UN on Sri Lanka: A Comedy of Errors

These days, talking about Sri Lanka means talking about the Sri Lankan military, its elite politicians and diplomats and…oh yes…The UN. Are we trying to single-out the UN or the “West” here? Not really. The UN is singling its own self out. In fact, the UN looks more ridiculous now than it did when it allowed the Tutsis to be killed in 1994. If you want proof, read the news items in the world press about ‘leaked’ UN reports where the dead Tamil civilians increased from 6,000 to 20,000 almost overnight. In another report, 13,130 civilians had ‘disappeared’ after arriving in the camps.

The UN, certain “Western Governments” and the pro-LTTE Tamil Diaspora are all saying, pretty much the same thing these days. They just cannot accept the fact that Sri Lanka, comprising of all ethnic groups, have prevailed over racist separatism. But this is a simplified way of looking at things.

The United Nations is primarily a tool to police developing countries—to keep them in line with the “West”. It seems that the morally righteous “West” is trying to make the rest of the world tag its line. There is no evidence to prove otherwise. The UN has a track record of selective interventions. The reasons for not intervening, for example in Rwanda, were because President Bill Clinton thought it inappropriate. So we know very clearly who is behind the current UN ‘actions’ against Sri Lanka.

An intervention by the UN in Rwanda was ‘inappropriate’ in 1994 because the UN, backed by the USA were humiliated in Somalia just before the Rwandan genocide started. The use of the word genocide was forbidden in the description of the violence in Rwanda. What in the world did the failed Somali excursion of the USA have to do with those poor Tutsis? Why were they punished by the same International Community who now screams genocide at the Sri Lankan state for wiping out the LTTE? The question on every Sri Lankan’s mind today is why did they all jump in to save the LTTE when they themselves opposed it and when the entire country of Sri Lanka and the rest of the free thinking world (even Communist China) wanted otherwise? What does China’s naval domination in south Asia, Iran’s generosity and Libya’s friendliness to Lanka have to do with Sri Lanka’s right to decide its national security?

The same groups running the UN from the "Western world" today allow a section of the Tamil Diaspora looters the free and undisturbed use of the word “Genocide” to describe the massacre of terrorists in Sri Lanka. How are these two things similar? Where were the Milibands, Kouchners and Clintons when Tutsi’s were massacred in the thousands for 3 months until the Interahamwe gave up on its own, tired? In fact, UN Secretary General Boutros Boutros Ghali refused to even visit Rwanda after the genocide. He was taken, almost by force to a Rwandan church to witness the horror with his own eyes. All he did even then was lie to the survivors that the UN wanted to help those dead Tutsis. Perhaps a Tutsi should have held Navi Pillai’s current position. Then that job would have made some sense.

Now that was a real genocide. Compared to that, what have the Sri Lankan Tamils faced? Large numbers of Tutsi’s were systematically removed from educational institutions in Rwanda. Even the most brilliant ones weren’t spared. In Sri Lanka, Tamil university students come to Colombo and help run the LTTE networks while surviving on government scholarships. Giving birth to a Tutsi child was a crime before and even after 1994. The birth of a Tutsi child was a closely guarded secret. The Tutsi mothers never saw the inside of the local hospital during that entire ordeal. In Sri Lanka, you walk to any hospital, even those in the south; you will see hundreds of ‘minorities’ obtaining free treatment.

No UN documents ‘leaked’ to the press about Rwanda back then. Why do they ‘leak’ now? How and why do these ‘leaks’ occur in the absence of evidence when actual facts about the Rwandan genocide could have been ‘leaked’ handsomely both before and after April 1994?

But the biggest question in our mind is that why do the Diaspora Tamils sitting comfortably abroad perpetuate such hatred when they themselves have nothing to lose or gain from continued violence in the name of separatism? The latest claim was for a Tamil Homeland. Why do Sri Lankan Tamils take this so seriously? Why do Tamils in South India, South Africa, Malaysia (including Prabhakaran’s father and Chelvanayaham), Singapore etc are demanding that the SRI LANKAN TAMILS MUST FIGHT FOR A TAMIL HOMELAND? Why don’t they do it themselves? WHY ONLY THE SRI LANKAN TAMILS, THE POOREST TAMILS ON EARTH, HAVE TO DIE IN THEIR THOUSANDS? Why can’t the Sri Lankan Tamils say NO. ENOUGH IS ENOUGH! TO HELL WITH YOUR HATRED! IT HAS BROUGHT US ONLY MISERY AND SHAME. WE CHOOSE TO LIVE, PROSPER AND COEXIST WITH THE SINHALESE. WE HAVE FINALLY EARNED THAT RIGHT!!!

If you look very closely, you will realize that the Tamil Homeland concept seems to be driven by a group of greedy Tamil elites more than lower class Tamils. The latter plays the subservient role of trooper, suicide bomber and child soldier while the rest live in luxury abroad and perpetuate the hatred. But mark these words. The day moderate Tamils start raising their heads AGAIN isn’t far away. This is all thanks to whom? Who else but the Sinhalese of course! The days of the Tamil racist is numbered in Sri Lanka.

It has been a tiring two years. I'm glad I was an active spectator of history in the making alongside all of you. We have followed every single move of our brave soldiers all along their way to victory, and also we have followed all the treacherous moves of the tiger diaspora and the western powers. There were tense moments, sad moments and jubilant celebrations. I'm glad I was able to share it with all of you patriots in here.

I would have loved to continue Defence Column which was my second home along with defence wire and defence net for the last two years. I used to spend a major portion of my time on DC, every day from 3am and also till late at night. But wont be able to continue as I will soon start to share my life with another person :-)

But I will be around DW as long as he continues and you guys keep coming. It is quite emotional for me to call it a day to DC, and I simply cant say my bye bye's to DW as long as it's active.

I know a good 99% of the visitors here was in the war front in their hearts sharing the same worries and concerns as I had during the war.

I hope to visit you guys here every day share my views and to watch our Mother Lanka forge ahead overcoming all challenges that come her way....

The UN and its institutions are dominated by a small group of western powers who exercise control disproportionate to their current military strength and their current economic strength. How can a country like Great Britain with a standing army of around 100,000 be a superpower and a permanent member of the security council. Similarly, the voting shares of the IMF reflects the world of 1944. USA has 16.7% of the shares and China has 3.7% of the shares, and 163 countries have 36%. By all account China is the second largest economy in the world but China has less voting shares in the IMF than Germany (which has 6% of the shares) and UK (which has 8% of the shares). I don't think the western countries concern for human rights has anything to do with reality but is an expression of their frustration with the current political order. If the western countries had a stooge like RW, there would be no problems for Sri Lanka.

Here is an interesting find for me. Turns out not all LTTE suicide cadres may have been voluntary. Part of the extract:

He was taken to a training camp deep in the jungle where he and a group of other teenagers and others as young as 12, were given six weeks of basic military training, including how to handle explosives and use an AK-47 semi-automatic assault rifle.

She should be tried under laws of Sri Lanka. Either she has to be a Citizen of Sri Lanka or she must have violated immigration laws by now. They should not be given any special treatments and should be tried for treason against SL government and as foreign spies.

Hey man, this is one of the best articles..! I have read many articles exposing UN hypocricy, and this is one of the best ones.

You only have taken Rwanda for an example I believe as it is most closer to word 'genocide'.

It is extremely sad affair that a world body is manipulated to suit the requirements of few. UN being a world puppet makes many small powerless nations vulnerable.

The so called Elites of the World still can not accept the fact that Sri Lanka defeated their LTTE (that they may have banked on for many things).

Now it is a mud-slinging and discrediting campaign.

I read in Rivira report that 53rd and 58th are named offensive divisions, whereas MG Channa Goonathilake [56th??], and MG Nandana Udawatte will be promoted as area CO of Kilinochchi and Mulathiv. Above implicitly states that B Shavendra Silva and MG Kamal G will be heading the newly appointed offensive divisions.

I have few Qs for you.

1. What happened to MG Jagath Dias, B Chagi G and B Prasanna Silva?

2. How come 55th is not an offensive division?

3. Shouldn't we use the best skills of Prasanna S in amphibious warfare, marshlands and water bodies? What best ways can we achieve this?

4. You said some units were deployed in East. Other than SF and CR, are there any other divisions, brigades or task forces that we know of? Any of the ground leaders involved?

5. What happened to TF 1..8? Will they be attached to existing divisions?

Obviously you should reveal only harmless info in a harmless manner. Appreciate your great service.

We will soon forget you (being Sri Lankans, it would be sooner), but it does not matter as you have done your duty when it was most needed.

But now, we are out of dark. You can be proud of your contribution. I might have read about over 300 articles that you brought to us.

Starting a family is another bigger task. It needs lot of focus and energy too. It is a long journey that you are stepping into.

I wish I could attend your wedding and give you a huge hug and wish you all the best, but you know we all are just name tags on a blog.

Despite geo-politics, natural desire to control the world and inherent hypocrisy there is one more crucial factor in this equation of west vs SL. That is well educated elite high class tamils. British never trust sinhalese since 1815 as sinhalese always tried to trick them and play games. But they treat tamils as obedient trusted servants. Thus, this master - servant relation between British and Tamils has centuries long history.

I don't think DW can do such an investigation but SLA MI should think about this. There are a lot of educated tamils live and work with western high profile people. Many have personal relationships. They work in INGOs, Embassies, media and other organizations. Most of these people are high class ultra racists. They are smart in hiding truth, white washing tigers, manipulating facts very decently. Both western diplomats and media like to believe whatever they say resulting GSL versions going to dustbin.

They enjoy the privilege of not to be official leaders of LTTE and pretend as neutral unbiased independent personals which is very much attractive to western media.

It would be handy if SLA MI can identify each such person and deal with them accordingly.

I strongly believe that we need to bring the traitors of Millennium City to justice soon. I hope that our great soldier/warrior Lt. Col. Gotabhaya Rajapakse will look in to bring justice to these traitors and their political bosses soon. We shall teach these bastards a real lesson for acts of treason against the bravest sons of Mother Lanka.

P.S. I was under the impression that Capt. Mohamed Nilam was safe and doing well elsewhere. Damn it, this really gets on to my nerves. These are the heroes we need to build monuments with out any delay once we take care of their loved ones.

However the way the GOSL treats the hostages of LTTE now is very bad.

It may be that they have to be further rescued from the army.

Our people in SL will never be free till they have a seperate state like federal option with tamils holding arms. Not sinhala thugs imported from the south.

I hate it everytime I move around our areas like Jaffna, Mannar or Trinco that everywhere Sinala army and police.

Its what made me join LTTE before and who knows what we do in future.

There is NO civil liberties in a war zone. Tigers are not always killed only when armed. The consequences of war against terror is far more complex than the drama-like wars between two armies. In this context, either party tries EVERY available method to eliminate other.

You seem to use the term "extra-judicial", but in a terror-war zone everything is "extra-judicial", as no judicial system is functional……..



I may not agree with everything you have said as a reply to my post but you have rightly pointed out unfortunate environment, we are in with regards to terrorism and war.

My whole post was based on the fact that we have already won the war, celebration done and victory parade is also over. They why the rest cannot be legal and fair?

As a frequent reader of the articles you posted BIG THANK YOU!!! for all your efforts and sleepless nights. Be assured that we immensely benefitted by the posts. If we were to search/read all the articles I don’t think we would have read such a collection of patriotic articles on our own.

DW was like attending lectures and DC was like the text books. We needed both to have an all-around insight in to what was happening. Especially when DW bloggers go in to ‘thrashing each other’ mode DC was the solace to ones that weren’t gifted in that game.

Speaking of myself I can say that I have read almost all articles you posted. ALMOST ALL.
Further I was pleasantly surprised and honored when you picked one of my posts in Lankaweb to post in yours. As NOLTTE=Peace said every good thing has to come to an end. But you are 'retiring’ after 'fighting' a vicious enemy who was equally venomous in (mis) information as it was in the frontline.

I salute you to appreciate a tremendous job well done and wish you all pleasant times in your wedded life unlike the tiring times you had in 'fighting' the information war. Like the glorious members of SLDF you performed your duty to the motherland.

There are various people here busily recommending Sri Lanka should reduce the size of its armed forces. The cover story given is that we can't afford to have a large SLDF, but the real reasons are buried deep within their hidden agendas.

Some are incurable EELAMISTS, who know that as long as a strong SLDF exists to defend our country, and discourage enemy nations from even contemplating intervention in Sri Lanka, they can't proceed to carve up and subjugate Sri Lanka to their will.

Others are our own DESHADROHIS, like Ranil Wicremasinghe, who are dying of jealousy and frustration, that the current GOSL has achieved what they preached was impossible. Their greed for political power and their personal pride always overwhelms their duty to the people who depend on them for patriotic and wise leadership. Whatever happens to the country, as long as they can play poker on the tilting deck of the Titanic until the last moment, as the most vulnerable of our people sink beneath the waves, they are happy. They are in the vanguard of those who said Sri Lanka cannot afford to wage this war of NATIONAL LIBERATION, NATIONAL REUNIFICATION, happy to give away a part of it, forgetting that what we could not AFFORD IS NOT wage this war. In the ultimate analysis, when your very existence in threatened, GUNS MUST COME BEFORE BUTTER.

Lastly, there are the LUKEWARM incurably forgetful PATRIOTS, who put their own economic well being ahead of the nation at large. They are usually well-to-do folks who think that they can survive no matter what happens to others, because of their wealth and inherited privileges. They do not seek common cause with the sons and daughters of the village folk who fought and died in this heroic war. These absolute MUTTS have already forgotten that this was a war of NATIONAL SURVIVAL undertaken to prevent EXTINCTION of our nation as a FREE PEOPLE.

They do not see the storm clouds gathering on the HORIZON of the next phase of the Eelam war, and the inimical nations maneuvering in arrays to re-impose their will upon Sri Lanka, to bring this resurgent nation to heel again by dividing us internally, by hacking away at the roots of the patriotic unity that now binds us together and sustains us. They FEAR THAT UNITY, and offer all manner of opiates to blind us, to sedate us into insensibility.

We MUST FIND WAYS of preserving and growing our Armed Forces, that is the GUARDIAN of our EXISTENCE as a FREE Nation. If the ability and willingness to sacrifice of the SLDF was not evident to some nations in the recent past, THEY WOULD HAVE INTERVENED to rescue the LTTE leadership, perpetuating separatism in Lanka.

Our approach to National Defence must be a PERMANENT POSTURE of ARMED MIGHT and READINESS, with complete reorganization of our society to preserve it for the next thousand years. To do any less, would be to forget the recurring lesson taught us by our own history spanning over two thousand years, that MILITARY WEAKNESS INVITES AGGRESSION.

With PEACE secured through STRENGTH in hand, I am convinced that we can leverage the native talents of our people, and social progress achieved in the last 61 years, despite a civil war raging in our midst, to become a leading economic power in the world in the next two decades. With military weakness, we will never get the opportunity to reach that promised land.

I think SLA should be increased to 500K.

There should be an army detachment of around 200 soldiers at every 500 meters along the coast and major highways in Northern and Eastern provinces.

That way, not only could Tamils be controlled with ease, poor, uneducated bandas would be guaranteed a minimum monthly income.

Whatever they manage to steal from areas where they are posted should be allowed to be kept as a 'bonus'.

Downsizing the military could have as bigger social impact than a mere security threat.

Thousands of unemployed young men, traumatized by fresh experience of war, would turn out to be a total menace to society.

Some would rape their mothers and daughters; granted, that will not be very different to everyday banda activity. If they rape tourists, however, it could become costly.

If the increase of security forces is what it takes to secure the peace in Sri Lanka, we must do it. After all Sri Lanka does not want another 1971 JVP, 1988-89 JVP and 1983-2009 LTTE. Country has lost too many younger generations within last decades. Therefore, I do see the need for the increased security. But how it should be done, I will leave it to the experts in security. General Sarath Fonseka had an accurate assessment of the LTTE to win the war. Otherwise he will never win. The security need assessment for the future looks justified. I think General Sarah Forseka’s assessment is not limited to 300k. It will require more than that, such as ground, air and sea highly mobile Special Forces. In addition Sri Lanka will require improved intelligence which is not limited to local. This is what we are facing in the future. The cost for this is not an option. Do we allow for another war? When there is stability, investments will come. Developing ports, roads, telecommunication, education, health and agriculture are just part of it. Country must be self sufficient much more than today. If we get the expected maritime boundary expansion, it will be a big boost for many other economic activities. So we do not worry too much about the cost. I am sure once the country is peaceful we can manage the cost much less than a war.

Sri Lanka will have to maintain improve foreign relationships particularly in Asian countries. India does not need to worry about the current government as they have a closer relationship. It is the other forces who would like to change current Indian and Sri Lankan leadership will have to worry. I think Sri Lanka is matured enough to give the priority for the Asian neighbors. We will have to play diplomatic games with other ICs. I see the same maturity in current India too. It is not possible to compare Sri Lankan situation and needs with the other countries such as Pakistan, UK or Iran. Sri Lanka is too attractive to many players in the world. Therefore, we cannot avoid the cost of security. I think it is the same for many small countries like ours. We must safeguard our internal security. We have no choice but to increase the security. There are many who would like another middle east in the South Asian region. If we are off guard we will be inviting another conflict.

Most Muslims and plantation Tamils can speak Sinhala. The percentage is less than 26%.

The gap is not so huge now. More public servants can speak Tamil today than 8.31 percent. Government already increasing this.

It is reported that Sri Lanka has asked Britain for prominent LTTE leader Adele Balasingham's extradition. She has owned up to her involvement in the LTTE, which is banned in the UK and there is no reason why the British government should not hand her over to Sri Lanka. Adele, a nurse by profession, is believed to have helped the LTTE with producing human bombs and training LTTE killers.
What UK will do: Say she is too sick to travel? Or ask her to slip back to Australia?
Well, SLG should follow the out come of this request keenly to treat UK also in the same manner in future cases.

He does not see that many of the great structures of the ancient Sinhala civilization that thrived in the Rajarata were destroyed by invaders, or became dilapidated through lack of security and government sponsorship, during those periods when the Sinhala Kings could not marshal the military strength to repel the foreign invaders.

Miliband is being touted as the next leader of the Labor Party, and possibly Britain's next PM, if Labour wins the next elections in Britain. Labour may lose it.

Miliband is maneuvering himself into position for that, because Brown looks like a wounded stag ready for the kill. Miliband is threatening resignation to blackmail Brown into anointing him as Brown's successor as PM.

But, I think, he wants to only threaten to get that commitment from Brown, but does not want to oust Brown before the next elections, because there is a strong possibility that Labour will lose the election. In that case, Miliband does not want to be saddled with the loss; he wants Brown in place to take that blame.

So, my guess is that Miliband will not resign now. I may be wrong.

This has nothing to do with Miliband's attitude towards Sri Lanka, although that fiasco could not have helped Miliband at all.

It is not fair to blame the Christians for the tigers emerging. It would be natural for anyone to be supportive of a minority that claims to have been subjected to discrimination and oppression until their claims are found to be baseless as noticed by us in UK as one of the protestant Bishops strongly defended at a meeting in UK the stand taken by the gosl when the question was asked about the Tsunami aid was taxed. He defended the gosl to the fury of the tiger agents who were trying tarnish the image of the government. Due to the proper stand taken by that Bishop the mood of the British hosts changed in favour of the govt. of SL.

Just as Brittan is now on the minorities’ side in 1800s they were on the side of the Sinhalese that was suppressed by the ruling Tamil regime in Kandy. One must read the books written by Dr Nihal Karunaratne who is still living in Kandy. These tyrannical kings neglected the Sinhalese culture to an extent the great city of polonaruwa was discovered by British after 300 years. He reminded me of the talk given by a Tibetan Monk in London who said every thing in life is cyclical and we must wait for our turn once again. That was the time when India turned against us and UK and other countries gave refuge to the Diaspora. I think our turn will come when Tamil Nadu (70 Million) will turn against us where these bleeding hearts will line up to support us. We will open their eyes to the reality when we will attend events like the meeting at Oxford Union today and we will be there to put our 2 cents. I have nothing against maintaining a large army but i believe that the cost of maintaining such an army should be given due consideration.

During ancient times soldiers were the primary source of labor for irrigation and agricultural activity during peace time. this was how the dutugamunus and the parakramabahus maintained colossal armies.


Without think of how to maintain a 300000-500000 army there is no way the plan is going to be sustainable.

i was sceptical whenever SLA raised more EVEN during war times. you can see that in DW comments.

we are talking in close to billions of dollars here.

the ADDITIONAL security clout MUST return more than a billion dollars.

that is why it should go hand in hand with the multiethnic ethnic integration through colonisation schemes of the north & east. the ADDITIONAL economic activity that CANNOT be done without a lrage army presence MUST offset the cost, at least.

having said that,

1. salary expenses 100% goes back to the economy.

2. keeping jaffna, vanni with a population of close to a million) itself adds more than a billion dollars a year to the GDP.

3. SLA is HEAVILY engaged in infratrsucture development and other economic activities.

4. large bases in the north & east require essentials and the provision of these stimulate the run down economies of the area. (both the good economy & the bad economy!!!)

Well, I don't know how long you have beeing blogging at DW. The issue of how to sustain a large SLDF, and the 3,000,000 man National Guard comprising every adult citizen, has been discussed in detail at DW over the last 2 years. Please vist the DW archives and look for that material.

COLOMBO: The Sri Lankan President Mahinda Rajapaksa on Wed­nesday assured peace, security and economic development to the Tamil minority. But he virtually ruled out a political system based on autonomous, ethnicity-based territorial units, which could pose a threat to the unity of Sri Lanka in the future.

At the Victory Day parade here following the military defeat of the separatist LTTE, Rajapaksa took care to address the Tamils, in their language. He said: “Friends, this is our Motherland. We should live in this country as the children of one mother, as brothers and sisters.”

“There can be no differen­ces here. The war fought ag­ainst the LTTE was not a war fought against the Tamil people. Our heroic troops sacrificed their lives to save the innocent Tamil people from the clutches of the LTTE.”

In an appeal to the armed force personnel, Rajapaksa said in Tamil that now that the war against terrorism was over, it was time to win the hearts of the Tamils. The Tamil speaking people shou­ld be protected, so that they could live without fear and mistrust, he added.

The President said that the first task before Sri Lanka was to develop the war-devastated northern part of the country comprising Jaffna and Wanni region.

“It is necessary for us to provide all facilities that were denied to the people of the north for 30 years. There is no doubt that this will be a massive development exercise, similar to the operation carried out to end the terrorism of 30 years within two-and-half years,” Rajapaksa said.

NO ROOM FOR SEPERATISM: The President made it clear that Sri Lanka could not be divided in any way. In any future political settlement, Sri Lanka would have to be “unitary” with no trace of racism or separatism. “We cannot allow the land that was won with such great sacrifice to be divided or even a shadow of separatism to fall on it,” he said.

NO ENCOURAGEMENT OF ETHNIC ENCLAVES? Tamil sources contacted by Express interpreted Rajapaksha’s statement to mean that Sri Lanka would not be moving towards a “federal” stru­cture in the foreseeable future. There was no room for the consolidation of ethnic enclaves such as the “Tamil-speaking” provinces, or the emergence of a Muslim autonomous unit.

“While the President has assured us security and development, our political deman­ds and aspirations have been ignored,” a moderate pro-gov­ernment Tamil leader, said. ]

Its true language right for the period 56-87. But since 87 this issue is solved by the 13th constitution amendment. If still there is any issue relating to tamils enjoy what they are entitled by the constitution it will be either legal issue or an administration issue which should be addressed in the same way; tts not a problem to be solved politically.

When ever you look at statistics please use your brain as well not just your eyes. These figures are from 1998. This is just 10 years afetr 13th amendment. There were 30 years period (56-87) affecting these figures! We can expect in long run ethnic ration to be the same but this can't happen immediately, after 30 years of mostly sinhala recruitment.

Besides, "of the total number of public servants only 8.31 per cent are Tamil-speaking out of the 26 per cent of the country's population" doesn't prove any violation of "language rights" of tamils. For example, if GSL ask sinhala O/L pass only and not tamil O/L pass then you have a point. But we know even to join SLDF what they ask is either sinhala or tamil, advertised in gazette both in sinhala and tamil. Less ration may be due to several reason. Perhaps having the advantage of knowing all three languages minorities may prefer to high paid private sector jobs rather than low paid government jobs. Or muslim people may prefer to do business what they good at and earn more rather than being government servants. Or some may be dreaming migrating to Canada or UK instead of serving people in SL. Or due to political influences perhaps only the ministers supporters recruited which is unfair to public in general irrespective of their ethnicity.

So I think one can conclude there is no such right a sinhala citizen has and a tamil citizen doesn't have. In other words every citizen in SL already have equal rights!!!

Alongside some of the government’s finest military hardware at a ceremonial parade in Colombo on June 3rd were dozens of disabled soldiers in gleaming wheelchairs. Sri Lanka has paid a heavy price for its recent rout of the rebel Liberation Tigers of Tamil Eelam.

Gotabhaya Rajapaksa, the defence secretary and brother of the president, has admitted that 6,261 soldiers were killed and 29,551 wounded in three years of fighting. He revealed, too, that a total of 23,000 troops have died since the first casualties in October 1981, when the Tigers’ leader, Velupillai Prabhakaran, sprang off a bicycle and shot two soldiers running errands in the northern town of Jaffna. Prabhakaran and much of the army he built are now dead. The Tigers have not disclosed their losses but the Sri Lankan army commander, General Sarath Fonseka, says an estimated 22,000 have been killed in the past three years, and 9,000 have surrendered.
The human cost to both sides was particularly heavy during the final three months, as the Tigers were driven into a fast-shrinking pocket of land in the north. The distinction between Tiger combatants and the civilians they were holding to fend off the onslaught blurred fatally. Thousands of non-combatants were killed or wounded, mostly in shelling by the army. It had been ordered to notch up a speedy victory, amid calls from abroad for a truce.

At the United Nations human-rights council in Geneva, Sri Lanka last month shrugged off attempts by Western countries to institute an inquiry into alleged war crimes by both sides. But it still faces the fury of the Tamil diaspora and the threat of sanctions, such as the withdrawal of trade privileges from the EU. Confident, however, in the backing of countries such as China and Russia, President Mahinda Rajapaksa can defy what he terms Western “doublespeak”. And on June 3rd he made another big victory speech, his third in two weeks. He paid glowing tribute to army families, saying some had given up all their children to the armed forces.

In Samadhigama, a poor village 280km (175 miles) north-east of Colombo, a sobbing 87-year-old Ukkubandage Sumanawathie knows what he is talking about. Five grandchildren died in the war. A sixth is missing in action. Mrs Sumanawathie lives with her 36-year-old daughter, Saman Malini. No celebratory flags fly in her village, as they do in Colombo. Instead, little white markers cut out of polythene bags are still planted along the narrow rubble lane to the cemetery. Mrs Malini’s teenage son was buried there in an unmarked grave on May 12th. The army brought his remains in a sealed coffin, with a framed statement calling him a hero. He had served for less than six months.

Mrs Malini will use her son’s death benefits to put a headstone on his grave and complete their half-built brick house. A local official says most poor bereaved families do the same. With just 172 households, Samadhigama has 130 soldiers. Kukulewa, the adjoining village, has 160 from 270 households. Socially, says the official, enlistment is the “accepted thing to do”.

Many villages around Sri Lanka are now coping with such post-conflict difficulties. Demobilisation, however, is unlikely to be one of them. Recruitment has in fact increased, ostensibly to get rid of mines and to secure territorial gains.

The defence secretary has promised to keep paying death benefits to army families despite fiscal constraints. With thousands of such households to support—and at least 5,000 permanently disabled veterans to rehabilitate—the government has appealed for donations. There are also private initiatives, including one to buy commode toilets for disabled soldiers who can no longer use squatting pans. But Harsha de Silva, an economist, argues that this piecemeal fund-raising is insufficient. He urges the government to set up a veteran’s administration. those percentages are skewed bcos of the war. after the war we need MUCH less explosives, etc. we need them but in MUCH lesser quantities.
this lowers the cost (than otherwise) and increases the salalry, food, etc. cost percentage.

increase in economic activity comes from other regions also due to LASTING peace.

If we are doing this, we must give Tamil people something in return. We should fast track a trust worthy Tamil person for the premiership. Look what India did, they have put a Sikh in the prime minister role thereby countering the separatism movement.

Totally agree. There are countries that needs socialism. Sri Lanka with its free education system does not need socialism. This puts every one in equal footing. entreprenuership is VERY low in SL. the public sector is VERY large still. the incremental push that is the base of capitalism is not there in most small businesses. they are happy as it is. this is unacceptable.

there are LEFT parties still. the SLFP is said to be a centre-left party. they should progressively move RIGHT-WARDS.

capitalism is about "poor" man's growth plan. "poor" is relative.

One thing we can do to easily to get the full benefit of a 300k army proposed, it to get them to build some of the country's railroads, bridges and expressways. We get security and infrastructure development at the same time.

A few months out of the year, soldiers can help build the roads and railways. This will greatly accelerate the building our transport infrastructure. Plus it will also give the soldiers valuable work experience and knowlege that they can use when they enter the public sector.

Right now one of the main deterrants to economic growth an foriegn investment is our poor transportation infrastructure. To fic this we need to build expressways an railroads to ALL provinces.

If there is one entity that can accelerate the building of this long needed transpotation network, it would be the army.

How you make the payments depends on whether you chose to pay the entire 4-years as a lmp sum, or in monthly amounts from a bank account you maintain in SL. In the lump sum case, you pay Seva Vanitha Authority, and they pay the child. In the latter case, you give instructions to the bank to transfer the funds monthly and you take the responsibility to keep sufficient funds in the account. In this case, Seva Vanitha will provide the child's information, and payment information to you.

main barrier to accelerating agricultural production is not the lack of irrigation facilities but the dilapidation of the existing irrigation infrustucture. things like removing of sedimentation in lake beds can be made possible with some technical expertise and a lot of man power.

Maintaining a large army that safeguards our territorial integrity is much wiser than filling government offices with non productive officers who waste precious time, money, energy & space. The armed forces can provide security to the thousands of potentially productive farmers, fishermen & thousands of other activists who contribute to the economy. the producers will be free to go about their businesses without fears of security. providing that security is all that GOSL has to do. When the tons of produce start adding to the economy, the big investment in a large security force will be more than justified.

When one analyses the way the military operations were carried out almost with clock work precision, it's obvious that MR & company had a master plan for the total wipe out of the LTTE & its leaders. this plan was so effective that it has now stunned the entire world.

This has got to be one of the most difficult wars ever fought. Sri lanka & MR's team were truly alone in an all or nothing scenario with almost everybody breathing down their necks (including our own worthless traitors). But MR & company pulled it off magnificiently.

I am sure MR & his team has another master plan for the economy. all sri lankans believe in MR's capability & trust him now. Only traitors would oppose the large security forces plan offhand.

Compared to the eelam war MR fought & won the economic challenges should be like "cadju kanawa".

No. I gave one example among others (although an important one) to see whether you would disprove it or slip into denial mode like another "defense enthusiast."

This is one of the few examples where I can show statistics to back my point, since it would be difficult if not impossible to quantify other discrimination in Sri Lanka (for example, how police operations target Tamils, even though it has been proven that the LTTE has used Sinhala agents for terrorism in the south).

The statistics also show that Tamil-speakers are heavily underrepresented in the SL govt. civil service- *demonstrating that they probably have less access to public employment than their Sinhala-speaking counterparts*. What is your take on that?

In 1972 we passed standardization on the argument that the Sinhalese were underrepresented in universities and the public sector. Now that the Tamil-speakers are underrepresented, wouldn't it be fair to implement a similar program on their behalf???

You could use your brain too and take another look. The graphic chart lists the year 2002 (provisionial).

If these stats are wrong, then you can show more recent information to disprove these numbers.

In addition, I would like to add that, in order to equal the size of the standing army of the Kandyan King per population base, you would need >500 000 strong army (Kandyan King raised 16 000 from a popn of 500 000 this info from Michael Roberts)
16/500 X 20 000 000 = 640, 000

So again he's trying to cook figures. The Kandyan King was only trying to defend land and not a Sea-Scape which is 20 times the land area.

There is a lot of work to be done in consolidating the defence of Mother Lanka. The navy would probably need to be as strong as the Army but with a huge flotilla of small boats supporting larger ships.

BTW, in the ancient times the huge network of irrigation canals and tanks could not have maintained without State Sponsorship. The same guys who provided services maintaining tanks would have taken up arms in the event of an invasion. We know that very well through folklore as well as accounts of historians. Lord of God may say that this is BS. Let us imagine that it is.

Well we can always make it true in the Varthamanaya. The fact that the Engineering Brigades of the Army is going to utilised in Rebuilding has already been mentioned. Combine that with career pathways for other soldiers through the Defence Academy/University, and defence funded scholarships for University Entrance graduates, will ensure a defence conscious country for the forseeable future.

One thing I agree about though. Every Sinhala should learn Tamil. There is much intelligence work to be done in the coming decades.

I think you have well articulated the facts right except when stating UN figures: UN had said 6,000 as an estimate of the civilian toll and the later claim of 20,000 was derived based on the assumption that 1,000 civilians died a day since htey claimed 6,000. So we can't say the figures came "overnight".

Also it was not UN that releasesd these figures and UN said these figures are not verified. Final stand of UN is "true figures will never be known".

I thought misintepreteation of this will lead a moderate reader to assume everything in this article are mere manipulation, when that is not the case.

I strongly think (and hope) UN can only shout in this issue. They have already screwed the peace process by painting Sri Lanka government as evil.

International community that opposed government's military movement contributed to this large number of deaths diretly by putting unnecesssary pressure on SL government that was already under pressure due to bad economy and war. Had those western governments assissted and coloborated with SL thousands of lives woulud have been saved...

It is ridiculous those same governments now come to advice SL.

There are some great comments here, but unfortunately they get hidden very quickly under a lot of garbage. Also it is very difficult to know who is writing what, etc.

All this can be easily corrected with the right software.

Hopefully there are geeks here who can suggest better formats. Although not perfect, something like what they have at Lanka Academic will create continuity, and I am sure there are much better formats.

Looks like we want people like you even more so now than during the war to lead us to the true peace in Sri Lanka.

WHY DO WE NEED A FORMIDABLE ARMED FORCE

Introduction:


In the immediate aftermath of comprehensive defeat of LTTE by armed forces of Sri Lanka (SLDF), there is a debate starting about the future of SLDF. Some parties are trying hard to discredit the current plan to expand and improve SLDF. While it is quite clear that these parties have ulterior motives in seeing weak SLDF, it is necessary to carefully examine the need to expand and maintain a formidable SLDF.


Threat Factors:


Extraordinary keenness of certain elements to assume that everything is fine after defeat of LTTE and therefore, we can just rest on our laurels after dismantling SLDF is where we shall start from. In late 1960s, an Air Force signal officer ran it to an accident and that caused a permanently deformed leg. The soldier walked in to the then defence minister J.R. Jayawardena’s office asking to retain him in the air force. Wise enough, J.R.J has told him that there is no need for SLAF (RAF) to retain him since there is no war coming in a foreseeable future. A few years later, we got caught off guard against JVP and various forms of Eelamists. Near sighted views of our political and military leadership cost us several hundreds of thousands of lives in the conflicts that ensued. Not just life, it cost the progress of our society too. In a nation of simmering ethnic tension and in a world of dwindling resources, a small nation like us can get caught off guard again in another conflict, perhaps an international conflict. Let’s briefly examine internal threats against sovereignty of Sri Lanka, first.

Separatists Threats:


While I acknowledge the need to politically address perceived political grievances, it is downright naïve to expect a total dissipation of the Eelam project any time soon, specially of a threat that existed over two and half millennia. In addition, we had some other elements asking for non-contiguous political units for some minorities. As a nation, the majority in SL is not willing to break the country into pieces at all against the demands of above noted elements. How are these elements going to achieve their goal? Sri Lankan constitution does not allow challenging the territorial integrity and the majority's will not allow anybody to change the territorial integrity sections of the constitution. Given these conflicting interests, there is no question that still there are internal threats against territorial integrity of Sri Lanka.


External Threats:


Even though we saw enough externals threats against Sri Lanka in past decades, it is worthwhile to revisit them. While we are beyond the point of defending socialism against capitalistic forces, there was a common perception in the third world that the imperial powers assassinate left leaning leaders around the world. Assassination of S.W.R.D. Bandaranayake can be given as a suspected case of external threats against sovereignty of Sri Lanka. Then came North Korea suspected to be supporting JVP in their armed insurgency. Afterwards, in the early Eelam wars, we saw Indian involvement in indirectly threatening the sovereignty of Sri Lanka by training Tamil militants including LTTE. In July 1987, the Indian threat peaked and Rajiv Gandhi brought in Indian armed forces to help LTTE. Towards the end of Eelam War IV, we saw naked aggression by former European imperialists and their offshoots against Sri Lanka. Some of these former powers and current world powers threatened the President of Sri Lanka with bogus war crime charges. Some even ganged up against Sri Lanka in UN human Rights Council. Other than their desire to maintain the “meddlers of the world” status, exact reasoning for such overt meddling is not clear at this point of time. Some people believe that we are caught in a sort of a cold war between world powers to control shipping lanes running by Sri Lanka. Some believe that these meddlers are trying to destabilize India. Regardless of reasons, western nations including USA, UK, France, and Norway acted at their will against sovereignty of Sri Lanka and democratic will of its people.

I think if you are not giving them(Seva vanitha) lump sum you will have to remit to the family monthly. In our case we gave money from a surrendered insurance policy as lump sum, they will remit it to the scholars monthly. We were given the info of the three kids we sponsered and we contacted them by phone. The money we gave was enough for the three kids for thier entire school life.

I think some one has to look into facilitate these donations for those who live out side SL with ease.(something like credit card through Pay pal account)It is like 10$ per month per child, which many can efford and will mean a lot to the child.

Potential External Threats:


The rise and fall of Prabakaran and LTTE and assassination of Rajiv Gandhi by LTTE are a few things we all are very familiar with. In the current status, it is unlikely that LTTE or Eelam project get a foothold again in India of the present form. While we pray that it will never happen, we need to understand the things that can go wrong if India fragments and Tamilnadu becomes an independent political entity. All of a sudden, we have a potential invader just 26 miles away from Sri Lanka. Event though, an independent Tamilnadu is not nearly as powerful as present day India, we will have a hard time containing this potential threat if we are not already prepared to face this threat. It is always nice to have a better relationship with Tamilnadu. Also it always wise to have us prepared to face this threat.

What will happen if we see a radical change in Indian’s attitude towards us and the try to pull another 1987. Most certainly India cannot bring in their total military force down to Sri Lanka without substantially exposing Pakistani and Chinese borders, yet they can bring in a large military force. Even though another Indian invasion is a less likely scenario, we have to be cognizant about such possibilities.

Rouge nations like UK and France can threaten incursions in to Sri Lanka under the pretext of bogus war crimes or any other reason they wish to cook up. In fact, UK almost did it with the help of France to save Prabakaran in May 2009. If it will be found that our extended maritime zone has some valuable natural resources, these countries can come up with all possible reasons to threaten us with military action. A good and living example for this type of work is evident in US invasion of Iraq for nonexistent WMDs. They may just threaten us to submission, let alone real military action, if we are not prepared.


Threat Deterrence and Formidable Armed Force:


We need to change our nations mind set of being meek and unprepared to strong and prepared if we want to meet with threats to our sovereignty. Our leaders and people should have the confidence that we can successfully fend off such threats. The best way to face a threat is to deter a threat. At minimum, we should create a perception of ability to deter such threats, and that is where we need a formidable SLDF. It seems that our defence planners are already on to this task.

Now that is a great point, but not given enough attention.

Believing that foreign pressure can save LTTE leadership may actually be the true reason for LTTE's suicidal last stand.

Foreign interventions have never solved problems created by extremists, they only have extended the collective agony.
