LTTE posters inside IDP camps

Mysterious LTTE posters have appeared inside several IDP camps threatening the inhabitants and the Sri Lanka government.

The posters, mainly hand-written on pieces of paper contain the following messages:

"Our National Leader (Thalaivar) is not dead. How can anyone kill him? He is invincible. The Army is lying. Anyone collaborating with the Army will be severely dealt with. The Eelam struggle still continues under our leader."

A careful investigation of the source and origin of these poster messages indicates a huge blunder in the administration of the IDP camps. In some cases, inmates under observation as LTTE suspects have even escaped the camps.

In addition to the civil administration in place at these camps, an Intelligence and Counter-Insurgency/Terrorism function was assigned to the camps due to heavy infiltrations by LTTE cadres.

In doing so, the various IDP camps in Vavuniya, Jaffna and Mannar were divided-up among the various intelligence agencies.

These agencies included the Directorate of Military Intelligence (DMI), The Terrorists Investigations Department, the Criminal Investigations Department (CID), the police Special Branch etc.

Based on our observations it was evident that the posters were coming up at Non-DMI administered IDP camps. Many outstanding Intelligence Officers we spoke to were somewhat alarmed at the proposition of smoking-out remaining terrorists when so many agencies are in charge.

Dayan has his own agenda. No question about that. But he did a pretty good job in UNHRC. And he made few blunders too (knowingly I think). But this is not the way you should let him go. The government could have done it in a respectful manner. And he could play some other role for Sri Lanka too.
There may be some other story behind this.

If what Lanka Guardian reports about Dayan Jayatilleke is true, then it is of significant concern.
It potentially indicates that MR is losing control. Such a process should have been carried out much more subtly and without room for enemies to make mileage out of it.
Dr. Jayatilleke did yeomen service at Geneva during the recent crisis. This then indicates that he has fallen into some trap.
Intrigues of SL politics go very deep, I suspect. From the outside looking in, DJ appeared to be playing to the foreign Governments which would permit MR some freedom to maneuver. Now it appears that other hands are at play.

I know that the Rathu Sahodaryo have a deep hatred for DJ. I'm not certain why but I suspect it is in connection with what happened to them in the late 1980's.

I suspect there are issues beneath the surface which we are not privy to.

Nevertheless, the manner in which this has been reported probably has done considerable damage to Sri Lanka and its strategy of retaining sovereignty. Plans of enemies are laid with a long gestation in mind.

We will see the results of this perhaps in another 10 years. There may still be time to counter whatever traps have been set for SL. In the meantime it has certainly sapped my confidence in investing in SL.

Mervyn S., is a liability as his antiques is a great embarrassment to Sri Lanka.

Dayan Jayatilleke is a strange person. No doubt a brilliant person who should be in academia instead of being a diplomat.

He was the only Sinhalese minister in the North-East provincial council when VardaRaja Perumal and the India Army were attempting to create a Cyprus-like situation in Sri Lanka.

Recently, by his own admission, he acknowledged being with Suresh Premachandran of the EPRLF and that he met the Chief-of-Staff of the Indian Army in Delhi posing as a Tamil militant. I assume he was closely linked with the militant crowd for ideological or other reasons that are difficult to fathom.

During the Premadasa regime, he was under the spell of Premadasa while Premadasa was on a murderous rampage killing the JVP and anyone who opposed him. One can't blame Dayan Jayatilleke, people like Lakshman Kadirgamar and Prof G. L. Peiris were also affiliated with the Premadasa regime in some way.

A strange man indeed.

Defence spending is rising steadily and now stands at 17 per cent of government spending. The number of people in uniform rises from 110,000 in 2006 to 350,000 this year. A new recruitment drive will be soon underway. At the same time one quarter of the population lives below the poverty level and the average annual income per person is just over a thousand dollars.

Colombo (AsiaNews/Agencies) – Sri Lanka’s defence budget is to reach 200 billion rupees (US$ 1.74 billion) this year. This is about 17 per cent of overall government spending for the year. Last year defence spending stood at 166 billion rupees (US$ 1.4 billion).

Earlier this year the Defence Ministry had requested a raise to 177 billion rupees (IS$ 1.54 billion) to pay for the war against Tamil rebels. Now, even though the war is over and ammunition purchases from China and Pakistan have been cancelled, defence spending is going up even more.

The ranks of both armed forces and police have also increased, 110,000 in 2006, 240,000 last year and 350,000 this year. By next year an additional 50,000 are expected.

In fact at the end of May the Sri Lanka Army Commander General Sarath Fonseka launched another recruitment drive. If it goes well Sri Lanka should have 1 citizen in 66 in uniform.

In the meantime Sri Lanka has requested a US$ 1.9 billion International Monetary Fund loan to bolster foreign exchange reserves and solve a balance-of-payments problem.

More money for the military is in great contrast of what the government is doing for the population, most of whom live in poverty, or for given sectors like education.

Official figures show that public spending on education represents only 2.9 per cent of Gross Domestic Product (GDP) with public education getting only 47 billion rupees as a whole, far less than private education which is inaccessible to most people.

Health care lags behind as well at 2 per cent of GDP, an area where the government is very loose with funds given to the country in the wake of the 2005 tsunami and the end of the civil war.

According to World Bank data, 25 per cent pf Sri Lanka’s 20 million people lives below the poverty. The annual average income is just over a thousand dollars US.

so the way he paints SL as a meddlers' paradise should be taken with a LOAD of salt!!!

To satisfy MP Wimal Weerawansa President has told him, that he instructed Prof. Vitharana not to discuss about the amendment 13 again”.

So the official position is no Minister, MP or any other Public Servant should discuss about this Amendment 13. Is this applied to our Ambassador Dayan Jayathilake to express his “personal thoughts about the Amendment 13” while holding the very important position of Ambassador?

He may write about the Amendment 13 as his personal thoughts, after President has placed this “Ban on discussing the Amendment 13”and most of us will not be surprised, if as Dayan write again as he is not aware of Diplomatic Norms or Diplomatic responsibilities."

(a) None of the funds appropriated by this Act under the heading ‘‘Foreign Military Financing Program’’ may be made available for assistance for Sri Lanka, no defense export license may be issued, and no military equipment or technology shall be sold or transferred to Sri Lanka pursuant to the authorities contained in this Act or any other Act, until the Secretary of State certifies to the Committee on Appropriations that the Government of Sri Lanka—

1. is suspending and bringing to justice members of the military who have been credibly alleged to have violated internationally recognized human rights or international humanitarian law; and

2. has agreed to the establishment of a field presence of the Office of the United Nations High Commissioner for Human Rights in Sri Lanka with sufficient staff and mandate to conduct full and unimpeded monitoring throughout the country and to publicize its findings;

3. is treating internally displaced persons in accordance with international standards, including by guaranteeing their freedom of movement, providing access to conflict-affected areas and populations by humanitarian organizations and journalists, and accounting for persons detained in the conflict; and

DEFENSE BUDGET

The defense budget is going to be increased from US$ 1.4 Billion to 1.74 Billion.

One of the things I expected after the completion of the war was a reduction in defense expenditure so that some relief can be brought to the suffering 'Janathawa' and money saved can be diverted to development.

Sad that this is not going to happen.

most of the defence budget comes back to the economy.

COLOMBO: The LTTE's nearly three-decade-long conflict against Sri Lankan government has inflicted "maximum damage" to the Tamils in the country, Karuna Amman, former top commander of slain rebel leader Velupillai Prabhkaran, has said.

"The LTTE did maximum damage to the Tamil community. Sri Lankan President Mahinda Rajapaksa rescued the Wanni Tamils from the clutches of the LTTE and they enjoy true freedom today," said Amman who is the Minister of National Integration.

Karuna alias Vinayagamoorthy Muralitharan split from the LTTE in 2004 following differences with Prabhakaran. After forming the Tamil Makkal Viduthalai Pullikal, he joined the ruling Sri Lankan Freedom Party as its Vice President a few weeks ago.

What don't you understand?

The LTTE were really INNOCENT LAW-ABIDING people. They were hungry and just wanted Thosai & Masalawadai to eat ... JUST Like the MUMBAI terrorists.

They had GRIEVANCES you see, just like the Maoist NAXALITES, and wanted REDRESS.

They were SUPERIOR HIGHLY INTELLIGENT ... INFINITELY TOLERANT people, just ask TamilNET.org.

Perhaps that is why the SINHALA Moda Bandas, who are very POOR soldiers otherwise, wiped them out.

It was a FALSE RUMOR spread by the Sri Lanka Govt that they were FEROCIOUS FIGHTERS ... they were not. They were PUSSYCATS, not TIGERS.

They were all UNARMED innocents you see ... as the Indian Peace Keeping Force FOUND OUT in Sri Lanka.

They should be offered a "POLITICAL SOLUTION" just like the INDIAN Govt should offer to the Kashmiri MUSLIMS, and MAOISTS.

On the CONTRARY, I am happy that the SLDF budget will be increased and the troop numbers increased, since those troops ARE ALSO USED for a DUAL-PURPOSE: to DEFEND the country and for DEVELOPMENT, REHABILITATION & RECONSTRUCTION work.

That way, will get double the BAG for the BUCK: they will do the essential DR&R work AND they will increase the trained SLDF personnel to protect the country in the years ahead.

Make no mistake, the opposition is PLOTTING & CONNIVING even as we speak to undermine and bring Sri Lanka to HEEL again .. we will need the larger SLDF to meet that challenge.

The LARGEST defence budget item will be SALARIES, which is returned to the LOCAL ECONOMY to buy goods and services LOCALLY within the country increasing b usiness activity.

In the US, the US Govt this year sent $600 checks to the citizens as STIMULUS MONEY to jump start the economy ... just for that reason. All of the ECONOMIC PUNDITS approved it, and wanted more of it. The Congress is now asking Obama to deliver a Second STIMULUS BILL as well.

This is VERY GOOD use of the funds by the GOSL, so CHEER UP, my brother, we are doing the RIGHT THING here.

This is MUCH BETTER than laying off TRAINED TROOPS to languish unemployed DOING NOTHING PRODUCTIVE and perhaps turning to illegal activities to SURVIVE!

This is similar to what US President Franklin Delano Roosevelt (FDR) did (Work Projects Administration-WPA, Civilian Conservation Corps, Civil Works Administration ] to revive the ECONOMY during the Great Depression (1930s). He instituted a Public Works Program, and PUT PEOPLE TO WORK building the Highway System, the Bridges, the Reservoirs, the Dams, and the POWER PLANTS giving the US a Jump Start to propel itself out of the Great Depression into a WORLD POWER. It was a GREAT SUCCESS. FDR's concept was largely based on a diffuse CIVILIAN effort, although the Civilian Work Corps had a semi-military structure.

The GOSL's approach ... which by the way I and several other patriots have been advocating at DW since 2007 as a way of sustaining a larger SLDF ... is a BETTER more FOCUSED approach within the confines of a WELL DEFINED MILITARY organization.

When this DR&R work is DONE, we will still have a highly trained DUAL-USE SLDF equally capable of DEFENDING THE NATION & BUILDING THE NATION. R&R Work that would otherwise go to foreign organizations would benefit our people by employing them to build their own country.

I am very dissapointed about Dayan Jayatilleke sacking story. I have seen how hard he worked for Sri Lanka when the powerful western countries were intent on influencing the UNHRC agenda in bringing HR investigations and in other UN issues that threatened to destroy our motherland.
For someone who had the b***s to stand up to world powers on behalf of us like that influencing other countries opinions and then come out with several victories for SL, to be dismissed in this unceremonial fashion is a disgrace.
We must not forget the people who helped us get here.
I am very disapointed if this story is true.

If this is the case I agree that it would be a good thing.

But I would be worried if a lot of miltary hardware is imported, which I suppose is not required.

On the other hand developing our own manufacturing base would be a very good thing even at a high investment. We should be able to recover this by exporting some of our products. Our guys have shown great creative ability in this area.

Unfortunately, Dayan Jayatilleke's PERSONAL IDEALOGIES came into conflict with his role as a Sri Lankan DIPLOMAT. As a diplomat his pronouncements must reflect only the NATION's perspective, and he MUST suppress his personal views. But often, EGO gets in the way of DUTY.

Because of his yeoman efforts defending Sri Lanka at the UN during the LAST PHASE of the Eelam War, I would have liked if he had been given a decent way out of his official position. We MUST NOT FORGET people who helped in our TIME OF NEED, even though they go haywire later on idealogical grounds.

Even now, THERE IS STILL TIME for the GOSL to make an appropriate announcement and provide him a fig leaf in the form of a national award and some academic, or other, position in which he cannot do any real damage with his stance on the 13th Amendment and his leftist idealogy.

Even though I don't agree with DJ, I am bit saddened by his dismissal if this story is true. As a citizen of Sri Lanka he has every right I have to agree or disagree with 13th amendment. However, as a diplomat he can't let his personal views go beyond the peoples view represented by the government. Regardless of our disgreements, a fearless diplomatic warrior like DJ shall deserve every bit of respect from our nations. I hope that the government will accord him with all due honor. That is the least we can do for him.
