We have received credible information on the arrest of two individuals, one a middle aged man traveling on a non-Sri Lankan passport at an undisclosed location in Bangkok in a joint stint launched by Thai and Sri Lankan authorities. The travel documents and said identity confirms with an alias of LTTE operative Shanmugam Kumaran Tharmalingham.
The man was carrying travel documents both under his own birth name and under other aliases at the time of arrest. A group of Sri Lankan officials is expected to fly the said two individuals to Sri Lanka shortly. Please await further information as it is made available.

It will not be easy to change the POV of parties like some media channels, Exiled journos, NGO activists and many western diplomats on SL. They are not having cleaner hands. Some of them are deceived and some are originally corrupted.

Same group of people have been barking against almost every state administration in the world on whatever "violation of right". Even US won't be spared by many journos and HR activists. Does anybody care?
The reason why nobody cares their cries is, primarily ppl know that the purple democracy, sky-blue freedom and clean-white HR maintenance is not possible in any country. Secondly they know that most of "evidence" like in this case can be flawed doctored or creatively constructed. And lastly they all know that most of those who "scream" on these have their stakes in it, either as bribes by interested parties or in getting famous using it.
How can anyone prove this video is genuine? He points out that they speak in Sinhala. But most Pussycats knew sinhala fluently, and they can speak in Sinhala. How can you authenticate this? Asking HR activist in exile is taking out of horse's mouth.
In simple terms videos like these can only serve defamation, but they cannot be held as an evidence in any jurisdiction process.
Most govts know their limits and their own track record on such matters. All what they do is telling some donkey like Miliband to hee haw about it and get on with their own affairs. As they recently proved, it does not even stop the granting of loans.

CHENNAI: MDMK general secretary Vaiko said that the British TV Channel 4’s expose showing the execution of the innocent Tamil civilians by the Sri Lankan soldiers were proof of Mahinda Rajapakse government’s deliberate plan to eliminate them.
In a statement, he said the clippings that were allegedly shot by a Lankan soldier, depicted the horrible nature of violence. “There were many more executions in April and May and several innocent Tamils were executed by the Lankan army,” he claimed. Vaiko said that the leaders of the Lankan army should be tried for human rights violations.

Striking another blow to Sri Lanka's Tamil Tiger terrorist organization, a United States federal court Monday upheld the law that allows the U.S. president to designate groups as terrorist organizations, freeze their assets and block aid to them.
United States Court Of Appeals for the Ninth Circuit in San Francisco Monday turned down an appeal challenging an executive order issued by President George W. Bush in 2001, after the 9/11 terror act, to enable the President to designate groups as terrorist organizations through the Treasury Department.
Humanitarian Law Project (HLP) filed the appeal on behalf of the Liberation Tigers of Tamil Eelam (LTTE) arguing that the law was unconstitutionally vague and that it violated the First Amendment right of free speech.
A panel of the 9th U.S. Circuit Court of Appeals ruled by a 2-1 vote that the law regulates conduct, not speech, and does not violate the Constitution.
Ilankai Thamil Sangam, Tamil Welfare and Human Rights Committee, World Tamil Coordinating Committee and Nagalingam Jeyalingam were the other appellants.
The case was filed against the United States Treasury, Treasury Secretary Timothy Geithner, Attorney General Eric H. Holder Jr., Department Of Justice, and Secretary Of State Hillary Rodham Clinton.
David Cole, a prominent law scholar of Georgetown University Law Center in Washington, D.C. represented the appellants.
HLP challenged the President's executive order in the district court in 2006. The district court ruled that HLP lacks standing to contest the President’s authority and rejected its contention that the Secretary's designation authority, or the ban on services, is unconstitutional. The appellate court said they agree with the district court's ruling.

It could have been the perfect recipe for disaster for former Sri Lankan army chief, General Sarath Fonseka, recently made the chief of defence staff (CDS).
Trooper Siddiqui with the voluntary armoured corp was cooking for Fonseka since 2002 in Jaffna and was his main chef at his official residence in Colombo where he moved in 2004. But culinary skills was not Siddiqui’s only forte — he was a LTTE cadre given the job of ensuring access for Tiger suicide cadres to enter the army headquarters and target Fonseka.
“Siddiqui was cooking in the army chalet since 2002 when I was the security forces commander in Jaffna. In 2004, my ADC brought him to my official residence in Colombo. In the month of December same year, I became army chief,’’ Fonseka told HT.
Three months before Fonseka took over as army chief Siddiqui met with an accident and was admitted in the military hospital inside the army headquarters where the army chief’s office was also located.
“His (Siddiqui’s) handler and the female suicide cadre came to the hospital four-five times in the guise of being his relatives. They did a complete reconnaissance of the army headquarters and also kept track of my movements. Siddiqui was aware. I also visited him in hospital,’’ he said.
According to Daily News, on April 25, 2006, it was the cook who made the final phone call to the female suicide cadre awaiting Fonseka’s motorcade opposite the hospital. It was to pass the information that the army commander had left the headquarters to have his lunch at home. Fonseka was badly injured but survived the attack.
Siddiqui continued to work at the armoured corp headquarters till three weeks ago when he was arrested.
According to Fonseka, Siddiqui’s name was mentioned by another arrested LTTE cadre who was part of the operation. The cadre also revealed that Fonseka had been marked as a target by the LTTE way back in 1991.
“Siddiqui was arrested. Two weeks ago, he hung himself in a police cell. He used his own shirt,’’ Fonseka said.

It is also very timely to write this new chapters of our history to record heroic battles fought by our warriors. I hope that somebody has initiated this great national task. He feared Eelam dream would die with him
Worried that the military would crush his dream of a separate Tamil homeland, slain LTTE chief V Prabhakaran had made a last ditch attempt to escape to the jungles in the north by breaching the Sri Lankan defence lines during the final phase of the war.
Prabhakaran’s now detained close aide Gokulan Master, who was with the Tiger chief during the last stage of the war three months back, disclosed this during interrogation.
A day before he was killed on May 18 in Wanni, the Tiger supremo attempted to escape to the Puthukudiyiruppu jungles by breaking through the Sri Lankan defence lines, the aide said.
“If we fail in our final plan, we would be killed by the Sri Lankan army. In such an eventuality, no one can claim an Eelam (separate homeland for Tamils) in Sri Lanka and the Eelam dream would become a nightmare,” Prabhakaran was quoted as saying by Master.
“So on the morning of May 18, the near 35-year old dream of Tamil Eelam became a nightmare to us,” Master told interrogators, according to the Bottom Line newspaper.
When the Sri Lanka Army was about to overrun Visvamadu in the north, Prabhakaran shifted to adjoining Puthukudyiruppu and from there he directed the fight while in underground bunkers set up by utilising containers, Master said. The newspaper said the LTTE decided to increase its manpower and began recruiting children as young as 12 and adults over 50 years of age during the crucial phase of war.
“These persons thus recruited were inducted into the ‘Makkal Padai’ or People’s Force after a very short training,” it said.
Simultaneously, on a concept put forward by senior LTTE leaders Theepan and Balraj, the LTTE started putting up earth bunds, going up from five feet to 20 feet in height, depending on the location, it said.
“When the LTTE lost Pooneryn and Kilinochchi, Prabhakaran once told Pottu Amman (LTTE’s intelligence chief) that 75 per cent of his struggle for Eelam had gone downstream,” Master said.
Prabhakaran said that the LTTE had to boost the sagging morale of its cadres and slow down the enemy, at least till the international community intervened on the outfit’s behalf, the newspaper quoted Master as saying.

An authoritative source from the Defence Ministry yesterday said that the Superintendent of Police Lakshman Cooray, now in custody arrested on charges of aiding and abetting terrorism and involvement with the LTTE, had released a number of LTTE suspects from custody.
The senior Defence Official said the suspect had paid special attention to Tiger cadres who were in custody and their welfare prior to security forces eliminating top rung of the terrorist organization.
Investigations have revealed the senior police officer had provided information to Tiger cadres who were on suicide missions in Colombo and certain other places targeting the President and top politicians.
The intelligence sources have gathered information that he had provided vital information about the movements of senior politicians.
He had provided information to the LTTE in their abortive suicide attempts on the lives of Ministers Maithripala Sirisena and Mahinda Wijesekera and the killing of Minister Jeyaraj Fernandopulle.
Cooray joined police as an ASP during President Chandrika Kumaratunga’s tenure and in the wake of police unearthing vital information about his close involvement with the LTTE and its allies now Police are investigating whether he had produced bogus certificates claiming that he is a graduate, the officer said.
Police investigations are continuing into how he came to possess a number of luxury and other vehicles.

Sri Lanka's Cabinet of ministers today approved a project to construct Outer Circular Highway (OCH) around the city of Colombo.
President Mahinda Rajapaksa in his capacity as the Minister of Highways and Road Development submitted a proposal to award the contract for the southern section of the proposed highway to the China Harbour Engineering Company for nearly 25 billion rupees.
Japan International Cooperation Agency (JICA) will fund the project.
The Outer Circular Highway has been proposed as a solution to ease the traffic congestion to the capital and encourage development away from the highly populated urban areas in the Western Province to achieve a better balance for growth.
The proposed OCH highway will start from Kerawalapitiya along the Colombo - Katunayake Expressway to link Southern Expressway crossing A-4 highway at Kottawa and the main A-1 Colombo-Kandy highway at Kadawatha.
The OCH will be built in three phases - Kottawa-Kaduwela,Kaduwela-Kadawata and Kadawata-Kerawalapitiya. The southern section proposed to be given to the Chinese company will be the Kaduwaela to Koattawa section.
Once completed, the proposed OCH with access to all the "A" class roads at several interchanges will connect the North and South faster bypassing the congested Colombo City.

Speaking at a conference at the University of Sri Jayawadenepura in Colombo last week, Sri Lanka's former Army Commander General Sarath Fonseka who led the island nation to its historic military triumph said the victory was achieved by adopting guerilla tactics while letting the terrorist group adopt conventional military strategies.
Pakistan, another South Asian country, attacked by guerillas has already expressed their desire to send small groups of combat troops to Sri Lanka to learn from the Sri Lankan experience.
General Fonseka, who has now been elevated to the position of the Chief of Defense Staff by President Rajapaksa described the secret of success of the Sri Lanka Army at as the transformation of the way of going into battle at the Eelam War 4 and reversal of methods both by the army and the terrorists.
General Fonseka said the LTTE as expected behaved almost like a conventional army while his forces stepped into the shoes of a guerilla warfare.
He said the army, as guerillas do, started making incursions into LTTE strongholds in small groups carrying out daring attacks when the terrorists challenged the army inside the jungle.
He described the Sri Lanka resolution to go to war was a political one and said with the other forces, like the navy, air force police and the civil defense force in unity fought the war with that political will.
He said, "Thirty years of war had caused a lot of frustration to the people, who had lost their faith in the Army.... I restructured the entire Army deviating from traditional methods, appointed new people of my choice untainted with corruption and dramatically increased the manpower of the Army with recruitment.
"We commenced our assault from the A9 road, the Maddu road, Mannar and the Mullaittivu jungles. Sometimes it took us four to five days just to take control of one or two kilometres. But the results were good. We minimised our casualties and increased losses of the enemy."

UK introduces war crime clause in visa applications of Sri Lankans.
This should effectively prevent all LTTE terrorists and those who supported them directly or indirectly entering UK. Video taped evidence through UAVs of LTTE shooting escaping civilians and plenty of eye witness accounts should be sufficient as evidence.
To ensure that we have no war criminal entering in to Sri Lanka, we should ask all Brits the same question that if they ever engaged in war crimes in Iraq and Afaghanistan. I agree with all your observations. I only watched first half of it and did not see how they tried to focus the camera on things that aren't necessary.

Yes indeed, the Sri Lanka Navy is one of most highly motivated and skilled navies in the world in counter terrorist operations.
It utilized its meager resources extremely well, and developed new naval craft and strategies well adapted to confronting and defeating the LTTE.
However, it is far from being the best in terms of CAPABILITIES, RESOURCES and STATE-OF_THE ART TECHNOLOGICAL SKILLS. The current Navy is not suited to coping with the different kinds of threats we will face in the future.

The world is ready to share the experience of the Sri Lanka Navy's capability of defeating terrorism. The Sri Lanka Navy is considered one of the most powerful Naval troops in the world to have defeated and disabled the LTTE sea wing.
Speaking at the ceremony in tribute of the gallant Naval personnel at the Navy Dockyard in Trincomalee, yesterday (Aug 28), chief guest Defence Secretary Mr. Gotabaya Rajapaksa said the Naval troops were dedicated to protect the nation and had made an immense contribution in defeating terrorism.
"I praise their efforts and dedication in protecting the territorial integrity, sovereignty and unity of the motherland," he added.
He observed that the Naval troops were the main obstacle to the LTTE cadres in bringing arms and weapons via sea.
"The Navy destroyed eight of the LTTE floating stores (vessels) in the local and international seas. This prevented the LTTE from bringing in arms and face severe shortage of arms and weapon during the last battle against the Security Forces," he added.
Secretary Defence said the Naval troops maintained logistic needs and lifelines to the North. When the Sea Tigers attempted to attack the Jet Liner ship carrying unarmed troops, it was foiled by the sailors in action.
The LTTE's strategic move to take over the Trincomalee harbour and attack the Security Forces installations was thwarted by the Naval troops.
Her further asserted that the Sri Lanka Navy is one of the best Naval wings in the world which destroyed the terrorist movement in the sea with its limited resources and technology.
"The Navy using its Special Boat Squadron (SBS) destroyed many of the LTTE suicide boats and movements in the sea. There are countries which possessed high sophisticated sea power but were unable to prevent terror movements.
Many countries had requested the Defence Ministry to let them share the experience of the Sri Lanka Navy. Foreign defence delegations wanted to come to Sri Lanka and acquire techniques of the Sri Lanka Navy," he said.
Sri Lanka Navy members will be sent abroad to enlarge their experience and acquire more knowledge in Maritime work, he said.
Mr. Rajapaksa emphasized that the Sri Lanka Navy will have greater responsibility in the future to protect our territorial waters and prevent illegal activities.
He also thanked the Indian Government for facilitating the acquisition of this vessel for the Sri Lankan Government. "The gesture of goodwill by the Indian Government will strengthen the bilateral relations and build better cooperation between the two neighbouring countries," he added.

Channel 4 video: The technical truth

As a specialist in video coding I decided to look into this video footage and verify the technical features of the video against the claim that it came from a mobile phone. I was a head of R&D in a Major British Broadcasting company and later worked in global companies like Cisco and Cable and Wireless and Ericsson.
Looking at the footage, the first thing I found strange was the high quality of the video and lack of cascading effects and motion blur associated with mobile video coding.
I got hold of an original video that was on Quicktime format and another that was on AVI format and decide to put them through various analysers to see origin of the video from the mobile source.
Looking at the results, I can say this video never came from a mobile phone since the original video is of quite a high standard and motion vectors were of high quality. (That never comes from a mobile phone. I also found that Tamilnet had tried to put this video on 3GPP format associated with mobile phones. This also gives some clues since mobile phones that are older are on 3GPP format, while all the new ones are of H-264 which is mpeg4 part 10.
The original video is from a good quality video camera and later some one has tried to transfer this to 3GPP QT format where we can see some cascading errors.
I was involved with global Broadcast R&G for almost 25 years and Ch-4 used to have good people but it has now gone down to gutter journalism. Any broadcast engineer should have picked the lack of cascading errors on the video since Ch-4 uses Flash format on their web site.

Shocking pictures of slain Tamils surface

CHENNAI: Even before the shock waves that erupted after the horrendous video footages of Sir Lankan soldiers executing Tamils could subside, a fresh set of gory pictures has surfaced.
The images circulating on the internet show badly mutilated, naked bodies of slain Tamil rebels, of both men and women.One of the pictures shows a dead man with a tag reading ‘08’ attached to him, being trampled by a man in an army uniform. Many bodies in the pictures lacked torsos, limbs and hands. While an image showed just the skeletal remains of the upper part of a body, another showed badly eaten away portions of the head of a slain man.
Strikingly, the backdrop of the pictures - a large, lush, green, open field - resembled many images of Sri Lankan war that had been published earlier by the international media.
The pictures started appearing from late Saturday and by Sunday noon, many pro-Eelam websites including www.athirvu.com and www.tamilwin.com had the images. Both ‘athirvu’ and ‘tamilwin’ said the dates when the pictures had been taken were unknown. The location in question could be Anuradhapuram and the rebels could have been killed during an air raid, it was speculated.
“What is disgusting and shocking is the manner in which the dead soldiers were treated. They (Sri Lankans) need not respect the slain Tamil men and women; they could have at least given them a decent burial. The images of vultures in the background waiting to prey on the dead bodies is nauseating and reflects the extreme chauvinistic tendencies of the Sinhalese,” the websites said.
‘Tamilaruvi’, a pro-Tamil FM radio broadcast from Norway in its news bulletin has demanded stern action by the International Criminal Court for alleged serious war crimes committed by the Lankan government.
‘India should rescue Tamils’
Speakers at a conference on the plight of Eelam Tamils in Sri Lanka in the present scenario urged the Centre and State Governments to rush for the rescue of Lankan Tamils, as they are being virtually grilled in jungles in the name refugee camps.

President Mahinda Rajapaksa on Saturday strongly voiced his opposition to communal-based politics being practiced in Sri Lanka.
Addressing a public meeting organized by the National Congress at the Akkaraipattu National Stadium, the President observed that it was not appropriate to practice such divisional politics in the country hereafter.
He also stressed that there would no longer be minority communities in Sri Lanka. "All those who love this country are sons and daughters of Sri Lanka and my first, second and third priority is the Motherland and this should be the same with you," the President said.
The public meeting which was attended by a large gathering was organized by the National Congress, both as an occasion to convey the appreciation of the Eastern masses to the President for liberating the country from terrorism and also to celebrate the party's fifth anniversary and annual convention.. President Rajapaksa said: "We are children of the same nation. Thus, petty differences should not exist. All can now live freely and in harmony as terrorism which plagued the country for nearly three decades is now over".
He also noted that the development work in the East which was lagging behind for 30 long years due to terrorism was being fast tracked through the Negenahira Navodaya program.
"Today the East is fast developing with new highways, schools, electricity projects and employment generation avenues. Health facilities are also coming up. Soon the East would reap the benefits of these multi-faceted development programs and would make its mark as a new and viable destination in the Sri Lankan map soon," he added. President Rajapaksa also advised those present not to be misled by false and malicious propaganda orchestrated by interested parties to tarnish his image.
"I am your friend and relative so believe in me and have faith in me," he added. The meeting was organized by the leader of the National Congress, Water Supply and Drainage Minister A L M Athaullah. Social Services and Social Welfare Minister Douglas Devananda, Easter Chief Minister Sivanesathurai Chandrakanthan, Labour Minister Mervyn Silva other Government officials and the members of the NC participated.

The large posters signifying a tale of triumph against seemingly impossible odds can hardly be missed by anyone traveling the length and breadth of Sri Lanka, and that very much includes the battle scared north of the country which has equal reason to rejoice having been liberated from the evil grip of the bloodthirsty Tamil Tigers after three debilitating decades.
Telling in narrative and touching in effect, the posters depict a gleeful Sri Lankan President Mahinda Rajapaksa giving his somewhat bashful looking younger brother Defense Secretary Gotabaya Rajapaksa a spontaneous hug gushing with affection and gratitude.
Indeed, the Rajapaksa brothers Mahinda and Gotabaya have every reason to be proclaimed as the heroic poster boys of the momentous victory—an outcome no Sri Lankan at home or abroad (and even the circumspect international community) thought was ever possible—over one of the world’s most feared and brutally clinical terrorist outfits which devised and subsequently exported the barbarous knowledge of suicide vests and truck bombs to its comrades in death in theaters of secessionist war worldwide.

For whilst the President played political hardball and made anyone who was willing to listen realize that the country could never defeat an enemy it wasn’t prepared to fight, his Defense Secretary—with a seriousness of purpose unmatched by any previous incumbent in that key office—mapped out and unwaveringly directed the definitive final chapter of the long running saga.
Under the firm guidance of Defense Secretary Rajapaksa, the Sri Lankan military did what the Tamil Tiger leadership least expected it to do—double its manpower and bring the fight direct to the enemy and inflict decisive psychological wounds. This was all-flanks engaged warfare based on common-sense and strategic insight. It was brilliant as it was simple, making many wonder why it hadn’t been instituted before.
But to cast light on that quandary one needs to rewind recent history. While May 2009 was when the last remnants of the Tamil Tiger fighters, including its megalomaniac leader Velupillai Prabhakaran, were wiped out and the country’s freedom from terrorism declared, one has to go back to a warm night in November 2005 when the path to attaining that freedom was laid.
Late on that day, when the votes in the presidential election were being tallied and then presidential candidate Rajapaksa realized that he was almost home and dry (and on the day of his 60th birthday at that) he asked his brother Gotabaya—then domiciled in the United States and had taken three-months leave from his job in an IT company to travel to his homeland to help with his brother’s campaign—whether he would consider staying put in Sri Lanka and taking up the post of Defense Secretary and helping him end the war. In what turned out to be the perfect birthday gift, Gotabaya agreed.
Sitting behind his desk which is flanked by a tank full of fish swimming lazily and providing the perfect antidote to the stress-laden demands of his office, the iron-willed but soft-spoken (though he is known to erupt in volcanic rage when encountering mismanagement and incompetence) Defense Secretary Rajapaksa—who rose to the rank of colonel in the Sri Lankan Army before retiring and emigrating to the USA—acknowledges that the chemistry that came about by his appointment was unprecedented, and had a crucial bearing on the final outcome.
He explains: “For the first time ever in the history of Sri Lanka we had the three commanders of the Army, Navy and Air Force working with a Defense Secretary who had served alongside them in the battlefield during the early days of the conflict. And crucially, my brother was the President which meant I could cut out the bureaucratic red-tape and, more importantly, disregard the political interference that had previously crippled this office—and invariably the war effort—and go straight to the Commander-in Chief if and when the need arose.”
Needless to say, it was a gilt-edged connection that shaped the conclusive stages of the war—especially when seeking the wherewithal to substantially boost the firepower. But in the final analysis it was Defence Secretary Rajapaksa’s depth of vision and not his scale of influence that mattered.

“What I was able to do, with the help of the commanders, was to professionalize the three services and change the demoralizing culture where promotion was based more on political connections than merit. We instilled in our soldiers the importance of discipline and feelings of pride in wearing the uniform. We also made them understand that the cause they were fighting was a just one. In addition, we paid special attention to their welfare and that of their families. I believe all these aspects played a vital role in helping us gain the upper hand against the enemy,”says the man who narrowly survived an assassination attempt by a Tamil Tiger suicide bomber who targeted his bullet proof vehicle killing several of his bodyguards.
When asked if he felt his work was now done, the Defense Secretary (whose all encompassing brief also includes public security and law and order) notes: “To a certain extent it has. But now we have to put in place a good intelligence network to ensure that the security of our country is never again compromised by internal fighting forces.
“And having been on a war footing for so long, we have to redefine the role of the Armed Forces now that peace has been restored. Also much of the police force will have to be re-trained and re-orientated to the requirements of law and order in a post-war community setting.
“Beyond that, we also have to ensure peace and order in our society by disarming the many factions and individuals who, by nature of the threats they faced from the Tamil Tigers, were allowed to carry arms. We need to impress upon them that the state can now offer them adequate protection.
“There are too many firearms in circulation, and if Sri Lanka is to enjoy the benefits of peace then it’s an issue that has to be addressed with a sense of urgency.”
Fittingly, a microcosm of the peaceful Sri Lanka that Defense Secretary Rajapaksa helped pave can now be seen on a daily basis just across the road from his Defense Ministry office where sits one of Colombo’s most important landmarks, the Galle Face Green.
An expansive stretch of green that looks seductively over the Indian Ocean, it has since it was built in 1865 been the place of choice for the capital’s residents from near and far to gather and relax late into the evening. Because of security concerns it has been closed to the public for several years and depicted an empty forlorn picture that was symptomatic of the depressive state of affairs in the country.
But now it is open and buzzing again, with kites manned by young boys soaring and playfully flirting with each other in the evening breeze. While on terra firma bowling arms are exercised and batting stokes executed as makeshift cricket matches are in progress. And all around is a merry scene of families picnicking and lovers promenading.
It’s a joyful tableau neatly encapsulating a remarkable turnaround in Sri Lanka’s fortunes, and something that for sure catches the eye of Defense Secretary Rajapaksa as he drives home from his office each day.
For that, and a lot more besides Sri Lankans owe him an immense debt of gratitude. And President Rajapaksa would do well to ensure his brother Gotabaya stays around for a while yet to help build on the dividends of peace.

The government believes the LTTE has been crippled, with the capture of their new leader, Selvarajah Pathmanathan. This was because Pathmanathan, as leader of the LTTE gunrunning operation, kept many operational details and contacts to himself. Any successor will have to rebuild much of the organization without that knowledge. Pathmanathan also controlled a lot of the money collected from expatriate Tamils, and now those contributions have dried up (partly because the LTTE has been declared a terrorist group in so many nations). The government is negotiating with Pathmanathan to find out where the remaining funds are, and what shape the offshore LTTE organization is in. While many Sri Lankans want Pathmanathan executed, or jailed for life, Pathmanathan is a skilled negotiator who is intent on talking his way out of a death sentence.
Pathmanathan also has information on the organization that only the senior leadership had. He is able to let the government know how large the organization was in Sri Lanka before the final offensive, that ended the war, began last year. There were 30,000 LTTE members back then. Not all were armed, but all were organized, and the army captured lots of records listing who they are. Most of these LTTE staff survived the final campaign, and the government is looking for them. These are the people who could rebuild the LTTE, and who are even now trying to carry out terror attacks.

The government is pretty angry at the criticism it gets by European and American politicians and media, over the treatment of the northern Tamils. Many prominent Europeans want the Tamils in refugee camps released immediately, and Sri Lankan security forces prosecuted for war crimes. This sort of thing enrages the Sinhalese majority in Sri Lanka, and results in accusations that these foreign critics are a bunch of pro-terrorist, delusional, racists (who imply that the Sri Lankans cannot govern themselves). India, the original home of the Tamils (who are a minority there, comprising only about six percent of the population), is much more sympathetic to the Sri Lankan government. Partly, this is to keep the Chinese out (who are offering all manner of attractive commercial deals to Sri Lanka at the moment). But India knows all about fanatical sects and political movements, and was also subject to LTTE terrorism. Europe wasn’t, and doesn't understand. Thus the camps will only be closed when all the LTTE members inside them are identified, and no sooner.
Meanwhile, some atrocities have taken place, but often against Sri Lankans who don't get along with the police. Over more than two decades of terrorism and violence, the national police have acquired an attitude that they are above the law. Cross the cops, and you end up dead, or maybe just beaten, or crippled. To show you a lesson. Popular anger against this sort of thing has been building for some time, and politicians realized that they could no longer get away with not dealing with it. So, since the LTTE was crushed earlier this year, more police have been arrested and prosecuted for misconduct.
The police, in turn, have been ordered to crack down on the criminal gangs, who flourished during the last two decades, often by being the paid accomplices of the LTTE. There is also fear that the criminal gangs will get their hands on some of the hidden LTTE weapons, and put them back into circulation. Today alone, troops and police found dozens of bombs, rifles and much ammunition up north. While much of these hidden weapons are found based on tips from Tamils in the camps, other stuff is found simply by examining likely hiding places. The north apparently has over a thousand of these hidden weapons caches.
Much more has been hidden, like secret agents within the government and military. Earlier this month, interrogations of captured LTTE members revealed that the cook (for the last seven years) of the head of the army (general Fonseka, recently promoted to head of the armed forces) was an LTTE agent. Several other well placed agents have been revealed, and there are apparently dozens more who are still in place (and no doubt trying to figure out how to flee the country).
August 29, 2009: In the north, troops searching for weapons, uncovered a hidden warehouse containing 140 landmines, and many other weapons.
August 25, 2009: Police discovered LTTE weapons, and a suicide bomber vest, apparently intended for use against the president's brother, who is also an official in the defense ministry. The members of this terrorist cell escaped capture, and the police fear there is more than one such group in the capital. Assassination attempts against senior officials usually take months to plan and prepare. It's unknown if this attempt was in the works for a while, or was being hastily put together by one of the many groups of LTTE killers now on their own, since the LTTE high command has been, for all intents and purposes, put out of action for the moment. There is no one at the top of the LTTE chain of command, issuing orders. So hundreds of small (no more than a dozen) groups of LTTE members are trying to reform the organization, and avoid capture.
August 23, 2009: In the north, police found four "suicide bomber kits", which had apparently been hidden, for later use, after the LTTE was driven out of the area.

The Pakistani government made the initial request for this kind of training, but Sri Lanka found that several other nations were also interested. Military professionals recognize that, and want to learn the details of how the Sri Lankans did it.
August 20, 2009: The new commander (as of last month) of the army, lieutenant general Jagath Jayasuriya, has cancelled his predecessors plans to expand the military 50 percent. There will still be some expansion, but only a few thousand troops, and these will be commando and intelligence units needed to find and run down the remaining LTTE terrorists. More troops are being put to work clearing the LTTE mines and booby traps that cover much of the north, making many towns and villages uninhabitable until the devices are cleared.
August 15, 2009: Acting on a tip from a captured LTTE man, police found a 45 pound bomb hidden in a culvert outside the central Sri Lankan city of Mahiyangana. The bomb was defused and removed.
August 12, 2009: Police captured three more LTTE members who were making preparations for terror attacks. Although the senior LTTE leadership is dead, or fled, many lower ranking leaders are still around, and some of these are trying to organize more attacks.
August 10, 2009: Police seized a van full of bombs, (twenty eleven pound Claymore mines), that were headed for the capital to be used in suicide attacks. Elsewhere in the north, troops found six suicide boats, packed with nearly a ton of explosives. Many small caches of weapons (rifles, grenades, machine-guns, ammo) are being found. There are apparently many more to be discovered.

I fully understand and appreciate that few expatriates have the luxury of abandoning their livelihoods, their jobs, and their families both abroad and in Sri Lanka who depend on them, to do what you propose. Instead, these patriots should continue to strive and prosper where they live, foster and care for their families, be good citizens and/or permanent residents to their host countries, acquire a reputation as upright and honest people who are assets to those countries, and actively participate in civic duties and administrations of those societies.

Close on the heels of evidence that LTTE terrorists masquerading as civilians are making an attempt to control civilians held at welfare camps in the Vavuniya region, an influential section of the security establishment believes the camp population should be re-located to smaller camps.
Intelligence services have brought this to the notice of the Defence Ministry.
A senior government official told The Island that authorities in charge of camps had been unable to run overcrowded camps effectively. He said that there could be hundreds of LTTE cadres, including members of suicide squads and intelligence wing cadres among the civilian population. Speaking on the condition of anonymity, the official said the military and the police could not effectively manage camps nor identify the wanted men and women as camps hold far too many people.
Responding to our queries, he asserted that it would be ideal if only a few thousand could be held at one camp. He said that setting up of additional camps would be a heavy burden on the government but it could greatly help their efforts to identify terrorists taking cover among ordinary civilians.
"Don’t forget Prabhakaran’s parents, too, took refuge among ordinary people," he said adding that there could be many terrorists operating within camps though the top leadership was wiped out. Those who shed crocodile tears for people held at camps had conveniently forgot ten that among terrorists masquerading as civilians were many women cadres.
Another official told The Island that what’s left of the LTTE now held at welfare camps would definitely make an effort to reorganise. He warned that the government should not be complacent as no rehabilitation effort could help the hardcore LTTE cadres.

Not all made of gold, and I agree that some are political appointments. But we had the right one in right place when it mattered, and we could beat the indomitable western forces in their own court of HR agencies. SL diplomats, the good ones, did their part exceptionally well.

Sep 1 (Xinhua) Sri Lanka's police have arrested atop woman member of the defeated Tamil Tiger rebels, a local radio station reported on Tuesday. I just got back in town yesterday after nearly 3 weeks of travel on holidays.
I traveled to many different places (including dear SL) and I must share with you a phenomenon that I saw during my travels.
That is, I (with my Eastern beauty) visited many let's say "exclusive" resorts all the way from Hawaii, Fiji to Bora-Bora and what I was amazed to see was the number of SL Tamils also enjoying holidays in these places!
Now don't get me wrong...we have done such travels in the past but have never encountered such a large number of SL Tamils at these resorts...and this got me thinking...

MADURAI:A Dalit youth was murdered on Monday, allegedly by his upper caste neighbours. While the police attributed the crime to a long pending land dispute, a human rights outfit sought to give a caste angle to it.
A team sent by Evidence, an NGO, for spot inspection alleged that Nayagapandi, 20, son of Balamuthu, was killed because the upper caste people did not want Dalits as neighbours.
Veerammal, grandmother of the deceased, had bought 3.5 cents of land in Bharathi Nagar at Thathaneri in 1980 and since then the family had been residing in the house they had constructed there.
The family alleged that Pownraj and his wife Selvi and Maharajan and his wife Jeyarani, who have been living in their neighbourhood, had been treating them badly because of their caste from the beginning. Mayandi, Sasikumar and Nirupan have surrendered hunt is on for others.
The Commissioner of Police has ruled out caste angle and said that previous enmity existed between the families due to a land dispute.

India asked to issue visa to German journalist

MONTREAL / NEW DELHI: Media watchdog Reporters Without Borders has asked the Indian government to issue a press visa to German journalist Hasnain Kazim to report for Der Spiegel weekly. But Indian government sources said the journalist was guilty of "gross violation of visa norms" and had "misused" his visa during his previous visit.
In a statement, the media body said Indian diplomats in Germany had told German officials that his visa request five months ago had been denied because his articles were regarded as "overly critical and biased".
The Indian-origin journalist, who has worked with the German magazine since February 2006, had visited India in November to cover the Mumbai terrorist attacks. His articles won him a nomination for the CNN Journalists Award 2009.
Kazim submitted his press visa application to the Indian consulate in Hamburg in April to be based in New Delhi as the South Asia correspondent for the online section of the German magazine.
"We are dismayed to learn that the Indian authorities have again refused to issue a press visa to a journalist employed by a respected news organisation," Reporters Without Borders said.
"Excuses have been made about the time needed to process an application but the reality is that the Indian government has not liked some of this experienced journalist's reports and wants to prevent him from returning to India.
"There is an urgent need for the government to scrap this archaic practice of banning certain foreign journalists from visiting the country. Dozens of journalists have encountered this problem of late," the Montreal-based media freedom body said.
The media watchdog said his press visa application was immediately passed to the New Delhi, which was still to respond.
But Indian diplomats accused him of "hostile" coverage, adding that his reporting from Mumbai was "illegal", it said.
An Indian official, contacted by IANS, said as per his information the journalist had come on a tourist visa to Mumbai last year and had stayed on to report from there, an action that construed "serious violation" of visa rules in force internationally.
The official, who could not be identified as per official rules, said Der Spiegel had also, in a letter to the Ministry of External Affairs, admitted wrongdoing by its journalist who had come to India on a short-term tourist visa but then began reporting for his publication.
Spiegel Online editor Mathias Muller von Blumencron, who met with the Indian ambassador to Berlin, was quoted as saying: "The irony is that Hasnain Kazim's family had to fight to be accepted in Germany and now he is being rejected by his country of origin.
"We find this very sad. He is one of our most brilliant online reporters and we still do not understand why the Indian government is refusing to give him a visa."
The statement alleged that the personal belongings of Kazim and his family were searched by Indian customs and retained for three months before being sent back to Germany.

Sri Lanka's police have arrested a top woman member of the defeated Tamil Tiger rebels, a local radio station reported on Tuesday.
The Sri FM radio quoted police sources as saying that the woman who had worked in the political division of the Liberation Tigers of Tamil Eelam (LTTE) was arrested in a Colombo suburb while making plans to leave the island.

An Iraqi court document from November 2008 says that since the Americans provided no evidence or confession, Jassam should be released.
