LTTE posters inside IDP camps

Mysterious LTTE posters have appeared inside several IDP camps threatening the inhabitants and the Sri Lanka government.

The posters, mainly hand-written on pieces of paper contain the following messages:

"Our National Leader (Thalaivar) is not dead. How can anyone kill him? He is invincible. The Army is lying. Anyone collaborating with the Army will be severely dealt with. The Eelam struggle still continues under our leader."

A careful investigation of the source and origin of these poster messages indicates a huge blunder in the administration of the IDP camps. In some cases, inmates under observation as LTTE suspects have even escaped the camps.

In addition to the civil administration in place at these camps, an Intelligence and Counter-Insurgency/Terrorism function was assigned to the camps due to heavy infiltrations by LTTE cadres.

In doing so, the various IDP camps in Vavuniya, Jaffna and Mannar were divided-up among the various intelligence agencies.

These agencies included the Directorate of Military Intelligence (DMI), The Terrorists Investigations Department, the Criminal Investigations Department (CID), the police Special Branch etc.

Based on our observations it was evident that the posters were coming up at Non-DMI administered IDP camps. Many outstanding Intelligence Officers we spoke to were somewhat alarmed at the proposition of smoking-out remaining terrorists when so many agencies are in charge.

These are some of the trades people around Buddhist pilgrimage sites - some are quite fluent! Even some kids know a bit of it :)

That is very interesting. Given the number of Sinhala travelers to Magadha, it is natural that some of those vendors speak Sinhala there. In fact, my parents told me that there are a few restaurants around one of the holy sites where they serve our food.

That's true.

That's because of the pilgrims. The biggest contingent is from Sri Lanka. One of the main roads in
Budhagaya is JR Jaywardene Marg.

This is a recent phenomena.

However, present day Bihari, Bengali, Oriya and Assamese all come from one ancient language group that was derived from Pali, the spoken language of Magadha. Hindi and Urudu are not in this group. Also, Hindi and Urudu have more Arabic words as reult of the Mogul influnces.

Since Sinhalese is also derived from Pali, there are a number of common words among these six languages. It would not be very difficult for a Sinhala speaking person to grasp the meanings of words since th root words are the same. There are also some surnames that are in common. I believe this is because some of the surnames are drived from titles (e.g. Adikari). The insitution names are also samiliar. For example, high schools in eastern India have the name of the school followed by Maho Vidyalaya.

I am not surprised that there are Sinhala speaking people in that part of India, perhaps in a place like Buddha Gaya and my business partner’s relatives in Malaysia left that place to India after the riots in Malaysia in early 60s.They were a highly religious lot and some scattered to Burma and India where a few were in the jewellery trade and food trade. You might find them places close to Himalaya too. Some were married to the locals. Groups like this were very common in Malaysia and when you visit a cemetery in places like Kl, Penang and Kuntan you see their names on the grave stones. It’s not surprising to see them in places of Buddhist religious importance as their wish were to spend the last years in those places. For unknown reasons SL wasn’t attractive place to settle in 60s as some left for Malaysia and obviously some Malaysians retired in India.

Not sure what the original language was called.

Pali is just a term we use today to describe the language.

This was the spoken language of the common people unlike Sanskrit which was always a religious language and literary language of the elite. One great thing about dead languages is that they have not evolved. Today Pali is a religious language only since it is considered a dead language.

It has not evolved for the last two and hald millenium. Therefore, my hunch, is that its probably very close to the original spoken language of that part of India.

I have heard from my sister's husband that there is a small Sinhala speaking community in Malaysia that traces their origins to the 1930s and 40s. The British had taken administrators from Sri Lanka to work in the colonial administration of British Malaya. According, to my relative they speak a Sinhala dialect that was spoken in Sri Lanka about 60 to 70 years ago.

The Maldivians also speak a very old dialect of Sinhala, probably several hundred years old. When I was growing up, we had several Maldivians in our household and I was able to understand their language Divya without much effort.

you mean Dhivehi. Yes it is somewhat similar to Sinhala. And therefore Maldivians too understand us sometimes. Some words are the same, while others follow closely. However, they also do have words from other languages like Arabic, Hindi, and probably Tamil also.

Until a decade/2 decades ago, their vocabulary was quite limited in comparison to other languages. Since then, they have started building their word base.

They were a Buddhist country until the 12th Century. Then something happened and the king converted to Islam and everyone followed - maybe on royal decree.

The official version of events is that a virgin had to be sacrificed each month to a monster who came in from the sea. The girl was chosen by drawing lots, and was left by the beach. Next morning she was found dead. On one such occasion, an Islamic person from Arabia was staying over, heard the story and decided to take the girl's place. The story goes that during the night he was reciting from the Koran and scared the sea monster away.

The unofficial version is that the girls were for the king! The Arab probably caught him and who knows, maybe blackmailed him???

Do you know that Sanskrit is listed in Wikipedia as an official language (statewide) in India. So, are they saying Sanskrit is commonly spoken and written, or is it used ONLY in literary writing?

Also, there is a separate Wikipedia section on Magadhi. It begins like this:

sure, matie. i RESPECT your views very much. these are only my views based on limited available knowledge.

1. he asserts a sense of too much importance. he is not important at all, in politics. ppl consider the 3 rajapakshas (GR is not into politics) MORE than enough for the time being.

in SL, VERY few politicians succeeded in politics while their parents were ACTIVE in politics.

2. he has to first complete his studies b4 trying to get popular. contrasted with his VERY HUMBLE siblings (the country loves them - those who know them) he should slow down.

3. his show-off is unbecoming of a BUDDING politician. especially compared with MR, GR and BR who are well known for their hard work.

4. his UNTIMELY adventures with a AR car. this happened when ranil ROBBED a buddhist monk's car and blamed the monk of "owning" a luxury car and all that!!!! and the car havoc gripped the country. after all it was not even his car!!!! anti-govt jokers had a good opportunity to fool the gullible sections of the ppl (which is INFLUENTIALLY LARGE).

5. it doesn't seem right that the president's son is heading a NGO that deals financially in matters connected to the govt. the HELP HAMBANTOTA project (although done with very good intentions) backfired on MR (although he didn't defraud anyone at the end of the day). TF it makes sense to keep away from such things for some time.

6. the gordon brown effect (this is at my end). gordon brown is one person i cannot bring myself not to dislike.


i recon he should re-prioritise certain things. that will make him a better future politico. he should also realise that some of his adventures can potentially harm MR and BR's political future. enemies of MR and BR, failing to find major weaknesses in them, are after soft avenues. mere friendship with them (NR is friendly with MOST UNP leaders. even mangala) is not going to save him.

Casc and Ananda

When my foreign born wife after seeing the Sinhalese writing thought it was Burmese, Thai or Cambodian. Perhaps there may be some connection as the Persians have a similar set up. Their old written language was Pahlavi and the writing is similar to that of Hindi or even Sanskrit but after they were invaded by an Arab name Omar who destroyed much of the country’s historical monuments that country was forced to adopt the Arabic script which I think is used by the Pakistani’s as well.
Perhaps our language originated from Sanskrit but the writing or letters from further East like Burma. I am not very good in languages and history but this is my 2 cents.

a guess. by putting together 2 things.

modern sinhala letters resemble thai, burmese, cambodian & malayalee.

the first two had a major impact on SL education system (pirivena) through buddhist monks' higher ordinance AFAIK. so chances are that letters evolved following that.

some letters like "K", "THA", "N", etc. came from tamil if not earlier languages like sanskrit/pali. (it is very unlikely that HUGE TN learnt letters from sinhala.)

I've heard that Jaffna = Yalpanam is derived from a Sinhala name and was inhabited by Sinhala people. There are apparently many stone inscriptions that prove it. Let us write and publish an article on the subject!

Maoists kill 29 policemen in Chhattisgarh

RAIPUR: Maoists on Sunday struck thrice in their stronghold in Chhattisgarh, killing at least 29 policemen, including a district superintendent of police, in landmine attacks followed by indiscriminate firing.

All three attacks took place in the Manpur belt, some 200 km from here, in the Rajnandgaon district, bordering Maharashtra state.

"A contingent of the District Force (DF) and Chhattisgarh Armed Force (CAF) drove into a booby trap laid by Maoists in a thickly forested area in Rajnandgaon district, in which 25 jawans were killed," Girdhari Nayak, additional director general of police, told IANS.

Insurgents killed at least four policemen in two other separate attacks while a few policemen are reported to be missing.

Rajnandgaon District Superintendent of Police (SP) Binod Kumar Choubey was among the victims. This is for the first time in over three decades of Maoist militancy in Chhattisgarh that a police official of this high rank was killed by the radical Leftists.

"Over 200 heavily armed cadres of the CPI-Maoist's People's Liberation Guerilla Army (PLGA) first attacked the SP's convoy comprising about 100 policemen with powerful land mines and then opened indiscriminate firing," a police officer based at Rajnandgaon said by telephone.

"Though policemen returned fire, they were soon overpowered by highly militarised PLGA fighters," the officer said.

Maoists walked away with weapons of the killed policeman.

The death of Choubey, who had earned reputation as one of the sharp and daredevil police officers in the state, has shaken up the force. All high-ranking officials, including Director General of Police Vishwaranjan and Home Minister Nankiram Kanwar, rushed to the attack site.

Several injured were admitted to the Rajnandgaon district hospital while a few others were airlifted to state capital Raipur for advanced medical attention.

Chhattisgarh's opposition Congress sought imposition of the President's rule in the state saying the Bharatiya Janata Party government had failed to check Maoist militancy.

Chief Minister Raman Singh cancelled his trip to Nagpur scheduled for Sunday afternoon after the attack.

The central government had banned the Communist Party of India (Maoist) last month after the ultras came to control Lalgarh area in West Bengal.

"Oh My God! Here I was under the WRONG impression that the FEDERAL SYSTEM of Power Sharing was WORKING PERFECTLY in maintaining PEACE & SECURITY in India by EMPOWERING ALL segments of Indian Society.

Well, it appears that there are some SERIOUS flaws in the system. Since the Federal System is PERFECT by definition, and empowerment is the only solution, I propose that the security forces CEASE & DESIST from attacking these people with OUTSTANDING GRIEVANCES with the system of government in India.

It would seem the LOGICAL SOLUTION is to FURTHER SUB-DIVIDE the Indian states into smaller regions in which power is DEVOLVED to the Maoist Terrorists. If they move to the adjoining state also, WHAT THE HELL, EMPOWER them there also!

We in Sri Lanka, will WATCH the progress of this curious process of EMPOWERING TERRORISTS closely, before we follow suit with devolving power to separatists and terrorists."

This may sound very profound. All Indian scripts, regardless of the language group (some are in the Indo-European language group and others like Tamil are in a uniquely Indian language group), and non-Indian scripts such as Sinhala, Burmese, Thai, Cambodian, Lao are derived from the Brahmi script. Before the Brahmi script there is no evidence of a script in India unless you go back to hieroglyphics of Mohanjadaro. I suppose it takes an empire to come up with a standardized script.

The southern Indian scripts, including Sinhala, became rounded over time and the northern Indian scripts became elongated. The Brahmi script became standardized in the reign of the emperor Ashoka, especailly the latter part of his regin. There are a number of caves in Sri Lanka where there are Brahmi inscriptions. If you go to the Dambulla cave temple, you will notice the Brahmi letters below the water drip line. The origin of the Tamil alphabet is also the Brahmi script.

In my opinion, the modern Telugu script superficially has the closest resemblance to the modern Sinhala script. Sinhala also has words in common with Tamil and Burmese.

Sanskrit and Pali do not have a script. They are merely languages. They are expressed in whatever script used in the country. Therefore, Indians today use the Devanagari script for Sanskrit. Budhist priests in Thailand will use the Thai script for Pali while Budhist priests in Sri Lanka use the Sinhala script to express Pali.

In my humble opinion, many of the Maoist issues relate to the great economic inequalities and social equalities that exist in India today. Before the curent economic downturn, about a year ago India had the richest man in the world, one of the Ambani brothers. Indian also has the most number of $ billionaires in Asia. Yet India's per capita GDP is one fourth of Sri Lanka. Illiteracy is one of the higest in the world and two thirds of the people live on less than Two $ US a day. Average life expectancy is in the low 60s.

One of the things that happened after the 1971 insurgency under Mrs B (and I believe Chandrika was the land reform commissioner back then) was land reform for good or for bad in Sri Lanka. Therefore we don't have large scale land owners and phesants working the land like medievel serfs. Under the Paddy Lands Act, tent farmers rights are well protected from abuse and tenant farmers can't be thrown out at the whims of abusive owners.

These types of reforms did not happen in post independent India. There are large scale land owners, typically, upper caste Hindus,who oppress and abuse the tenant farmers, who have no legal safeguards. The police and local administration are extremely currupt. In some of the poorer states in India there are some labor practices that border on indentured servitude and modern day slavery.

For all of these reasons these types of localized conflicts will will continue to grow in India.

‘13th Amendment has safeguards’

COLOMBO: The 13th Amendment of the Sri Lankan constitution is not implemented fully because it provides for devolution of power to the provinces in regard to sensitive subjects such as land and the police.

Sri Lankan nationalists, especially those belonging to the majority Sinhalese community, fear that giving power over land and the police to a Tamil-majority province would lay the ground for separatism.

Full implementation of the 13th Amendment is anathema to them.

Sri Lankan liberals, however, feel that these fears are baseless, because the Indiainspired 13th Amendment has enough safeguards against separatism.

They point out that the Centre and the President have key over-riding powers, which ensure national unity and ethnic integration.

With regard to land, the Amendment says that nationally funded irrigation and land development sch emes come under the purview of the Central government because of the cost factor.

The distribution of State land would be done according to the national ethnic proportions, but an effort (only an effort) would be made to see that the ethnic composition of the province is not altered in the process, the Amendment says.

Since the distribution of the land would be based on the national ethnic ratio, the majority Sinhalese community would get land in the Tamil majority areas, and the minority Tamils will get land in the Sinhalese majority areas, though not to the extent of changing the ethno- demographic character of the province.

With regard to other state lands also, the Centre has over-riding powers. The Provincial Council can only make recommendations to the President as regards the alienation or use of such lands. It is the President who would decide.

POWERS OVER POLICE: The 13th Amendment has provision for a provincial police force in addition to a national one.

The number of personnel recruited by the provincial police force would be subject to the approval of the President.

The National Police Commission shall establish the criteria for recruitment, training and arming.

The provincial police would be headed by a DIG who would be appointed by the IGP, who is the head of all the police forces in the country.

But the IGP would have to get the concurrence of the Chief Minister of the province.

In case of disagreement between a Chief Minister and the IGP, the matter would be referred to the President, whose view would prevail.

Above all, under clause 154 (G) 1, if the President feels that the administration of a province cannot be carried on according to the constitution, he can take over all or part of the powers of the Provincial Council. But such a proclamation has to be approved by parliament within 14 days.

However, the part about Admiral Zheng and the capture of the King of Kotte and the stone inscription is true. Admiral Zeng was a Mongol and a muslim who travelled the world all the way from China up to Kenya before the age of European exploration.

The Chinese did capture and King by trckery and took him to China as a hostage. He was later retuned and Sri Lanka had to pay tribute to the Chinese emperor for a brief period.

Several years ago, a Chinese family visited Sri Lanka. They claim to be descendents of a Sinhalese King. Not sure whether they were decendents of the same king who was abducted and taken to China.

But, the SOLUTION is to implement reforms, not handover the country to people advocating class warfare like POL POT, or the JVP in Sri Lanka in the past. Besides, the ballot box is available for them to acquire the power to address grievances ... why don't they do that? Just like the JVP, if they can't convince the PEOPLE that their solutions are good, they will try to impose their views by force of arms. That route to power must be CONFRONTED and DEFEATED.

NEW DELHI: A leading defence expert has projected that China will attack India by 2012 to divert the attention of its own people from "unprecedented"

internal dissent, growing unemployment and financial problems that are threatening the hold of Communists in that country.

"China will launch an attack on India before 2012. There are multiple reasons for a desperate Beijing to teach India the final lesson, thereby ensuring Chinese

supremacy in Asia in this century," Bharat Verma, Editor of the Indian Defence Review, has said.

Verma said the recession has "shut the Chinese exports shop", creating an "unprecedented internal social unrest" which in turn, was severely threatening the grip of the Communists over the society.

Among other reasons for this assessment were rising unemployment, flight of capital worth billions of dollars, depletion of its foreign exchange reserves and growing internal dissent, Verma said in an editorial in the forthcoming issue of the premier defence journal. In addition to this, "The growing irrelevance of Pakistan, their right hand that operates against India on their behest, is increasing the Chinese nervousness," he said, adding that US President Barak Obama's Af-Pak policy was primarily Pak-Af policy that has "intelligently set the thief to catch the thief".

Verma said Beijing was "already rattled, with its proxy Pakistan now literally embroiled in a civil war, losing its sheen against India."

"Above all, it is worried over the growing alliance of India with the US and the West, because the alliance has the potential to create a technologically superior counterpoise.

"All these three concerns of Chinese Communists are best addressed by waging a war against pacifist India to achieve multiple strategic objectives," he said.

While China "covertly allowed" North Korea to test underground nuclear explosion and carry out missile trials, it was also "increasing its naval presence in South China Sea to coerce into submission those opposing its claim on the Sprately Islands," the defence expert said. He said it would be "unwise" at this point of time for a recession-hit China to move against the Western interests, including Japan.

"Therefore, the most attractive option is to attack a soft target like India and forcibly occupy its territory in the Northeast," Verma said. But India is "least prepared" on ground to face the Chinese threat, he says and asks a series of questions on how will India respond to repulse the Chinese game plan or whether Indian leadership would be able to "take the heat of war".

"Is Indian military equipped to face the two-front wars by Beijing and Islamabad? Is the Indian civil administration geared to meet the internal security challenges that the external actors will sponsor simultaneously through their doctrine of unrestricted warfare? "The answers are an unequivocal 'no'. Pacifist India is not ready by a long shot either on the internal or the external front," the defence journal editor says.

In view of the "imminent threat" posed by China, "the quickest way to swing out of pacifism to a state of assertion is by injecting military thinking in the civil administration to build the sinews. That will enormously increase the deliverables on ground – from Lalgarh to Tawang," he says.

If China attacked India, India will devastate India. Aging Indian Army has no means of waging a war against China as China is much more advanced than in India in many ways.

Therefore, war is no option for India. Even meddling in Sri Lankan affairs is no good for India.

What India has to do is to avoid any clash with China at all and focus on getting poverty eliminated in India. Playing nice will win India over time.

China will NOT gain anything whatsoever by attacking India either. It will be an unnecessary burden and a dent for China in its whole development efforts. China can afford to withstand economic slowdown of the west by slowing down short-term efforts. They can still invest on long-term infrastructure and R&D effort due to their reserves and lifestyles.

The Indian ghost-fighters create tension just to get prominence. No country or its peoples would win by gearing up for war, but it would make others who produce weapons win.

If I were the Indian Prime Minister, I would make a visit to China and strengthen bi-lateral relationships and will make sure that China become a friend of India than gearing up for a war.

The above strategy would make India WIN by big leagues than the war path.

MAKE LOVE! NOT WAR!

Ethnic Conflict and Civic Life: Hindus and Muslims in India by Ashutosh Varshney.

Varshney's book has a solid basis and gives us hope. His kernel observation is that ethnic integration in all facets of society is the key to harmony.

In one example, integrated cities were able to stop wild rumors that inflamed the comparative nonintegrated cities. What the peaceful cities did and how they did it through dialogue on the local and individual levels provide us direction complete with a road map. Their very harmony is a goal achieved; one we can all hope for and expect for the world.

Varshney also found that uncoordinated integration, as on playgrounds and neighborhoods, is important, but less so; it is necessary but not sufficient.

Patterns he found that correlated with ethnic strife continued after his book came out, confirming the predictive ability of his conclusions. It is heartening to know that the UN began working with Varshney even before his book was published.

Varshney's book is more than commentary; it is research that meets or exceeds scientific standards for social science. This does not mean there are not other factors or more fundamental causes and effects. Economic interdependence might be one such variable. However, we would argue that societal integration brings about economic interdependence in positive ways, an effect of peace not a cause. Economic disparity is another matter; it can lead to Humiliation and Alienation, two of the most common conditions for radicalizing terrorists. Economic disparity also runs against integration, even if there is interdependence. So interdependence in rough equality seems to be the desirable state of affairs.

In any event, Varshney has already found a root cause of intra-city / inter-cultural conflict. The very fact that he found peaceful cities (integrated ethnically) coexisting with violent ones (not integrated ethnically) in the same national culture and ethnic mix gives powerful impetus to the belief that ethnic integration in all facets of society can make peace on the larger scale. The peaceful groups used dialogue to recognize common interests and to build from there. All it took was awareness and desire on the parts of local officialdom to make it happen.

When you think about it, his explanation accounts for the success America has had with ethnic integration. Coming without guidance and in the face of prejudice and a conservative culture, we were slow to arrive at our present state. Nevertheless ethnic groups in America are now sharing increased appreciation of one another because of our common interests in all levels and aspects of society. Witness the 2008 Democratic primary for president--where a black man and a white woman vied for the nomination and nearly tied. Not only that, but Varshney's insight also accounts for the postwar resurgence of Europe via dialogue on the diplomatic level.

These encouraging results share a common theme, Dialogue, a well developed method too powerful to ignore, and one that is standing the test of time.

To repeat: Ethnic integration in all facets of society is the key to harmony.

i have a little test to check if anyone is an arselicker or not. so far it has worked in workplaces, social gatherings, etc.

IF an alleged arselicker shows initiative, innovation, intuition OR ingenuity, he is not an arselicker!

he may work according to a seen or unseen boss, but he is not an arselicker. he works in perfect conviction according to his beliefs, RIGHT OR WRONG.

what chandrasiri is required to do is to get CONFORMITY from liberated areas/ppl to the SYSTEM/LAW & ORDER. to put it CRUDELY, he has to get the ppl to "arselick" the system/the law (which is a MUST in every country, especially in developed countries)!!!!

bcos china already has a foothold in SL development than india. the ONLY instance india's financial interests exceed china (other than in external trade which is not state based) is in IDP welfare!!!!! which is temporary and no recurring relevance.

on the other hand china is VERY demanding. i'm 100% sure china will install 3D radar with VERY HIGH RANGE in hambantota. this will enable them to scan ALL indian ship/sub movements and MOST air movements from SL. neither SL nor india can tell china not to do it!!

the equlibrium between them is for the benefit of SL.

The original Persian alphabet would not have been Arabic. Some of the Persian Kings were patrons of Budhism. The Kushana Kings and Sasanian kings were patrons of Mahayana Budhism.

Taken together with the second part of the answer, I think the NO was a diplomtic answer and what MR means that there will be no effort by the govt to do such a thing forcibly or as a policy but no one is going to prevent a natural process, similar to what is happening in the South.

Budhism and Jainism was prevalent in TN till about the 8th or 9th century.

In fact, the man considered the greatest Tamil poet of antiquity, Tiruvalluvar, may have been a Jain or a Budhhist.

Also, Bodhidarma, the the Budhist priest who took Mahayana Budhism to China in the six the century is Tamil and came from Kancheepuram,
the capital of the early Pallava kings and a major center of Budhist learning.

General Gardihewage Sarath Fonseka's name is hard engraved on golden pages of Mahawamsa. That is something an ordinary Sri Lankan can rarely achieve. Just like we talk about great warriors of Gamini Abhaya and Kiththi Vijayabahu, future generations will talk about General Fonseka and his warriors, perhaps with even higher regard.

Any way, he is going to serve the nation as the CDS. Therefore, we are certain that our nation's security still remains in the hands of true patriots.

Gen Fonseka came from the Sinha Regiment and it is fitting that the guard of honor came from that regiment.

I have heard very good things about Gen Jagath Jayasuriya. A friend of mine who studied with him in school says that he is a very decent gent. He was the school boxing chapion back in his school days.

The army will now revert back to a different role, so its fitting that someone who is an officer and a gentleman carry these traditions at the helm.

Lt. General Jayasuriya is also a real battle hardened warrior. He is no less capable than General Fonseka. He was involved in most of the Vanni battles very intimately behind the scenes. In fact, his authorization was needed for any MBRL fire we used against LTTE. Fear not, we are in very good and capable hands.

Dengue deaths rising in Sri Lanka

July 14, Colombo: Sri Lankan health authorities are losing the battle with dengue outbreak in the country as the death toll from the deadly epidemic has risen to 175 so far this year.

According to the National Dengue Prevention Unit, since January 16,714 dengue cases have been reported all over the country.

Sri Lanka's Health Ministry is baffled that most of the cases are reported from the upcountry. The central hill district of Kandy is the worst affected, with about 2,200 cases. Colombo, Gampaha, and Kalutara districts also have reported high rates of infection and deaths.

The Ministry has taken unusual measures to contain the spread of the disease so as to even arrest the public who inadvertently provide breeding grounds for the deadly mosquito, which is active during the daylight hours.

The government brought in two entomologists from Cuba to assist in developing a strategy to kill the mosquitoes. The government is planning to import the bacteria, Bacillus Thuringiensis Israelensis or BTI, which can kill the mosquito at the larvae stage.

The most senior Tamil Tiger leader to survive the military onslaught has left Sri Lanka, a Tamil minister said.

Minister Vinayagamoorthi Muralitharan, widely known as Col Karuna, told BBC Sandeshaya that Daya Mohan has "escaped to Malaysia".

The minister had earlier said that members of the Tamil Tigers had been trying to surrender or flee following the defeat of the rebel group in May this year.

He told BBC Sandeshaya that Daya Mohan and Colonel Ram, who had lived in the Amparai jungles in the island's east, had escaped, but did not give details as to his source of information.

'No surrender'

Speaking with BBC Tamil service days after the defeat of the LTTE, Daya Mohan said that the remaining fighters in the east were not thinking of surrendering.

He said the groups were "capable of carrying out guerrilla attacks" and were waiting for a decision from their leadership.

Discussing the progress of resettling and integrating the internally displaced persons (IDPs), Mr. Muralitharan explained that two villages, comprising 300 families, had already been resettled in Mannar after de-mining the area.

Commenting on an earlier remark that the Sri Lanka army is creating a "Tamil regiment", he said the government is encouraging Tamil youth to join the armed forces.

So far, 600 of his supporters have joined the army and police, and a police training facility has been set up in Batticaloa he added.

Minister Karuna, the founding leader of the paramilitary turned political party Tamil Makkal Viduthalai Puligal (TMVP), recently joined the ruling Sri Lanka Freedom Party (SLFP).

SL needs to out law Political Patry names that denote to SEPARATE destinities and rights for different ethnic and religious groups in Sri Lanka. Thus, "Eelam", "Sinhala", "Tamil", "Muslim", "Buddhist","Christian", "Hindu", "Tamil Liberation", "Hela Urumaya" etc should be banned from political party names, and communal objectives from party platforms/manifestos, in Sri Lanka, because they advocate, espouse, and claim SEPARATE DESTINIES for different communities in Sri Lanka.

In that respect, such parties work against ETHNIC INTEGRATION and communal harmony in the country by perpetuating these differences.

Accordingly, names such as

Eelam Peoples Democratic Party (EPDP)

Eelam Revolutionary Organization of Students (EROS)

Tamil United Liberation Front(TULF)

Jathika Hela Urumaya (JHU)

Liberation Tigers of Tamil Eelam (LTTE)

Sri Lanka Muslim Congress (SLMC)

etc should be banned. In these names:

"Eelam" denotes a separate state,

"Tamil" denotes a separate ethnic group,

"Tamil Liberation" connotes "liberation" of the "Tamil" community from the common community of Sri Lankans,

"Hela Urumaya" connotes lobbying for the heritage of the "Hela" ethnic group only,

"Muslim" connotes an religious and/or ethnic group vying for separate rights for that community only,

and so on. I have not attempted to make an exhaustive and complete inventory here.

Most importantly, why are we STILL allowing "Eelam" in party names?

What are your views on this?

Tamil Nadu Chief Minister’s daughter Ms. M. Kanimozhi Member of Indian Parliament is scheduled to visit Sri Lanka next week. Rewarding the brave top officers with top ambassadorial post is not wise because most of the Western countries where they will be posted have a large number of the Diaspora and it would be like a red rag to a raging bull and will be counter productive. We will be facing mighty Diaspora and they have made many inroads into the politicians and to diffuse it is to utilize the skills of the professional diplomat. When professional diplomat was removed in this country the Diaspora activity got bigger as no one in the govt. here would listen to a political and non professional representative. Result of this mistake was the large scale open displays of the terrorist supporters in UK.The right people were removed to our folly.
We also send the wrong message that any reward should be a better life abroad and life in the island is second to that. They should be rewarded within SL where their knowledge in defence matters and discipline is much needed to bring law and order to the country that is paramount.
We are the only patriotic fools that wants to comeback and help the nation but I suspect our conniving politicians have their heat abroad and to live abroad in future and I see no genuine effort be made to rejuvenate the country and to let loose people like Mervin is an indication that they have no real heart for the suffering people. I am disgusted by the way my foreign visitors were treated at the airport and that’s not the way to attract tourists that are much needed. Every nation has a security problem and they approach in a matured manner.

You make some very valid points. Its true that we don't have a professional foreign service any more.

The practice of giving military men ambassadorships has been going on for some time. These are some examples:

General Dennis Perera and Gen Janaka Perera were ambassadors to Australia

Gen Rohan Daluwatte was ambassador to Brazil (an ambassadorship was created for him in a country that had no SL Embassy before)

Gen Artygalle was ambassador to UK.

Gen Sri Lal Weerasuriya and now Air Marshal Jayakody to Pakistan.

What is unique now is that the Govt is appointing serving military officers as Deputy Ambassadors (not military attaches). Gen Jagath Dias to be Deputy Ambassador to Germany, and Gen Nanda Mallawarrachi currently Deputy Ambassdor to Indonesia.

It is a true fact that when some of our top government servants, and I include senior military officers in this category, retire
they find their economic means severely diminished.

While in the services, they are provided with housing, cars, food but at retirement these perks go away.

To prevent bribery and curruption, and to attract the best to these professions, it is very important to reward these people at the end of their career.

Air Marshal Harry Goonetilleke, father of the present Air Force Commander, lived in a simple government flat that was given to him free by President Premadasa. He died last year. There are many
retired service commanders who
live simple lives because of their economic situation at retirement.

The Govt now gives the retiring head of state a personal house at govt costs. President Dingiri Banda and Chandrika got this perk. It would be beneficial if it was extended to senior military officers too.

In the old days, in the British Army tradition, many of the senior officers (brigadiers and above) had a personal batman (like a personal valet). Probably no need for that type of extravagance but it is important that these people be looked after while in service and while out of service.

You have valid point there giving the post of the deputy but not the top job as we are in a situation that needs a determined frontal attack on the conniving Diaspora that has to be tackled using the accepted norms of the diplomatic language and the courtesies and protocol that is demanded. I remember Generals Artygalle and Ranathunge did their level best but not enough to turn things around.Untill recently we were tightening the noose on these guys here but now they are openly defining us with fund raising and demonstrating openly.
As far as UK is concerned we have let them off lightly to their delight and one must remember no country will feel charitable to a nation so irrelevant to them like SL and what is relevant to their interest is the wealth created daily by the Diaspora and their vote bank. I pleaded with the gosl in the past begging them not to replace the winning team in Lon HC but fell on deaf ears.
The terrorists have pulled out most of their carders abroad during the last 2 years to fulfil their main aim of having an organization that would bind them together for various profitable reasons but they truly will not physically set up a separate state but a stupid show case in Vanni using the likes of VP and the show will go on without him but none has any intention of packing their bags to come to live in their eelam.
Nor doubt they will keep the fires of Eelam going with a few saboteurs in SL claiming discrimination, rape murder and genocide. I think these military men will be useful to maintain good governance and discipline in the country and of cause with some generous perks and I will be very happy to host them here in London after all they have done us proud by eliminating the ruthless bunch of terrorists from the land.

Wow ! The Chief of Defence Staff position finally has some teeth.

Gen Rohan Daluwatte was the one who created the CDS position but that was a toothless position since the service commanders did not want to surrender any authority to him.

I wonder whether Admiral Wasantha Karannagoda will continue to serve in unifiorm or whether he will serve as a civillian advisor ? The photo in Defence.lk shows him in uniform but I am not sure whether that shows his farewell call on the Defence Sec.






The institution of the Chief of Defence Staff will comprise a staff of 300, including six Majors General of the Sri Lanka Army, and a Rear Admiral from the Sri Lanka Navy and an Air Vice Marshal from the Sri Lanka Air Force.

He will also be the Chairman of the Committee of the Chief of Defence Staff comprising the Army Commander, Navy Commander and the Air Force Commander. India to send 500 soldiers to Sri lanka

Sri Lanka’s first ever chief of defence staff Sarath Fonseka’s first day at work on Wednesday could leave China and Pakistan frowning for two reasons.

India was getting ready to send 500 soldiers to Sri Lanka — its largest contingent since the Indian Peace Keeping Force (IPKF) in 1987 — to help de-mine north and north-east Lanka, Fonseka announced.

“India was sending 500 de-miners to clear areas formally under the control of LTTE in the north,” Fonseka said in an informal talk after taking charge as chief of defence staff.

He did not indicate when the Indian contingent would arrive.

What would add to their furrows was his second announcement that $ 200 million worth of ammunition to be bought from China and Pakistan was no longer required as the war against the LTTE was over.

Earlier this month, the Indian government had expressed willingness to help demining the heavily mined areas like Killinochchi and Mullaitivu which till few months ago were LTTE strongholds.

The Lankan military says that a retreating LTTE had installed thousands of anti-personnel mines to stall the advancing Lankan troops. A private Indian company is already helping in de-mining areas in the north.

That was understood, but the PATRIOTIC DUTY was to celebrate that seminal victory.

COLOMBO: Sri Lankan President Mahinda Rajapaksa has said “no” to ethnicity-based separate provinces, in an interview to the latest edition of the American magazine Time.

Asked if he believed in some kind of self-governance for the Tamils, Rajapaksa said: “Don’t say Tamils. In this country you can’t give separate areas on an ethnic basis, you can’t have this.” But provinces could certainly have powers, to enable them to handle local matters, he conceded.

When asked if there was some kind of an effort to change the demography of the Tamil-majority areas, the President said: “No”. But he pointed out that demographic changes were happening in the Sinhalese-majority Colombo.

“The Eastern Province Muslims have come here (Colombo district). The Tamils have come here. You ask them. Why are you coming here? Can I stop them? No. If anybody wants to come and live in any part of this island, it the right of a man,” he stated.

Ruling out any special devolution for the wholly Tamil-speaking Northern Province, Rajapaksa said the North could not have a model of its own. “That I will not allow. The whole country must have a system.”

He noted that there were differences among the Tamils as to what they should ask for, now that the LTTE has been defeated and its leader, Prabhakaran, is dead.

“If you ask the IDPs (International Displaced Persons or the war refugees) they’ll say we want to go back to our villages. If you ask politicians, they’ll say, we want this and that. But yes, we need to give a political solution,” Rajapaksa explained.

NO TRUTH AND RECONCILIATION COMMISSION: Rejecting a suggestion that there should be a Truth and Reconciliation Commission to heal the wounds of the past through an honest and public acceptance of past mistakes, the President said that he did not want to “dig into the past and reopen wounds.” When suggested that airing a wound would help it heal, he retorted: “This is where the West is different from the East.”

WAR CRIMES: Asked about the move to punish Sri Lanka for alleged war crimes in the final stages of the battle against the LTTE in which 7,000 civilians were thought to have been killed, Rajapaksa said that it was wrong to punish a whole people through sanctions and embargoes, for the alleged wrongdoings of the leader or decision maker.

“Are you going to punish (all the) citizens for that, or the man who is responsible? Take me. Say that I violated all these human rights, killed people, right? Do you punish me, Mahinda Rajapaksa, or the innocent people of this country by sanctions, embargoes, travel advisories? There are ways of punishing me if you want. There, by now saying that, I will get punished,” he said.

However, he maintained that there were no human rights violations against the Tamil civilian population. “There was no violation of human rights. There were no civilian casualties. If I did that, it would’nt have taken two-and-a-half years to finish this. I would have done this in a few hours. These are all propaganda. In the Eastern Province (there were) zero casualties. I won’t say there were zero casualties in the North. The LTTE shot some of them (civilians) when they tried to escape,” Rajapaksa said.

Dravida Nadu demand will be revived, says Vaiko

MDMK general secretary Vaiko on Wednesday said former Chief Minister and DMK founder CN Annadurai’s one time demand of a separate Dravida country will be revived.

Vaiko’s letters to the Union government on the Sri Lankan issue was compiled and released as a book, “I accuse”, at a function here on Wednesday.

In his address, referring to the appeal of Chief Minister M Karunanidhi that the demand for a separate Tamil Eelam should be reconsidered as Anna himself had given up Dravida Nadu, he said comparing Eelam with Dravida Nadu issue was wrong.

“If Tamils are denigrated, the demand of Anna would make a comeback,” he said.

Senior pro-Eelam leader Pazha Nedumaran said it was important to go to the next phase of struggle. Sri Lanka was helped by 20 countries in the fourth war for Eelam. “It is honourable that the LTTE fought these forces. Now, there is a need to go to the next stage of the struggle.”

There is a need to mobilize support (on Eelam issue) from all the world nations, including India, and a consultative meeting will be held on July 19, he said.

The book was released by Tamizhar Desiya Iyakkam president Pazha Nedumaran and the first copy was received by poet Inkulab.

NEW DELHI: The central and state governments have been tardy in tackling the Maoists, Home Minister P. Chidambaram said Wednesday, three days after 29 policemen were killed in Chhattisgarh.

"Regrettably, we did not challenge the threat of Leftwing extremism adequately. Today, this poses a grave challenge," the minister said in the Rajya Sabha during question hour.

Chidambaram added: "We are preparing to take on this challenge but the details cannot be disclosed."

He said he had visited the Maoist-affected states. The government planned to hold a meeting in August to discuss a roadmap to take on the Maoists.

"We now have a military advisor to help us draw up our plans."

Chidambaram's comments came after Maoist guerrillas gunned down 29 policemen Sunday in Chhattiagarh's Rajnandgaon district in one of the most horrific massacres blamed on the rebels.

Thousands have been killed in violence linked to the Maoist insurgency in India that began in 1967 and shows no signs of ending.

Chidambaram underlined that he did not favour non-state players taking on the Maoists. This work was best left to authorities of the areas where the cancer existed.

The comments were clearly aimed at the Chhattisgarh government whose state-funded, anti-Maoist Salwa Judum militia has been widely criticized for rights violations.

"I am not in favour of non-state elements taking on the Naxalites (Maoists). We want the state to take them on," Chidambaram said.

Replying to a supplementary, the minister said: "I was asked a specific question about Salwa Judum and I have given a specific reply. I am not in favour of any non-state players taking on extremism.

"The (Chhattisgarh) chief minister (Raman Singh) now more or less accepts my line," Chidambaram added.

Chhattisgarh is one of half a dozen states where Maoist guerrillas are most active and control vast areas where the writ of the state doesn't run and where security forces repeatedly get ambushed.

Noting that the issue "essentially has to be answered by the states as this is linked to the lack of development", he said the "most recent manifestation of this" was in Lalgarh in West Bengal where Maoists had declared a "liberated area" till a major offensive was mounted against them.

"The issue has to be tackled two-fold. First, there is police action to re-establish the writ of the state followed by developmental activities," Chidambaram said.

CHENNAI: Coastal vigilance committees have been formed in all the 591 villages along the 1067 km coastline in the State to detect and prevent militants’ intrusion through sea, said K P Jain, Director General of Police, Tamil Nadu here on Wednesday. .Brefing media persons on the law and order situation in the state during the last six months, Jain said that the recent Operation Barricade, held in collaboration with the Coast Guard and intelligence agencies to check the preparedness of the police, in case of a major terror attack, helped the police discover loopholes.

Fishermen in the coastal areas were involved in gathering intelligence, which played a crucial role in preventing terror attacks, he said.

CB -CID Additional DGP, Archana Ramasundaram said that the identity of the mysterious man, who rammed the EMU train into a goods train, was yet to established and investigations were still on, including the naxal angle.

“The naxal angle is still on and we are probing in that direction too,” she said. On April 29 incident in which an unidentified man hijacked a suburban Electric Multiple Unit from Moore Market complex near Chennai Central station before ramming it into a goods train at Vyasarpadi, five km away.

Pointing out the achievement of the State Police, Jain said that 24 forged passport cases referred to the CB CID were solved arresting seven accused from Chennai, Tiruchy and Thanjavur.

Jain also said that action has been taken to stop sand smuggling in the State. So far 860 cases had been booked, 527 smugglers held, 368 vehicles seized and two smugglers detained by the police.

I am so sorry to tell our Sinhala also get the same treatment in medical council. even simple clerks do not wish to talk in Sinhala . They are thinking Sri lankan doctors should talk in English with them or English speaking clerks are better than the doctors working in abroad :)))))Still I am regretting because I also did the same mistake by talking in English with them 4 years back .
If some one talks in Sinhala they would not reply or try to ignore. .This Tamil doctor is better than us and went to media for his rights .
Tamils will think that this is a discrimination . actually those bastards are bunch of foolish clerks and old doctors who are near to go to hell very soon.:))

Al-Jazeera banned from West Bank

JERUSALEM: The Palestinian Authority on Wednesday banned Al-Jazeera television from operating in its territory and threatened legal action over allegations it broadcast against President Mahmoud Abbas.

The Information Ministry said the Qatar-based Arabic news channel had spread falsehoods and incited viewers against the authorities that run the Israeli-occupied West Bank.

The ministry said allegations carried on Al-Jazeera on Tuesday and attributed to a senior figure in Abbas's Fatah party, Farouq al-Qadoumi, were untrue.

The channel quoted Qadoumi as saying Abbas conspired with Israel to kill his predecessor Yasser Arafat in 2003. Arafat died in a Paris hospital in 2004 of an undisclosed ailment.

"Al-Jazeera television has been devoting significant segments of its broadcasts to incitement against the Palestine Liberation Organisation and the Palestinian National Authority," the ministry said in a statement.

"Despite our repeated calls (on Al-Jazeera) to remain objective when it covers Palestinian affairs and to voice a balanced position regarding the internal Palestinian situation, the channel is still inciting," it said.

In a report on the ban, an Al-Jazeera presenter said the channel "expressed its astonishment about this decision by the Palestinian Authority and said it will issue a statement to answer the accusations of the Palestinian Ministry of Information".

Al-Jazeera, the presenter said, was one of several news operations to report remarks by Qadoumi about an alleged scheme to kill Arafat. The broadcaster aired a half-hour special on the allegations.

In response to the ban, al-Jazeera again interviewed Qadoumi, who insisted the information was authentic and urged the prosecution of Abbas and other Palestinian officials – a call that could stoke more internal Fatah disputes.

"I don't doubt that some would try to bypass this genuine information rather than considering it and bringing to trial those who did it so we can tell right from wrong," he said.

Qadoumi, who has no authority to try Abbas, does not recognise Palestinian-Israeli interim peace deals nor the Palestinian Authority which they begat.

Palestinian officials had dismissed as smears Qadoumi's accusations. They said he aimed at wrecking unity efforts within Fatah, which has been plagued by factional divisions.

13th Amendment: A Lost Cause

The 13th amendment has been in existence for over 20 years and it has brought no relief to Sri Lanka. Nobody has a word of praise for it except the few politicians who have obtained office under its dispensation and enjoy the perks associated with such office. None see it as a possible cure for the problems affecting the country. The deficiencies are overwhelming; the expenses are devastating; benefits are not forthcoming.

One thing is for sure, it yields power and position to elected politicians to the detriment of the electors. Besides exercising the franchise, the electors have received no return during its lifetime. We cannot escape being locked by the requirement of a 2/3 parliamentary majority that is unattainable, to have it jettisoned. We are destined to live with the 13th amendment in the statute book; salvation is not to give it more strength.

It was passed by a 2/3 majority in a parliament where the members were not elected by the people but whose term of office was extended by a referendum; at a time when the voters were denied the right to elect their parliamentarians since J.R.Jayewardane suspended General Elections to safeguard his 2/3 majority obtained under a different Constitution which had a single constituency system instead of proportionate representation. The sordid referendum was the instrument to keep alive his 2/3 parliamentary majority. It was under such a scam that the 13th amendment was passed as legislation. Those who voted in favour of a 2/3 majority were not members of Parliament elected by the People at a General Election. Worse, those who voted were elected by the people under a different defunct Constitution.

In the search for a solution, 13th plus or minus will offer no benefits for the Tamils but plenty for Tamil politicians. Governments have found it convenient and comfortable to pamper minority politicians to retain their parliamentary majority than attending to the grievances of the minorities; more a grind and a work mill. The living monument is the CWC, the only party of the minorities to have been in every Cabinet continuously from 1977, hinging to all governments, but the Indian Tamils grievances remain untouched while the Thondaman family have enjoyed the best of all worlds. Same will happen to other minorities, especially if the track records of Tamil politicians are assessed, if power is passed, to their politicians.

It will be enlarging the power bases of Tamil politicians with no tangible benefit flowing to their constituents. There is live experience of the 13th amendment being functional in eight provinces which has led to the proliferation of politicians and an enlarged administration being a drain on the finances but has failed to address the issues of the people or provided an iota of support to the national issue.

Tamil people are not asking for Elam or devolution or separatism or federalism? That remains the cry of the Tamil politicians and their acolytes. The minorities are seeking remedies for their grievances-just or unjust. The answer is to identify and evaluate the legitimate grievances and provided remedies acceptable to achieve a just and fair society.

The identifiable grievances are (1) the right to live a life of honour in peace in their own homes (2) life of safety and security for children with future expectations mindful of the travails undergone (3) security concerns (4) development and welfare in the home areas (5) employment opportunities (6) reasonable use of Tamil language (7) land water and forests cover on a equitable basis especially for agricultural purposes and alienation (8) Compensation and where possible return of lands acquired for High Security Zones (9) multi ethnic Security Forces for comfort (10) enhancement of indigenous culture of the provinces.

These appear to be reasonable demands with achievable objectives executable under the present Constitution with a simple majority by parliamentary legislation, Presidential executive fiat, administrative regulations and financial provisions. It requires no tinkering of the Constitution and the need for an artificial majority vote in parliament.

Most of these so called grievances are beyond the powers of peripheral authority-it needs the power and the weight of the central government to be remedied. These can be marketed and sold to the country by the centre through the President and the political parties than by provincial politicians whose reach is narrow and limited.

The 13th amendment was an Indian midsummer nights dream conceived in haste shrouded in secrecy to dent the LTTE thrust at a time when the Tigers freely roamed the North and East and our relationship with India were not cordial. It was an effort to absorb the LTTE into the political and administrative structure just as in the case of the post tsunami structure proposed by the Chandrika government. LTTE and the 13th amendment were to walk hand in hand along the aisle; in the absence of the walking partner the 13th amendment stands like a bride without the groom.

13th amendment was a lukewarm effort for government in the south to work in tandem with the terrorist organisation in the north and east within a democratic framework but it did not satisfy the autocratic Prabhakaran to whom Elaam was an all or nothing exercise. It was an ill conceived effort to bring the terrorist organisation in to the mainstream democratic process but without understanding that Prabhakaran could not survive in that climate. North and East were merged as a sweetener to provide an enlarged arena for the LTTE to operate. Indeed Prabhakaran’s stupidity of failing to realize that it is prudent to accept something before reaching for everything; has made the movement to be nothing today.

The backdrop of events after 5/19 has made the LTTE irrelevant and the accommodation of a non existing LTTE, redundant. With the disappearance of the LTTE the 13th amendment passes into oblivion. The 13th amendment now lives isolated in a lost valley and a rescue operation of it is a lost cause.

More interesting is to identify those who desire to restart the engine of the 13th amendment to re launch it and their hidden motivation. It is the emerging combination consisting of the former cheer leaders of the LTTE still in business and those in the government column who hated the Tigers but instead mooted federal structures as the alternative. Those sleeping federalists in the government column had their wake up call with the disappearance of the LTTE.

These two competing groups have now coalesced to push the 13th amendment to the forefront realising that the 13th amendment will not satisfy the prevailing expectations of the Tamil people and their grievances will continue unattended and to fester; ideally, for another terrorist outfit to be reincarnated thereby enhancing opportunities of reviving federalism as an alternative which is as dead as the LTTE presently. Bottom line is, atmospheric conditions are unfavourable to usher federalism at the present juncture, so keep it alive with the 13th amendment which will not settle the outstanding problems.

Those seeking refuge under the banner of the 13th amendment know well it will not appease the North and the East. They do not want to witness a content society- the problems of the minorities must not recede but the Tamil politicians must prosper with whom they will before long establish linkage to attain their goals.

The 13th amendment is an Indian import and still touted by foreign elements within and outside the country owing allegiance to white western powers, sycophants of Varatharaja Perumal establishment which unilaterally declared an independent state, NGO elements, Tamil Diaspora, neo liberal conservatives sporting the colours of neo liberal leftists with Western orientations and pseudo Cuban immitations, the Colombian seminar circuit and travelling academics of fame and fortune. They will soon be joined by the LTTE rump in disguise. Irrespective of whether they supported the LTTE or otherwise they hailed from the federal school of thought which is a stepping stone to a separate state. Now they come out to the open displaying in their true colours with the LTTE buried. They always yearned for federalism without a LTTE.

Those desirous of ushering a federal structure in the future will opt for the enhancement of the 13th amendment. It is an ideal pedestal from which to agitate for a separate state in the distant future. They will be press for further devolution seeking enhancement of powers under the 13th amendment as a launching pad for a secessionist movement which will initially take a democratic pathway before commencing on an agitation campaign.

They will emphasise that we must move with the 13th amendment to please India. Had we waited to please other nations we would not have seen the end of terrorism? India genuinely wants the problems of the Tamils settled amicably and would take a realistic approach if the grievances are assuaged. They would well understand that 13th amendment belonged to a generation that had to co-exist with the LTTE and where the LTTE were made to feel good, they were providers of relief to their people- the art work behind this legislation. That landscape has disappeared from the scene and it is the Central Government that must find the answers to the legitimate grievances of the minorities.

The government has to safeguard itself more from those within, than those from outside. Initiation of the next generation of terrorists will originate from the ranks of those in camouflaged dress within the government.

This is NOT MERELY "A NICE THEORY" but is a SUCCINCT statement of the the DESIRED OBJECTIVE of governance in Sri Lanka.

I accentuated MR's original statement that there are only kinds of people, namely THOSE WHO LOVE SRI LANKA and THOSE WHO DO NOT by recasting the two groups in simple, albeit more provocative, terminology as PATRIOTS and TRAITORS.

This statement clearly POINTS TO THE DESIRED GOAL of eliminating all race, religious, caste and language differences AS BASES for how people should be TREATED in Sri Lanka, into a categorization that can be met by all Sri Lankan citizens by choosing to love and protect their motherland, irrespective of their race, religion, language and caste.

In other words, it SUCCINCTLY SUMMARIZES ALL OF THE ARGUMENTS in favor of ETHNIC INTEGRATION that we have argued for, to wit: LOVE and PROTECT Sri Lanka and ALL of its people without discrimination and division by communal attriubtes of its constituent people.

As you say, there are many outstanding differences based on wealth, privilege and party affiliation that will exist among the people, but NOT SANCTIONED by the STATE.

The STATE must not grant ANY ADDITIONAL RIGHTS to anyone on those bases, and must PROVIDE and PUBLICIZE the procedures for filing complaints and obtaining redress. The existence of such flaws and aberrations DOES NOT CONTRADICT the BASIC PRINCIPLE embedded in MR's statement ... it just shows that there is much to be done in attaining that IDEAL.

ALL great leaders have proclaimed IDEALS that are often unattainable fully in the real world, but nevertheless provide direction and focus to the march forward.

For example, 100% efficiency in energy use should clearly be the GOAL, but it is never attained. Yet, comparison of actual efficiency to the ideal provides a measure of how far we have to go.

An example more relevant to the issue at hand, is the US declaration of independence that proclaimed the inalienable right of EVERY PERSON to life, liberty and the pursuit of happiness as the IDEAL GOAL of governance. The US, however, is still far from attaining it, with the enfranchsement of African Americans still in-progress. Nevertheless, that goal enunciated 233 years ago has led the country in the right direction, and has formed the basis for correcting the path towards the goal, whenever it deviated.

Likewise, MR is setting the overall direction for the country, grounded in a CONSISTENT SET of PRINCIPLES that will guide the country towards peace, harmony and prosperity in the future. This statement is a TOP-LEVEL enunciation of those principles.

Many of us patriots at DW, who have LONG ADVOCATED precisely the same GOAL under the rubric of ETHNIC INTEGRATION, could not be HAPPIER now that MR is apparently espousing this VERY SAME GOAL!

Banking sector buoyant on the back of wider interest spreads and expected loan book growth

Interest spreads currently hovering around 5% is expected become fatter. Sri Lanka’s commercial banking interest spreads have sustained around 4.5% and is poised to widen on the back of deposit rates falling ahead of lending rates. However the banking sector presently dominated by unlisted government banks with a 50% plus share of total banking assets has somewhat dampened the industry average interest spreads though the net interest margin enjoyed by the private sector listed banks are now nearing 6%.

Loan growth is projected at around 20% in 2010. Despite lending rates having risen above 20% in 2008, loan growth has been somewhat intact at near 10.3% YoY though loan book expansion is expected to be subdued at higher single digit figures in 2009 largely due to slowing economic activity in 1H2009. However with the interest rates on a rapid slide (with 3 month Treasury Bill yields falling from 21.3% to 11.29%), the end of the 30 year old terrorist conflict opening up one third of the island for economic development, strong consumption stemming from remittances which account for a near 8% of GDP and the 8.9% GDP growth projected for 2010 is most likely to drive up loan growth to plus 20% in 2010E.

NPLs have peaked. Rising interest rates drove up the sector Non Performing Loans (NPL) ratio to around 8% by 1Q09 and the subsequent fall in interest rates are expected to push down NPLs to below 4% by end 2010E. However it is noteworthy that private commercial banks such as NDB have maintained NPLs below 2.6% vs. the industry average of 8%. Further with near 70% of the lending being backed by collateral,industry NPLs net of collateral are at around 3%. Meanwhile being well capitalized far ahead of the minimum core capital requirement (CAR) of 5% and total CAR of 10% the entire sector could easily withstand sudden adverse shocks.

Sector ROE would improve with loan book growth. Despite a higher effective tax rate of over 55% (a 35% corporate tax and a 20% Value Added Tax on banking income) which has capped super normal profit growth, the banking sector profit is expected to grow strongly with ROE’s nearing 16% in 2010E. Further there exists the rare possibility of the VAT on banking income been lowered in 2011E.

Sector net profit expected to rise by 17% YoY in 2010E. In 2009E we expect the sector net earnings to grow by a moderate 4.4% YoY on the back of widening spreads and net profit to grow by a strong 17.7% YoY in 2010E driven by loan growth.

Trading on just 6.9X forecast 2010 net profit, we are OVERWEIGHT in the banking sector. Given the strong earnings growth outlook, relatively attractive valuations (2010 PER of 6.9X and PBV of 0.9X), rising ROE’s and reducing NPLs we are OVERWEIGHT in the commercial banking sector.

Our picks in the sector are Commercial Bank (COMB), Hatton National Bank (HNB), National Development Bank (NDB), DFCC Bank (DFCC) and Sampath Bank (SAMP).

i'm sure loan growth will be more than 20% in 2010 & 2011.

in this case it makes sense for the govt to borrow ONLY the external comittment from IMF WHEN required, pay it off. borrow locally AS & WHEN REQUIRED for development work.

but one third of the country will NOT be open for economic activity. most economic activity in that part are HEAVILY labour intensive. so the real constraint is NOT the size of the land (one third) but the population.

OTOH ppl are suffering without land in the south!!!

Can new Indian Foreign Secretary ‘charm’ SL to dance to India’s tune?



Nirupama Rao who is to be appointed as India’s new Foreign Secretary was issued a warning in 2006 by the then Sri Lanka’s (SL) Tourism Minister Anura Bandaranaike . This was at the time when she was about to leave after serving as India’s High Commissioner (HC) in SL. Anura’s warning was “ it is a good thing that Ms. Rao is getting a promotion, but hope in the future she leaves Sri Lanka out from her itinerary.”
Yet. today the need to appoint Nirupama Rao as Foreign Secretary may have arisen to make SL her first priority in her itinerary. Nirupama’s appointment is coinciding with the period when the foreign policies of India are being seriously reviewed in an unprecedented manner by SL and are receiving special attention. The background to this is the rapid growth and development of friendship between SL and China.

Nirupama Rao, no sooner she concluded her former assignment as the HC for India in SL than she left for China. She was appointed as India’s HC to China even before she had officially completed her term in SL. Because of Mr. Bandranaike’s statement ,she was driven to the centre of a storm of controversy within SL.. He alleged in Parliament that Ms. Rao , Indian HC to SL was interfering in SL’s internal affairs. His statement received wide publicity . Though the Govt. of Rajapakse announced that it dissociated itself from Bandaranaike’s utterances, it was only after the Indian Govt. came to her defense.

To Nirupama Rao, SL is not an unfamiliar place . In the year 1980, she was the first secretary at the Indian HC in SL.. She came to SL as Indian High Commissioner to succeed Nirupen Sen, her predecessor, in the midst of allegations against the latter that he was conspiring to topple Ranil’s UNP Govt.. Speculations were rife that if Nirupen Sen during his period was fuelling the fire of politics in SL ; Nirupama Rao’s visit on the other hand was to dowse that fire.

At this juncture , there had arisen a popular belief that , as Chandrika Bandaranaike , the President of SL cannot contest the elections , it was Ranil , the UNP Presidential candidate who will be the next President. Nirupama Rao during the terminal period of Chandrika’s tenure of office took steps to unite Ranil and Chandrika to seek out a political solution for the ethnic conflict. In her reports transmitted to India , she made an unforgettable remark , that was not to underestimate Prime Minister , Mahinda Rajapaksa under the Chandrika Govt. India however made an assessment that Chandrika using her power will destroy Rajapaksa , and Ranil will therefore become President ,which assessment was diametrically opposed to Rao’s evaluation.

Ranil Wickremesinghe who toured India after the date for Presidential elections was fixed , after his return said, if he becomes the President of SL he would seek the instructions and advice of Chandrika to resolve the ethnic issue. This triggered rumors that Ranil’s announcement was based on India’s instigation.

Nirupama Rao who strongly believed that Mahinda Rajapaka will become the President of SL made clear that chances are that Mahinda will become President even though India was more inclined to negotiate with Ranil on the ethnic issue. Nirupama Rao’s conviction turned true – Mahinda became the President of SL.

No sooner Mahinda was installed as President than India became jittery because it entertained the fear that minorities will be left in the lurch for Mahinda had no need of the support of the minorities, as the JVP and the JHU political parties were propping him. But Nirupama Rao who has long envisaged that Mahinda Rajapaksa will become the President, maintained cordial relations with Mahinda since he was a Prime Minister ; exploiting this relationship she began giving instructions to Mahinda : if there is a Head of State in SL since its independence who had paid a visit to the Official residence of an Indian High Commissioner to SL, it was only Mahinda who did this , and this was the first time such a thing ever occurred.

When Rao who was perturbed over the withdrawal of the security detail of CWC Leader Thondaman , spoke to Mahinda and invited him to her residence . Mahinda Rajapaksa eagerly visited her. Not only the local , but even the Indian media expressed shock and dismay over his visit. It is the consensus that in any country , it is the High Commissioner of the Foreign country who goes to meet the Head of State , and not vice versa.

The Sunday Times English newspaper went so far as to point out that during the period of the former President JR Jayewardene , even when the High Commissioner of India, Dixit arrogantly posed off as a ‘Governor’ of SL, and used threats and intimidatory tactics, the former President of SL never broke with protocol : it was Dixit who went to meet Jayewardene , and latter never went to Dixit’s residence. When Thondaman’s security was restored after Rajapaksa’s visit to Rao’s official residence , all reasonably thought Rao was exploiting Rajapaksa.

Rao after demonstrating that she could change Rajapaksa’s decision went to the next stage to sideline the JVP and JHU , the allies of the Govt., and tried to unite the Govt. and the UNP. Towards this end she acted as an intermediary. Her first step was trying to make Ranil Wickremesinghe, the Prime Minister while Rajapaksa was the President and create a National Govt., and thereby procure a solution to the ethnic issue.

When this did not succeed , she sought to bring Mahinda Rajapaksa and Ranil Wickremesinghe together to sign a memorandum of understanding . She succeeded in her efforts. The main object of this memorandum was for both parties to jointly work out a solution for the ethnic conflict. The All Party representative conference (APRC) too was launched on her initiative. India was of the view that the memorandum of understanding and the APRC were great victories accomplished by Rao.

Not long after, Mahinda Rajapaksa tore the memorandum of understanding into shreds when he took into his fold 18 UNP members of Parliament and gave them Ministerial portfolios. The Govt. also announced that the APRC proposals are not acceptable ..

It is only then India realized that it cannot flex Mahinda nor can his decisions be changed Ultimately, it was Ranil who suffered injustice by signing the memorandum of understanding because of India and Rao’s insistence. At the time Mahinda acted in breach of the memorandum , Rao was in China .

Alok Prasad who was appointed as the next High Commissioner of India to SL cast aside the role of making Mahinda dance to his tune , and began dancing to the tune of Mahinda.. He explained that if Mahinda is to be stalled from getting pushed into the clutches of China , he must be in the good books of Mahinda.

Nirupama Rao is returning from China to accept the post of Foreign secretary at a time when the foreign policies of India in relation to SL are highly complicated and have not met with success. The present Foreign Secretary , Menon is to a large extent deserving of blame for this situation , according to some sources. Whether Nirupama Rao’s ‘charming ways’ can change Mahinda and his Govt.’s ways – that is , stop him and his Govt. from going to worship China, is an open question

Oba-ma urges 'new black mindset'

US President Barack Oba-ma has told America's oldest civil rights organisation that African Americans should take charge of their own lives. (without blaming standardisation, etc???)

He told the National Association for the Advancement of Colored People (NAACP) there were "no excuses" for minority children not to succeed.

Mr Oba-ma's comments came in a speech at a dinner marking the 100th anniversary of the NAACP.

It is his first speech focussing on race since he became US president.

The BBC's Jon Donnison in Washington says the tone of the speech was passionate, even preacher-like.

"Make no mistake: The pain of discrimination is still felt in America," Mr Oba-ma told the NAACP members gathered for the anniversary dinner in New York.

He said discrimination was still felt by minorities in the US, including African Americans, Latinos, Muslim Americans and gay people.

But he told the NAACP members they had to take responsibility for their lives and their communities.

"Government programmes alone won't get our children to the promised land - we need a new mindset, a new set of attitudes," he said.

The president said African American communities had "internalised a set of limitations" and "come to expect so little from the world and from ourselves".


But he said African American children should instead aspire to be scientists, engineers, Supreme Court judges and presidents. (not suicide bombers, child soldeirs???)

"We have to say to our children: 'Yes, if you're African-American, the odds of growing up amid crime and gangs are higher. Yes, if you live in a poor neighbourhood, you will face challenges that someone in a wealthy suburb does not.'

"But that's not a reason to get bad grades, that's not a reason to cut class, that's not a reason to give up on your education and drop out of school," he said.

"No one has written your destiny for you - your destiny is in your hands. You cannot forget that, that's what we have to teach our children."

Mr Oba-ma also said he wanted to see a return to strong parenting and adults taking responsibility for the discipline of all children in their community.

He drew on his own experiences of growing up with a single mother, praising her for giving him "the chance to make the most of life".

As I remember this was not being the case. MR government was in trouble without congress (Thonda’s) support. Both MR and Thonda wanted to hug and become friends and she became the mediator (I think).
From MR's point of view it was just a friendly visit for the mutual benefit of all three parties namely MR, Thonda and India.
Rao will be more involved regarding India’s relationship with Sri Lanka (more than her predecessor) for sure. But I believe that she is going be friendly towards MR government.

I agree with you completely in this as an ideal that all should strive for. I am also grateful for the way the war was fought by MR and the victory acheived.

But looking at the things that are happening in our country I feel that he is not much different from the past leaders in the way that other problems are being handled.

I earnestly hope that I am wrong in this.

Good Governence, Law and Order and Application of the laws of the land to all citizens irrespective of what they are and what party they belong to etc. is what we need. The best example that this is not happening id Mervyn Silva.

The first book on the war, "Wanni Awasan Maha Satana", by Thissa Ravindra Perera, a columnist for Rivirs is now available.

In the 15th Rivira he describes how VP's daughter Dwaraka met her death. She was attached to the Sothia regiment and fighting in Vellamullivaikkal. She was promoted to the position of Lt. Colonel by VP much to the disgust of others.

On May 12 the she was killed along with many others in a an artillery atatck of the Army.

A vital factor that has to be kept in the minds of everyone engaged in the recent public debate on the 13th amendment in your paper is that the vast majority of people in this country, well over fifty percent, are still peasants.
Words such as "devolution of power", "Political solution" and "13th amendment" have no meaning for them. Also historical debates as to who the original settlers were or who ruled which area of this Island, are of minor importance to the peasant.
The call for "Elam" is crooked in concept. We have defeated it. The 13th amendment is the shadow of this crooked concept which was imposed on us under duress. Therefore, we should not "chase a crooked shadow".

Reading that article, I am appalled at the extent to which foreign countries interfere in and manipulate the politics of Sri Lanka to fit their agenda.

My hope is that SOMEDAY Sri Lanka will be so STRONG economically and militarily, that NO ONE will be able to manipulate our politics, and compromise our sovereignty to this extent.

ALL of these foreign influence peddlers MUST BE REDUCED to IMPOTENCE!

This is a story I have heard before and probably you too. But it is one that is worth repeating many times because of its uplifting nature.

Excerpt from Rivira 12/06/09(Tissa Ravindra Perera)

Corporal Nilantha was in charge of the field armory and the bodies of the soldiers, killed in action and awaiting CASVAC, during the 1st Feb 2009 counter-attack of the LTTE in Mullaitivu. His group was stationed on the NK lagoon side when his Captain after continuously resisting for many long hours under terrible odds, lack of communication due to run down batteries and non-availability of reinforcements, decided to retreat. But this meant leaving the armory and the bodies of their mates behind to be captured by the enemy. Nilanta told him. " Sir, you please go ahead with the rest but I am not coming with you. I will kill all these bastards without sparing a single one of them and die myself in the process."

As the Tigers approached the rest retreated safely with the injured and Nilantha blew himself up destroying the armory and the attacking Tigers in the process.

The PVB medal was posthumously awarded for his heroic deed.

I saw this dirty vbermin worshipping MR like worshipping a Buddhist priest, stretching his full body on the ground. He may have even licked his feet.

Is this why he is allowed to violate the law of the land with such impunity and escape without consequences?

I am sure he would be the first to take pistol and shoot MR if he falls out of power and thenext leader tells him to.

If Mervyn publicly admitted killing Lasantha, he should definitely be arrested and tried for the killing.

Government should not stay silence. People have appointed the President as their representative keeping faith that the fellow country men are in good hands.

Just because Mervyn helped President in many occasions, it shouldn't be coming in between the law of the country. The personal favors are personal favors thus should be set aside when it comes to national duties.

On the basis of Mervyn's public admittance, Sunday Leader should bring a motion to the Supreme Court to arrest Mervyn and do the justice. Even without a motion, the Supreme Court has the powers to take such action on the interest of maintaining law and order of the country.

Hundreds of thousands of people work hard all around the world to make Sri Lanka a better place and to counter all the negative propaganda against Sri Lanka. All their efforts go wasted because of few people like Mervyn Silva.

President.. over to you! Remember, it should be- NO one is above the law!

To be fair by MS, as far as I know, the report appeared only in one newspaper and its authenticity is yet to be ascertained.

Would he be so stupid as to make such an admission?
