We have been receiving highly credible information regards the slow pace of the current military offensive, which has nothing to do with a Cease-fire forced on Sri Lanka by the West or a rethinking of the military option.
DefenceWire can confirm, not a forceful threat, but a humble request by the Indians has been made to temporarily postpone the very last phase of the offensive against the Tiger leadership, trapped north of Vattuvaan. The temporary 'banning' of the use of heavy weapons was a symbolic gesture of this 'understanding' between the Sri Lankans and the Indians.
The temporary halting of a planned Special Operation to capture/kill Prabhakaran has been put in the back burner until the elections in India come to an end on the 14th. All naval assets have been pulled into prevent Prabhakaran's escape by sea and the elite units, Offensive Divisions and the entire government is biting their time for the opportune moment.
We have been told that the period AFTER the Indian elections, where a few weeks will lapse due to counting of ballots, negotiations between parties and formation of a government was being considered to be that opportune moment.
The top-level Indian delegation that visited Sri Lanka recently, and direct contacts between Colombo and New Delhi have ensured that the two states are fully engaged in honoring this agreement. Military sources confirming instructions from the political leadership claimed that as soon as the ballots are in the box and the point of no return reached in the elections, the special operation could commence in earnest.
The ruling party in India has made its claim that the potential capture, death or mutilation of Prabhakaran before the election could have a devastating effect on its election campaign. The government of Sri Lanka has been generous in accepting that stance so far.
Political observers we contacted said that in many ways, this was the best strategy for now. Sources claimed the political leadership was more concerned with honouring the 'understanding' with the Indians than following edicts from the West.

From what we have heard, this is a gesture of solidarity with the Government of India, not a particular ruling party, though what you say maybe a definite consideration. But it lays a good precedence for future relationships with any new party ruling India, who may look at Sri Lanka as an ally who was willing to hold back, when it really didn't have to, to help their Indian counterparts.

I believe that this is NOT a good strategy, specially holding for more than two weeks after 14th. The more we hold, the more we give chances for Prbakaran to escape. Also, we don't know what is going to happen after the election. If the elected ruling coalition is going to be dictated by TN lunatic fringe, then I must say that we are SOL.

This is a wise decision. It shows the government's sophisticated response to the international reaction. I have been following the Indian media including the major TV channels and Sri lanka seems to have disappeared from the headlines.
The lunatic fringe affiliated with the LTTE in the TN electorate was counting on "genocide" to make their mark (see Vaiko's website). Now they have to resort to attacking Indian army convoys in TN to attact attention to their cause. This will show the rest of the population in that country that these people are lunatics. Even the major parties in India that at one time were capitalizing on the misery of Tamils to promote their electoral chances have started condemning the lunatic fringe. Even if the army advances 100 meters a day this war will be over in a month or two.

I think you might have misunderstood the essence of this strategy, assuming that DW is correct. It won't make any difference whatsoever whether this strategy is kept secret or made public. With combat operations slowing down, the Eelamoids in TN (and elsewhere) will have less crocodile tears to shed for the remaining civilians. AFTER the election, there will be nothing that they can do to shift the Indian government into intervening.
It is not the "secret" strategies that win wars. Rather, it is the strategies which are plain in sight for everyone to see, **but which the enemy can do nothing about** which win wars.

Of course every country has their own agenda. Do you think if India really don't want SL to fight the war are they unable to stop us? The truth is India has helped SL in many ways to finish this war. India was firmly behind SL among the IC; India is our first line of defence against any wetsern threat. It is India who absorbed the IC preasure. These things are not visibale to public.

The Government, knowing in advance such camps were a necessity, should have made the money available or should have, and this is my preference, left the care, housing, feeding, costs and administration to foreign concerns and Governments, while maintaining the security needs themselves.
Start the West on a path of "put up or shut up" and keep the military focused on the job at hand.
The same with food supplies to the NFZ. The GoSL were not sending enough as their estimates were wildly wrong and why should we have faith in present estimates?
Letting donor nations supply and send food via the ICRC would have left any hunger/starvation issues on their doorstep instead of them becoming a tool for LTTE propagandists... same as with the IDP camps.
Keep the do-gooders busy and placate certain elements who would otherwise be using the problems we see now against the GoSL.
As for answering your question to me elsewhere... I mention to you that my posts are not always allowed by some moderators here and at both Ellalan and Puligal.

I agree with Ninja. India made a friendly request (not like US or UK did). Manmohan government always acted in a very responsible manner. We should do whatever possible to have them out of the hot water.

Assuming DW got the information is right, I'd say don't listen to anyone at this stage. Keep going forward as planned.

And China provide arms to both the governments and insurgent groups depending on their interest. And there are corrupted officials in those governments and insurgents any way sell arms for money. Its easy for LTTE to buy such arms from black market and smuggle via Indonesia/ Thailand.

Perhaps the fact that Buddhism in Tibet has been savagely attacked by the Chinese who invaded that country fifty years ago is unknown to you.

If this is true and GOSL and India didn’t’ wants this information to be given to Tamil Nadu for reasons we all know, DW is indirectly spoiling the soup.

If things were that simple, I think Mahinda would've taken that path.
I have a feeling that the govt did not want to get western govts and NGOs too involved because it did not want the latter to impose conditions which would hamper the military's ability to finish the war. The West has made explicitly clear that it values the short-term safety of the civilians more than their long-term security and well-being. The issue is complicated by the fact that the LTTE has infiltrated into the refugees, and that the West is ignorant or doesn't care that the next phase of this war will be guerilla.
Having said that, I do think that eventually the govt will be forced to be more transparent with what's going on in the camps, and to accept outside assistance.

Which non-Tamil would want to support a SOLELY TAMIL PARTY? NOT ONE.
If they persist in excluding non-Tamils from these organizations by naming them "TAMIL + something-or-the-other", they should have no reason to complain when they get ONLY TAMIL VOTES and never get to be a NATIONAL force with support from all communities.
Very few non-Tamil parties are named "SINHALA + something-or-the-other". They mostly have NATIONAL party names. With that comes the obligation to allow people of all races to join and lead the party.
So, let Tamil parties become NATIONAL in character if they want to gain NATIONAL status, or let them JOIN other existing NATIONAL parties and achieve prominence through MERIT & ABILITY as politicians.

Stupid or not, they are still a significant political force in the US. The much depleted Republican party, having lost many of its moderate supporters to the Democrats, is now even more conservative than it used to be. Many of these ultra-conservative Republicans are Christian Fundamentalists. Will they achieve prominence and the power to influence US policy again...I believe they will as the pendulum swings....only time will tell.
The facts that I presented are true, and we need to recognize that as ONE FACET of the US political fabric. They are a depleted, but continuing, potent political force in the US, that anyone who wants to learn and influence US politics has to study, analyze and understand.

This was my assessment also. Because of it, I wrote to MOD/SLA urging them to GET THE JOB DONE NOW...every day it is delayed, the worse it gets for us.

Their current approach is INCONSISTENT with their DECLARED POSTURE against TERRORISM, and is therefore FATALLY FLAWED.

I guess one thing West is also getting increasingly worried nowadays is they being slowly becoming 'unimportant'.
The increased tension prevailing in the West is clearly seen on the increased number of these delegates that we are seeing now in SL. The SL Gvt's flat rejection of the British envoy is a case in point (well done though.).
As much as I don't like the pose in our military offensive, I suppose, if India politely requested from SL, MR would be hard pressed not to listen to it, noting that we have never had such a supportive Indian Gvt for years.
I only hope that SL Gvt tries to finish this after next Wed (May 13), and not wait till the results are announced. As it seems, there won’t be a clear winner in India and a lot of back room dealing might be required with perhaps TN politicians.

"SLAF airlifts Tamil civilians injured in LTTE fire
Sri Lanka Air Force has airlifted Tamil civilians received severe injuries in LTTE indiscriminate firing to the Anuradhapura base hospital last evening, 8 May.
Air Force spokesperson, Wing Commander Janaka Nanayakkara speaking to defence.lk said 12 Tamil civilians airlifted from Alampil to Anuradhapura base hospital for immediate medical attention.
More Tamil civilians were able to reach the 59 Division amidst LTTE's indiscriminate firing upon them. Many civilians reportedly received injuries in this incident and victims in serious condition were airlifted, a senior military official in Mullaittivu said.
One of the victims has succumbed to his injuries while airlifting, Air Force spokesperson added.

Good analysis but I have some reservations in some aspects discussed. These are some facts I have observed,
1. Up to a point (until up to the event where 600 hard core LTTE carders were KIA), USA was more supportive and keen to see LTTE’s down fall. But that has come more quickly than they thought. Until that time USA was not critical of the way war was conducted.
2. EU countries. Especially UK and Norway were critical on this matter much earlier than that.
3. India has been reasonably consistent in their position towards SL.
Credit to GoSL, almost all three parties (US, EU and India) were taken by surprise the efficiency and speed at which our forces took LTTE under control. I think even GoSL was taken by surprise. This was when USA started making funny and unexpected noises and aligned them with EU. But India stood fast and only called for their concerned about civilians (in this respect they were consistent).
To the surprise of all reasonable people who followed the developments, Including India, got the shock of their life when USA asked for LTTE to be surrendered to a third party through UN. This has never been the policy of USA, ever. India was very quirt. Although they have not made any statement they encouraged GoSL by saying Prabhakaran & Pottu were required by India. This, to my recollection, is the first time USA requested a convicted criminal of India to be handed over to a third party. Now, you may recall the position USA took when Sadam was captured. He was not convicted as a criminal, prior to his capture, by any country including his own. (correct me if I am wrong). So this argument that India and USA is in a love affair of our delay in going for the kill is not quite so in my view.
The point I want to make is, USA’a unexplained stance on the above has nothing to do with USA’s perceived help for congress to power and in returning that favor by solving J&K issue in preventing Islam fundamentalists’ march to and across India through Afghanistan/Pakistan. In my view, it is given that Islam nations in the West of India will link with Islam nations in East of India regardless (just a matter of few generations). Also this argument has little merits considering BJP (which is ultra Hindu) would have a better chance of delaying that march.
I feel, as mentioned before in this block, USA’s move is anti Sri Lankan as well as Anti Indian. I am sure MR know this well enough.
In my analysis, the reason for MR (GoSL) to pause the operation can be explained in this way. He wants India on his side and congress in power. Any moves by USA in getting our region destabilized without India is extremely difficult. What ever said and done our politicians and elites still worship British Royals than USA. LTTE and Tamil separatists know this too. That is why they want BJP in power. They have a better chance with BJP than with congress,

I have just added an Article on National Statistics for Sri Lanka, India, and Tamil Nadu at the SriLankaPatriots blog. It is informative for us to compare the economic statistics of Sri Lanka and Tamil Nadu, and to try to interpret in that light the stand taken by the Western Countries on the Sri Lankan Tamils issue.
The population of Sri Lanka is about 21 million compared to about 66 million for Tamil Nadu.
The NOMINAL GDP of Sri Lanka in 2008 is about 39 billion USD (2008)compared to 78 billion USD (2008 est.) for Tamil Nadu. The Purchasing Power Parity GDP, which adjusts the nominal GDP for local purchasing power differences between countries, is 92 billion USD for Sri Lanka; the corresponding figure for Tamil Nadu is unknown.
The literacy rate is 92% (2004)for Sri Lanka and is 73.5 % (2001).
Tamil Nadu is an important constituent state of India in many respects. Let me quote from wikipedia.org:

It is the fifth largest contributor to India's GDP and the most urbanised state in India. The great difference between Sri Lanka and Tamil Nadu is in the Capacity to Produce Industrial Goods, and the extent of Foreign Investment in the state from Western Countries. Again, let me quote from wikipedia.org:

The city of Tirupur, in Tamil Nadu is the country's largest exporter of knit wears. knitwear and sometimes karur to tiruppur area referred to as Textile valley of India. In 2004, the export turnover from the town was more than Rs. 50,000 million ($1,000 million). Some 7,000 garment units in the town provides employment opportunity to 7,50,000 people. 56% of India's total knitwear exports come from Tirupur. The Export Import Policy of 2002-2007 acknowledges Tirupur for its contribution to the export efforts.
The home textile capital of India - city of Karur generates around (35,500 million) $750 million a year in foreign exchange and give the opportunity to 3,50,000 peoples for work.Over 60% of total India's exports come from karur. The Karur exports of Home-Textile products such as bed linens, kitchen linens, toilet linens, table linens and wall hangings.

Here is the key point you may have missed.
The handover of the Swat Valley in Pakistan to the Taliban for them to impose Sharia Law over, is quite new (four weeks ago). Even newer, and surprising to even the Pakistani Govt, is the instant move by the Taliban to extend their control beyond the Swat Valley to the Buner district only 80 miles from Islamabad. They apparently judged the Pakistani Govt to be weak and unwilling/ unable to prevent further aggression by them.
This ALARMED the US and the NEW Obama administration mightily, and they are moving rapidly to FORCE the Pakistani Govt to push the Taliban back in Swat, out of Swat, out of the North West Frontier province, completely out of Pakistan if possible. From both the US and the Pakistani Govt points of view, this is an EMERGENCY...and they are rushing to plug the hole in the proverbial dike.
A major problem is that Pakistan is unwilling to withdraw forces from its primary deployment along frontier with India, so the US is trying to get some sort of non-aggression guarantee worked out between India and Pakistan, and for India to go well beyond that to help Pakistan curb the Taliban.
None of this was URGENT six weeks ago; everything has changed radically since them. This is so important for US national security, that the US is willing to fund Pakistan very generously at a time it is going deeply into debt to shore up its own economy.
GUNS before BUTTER, as we ourselves did in fighting the LTTE to its ruin in the Wanni.

Thinking about a 'resource persons' concept is one of the things we expatriate educated /professional can so to SL. The concept is to go and train, lecture and improve the skills levels of Sri Lankans, both in the public and the private sector.
A similar concept for science related professionals was tossed around by one of the former Ministers some years ago, I don’t think it went that far.
I think the fields can cover as diverse areas as from improvements to public finance, budget management to engineering, numerous scientific fields, as well more importantly improving soft skills such as communication, negotiation, problem solving, and analytical type skills.
Since professionals working overseas have a much broader experience and exposure in these areas, working under trying conditions, they have well-rounded skills than someone perhaps working in SL.
SL’s set up still emphasises the ‘academic’ qualification as the most important as opposed to “academic + soft skills’ approach that we need in today’s world. Specially, the post-conflict SL can benefit from such an initiative.
Whilst this can’t be done overnight, that MUST be done, nevertheless. Mind you, there would be practical difficulties and teething problems as many of the people may not be able to work in SL due to their financial commitments (they not get paid or not paid that much) – as someone has to pay their mortgage – it won’t be that difficult to work out some sort of a program.
Government involvement in this is essential to facilitate this.
An idea worth exploring post-conflict..

Sri Lanka says OK to India because it understands that need, and the benefit to Sri Lanka of having the current party in power in India.
US misunderstood that Sri Lanka is willing to help out India wrt the elections on its own without US pressure, and tries to brow beat Sri Lanka into giving India what India can get just by asking SL in a friendly way, to SCORE POINTS with INDIA that can be cashed-in to get assistance to Pakistan against the Taliban.
So, the US abandons all of its anti-terrorism principles and rhetoric and tries to push Sri Lanka into a ceasefire "on humanitarian grounds" because it can't say why it really wants a ceasefire. I think after the Indian elections, if the UPA Govt survives in power in India, the US pressure on SL will melt away.
In case the BJP wins, needs TN votes to grab power, we are in trouble. THen, we will have to go ahead anyway with clearing out the NFZ, and depend on other allies to survive. If SL lets the LTTE escape this time, it will not survive anyway...so SL really has no choice in that case, but DO WHAT HAS TO BE DONE.
That is why, the SLA should act AS SOON AS THE VOTES ARE CAST, without WAITING FOR THE VOTES TO BE COUNTED. WHO comes to power in India after the votes are CAST, is irrelavant to the decision on clearing the LTTE out of the NFZ immediately.

But, here is the thing. You have to be able to apply what you learn, or it just fades away. That is, since most people are wage slaves, our job must have a NEED for such a skill.
That will require a good forward looking employer who VALUES such skills, knows how to CONVERT those skills into REVENUE STREAMS, and therefore CAN & WILL support the necessary training, both on and off the job.
Therefore, if expatriates with the necesary skills help npot only to TRAIN people in SL, but help to CREATE BUSINESSES and JOB OPPORTUNITIES that require and can leverage such skills...that would be the most effective way of helping people and grow the economy based on high-value skills, services and products.

Anybody who has read Ummagga Jatakaya, would remember the climax, where the King surrounded by an enemy army, escapes through a tunnel that the hero Mahausada built just for that purpose - without the King's knowledge. The tunnel, right out of science fiction, was full of luxuries and was large enough for elephants to walk through. There were resting and sleeping chambers at intermediate points, replete with banquet halls. Beautiful paintings were painted on the walls of the tunnel along its full length.
The structure discovered in the NFZ, that is perplexing all, has a similar purpose - for the royal pig to escape. But there the similarity ends. It has trappings fitting a dirty pig like the fat pig, with regular compartments designed for a pig to eat, drink and shit.
The tunnel in the Ummagga Jatakaya could accommodate elephants, horses etc. but not pigs. Perhaps Mahausada, though a genius, could not find an effective way of dealing with the foul smell of pigs (especially fat farting pigs who eat mutton and string hoppers) in a closed space like a tunnel.

We have all seen how the LTTE has used the experience of the overseas professionals for their benefit. Who says we don’t have the capability. While the battle to rout these terrorists is on we must make every effort to develop the island. People in power must listen to people who have succeeded overseas and come back to the island to invest as they are facing numerous problems in the island. To start with the government must reform the inefficient, outdated and corrupt legal system that will not protect your investments, inefficient bureaucracy in the government departments that really get in the way of getting on with any venture.
People in power must meet the people like us whenever they visit these countries but not people who have no interest in helping that country but seek a photo opportunity with the visiting VIP.
When ever we met people like CBK or recently Prof Gl.Peris promised to look in to our concerns but nothing else happened since then. I have not seen that alleged paper, nor am I aware of any evidence that Professor Hoole believes Tamils are a "superior race". Certainly Mahinda Rajapakse respected him enough to appoint him Vice Chancellor of Jaffna University, and the Tigers hated him enough to threaten his life over the position, so he's doing pretty well for an alleged "Eelamist", I'd say!
Of course, Prof Hoole is besides the point, as the UTHR's record on reporting human rights violations by BOTH sides in this conflict speaks for itself. That doesn't make any sense. If they had truly "learned the lesson", then they would have stopped attacking the LTTE. Instead, they've become more and more critical (as the LTTE has become more brutal). Likewise with the SLA.

Please read my comment above. Prof (Ratnajeevan ) Hoole has nothing to do with UTHR. Rajan Hoole, his brother, was one of the co-founders, but Prof Hoole has no affiliation, so your point has no substance.

Leaking information such as this jeopardizes government strategy informs the Tigers that they have an unofficial 6-7 day pause to regroup and counterattack or make a run for it. As patriotic Sri Lankans it is important to have responsible journalism.
I think overunning the Tigers in teh next day or two and exposing their lies and false propaganda would have a far more positive impact on the Indian elections.

Just charge $10000- per day per person, in cash, to operate in the North... which a unique site. Then put them under SLDF watchful eyes... and they would vanish into thin air. At least we can use that money for counter-propaganda.
