is not to be trusted.

I repeat again that they are no real friend to any true democracy... I direct you to their actions in Tibet as a good place to start.

I agree with Ninja. India made a friendly request (not like US or UK did). Manmohan government always acted in a very responsible manner. We should do whatever possible to have them out of the hot water.

The note said till the ballots are in the box, before the counting of votes begins, Brigadier Prasanna Silva has moved to the southern tip, the NFZ has been moved south to an area of 3 Square Kilometers, and we keep pushing from the north, slowly, but the fact is the main attack front is going to slowly after the 14th be the 59th, with all LTTE artillery turned toward the Northern front, they absolutely will not know what to expect, while by sea we know the Navy has hyped up his patrol,hopefully the air force is also vigilant after finding out Prabha has another air craft.About the move by the government, sumtimes in evrything u do u need to have a gud man, bad man face, sort of Dr. Jeykle and Mr. Hyde approach, so now the government is playing it smart, but inside is preparing to surprise the enemy, smart ploy..

Do not take situation so light. For past several months, perception of IC towards LTTE has slowly changed or changing to a common tamil cause than a terrorist issue.

Someone has written to suggest China cannot be trusted, as it pursues its own interests and given the Chinese role in subjugating Tibetans. True. However, neither can India be trusted for the same reasons (read subjugation in Kashmir, etc). That said, when it comes to Sri Lanka, India is has a direct bearing on the destruction in Sri Lanka, so if China is not to be trusted, India must be totally feared and given no space whatsoever in Sri Lanka.

If what Polanga says is true, then the GOSL might be using the international media to get the LTTE off guard, thus getting a better chance to get the remnants.

If this is true and GOSL and India didn’t’ wants this information to be given to Tamil Nadu for reasons we all know, DW is indirectly spoiling the soup.

If India and SL agree on “not to divulge the agreement” DW has made SL to break the promise, thereby India has to right to change her stand after the election.

Even if you can prove that this information is from Indian side, still GOSL will be held responsible.

If this information is true and from Indian side it may be a tactic of Indian side to blame GOSL and you know what will be the end result.

This post make me to believe one of the scenario;

If things were that simple, I think Mahinda would've taken that path.

I have a feeling that the govt did not want to get western govts and NGOs too involved because it did not want the latter to impose conditions which would hamper the military's ability to finish the war. The West has made explicitly clear that it values the short-term safety of the civilians more than their long-term security and well-being. The issue is complicated by the fact that the LTTE has infiltrated into the refugees, and that the West is ignorant or doesn't care that the next phase of this war will be guerilla.

Having said that, I do think that eventually the govt will be forced to be more transparent with what's going on in the camps, and to accept outside assistance.

Which non-Tamil would want to support a SOLELY TAMIL PARTY? NOT ONE.

If they persist in excluding non-Tamils from these organizations by naming them "TAMIL + something-or-the-other", they should have no reason to complain when they get ONLY TAMIL VOTES and never get to be a NATIONAL force with support from all communities.

Very few non-Tamil parties are named "SINHALA + something-or-the-other". They mostly have NATIONAL party names. With that comes the obligation to allow people of all races to join and lead the party.

So, let Tamil parties become NATIONAL in character if they want to gain NATIONAL status, or let them JOIN other existing NATIONAL parties and achieve prominence through MERIT & ABILITY as politicians.

If the story is true, I call BS on this one.

First of all, why should all special ops stop? Why not mutually agree to stop ops and also mutually agree to go after VP at the same time, quielty?

VP gets 'done', keep his body in cold storage and show it post Indian elections as a 'recent kill'. If you 'do' him and can't find/ retrieve his body, but know he's 'done', end of. No need to announce it till later.

Backing off now may prove to be costly; a VP alive and well and having the time of his life elsewhere will be a nightmare. A VP in an Indian prison will also be a nightmare - for both nations.

Stupid or not, they are still a significant political force in the US. The much depleted Republican party, having lost many of its moderate supporters to the Democrats, is now even more conservative than it used to be. Many of these ultra-conservative Republicans are Christian Fundamentalists. Will they achieve prominence and the power to influence US policy again...I believe they will as the pendulum swings....only time will tell.

The facts that I presented are true, and we need to recognize that as ONE FACET of the US political fabric. They are a depleted, but continuing, potent political force in the US, that anyone who wants to learn and influence US politics has to study, analyze and understand.

We should be naive to assume India is there to help us and put all our eggs in that basket.This is a give & take world,true for world politics too;India seems to help us now not because they want to but on one hand they have no much choice now in view of their own terror movements with Mumbai,Kashmir etc in the forefront and to take exceptions to our terror movement will bare their duplicity to the world but also to accomplish their own revenge on ltte for killing Gandhi.

Afghan President Hamid Karzai has called on the US to halt air strikes in his country, following an attack that reportedly killed scores of civilians.

The technique that tilted this war in SLA favor was, more than anything elas, the masterly use of subterfuge. Our political as well as military leaders have shown themselves to be masters at it. LTTE has been 'check mated' by this strategy throughout.

The latest move is part of the chess game and operations are continuing right now. Since all outsiders are kept out of the arae who can verify whether this is true or not? no one. SLA can say we stopped and continue.

The results will cbe declared with the results of the indian elections.

Don't think that this comment or what DW has posted are ervealing too much. That is also part of the subterfuge.

But I do not read in to this too seriously. OK, assuming this is true what happens, if LTTE risks (knowing this) a daring rescue mission for Fat pig towards a jungle hideout. What do we do? Wait till the voting completed? Ensure bastered does not get hurt?

This is bull dust to me. I don't know why DW and others call this even a stratergy in a defence blog. I would not.

There is a growing movement in the US and the hall ways of UN to get a UN security council resolution demanding a complete cease-fire in SL. The parameters of this may turn out to be either worse or not as bad as we currently see it here in the US.

But bad things are gathering steam against SL and of course Clinton and Norwegians, Brits are behind the game.
But the game isn't over yet. There's plenty that still can be done and a lot being done.

If you know people who make decisions as you claim, they would know abt this situation too.

Maybe, just maybe, they aren't telling you the entire truth here...

This was my assessment also. Because of it, I wrote to MOD/SLA urging them to GET THE JOB DONE NOW...every day it is delayed, the worse it gets for us.

At the very latest, the job should be completed as soon as the last vote in India is CAST, but not yet COUNTED.

Once the JOB IS DONE, the pressure will just shift gears to the BLAME GAME phase, but the US, UK and India have their own problems looming on the Afghan..Pakistan.. ..Iran....North Korea....horizons.

CONSEQUENTLY, they value Sri Lanka as a Potential STABLE Friend & Ally with an ABIDING INTEREST in PRESERVING the INTEGRITY of INDIA in the years ahead, and in countering SEPARATIST TENDENCIES in TAMIL NADU.

For this reason, it is in Sri Lanka's INTEREST to HELP India at this time, MUCH MORE than abdicating to the self-serving blandishments of WESTERN COUNTRIES trying to use Sri Lanka as a CAT's PAW to solve their OWN security problems on the one hand, and local political issues on the other.

However much I dislike a stay in the Wanni offensive, I believe this is why the GOSL has acceded to India's request. In the MEANTIME, Sri Lanka should use THIS TIME to shore up its diplomatic fences and align more allies for the confrontation that looms in the days ahead.

Instead of the US and UK castigating Sri Lanka for it's military offensive against the Tigers and demanding a ceasefire on the basis of TamilNET reports, they should explain their need to HELP INDIA at this time, and ask the Sri Lanka Govt to DELAY the offensive until the INDIAN elections END, ASSURING Sri Lanka of FULL SUPPORT in its DRIVE TO ERADICATE TERRORISM, thereafter.

Their current approach is INCONSISTENT with their DECLARED POSTURE against TERRORISM, and is therefore FATALLY FLAWED.

I guess one thing West is also getting increasingly worried nowadays is they being slowly becoming 'unimportant'.

The increased tension prevailing in the West is clearly seen on the increased number of these delegates that we are seeing now in SL. The SL Gvt's flat rejection of the British envoy is a case in point (well done though.).

As much as I don't like the pose in our military offensive, I suppose, if India politely requested from SL, MR would be hard pressed not to listen to it, noting that we have never had such a supportive Indian Gvt for years.

I only hope that SL Gvt tries to finish this after next Wed (May 13), and not wait till the results are announced. As it seems, there won’t be a clear winner in India and a lot of back room dealing might be required with perhaps TN politicians.

The India vtoing is conducted through electronic machienes and all results will be out on the 16th..This gives us 3 days between 13th and 16th + 3-7 days it takes the winning party to form a coalition
This is assuming the BJP wins.. If congress wins we will have more breathing space..

These are plain creations by Terrorist Rights Watch on behalf of US govt. US has te habit of creating such reports through their lackeys to use as a tool against another country. I am very glad that HRW's Anna Neistat is banned from SL for this reason. What is more inerestin to ssee is how US can use HRW to cover thei mistakes in Afghanistan such as "deeply deeply regrettable" killing of 100s of civilians.

Air Force spokesperson, Wing Commander Janaka Nanayakkara speaking to defence.lk said 12 Tamil civilians airlifted from Alampil to Anuradhapura base hospital for immediate medical attention.

More Tamil civilians were able to reach the 59 Division amidst LTTE's indiscriminate firing upon them. Many civilians reportedly received injuries in this incident and victims in serious condition were airlifted, a senior military official in Mullaittivu said.

What do you mean by help India? Doesn't they want tigers to be finished? For me it is more like, not allow China to get hold of Sri Lanka. Instability in SL is good for U.S.

Good analysis but I have some reservations in some aspects discussed. These are some facts I have observed,

1. Up to a point (until up to the event where 600 hard core LTTE carders were KIA), USA was more supportive and keen to see LTTE’s down fall. But that has come more quickly than they thought. Until that time USA was not critical of the way war was conducted.
2. EU countries. Especially UK and Norway were critical on this matter much earlier than that.
3. India has been reasonably consistent in their position towards SL.

Credit to GoSL, almost all three parties (US, EU and India) were taken by surprise the efficiency and speed at which our forces took LTTE under control. I think even GoSL was taken by surprise. This was when USA started making funny and unexpected noises and aligned them with EU. But India stood fast and only called for their concerned about civilians (in this respect they were consistent).

To the surprise of all reasonable people who followed the developments, Including India, got the shock of their life when USA asked for LTTE to be surrendered to a third party through UN. This has never been the policy of USA, ever. India was very quirt. Although they have not made any statement they encouraged GoSL by saying Prabhakaran & Pottu were required by India. This, to my recollection, is the first time USA requested a convicted criminal of India to be handed over to a third party. Now, you may recall the position USA took when Sadam was captured. He was not convicted as a criminal, prior to his capture, by any country including his own. (correct me if I am wrong). So this argument that India and USA is in a love affair of our delay in going for the kill is not quite so in my view.

The point I want to make is, USA’a unexplained stance on the above has nothing to do with USA’s perceived help for congress to power and in returning that favor by solving J&K issue in preventing Islam fundamentalists’ march to and across India through Afghanistan/Pakistan. In my view, it is given that Islam nations in the West of India will link with Islam nations in East of India regardless (just a matter of few generations). Also this argument has little merits considering BJP (which is ultra Hindu) would have a better chance of delaying that march.

I feel, as mentioned before in this block, USA’s move is anti Sri Lankan as well as Anti Indian. I am sure MR know this well enough.

In my analysis, the reason for MR (GoSL) to pause the operation can be explained in this way. He wants India on his side and congress in power. Any moves by USA in getting our region destabilized without India is extremely difficult. What ever said and done our politicians and elites still worship British Royals than USA. LTTE and Tamil separatists know this too. That is why they want BJP in power. They have a better chance with BJP than with congress,

I agree on one thing. WE MUST FINISH THIS OFF ASAP.

No, 59th is still in active defence, apart from the odd small man operations ahead of the FDL, they haven't moved. Civilians use the Nanthikadal laggon to cross over, its been happening for a while now.

I have just added an Article on National Statistics for Sri Lanka, India, and Tamil Nadu at the SriLankaPatriots blog. It is informative for us to compare the economic statistics of Sri Lanka and Tamil Nadu, and to try to interpret in that light the stand taken by the Western Countries on the Sri Lankan Tamils issue.

The population of Sri Lanka is about 21 million compared to about 66 million for Tamil Nadu.

The NOMINAL GDP of Sri Lanka in 2008 is about 39 billion USD (2008)compared to 78 billion USD (2008 est.) for Tamil Nadu. The Purchasing Power Parity GDP, which adjusts the nominal GDP for local purchasing power differences between countries, is 92 billion USD for Sri Lanka; the corresponding figure for Tamil Nadu is unknown.

The literacy rate is 92% (2004)for Sri Lanka and is 73.5 % (2001).

Tamil Nadu is an important constituent state of India in many respects. Let me quote from wikipedia.org:

"Tamil Nadu is the eleventh largest state in India by area (about the size of Greece) and the seventh most populous state. It is the fifth largest contributor to India's GDP and the most urbanised state in India. The state has the highest number (10.56%) of business enterprises in India, compared to the population share of about 6%. The great difference between Sri Lanka and Tamil Nadu is in the Capacity to Produce Industrial Goods, and the extent of Foreign Investment in the state from Western Countries. Again, let me quote from wikipedia.org:

The city of Tirupur, in Tamil Nadu is the country's largest exporter of knit wears. knitwear and sometimes karur to tiruppur area referred to as Textile valley of India. Some 7,000 garment units in the town provides employment opportunity to 7,50,000 people. 56% of India's total knitwear exports come from Tirupur. The home textile capital of India - city of Karur generates around (35,500 million) $750 million a year in foreign exchange and give the opportunity to 3,50,000 peoples for work.Over 60% of total India's exports come from karur. Companies like Nokia, Flextronics, Motorola, Sony-Ericsson, Foxconn, Samsung, Cisco, Moser Baer and Dell have chosen Chennai as their South Asian manufacturing hub. Products manufactured include circuit boards and cellular phone handsets. Ericsson also has a Research and Development facility in Chennai. Big EPC companies have set up their Engineering centres which include Saipem, Technip, Foster Wheeler, Mott Macdonald, Petrofac and Tecnimont ICB. The Austrian company Austrian Energy and Environment also have a design office here besides local giant ECC {Larsen & Toubro}. Sanmina-SCI is the latest company to invest in Tamil Nadu to create a state of the art manufacturing facility. Nokia Siemens Networks has decided to build a manufacturing plant for wireless network equipment in Tamil Nadu. Moser Baer has decided on setting up a facility to manufacture silicon-based photovoltaic thin film modules and allied products with an investment of $500 million.

Bharat Heavy Electricals Limited, a global electrical equipment manufacturing public sector company, has manufacturing plants at Tiruchirapalli and Ranipet. The construction industry also saw new entrants like BGR Energy systems ltd, Consolidated construction consortium.

The state government owns the Tamil Nadu Newsprint and Papers (TNPL), the world's biggest bagasse based Paper mills in Karur . as well as the world's sixth largest manufacturer of watches together with TATA at hosur, under the brand name of "Titan". 55% of all wind-generated electricity in India is created by windmills in Tamil Nadu. Renowned Danish wind power company NEG Micon has established its manufacturing unit in Chennai.

Tamil Nadu is a leading producer of Cement in India. It is the home of leading cement brands in the country such as Chettinad Cements (in Karur), Dalmia Cements (in Ariyalur), Ramco cements (Madras Cement Ltd), India cements (in Sankari, Ariyalur), Grasim etc. Big companies like MICO and Cognizant solutions have set up their design offices here. L&T is setting up big manufacturing units with an investment of 500 crores.[citation needed] Even temple city Madurai has attracted Honeywell to set up their centre here.

The town of Sivakasi is a leader in the areas of printing, fireworks, and safety matches. It was fondly called as Kutty Japan or "little Japan" by Jawaharlal Nehru. It contributes to 80% of India's production of safety matches as well as 90% of India's total fireworks production. Sivakasi provides over 60% of India's total offset printing solutions and ranks as one of the highest taxpaying towns in India. Sivakasi also is a 100% employed town, putting it in the company of very few towns in India.

Tamil Nadu has a significant amount of mineral reserves such as lignite (87%), vermiculite (66%), garnet (42%), zircon (38%), graphite (33%), ilmenite (28%), rutile (27%), monazite (25%), and magnesite (17%). The numbers in the brackets indicate the percentage contribution to the national share. India's leading steel producer, SAIL has a steel plant in Salem.

Tidel Park in Chennai is one of the largest software parks in India.Tamil Nadu is a leading contributor in the IT and BPO sectors. Tamil Nadu is the third largest software exporter by value in India, second only to Karnataka and Maharashtra. India's largest IT park is in Chennai. Software exports from Tamil Nadu more than doubled from Rs. 76 billion ($1.6 billion) in 2003-04 to Rs. 141.15 billion {$3.53 billion} in 2005-06 and zoomed to Rs. 207 billion {$5 billion} by 2006-07 according to NASSCOM. Here is the key point you may have missed.

The handover of the Swat Valley in Pakistan to the Taliban for them to impose Sharia Law over, is quite new (four weeks ago). Even newer, and surprising to even the Pakistani Govt, is the instant move by the Taliban to extend their control beyond the Swat Valley to the Buner district only 80 miles from Islamabad. They apparently judged the Pakistani Govt to be weak and unwilling/ unable to prevent further aggression by them.

This ALARMED the US and the NEW Obama administration mightily, and they are moving rapidly to FORCE the Pakistani Govt to push the Taliban back in Swat, out of Swat, out of the North West Frontier province, completely out of Pakistan if possible. From both the US and the Pakistani Govt points of view, this is an EMERGENCY...and they are rushing to plug the hole in the proverbial dike.

A major problem is that Pakistan is unwilling to withdraw forces from its primary deployment along frontier with India, so the US is trying to get some sort of non-aggression guarantee worked out between India and Pakistan, and for India to go well beyond that to help Pakistan curb the Taliban.

None of this was URGENT six weeks ago; everything has changed radically since them. This is so important for US national security, that the US is willing to fund Pakistan very generously at a time it is going deeply into debt to shore up its own economy.

GUNS before BUTTER, as we ourselves did in fighting the LTTE to its ruin in the Wanni.

There is NO DOUBT in my mind, that Pakistan has to do this with all the will and determination it can bring forth, or we can say goodbye to Pakistan as a single nation, because not only is there the Taliban, but also various ethnic minorities who don't really see themselves as Pakistanis.

Thinking about a 'resource persons' concept is one of the things we expatriate educated /professional can so to SL. The concept is to go and train, lecture and improve the skills levels of Sri Lankans, both in the public and the private sector.

A similar concept for science related professionals was tossed around by one of the former Ministers some years ago, I don’t think it went that far.

I think the fields can cover as diverse areas as from improvements to public finance, budget management to engineering, numerous scientific fields, as well more importantly improving soft skills such as communication, negotiation, problem solving, and analytical type skills.

Since professionals working overseas have a much broader experience and exposure in these areas, working under trying conditions, they have well-rounded skills than someone perhaps working in SL.

SL’s set up still emphasises the ‘academic’ qualification as the most important as opposed to “academic + soft skills’ approach that we need in today’s world. Specially, the post-conflict SL can benefit from such an initiative.

Whilst this can’t be done overnight, that MUST be done, nevertheless. Mind you, there would be practical difficulties and teething problems as many of the people may not be able to work in SL due to their financial commitments (they not get paid or not paid that much) – as someone has to pay their mortgage – it won’t be that difficult to work out some sort of a program.

Government involvement in this is essential to facilitate this.

An idea worth exploring post-conflict..

Central Govt of India wants to see the Tigers finished, because they are a threat to the unity of India, but wants a temporary halt until they win the elections.

The US wanted to see the Tigers ended a few months ago, but now they have a greater need..to destroy the Taliban in Pakistan before they take over that country...our needs are now a minor issue of little concern...getting India to help Pakistan is the greater US need.

US trusts the current Govt of India; it really does not know how the xenophobic historically communal BJP will act.

Central Govt of India is under great pressure to survive the Lok Sabha elections, and needs TN DMK votes. So, it wants a delay in the Wanni Offensive until after the election. Sri Lanka says OK to India because it understands that need, and the benefit to Sri Lanka of having the current party in power in India.

US misunderstood that Sri Lanka is willing to help out India wrt the elections on its own without US pressure, and tries to brow beat Sri Lanka into giving India what India can get just by asking SL in a friendly way, to SCORE POINTS with INDIA that can be cashed-in to get assistance to Pakistan against the Taliban.

So, the US abandons all of its anti-terrorism principles and rhetoric and tries to push Sri Lanka into a ceasefire "on humanitarian grounds" because it can't say why it really wants a ceasefire. I think after the Indian elections, if the UPA Govt survives in power in India, the US pressure on SL will melt away.

In case the BJP wins, needs TN votes to grab power, we are in trouble. THen, we will have to go ahead anyway with clearing out the NFZ, and depend on other allies to survive. If SL lets the LTTE escape this time, it will not survive anyway...so SL really has no choice in that case, but DO WHAT HAS TO BE DONE.

That is why, the SLA should act AS SOON AS THE VOTES ARE CAST, without WAITING FOR THE VOTES TO BE COUNTED. WHO comes to power in India after the votes are CAST, is irrelavant to the decision on clearing the LTTE out of the NFZ immediately.

Absolutely agree with you.

But, here is the thing. You have to be able to apply what you learn, or it just fades away. That is, since most people are wage slaves, our job must have a NEED for such a skill.

That will require a good forward looking employer who VALUES such skills, knows how to CONVERT those skills into REVENUE STREAMS, and therefore CAN & WILL support the necessary training, both on and off the job.

Therefore, if expatriates with the necesary skills help npot only to TRAIN people in SL, but help to CREATE BUSINESSES and JOB OPPORTUNITIES that require and can leverage such skills...that would be the most effective way of helping people and grow the economy based on high-value skills, services and products.

Anybody who has read Ummagga Jatakaya, would remember the climax, where the King surrounded by an enemy army, escapes through a tunnel that the hero Mahausada built just for that purpose - without the King's knowledge. The tunnel, right out of science fiction, was full of luxuries and was large enough for elephants to walk through. There were resting and sleeping chambers at intermediate points, replete with banquet halls. Beautiful paintings were painted on the walls of the tunnel along its full length.

The structure discovered in the NFZ, that is perplexing all, has a similar purpose - for the royal pig to escape. But there the similarity ends. It has trappings fitting a dirty pig like the fat pig, with regular compartments designed for a pig to eat, drink and shit.

The tunnel in the Ummagga Jatakaya could accommodate elephants, horses etc. but not pigs. Perhaps Mahausada, though a genius, could not find an effective way of dealing with the foul smell of pigs (especially fat farting pigs who eat mutton and string hoppers) in a closed space like a tunnel.

We have all seen how the LTTE has used the experience of the overseas professionals for their benefit. Who says we don’t have the capability. It is a pity that all of it has only been used for destructive purposes and not for the betterment of the lives of the people of Sri Lanka. I am sure there is no dearth of Sri Lankan born experts in any given filed. Why can’t we rally all of them. Sure there will be limitations. Post conflict re-building can be thought of as a tremendous opportunity for Sri Lanka. We could do things the correct way. Professionals living overseas should find a way to help. The government should find a way to get them involved too. We Sri Lankans are notorious for missed opportunities. What do we need to make sure that this too is not one such missed opportunity?

See the map of new CSF and learn how experts work. Notice the Eastern sea access and the Western lagoon access is being denied to the pigs. The so called innocent civilians and the stinking pigs are being corralled in to this zone. Once this is done our heroes can take out the stinking pigs one by one at leisure.

The pigs can escape only through narrow corridors where our heroes will be waiting to give them the works. The final stage is going to be a turkey shoot.

And the greatest thing. No witnesses. I cannot help feeling a bit sorry for the pigs.

While the battle to rout these terrorists is on we must make every effort to develop the island. People in power must listen to people who have succeeded overseas and come back to the island to invest as they are facing numerous problems in the island. To start with the government must reform the inefficient, outdated and corrupt legal system that will not protect your investments, inefficient bureaucracy in the government departments that really get in the way of getting on with any venture.
People in power must meet the people like us whenever they visit these countries but not people who have no interest in helping that country but seek a photo opportunity with the visiting VIP.
When ever we met people like CBK or recently Prof Gl.Peris promised to look in to our concerns but nothing else happened since then. Unless we get the economy right in line with a place like Singapore we will be venerable to outside enemies who will weaken us and even impose their will on us then all these victories will be in vain

Even before this, when Pakistan supported USA (for money) after the 9/11 for money we knew well that Pakistan was asking for trouble. Where ever USA went and who ever opened the doors for USA such countries paid so dearly. Although USA does not acknowledge there is a stigma attached to their name. India knows this well. India would be very careful in dealing with USA for whatever the reason.

It is hard for me to justify that Swat Vally developments were the catalist for USA's request for amnesty to LTTE to braze in a third country through UNA.

In my view, USA's reqest has inadvertantly done good to our course. UN, China and Rassia's (even UNSC's) stance has changed.

I am rather skeptical about these so called 'innocent civilians'. Judging from my past experience, every single one of them is proud of the Fat pig and considers him a hero despite all the cruelty he has inflicted on them. They also hate us.

I find in general that Tamils are pathological liars and this is quite evident in the Diaspora. The Tamils are never going to forgive us. Like in the case of elephants they never forget and keep revenge in their hearts. They will bide their and strike at an opportune time.

Now we know for sure, even though our forces show their exceptional skills in planing and execution, our civil administration sucks.
We had enough time and we could not plan to hadle IDPs and still it is big issue.
Issue is, GOVT does not try to distribute the responsibility of taking care of this population.

Even the cooking is still done by ARMY and this is utter waste of time money and resources.
same civil administration, like in pradeshiya saba , should be establised in camps with selected individuals as gramasewaka.
Food rations should be issues to groups to prepare their own meals.

When ARMY prepare Rice and curry, they will prepare dosai, wada etc. Let them prepare their own meals.

Get the able bodies, who are willing to earn, to civil works may be in camps or out side and pay them for their work, rather bringing people from outside.

Mix adequate number of moles in each camp to get first hand info about the thinking process of the camp inhabitants, to take mesures, before things becomes worst.

When a LTTE cadre is identified and send to rehabilitation capms, their parerent also should allowed once to visit to the capms to get some confidence. This is very important for Tangachchis.

whoever wants to join to their relations outside, shoule be allowed after screen ing and should report to nerest police station every months. all IDP details should be properly incerted in to a data base and should link to Air port immigration control to see any body trying to escape without permission from the authority.
Screening process should be categorised to according to risk profiles and people who in lowest risk profile should be allowed to go out and even out of country without any issue.

ARMY should be strictly adviced to not to have any sexual relationship with inside people. There can be thangachchies, who have been pluged their to have sexual realtionships with boys in ARMY and raise false allegation. People,who can suiside, easily can do such things for LTTE. We should be extremely careful of handling this IDPs. Most of them are innocent, but not all.

LTTE diaspora is working hard on their plan to euqate our camps to NAZI capms and there is a big IC force behind them now to support their cause.

Yes, the UTHR has lost many of its members to the LTTE, most famously Rajani Thiranagama, who was murdered by a Tiger gunman in 1989.

They have been able to access some of the civilians leaving the Vanni, upon which they based their most recent bulletin, which you can read here: http://www.uthr.org/bulletins/Bul47.htm

You will notice that the report is, on the whole, probably more critical of the LTTE than the government, and actually has a lot of positive things to say about the SLA. Nevertheless, deliberately attacking civilians, apparently as part of a strategy to intimidate them into leaving the NFZ, is a war crime.
