The plight of the Human Rights Community

There is mass speculation regarding the number of civilians trapped inside LTTE areas. Human Rights groups who make a living out of such situations have claimed that 250-000 (MSF) to 300,000 (AI Report) civilians are trapped in these areas. How these organizations arrived at these figures is a mystery, or is it?

A careful observation of these agencies' information extraction process reveals that there is much to be desired in terms of their methodology for getting at the 'truth'. This is because the exact number of civilians trapped in those areas is not known even by the military. There has not been a census conducted in those areas in two decades. The Army's best guesstimates puts the number around 100,000 civilians at the most.

So how do these organizations gather their information?

When it comes to the collection of information from 'the other side', there has been a practice by these organizations, even diplomatic missions, of hiring or networking either directly or indirectly with Tamil nationals residing both in Colombo and in the Districts. This is based on the idea that they have better access and therefore better information about the Tamils in the said area.

The issue of natural bias is often overlooked as a result of high expectation for professionalism from the said officers. These networks are maintained by a 'local operation' meaning a small office/s maintained in Sri Lanka by a group of expatriates and their local employees. The major sources of these organizations are as follows:

  • Political affairs officers of embassies/High Commissions who rely on Tamil journalists from mainly the print media (Thinakkural etc)
  • Tamil nationals attached to NGOs/INGOs/UN agencies both at the head quarters and district level (ICRC, SLRC, Local 'Civil Society' and Human Rights Groups)
  • Tamil nationals attached to various Ministries (Ministry of Rehabilitation etc)
  • Expatriate staff of NGOs/INGOs/UN who meet randomly at Colombo's favourite watering holes (These expatriate officers disseminate information gathered through local staff)
  • Local officers/district staff obtain information through their own networks of Tamil journalists/Grama Niladhari etc. Some may have an opportunity to interview returning civilians.
  • Sinhala journalists who get tidbits from friends in the Military
There is however a serious problem with this methodology, particularly in the current context.

1. The area of contention has shrunk. One can cover the area under LTTE control with one's thumb on a map of Sri Lanka.
2. No rebel 'administration' exist, hence there cannot be accurate estimates even if they tried
3. Civilian and civil administration, interaction and communication systems within the area and connection to the outside world has ceased and replaced primarily by an LTTE Military communication system, which is naturally biased.
4. Returning civilians may have an 'idea' of the numbers displaced but it is by far inaccurate and limited to their immediate experience/individual networks/capacity.
5. Quality and capacity of the information gatherers and their methods are highly questionable. Many local journalists are part-time regional reporters and are untrained. Members of the networks providing ad hoc information are not trained professionals.
6. No scientific surveys are possible. Access to the areas under LTTE control, even the No FIRE ZONE is denied by the Tigers (though access to government IDP centers are allowed).

The repercussions of this failed systems of reporting on humanitarian conditions in the Vanni are numerous. These include:

1. 'Naming and shaming' the government based on inaccurate information backfires on the agencies themselves and their networks
2. Wide-spread animosity and antagonism towards functioning and sometimes useful civil society groups
3. Credibility and standards of practice of international humanitarian agencies get eroded
4. Defaming of Sri Lanka- defaming of a democratically elected government or its people supporting a military solution is sometimes tantamount to defaming the entire nation, particularly in the west
5. Based on the 'established credibility' of these agencies and their reports, international media continues to defame our nation and its right to defend itself
6. These falsifications strengthen the separatist ideology of the Diaspora pro-LTTE groups resulting in taxation of Tamils living in the west, self-immolation by misled individuals, diplomatic stand-offs (Indian Central Govt-Tamil Nadu and Sri Lanka) and finally;
7. Strengthening the hand of Tamil ultra nationalists hell-bent on eternal perpetuation of hatred and subsequently a 'Round-2' of the fight.
8. Undue external interference in the conflict- The reports issued by these agencies put undue pressure on the state actor whereas it is the non-state actor that is holding the civilians against their will. In fact, thousands of Tamils attempting to reach government controlled areas at south Puthukudirippu were fired at (some killed) and subsequently driven out to Mathalang, general area north of Puthukudirippu recently.

It is therefore only natural for these agencies to now take stock of their methodologies, particularly in Sri Lanka. We would strongly urge them to do so and go as far as saying that we would even offer our services in reaching out for the truth.

The government of Sri Lanka should immediately hire a reputed media consulting firm to handle its overseas counter-propaganda campaign. LTTE propaganda organizations have been in full swing last few days and this has to be countered immediately. The cost of hiring consultants should be considered as a part of the cost of war against LTTE.

So what would could possible save the terrorists? Militarily they are defeated and only able to delay the inevitable by hiding behind civilians. Of whom several thousand are leaving each day.

The IC? Maybe you are hoping that the western nations for some reasons should decide that suicide terrorism and use of civilian shields should be rewarded and encouraged? Doesn't matter, Russia and China will never allow the UN to pass anything more than at most a symbolic resolution infringing on internal matters. This since they have problems with ethnic insurgencies themselves and want no precedents.

Maybe you are hoping that NATO will ignore this and decide to bomb Sri Lanka like Serbia? Really the only thing that can save the LTTE, even embargo will not be effective before the LTTE will be defeated as a conventional force and then all lies of genocide can no longer be sustained. Sorry, Western nations for all their rhetoric only intervene when it is strategically important, like if the country is in Europe or has oil. There were or are real genocides in Rwanda, Sudan, Cambodia, and Myanmar, and no one intervened when it occurred in these small and relatively unimportant nations.

I second that. I don't mind if they are reporting the truth, but they are not. Some of the reporters are painting stories out of nothing as if they experienced what the refugees experienced themselves. Most of these reporters are very very mediocre people, with only a very little analytical ability or non at all. This is how they survive, but SL should not pay for their survival.

IREAD with interest that Des Browne had been appointed special envoy to Sri Lanka by his pal, Gordon Brown.

Perhaps it would have been more appropriate to have appointed him special envoy to Kilmarnock and Loudon to serve the people he is supposed to represent?

This is a man who has had various jobs in the Government and has yet to be successful at any of them.

He does very little, if anything, for the people he was elected to look after, and is a shadow of our former MP, Willie McKelvie, who fought hard for the people of this district.

But is this just a case of lining Des up with a cushy number for the aftermath of the next election when he is run out of Kilmarnock by his shirt-tail?

Its ares who said so. I believe him. LTTE leaders are trapped and they know its their death if SLA see them. So they use human shield and also fight/ resist at their maximum while diaspora working for ceasefire.

Sene office flooded with panties

HUBLI: Sri Ram Sene activists are now facing the wrath of women for opposing Valentine’s Day celebrations.

As a mark of their anger against the Sene and its chief Pramod Muthalik, women and girls across the country have sent parcels of pink panties by courier to the Sene office in Hubli.

A consortium of Pub-Going, Loose and Forward Women of social networking had invited the women to send pink panties to the Sene office to register their protest, even as Sene activists dared the women of this consortium to send the panties to them by issuing the address of their Hubli office in a section of the press.

Parcels kept pouring into the Sene office all through the day. The parcels came mainly from Punjab, Rajasthan, Mumbai, Bangalore and Kerala.

Almost all courier services delivered parcels.

Krishna Gandgalekar, Karnataka state convenor of Sri Ram Sene, told to The New Indian Express that the Sene earlier planned to donate the panties to orphanages but has now decided to burn them as many of them carry vulgar slogans.

“I am really ashamed of these women who stooped to such low levels. It will not deter us. We will send saris to these women,” he said.

She cited the recent instance of a girl committing suicide, allegedly after being humiliated in Bangalore, for moving around with a Muslim boy.

Karat also said that the daughter of a CPM MLA was abducted and threatened in Karnataka, where the Sene has acquired the role of the ‘Hindu twin’ of Taliban. She alleged that the Sene is in connivance with the BJP Government in the state, which had witnessed an attack on a pub recently. Describing the incidents as a ‘slap’ on the face of democracy, she demanded that the Centre should take steps to ensure safety of young people on the Valentine’s Day.

no doubt URINE-PEE has suffered a humiliating defeat. but voters turnout is in the 60s. the remaining 15% to 20% would be MOSTLY URINE-PEEs. so in a national election, the gap would be much less.

IF the govt is pinning hopes on PC elections to get a BIG lead in the next general election, that won't work. they will win but still would be unable to change this stupid constitution.

there should be another plan. also the GE should be held b4 the tide turns!!! the economic timebomb is ticking. ppl will not fogive for a bad economy. also i hope the govt will not get too unreachable after these petty election wins.

"57-4 Brigade was able to capture the upper area of Udayarkattukulam tank and eliminate the LTTE’s obstructions to the advancing forces.

This was also the main and final obstacle facing the SF, on their forward march to Pudukudyiruppu. The 8th Infantry Regiment under Lt. Col. Ipshitha Dissanayaka, coming under the 57-4 Brigade under Lt. Col. Senaka Wijesuriya, overcame this challenge within 48 hours and advanced about 1.5 kilometres.

The operation that commenced at about 6.15 am on Monday (9), to break down the defence line of bunkers and trenches in an area of about one kilometer, continued till night.

The SF marched across this area with an open stretch of about 300 metres, despite the LTTE’s intense gunfire.
The following day (10), the advancing Infantry Regiments, with the help of the armoured cars, captured the entire area. Seventeen terrorists had been killed in confrontations on the first day.

Cpl Wijeratne of the Delta team of the 8th Infantry Regiment was promoted Sgt and LCpl Disanayaka as Cpl in the battlefield itself, by the Brigade Commander, for the leading role played by the two men in the entire operation.

59 Brigade under Brig. Nandana Udawatta was proceeding from Pudukudyiruppu East and from the direction of Mullaitivu.
The military defence line, which had been strategically pulled back three kilometers, during the short-lived LTTE offensive on January 31, has now been restored by the valiant forces.

The 7th GW under Lt. Col. Chaminda Lamahewa faced the brunt of the Tiger assault that day. However, the officers and soldiers of the regiment fought till the very end.

However, 33 military personnel including Maj. Kamal Nanayakkara laid down their lives during the battle. When intense fighting erupted, Cpl Pushpakumara requested his senior officers to fall back with the remaining men, while he went forward, armed with claymore mines and blasted himself among the enemy.

“Sir, you all move back with the others, and let me die with them,” he had told his fellow men, before carrying out the daring deed. There were many valiant men among the forces, during this major counterattack by the LTTE.

The LTTE’s attempt to push back the military defence line to Oddusudan, by deploying suicide attackers and combat groups, was foiled by the Special Forces Squadron under Maj. Kosala Wijeratne. He led his squad, determined to fight to the last soldier. Maj. Gen. Jagath Dias who supervised the battle, praised him then and there, for his battlefield prowess.

Meanwhile, a group of LTTE cadres attempting to enter the area through the Pudukudyiruppu-Oddusudan road, using an armour plated truck, was foiled by the 1st VR. The terrorists came under RPG and armoured car fire, and 25 of them were killed in the confrontation. Later, the SF recovered the bulletproof truck, along with their bodies and weapons."

A Few More Details of Last Week's Fighting & Troop Deployments

LTTE Blitzkrieg foiled in Mullaitivu
Survivors narrate horror tales of jungle escape

"By the end of last week the security forces reached the borders of the 32 square kilometer safe zone and boxed it. Tiger cadres retreated, while others offered pockets of resistance. As the guerillas abandoned bunkers and checkpoints, civilians began to head to the military controlled areas. Majority of the civilians who arrived were residents of Suganthanpuram and Udayakattukulam, two villages which fell into the hands of the troops last week. As civilians trickled into the military controlled area, the scale of the humanitarian tragedy taking place in the Wanni is revealed— according to government statistics, 34, 629 civilians have moved to government controlled areas by Friday.
But, while retreating, guerrillas forced civilians towards the coast the government announced a new safe zone of 12 square kilometers of the coastal belt.
The International Committee of Red Cross (ICRC) evacuated two batches of wounded treated in the makeshift hospital in Putumattalan.
Harrowing tales of men and women, fleeing, leaving behind dead relatives on the ground in order to escape to the cleared areas have revealed the plight of civilians who languish away from the media limelight. In one instance, an old man told reporters that a group of 500 people fleeing the Tiger held pocket were fired on by the guerrillas.
The people heading towards government controlled areas came across two female Tiger cadres. The two cadres did not prevent the people from moving out, but told them to wait for sometime till they finished their shift. Civilians could walk to the government controlled area when sentries swap positions, saving the two female cadres from trouble, they said. Civilians did as they were told, but were fired upon by another group of LTTE cadres, when they were crossing, killing 19 of them. The old man who narrated this story lost his four- year- old child who succumbed to gunshot injuries.

Proceeding

On another occasion, civilians hacked to death three LTTE border guards after they tried to prevent civilians from proceeding to the military controlled area.
Yesterday, a bus transporting civilians came under small arms fire and a grenade attack in Puliyankulam, killing a woman and injuring 13 others. Suspected Tiger cadres attacked the bus which was transporting the IDPs from Kilinochchi to transit centres in Vavuniya in the wee hours of Saturday.
There is increasing evidence to suggest that the LTTE is manoeuvering through the effective use of terror to discourage the public from fleeing the guerrilla held pocket.
Last week’s suicide explosion is part of this strategy - however, there are also concerns as to whether several cadres disguised as civilians infiltrated the military controlled area during the chaos in the aftermath of the suicide blast.

Suicide blast

Military officials say the troops had been following a ‘relaxed’ procedure in admitting civilians to government controlled areas. Civilians were allowed to pass the checkpoint after a routine body check and the rest of the security procedures were conducted while the civilians were provided with seating arrangements and were being fed. The suicide blast which killed ten civilians and 20 soldiers has compelled the security forces to beef up security precautions and IDPs who walked for days now will have to wait hours in queues for security checks before being cleared.
The strategic logic of the LTTE tactic is self-evident: the heavy presence of IDPs delay the military advance and make the long range guns of the army redundant. The LTTE has already succeeded creating a humanitarian tragedy and bringing it to international attention. As seen in the determined resistance to the advancing troops, the LTTE is planning to prolong the war. Hence humanitarian conditions are set to deteriorate further and the guerrillas expect it would compel an international interference, which would culminate in a ceasefire.
Military officials say the troops pushing into the remnants of the Tiger controlled pocket were coming under stiff resistance. They say that the guerrillas fight was not to stop, but to delay the military advance.
Last week, the 59 Division— which withstood a massive counter attack the week before-repulsed another daring guerrilla effort to infiltrate the forward defence line. An armoured plated bus broke through the forward defene line, taking offguard a soldier assigned to operate a Recoilless Gun (RCL). However, a Main Battle Tank spotted the bus and engaged it, killing 16 Tiger cadres on board the bus. Military officials confide that the aborted guerrilla bid aimed to launch an attack on the security forces FDL from the rear. They believe that a frontal attack would have been planned in order to exploit the opportunity offered by the attack from the rear.

Stiff resistance

The forward defence line of the 59 Division and Task Force 4 runs two km southward from the Puthukudrippu -Mullaitivu road. The Tiger cadres are putting up stiff resistance to the advancing troops, which has prompted the Commander of the Army, Lt General Sarath Fonseka to form a fresh offensive division — Task Force 8, which will be commanded by Colonel G.V.Ravipriya and will be deployed east of the Mullaitivu lagoon.
Further north, the 55 Division is advancing southwards on the coastal belt. Last week, security was beefed up on this coastal belt as the Directorate of Military Intelligences (DMI) warned of a possible sea borne attack on the flank of the 55 Division. New missile systems have been deployed to target sea Tiger boats following these reports.
Military officials said that the nerve centers of LTTE’s military infrastructure were located in the area from Taravikulam to Mullaivu on both north and sough of the A 35 road. Last week, troops captured a printing press, motor factory, vehicles and long range mortars.
Military officials confided that some cadres were fleeing the LTTE-at least 40 guerrillas had mingled with civilians to flee the Wanni. One female cadre who arrived at the military controlled area with her family has said that she herself shot her foot in order to avoid being dispatched to the front line. She had been sent to hospital and later discharged. She later joined her family members fleeing to the military controlled area.

Opt to live with the LTTE

But, there is another segment of the Wanni population who would opt to live with the LTTE: Maveerar families and families who have active LTTE cadres. They will be the last to leave, if they do it ever!.
The LTTE though reduced to 700-1000 cadres are not letting up. However, with Tiger territory shrinking, the army has kept another Division on reserve role: It is the 57 Division whose final target, the capture of the Karavikulam junction was accomplished last week. This Division would function as a reserve in the general area of Vishwamadu and Kilinochchi.
Task Force 4, Task Force 8, 59 Division and 53 Division are operating in the South of Puthukudurippu. On the north of A 36 road, 58 and 55 Divisions are pushing southward. The pressure on the security forces defence line in south of Puthukudurippu is mounting as the LTTE is pressed between the two columns of soldiers.
The LTTE strategy, military officials confided, is to break through the defence line south of Puthukudurippu and retreat to the jungles. If the LTTE succeeds, it would create an operational nightmare for the troops, who would have to clear the Iranamadu jungle from scratch."

We, at DW, were the first to anticipate and alert MOD/SLA of the possibility of the Iranamadu Tank Bund being blasted. I guess, at least in this, we have been of some real assistance to our country.

Here are more details of the attempt to blast the Iranamadu Tank Bund after the Kamalamadu Tank Bund was blasted.

Apparently, a Sea Tiger Attack on marooned soldiers was the follow-up phase of the attack on the Iranamadu Tank Bund.

Expect more dirty tricks by the LTTE in the future...keep thinking!

Plot to Blast the Iranamadu Tank

"The troops attached to the 571 Brigade under the command of Lt. Colonel Harendra Ranasinghe could avert a massive disaster on January 28, 2009 as they could detect two Black Tiger cadres who were roaming around the massive Iranamadu tank just few days after the LTTE exploded the Kalmadukulam tank.

Revelations: Initially they claimed that they had arrived there to surrender to the Security Forces but later accepted that they had arrived there for a suicide mission to explode the Iranamadu tank bund. Kanakasuthasan Suthas alias Shanker and Thillainathan Thivakaran alias Thamil Alai have made surprising revelations to the Security Forces. These shocking revelations by these two Black Tiger cadres ‘Shanker’ and ‘Thamil Alai’ confirm the fact that the LTTE had more terror plans in their hand to reverse the Security Forces victories even at the last moment.

According to latest revelations by these two Black Tiger cadres the LTTE had planned to explode Iranamadu tank bund after the fall of Kilinochchi to reverse the victories of the Security Forces in Kilinochchi as they have been totally frustrated following their defeat in Kilinochchi.

According to these two Black Tiger cadres attached to the Gangai Amarn squadron of the Sea Tiger wing which trains Sea Tigers for underwater missions, they have been briefed about their mission by Charles Anthony the elder son of Prabhakaran who is handling the IT unit of the LTTE in Visuamadu on January 23. Sea Tiger Special leader Soosai and Dinesh Master from Gangai Amaran Squadron have also been there when Charles Anthony briefed them about his plans to blast the Iranamadu tank bund. They have been taken to Visuamadu in an intercooler pajero from Mullaitivu where they had their basic training prior to their mission.

They have been trained to swim more than 10 kilo metres at a stretch.

Before they were taken to Visuamadu and prior to their training ‘Shanker’ and ‘Thamil Alai’ had a dinner with Tiger leader Prabhakaran in December in an unknown destination along with another set of Black Tiger cadres assigned for various other missions. According to the revelations of these Black Tiger cadres they have been served with mutton and string hoppers for their dinner at an unknown location. They have been selected for this mission as they have participated at the mission to hijack Farah II ship in the Mullaitivu seas. Charles Anthony had explained his plan to the Black Tiger cadres through a computer presentation. They have studied each and every part of the Iranamadu tank before preparing this master plan. They have studied the sluice gates, depth and the capacity of the Iranamadu tank and the extent of area that may submerge following the explosion of the tank bund. They have also identified the high grounds that may not be submerged in the floods and pointed out those places as the places to which troops would gather to escape from floods.

They have been asked to explode the tank bund at a depth of 20 feet to cause maximum damage. The two Black Tiger cadres who arrived there through the jungle patches in Mullaitivu have been provided with claymore mines, diving kits, chargers and satellite phones to carry out their mission.

They have been asked to inform the Sea Tiger leader about the time they were going to explode the Iranamadu tank bund to carry out the second phase of it. Charles Anthony and Soosai had estimated that 5,000 soldiers would die in the floods that would result following the blast of Iranamadu tank bund and the flood waters would remain for more than five days after the explosion.

Deploy: It could submerge entire Kilinochchi district up to Pooneryn and some parts of the Jaffna peninsula. Sea Tiger special leader Soosai had explained how he is going to deploy more than 300 Sea Tigers in floods in search of the marooned soldiers. The Sea Tiger leader Soosai had planned to launch some 50 boats soon after the explosion of the Iranamadu tank to attack the marooned soldiers.

The LTTE made use of this tactic when LTTE exploded the Kalmadukulam Tank bund two weeks back but failed in their endeavour as troops reacted to that situation without any confusion. But one thing went wrong with the LTTE though the LTTE had carried out reconnaissance missions they have not come across Security Forces presence at the Iranamadu tank bund.

The two cadres who had arrived there at the Iranamadu tank have faced a difficult situation due to the presence of the Security Forces. The Tiger leaders never expected the troops to be on high alert as they have been instructed to increase the security in Iranamadu tank after Kalmadukulam incident.

Apart from this incident the Tiger cadres have also made startling revelations about the Sea Tiger wing. According to these two black Tiger cadres the Sea Tigers have experimented one of their small submarines in Nanthikadal lagoon few months back and increased their underwater capabilities. They have also divulged that ten more Black Tiger cadres have been trained with them for underwater missions.

Drains: But all their terror plans to reverse the military victories of the Security Forces, went in drains due to the vigilance of the Security Forces. This terror plan divulged by the captured Black Tiger cadres very clearly indicates the desperation of the LTTE at this stage. These revelations by the two Black Tiger cadres confirm few important facts. One is that Tiger Leader Velupillai Prabhakaran and his elder son are still living among the civilians in Puthukuduyiruppu and are engaged in making more and more terror plans to reverse the military victories.

What they want at this moment is only to reverse the Security Forces victories at any cost. They have no iota of respect for human lives at this moment. Therefore, it is inevitable that the LTTE would come out with terror plans of this nature in the coming days when they are going to face its certain defeat.

Therefore, the entire nation should wake up to this moment by keeping on vigilance about this situation to make the efforts taken by the Security Forces a more fruitful one without allowing the LTTE to foil that at the last moment."

...and though 10-15% has not voted.....that would be same for general election too...i don;t think our voting percentage has gone above 80% during Gen election.

So..no big worries...but we need to prevail....

Economic time bomb...the general business expectation is to see the economy taking off around JUNE JULY...and I believe it would...

Many..Many investors wants to put their money in a place where there is prospect..and..they could invest very very little in SL. And their little is very very big for us. So with settle war situation and almost complete dominance of political lanscape...the economic climate will follow.... naturally.....

no; it is about >75% . floating voters DID vote this time as well.

what i say is the MOST of those did not vote are UNP voters; they gave up b4 the election!!!

almost all government supporters did their duty by going to the polling booth and casting their vote.

i doubt the tide will become BIGGER by every election. it does the other way round (PE or GE followed by a PCE).
it also works when the margin is not so wide. (e.g. 1993-->94). but when the margin is so large, it can well go the other way.

another bad thing is there were no SIGNIFICANT newcomers for the government in ALL PC elections so far. this is worrying. UNP already had a few, though lost. remember EVEN SB never contested from the UNP b4!!

the WPC and SPC elections may also bring NEW STRONG UNP faces.

these facts should humble the govt to WORK HARDER.

BTW a GE is due by end of this year. (less than a year away!!)

CBK dissolved the parliament early feb 2004.

early 2004 + 6 = early 2010. the govt can call it early, but not late. (actually the pres can but i don't think he will).

a PE is NOT due and given the fact that a pres can only hang on to power for a max 2 years, it is not like that a PE will be held soon.

late 2005 + 6 = late 2011.

1978+6=1982
1982+6=1988
1988+6=1994

only exception,
1994+5 (not 6) = 1999
CBK was going downhill and she knew it!!!

..and that is good for Business...and economy...and since we also have a strong Head of GOV...so I believe all this talk about economic melt down will not come around...

1. N&E development
2. N&E is stable for an election and wounds are healed
3. Economy is running
4. Pansies are tired of being defeated..and will be thin of cadre
5. IC will be with MR

of course the UPFA is going to win the next GE (unless something very dramatic happens).

but the problem is the PERCENTAGE and the NUMBER OF SEATS.

i propose that the govt should bring constitution amedments (that favours patriotic governments and works against other ones, reduces or cancels seperatist parties, etc.) soon and threten UNP/JVP/TNA to hold snap elections UNLESS they support it.

if a MP stay in parliament for > 5 years, bugger gets a pension!! there are MANY such buggers in the JVP/TNA and some in UNP. even those buggers will PERSONALLY support such a move if their party does not!!!

strike when the iron is hot.

at a GE, govt can NEVER get more than 55% of the vote, mark my word. even RP in 1989 and JRJ in 1977 got less.

things that you mentioned has LITTLE to do with a turnaround in the economy.

1. the global economic problems
2. the bad 2008/09 tourist season
3. VERY high welfare expenses

are going to hit the country in months AHEAD.

economic revival takes more than one year after the war. it is a long term thing. govt cannot epect its fruit by the next GE.

Analyzing election results is always complicated and hence often used as one's desire to mislead public.

# When compare we need to

1. differentiate the election (PC, GE, PE etc).
2. Consider the added registered voters
3. Actual votes
4. Percentage
5. Trend and the political situation at the time of election

Your point is taken; MR/SLFP should not think every thing is right, they will win any later elections... like that. They need to work hard.

GSL must use this democratic decision given by public, specially under 'no indecent - clean' election certificates given by NGOs to neutralize IC pressure.

But the Business Comminuty is expecting an ease up from June-Jully AND I believe it will be the case...

Global Tourism has not much of an effect on SL...most of the tourist who were coming were neither rich nor spending..so...we were basically poor foreigners vacation destination (100USD for 5star room)...so... with war being over...we...could upgrade our self and even if few tourists come in we could charge good USD 300USD for a 5 star room. when u consider that even with 1/3 tourist arrival we are at pre-2006 figures...in revenue...

And investor climate will be fantastic with...
1. new areas to market
2. strong gov
3. strong leadership
4. stability through eradication of LTTE
as such there would good amount of investment coming...and these would be quality investment unlike before...

More Local productivity..
1. New areas to cultivate
2. new farmers

So I believe even if the cost of differed expenses are going to hit us during the post war situation...even the near economic situation will ease up..and help..the GOV to win...

yes; in fact i think the whole point of stagerred elections was to keep the IC at bay. they can clearly see that at many stages of the war ppl CONTINUED to support the govt. (especially at decisive stages).

i'm a little worried about some hard workers from the UNP like samarasinghe, rambukwella, moragoda, etc., etc.
their traditional voters may not vote for SLFP. so the govt should plan the GE to maximise the support where enough support is there for them as well.

GE should not be too long after winning the war.

also i hope the CWC, UPF, SLMC will either contest with the UNP or alone. (they also want a seat for the bonus seat geerally in ampara and n-eliya PLUS a few national list seats). they anyway join the govt so no point in taking them in at the election. UPFA should field OWN bastards from these communities instead.

EPDP should be helped to SWEEP the north, if not UPFA. other unstable jokers should NEVER be trusted. one 'ministership' is enough to keep EPDP happy and they have other benefits too.

getting UPFA undercover guys to contest from the UNP is another good thing. after the election they can cross over when the time is right.

if the constitution cannot be changed b4 the GE, govt should try to get as close as possible to 150 (or more) seats with its wellwishers.

Development should happen on Micro Level, enterprise expansions, so the lower segments of the society will be able to see quick benefits.

Obviously the War should finish as the first step, but development work should not wait and my personal opinion is major economic revival would take time along with world economics.

i think it is better to wait till the war is over.

SL "newly" added about ten thousand of sq kilometres of land and a thousand kilometres of coastline.

only israel did so apart from SL!!

so these should be put to good use according to a plan. as vellu said food production is THE MOST important thing. and we have all the required things for that. requires little capital for a start. once things are running, capital generation will lead to other things as well.

we can do it. the govt should do more and individuals also should do more. foregn govts should be targeted, not the general public in the US, UK, etc., etc.

this is what the LTTE diaspora has got wrong. but their plan is working indirectly, as you know.

we can bypass BS and reach directly to the authorities.

we also have to expect that some authorities will take face-save measures when LTTE propoganda goes up. but these are nothing to worry about.

actually we don't need anymore "PUBLIC" relations work. it is foreign governments that should be targeted.

govts, unlike individuals give less importance to PR expertise. they are more concerned about FACTS.

but is an agency can formulate a strategy to put forward our case more PROFESSIONALLY with FACTS, resemblances, etc. then that is worthwhile.

i know ppl want MORE development ASAP but only infrastructure development will come somewhat soon, not real development that ppl feel. we can demand but it is NEVER going to happen.

this is what happened to the East as well and unfortunately micro economic activity takes a LONG time to bear fruit. even most of these activites will NOT start MANY MONTHS after the war has ended.

foreign investors??? they will take years to come!!! (other than expansions)

govt investments in business???
will be close to zero.

SL companies and other investors???
after many months of ending the war. no investor is going to risk his money. SL companies (hayleys, etc.) will be VERY VERY careful.
individual investors will also be slow.

remember macro economic activities are different (as i said b4) and can easily become useless unless the micro economies take off. we are yet to see this in the east, unfortunately.

He said both Russia and China would oppose such a move because the Russians wanted to avoid its human rights situation in Chechenya being put on the Security Council agenda and the Chinese would protect their flank against any attempts to put Tibet on the agenda. “In short, the asylum has been taken over by the inmates,” the source said.

According to Foreign Ministry sources, any proposal for a UN peace keeping force in Sri Lanka is a hard-sell because such a decision can be taken only by the 15-member Security Council. No peace keeping force can be despatched to any country without Security Council authorization, he added.

I had no idea that there was a TF-7 already. Somewhere, I read that TF-5 and 6 were deployed behind 57 and 58. Ranga Jayasuriya says that 57 is also put in reserve. That is one ell of reserve force anyway.

I roamed in Central and Wayamba Provinces a few weeks ago talking to the people from various walks of life. Regardless of the economic hardships, the all had the same hope of an upcoming peace and prosperity after the imminent defeat of LTTE. The more I spoke, the more I felt how badly disconnected the UNP led by RW. Anyway, I came back with the conclusion that UNP has no chance in the hell unless the top leadership resigns immediately.
