A cautionary note on the present situation re Gen Fonseka. Our task was to allow things to settle down on their own which has worked. However, recent developments led particularly by a section of the diaspora Sinhalese is a cause of concern for DefenceWire.
DefenceWire team's stance up to now has been to avoid commenting on this dispute knowing fully well the capacity of both the present government and SF to come to a compromise on:
1. The direction the Sri Lankan Military will take
2. The direction General Fonseka would have to go
These may not be the most ideal directions for either, yet they are ones that are at best described as realistic and unavoidable.
There are many moves by politically motivated Sri Lankans, including Sinhala groups and also non Sinhala Sri Lankan groups to exploit a disagreement that has unnecessarily spilled over into the public's eye due to politics in the military and a very small section of the military in politics.
These groups, particularly those civilians involved who are not insiders or have little inside information can or will not understand the discipline of a professional soldier to take what he wants and to relinquish duty when required sans insubordination.
A professional soldier is not Dutugemunu. The Sri Lanka Army/Military is a modern Army/Military positioned within a democratic society. The professional soldiers serving in it will know when to let go. By asking them to perform a larger role based solely on selfish motives of individuals in the periphery, they may destroy that soldier and even themselves and their reputation.
The Sri Lankan Military and its leaders are now hailed the world over for their victorious feat. Their role in bringing peace to the country through military means will be remembered for decades to come as the ultimate example of a trained military executing its sacred task flawlessly from start to finish. But remember this, dear readers, military action is a means of achieving the end and the end is always political.
DefenceWire, as an impartial site whose work you have witnessed for over 3 years now wish to appeal to our readers to refrain from joining or supporting either 'camps' and to allow the professional soldier and professional politicians to resolve potentially resolvable issues mentioned above.

Why can't government put 50 million dollars for something like that instead of 500 million for coal power plant?

Last time I looked around, still I was in Sri Lanka. Let me tell you one thing, if it was not for President Rajapakse, Secretary Rajapakse, General Fonseka, Admiral Karannagoda, Air Marshall Goonathilake and all other soldiers, we are still talking how I went home in the bus last evening without getting caught in a bus bomb. If it was not for them, I am still planning to take a different bus than my wife so that one of us will survive to take care of our kids in the case of one get caught in a terrorist bomb. Most significantly, my grand children will be talking about helping people in border villages in Anuradhapura to fend off LTTE incursions. If we had Ranil Wickramadonkey in power, then right now I will be talking about how Tamil Eelam declined to issue a visa for me to go to Trinco.

It is reported that all constituent parties of the United National Alliance (UNA), SLMC. The SLFP (M), Tamil National Alliance and DPF, as well as the other minority parties have given their full consent to appoint Gen. Sarath Fonseka as the common candidate of the Opposition for the Presidential election.
At the discussions held among these parties this week this decision has been confirmed. The M.P. of the TNA who took part in the discussion has said Faults have occurred, ‘but let us forgive and forget'. We have no issues now.
According to news reaching the Lanka e news, at the Executive committee meeting of the UNP on the 3rd, UNP Leader Ranil Wickremesinghe had stated that he is having discussions with the JVP and the TNA. On the 4th, Mr. Wickremesinghe has gone and seated himself with the JVP frontliners, Anura Kumara Dissanayake and Vijitha Herath in the Parlaimentary lobby. The leader of the SLMC, Rauff Hakeem and SLFP (M) leader Mangala Samaraweera had also then joined them. As there was a crowd of MPs, they have gone to a corner of the lobby and started the discussion. Mr. Wickremesinghe who invited the JVP to join the UN alliance, explained that it is the UNA’s decision to abolish the Executive Presidency, appoint an Executive Prime Minister and a Deputy Executive Prime Minister, whittle down the Cabinet of Ministers, and amend the constitution. At this juncture, Anura Kumara Dissanayake questioned who will be the common candidate? Mr. Wickremesinghe without giving a direct answer has been silent. Rauff Hakeem, at that point has declared that a candidate who can win shall be nominated.
Dissanayake has at once stated directly the name of Sarath fonseka. Hakeem has endorsed this and added that they are also expecting him to be the common candidate. When Mangala Samaraweera too had stated that he is also identifying himself with that view, Mr. Wickremesinghe has then said, ‘if all want it that way, I am also for it’. When the discussion was ending, Mr. Wickremesinghe has left the discussion and gone to give a call to the Ex UNP Chairman Malik Samarawickrema. The former has enlightened Malik on what was discussed in the lobby.
That same evening, another discussion was held at Mr. Wickremesinghe’s Home. Those who participated at the discussion were Sudath Chandrasekera, Malik Samarawickrema, Lalith Fernando, Sagala Ratnayake and five very close friends of Mr. Wickremesinghe. They have had a secret discussion after offing all their cell phones. According to the information reaching us, the discussion had centered on how to eliminate Sarath Fonseka as a common candidate.
At the discussion, Malik Samarawickrema had criticized Mangala Samaraweera. ‘In vain you got caught to Mangala. Mangala did the same thing to Chandrika too. By telling Chandrika that he will make her the lifetime leader of the party, he asked her to give over the Presidential candidature to Mahinda. Mangala before doing this to you did the same thing to Chandrika.’ Malik pointed out.
Meanwhile, Malik Samarawickrema is seeking to meet the President in the next two or three days. Perhaps, the purpose is to talk about Sarath Fonseka.

Minister says the government is implementing a new action plan
The Sri Lankan government has admitted that it has room for improvement on its human rights record.
The admission comes two weeks after two foreign reports, by the European Commission and the US State Department, subjected it to strong criticism in the rights field.
Both before and since its victory in the civil war last May, the Sri Lankan government has been defensive on human rights matters.
A few weeks ago, as it was preventing European Union rights researchers from entering the country, one minister said Sri Lanka had “no human rights issues”.
Action plan
But now the human rights minister, Mahinda Samarasinghe, has been unusually candid in admitting that the government wants to “get to a better position” on rights.
He named several areas which he says they’re investigating in drawing up an action plan.
"Whether it be torture, whether it be an issue on disappearances, an issue on extrajudicial killings, promotion and protection of women and children – there is a whole variety of issues we are addressing in this National Action Plan," Minister Samarasinghe said.
His remarks appear to be a response to last month’s strongly worded report on rights in Sri Lanka by the European Commission.
It said that unlawful killings by the police, soldiers and pro-government paramilitaries were a major problem; so too were torture and disappearances.
It also said the police were unwilling or unable to investigate violations.
The commission report said existing emergency regulations – which have just been renewed for another month – enabled arbitrary detentions not subject to effective review.
The foreign ministry has now delivered a formal response to the European report but it has not been made public.
The European Union is still deciding whether to suspend a trade privilege Sri Lanka currently enjoys, as a result of its findings.
Rajapaksa appoints panel to look into US report
Colombo, Nov 6 (PTI) Sri Lankan President Mahinda Rajapaksa today appointed a five-member high-level committee to look into a US Congress report that alleged human rights violations by both the Army and LTTE during the last phase of the 30-year-old civil war.
The committee would be headed by legal expert D S Wijesinghe, Minister for Disaster Management and Human Rights Mahinda Samarasinghe told reporters here.
Rajapaksa had last week said that he would appoint an independent committee to comprehensively examine and provide recommendations on the report.
The report, submitted by the US State Department to the Congress, had charged that both the government and the now vanquished LTTE "serious" human rights violations in the final months of the conflict.
The 68-page report prepared by the War Crimes Office lists 170 human rights violations between May 2 and 18.

A visiting Sri Lankan official says that empowerment of Tamils will be a priority for President Mahinda Rajapakse’s government as it seeks to correct some historical wrongs such as discrimination of the Tamils on the basis of ethnicity or language in education and employment sectors.
"We think we have dealt with LTTE and got rid of terrorism [but] clearly there is need for full integration of Tamil citizens in body politic," Rajiva Wijesinha, secretary of ministry of disaster management and human rights of the government of Sri Lanka, said here on Thursday.
According to him, empowerment should mean holding out the hope that the Tamils can aspire to become not only "chief minister" of a province but the "equivalent of" Prime Minister Manmohan Singh and Union minister of home affairs Chidambaram in India.
Delving into the past, Mr Wijesinha said that an articulate section of the Tamil community "understandably" reacted in the manner it did at the discrimination meted out to them.
Until recently, Mr Wijesinha headed the Secretariat for Coordinating the Peace Process (SCOPP) in Sri Lanka. He visited New Delhi for a meeting of Saarc Disaster Management Centre. He said that development of infrastructure such as schools, vocational institutions and telecom connectivity in Tamil-majority areas and strengthening of local and provincial governments is required.
He iterated that devolution of powers can be considered but Colombo has a problem with federalism.
"Kosovo is a lesson for all of us," he said, explaining how a smaller country can be subjected to "splitting". Kosovo declared independence from Serbia in 2008.
He suggested that the India-Lanka Accord of 1987 should be revisited because the provincial system of administration has not evolved in the manner predicted at that time.
"The Accord should have helped to resolve [problems] but did not due to intransigence of LTTE," he added

Pros and Cons of Sarath Fonseka becoming a Common Candidate
Sarath Fonseka was a victim of the LTTE and had all the reasons to pursue the Tigers to their detriment. He was also put in a difficult situation when Defence Secretary outsmarted him several times and undermined his authority to give field commands.
These are said to be basic generalised savour grapes that pushed the General to the wall.
Now that it is becoming clear that Sarath Fonseka will be the common candidate for the opposition, will he reach the cross section of the Sri Lankan divide and portray himself as a national leader. Will he say what the President will not say publicly that the way forward for Sri Lanka is greater devolution of powers to the people, abolition of the Presidential system of governance, accountability and good governance to thwart the corrupt practices followed for decades.
He is the man to reach the common man of Sri Lanka. If he misses this in his mission to clearly articulate himself as a prospective national leader, his efforts become the President will be another tragedy Sri Lanka will encounter. He must reach the Sinhala people and clearly articulate the need to deal with the minority issues in a sensible political way. He must also reach the Tamil and Muslim population and tell them what he proposes to do to arrest the long standing crisis facing them.

- Any famous person will grab hold their top candidate role if offered. That is with the view that their candidate is such a great thing that everyone ion the world is craving for. Leave aside SF, they first got rejected by the low life called Upul Shantha during sabaragamuva election.
- Supporting Muthuhettiigama will bring more votes, notably SLFP ones.
- Creating ahype is always in their advantage, even when the hype is baseless. For an ex, Muthu case adn SF/common candidate case are hypes created. I think it should be proper for MR of GR to explain by a statement as to why SF’s security is scaled down, that would stop all this wild speculation. There must be a valid reason; perhaps the new level of security now offered is appropriate. I would advise the govt. to restore it to former level as an exception as SF was involved in equally in an exceptional type of operations to deal with the most ruthless terrorist leader. He is in a exceptional situation because there are well established democracies that are harbouring and supporting the terror supporting Diaspora, that seems to be going after their unlimited funds and votes.
It would be proper for gosl to limit personal of the type of SF travelling to these countries for a year or two as it would be difficult for well meaning people to keep on defending their positions because the tiger and Diaspora lobby is still formidable in those countries.
It would be helpful to our image abroad if the govt stop persons who seem to be violating the sacred institutions that are dear to these countries like media, transparent and violence free elections, processing/resettling the IDP ASAP.

(COLOMBO) - A top French envoy Saturday asked Sri Lanka to end its state of emergency and probe war crimes ahead of a key European Union ruling on trade concessions to the troubled island. Ambassador for Human Rights, Francois Zimeray, said he hoped Colombo will signal the ending of its war with Tamil rebels in May by withdrawing emergency laws which allowed the detention of suspects for long periods without trial.
Looks like frogs are picking up where the tommies and samon-eaters left off.
All indications point to that the GOSL will stand ground and will will tell these white gooks where to get off (like how it did to Milliband and Kouchner during the last days of the Fat Oily Pig) and as a result will likely see a suspension of the GSP+ but if that happens, there will be severe repercussions for the very "Tamil racist interests" that these biased buggers are now coming to bat for!

According to the five leading journalists’ organizations in Sri Lanka, including IFJ affiliates the Free Media Movement (FMM), the Sri Lankan Working Journalists Association (SLWJA), the Federation of Media Employees Trade Union (FMETU) as well as the Sri Lanka Muslim Media Forum (SLMMF) and the Sri Lanka Tamil Media Alliance (SLTMA), Fonseka reportedly advised Lankadeepa staff journalist Indika Ramanayake that he would refuse to cooperate with the newspaper if two regular defence columns continued to be published.
Referring to a defence analysis by Duminda Sanjeewa in the Sunday Lankadeepa, and the Sinhala translation of a security situation column by defence writer Iqbal Athas, associate editor of the Sunday Times, Fonseka made the threat when Ramanayake contacted him to obtain defence-related information on August 5.
The five media organisations called Fonseka’s action as an “indirect intimidation aimed at media censorship,” the FMM reports.
On January 2 in an interview published in the state-controlled Sinhala daily Dinamina, Fonseka incited anti-media hate speech after labeling some sections of the media as “traitors” and the only obstacle hampering the military’s fight to defeat the Liberation Tigers of Tamil Eelam (LTTE).
In the July 20 edition of the Sunday Observer newspaper and the Sinhala-language weekly Lakbima, Fonseka was reported as voicing antagonism towards defence reporters in Sri Lanka, suggesting a “blame the victim” attitude in relation to the spike of violence against journalists in 2008.
With reference to the abduction and overnight torture of defence correspondent Keith Noyahr in May 2008, General Fonseka is quoted as saying that if the journalist “has not done anything wrong”, then “he does not have to live in fear”.
“It is deplorable that high ranking Sri Lankan officials like Fonseka find it appropriate to use their positions to attempt to change editorial policy to shape the messages the media sends out,” the IFJ Asia-Pacific said.
“These threats simply undermine free and independent journalism at a time when the people of Sri Lanka desperately need it.”
The IFJ joins the FMM, SLWJA, FMETU, SLMMA and SLTMA in once again calling on the government to ensure the cessation of violence and intimidation against the media.

එහෙත් අර්බුදය මුළුමනින්ම පහව ගොස් නැත. අප කලින් කියා ඇති පරිදි දෙමළ ජාතිවාදය හා බෙදුම්වාදය තවමත් ක්රි යාත්මක වෙයි. විශේෂයෙන්ම බටහිර රටවල සිටින විසිරුණු දෙමළ ජනයා එහිදී බටහිරයන් විසින් යොදා ගැනෙති. අද ඇතැම් පඬියන් (ප්රුභාකරන් පැරැදවීමට නොහැකි යෑයි එදා කීවෝ ද ඔවුහුමය.) ඊනියා නැවත සංවිධානයවීම් (රීග්රෑ්පින්) යෑයි කියන්නේ අප එදා ද කී මේ ප්ර වණතාවටය. ජනාධිපතිතුමා ද සරත් ෆොන්සේකා මහතා ද දෙමළ ජාතිවාදයේ හා බෙදුම්වාදයේ ක්රිායාකාරීත්වය ගැන දනිති. අපට දෙමළ ත්රරස්තවාදය පරාජය කළ හැකි වූයේ පළමුව ජනාධිපතිතුමාගේ දේශපාලන නායකත්වය. දෙවනුව ආරක්ෂ ක ලේකම්තුමාගේ අප්රතතිහත ධෛර්යය හා අධිෂ්ඨානය හා තුන්වැනුව එවකට හමුදාපතිව සිටි සරත් ෆොන්සේකා මහතාගේ හමුදා මෙහෙයවීම් හා හතර වැනුම රණවිරුවන්ගේ කැපකිරීම් හේකුකොටගෙනය. අද ඇ. එ. ජනපදයේ උපක්රමමය වැරැදී ගියේ ජනාධිපතිතුමා, ආරක්ෂගක ලේකම්තුමා හා සරත් ෆොන්සේකා මහතා එක්ව ක්රිරයාකිරීම නිසාය. මතුවටද එක්ව ක්රිියාකිරීම අවශ්යර වෙයි. ඒ අතර බටහිර ආධිපත්යගයට එරෙහිව ප්රතබල ජාත්යපන්තර සංවිධානයක් ගොඩනැඟීම ද කළ යුතු වෙයි. මහින්ද රාජපක්ෂ් මහතාට එහි දී විශේෂ කාර්යභාරයක් ඉටුකළ හැකිය.

Many patriots expected after the war victory MR to rule two terms and after that GR/SF to rule coming decades and UNP to become another WK party. This is extreme fantasy which is analogus to our enemy had. One party getting 95% votes and be in power for decades is impossible in a democratic socaity of normal human beings.
This is assuming SF is not happy with MR/GR and willing to do politics with UNP. I assign 90% probability for this and if this assumption is wrong nothig to worry.
CC should mean common for several parties now in opposition. Since there is one ruling party and one opposition if opposition has a CC then only two people should be contesting. However, this can be easily distorted if more than 3 people are contesting and which will be the case.
UNP-RW-mongal plan A is to use SF as third candidate while RW runs from UNP. Division of sinhala nationalistic votes is expected so that UNP RW gets the 50% with entire minority votes. This would be the best bet for UNP/RW.
Their plan B is to use SF as CC, make him president and using constitutional amendment make him powerless president and RW become powerful primer. This may face legal issues and SF himself could change his mind may lead to political instability. Eliminating SF may also be in cards of RW-mongal UNP if after victory; In such case the priminister RW will automaticaly becomes the EP. Western powers will try to use SF to tame sinhala nationalistic vote base so that they can set up federal states. Unless SF plans to military rule after winning PE, there is no point for him to agree for this. In this case SF (CC/ UNP) may lose vast amount of minority votes and may facilitate MR victory. SF losing will mainly damage his image while RW-mogal UNP can pass the blame. This would be safe strategy for RW-UNP assuming they have no chance in winning.
SL needs a powerful patriotic opposition. The best thing can happen is UNP offers CC for SF and SF demands leadership of UNP, kicks out RW and his gay team, appoint his men (SLA) in UNP high ranks. This is close to a dream but if happens SL end up in two powerful parties with two powerful leaders with patriotic teams. Such an approach will obviously be a problem for current UNP leaders (SB, KJ, SP etc) who expect leadership after RW but I guess lower level may not care. In this case who rules the country really doesn't matter but this is an near impossibility. SF will be fighting in a different field with political experts like MR and RW while he is new comer.

SF as a member of the armed forces cannot contest any elections. He has to resign before if he wants to contest. MR can reject his resignation letter as I mentioned yesterday. Please read Political column of 'The Island' today. The author explains all aspects of this.
I do not think this is going to be a three way battle if SF is able to overcome the above mentioned hurdle. I do not think UNP is expecting him to win. Whatever the matter is, minorities are never going to vote for him. And Mongal and Ranil are not that stupid to not to know this.
SF, if he is contesting, can do two things. Eat somewhat into Mahindas sinhala vote base. Activate UNP vote base. Both are going to be very useful for the UNP in a general election.
It doesn't matter whatever happens here MR is going to win the presidential election with relatively larger margin even though his popularity is waning now. But no 2/3 majority in a general election.
Losers:
(1) JVP (again between the tables. Nowadays they always make dumb political decisions.)
(2) SF (if he decides to contest and if he is allowed to contest by MR)
(3) SL Army (JJ should better stop his political bull shit start behaving like a professional soldier. This is a very serious matter which can grow in to a monster.)
Possible positive outcomes:
(1) Sri Lankan political pot is going to get a huge stirring. Where it is going to equilibrate is anybody s guess. What if UNP equlibrate at a point where somebody else in the leadership such as KJ or SF.
(2) UPFA will win (good). But no 2/3 majority (even better). They are already proving that they can not handle a big success.

The Sinhala hawks are split on this question. There is rapidly rising discontent with Rajapakse regime over corruption, nepotism, maladministration, inefficiency etc. SF could tap into this. On the other hand SF is not of Govigama caste.

Murdering opponents / competitors for power has happened through out the history in SL and other countries. That's one reason people in west to come with what we called democracy, two (or multi) party system and elections on periodic basis. In this system you fight as gentlemen but in worse case you may use bribing, false propaganda, mud slinging or any thing but still except violent methods.
Even though the existing oppositions always blame on existing ruling party on murdering of politicians most of them were done by non-state factors. However, what ruling by has done is removing or reducing security and there by indirectly facilitating murder by a third party which was LTTE and JVP in 87-89.
For example, JVP killing WijayaK in JJ regime, LTTE killing LalithA in RP regime, LTTE killing GaminiD in CBK regime and LTTE killing JanakaP in MR regime all comes under this theory.
Right now SF is a valuable asset for UNP and he will be a problem for UNP/RW-mongal only if he is going to win PE. But for MR he is a problem right now. So following the previously said method is available for MR. Sack him or let him resign and then remove security and let a third party kill him. This may create public anger but in long term MR will be in easy position. This is known both to UPFA minsters and SF. SF once said when he was chief he too has to die like JanakaP if he comes to politics. His that statement which was not reported by many media shows he has predicted this situation long ago. I guess he knows what's really going on. OTOH, a SLFP minister said this nice and short 'miniha athuwath ba, nathuwath ba'.

There is a huge difference between the people who died in the past and SF. Non of the others were national heroes. If something happens, the backlash would be tremendous and the main suspect would be government. So, I don't think it would be an easy ride for MR after that. Anyway if SF comes as common candidate, he should be more than capable enough to handle his own security knowing very well he would be a prime target.
It is tough being a politician when you are hunted by one of the most ruthless terrorist organizations. I am sure there would be plenty of LTTE cadres waiting for a chance like this.

I think that trying to get SF is more of a face saving act for Ranilam. It is very unlikely that SF can beat MR by competing from the side of top scum. However, disruption this action can bring to our country is profound.
(1) Once again, we will be a country of wimps that will bend over bacwards to please white masters.
(2)This will most certainly fracture the patriotic camp.
(3)It will save RW from the most humiliating defeat, as if the current streak of defeats are not good enough.
(4)It will destroy a national hero in the minds of patriots and hence break our morale and determination to be a nation with self dignity which Ranilam lacks.
However, I don't see any action from UPFA in this matter. They seems to be even less enthusiastic than we are in this moment.

COLOMBO (AFP) – Sri Lanka's sidelined military chief, General Sarath Fonseka, will stand against President Mahinda Rajapakse in elections to held before April, a press report said Sunday.
The Sunday Times newspaper here said Fonseka, who is credited with crushing Tamil Tiger separatists earlier this year, had been chosen by a consortium of opposition parties to be their presidential nominee.
Fonseka has been at loggerheads with the government in recent months after he was removed as army chief and made chief of defence staff, a more ceremonial post with no command responsibilities.
"Constituent parties of the newly formed (opposition) United National Front reached consensus this week that General Sarath Fonseka should be their common candidate," the Sunday Times said.
There was no immediate comment from Fonseka, who returned to the island last week after a controversial visit to the United States where the Department of Homeland Security wanted to question him about alleged war crimes in Sri Lanka.
Fonseka announced during his US visit that he was willing to shed his uniform and take up "social work" if politicians did not take advantage of the end of the decades-old separatist conflict to ensure economic revival.
Sri Lanka's main opposition leader, Ranil Wickremesinghe, declined comment on the news report, but said his new alliance was keen to abolish the executive presidency.
The government announced last month that it would hold early presidential and parliamentary elections as the ruling party moved to gain from strong public support after its defeat of the Tamil Tiger rebels in May.
Rajapakse narrowly won the November 2005 presidential election on a pledge to abolish the presidency, but has since said he wanted to contest for a second term.
