A cautionary note on the present situation re Gen Fonseka. Our task was to allow things to settle down on their own which has worked. However, recent developments led particularly by a section of the diaspora Sinhalese is a cause of concern for DefenceWire.
DefenceWire team's stance up to now has been to avoid commenting on this dispute knowing fully well the capacity of both the present government and SF to come to a compromise on:
1. The direction the Sri Lankan Military will take
2. The direction General Fonseka would have to go
These may not be the most ideal directions for either, yet they are ones that are at best described as realistic and unavoidable.
There are many moves by politically motivated Sri Lankans, including Sinhala groups and also non Sinhala Sri Lankan groups to exploit a disagreement that has unnecessarily spilled over into the public's eye due to politics in the military and a very small section of the military in politics.
These groups, particularly those civilians involved who are not insiders or have little inside information can or will not understand the discipline of a professional soldier to take what he wants and to relinquish duty when required sans insubordination.
A professional soldier is not Dutugemunu. The Sri Lanka Army/Military is a modern Army/Military positioned within a democratic society. The professional soldiers serving in it will know when to let go. By asking them to perform a larger role based solely on selfish motives of individuals in the periphery, they may destroy that soldier and even themselves and their reputation.
The Sri Lankan Military and its leaders are now hailed the world over for their victorious feat. Their role in bringing peace to the country through military means will be remembered for decades to come as the ultimate example of a trained military executing its sacred task flawlessly from start to finish. But remember this, dear readers, military action is a means of achieving the end and the end is always political.
DefenceWire, as an impartial site whose work you have witnessed for over 3 years now wish to appeal to our readers to refrain from joining or supporting either 'camps' and to allow the professional soldier and professional politicians to resolve potentially resolvable issues mentioned above.

Very interesting stuff. I wonder how Tamilnet got hold of some the studies.
Apart from the strategic considerations, the institutional linkages mentioned are quite interesting. There have been some very close institutional linkages between certain SL institutions and western institutions for some time. I assume these will continue despite the public posture adopted by the USA and the west. On the other hand, these linkages coud be a source of instability if outside powers want to destabalize the country.
While India seems to be working in unison with US in certain areas they do diverage on other matters. It seems that what they have in common is their fear of China.
India was very much against western efforts to rescue Prabhakaran and company, and also against western attempts to punish Sri Lanka on human rights.
On the issue of US aspirations for base rights, given India's self-appointed role as defender of its backyard, which includes Sri Lanka, I can't see how India will agree to such a thing.
In addition to the listening stations in Madagascar and Mauritius, India has 10,000 troops stationed in Tajikistan, and a growing presence in Afghanistan. An Indian military entity, the Border Roads Organizations, which does road construction and infrastucture development, is building roads in that country.
As you have indicated, at the core of many regional conflicts are economic considerations. India's Central Asian and Afghan presence is probably tied to oil and gas needs.

New LTTE leadership’s grand idea of a Transnational Eelam Government suffered an inglorious defeat when 90 percent of the Tamil diaspora showed its contempt by abstaining from voting for the transnational government.
The LTTE leader Nediyavan, who succeeded K P as head of the terrorist outfit suffered a humiliating setback when Tamils in Norway rejected his leadership on Sunday.
Norway based LTTE leader decided to hold the first phase of Eelam Transnational election in Norway itself with the strategy of obtaining a resounding victory to force the sympathetic Oslo regime to recognize the Transnational Eelam Government. But only 2667 Tamils out of a total of 27,000 Tamils in Norwayexercised their franchise.
Furthermore those who voted also decided not to elect a LTTE candidate and Vijaya Shankar, a South Indian Tamil from Chennai topped the list with 1864 votes.
As the Norwegian media and bureaucracy accepted the verdict of Tamil dispora’s outright rejection of the LTTE, infuriated LTTE website Tamilnet launched a frontal attack on the Norwegian Government. It said that Norway is now trying to mend fences with the Sri Lankan government.
“Norway is up to appease Colombo as the Tamil Tigers are out of the picture and the only way to do this is abetting Colombo’s discrimination of Tamils in the line of Iran, Burma and China, writes Professor Øivind Fuglerud of the University of Oslo adding that a revealing cue comes from Norway insensitively sponsoring a Buddhist organisation to conduct a music festival on 27th November in Galle, timed to humiliate Tamils on the Heroes’ Day,” Tamilnet said.
The website added that Norwaysat silently like a mouse in the final phase of the war. Now its ‘humanitarian’ aid helps the internment camps of captivity and death. In future Norway’s aid may be integral to Colombo’s military complex cum Buddhist temple infrastructure to dominate Tamil areas.

The LTTE website accused Norwayof being “totally absent in the international news-picture when it comes to the opinion on the situation in Sri Lanka today.”

A group of UNP front-liners have planned to pressurise the newly formed United National Front (UNF) leadership to field UNP Leader Ranil Wickremesinghe as the common Presidential candidate after making arrangements for General Sarath Fonseka also to contest on the ticket of another party, UNP sources revealed.
The main reason for this surprise move, according to these sources is the belief that it would be easier to defeat President Mahinda Rajapaksa by splitting the Sinhala vote in a three-cornered fight rather than in a straight contest. This new move is on the assumption that the Presidential poll will be held in January next year as widely expected, they added.
The UNP pressure group is looking into the possibility whether the UNF could field two candidates. “If there are legal snags in the way of fielding two candidates under the same party banner, we may have to field General Fonseka under the symbol of another party,” they said.
The UNP pressure group advocating the idea of fielding both Wickremesinghe and General Fonseka as opposition candidates will first seek the approval of the party’s Working Committee for the proposal.
Another reason for the new move is the apprehension that has gained ground among the senior UNP members that General Fonseka could continue in office regardless of his obligations to sponsors in the event of his being elected, leaving all the opposition parties in the lurch, another senior UNP member said.
“Coming down to brass tacks, it is quite obvious that General Fonseka will not be able to muster the vital Tamil and Muslim votes particularly in the North and East. But, Ranil can. He is also assured of the stable UNP vote base. He can easily win if General Fonseka is also in the running, because he can split the Sinhala Buddhist vote,” he explained.

- Still there is a big chance of Mr getting 50%. In last month SF has lost dignity a lot. Today I heard ppl joking about his 48 hour deadline for decision. Hes sadly becoming a joker.
- And a third candidate would always become a joker anyway. It is so clear what his plot is. And so much certain for defeat. The fact that he looses for sure, makes him non-attractive.
- Ranil factor. Usually Ranil hates intelligent decisions, especially coming thru UNP. He may very likely bust this idea.
- Ranil busters. Ppl like SB etc would not like this as it gives more strength for Ranil. SB may like to contest on his own. There is a huge lot of UNP who wanna see Ranil crushed by MR and hence retiring.
- If SFcontests JVP is likely to support him. That will take away lots of conservative votes from SF. t will be worst if JVP takes over teh campaign. Ppl hate JVP posters now. They are also bundled as jokers.
- All in all the third candidate won't surpass 10% I guess. I first thought of a 15% but now seeing the bad end which SF took, it shows that even 10% is a big target. If SF genuinely started via his own party that is diff. Now everyone knows that he's a pawn of RW. I think 55+% - 35+% - 10-%
would be a good prediction for MR-RW-SF.
That is if RW can see the better suggestion of his pals. Most likely thing is taht he'd not see it.

I never took a side. I only reported the common perception felt among ppl. I did not say whether I agree with them or not.
Ppl I associate are a subset in society, so in theory they do not represent all. But they are compiled by a good mixture and can always be regarded as a good sample. This sample was heartily connected with SF respectfully two months ago, and right now see him as a joker. I reported just that change.
For my case, yes, I'm waiting to see the future plans laid out by general. A genuine third force is always welcome. But a cat's paw for UNA is always not. In the same grounds GE is a good place for a start, whereas PE is always not a wise choice.

Let look at the possibilities of Ranil getting elected in the last PE. If LTTE did not prevent people participating, what fraction of those voters could have voted for RW or MR is an unknown. Lack of participation in the recent Jaffna municipal elections is a good reflection of what could have happened. Outcome could have been the same or it could have been different. If it was different, you could be flying to Iranamadu Airport in Tamil Peelam now for sure. Fortunately for me, out come was in my favor that we elected a lion from the south to run the country, not a clueless wimp.
The real question you have to ask LTTE (if there is anybody who can answer is alive) is why LTTE boycotted the PE. Did Vihilupundey think that MR is a weak president so that LTTE can get what ever they want through the easy route? If the Government politicizes the army then Sri Lanka as a country is finished. We are destined to become another Pakistan or Bangladesh. To date there is not an iota of evidence to suggest that the patriotic servicemen who gave their life and limb have done anything illegal or are contemplating anything illegal or will obey an illegal order to undermine civilian constitutional authority.
If the government deploys or redeploys units on the basis of their perceived loyalty or if the government re-assigns officers on the basis of their perceived political loyalties then the professional army that has taken 30years to build under the stewardship of various military leaders is finished. We will be heading towards a Bandastan as Peter derogaticaly refers to Sri Lanka. The notion of a meritocracy based on individual competence and a system based on political loyalty are not compatible.
I sincerely hope that we will not see this day in our beloved country.

e.g. it was well known JCP, algama, etc. were UNPs
e.g. also kobbekaduwa, gota, harry g were known SLFPs
2. all govt.s appoint their best ideolocal match as 3 forces chiefs.

3. politico-military groups are an essential part of SL defence.
e.g. EPDP, TMVP
but govt will not allow doing politics within the SLDFs. if at all, it will be the opposition that will do it.
to make things worse, UNP and SLFP for a long time had OPPOSITTE views about national security. this makes it impossible to seperate politics from defence.
what is needed is to stop politicing within SLDFs.

Very interesting article by Gen Lalin Fernando in the Asian Tribune. He has a very witty writing style.
The Suba mentioned in the article by General Fernando is Davinda Subasinghe, one of Ranil Wickremasinghe's first cousins. Suba was the former SL Ambassador in Washington. The 40 year old ex-Coast Guard cutter that was heading to a scarp yard was bought during his tenure. It cost the GOSL in excess of US$100 million to refurbish it. It looks like Suba may have been involved in instigating the Homeland Security drama. Suba's prior job was in the World Bank as a Project Officer. He was forced to leave that job because of financial improprieties. Since leaving his diplomatic post, he has been actively undermining Sri Lanka.
This is the first time I have seen Gen Fernando coming out so strongly against Gen Fonseka's political ambitions.
I have a gut feeling that General Fonseka will not go forward with his political ambitions. Gen Fernando says that these ambitions were born because SF is a fighter who cant't refuse a fight, and that SF will teach them (KUNA) a lesson or two.

The professionalism of the army is the result of major restructuring that took place over the last three decades with the most significant changes taking place in the last three years.
Favouritism and politicization are not necessarily the same things. You can favour certain individuals but not have a political basis for doing so like Gen SF did with picking junior officers over seniors for certain tasks.
Lt. Col. Gotabhaya Rajapakse was made the Commanding Offcier of Gemunu Watch during the regime of JRJ while his brother was a sitting SLFP member of Parliament.
Gen Kobbekaduwa served under JRJ and Premadasa without any hindrance. Yes he was not made the Army Commander.
Yes Janaka Perera did not become the Army Commander probably because of his UNP leanings but he retired as the Army Chief of Staff.
Roshan Gunatelleke's father Harry was made SLAF Commander by JRJ.
Algama did not get the top post because of some infighting between him and Gen Wanasinghe. At least that's what he claimed.
In all of these situations people who got the top posts may have had a slight edge because of their perceived political leanings or some personality factor but no one below was victimized or thrown out, and there was no suspicion cast on individuals or units that they were either pro-government or anti-government and that they were plotting to take over the country.

This is not exactly what he has in mind. He wants to keep room for him to contest. He is willing to take it, and do not like someone else being the prime candidate. He cheats himself by saying this. Same sources reported many times that SF was decided to be the CC. But again RW nullifies it as his mind tells him not to let SF contest.
And MR is playing a great game with all. He knows that longer he waits there will be more conflicts among opposition ranks. More he allows them to make media releases, more jokes there will be, and more ppl will deviate from them. And of course he can wait another 2 yrs if he wants.
I think MR shud not go for PE right now. He shud do so in 2 yrs. And in case he chooses PE, he shud wait till last moment to announce with with minimum required time frame.
As history has proven, UNA+JVP+SF will not be together for another month at most.

If my mem was right, it was a trip to China. It was a routine trip, as it looked.
The only bad thing about these kinda investigations is that, if they start washing each other's dirty clothes in public, nation will be in shame. It is always good to keep a safe seal on the joint war issues of MR/GR/SF all together, unless there is an outstanding misconduct needing to be investigated so badly.

I was of the same openion banking on two observations,
1. I can not recall SF clearly declaring that he would be join the UNA. Nor his worlds or actions ever implying he is prepared to work under influenece of some one. He and only him would be the leader. His resignation was taken out of context by both media and bancrupt oposition scum (in Sams words - Jathiye Pahara Ballo. Why would SF ever join them.)
2. All he saying is he would never let country to be taken on a wrong track and he intends to serve the country and people. I re-iterate all he said so far never indicated he is prepared to serve for or under any one. He is two proud and arrogant for that.
OF COURSE UNLESS HE IS DESPERATELY CORNERED OR FRAMED.
I think he wants his own party and a long career in politics. To build that one aiming not this term but next term.

Is it because he feels slighted. That fact alone can't be the basis for a sustained political campaign. If people ask him why is he running he can't possibly say that its because he is upset with President MR or that he wants to clean up corruption. High level corruption is a non-issue for voters.
I don't think he has made up his mind yet.
Even if he decides to run, how will he conduct a political campaign ?
He does not have a platform/ideology, a dedicated constituency, money, election workers, or a political organization. To build up all of these will take years.
Of course for someone who built up one of the world's most succesful military organizations, he certainly has the capability to set-up the political machinery.
