KP Arrest -- UPDATE

We have received credible information on the arrest of two individuals, one a middle aged man traveling on a non-Sri Lankan passport at an undisclosed location in Bangkok in a joint stint launched by Thai and Sri Lankan authorities. The travel documents and said identity confirms with an alias of LTTE operative Shanmugam Kumaran Tharmalingham.

The man was carrying travel documents both under his own birth name and under other aliases at the time of arrest. A group of Sri Lankan officials is expected to fly the said two individuals to Sri Lanka shortly. Please await further information as it is made available.

Election department uses out dated register for NE. Jaffna MC election resembles this. 20% turnover is also due to physically non-existing voters, existing in election department list.

This is an issue in a parliament election as election dept gives seats for each district based on their database. So NE get more representatives than they actually entitled. However, for PE the effect is minimal. If any one is able to manipulate these votes of non existing voters its the ruling party.

Election dept must revise their lists ASAP. Next census is due in 2011, as I know.

I know some of you think SL police can be transformed by changing the head - substituting SF! However, the system in SLA and police are quite different. While the commander himself in SLA has the ability to change the performance entire army, this need not to be true for police. Some how police is pro-UNP, no matter who is in power. I suspect some involvement of UNP elements in police for recent incidents.

CHENNAI: In an apparent warning to a pro-LTTE group, the Tamil Nadu government today said "stringent action" would be taken against those speaking in support of banned organisations and eulogising their leaders.

Speaking in support of banned organisations, using the portraits of its leaders, their flags and insignia in public places for advertisement purposes or printing, portraying, publishing or broadcasting and telecasting is an offence under Unlawful Activities (Prevention) Act, 1967, the government said in an advertisement published in newspapers today.

Violation of this will attract "stringent action," and any organisation which organises public meetings, conferences and rallies should bear this in mind, the advertisement issued by Chief Secretary K Sripathy said.

The advertisement was issued after the Viduthalai Chiruthaigal Katchi (VCK), which is part of the DMK-Congress alliance, held meetings here yesterday to celebrate the 48th birthday of its leader Thol Thirumavalavan.

Thirumavalavan had reportedly underlined his party's commitment towards Ealam, a separate homeland for Tamils, and asserted that the slain LTTE leader V Prabhakaran would return to continue the war in Sri Lanka. .

This SF for 2010 could be for several objectives.

Seperatists know that MR, GR, SF is a lethal combination. So rift among them would be beneficial if even nothing happens beyond that.

Also there is a risk to seperatists if the army is expanded as planned. If a doubt can be created in MR's mind about SF then MR will not give the green light for the expansion.


Also it may be a ruse to see this may be a ruse to see if MR will resort to get SF killed.

We are convinced of the intentions of the pupeteers but I fear MR will take this seriously due to suspicious mind of a politician.

Apperal production is going down, produce/plantation sector cannot grow at 15% YOY. Tourism and Services sectors May Be! but to have average 15% these sectors will have to grow over 100%. Also services sector rather than earning foreign exchange as others, eat in to the reserves.

I am glad if we can do 7% in 2010.

Sri Lanka to Seek Managers to Sell $500 Million of Debt Abroad

Aug. 19 (Bloomberg) -- Sri Lanka plans to call for bids from investment banks to jointly manage a sale of $500 million of dollar-denominated debt overseas, Central Bank Governor Nivard Cabraal said.

“The timing and structure of the issue will be decided in conjunction with the managers,” Cabraal said in a telephone interview from the bank’s Colombo headquarters.

Sri Lanka is selling debt to rebuild roads, schools and hospitals in the country’s northern region after defeating the separatist Liberation Tigers of Tamil Eelam in May. Cabraal said July 21 a $2.6 billion International Monetary Fund loan will likely improve the island’s credit rating and help make borrowing costs cheaper.

Sri Lanka’s government in 2007 sold $500 million of bonds due in October 2012 at a yield of 8.25 percent, 397.2 basis points higher than U.S. Treasuries of similar maturity. The debut overseas bond sale, which was arranged by HSBC Holdings Plc, JPMorgan Chase & Co. and Barclays Capital, drew demand for more than three times the amount on offer.

Sri Lanka tapped HSBC and JPMorgan to arrange meetings last month with investors in the U.S., India, Hong Kong and Singapore to highlight renewed prospects in the island.

The IMF’s aid package and improved investor confidence with the end of the civil war have helped attract foreign capital and eased local borrowing costs, the central bank said July 23.

Standard & Poor’s on May 21 cut the island’s rating outlook to negative from stable because of depleting foreign-exchange reserves and delays in receiving the IMF bailout. S&P rates the nation’s long-term foreign-currency debt at ‘B’, five levels below investment grade. Fitch Ratings downgraded its outlook on Sri Lanka in February.

The nation’s reserves have climbed 71 percent in four months and are above the level stipulated in the loan agreement with the IMF, the central bank said Aug. 4.

I don't think that the voice of dissent shall be suppressed at all. However, anybody dissenting on behalf of terrorists to further the terroroist cause or aiding terrorists directly or indirectly is also terrorists. In general things are not happening in the way I would ideally like it to happen. It will take a little while to normalize Sri Lanka or bring perfect law and order to Sri Lanka. Changes are slow to happen and that is the reality.

Our nation's focus was to finish off the terrorists. We have achieved some impressive milestones in that task. However, I believe that it is going to take few more decades to settle the matter totally. I believe that the remnants of LTTE like Fonseka2010 are trying hard to create cracks in the defence structure. Until then we shall never ever deviate from our offensive stance against terrorists and separatists.

Outside the topic; the explantion of suicide on the death of the school girl whose name is being associated with pornography etc and recklessly destroyed, seems a crude cover-up by a school that may need to be investigated.

More evidence that is being brought out by frightened kids and parents points in the direction of manslaughter even if not murder by intent and the school seems to be manipulating the media successfully to prevent an in depth investigation from taking place.

This is somebody's child and deserves a second look. Does anyone here have connections with the CID, the Attorney General's office or other influential body that can initiate an impartial investigation?

Gen. Fonseka is the head of CDS. The clear mandate of CDS is to assure functionality of a clear and coordinated security framework that benefits Sri Lanka as a whole.

Corrupted Police is a grave threat to national security. In fact, it was proved in many occasions that widespread corruption and malpractices rooted in the Police is a grave national security concern.


Who should Police the Police? Well, the current state of Sri Lankan Police itself is a testimony to failed state of Police policing our Police. So what should be the Mechanism?

People argue for a Police Commission with wider powers to as a solution to stop corruption and malpractices in the Police. Well, Police Commission itself would be ineffective in many ways to deal with the wider issues plaguing the Police.

In the interest of cutting down what I have to type, I am posting the Solution that I am proposing. I want to preserve integrity of the IGP, as well as his management team in designing an effective solution to problems in the Police force.

The solution has six components


Law-makers
Judiciary
Ministry of Defence
Police Commission
IGPs Office
SIU (Special Investigations Unit, which would be functioned under the CDS)


Law-makers- is the Parliament that sets the laws and significant policies affecting the Police Force (No change)
Judiciary - provides various decisions relating to the Police as the last resort point (No change)

Ministry of Defence - Set the overall policies and key appointments relating to security establishment (No change)

Police Commission - Recommends larger policy frameworks for Law Makers to consider, Sets Operational Policy Frameworks in consultation of IGP and publishes through the IGP's Office
- Investigate or carry out internal administrative and policy issues and handout judgments, which the IGP is binding.

IGPs Office – No change with the current operations, but will adjust to deal with the Police Commission and the SIU

SIU – This is a special unit functioned under the CDS, independent of its other functions. This is an authority with wider powers to investigate and prosecute personnel attached to Security Forces and Police. They should have the powers to directly hire personnel (i.e. forensic experts, IT investigators etc) or hire personnel from the Security Forces and Police.

SIU investigates specific Police personnel or their malpractices relating to breaking the law. Conduct undercover operations to 'catch' the Police perpetrators. Direct (or prosecute perpetrators’) each case, depending on its merit to IGPs Office, Police Commission, or the Judiciary to hand-over judgments.

i.e. a Police Officer caught being intoxicated while on duty would go to the Police Administration Office which is functioned under the IGP to deal with
a Police Officer caught taking a bribe would go to Bribery Commission for prosecution or directly go to the courts for prosecution by SIU
a Police Officer raping or killing someone would be investigated by SIU and will be prosecuted at courts
If any person was killed while in Police custody, that case will be automatically referred to SIU for investigation

SIU will not investigate any malpractices relating to internal transfers, complains by Police Officers against Police Officers (unless any criminal act has been committed), etc.. -these would be dealt by the Police Commission or the internal mechanisms of IGP. CDS-ISU will be empowered to carry out 'sting operations' against Police Officers suspected to be engaged in malpractices i.e. arresting people to get bribes, using Police powers to intimidate the general public, abuse of power, siding with the terrorists, collaborating with the drug dealers etc.

SIU will not carry out any ad-hoc investigations/operations against any Police Officer above in the DIG or SDIG level, unless prior permission is obtained from the IGP. For any absolute MUST investigations, if the IGP still objects even under reasonable circumstances, SIU will have the option to obtain Special Permission from the Ministry of Defence to investigate anyone above DIG level.

SIU will be a highly disciplined force, which will be following set processes and procedures in investigating the offenses carried out by the Police or other security establishments.

Any Civil Employees attached to the Police also will be subject to SIU investigations for abusing their attachments to the Police. I have two personal experiences relating to this. A civil Clerk attached to one of the Police Stations in Colombo asked for a bribe to do the papers relating to a vehicle accident. Another Administrative Officer asked for a bribe to do certain parts relating to obtaining a Police Clearance Certificate. The second one may be innocent at outset, but it tells that any criminal can obtain a Police Certificate by bribing this Administrative Officer?

Even though the Police Commission cannot be the Prosecutor and the Judge, it should be able to carryout basic investigations and hearings and give the decisions that will be binding with the parties. If the parties do not agree with the Police Commission, they should be able to seek remedies from the courts after going through Police Commission proceedings.

For all the criminal dealings/breaking of civil and other ‘laws governing the Officers with Power’ by the Police, the prosecutor should be SIU. This will not prevent any internal investigations or their own prosecutions by the Police itself on matters that SIU has opened parallel investigations. This mechanism will prevent SIU itself abusing their powers.

If SIU has not been impartial or acted with malice in certain investigations, then the subjects will have the options to make submissions to the Police Commission or to the Courts in getting their side of the story is herd depending on where the case is being herd.

SIU will not have any powers to hand-over judgments on their subjects. They are only the investigator and prosecutor.

The General Public should be able to directly make complains to the SIU

The above will sort our issues with the Police and any other abusers of Security Powers. They will be hell-scared of getting SIU getting involved. They will know that someone will be watching them.

Outside this subject, the Police itself should have special divisions to investigate Economic/Financial Crimes, and Information Technology Related Crimes.

Police assault pregnant woman – Residents assault police

Four persons in civvies who had come to arrest a person have been severely dealt with by the people in the area.

The people angered by one of the men assaulting a pregnant woman have assaulted the four persons claiming to be police officers.

The pregnant woman has received serious injuries and has been admitted to hospital.

According to police the group is personnel from the special investigations unit attached to Maradana Police.

The four persons introducing themselves as police personnel had come to arrest a resident of T-20 ‘Watta.’

When his pregnant wife intervened one of the men had assaulted her.

Ms. Shyamali Priyanganee who had been severely assaulted until she was unconscious was admitted to hospital by the neighbours.

What makes you talk about "division"?

We are all thankful to President Rajapaksa. But, as noted in our blog, there are two problems with him.

1. Consolidation of power within family. As Executive President, he already has a lot of power. But, from our Embassy in the US to Ports and Aviation, the country in under the grips of his brothers, nieces, nephews and cousins.

2. Same old political posturing. Why is Silva still a Minister? Do we really need a jumbo cabinet of Ministers with all the perks? Why hasn't Vass, his son or wife still not been punished for what they did?

Do you disagree with the above two?

We all know that they are true.

So, the "People's Fonseka2010" campaign feels that General Fonseka as President will be the positive change our country needs, in the post-LTTE scenario. This, we have highlighted in our letter to the General.

We also believe that Mr Rajapaksa is a good man who will graciously exit if defeated in a free and fair election. We are not promoting General Fonseka as dictator. We want him to compete in election and become president in the fair way.

Yes, NOLTTE=Peace. Only peace from terrorism. For many ordinary Sri Lankan, although there is NOLTTE, there isn't any peace from police, corrupt politicians and the likes.

Now we have to think beyond peace and about development. Otherwise, what is the use in all the sacrifices? Shouldn't the children of our valiant soldiers who sacrificed their lives be able to see the fruits of peace?

1. He will end corruption

3. He will not bend to large foreign companies that pay 10% or large kick backs.
4. He will promote brightest minds by merit not son, brothers and other relatives.

We are not promoting RW or any loser like that.

We want to take same old party politics out of Sri Lanka. At the same time, we want to maintain it as a democracy.

A Sri Lankan minister has alleged that Tamil megastar Rajnikanth, politicians Vaiko and S. Ramadoss benefited from the money laundering operations of the separatist Liberation Tigers of Tamil Eelam (LTTE).

Resettlement and Disaster Relief Services Minister Abdul Rishad Bathiudeen said the LTTE had funded the production of some Tamil films.

“The money was not sent directly. Millions of US dollars were given to a London-based Tamilian. He was asked to produce Tamil films in Chennai with top stars like Rajnikanth,’’ Bathiudeen claimed in an interview to Asian Tribune.

He said that “the aging super star received the blood money”, adding that he was paid “lavishly’’ without elaborating how much money was paid.

On politicians, he said V. Gopalaswamy’s (Vaiko’s) MDMK, S. Ramadoss’s PMK and P. Nedumaran’s Tamil Nationalist Movement and the Tamil Eelam Supporters Coordination Committee received money from the LTTE.

“They (Tamil TV and radio stations) were launched with the blood money of the diaspora... Many websites have been set up with the blood money of our diaspora,’’ the minister said.

Rajnikanth was not available for comment. “Rajnikanth is busy shooting for his film Endiran (Robot) and cannot be reached till late tonight,” sources at the actor's residence in Poes Garden, Chennai told HT.

Vaiko rubbished the allegation, saying, "This is sheer nonsense and political mischief. Ramadoss and Nedumaran could not be contacted. But they had dismissed the charge when it was made by the then Sri Lankan Army chief.

An article that appeared in a political periodical in Tamilnadu recently attracted much attention of the people there. The article was based on an interview given by a Sri Lankan named M.Thirunavakarasu who had claimed that he had been a close associate of the LTTE Leader Prabhakaran, and had been with the latter up to May 16 this year, confined to a small swathe of land in the no-fire zone, just three days ahead of the last battle that eliminated the entire LTTE leadership including Prabhakaran.

Thirunavakarasu, though well known among Tamil readers as a political analyst, had been in reality an advisor to the LTTE leadership. He has readily admitted to his being with Prabhakaran up to May 16. But he had declined to divulge how he managed to reach the Indian shores.

National Intelligence here had already identified Thirunavakarasu as a person who had been in the inner circle of the LTTE for several decades. They had gathered further information about his antecedents from the Internet.

According to ant-LTTE website `Theni’, Thirunavakarasu too had played as important a role as the outfit’s ideologue Anton Balasingham did.

The website says that this person was the livewire behind the LTTE’s move to drive all Muslim residents from Jaffna after giving them a 24-hour- notice. He had even advised Prabhakaran to shift Jaffna university to Kilinochchi, `Theni’ website reveals.

Now an inmate in a refugee camp in Tamilnadu, Thirunavakarasu is no longer an important character. He has now entered the limelight because of his rare value as a person in a position to give a first hand ball by ball account of the last days of the final battle off Mullaitivu, that saw the tragic end of the LTTE

Following are excerpts of the interview given by Thirunavakarasu

Q: Could you give an account of the last days of the so called armed struggle for Eelam ?
A: LTTE fighters and the people were resigned to the impending total defeat when they found themselves surrounded by the Army.

Civilians who had taken refuge in large bunkers began leaving en masse for the military-controlled areas. In the absence of a proper co-ordination process, the Tiger cadres did not know what they should do in the circumstances.

All were in a state of fear and anxiety. We had to live every second fearing imminent death. Living with death staring at you, is a greater tragedy than dying itself. This is an experience you cannot adequately describe in words. You can grasp the horror of this experience by only living it!

Q: What were LTTE’s preparations to face the impending calamity?
A: LTTE leader Prabhakaran had understood what was coming. He knew they were heading towards a devastating end.

The faith that the LTTE leaders had placed in the success of their armed struggle appeared to be waning. At one stage the LTTE hierarchy were fully confident that Sri Lanka Army would not succeed in capturing Kilinochchi.

However, when the Army, demonstrating its superior military might, began their forward march after taking the well fortified Kilinochchi bastion, both Tiger cadres and civilians began to feel that the Eelam war was doomed to failure.

Prabhakaran still stuck to his decision to continue fighting. He did not appear to accept defeat. The scenes of pitched battles during the last days of the Eelam War Four were so fierce that even Prabhakaran may have been unnerved by their ferocity.

The senior Tiger leaders had by now realised that Sri Lanka Army’s target was Prabhakaran himself.

They persuaded Prabhakaran to move to Anandapuram with an escort of 600 Tiger commandos. However, by this time the Army had beaten them to this move by surrounding Anandapuram. Gadaffi, Theepan, Vidusha and Durga were among the commando leaders who were in charge of Prabhakaran’s security.

However, a massive assault on their camp by the Army soon afterwards, left several hundreds of Tiger commandos dead.

Prabhakaran who under tight security by commandos like Bhanu , had a narrow escape.

Q: What were the orders Prabhakaran had issued to his cadres during the last days of the Eelam war?
A: During the last days, top LTTE leaders had realised the futility of carrying on the fight. So naturally they discussed the possibility of a formal surrender..

Prabhakaran scotched the talk of a possible surrender saying, “Our people have held talks with Hillary Clinton. So we can expect America to intervene. Let us try to withstand the military assault for at least another three days.”
But several obstacles came up in the way of an American intervention. Prabhakaran realised too late the ground reality that the US could not intervene disregarding India’s interests.

By the time the reality dawned on him, the Army was already closing in on the last swathe of land in the no fire zone where they were cornered, for the final assault. And this reality was the signal for even LTTE cadres to join the exodus of civilians to the Army-ruled territory.

Later there were reports that Tiger leaders had been killed by the Army.

Q: According to your information how did Prabhakaran come to his end?
A: Prabhakaran did not entertain the idea of surrendering till his last moment. He always said that death was far better than a meek surrender.

There was a large group of senior LTTE cadres who remained with Prabhakaran till his end. Even those who were very close to him, may not have been privy to his thinking in his last hour.



Q: Certain reports say that Prabhakaran’s family members were killed during fighting. There are other reports that say that they managed to skip the country. What is the truth?
A: Prabhakaran kept his family members in the territory under his sway. He did not want to send them abroad. He made it a point to keep his three children always in the public eye. He strongly believed that sending his family members abroad would undermine his organisation and threaten its survival.

His eldest son Charles Anthony was at the battle front. As the fighting took a fierce turn, some Tiger leaders had wanted to send Prabhakaran’s wife Madivadani abroad for safety. However, Prabhakaran had immediately shot down the idea.

It appears that Prabhakaran had already decided that the end of the war was also end of his family. Therefore, he got a certain doctor to make a special cyanide preparation for use by his family members.



Q: Do you mean that none of Prabhakaran’s family members could escape alive?
A: When the final battle was drawing towards its end, I had occasion to visit a bunker that was close to mine. Prabhakaran’s father and mother were there. As the battle was raging, they later made their way to an IDP camp in Vavuniya. A subsequent report said that they were taken elsewhere for security reasons. I heard that the Sri Lanka Army is treating them well. Charles Anthony died fighting. I know nothing about the fate that befell the other two children.



Q: Do you think there is truth in reports that a group of LTTE cadres are still hiding in jungles?
A: During the final military operations, about 10,000 LTTE cadres surrendered to the Army. There were about 24,000 LTTE fighters at the inception of Eelam War Four. Of them about 7,000 died fighting.

Some 2500 had gone into hiding in jungles. They have no capability to launch attacks. There is no co-ordination among them either.



Q: What information have you got about the LTTE Intelligence chief Pottu Amman?
A: Now that Prabhakaran is dead and gone, there is no possibility that Pottu Amman and Susai are among the living. Therefore, there cannot be any truth about reports that Pottu Amman is in the Army custody.



Q: Did the LTTE believe that the outcome of general parliamentary elections in India could make a big change in the battle scenario at the last moment?
A: There was a general feeling that the Indian Congress Party would come back to power. People were aware of the reality that the main rival political camp was not strong enough. The LTTE too did not expect a change in India’s power equation either.

War in Sri Lanka is an example of the weak handling of the Secretary General. He was a passive observer when thousands lost lives and were driven from their homes, the diplomat further said in her mid term assessment of Ban’s tenure. “Even when it was helpless at the gang-up of certain powers, the UN should have upheld its integrity by telling the truth and exposing the culprits to the world. But Ban and his chosen officials not only failed but also shielded them”, said Tamil circles which look at UN as the ‘fence that ate the crop.’

There was another "True Leader of Tamils" albeit of Sri Lankan Tamils: the Sun God Velupillai Prabhakaran.

He enslaved his people stifling all dissent, destroyed their livelihoods, drove one-third of them out of the country as refugees terrorizing and taxing their meager earnings to serve his paranoid delusions, brainwashed hundreds to blow themselves to bits killing mostly innocent civilian bystanders, and finally led his trusting followers off the cliff into what amounted to a MASS-SUICIDE.

I don't think any Tamil who loves his people would want that kind of HITLERIAN "True Leader." Vaiko is another "True Leader" cast in the same mold as Velupillai Prabhakaran and Adolf Hitler.

INCURABLY FOOLISH PEOPLE who NEVER LEARN from HISTORY will praise such leaders and collaborate in arranging HOLOCAUSTS blithely ignoring the "MINED ... DO NOT ENTER" signs on that path.

India, Bangladesh working on extradition treaty

Bangladesh and India may decide "at the highest political level" key bilateral issues like an extradition treaty, measures to tackle terrorism and connectivity to improve mutual access and trade, a media report said Wednesday.

Officials say they have given "a green signal" to proposals made by India, including the signing of an extradition treaty, mutual legal assistance against terrorism and exchange of sentenced prisoners.

"We have suggested going ahead with the proposals after considering our laws, but the final decision has to be made by the highest office of the government," an official, requesting anonymity, told New Age newspaper.

Inter-ministerial meetings have taken place this week for the visit to India by Foreign Minister Dipu Moni Sep 9 that in turn would pave the ground for a visit by Prime Minister Sheikh Hasina, the newspaper said.

Dhaka feels that Delhi, during the visit of the foreign minister, would once again raise the issue of tackling terrorism and ascertain Bangladesh's stance on signing the South Asian anti-terrorism pact that Dhaka had proposed.

On connectivity, Dhaka may approve the Indian proposal for a Kolkata-Narayanganj train container service for faster movement of goods.

An issue to be sorted out is whether this would be at the cost of the Land Port Authority's operations and earnings.

Bangladesh Inland Water Transport Authority, however, feels that the Kolkata-Narayanganj container train service would generate more business and contribute to the shrinking of the huge trade gap.

Trade, water resources, security and connectivity will feature prominently in Dipu Moni's discussions with the Indian leaders.

Bangladesh, according to the officials in Dhaka, will focus mainly on taking measures to reduce the huge trade gap as well as try to resolve the burning issue of equitable sharing the waters flowing from India.

Both governments are committed to resolve through talks the issue of Delhi's proposal for a dam over Barak river at Tipaimukh in India's Manipur state. It has generated much heat among the opposition parties and a section of environmentalists.

Sri Lanka: New roles for NGOs in conflict-hit north?

NGOs can expect to take on a new role in northern Sri Lanka, helping to rebuild communities, although when exactly is not clear.

"The role of NGOs in doing straight humanitarian work is gradually going to phase down. They are going to have to shift to be more involved with early recovery, but ultimately with development," Neil Buhne, the UN Resident Coordinator in Sri Lanka, told IRIN in Colombo, noting the country's long tradition of community-based NGOs.

According to the UN Office for the Coordination of Humanitarian Affairs (OCHA), the area is in urgent need of rehabilitation after decades of conflict and NGOs could play a significant role.

"NGOs can be a real asset for the government, given their experience," Gerson Brandao, OCHA's field coordination officer in the northern town of Vavuniya, said.

Many NGOs were heavily involved in development work before the December 2004 tsunami, he said, enjoying strong links with the communities that will now need assistance.

"They have the expertise, the knowledge and more importantly the trust of the people already. That link shouldn't be lost," Brandao stressed.

Planning role

But according to aid agencies on the ground, there will be no shifting gears any time soon.

More than 280,000 people languish in government camps in Vavuniya, Mannar, Jaffna and Trincomalee districts since the end of the war in May between government forces and the Liberation Tigers of Tamil Eelam (LTTE), which had been fighting for an independent Tamil homeland for more than two decades.

"Yes, I believe our roles will change but it won't be any time soon," she said, noting that until things change and the resettlement process becomes clearer, the agencies' immediate focus remains helping camp dwellers.

Others, however, are preparing for what they see as the inevitable shift.

"We have already drawn up our plans for the development stage," Sasha Ekanayake, regional coordinator for Handicap International in Vavuniya, said.

"After conflict there needs to be resettlement, reconstruction and development. I can't tell you the timeframe, but the government, which is the main player, will need support," he said.

Save the Children is already looking into early recovery activities as families, once resettled, will need help replacing their lost assets.

"We can also help these families with cash grants to rebuild their lives and livelihoods so that their children will be taken care of," Menaca Calyaneratne, spokeswoman for the NGO, told IRIN in Colombo.

Co-operation issues

"These people lost everything," said one NGO worker. "Until now we've been working in an emergency setting. That's about to change."

Yet this change also brings new challenges, requiring far greater cooperation between the government and the humanitarian community. More than three months since the conflict ended, access to the heavily guarded IDP camps remains restricted, making needs assessments difficult.

Even taking pictures inside the camps is barred by the authorities, who continue to cite security concerns.

"Our access to information is very limited. What information they do share with us is on their terms and only with great difficulty. That's not the way it should be," one aid worker said.

Added to that is a perception that NGOs undermine the efforts of public agencies and the government itself - when the two sides should be working as partners.

"The perception of funds moving out of government of Sri Lanka channels due to conditionalities has led to resentment," Jeevan Theyagaraja, executive director of the Consortium of Humanitarian Agencies, said.

"This is the wrong perception and hopefully one that will change. We're here to help and support the government," he said. "We hope they will allow us to do that," said a local aid worker, who wished to remain anonymous.

There are more than 240 international and local NGOs registered in Sri Lanka, 77 of which are in Vavuniya where most of the displaced - more than 246,000 - are now staying, making them well-positioned to assist the government's upcoming resettlement and recovery efforts.

Sri Lanka Prime Minister Rathnasiri Wickramanayaka today said that his government will take all the necessary actions against the errand police personnel who have engaged in the recent criminal incidents at Malabe and Angulana.

Addressing the parliament this morning Prime Minister Wickramanayaka stressed that the Government has no intention to protect the police officers connected to those incidents.

The Premier pointed out that the police as well as the security forces earned tremendous respect of the general public defeating terrorism in the country and some police officers have tarnished the image of the security forces who sacrificed their lives to liberate the country from LTTE clutches.

Responding to a query raised by an opposition MP, The Prime Minister assured to take maximum measures against the police officers who have engaged in the Angulana incident as well as the assault on the IT student if found guilty.

President Mahinda Rajapaksa meanwhile met with the IGP Jayantha Wickramarathna and senior DIGs to discuss the recent incidents of criminal behavior by the police. The President has directed the IGP to take action to prevent the re-occurrence of incidents such as recent events at Malabe and Angulana.

The IGP assured to enforce the law against the policemen who are connected to various malpractices and irregularities and to maximum judicial measures regarding all officers connected to those incidents.

The son of SSP Vas Gunawardena and 11 other police personnel were arrested on a a court order yesterday for assaulting a student of the Sri Lanka Institute of Information Technology (SLIIT) in Malabe on August 5th.

The Officer-In-Charge of the Angulana police post was arrested along with five other policemen for killing two youth who had been in the police custody for a minor offense.

This is why Sri Lanka must develop its own arms industry to meet its own needs and support it with foreign sales ... just like Israel. Military R&D should be an important part of that effort, that can train engineers for employment in industry as well.

'UK dealers 'sold ex-Soviet arms'

UK-based arms dealers may have been selling former Soviet weapons from Ukraine to blacklisted countries, a cross-party group of MPs has warned.

The MPs said they were "extremely concerned" the UK government had not been aware of a list of arms dealers licensed by the Ukrainian authorities.

Foreign Secretary David Miliband has ordered an investigation into the alleged transactions.

The MPs are calling for tougher restrictions on arms exports.

The MPs - known as the Committees on Arms Export Controls - describe how they alerted Mr Miliband to a list of UK dealers granted licences to export small arms from the Soviet weapons stockpile.

They say this information was handed to them by Ukraine's deputy foreign minister on a fact-finding trip to Kiev.

"We were alarmed to see that the end users on the list included countries for which there are Foreign and Commonwealth Office restrictions on the export of strategic goods," the MPs write.

The list did not say whether the arms were exported directly from Ukraine to the end users or whether they were shipped via the UK first - and did not indicate the value or type of weapons.

But the MPs said there were ongoing concerns about ex-Soviet weapons "ending up in undesirable locations".

Mr Miliband wrote to the MPs to say HM Revenue and Customs and the Export Control Organisation had launched an investigation but asked them not to publish details of the Ukrainian list "as it would alert the companies to the fact that we are investigating, and might lead those who have committed an offence to try and cover their tracks".

The MPs are calling for British embassies in major arms-exporting countries to obtain better information on Britons involved in the trade.

'Responsibility'

The report says all UK residents and British citizens overseas should obtain licences before trading any goods featured on the "military list" of weapons and equipment.

Committees chairman, Labour MP Roger Berry, said: "The UK has a responsibility to ensure that its arms export industry, and individual UK citizens working overseas, are not engaging in the illegal arms trade."

The MPs welcomed Mr Miliband's decision earlier this year to revoke export licences to Israel.

The revoked licences are reported to cover spare parts for Israeli boats which allegedly fired missiles and artillery shells into Palestinian territory during the invasion of Gaza last year.

In their report, the MPs said the government must do more to ensure equipment is not being used against civilians in war zones and highlighted concerns arms exported from the UK have been used against civilians in Sri Lanka's civil war.

Britain and other EU countries are reported to have sold arms to the country's government in the final three years of its conflict with the Tamil Tigers.

A Foreign Office spokesman said: "The government shares the committees' concerns regarding military exports fuelling conflict in countries such as Sri Lanka.

"As a result of the intensified fighting in Sri Lanka earlier this year, the government launched a full review of export licensing decisions to Sri Lanka. In particular, whether there was a need to revoke any licences that were now in breach of the criteria governing export controls.

"This review is nearing completion, and the outcome will be reported to Parliament."

He added: "Overall, we are pleased that the committees endorse our policy of case-by-case assessment for assessing export licences."

The Committees on Arms Export Controls is made up of members of four different select committees: business and enterprise, defence, foreign affairs and international development.

I don't think we're doing right on postwar propaganda either. Some of you may not agree with me. But I do not think it is right to play back every claim that is coming from west. Although it is loved as an ideology that we are hellbent independent that we don't even want to hear anybody talking about SL, we should not discard India and West completely.

However should be able to wedge between majority west/India who may be neutral and lesser interested on SL matters and few individuals who are very deeply involved with evil plans. For an ex ppl like Hilarious Clinton, Miliband, Vaiko or Thirumalavan we should isolate in attacks. But if we keep on saying that we are not gonna listen to anyone who wipes his butt or shit on roads, hence cutting off all the shouts from west and India, we'll be the sorry lot.

Being easy-going is kinda difference between us and super-human homo-dravidians. And if we also turn into another gang like them, we'll be also regarded same.

We should work on raising the life standard of IDPs, no matter how hard it is. But that is not to follow anyone else's agenda. We shud have our own. Also that does not mean their premature release. They should be released only when proper screening is finished and regions are turned habitable. But for heaven's sake we should do these faster. Note that longer we keep them, more loopholes and corruption that will make way and more pussycats will getaway from our clutch.

Also we need to do something against the criminals in cabinet and police. We need swift actions w/o raising skepticism, hence bringing faith, or else there will be a public outcry against them. Using war victory as a cover only dents the shine of the victory.

I feel whether we're getting to an aura of supremacy in GOSL in general especially after victory which is a contrast to friendly and listening nature of MR. There is nothing wrong in being advised [by west] and listening to them [by us]. But only when we conduct our actions we should show them that we do not do as they wish but we're better and authentic masters of our own trade, instead of the savage slaves they might want to believe we're.

In simple terms we've gotta take every response from west and India rather seriously and work and talk constructively in diminishing every genuine root-cause that may leave room for them.

Hope MR and his top brass has wisdom to see this. Sadly their bottom end mouthpieces seem to lack the same to a good measure. And we seem to here war of words from them to us and us to back on them.

By and large I agree with your categorization of weapons suitable for local manufacture, except in addition to standard infantry and naval small weapons, I would include missiles (shoulder fired and platform fired, air-to-ground, ground-to-air, anti-armor, anti-fortification, offensive demining, etc) and associated control systems as items suitable for Sri Lanka manufacture. I would also add various types of fixed and rotating wing UAVs, naval OPVs, and innovative shallow water craft like standard and hybrid- winged hovercraft.

Big-iron items like tanks, jet fighters etc requiring more sophisticated manufacturing and systems level integration are better bought, as you say.

I was focusing on the official ppl of govt. They should not say what Rathnasiri W said to west [butt wiping thing]. Or like DayanJ's opposition with west which he let go publicly. Even Gota criticizes west way too much.

Everyone who blames west, primarily US, should note the amount of arrests they did against pussycats, and the much they allocated their resources in combating the logistics of pussycats. Also the collaboration and support provided in trainings etc. Hilarious can be bought by terrorists but not the whole state dept. That is why we should make the attack more personal than national.

Of course for our case we're free to express our opinion and none of us feel very happy about western double standards.

There is an insidious aspect to these "Arms Sales Treaties."

They are presented to the world as a means of controlling "indiscriminate" use of weapons against unarmed civilians, and as a means of preventing aggressive war.

However, they are also a means of promoting the global agendas of the arms exporting countries.

They will export weapons to their own allies and/or stooges, no questions asked, while witholding weapons from countries who do not fall into that category. So, it becomes a tool for maintaining the global hegemony of these countries.

Even more dangerously, due to various factors such as the influence of expatriate diaspora communities, the national policies of arms exporting countries becomes temporarily distorted, away from the best interest of the majority of even their own citizens.

These distortions often persist for VERY LONG PERIODS of time; long enough to delay the acquisition of arms that a country needs to defend itself in an internal and/or external conflict. By the time the policy changes in the arms exporting country, it is too late for the country in need of them.

It is for these reasons that Israel, for example, has largely become self-sufficient in arms, EVEN THOUGH it has always had the US as a reliable source of arms. Israel does not want to depend on even the United States, which saved it in the Yom Kippur war through the delivery of laser-guided mobs and tanks, when its SURVIVAL is at stake.

Sri Lanka's situation is no different from that of Israel. We must always HOPE FOR THE BEST, but PREPARE FOR THE WORST. We have learned only too well how quickly we are denied the benefits of loudly trumpeted policies of arms supporting countries against terrorism.

SELF-SUFFICIENCY and SELF_RELIANCE .. as far as possible .. in all things essential for SURVIVAL must be OUR GOAL, I say.

Self-Sufficiency in weapons, in expertise, in supplies, in funds, in food, in energy, in medical care, and in powerful allies in politics and in trade.

EMBED the capabilities in our country and the EXPERTISE in our people, for it is THEIR SURVIVAL THAT IS AT STAKE. EMPOWER them to DEFEND themselves .. that is the LEADERSHIP we need!

'Plans for transnational government still on'

In an apparent effort to assure the Sri Lankan Tamil diaspora that all was not lost with the arrest of the LTTE chief, Selvarasa Pathmanat­han alias KP, the outfit’s new leaders declared on Monday, that the ambitious bid to form Transnational Government of Tamil Eelam (TN­GTE) was still on.

Visuvanathan Rudrakumaran, the convener of the committee for drafting the constitution of the TNGTE, said that his panel would come out with a Q and A on the subject by month end.

The US-based lawyer, who has been a legal expert for the LTTE, said in a statement published in www.puthinam.com that the panel would also give details of the working committees in each country. These committees would propagate the idea of the TNGTE, he said. Rudrakumaran appealed to those int­erested in the concept to give their ideas and suggestions to the committee by e-mail.

He said TNGTE would be a directly elected body and would be working within the laws and constitutions of the countries in which it would be operating.

FONSEKA’S WARNING: Sri Lanka’s Chief of Defence Staff and former Army Commander, Gen Sarath Fonseka, has warned that the LTTE has not lost its capability to carry out assassination of VVIPs, and that the life of President Mahinda Rajapaksa was still in danger.

He told the Mahanayake of the Asgiriya Buddhist monastery in Kandy on Monday, that the security forces were tracking down LTTE cadre in north Lanka.

The Sri Lankan government plans to keep up record defence spending despite its recent victory over Tamil rebels that ended nearly four decades of fighting, a senior official said.

Defence secretary Gotabhaya Rajapakse said the military needed to be modernised and payments made on hardware bought on credit.

Sri Lanka raised its defence budget to a record 1.6 billion dollars in 2009, and finally crushed the Tamil Tigers separatists in May after months of intense battles.

"I don't see an immediate need to reduce the defence spending next year," Rajapakse told AFP on the sidelines of a meeting on Tuesday.

"We have cut down on our ammunition purchases. But we need to bring in new technology to upgrade our military capacity."

Sri Lanka relied heavily on mortar bombs and ammunition purchased from China and Pakistan during the ethnic conflict.

After routing the Tamil Tigers, the government scrapped a 200-million dollar ammunition order from China.

Rajapakse added that nearly 30,000 government forces were killed and 10,000 disabled in the decades of fighting, with 6,000 killed in the last three months of warfare.

The Sri Lankan army intends to recruit tens of thousands of new troops to be deployed in areas previously under rebel control.

The editor of the website, Thesamnet.co.uk, Sivapalan Thambirajan said, “We do not know why he has been questioned but we know he has been questioned.”

The thirty three year old Nediyawan (or Tall one) unlike the second leader of the LTTE, in his personal dealings, trusted the power of brawn and is believed to be ruthless like his dead leader. He is supposed to have taken into custody a London man in Wanni, years ago because of a quarrel over the collections of a Hindu temple in the British capital during the heyday of the Tamil Tigers and illegally jailed him. He is supposed to have assaulted a former LTTE supporter in Norway over an argument only few weeks ago. He knew how to shut up anybody who was critical of him. He always moved with brawny and armed Tamil gang around him in the Tamil Vestlan area in Norway where he lives.

Nediyawan has been the head of the Tamil Coordnating Committee office in Norway, which handled millions of Norwegian money raked from the intimated Tamils in Norway and money earned from legal and illegal business conducted there. It is alleged like many other LTTE bosses he has become very rich. Tamil sources in Norway said, for that alone, if not for anything else he and his gang would try to keep the Tiger flag flying as long as possible.

The man known as Castro, who was in constant competition with KP to takeover the international dealings and procuring of arms from him was the God Father of Nediyawan. In fact, such activities for some time were in the hands of Castro when he handled it not very satisfactorily.

Sri Lanka has said if the news that a Norway man is becoming or claiming to become the next LTTE is true they would request the Norwegian government to arrest him and hand him over to Colombo. The Liberation Tigers of Tamil Eelam is a proscribed terrorist group in the European Union but Norway is not a member of the EU.

The Norwegian newspaper Aften Posten quoted a high official of the Sri Lankan Ministry of Foreign Affairs and said: “He says he is “very shocked” to hear that a resident of Tamil Vestlan area is now referred to by a number of sources that one of the leading candidates for the leadership of the LTTE, also known as the Tamil Tigers.”

The official said it is extraordinary to hear a potential leader of the LTTE could roam freely in Norway.

It is not yet known whether the Sri Lankan government has made a formal request from the Norwegian government to arrest Nediyawan.

Nediyawan is married to a woman called Shivagowri Shanthamohan. Her uncle (father’s brother) Ranjan Lala Gnanendramohan was a pioneer member of the LTTE and confidante of Prabhakaran, a connection, that was used by Nediyawan to rise up. The not very studious Nediyawan was sent by the LTTE to Russia for higher studies but he did not obtain any degree.

Thereafter he functioned under Thamilselvan in the political wing and accompanied him to the fourth round of peace talks in Thailand. During the 2002-2005 era when the LTTE posted their political and intelligence operatives in foreign countries Nediyawan was posted in Norway.

Nediyawan is also suspected of secretly tipping off the Sri Lankan authorities to help arrest KP who is in the custody of the police today. KP was taken into custody in a hotel in Kualalumpur recently.

Speaking to Aften Posten in Oslo Professor Rohan Gunaratne , head of the International Center for political violence and terrorism research in Singapore said the Tamil man in question is a dangerous man and should be immediately extradited to Sri Lanka. He told the Norwegian publication: “This is one of the most important people in Tamil Tiger organization. This person is now in the process of restructuring the terrorist organization. He is a dangerous man who collects money and recruits people to terrorism.”

This bugger does not even give any room to say that we are reasonable.

Recently he had a post titled "සිංහයාට ජංගියක් | An underwear for the Lion" - some sarcasm claiming the lion in our flag was eunuch etc. I asked whether the 2 colour stripes were also put with the lion because he is eunuch. (The only non muslim country in the world to have green for muslims and a colour on the flag to represent hindus by any country)

He replied to me in the blog saying "Sri Lanka is not the only country to have green to represent Muslims and Saffron to Hindus. See India’s flag man"

I fully agree about Taboo in your description. Actually I appreciate his writing skill, but he always possesses a hatred on few things, which makes his writings biased, although he claim not to. He's somewhere between neo-communism and X group. His writing is more reactive and deliberately trying to sit out of the box. If anything commonly accepted he tries sitting in the other side. But he's creative.

I also commented once in a while there, and felt that I'm not talking to the kinda ppl I would like to. Taboo's gang of commenters are ideologists mostly spreading X ideas.

Bio piracy

In many of my visits to Sinharaja, I have seen hundreds of foreigners working inside the forest collecting samples, preserving, and analysing them in their temporary locations etc and taking notes and notes in their notebooks, photographing plants etc.

Nobody knows their motives whatsoever, and nobody questions them either.

There could be many concerned people who genuinely research to preserve a treasure like Sinharaja, but as many of the stories emerged in the past, much of these research link to Bio-piracy.

We are losing our plants and the rights, and are forced to buy their products paying astronomical prices where the true maternal rights should be with Sri Lanka.

Unfortunately, Sri Lanka is still poor thanks to our Politicians, and we can not afford to maintain a national plant and gene policy initiative attached with Gene banks and R&D labs (at least to preserve, utilise, and franchise our bio treasures.

We need a policy for indigenous bio resources, and few bio banks to identify and maintain them for the benefit of the country.

It should be expected thatthe Customs officials attached to bio-diversity protection group being pressured and intimidated by various organised groups who are full of money. We have to give special attention to bio-piracy and preventing them, and supporting the groups who stand up to protect it for us.

"Bio" is the past, present, and future of the world, and we must preserve our treasures not letting those treasures falling into the hands of scrupulous hands.

'These investments are for long-term treasury bonds of four years and six years. So there won't be any calamity of rapid withdrawal of funds,' said K.D. Ranasinghe, director at the central bank's economic research department. Ranasinghe declined to identify the buyer.

The four-year T-bond was trading near 12.90 percent with an 8.5 percent coupon, while the six-year T-bond was trading at 13 percent with an 11.75 percent coupon, traders said.

This is a nice situation for the GOSL.

Rupee appreciation will seriously affect the exporters of tea, rubber and apparels. Also earnings of the middle east based employees is going to be affected which will have an impact on the domestic expenditure.

Therefor the GOSL should intervene and control the exchange rate by reducing the Rupee supply. This could effectively be done through money market operation and Treasury Bills. This will in turn will enable the GOSL to reduce the interest rates.

It will be nice to see a single digit interest rate in Sri Lanka just like in many first world countries which will entice domestic investments.

This interim period will be a good opportunity to both forex and bond traders.

Gen J Jayasuriya may have missed a slight point,

LTTE suicide cadres have traditionally being handled by the LTTE overseas network.

They have been given targets, and other instructions i.e. who to meet, where to go etc are all being provided by this overseas network.

This network is intact. Only the source that sends suicide cadres and explosives from Vanni to the South has been dismantled (assuming that no such network is functioning from Vavunia and Mannar).

Still the suicide cadres who have been sent before pussycat massacre are still in the South waiting for the instructions. Their handlers who are based overseas may be still in touch with them.

Also, their helpers may be still at large in the South.

Therefore, it is imperative that our investigators go through all the phone records and originating numbers based overseas and apprehend the handlers with the help of the foreign law enforcement authorities. Until we do this, the South is not safe from suicide menace.

On another note, the upcountry had a significant LTTE base. No one disseminate it. It is disturbing to know that trained LTTE cadres are still at large in the up country.

Sri Lanka Army Commander Lieutenant General Jagath Jayasuriya said the Army expects to commence a special training school in the country to grant the opportunity for other nations to examine Sri Lanka's methods of defeating the terrorism.

Speaking to the media this morning after a special ceremony held at his Regimental Headquarters, the Army chief said that Pakistan has already asked him for an opportunity to learn from Sri Lanka's experience.

The Army Commander expects more requests from various countries, especially from the countries in the region that are facing the menace of terrorism.

Lieutenant General Jayasuriya said the Army needs to increase its manpower at least by another 25,000-50,000 men in order to fill the existing vacancies in the Army and also to match with peace time development.

The Army Chief also said that 300 more soldiers will be attached to the de-mining program in the North bringing the total number of de-mining soldiers to 700.

According to the Lieutenant General Jagath Jayasuriya the Army has decided to grant approvals for anyone to resign after completion of twelve years of service.

IDP settlement will take time. Without necessary infrastructure, it is foolish to settle people. If we do we are asking for another disaster. We need facilities for education, health, sanitary care, security and social welfare activities together with land and irrigation.
Every 100 IDP must go along with 100 Muslims plus others and 800 Sinhalese, in that ratio for each settlement. If we do that 13th amendment will become irrelevant.
SLG should use funds coming from various sources for IDP settlements as above. Then we are settling IDP as well as other folks in proper manner.

CHENNAI: Tamil Eelam is the only solution for the ethnic conflict in Sri Lanka and the Tamil Diaspora should be prepared for any sacrifice to achieve it, declared leaders of the Sri Lankan Tamils Protection Movement (SLTPM).

The ‘Eelam Tamil livelihood - World Tamil Convention’ read out by the leaders of SLTPM here on Thursday said that the setback to the movement to achieve self-determination in Sri Lanka was temporary. It was due to the joint conspiracy hatched by some nations, it alleged.

“To carry forward the Tamils Eelam liberation struggle and to achieve the goal of self-determination, we vow to sacrifices any thing for the cause,” MDMK general secretary Vaiko declared. The gathering lapped it up.

The leaders further urged the human right organisations, democratic powers, and socialist leaders across the globe to support the cause of Tamil Eelam.

“Tamils living in various countries should take steps to mobilize the support of the people in their respective countries and governments for the cause of Tamil Eelam,” the leaders said.

The Sri Lankan army officials under the guidance of the elected representatives of their country violated the human rights and committed atrocities against Tamils. They should be tried for war crimes at the international court as war criminals, they said.

Vaiko, PMK founder Dr S Ramadoss and Eelam Tamil Protection Movement Convener P Nedumaran condemned Tamil Nadu Chief Minister M Karunanidhi’s statement that normalcy had returned in the Lanka.

Taking the dig at the CM’s earlier stand on the Tamil Eelam issue, Ramadoss recalled that Tamil Eelam Support Organisation conference was organised by Karunanidhi along with Nedumaran in 1983.

“Karunanidhi had then said Tamil Eelam was the only solution. But now he says normalcy has reached in Lanka when lakhs of Tamils were killed in the war and still lakhs undergoing torture at the hands of Lankan Army,” he alleged.

He further urged the Tamils across the globe to get ready for staging the protest movement on the streets in support of Tamil Eelam in the near future.

“We received a request from Pakistan to train their officers on our small team operations, so we have decided to open several new training schools in Mullaitivu, Kilinochchi and Vavuniya to train local and foreign military officers,” said Colombo’s new Army Chief Jagath Jayasuriya, reported, Daily Mirror, Friday.

“In response to numerous requests from the region and elsewhere, the Sri Lankan Army is planning to provide military training for foreign security forces taking into account the successful and innovative military strategies that were put in place to defeat the LTTE,” the military chief was quoted by Daily Mirror.



Bugger! This is brilliant. I think we can improve the training value by using LTTE rascals in custody as bad guys in live fire exercises.

I can not understand where our legal system is leading to.

Still the 15th suspect Vass Gunawardana is at large. He has been transferred to Police HQ, and the Police HQ is assigned to carry out the investigation.

This may be a small offense to some compared to the vast corruption taking place in the law and political establishment in our country.

However, what we want is this to be the turning point of all of those offenses. No more! We are fed-up! We want to see this change!!!

One of Sri Lanka's most eminent academics has received an anonymous death threat, officials say.

The threat in a letter was sent to the home of Paikiasothy Saravanamuttu, executive director of the Centre for Policy Alternatives (CPA).

He is the latest in a long line of prominent people, mostly journalists, who have received death threats.

They have in recent months been threatened, beaten up and in some cases murdered.

Nearly all have been critical of government policy.

The letter sent to Dr Saravanamuttu threatens him because Sri Lanka stands to be deprived of the European Union (EU) benefits in October, with resultant job losses.

It says that much of the information used in reaching this decision was supplied by Dr Saravanamuttu to Benita Ferrero-Waldner, the EU's commissioner for external relations.

The letter has been strongly condemned by the CPA.

"We unreservedly deplore this despicable attempt at causing fear through the use of threats of physical harm... to stifle free expression, dissent and debate. We are equally concerned over the increasing emasculation of... civil society," the CPA statement said.

Police say they are investigating the incident.

over the increasing emasculation of the civil society space for the
discussion of public policy choices.

It is contemptible that CPA’s position, held consistently and publicly
with regard to the policy and legal issues involved in the extension
of the GSP Plus scheme has been distorted so as to contrive a
rationale for this letter.

CPA has consistently argued that the GSP Plus benefits MUST be
renewed, and that Sri Lanka should use the opportunity to also
strengthen its human rights protection framework by complying with
international law. We regret that our constructive contribution to
this public policy debate has been perversely distorted and
deliberately misunderstood in some quarters.

Dr. Saravanamuttu and the CPA will be lodging complaints with the
relevant authorities for speedy investigation and necessary remedial
action in this matter.
