The plight of the Human Rights Community

There is mass speculation regarding the number of civilians trapped inside LTTE areas. Human Rights groups who make a living out of such situations have claimed that 250-000 (MSF) to 300,000 (AI Report) civilians are trapped in these areas. How these organizations arrived at these figures is a mystery, or is it?

A careful observation of these agencies' information extraction process reveals that there is much to be desired in terms of their methodology for getting at the 'truth'. This is because the exact number of civilians trapped in those areas is not known even by the military. There has not been a census conducted in those areas in two decades. The Army's best guesstimates puts the number around 100,000 civilians at the most.

So how do these organizations gather their information?

When it comes to the collection of information from 'the other side', there has been a practice by these organizations, even diplomatic missions, of hiring or networking either directly or indirectly with Tamil nationals residing both in Colombo and in the Districts. This is based on the idea that they have better access and therefore better information about the Tamils in the said area.

The issue of natural bias is often overlooked as a result of high expectation for professionalism from the said officers. These networks are maintained by a 'local operation' meaning a small office/s maintained in Sri Lanka by a group of expatriates and their local employees. The major sources of these organizations are as follows:

  • Political affairs officers of embassies/High Commissions who rely on Tamil journalists from mainly the print media (Thinakkural etc)
  • Tamil nationals attached to NGOs/INGOs/UN agencies both at the head quarters and district level (ICRC, SLRC, Local 'Civil Society' and Human Rights Groups)
  • Tamil nationals attached to various Ministries (Ministry of Rehabilitation etc)
  • Expatriate staff of NGOs/INGOs/UN who meet randomly at Colombo's favourite watering holes (These expatriate officers disseminate information gathered through local staff)
  • Local officers/district staff obtain information through their own networks of Tamil journalists/Grama Niladhari etc. Some may have an opportunity to interview returning civilians.
  • Sinhala journalists who get tidbits from friends in the Military
There is however a serious problem with this methodology, particularly in the current context.

1. The area of contention has shrunk. One can cover the area under LTTE control with one's thumb on a map of Sri Lanka.
2. No rebel 'administration' exist, hence there cannot be accurate estimates even if they tried
3. Civilian and civil administration, interaction and communication systems within the area and connection to the outside world has ceased and replaced primarily by an LTTE Military communication system, which is naturally biased.
4. Returning civilians may have an 'idea' of the numbers displaced but it is by far inaccurate and limited to their immediate experience/individual networks/capacity.
5. Quality and capacity of the information gatherers and their methods are highly questionable. Many local journalists are part-time regional reporters and are untrained. Members of the networks providing ad hoc information are not trained professionals.
6. No scientific surveys are possible. Access to the areas under LTTE control, even the No FIRE ZONE is denied by the Tigers (though access to government IDP centers are allowed).

The repercussions of this failed systems of reporting on humanitarian conditions in the Vanni are numerous. These include:

1. 'Naming and shaming' the government based on inaccurate information backfires on the agencies themselves and their networks
2. Wide-spread animosity and antagonism towards functioning and sometimes useful civil society groups
3. Credibility and standards of practice of international humanitarian agencies get eroded
4. Defaming of Sri Lanka- defaming of a democratically elected government or its people supporting a military solution is sometimes tantamount to defaming the entire nation, particularly in the west
5. Based on the 'established credibility' of these agencies and their reports, international media continues to defame our nation and its right to defend itself
6. These falsifications strengthen the separatist ideology of the Diaspora pro-LTTE groups resulting in taxation of Tamils living in the west, self-immolation by misled individuals, diplomatic stand-offs (Indian Central Govt-Tamil Nadu and Sri Lanka) and finally;
7. Strengthening the hand of Tamil ultra nationalists hell-bent on eternal perpetuation of hatred and subsequently a 'Round-2' of the fight.
8. Undue external interference in the conflict- The reports issued by these agencies put undue pressure on the state actor whereas it is the non-state actor that is holding the civilians against their will. In fact, thousands of Tamils attempting to reach government controlled areas at south Puthukudirippu were fired at (some killed) and subsequently driven out to Mathalang, general area north of Puthukudirippu recently.

It is therefore only natural for these agencies to now take stock of their methodologies, particularly in Sri Lanka. We would strongly urge them to do so and go as far as saying that we would even offer our services in reaching out for the truth.

Uncommon bravery
57-4 Brigade was able to capture the upper area of Udayarkattukulam tank and eliminate the LTTE’s obstructions to the advancing forces.

This was also the main and final obstacle facing the SF, on their forward march to Pudukudyiruppu. The 8th Infantry Regiment under Lt. Col. Ipshitha Dissanayaka, coming under the 57-4 Brigade under Lt. Col. Senaka Wijesuriya, overcame this challenge within 48 hours and advanced about 1.5 kilometres.

The operation that commenced at about 6.15 am on Monday (9), to break down the defence line of bunkers and trenches in an area of about one kilometer, continued till night.

The SF marched across this area with an open stretch of about 300 metres, despite the LTTE’s intense gunfire.
The following day (10), the advancing Infantry Regiments, with the help of the armoured cars, captured the entire area. Seventeen terrorists had been killed in confrontations on the first day.

Cpl Wijeratne of the Delta team of the 8th Infantry Regiment was promoted Sgt and LCpl Disanayaka as Cpl in the battlefield itself, by the Brigade Commander, for the leading role played by the two men in the entire operation.

59 Brigade under Brig. Nandana Udawatta was proceeding from Pudukudyiruppu East and from the direction of Mullaitivu.
The military defence line, which had been strategically pulled back three kilometers, during the short-lived LTTE offensive on January 31, has now been restored by the valiant forces.

The 7th GW under Lt. Col. Chaminda Lamahewa faced the brunt of the Tiger assault that day. However, the officers and soldiers of the regiment fought till the very end.

However, 33 military personnel including Maj. Kamal Nanayakkara laid down their lives during the battle. When intense fighting erupted, Cpl Pushpakumara requested his senior officers to fall back with the remaining men, while he went forward, armed with claymore mines and blasted himself among the enemy.

“Sir, you all move back with the others, and let me die with them,” he had told his fellow men, before carrying out the daring deed. There were many valiant men among the forces, during this major counterattack by the LTTE.


The LTTE’s attempt to push back the military defence line to Oddusudan, by deploying suicide attackers and combat groups, was foiled by the Special Forces Squadron under Maj. Kosala Wijeratne. He led his squad, determined to fight to the last soldier. Maj. Gen. Jagath Dias who supervised the battle, praised him then and there, for his battlefield prowess.

British Prime Minister Gordon Brown had rotten egg splattered across his face last week over his unilateral decision to appoint a special ‘envoy’ to Sri Lanka. His indecent proposal boomeranged on him before he could say ‘Des Browne’; what with Sri Lanka reminding Britain again that Sri Lanka is no longer a colony and Britain is no longer the Great British Empire where the sun never set! This must serve as a reminder for Mr Brown as well as other heads of influential Western countries such as Canada, US, Norway, Germany, Switzerland, Australia and New Zealand that the bogus Tamil refugee population their countries have given ‘refuge’ to during the past 25 years are now theirs to keep! This group have falsified their immigration documents, shed crocodile tears at immigration interviews and lied through their teeth, fed their media with false propaganda, collected funds and channelled it through to the LTTE kitty to procure arms against the Sovereign State of Sri Lanka.

These are sworn enemies of Sri Lanka who have rescinded their Sri Lankan citizenship both legally and morally, in favour of a new identity and as such are aliens to Sri Lanka. As the LTTE is lying at the doors of death beaten by the superior military and tactical capability of the Sri Lankan Armed Forces this group is trying to use their adoptive governments as cat’s paw to secure that “Eelaam” which is fast disappearing through Prabhakaran’s very fingers much like MIA’s Grammy hopes to the rap tune of Paper Planes. Dancing to the tune of this group of fraudsters is bound to end up with similar embarrassment all around and a souring of good relations.


The British Tamil Forum (BTF) is the political arm of the LTTE based in Britain who subscribe implicitly and explicitly to the LTTE’s goal of Eelaam. Their existence came into prominence being the movers and shakers of Eelaam movement in Britain holding several strings that moved Downing Street Eelaam-way especially after the death of the harbinger of death himself, Anton Balasingham. The strings that connect the BTF to the British Parliament are several MPs; some possibly in the payroll of LTTE and others through sheer constipation caused by slow-fed bulldust about a traditional Tamil Homeland in Sri Lanka, Sinhala Buddhists chauvinists and genocide against Tamils by this very bogus refugee constituents. This is the movement that fed Gordon Brown with the cow dung that caused him his verbal diarrhoea about the need for a ceasefire and a immediate ‘political package to the Tamils’, with stinking consequences.


The problem with these foreign Governments is that they are either unable or unwilling to understand that lobby groups such as BTF are there to do just that- to Lobby! People ‘lobby’ for what they want; what they want may not always converge with what they are entitled to get. These Governments must have the intelligence to take such lobby with a pinch of salt and do the necessary research before jumping into action which sometimes lands them where angels fear to tread- such as where PM Brown landed.


There are other problems too. These Western Governments fail to ask the obvious questions starting from the immigration application right through to the lobby in Parliament. For instance, a teary eyed Tamil doctor or an engineer who qualified in Sri Lanka before getting on the refugee boat to Britain recounting horrific stories of Sinhala chauvinist discrimination, denial of opportunity, Sinhala Buddhist violence and genocide raises no questions in the minds of immigration officials or the Parliamentarians about how he/she received a first class qualification from a Sri Lankan Government funded University free of charge despite discrimination and persecution along ethnic lines; any tertiary student in the UK would be paying thousands of pounds in fees for the same qualification. The Westerners have no clues about the wealthy Colombo 6 or 7 address they give in the application nor do they know that the school they studied in is either a top class secular school in Colombo or a State funded Tamil Maha Vidyalam with the best of facilities available in the country. These Westerners do not study the history, geography or demography of Sri Lanka- if they did they would not miss the historical evidence that Sri Lanka has been country with a core Sinhala Buddhist culture and civilisation where several other ethnicities and religions have thrived with complete patronage from Sinhala Buddhists.

They would not miss that most of the Tamils have prospered in parts of Sri Lanka other than the North and the East they claim as a ‘traditional homeland’. After all Professor Hoole in his speech to the Canadian Tamil Diaspora so eloquently stated how the Tamils would be loathe to lose their prime real estate and businesses on ‘fire sales’ in the so-called ‘South’ (parts of Sri Lanka other than North and East) should Tamil Eelaam were to be created ceding from Sri Lanka. These Western Governments should be aware of the South Indian roots of the Sri Lankan Tamils and the pressure of cessation in Tamil Nadu that overflows into Sri Lanka through the Sri Lankan Tamils to agitate for separation. They should be aware of the full range freedoms available to the Tamils to live, study, prosper in the best areas of Colombo and the rest of the country and should be aware of the absolute absence of Sinhala people in the Northern Province.

They should know the history of the Northern Province, at least since colonial times. Britain, more than any other country should know that in 1815 the Kadyan Treaty was signed between Britain and ‘Sinhale’; not Ceylon or Sri Lanka. They should be aware that on the 29 January 1830 upon the questioning by Colbrooke Commission the Collector of Jaffnapatam (Jaffna now) confirmed that there were no statistics of the inhabitants in Jaffnapatam as the population was not static but transient- inhabited by wanderers of no specific ethnicity. Britain should find it interesting that by 14 May 1976 Jaffna had become the 3000 year old “traditional Tamil Homeland” where Tamil lodges were being erected atop ruined Buddhist places of worship or on places of archaeological importance belonging to the Sinhala civilisation.


After all this is why Governments operate embassies in foreign lands- to know what really goes on and report back to their Governments. When the foreign embassies are infiltrated with moles of the LTTE this reporting process is corrupted and we get the kind of atrocious situation where the lobbyists prevail over the truth and common sense.


Without Sri Lanka as the sucker, the Tamil Eelaam is a spent force. Agents of LTTE are subsequently a redundant force. Commander Sarath Fonseka and his troops are not fighting at the risk of their lives to have ‘ceasefire’ shoved down Sri Lanka’s throat by any one. They are not fighting so that Tamils can have a so-called “solution” at the expense of everyone else. They are fighting for the dignity of the Sinhala Nation and all its various time-honoured ethnic counterparties. Cmdr Fonseka is well aware that Sri Lanka had the dubious pleasure of being picked instead of India to be the stage for the creation of a mythical Tamil Eelaam simply because Sri Lanka was the weakest link in terms of military capabilities; and, he has taken steps to remedy that. He is on record saying that in addition to the 200,000 strong Armed Forces he wants another 100,000 recruited and trained that will form a formidable ‘peacetime’ force. A force I would say will prevent any other dog contemplating on reliving itself in this patch.


As I said at the beginning Premier Brown, British Tamils are yours to keep! They are persona no grata in Sri Lanka and are not eligible to make any input into how Sri Lanka will be governed. Nor will you be tolerated in meddling on their behalf! "

When the German Govt was preparing to invite Indian IT experts for immediate needs, the opposition shot down the move with the motto « Kinder statt Inder (Our children before Indians) >> . The German Govt is now embarked on a program to orient young Germans towards expertise in IT thus making it self-sufficient in strategic areas in coming years..

We need clear Samma Dhitti & Samma Sangkappa( right vision & right concepts ) of ourselves before embarking on any thing.

The village boys have certain residual ideas about the Sri Lankan identity and they do miracles.

Having a clear concept of our purpose - Sri Lanka’s reason to be - is the most important subject related to our defence.

I wish some people will try to understand why I insisted on understanding the Anathma concept.

Sri Wikramarajasingha killed Mayadunne because he knew nothing about interdependence. And the folly continues …

Most diplomats are the bootlickers of Sri Lankan politicians. Their mission is to make their pocket fat and teaching their children.

Bootlickers are selfish people and they think of themselves first than a country.

On the other hand, we as a general public value them for who they are than what they deliver. So, we can't really blame diplomats without blaming ourselves first.

When people in other nations are bound together by true patriotism and national development, we are bound together by corruption. Corruption is the single thread that has connected each and every one of us.

We like the person next to us since that person knows someone who knows police of a politician. We like ambassadors since they know politicians who can get our car through customs without paying high price tax or bribes.

People often talk about being a patriot on this blog and even call each other patriots. The true patriot is the one who takes a carton of books through Sri Lankan ports to our poor children and still feel good about the country after bribing officials with thousands of rupees.

Well said... I think it also constitute to the fact right now we are winning the war... and their tails are on fire and they are despearate... and which makes them try harder...

most of the work have been done before the war to cut the LTTE networks so must give credits to foreign diplomats to their work... but now perception is that because of the strong leadership shown against in Sri Lanka external influence to change the course outcome is minimal...

so I think most people are less relentless in their efforts but waiting till the war is over for a PR campaign world wide... and tourism minstry doing a damn good job

but as war drags on it gives fuel to LTTE propaganda machine... so should not let guard down

I fear soon or later SL will have some form of foreign "peace keeping" force or some foreign envoy to keep an eye on the escalating HR issues.
GOSL can shout from the roof tops till the cows come home. Its just a matter of time.
The IC is not going to sit and watch. I reckon in the next three months some serious arm twisting is coming around.
Unless ofcourse GOSL allow foreign observers and media to visit the conflict zone.
Mark my words it will happen.
The war against the terrorist is won but Peace is a long way off.

Have you ever heard of a human being `tagged` to die, brimming with hopes of living? Have you ever heard of a youth, who was to blow himself into pieces, smiling and talking very freely? `Suraj`, a human bomb, until a few days ago, has all the qualities of a disciplined youth. The fair skinned youth of 22-years, now loves his life more than anything else on this earth. He simply wants to live to see his `appa, amma and akka`.

The LTTE kidnapped me on my way to the tuition class. Then I was ordered to attend a LTTE political meeting and taken away to Pawalan base in Kilinochchi while I was pleading to go home , says Suraj who is prompt in relating about his former life - as a forcibly recruited schoolboy, a trained LTTE cadre, a Black Tiger and finally a suicide diver, who was assigned to a special mission by the LTTE Sea Tiger leader Soosai to stop the troops capturing the tiny wedge of land under LTTE domination.

Looking at Suraj and listening to him no one will believe that this charming youth was so lethal and had the courage to blow himself into pieces for an unworthy cause.

Born to a middle class family in Nallur, Jaffna, he was always well looked after by his father, a clerk. Suraj passed his O/L with two As, five Bs and three Cs. He dreamt of becoming a banker and had decided to study Commerce at Stanley College.

For the next six months, Suraj`s home was the LTTE camp in Irumbarei in Mullaitivu. Like Suraj, there were hundreds of girls and boys who were abducted by the LTTE. There were underaged children and when they were crying and pleading to go, the senior LTTE cadres at the base assaulted them or punished them , he recalls.

The best lot were selected to be Sea Tigers and given three-month training on military operations in the Sea. Suraj was also trained to swim long distances and also selected to the LTTE`s medical unit.

After a pin drop silence, the tall youth who is silent upto now, starts his story that made him a LTTE human bomb. If you see `Vimu` you will blame those who call him a suicide cadre. The reality is that he does not look like a suicide cadre, that we pictured in our mind.

A timid and soft spoken youth, he is shy. Why did you decide to kill yourself? I ask. Sapida (to eat) he says and I repeat the question to clarify the answer that I heard. The reply again is the same. Tears stream down his face. Yes, the youth who is motivated to kill and blow himself, is crying.
Struggled

Being a fisherman, Vimu`s father struggled to feed the family of eight, and his meagre daily catch was not enough to feed all mouths at home. Boys and girls used to survive with a single meal. With the LTTE`s `human tax`, a member from each family, Vimu decided to join the outfit. I did not join to fight for a separate land for Tamils, but to ease the burden for my father. I thought I would not die of hunger , he reveals.

The causes for Suraj and Vimu, the Sea Tigers to end their lives, are different. Suraj became a human bomb after seeing and hearing the false propaganda by the LTTE about bombings, killings and assaulting the Tamils by the Sri Lankan military.

But Vimu was motivated to become a human bomb the day he saw the dead body of his girl friend - a Sea Tiger, who was sent for an attack in Weli-Oya. We thought we could take revenge by exploding ourselves by killing our enemies. They say that from the day one of the training they were taught a single mantra - Sinhalese and Sinhala Army are enemies. We know nothing about the Sinhalese and Sinhala military, all those born after 1983 were brain-washed to kill Sinhalese.

Watching films and documentaries produced by the LTTE was part of their daily schedule and the two youth had sought permission from the LTTE leader Prabhakaran to become Black Tigers. The Black Tigers are treated as a special lot and are not allowed to have contacts with the family and society. After death, Black Tigers are venerated. They will be honoured within the outfit and also in the eyes of the public. The last resting place of the Black Tigers are granite tombstones and shrines built in their memory.

Not only the Black Tigers, but their families are venerated by the outfit and looked after well after their deaths. I believed that the LTTE will look after my poor and old parents and also my sisters and brothers after my death. I do not think that I can give the things that the LTTE promised to give my family after my death. I thought my death will bring fortune to them , says Vimu. His voice shivers.

The LTTE does not spare the orphaned and abandoned children and also the poor females who are sick and have faced tragedies. They are exploited to become human bombs and trained in jungle hideouts, which were heavily guarded and shut to the outside world. The inmates are only allowed to watch LTTE documentaries and films about combat operations where death was shown as a heroic act. Soosai has informed them that they had been selected to the Black Tiger squad, which is the suicide wing of the LTTE`s naval arm.

In November 2008, we passed out as Black Tigers at a ceremony held at Iranapallei LTTE base in Puthukudyirruppu where Prabhakaran, Soosai, Banu, Lakshman, Charles Anthony, Madiwani, Prabhakaran`s daughter and the youngest son Balachandran participated to honour us. Public was not allowed to come in , they, who were recently recruited as Black Tigers of the LTTE`s newly established unit - Gange Ameran Neeradi Neeruchchi Neechchalairrugu (Underwater explosion unit) named in honour of the former Sea Tiger leader Gange Ameran, say.

They say that Prabhakaran had said that he did not want to use the Black Tigers much because their lives were so precious. He instructed us to be ready to sacrifice our lives when all other tactics had failed, to defend their military missions , they go on.

The LTTE Leader clad in LTTE uniforms had the last supper - string hoppers, mutton, brinjol and ice cream - with them. We were checked thoroughly. The LTTE cadres checked even our belts, shoes and hair , reveal Suraj and Vimu who were photographed with their leader, who always said that the LTTE was winning.

Last January 20 was their D-day, the day on which they started on their `long walk for freedom`. We were taken to Vishuwamadu where Soosai and Prabhakaran`s son Charles Anthony, the Head of LTTE`s IT unit, explained how best they could explode the Iranamadu tank bund, which is the largest irrigational tank in Vanni. They planned to place four 25kg weighing `limpet` mines to blast the Sluice gates. The entire area would be under water for a week and it would kill over 5,000 soldiers. It was to stop the military operation to capture Vanni. Dinesh Master, who led the mission, said that once it was exploded 300 cadres and Sea Tiger boats would attack the troops . The two Black Tigers were given necessary equipment including three magnetic sea mines (25 kilo of each).

On January 24, Suraj, Vimu and another Black Tiger crept through the FDLs in Visuwamadu, but they abandoned the mission as the troops of the 17 Gajaba Regiment, attached to the 57 Division attacked them. The two informed Soosai about the failure but he ordered them to carry out the mission.

Suraj, who was forcibly recruited and misled, planned to surrender but felt scared as he did not know the thoughts of his colleague. But as they were again ordered to expedite the attack and blow themselves they started the mission again. We swam for over three kilometres, but the two military boats which were doing patrol around the tank, shot at us. I determined to surrender then , Suraj said.

Both felt the need of living. But both were scared of each other to tell each other about their `mission to live`. Suraj talked to Vimu and both agreed to drop their mission to commit suicide, and to start a new journey to enjoy living. I know if I abandoned the mission and went back, the LTTE will deploy me in the FDLs as a punishment. So I decided to surrender and told Vimu that there is no reason to die young. Surprisingly, he also felt the same and we both dumped the explosives and diving kits, and entered the A9 road to surrender to the Army , recalls Suraj who was trained to swim over five kilometres without wearing diving kits, and also capable in diving 300 feet deep in the sea. Sitting next to these two human bombs, I feel scary as I know that their commitment is scary and they don`t have sympathy for anyone. They know only about their mission to kill as much as they can to take revenge by exploding themselves to maximize the damage to their targets.

Starting from so-called LTTE Captain Miller, who drove an explosives-laden truck the LTTE used hundreds of young boys and girls to blow their bodies into pieces. Suraj and Vimu say that the LTTE used poverty and anger to recruit more Black Tigers. Though there are no official figures about the total number of LTTE suicide cadres, Suraj and Vimu say that there are over 500 Black Tigers with the outfit. I want to study banking , says Suraj and Vimu wants to become a good fisherman to follow in his father`s footsteps. They also have hopes to go home soon and look after their old parents. The two youth, full of skills as fine divers, have new hopes other than their childhood dreams. That is to become good divers not to explode themselves to generate disaster or blood shed, but to excavate the hidden marine treasures around the country.

Suraj and Vimu finally say that they who were trained to see blood and motivated to take their own lives to kill as much as they can, are now learning the ABC of living`. Their only request to the LTTE human bombs who are still in line to activate to create a disaster, is to drop their missions and surrender to live long. Eelam is only a dream. We know there is a world outside the LTTE, they say in unison.

If you want transparency it has to apply to both sides equally. It seems that all restrictions should be on GOSL while LTTP is free to go do as they please, blow up, kill civilians and terrorise in general.

Food and fuel prices are much much affordable than under LTTE rule
They have restrictions lifted in fishing. Unemployment is a bit hight for my liking.
Not saying they are living in luxury but they seem get by okay. They've had enough of fighting they just want to be left alone.

As i have mentioned in a previous post the northern tamils have not lived with the sinhalese. They regard the sinhalese as their enemy. They have known nothing else the past 25 odd years.
Likewise, the sinhalese in the south will not trust the tamils especially the ones from the North.

I returned from a brief trip from CMB a two weeks ago.
I'm getting bad vibes from Tamils living in the south too. The arguement that tamils are living peacefully in the south is going to wear thin very soon.
btw its not only tamils but dissenting sinhalese and muslims too.
I left the same day Gota gave that interview to Morris on BBC.
I'm against any sort of violence/terrorism especially the LTTE kind. Neither am i a fan of the GOSL for its human rights record, mis management etc.
So- under Gota definition I must be a TRAITOR. yes its official- I'm a traitor. but do i feel like one? or do i deserve to be one ?

You dont have to like GOSL, you dont have to vote for them should the opportunity arise. But They are not your enemy. LTTE has done much more harm to tamil population than sinhalese SLA or GOSL. I cant understand why diaspora cant see that. LTTE has a voice, GOSL has a voice but can you say the same about normal tamil population living in north and the east? whose speaking on their behalf?
once this war is done and dusted those Tamil civilians would get food medicine and shelter.
Tamil children will get a decent education and will have a future to look forward to.

GOSL is a "democratically" elected govt - They have responsibilities.

I honestly dont believe GOSL is intentionally killing civilians though I suspenct many are dying as a result of getting caught up in cross fire and mistakes on govt part. But the intention is to not hurt the civilians where as you couldnt say the same about LTTE.

Sometimes when dealing with a ruthless outfit like LTTE civilians have to pay the price. Easy to say when you're not included in that population of civilians. Its sad indeed, but could you come up with a better solution?

Another occasion of stating about a solution w/o knowing what the problem is. What is this problem?

If the problem is inability to live w/o being prejudiced and persecuted, the solution is to avoid sectarian misconduct. You cannot complain against prejudice and persecution when ppl of your sector are taking part in bad acts at the first place.

If the problem is, that some sector is expecting special treats and special rights, then there is no solution than realizing the ground truth by themselves. Special rights and special treats are no new things in the world. Ex: Jews in Israel, Arabs in arab world, Whites in their countries etc. But all of them gained the special right by force, by overwhelming other. SL tamils think that they should be granted special rights. It is like a beggar begging from me for a five star meal, while I am having an ordinary meal. This is after he first threatened me with a gun to buy it.

Correct. But the "problem" of the conflict is still not defined. It is not the responsibility of GOSL to define "problem". It is the responsibility of whoever sits in other side. If there is NO problem raised, why should the GOSL define an imaginary problem and solve it. Who would need tat solution?

So far every "problem" defined was imaginary, and so far every "solution" has not worked out as nobody wants it.

Most of them are treated equal to Sinhala, even after some of them had worked for pussycats. Some Engineer planted bombs in buses and trains, but SL tamil engineers did not get persecuted for that.

But SLDF is extra careful with tamils. Who else do you expect them to suspect? Eskimos?

Guys, TamilNut is publishig old pictures but quoting them as taken from the real incident/site.

This is how you could find it out.
1. Right click on the picture and click on "Save Picture As" in the pop up menu.

2. Now save the picture to your local hard drive.

3. Go to the local folder where you save the picture file.

4. Right click on the file and click Properties on the pop up menu.

5. Click on the Details tab now and u can see the Date taken of the picture now.

Here is an example. Click here and follow above steps.

But time the picture taken cannot be not 3.11am in SL, if you look at the back ground. (Its day time.)

I think this 'time picture taken' depends on the time (and day) set in camera.

There is no proof saying that the picture is genuine and also there is no (technical) proof to say it is not. This is what I think. And we know by our experience tamilnet is lying.

May be Nisal can say more.

Why our progress is slow? We have surrounded them nine divisions and if they are fighting hard; why harvesting is less and less? Reasons can be:

1. Game is going on according to the plan but reporting is suspended!

2. Or the game has come to a stale mate rather than check mate!

This part of the war is not comparable to previous stages due to

1. Civilian factor
2. LTTE has no place to withdraw.

This is almost a hostage situation.

Initial (DW/DN i.e. in turn, info got via SLA MI) estimate was 40,000 maximum tigers, including every one, makkal padai etc. As per SLA since Mavil Aru 13,000+ tigers KIA. (I don't know how many tigers WIA and out of fighting.) So remaining number is 27,000-. This may include 2000+ hardcore. Even now SLA may kill 10+ tigers per day and hardcore kill ratio may be just 1+ per day. So if the figures are correct at this rate annihilation is not possible unless some thing different happens.

GSL attempt should be removing civilians out and make all level of cadres surrender. GR statement of taking legal action against top leaders (despite amnesty for other cadres) may discourage such surrendering.

Contrary to popular belief that this final stage of war is going to be easy it is going to be the hardest part.

Most probably, the AM/PM of the camera clock is wrong. So, it is 3.11 pm.

Anyway, those pics are definitely fake. If those pics are taken in 2009, there is no way to appear the date as Oct. 2008. If the clock of the camera is not properly set, the date would be something like 2000/1/1 or 1970/1/1. But it is Oct. 2008?!

as a matter of fact we have come to a 'volatile standstill'. this is not a passive one. SLA's movement has been stopped by tigers for the past few days.

civilians are NOT spread in the 110+ sq km area. they are mostly in the south-eastern part of it.
this is why tigers are attacking us from the south-eastern 'tamil elam'.

still SLA couldn't move into tiger territory from the north and west of 'TE'.

but things will change in a few days when LTTE defences wear out. SLA is planning a major push from the north to south along the eastern side of 'TE'. contrary to earlier expectations, this NOT going to be an 'along the coast' movement. of course its broad fronts may reach the coast but it is going to be a push to get areas north of A35. this is why the earlier safe zone was CANCELLED and a new one was set up in the south-eastern part.

I know little about cameras, and you may be correct.

But I think if one really wants to alter date taken it can be done using some software.

May be tamilnut does so by default just to avoid giving exact time for SLA. Or they have done nothing but just simply uploaded the photo took and saved to tamilnut editor's computer in October.

The ground situation has changed and SLA have to change tactics accordingly. Hope they have already done.

Earlier we use small team tactics, SLAF jet support, SLAF hinds support, MBRL, arti support where civilians were not present.

Now LTTE has a numan shield, they fire from heavy motar guns stationed among civilians and we avoid firing there.

So SLA have to find a new way, I don't know what it would be. But for sure GSL has to keep working on political, IC, media fronts.

My question is, if tigers are not fighting ferociously our forces can go forward and capture remaining territory and box them into the new no fire zone, if they are fighting hard then harvest should be good.

I can’t see neither of the above happening! That is why question!!

We have nearly 40,000 troops surrounding them and about 8000 to 12000 fighting with them.

What do you think about their real strength now?

[New security plan to stop LTTE’s resurgence
By Tissa Ravindra Perera
A special security plan will be implemented in the near future to stop a resurgence of the LTTE activities, military sources said. This special plan will include an increase in the number of military intelligence operatives, Special Forces and Commandos as well as establishing new Army, Navy and Air Force bases in the North and East.

“The military Intelligence operatives, Special Forces and Commandos will play a major role in this plan. Their role is to monitor and stop any guerilla activity in the liberated areas,’ said a top military official. “Their numbers will also be increased to meet these objectives. Also the mobility of the Army will be increased by the purchase of new Armoured Personnel Carriers”.

He said the plan also envisages increasing the number of Army, Navy and Air Force bases in the North and East to prevent the LTTE from regrouping in jungle covered areas. Two new Security Force Headquarters will be established in the East and West of the A9 road bringing the number of such establishments in the area to five.

“Right now there are only three Security Force Headquarters in the region, Jaffna, Wanni and the East,’ he said. “Also Navy will build a series of bases in the coastal areas recaptured from the LTTE,”

Meanwhile the Air Force will establish two bases in the Iranmadu and Mulleyaweli areas, where the security forces discovered two major LTTE runways. “Two air strips will also be built so that Wanni supplies can be supplied by air at any given time,” he said.

A two-tonne torpedo measuring 20 feet that was found at a highway lorry workshop in Salem on Saturday. 15 Feb 2009

SALEM: A two-tonne torpedo measuring 20 feet used by the Indian Navy was found left at a highway lorry workshop here on Friday night.

The weapon, appearing new and ready for use, was mounted on a stand near the workshop on the Salem-Bangalore highway opposite Government Engineering College, Karupur.

A number of people streamed in to take a look at the rocketshaped weapon and rumours began to circulate as to whether it was being smuggled by a terrorist outfit or if it was being supplied to Sri Lanka by the Indian Army.

Inquires by Q Branch and the district police, however, put off the speculations.

The lorry workshop owner Mani told the police that the weapon was downloaded from a truck operated by Concordance Logistics, about 1pm on Friday.

The driver requested him to keep the weapon in his custody saying he would take it back after loading the truck at the JSW Steel plant at Mecheri. As the weapon was the only consignment on board, the transporter wanted to load up the lorry enroute, Mani said.

On checking the transit documents such as waybills, the police came to know that the torpedo was consigned from Larsen & Toubro Ltd (L & T ), Kancheepuram and the consignee was L & T Heavy Engineering Ltd, Mumbai. After making verifications with the parties concerned, the police made sure that the consignment was not under an illegal transit.

Police sources in Salem could not provide any details on the nature and caliber of the torpedo or whether it was a completed weapon or it was being taken to Mumbai for further modifications.

Although the police does not suspect foul play to be behind the weapon lying in the Salem workshop, pertinent questions on the lackadaisical manner of handling high profile defence equipment have to be asked.

Let me explain:
a) We have reporting restriction:
I have no problem with the SLG policy on reporting from the war zone. After all, during the Falklands and the Iraq wars, the British Army took only embedded reporters to the war front. And we all know what happened to the (UK) ITN team, who tried to report the war independently of the military.

b) We do not provide war related footage/ interviews.
The state broadcaster Rupavahini / ITN does not provide any output which could be useful to foreign media.
Note- Defence.lk is doing a great job with limited resources. For example it carried the IDP suicide bomber story with embedded video, within a couple of hours of the incident. The link was ideal to publicise the event, but for broadcast media, we need the whole package - English subtitles / narration / editing and HQ pictures.

c) Then we complain about the international media not reporting the war properly, e.g.: 'Tell the whole truth' says Secretary Defence.


Some of you will say who cares; the war will be over soon. Well, just remember we need a well-organised media unit for the next stage of the battle: to expose what the LTTE was all about and to out those who worked for it. At the same time we need to counteract the LTTE propaganda against the SLG, which is now gathering pace.
To give you an example, this Sunday morning, GTV the London based terrorist TV channel, had Fr S.J. Emmanuel, president of the International Tamil Federation presenting a programme in English. It was all about the IDPs with news footage from the jungle. All the interviews with the civilians were subtitled, with sombre music in the background and broadcast quality pictures and editing.
This programme was free to air and could be seen all over Europe and the Middle East.

If I take your points as the latest reality of the final eelam war, there should be a way to deal with that. Without seeing MI and situ reports, it is difficult to assume a stale mate condition. Even if they have arti positioned in such a way to stall SLDF advance, they cannot do it simultaneously to cover complete FDL.

SLAF should be able to silenced the arti’s and some FDL places are too close to use arti anyway.

there is a massive war going on there. SLA's thrust is stopped by tigers on ALL fronts for the past few days. they managed to halt us. SLA is taking some casualties, i'm sure tiger casualties are MUCH MUCH higher.

but it is expected that SLA will get a vital breakthrough from the northern thrusts SOON.

IMHO tigers have thousands of cadres still fighting. they are DESPERATELY looking for force multipliers.

SLDFs are using both tactics. (what they have been using and new ones).

not all areas have civilians. they are mostly in the south-eastern part.......

in civilian areas we are using more of other tactics. but still SLDFs are NOT in the 'hostage rescue' mode. facilitating fleeing civilians and ICRC backed rescue op.s are different if you know what i mean.

100% agree that the media war must match the SLDF successes (and failures!). also agree that we are lagging behind AS USUAL.

LTTE started war = 1972 (vezapillai sustained injusries 'playing' with bombs in 1972)
we started it = 1983

1983-1972=11

LTTE started propoganda war = 1983 (after black july)
we started it = 1994 (kadir assumed office)

1994-1983=11

we MUST bridge this 11 years of inaction as well in propoganda war.

Yes, it is possible to change those information. But if they wanted to do so, they could remove those metadata instead of modifying to older date. If they really want to change the date to an older date, they could change it to some unrealstic date such as 1970/1/1 or 2000/1/1. But why 2008/10? (Anyway, there were lot of LTTP attacks in 2008/10) On the other hand, according to the TN article, do they have a reason to hide the date taken? According to the article, the date is not a secret.

There are many sayings, in Buddhist Sutras and in the Christian Bible, that exemplify this very effective approach to convincing your listeners. Some, made famous by Jesus Christ, are:

LTTE should lay down arms says Indian Home Minister

"The situation in Sri Lanka would not have reached a grave stage in the non-liberated areas had the LTTE terrorists utilized the 48-hour window period given by the government to allow civilians to move to safer areas," Indian Union Home Minister P. the news i got to know yesterday was amazing. when army intercepted ltte radio communication yesterday it revealed something interesting. for the first time after about 10 days the code name of soosai was active. normally the code names of the highest rank officers do not get repeated elsewhere in the battle field. in other words the top brass have a unique code name. yesteday soosai's code name was active but SLA is not being able to verify whether it was actually soosai or whether it was someone else. it IS possible that ltte uses someone else to direct the field trying to mislead the SLA.
btw, the further advance of SLA is temporarily held back to allow safe passage of the civilians to the new safe zone. PTK will not be intercepted till majority of civilians cross the PTK junc along the A 35. it is NOT that ltte is counter attacking and SLA cant move ahead.

LTTE BURYING WEAPONS: Coming to the conclusion that their end was near, the Tamil Tigers are busy burying their weapons both big and small so as to be able to use them later when the armed struggle for an independent Tamil Eelam could be revived, ‘The Nation’ weekly reveals.

Rocky, I have long argued (from before the fall of Paranthan/ Kilinochchi) that sweeping the LTTE in along all fronts, allowing them to drive the civilians ahead of them, without SEPARATING the civilians from the LTTE cadre, is the wrong way to go. It only exacerbated the final act of the LTTE hiding behind the civilians.

If a STRATEGY TO SEPARATE CIVILIANS FROM THE LTTE cadre had been undertaken early, we could have avoided the current situation. Declaring a NEW SAFE ZONE, and then allowing the LTTE to drive the civilians further into that area, only exacerbates the problem.

It is RATHER LATE now, but this is the time to attack with armor and mechanized infantry in massive strength, but without inaccurate artillery shelling to partition the remaining area into small cells, and use a divide-and-conquer process within this area to rescue the civilians, before they are driven into the NEW SAFE ZONE.

Before Kilinochchi fell, I submitted the following STRATEGY FOR SEPARATING THE CIVILIANS from the LTTE to both the MOD and the SLA. Clearly, it was not adopted; there may have been good reasons for that, that I am not aware of. But, if a plan along these lines had been implemented, the end phase would have been much less risky to civilians.



"An Operational Strategy for Separating the LTTE from Wanni Civilians

A major problem that will confront the SLA at the end of the clearing of LTTE occupied territory is that of preventing the LTTE from using the Wanni civilians as a human shield in the last stages of the campaign. I have a strategy that may work to separate significant numbers of LTTE fighters from these civilians, so they more easily escape tpwards the SLA troops.

I assume the following:

1. The Wanni civilians will remain primarily spread out along route A35 between Velikkandal and Puthukkudyiruppu,
2. The Jaffna front, Paranthan, Kilinochchi, Odusuddan and Mullativu have not yet fallen,
3. A new earthen bund erected diagonally from Iranamadu to Odusuddan is the new LTTE FDL at the South-West front, and
4. The new TF4 is not yet engaged and is available for deployment.

The basic idea is first to tie down the LTTE cadres at the Northern (Jaffna, Paranthan, Kilinochchi), Western (Kokavil to Iranamadu), and South Western (Iranamadu to Odusuddan) fronts, and directly south of Mullaitivu.
Meanwhile, a very strong force consisting of the entire TF4 and one brigade of the more experienced 59 Division to stiffen the new TF4, including armour and motorized infantry, attacks from North of Kumulamunai Northwards towards Mulliyawalai to cut route A34, then proceed Northwards along the road on the west of Mullativu lagoon to just short of Puthukkudyiruppu. Since Puthukkudyiruppu is likely to be heavily defended, we invest it, and move eastwards to cut A35 and isolate Mullaitivu from the North (ie., A35) and the South (i.e., A34). This will force LTTE to abandon Mullaitivu and withdraw their forces from it. All attempts to destroy cadres escaping from Mullaitivu, by air assaults or seaborne land assaults should be made at the Eastern side of the Mullaitivu lagoon.

While this is going on, every effort must be made, through military operations and public media announcements of impending captures and activities along the Northern, Western and Southwestern fronts to mislead and keep the LTTE fighters tied down, and prevent them from redeploying towards A35. These diversionary operations can include attacks towards Paranthan, at Kokkabvil around the Iranamadu tank northwards towards Vadakkachchi, and at Olumadu along A34 towards Odusuddan.

The final phase of the separation process is the most difficult. At this time, most of the LTTE cardes will be engaged at other fronts, and only the defenders of Puthukkudyiruppu and cadres who managed to retreat from Mullaitivu will be confronting the SLA at Puthukkudyiruppu. Two options are available. 1. Assault Puthukkudyiruppu directly; this will be difficult because of prepared defences, 2. Move around Puthukkudyiruppu to the West and then North along minor roads and tank bunds and move behind Puthukkudyiruppu, and tie its defenders down. Meanwhile, forces should move towards the Northwest either along A35 or parallel to A35 along minor roads towards Velikkandal to cut route A35 again at Velikkandal. This will prevent the LTTE from driving the civilians anywhere along A35, or westwards towards the interior of uncleared areas to the southwest.

At this time, the Wanni civilians would be close enough to the SLA to escape and find refuge among our troops. To save civilian lives, at this point, leaflets written in Tamil should be airdropped along A35 to inform the civilians of the procedure for safely surrendering to the troops (white flag, hands up in the air at all times etc etc), and assign safe areas for them to congregate.

When this rescue operation is completed, the remaining LTTE cadre will be solely fighting elements, and the full force of the SLDF can be directed against them to compel them to surrender.

It is important to undertake this strategy, before the uncleared area id reduced in extent by sweeping in from the Northern, Western and Southern fronts, because that will ultimately allow large numbers of LTTE fighters to hide among the Wanni civilians and use them as a human shield."

The government yesterday claimed that only about 65,000 civilians remain in Mullaitivu and not 450,000 as stated by the LTTE.

Resettlement and Rehabilitation Minister Rishard Baduideen, addressing the Cabinet press briefing at the Information Department, said that the LTTE inflated the number of civilians under its control to 450,000 to obtain more supplies of food and medicine from the government. "In future we will send supplies for about 100,000 people."

The displaced are being housed in government buildings and schools in Vavuniya and Mannar. Those who came over from Mullaitivu yesterday included ten LTTE cadres. They would be housed with the others or separately depending on their requests, he said.

"The first phase of the programme to build 40,000 houses for the IDP's began today in Vavuniya and Chetttikulam. Intially 10,000 units will be constructed. We are also making arrangements to train the IDP's in various fields and find them suitable employment either in Sri Lanka or abroad," he said.

Baduideen, said that a hot line will be operated for those wishing to obtain details of their relatives crossing over to government controlled areas.

We face unfair competition in Sri Lankan market: Airtel

COLOMBO: Indian telecom giant Bharti Airtel, which launched its operations in Sri Lanka last month promising to provide the best and cheapest service, is already facing "unfair competition" with other players in the local market, a company official says.

Johann Munaweera, corporate communications manager of Bharti Airtel Lanka (Pvt) Ltd, told IANS that the company's customers were experiencing "call congestion" when phoning up people on other networks, forcing them to make several tries before finally getting through.

The company has faced no such situation in India where Airtel has nearly 90 million subscribers.

"The incumbent telecom (mobile) operators of Sri Lanka have not been providing us adequate Points of Interconnect. The interconnect capacity requirement requested for by Airtel from other telecom operators has not been furnished fully as per the forecasts provided to them," Munaweera told IANS in an interview.

This resulted in Airtel customers not being able to reach numbers on other networks "during peak hours, causing customers serious inconvenience and dissonance", he said. Airtel is the fifth cellular player in the island nation.

"Given the excellent response Airtel has received from customers in Sri Lanka (prior to and after the launch), we believe this is a deliberate move by the competitors," Munaweera said, describing it as "anti-customer orientation".

He, however, said that Airtel was in constant discussions with all stakeholders, including the Telecommunications Regulatory Commission of Sri Lanka, in an effort to find an early solution.

Bharti Airtel is competing with Telekom Malaysia's Dialog Telekom, Millicom International Cellular's Tigo, Hutchison Telecom's Hutch, and Sri Lanka Telecom's Mobitel.

With its $200 million investment here, it has already established 12,000 outlets in five of the nine provinces in the country and is working on expanding the services to the remaining Uva, North-Central, Northern and Eastern provinces at the earliest.

Although the Sri Lankan market is small, it is crowded. According to the latest statistics, of the total population of 20 million, six million have mobile phones.

The fixed line and mobile phone penetration in Sri Lanka is relatively high. Around 40 percent of the households, other than in the war-ravaged north and east, have access to a phone.

Munaweera said that Airtel was "extremely delighted with the progress" it has made so far, having launched its services with some very affordable and simple tariffs that have broken existing paradigms and given the customer the freedom to talk.

"Our Value Added Services have also been well received. Special mention must be made of the 'Voice Search' service, which has been introduced in all three languages (Sinhala, Tamil and English) to cater to all Sri Lankans. Customers can simply voice their request for news, music and even movie reviews over their mobile phone," he said.

Claiming that the IDD rates introduced were very transparent, incorporating one flat charge per country and keeping customers well informed of the rates per overseas call, Munaweera said that roaming charges in India were 50 percent lower than other operators.

"Airtel is the only service provider in Sri Lanka to have tied up with over 420 networks across 120 countries at launch," he said, adding that the company would soon emerge as the market leader meeting all the challenges on the way.

Exactly. Mongal expected and wanted the PM post from MR. Didn't get it. New characters such as BR, GR, Palitha Kohona etc emerged and his 'next to the president' role with CBK was replaced by MR. So he has anger against MR, GR, BR.

SF was the man behind military victories and its the militory victories ruined his future PM dream with RW. So SF also his enemy.

Mongal is not stupid. He can understand that he will not get PM post or even come to power. So now he is like a political suicide cadre. Difference is political suicide cadre can commit suicide repeatedly while destroying a nation easily. He does what he can do now.

I agree with Ninja(both posts. But this comment is regarding the earlier one). 2/3 of Minority votes were gone for UNP in the districts of Mahanuwara and Nuwaraeliya. And it means 80% or more of the majority has voted for the government. Minorities were voting for UNP as a habit. But the majority used to be 1:1. But now the majority is moving away from the UNP. This trend was there for last four to five years and can become permanent.

(And Nuwraeliya-Maskeliya is Chandrasekaran's strong hold.)

"total number of ppl in LTTE areas = 118,000
number crossed over = 32,000
number left = 86,000
LTTE terrorists and civilian militia = 10,000 (guess)
mahaveer sakkiliyas = 23,000
if each mahaveer family had 2 idiots = 46,000
if half of them had died = 23,000

TF the number of to-be-killed ppl left = 10,000 + 23,000 = 33,000

TF remaining number of civlians = 86,000 - 33,000 = 53,000

just get this 53,000 and we are as good as finished!!!!

the percentages were 52% and 45% for UPFA and UNP. majority in n-e are tamils. so if almsot all had voted for UNP, it could have won easily.
